This paper proposes an agricultural environment monitoring server system for monitoring information concerning an outdoors agricultural production environment utilizing Wireless Sensor Network (WSN) technology. The proposed agricultural environment monitoring server system collects environmental and soil information on the outdoors through WSN-based environmental and soil sensors, collects image information through CCTVs, and collects location information using GPS modules. This collected information is converted into a database through the agricultural environment monitoring server consisting of a sensor manager, which manages information collected from the WSN sensors, an image information manager, which manages image information collected from CCTVs, and a GPS manager, which processes location information of the agricultural environment monitoring server system, and provides it to producers. In addition, a solar cell-based power supply is implemented for the server system so that it could be used in agricultural environments with insufficient power infrastructure. This agricultural environment monitoring server system could even monitor the environmental information on the outdoors remotely, and it could be expected that the use of such a system could contribute to increasing crop yields and improving quality in the agricultural field by supporting the decision making of crop producers through analysis of the collected information.

The traffic information collection is the base of Intelligent Traffic.At present, there exist mixed traffic situation in urban road in China. This paper researched and implemented a system through collecting the vehicle and bicycle mixed traffic flow parameters based on pressure sensor. According to information collection requirements, we selected pressure sensor, designed the data collection, storage and other hardware circuitries and information processing software. The experiment shows that the system can meet the demand of traffic information collection in the actual.

Baoguo Temple is located half way up Lingshan Mountain in Northern Ningbo, Zhejiang Province, China. The main hall of Baoguo Temple is Song dynasty wooden structure. As the oldest wooden architecture in Jiangnan, China, it is a national major protective historical relic. In 2005, Baoguo Temple Ancient Architecture Museum was set up and opens to the outside world. From 2007, to be able to protect it more effectively and foreseeably, Baoguo Temple Ancient Architecture Museum began to build information collecting systems towards historical architectures using modern information technology. After comparing correlated studies both at home and abroad, we found that: heritage protection abroad started earlier than us, and it has already established thorough protection system, relevant protection mechanism, and also issued relevant protection laws and regulations. The technology which was utilized in protection abroad was not only limited in RS, GIS, GPS, VR, but also included many emerging technology such as using a computational fluid dynamics model to simulate the condition of temperature and humidity. The main body of this paper are going to talk about four parts: the first one is existing information system. In this part, we'll introduce the information collecting system, which was preliminarily built in 2007 in Baoguo Temple Ancient Architecture Museum. Using the modern digital computer information technology, researchers can gradually check and acquire the information of the material of relics, the condition of the structure stress and the natural environmental information, which may probably affect the cultural architecture. And this part may be divided into information collection, information management and exhibition. The second part is update scheme design of original information collecting equipment and technology. Original information collecting system of microenvironment is relatively independent and data haven't been included in the management of the system. The original sensors transmit signal by wire and it would be interfered each other when they work together, and then it may cause congestion sometimes. Otherwise, the original system has been working continuously for seven years and it can't adapt to the new computer hardware and operating system. Then, this part may be divided into data integration of information collection, equipment upgrading and adding of information collecting point, upgrade of information management and exhibition system. The third part is scheme design of newly added information collecting projects. After understanding the exposed disadvantages before, the added projects may include real-time information collection of groundwater level and quantity, surface water quantity and velocity, mountain landslide, vibration of the main hall, material of wood construction of the main hall, structure of the main hall, the condition of key components of the main hall, air pollution such as the concentration of SO2, PM2.5, O2, CO2 and information collection of insect pest such as termite. After collecting information by many ways, the fourth part is to talk about comprehensive application of collecting information. This part may include comprehensive analysis of collecting information, management application of collecting information, publishing of collecting information and exhibition of information collecting system. Therefore, through this research, we want to develop information collecting work more perfectly and entirely and protect historical heritages more scientifically and effectively.

On the other hand, the Department of Animal Husbandry and Fisheries began introducing the Cattle Card system that contains the identity of each farm animal. Therefore, UNNES especially the Department of Computer Science of FMIPA UNNES, need to give positive contribution in the field of Science and Technology to support the manual system of Cattle Card, through the preparation of prototype of the online information system of data collection of cattle in Semarang regency. The main problem is how to monitor the data of cattle quality through online information system in Semarang regency? The purpose of this research is to produce the prototype of an online information system for data collection of cattle quality in Semarang regency. Main activities: (1) Prepare the flowchart of an online system for data collection of cattle quality. (2) Collecting data to obtain data on identity descriptions of each cattle, owners, mutation records, and health records of livestock cattle. (3) Creation of the prototype of an online information system for data collection of cattle quality in Semarang Regency. The results, (1) had been produced the prototype of an online information system for data collection of cattle in the region of Semarang regency. (2) Socialization of the online information system for cattle quality data collection and exploring input from various related stakeholders. Precision agriculture is the trend of modern agriculture, and it is also one of the important ways to realize the sustainable development of agriculture. In order to meet the production requirements of precision agriculture-efficient use of agricultural resources, and improving the crop yields and quality-some necessary field information in crop growth environment needs to be collected and monitored. In this paper, a farmland information collection system is developed, which includes a portable farmland information collection device based on STM32 (a 32-bit comprehensive range of microcontrollers based on ARM Crotex-M3), a remote server and a mobile phone APP. The device realizes the function of portable and mobile collecting of multiple parameters farmland information, such as chlorophyll content of crop leaves, air temperature, air humidity, and light intensity. UM220-III (Unicore Communication Inc., Beijing, China) is used to realize the positioning based on BDS/GPS (BeiDou Navigation Satellite System, BDS/Global Positioning System, GPS) dual-mode navigation and positioning system, and the CDMA (Code Division Multiple Access, CDMA) wireless communication module is adopted to realize the real-time remote transmission. The portable multi-function farmland information collection system is real-time, accurate, and easy to use to collect farmland information and multiple information parameters of crops.

The ATLAS EventIndex is the catalogue of the event-related metadata for the information collected from the ATLAS detector. The basic unit of this information is the event record, containing the event identification parameters, pointers to the files containing this event as well as trigger decision information. The main use case for the EventIndex is event picking, as well as data consistency checks for large production campaigns. The EventIndex employs the Hadoop platform for data storage and handling, as well as a messaging system for the collection of information. The information for the EventIndex is collected both at Tier-0, when the data are first produced, and from the Grid, when various types of derived data are produced. The EventIndex uses various types of auxiliary information from other ATLAS sources for data collection and processing: trigger tables from the condition metadata database (COMA), dataset information from the data catalogue AMI and the Rucio data management system and information on production jobs from the ATLAS production system. The ATLAS production system is also used for the collection of event information from the Grid jobs. EventIndex developments started in 2012 and in the middle of 2015 the system was commissioned and started collecting event metadata, as a part of ATLAS Distributed Computing operations.

The objective of this study was to build a database to collect infectious disease information at the scene of a disaster through the use of 128 epidemiological questionnaires and 47 types of options, with rapid acquisition of information regarding infectious disease and rapid questionnaire customization at the scene of disaster relief by use of a personal digital assistant (PDA). SQL Server 2005 (Microsoft Corp, Redmond, WA) was used to create the option database for the infectious disease investigation, to develop a client application for the PDA, and to deploy the application on the server side. The users accessed the server for data collection and questionnaire customization with the PDA. A database with a set of comprehensive options was created and an application system was developed for the Android operating system (Google Inc, Mountain View, CA). On this basis, an infectious disease information collection system was built for use at the scene of disaster relief. The creation of an infectious disease information collection system and rapid questionnaire customization through the use of a PDA was achieved. This system integrated computer technology and mobile communication technology to develop an infectious disease information collection system and to allow for rapid questionnaire customization at the scene of disaster relief. Research and practice based on automated electronic patient monitoring and data collection systems is significantly limited by system down time. We asked whether a triple-redundant Monitor of Monitors System (MoMs) to collect and summarize key information from system-wide data sources could achieve high fault tolerance, early diagnosis of system failure, and improve data collection rates. In our Level I trauma center, patient vital signs(VS) monitors were networked to collect real time patient physiologic data streams from 94 bed units in our various resuscitation, operating, and critical care units. To minimize the impact of server collection failure, three BedMaster® VS servers were used in parallel to collect data from all bed units. To locate and diagnose system failures, we summarized critical information from high throughput datastreams in real-time in a dashboard viewer and compared the before and post MoMs phases to evaluate data collection performance as availability time, active collection rates, and gap duration, occurrence, and categories. Single-server collection rates in the 3-month period before MoMs deployment ranged from 27.8 % to 40.5 % with combined 79.1 % collection rate. Reasons for gaps included collection server failure, software instability, individual bed setting inconsistency, and monitor servicing. In the 6-month post MoMs deployment period, average collection rates were 99.9 %. A triple redundant patient data collection system with real-time diagnostic information summarization and representation improved the reliability of massive clinical data collection to nearly 100 % in a Level I trauma center. Such data collection framework may also increase the automation level of hospital-wise information aggregation for optimal allocation of health care resources.

A real time system has been developed to collect plant's growth information comprehensively. Plant eco-physiological signals can be collected and analyzed effectively. The system adopted embedded technology: wireless sensors network collect the eco-physiological information. Touch screen and ARM microprocessor make the system work independently without PC. The system is versatile and all parameters can be set by the touch screen. Sensors' intelligent compensation can be realized in this system. Information can be displayed by either graphically or in table mode. The ARM microprocessor provides the interface to connect with the internet, so the system support remote monitoring and controlling. The system has advantages of friendly interface, flexible construction and extension. It's a good tool for plant's management.

Substance dependence information systems refer to systems which collect, analyse and report data related to substance dependence information. The aim of this study was to identify advantages and barriers to implement Substance Dependence Treatment Information System (SDTIS). This study was a narrative review. Our review divided into three phases: literature collection, assessing, and selection. We employed the following keywords and their combinations in different areas of articles. In this study, 22 of collected articles and reports were selected based on their relevancy. We found many advantages for a substance dependence treatment information system such as recording sufficient, complete and accurate information and easy and timely access to them and monitoring and enhancing the quality of care received by patients. But we may face some concerns for implementing this information system like taking time and funds from client services, being expensive or even problems regarding the quality of data contained in these information systems. There are some important problems in the way of implementing. In order to overcome these issues, we need to raise community awareness.

Health information provides the foundation for all decision making in healthcare whether clinical at the bed side, or at a national government level. This information is generally collected as part of systems which support administrative or clinical workflow and practice. This chapter describes the many and varied features of systems such as electronic health records (EHRs), how they fit with health information systems and how they collectively manage information flow. Systems engineering methods and tools are described together with their use to suit the health industry. This focuses on the need for suitable system architectures and semantic interoperability. These concepts and their relevance to the health industry are explained. The relationship and requirements for appropriate data governance in these systems is also considered.

Health information systems (HIS) are considered fundamental for the efficient delivery of high quality health care. However, a large number of legal and practical constraints influence the design and introduction of such systems. The inability to quantify and analyse situations with credible data and to use data in planning and managing service delivery plagues Africa. Establishing effective information systems and using this data for planning efficient health service delivery is essential to district health systems' performance improvement. Community Health Units in Kenya are central points for community data collection, analysis, dissemination and use. In Kenya, data tend to be collected for reporting purposes and not for decision-making at the point of collection. This paper describes the perspectives of local users on information use in various socio-economic contexts in Kenya. Information for this study was gathered through semi-structured interviews. The interviewees were purposefully selected from various community health units and public health facilities in the study area. The data were organized and analysed manually, grouping them into themes and categories. Information needs of the community included service utilization and health status information. Dialogue was the main way of information utilization in the community. However, health systems and personal challenges impeded proper collection and use of information. The challenges experienced in health information utilization may be overcome by linkages and coordination between the community and the health facilities. The personal challenges can be remedied using a motivational package that includes training of the Community Health Workers.

Data from the RIS, the ED information system, and the HIS as well as observed time motion data were collected for patients admitted to the ED. Data accuracy, patient waiting times, and radiology exam information delivery were compared. Results: The percentage of examinations scheduled in the RIS by the technologists increased from 0% (0 of 213) during the first period to 14% (44 of 317) during the second (p less than 0.001). The percentage of images missing identification numbers decreased from 36% (98 of 272) during the first data collection period to 10% (56 of 562) during the second period (p less than 0.001). Conclusions: Radiologic services in a high-volume ED, requiring rapid service, present important challenges to a PACS system. Strategies can be implemented to improve accuracy and completeness of the data in PACS image headers in such an environment.

Education institutions such as universities have a lot of information including book information, equipment administrative information, student information, and several others. The institutions also have multiple information in time series. As collective intelligence in campus, integrating and reusing these preserved information regarding career and taking a class, university can effectively support students' decision making of their getting jobs and subjects choice. Our purpose of support is to increase student's motivation. In this paper, we focus on course record and job information included in students' information, and propose the method to analyze correlation between a pattern of taking class and job lined up. Afterwards, we propose a support system regarding getting a job and taking class by using our proposed method. For a student who has his/her favorite job to get, the system supports his/her decision making of lecture choice by recommending a set of appropriate lecture groups. On another hand, for a student who does not have favorite job to get, the system supports his/her decision making of getting job by presenting appropriate job families related with lecture group in which he/she has ever taken. The contribution of this paper is showing a concrete method to reuse the campus collective information, implementing a system, and user perspectives.

Introduction Health information systems (HIS) are considered fundamental for the efficient delivery of high quality health care. However, a large number of legal and practical constraints influence the design and introduction of such systems. The inability to quantify and analyse situations with credible data and to use data in planning and managing service delivery plagues Africa. Establishing effective information systems and using this data for planning efficient health service delivery is essential to district health systems' performance improvement. Community Health Units in Kenya are central points for community data collection, analysis, dissemination and use. In Kenya, data tend to be collected for reporting purposes and not for decision-making at the point of collection. This paper describes the perspectives of local users on information use in various socio-economic contexts in Kenya. Methods Information for this study was gathered through semi-structured interviews. The interviewees were purposefully selected from various community health units and public health facilities in the study area. The data were organized and analysed manually, grouping them into themes and categories. Results Information needs of the community included service utilization and health status information. Dialogue was the main way of information utilization in the community. However, health systems and personal challenges impeded proper collection and use of information. Conclusion The challenges experienced in health information utilization may be overcome by linkages and coordination between the community and the health facilities. The personal challenges can be remedied using a motivational package that includes training of the Community Health Workers. PMID:28904707

Data was collected in order to further NASA Langley Research Center's Geographic Information System(GIS). Information on LaRC's communication, electrical, and facility configurations was collected. Existing data was corrected through verification, resulting in more accurate databases. In addition, Global Positioning System(GPS) points were used in order to accurately impose buildings on digitized images. Overall, this project will help the Imaging and CADD Technology Team (ICTT) prove GIS to be a valuable resource for LaRC.

Automated mainframe data collection in a network environment

The progress and direction of the computer industry have resulted in widespread use of dissimilar and incompatible mainframe data systems. Data collection from these multiple systems is a labor intensive task. In the past, data collection had been restricted to the efforts of personnel specially trained on each system. Information is one of the most important resources an organizations has. Any improvement in an organization's ability to access and manage that information provides a competitive advantage. This problem of data collection is compounded at NASA sites by multi-center and contractor operations. The Centralized Automated Data Retrieval System (CADRS) is designed to provide a common interface that would permit data access, query, and retrieval from multiple contractor and NASA systems. The methods developed for CADRS have a strong commercial potential in that they would be applicable for any industry that needs inter-department, inter-company, or inter-agency data communications. The widespread use of multi-system data networks, that combine older legacy systems with newer decentralized networks, has made data retrieval a critical problem for information dependent industries. Implementing the technology discussed in this paper would reduce operational expense and improve data collection on these composite data systems.

Information for mental health systems: an instrument for policy-making and system service quality.

Information is crucial in mental healthcare, yet it remains undervalued by stakeholders. Its absence undermines rationality in planning, makes it difficult to monitor service quality improvement, impedes accountability and human rights monitoring. For international organizations (e.g., WHO, OECD), information is indispensable for achieving better outcomes in mental health policies, services and programs. This article reviews the importance of developing system level information with reference to inputs, processes and outputs, analyzes available tools for collecting and summarizing information, highlights the various goals of information gathering, discusses implementation issues and charts the way forward. Relevant publications and research were consulted, including WHO studies that purport to promote the use of information systems to upgrade mental health care in high- and low-middle income countries. Studies have shown that once information has been collected by relevant systems and analyzed through indicator schemes, it can be put to many uses. Monitoring mental health services, represents a first step in using information. In addition, studies have noted that information is a prime resource in many other areas such as evaluation of quality of care against evidence based standards of care. Services data may support health services research where it is possible to link mental health data with other health and non-health databases. Information systems are required to carefully monitor involuntary admissions, restrain and seclusion, to reduce human rights violations in care facilities. Information has been also found useful for policy makers, to monitor the implementation of policies, to evaluate their impact, to rationally allocate funding and to create new financing models. Despite its manifold applications, Information systems currently face many problems such as incomplete recording, poor data quality, lack of timely reporting and feedback, and limited application of information. Corrective action is needed to upgrade data collection in outpatient facilities, to improve data quality, to establish clear rules and norms, to access adequate information technology equipment and to train health care personnel in data collection. Moreover, it is necessary to shift from mere administrative data collection to analysis, dissemination and use by relevant stakeholders and to develop a "culture of information" to dismantle the culture of intuition and mere tradition. Clinical directors, mental health managers, patient and family representatives, as well as politicians should be educated to operate with information and not just intuition.

A management information system (MIS) provides a means for collecting, reporting, and analyzing data from all segments of an organization. Such systems are common in business but rare in libraries. The Houston Academy of Medicine-Texas Medical Center Library developed an MIS that operates on a system of networked IBM PCs and Paradox, a commercial database software package. The data collected in the system include monthly reports, client profile information, and data collected at the time of service requests. The MIS assists with enforcement of library policies, ensures that correct information is recorded, and provides reports for library managers. It also can be used to help answer a variety of ad hoc questions. Future plans call for the development of an MIS that could be adapted to other libraries' needs, and a decision-support interface that would facilitate access to the data contained in the MIS databases. This special issue collects contributions from the participants of the "Information in Dynamical Systems and Complex Systems" workshop, which cover a wide range of important problems and new approaches that lie in the intersection of information theory and dynamical systems. The contributions include theoretical characterization and understanding of the different types of information flow and causality in general stochastic processes, inference and identification of coupling structure and parameters of system dynamics, rigorous coarse-grain modeling of network dynamical systems, and exact statistical testing of fundamental information-theoretic quantities such as the mutual information. The collective efforts reported herein reflect a modern perspective of the intimate connection between dynamical systems and information flow, leading to the promise of better understanding and modeling of natural complex systems and better/optimal design of engineering systems.

The NASA Aviation Safety Reporting System (ASRS) collects, analyzes, and distributes de-identified safety information provided through confidentially submitted reports from frontline aviation personnel. Since its inception in 1976, the ASRS has collected over 900,000 reports and has never breached the identity of the people sharing their information about events or safety issues. From this volume of data, the ASRS has released over 5,500 aviation safety alerts concerning potential hazards and safety concerns. The ASRS processes these reports, evaluates the information, and provides de-identified report information through the online ASRS Database at http://asrs.arc.nasa.gov. The NASA ASRS is also a founding member of the International Confidential Aviation Safety Systems (ICASS) group which is a collection of other national aviation reporting systems throughout the world. The ASRS model has also been replicated for application to improving safety in railroad, medical, fire fighting, and other domains. This presentation \\vill discuss confidential, voluntary, and non-punitive reporting systems and their advantages in providing information for safety improvements.

The authors describe the project undertaken by the Istituto G. Caporale to provide a laboratory information management system (LIMS) to the Central Veterinary Laboratory (CVL) in Windhoek, Namibia. This robust laboratory management tool satisfies Namibia's information obligations under international quality standard ISO 17025:2005. The Laboratory Information Management System (LIMS) for Africa was designed to collect and manage all necessary information on samples, tests and test results. The system involves the entry of sample data on arrival, as required by Namibian sampling plans, the tracking of samples through the various sections of the CVL, the collection of test results, generation of test reports and monitoring of outbreaks through data interrogation functions, eliminating multiple registrations of the same data on paper records. It is a fundamental component of the Namibian veterinary information system.

Development of a unified web-based national HIV/AIDS information system in China

Background In the past, many data collection systems were in operation for different HIV/AIDS projects in China. We describe the creation of a unified, web-based national HIV/AIDS information system designed to streamline data collection and facilitate data use. Methods Integration of separate HIV/AIDS data systems was carried out in three phases. Phase 1, from January 2006 to December 2007, involved creating a set of unified data collection forms that took into account existing program needs and the reporting requirements of various international organizations. Phase 2, from January to October 2007, involved creating a web-based platform to host the integrated HIV/AIDS data collection system. Phase 3, from November to December 2007, involved pilot testing the new, integrated system prior to nationwide application. Results Eight web-based data collection subsystems based on one platform began operation on 1 January 2008. These eight subsystems cover: (i) HIV/AIDS case reporting; (ii) HIV testing and counselling; (iii) antiretroviral treatment (ART) for adults; (iv) ART for children; (v) behavioural interventions for high-risk groups; (vi) methadone maintenance treatment; (vii) sentinel and behavioural surveillance; and (viii) local county background information. The system provides real-time data to monitor HIV testing, prevention and treatment programs across the country. Conclusion China’s new unified, web-based HIV/AIDS information system has improved the efficiency of data collection, reporting, analysis and use, as well as data quality and security. It is a powerful tool to support policy making, program evaluation and implementation of the national HIV/AIDS program and, thus, may serve a model for other countries. PMID:21113041

A man-machine interactive garment frame model intelligent processing system is studied in this paper. The system consists of several sensor device, voice processing module, mechanical parts and data centralized acquisition devices. The sensor device is used to collect information on the environment changes brought by the body near the clothes frame model, the data collection device is used to collect the information of the environment change induced by the sensor device, voice processing module is used for speech recognition of nonspecific person to achieve human-machine interaction, mechanical moving parts are used to make corresponding mechanical responses to the information processed by data collection device.it is connected with data acquisition device by a means of one-way connection. There is a one-way connection between sensor device and data collection device, two-way connection between data acquisition device and voice processing module. The data collection device is one-way connection with mechanical movement parts. The intelligent processing system can judge whether it needs to interact with the customer, realize the man-machine interaction instead of the current rigid frame model.

Introduction: Advances in health policy, research, and information technology have converged to increase the electronic collection and use of patient-reported outcomes (PROs). Therefore, it is important to share lessons learned in implementing PROs in research information systems. Case Description: The purpose of this case study is to describe a novel information system for electronic PROs and lessons learned in implementing that system to support research in an academic health center. The system incorporates freely available and commercial software and involves clinical and research workflows that support the collection, transformation, and research use of PRO data. The software and processes that comprise the system serve three main functions, (i) collecting electronic PROs in clinical care, (ii) integrating PRO data with non-patient generated clinical data, and (iii) disseminating data to researchers through the institution’s research informatics infrastructure, including the i2b2 (Informatics for Integrating Biology and the Bedside) system. Strategies: Our successful design and implementation was driven by three overarching strategies. First, we selected and implemented multiple interfaced technologies to support PRO collection, management, and research use. Second, we aimed to use standardized approaches to measuring PROs, sending PROs between systems, and disseminating PROs. Finally, we focused on using technologies and processes that aligned with existing clinical research information management strategies within our organization. Nowadays, intelligent transportation system (ITS) has already become the new direction of transportation development. Traffic data, as a fundamental part of intelligent transportation system, is having a more and more crucial status. In recent years, video observation technology has been widely used in the field of traffic information collecting. Traffic flow information contained in video data has many advantages which is comprehensive and can be stored for a long time, but there are still many problems, such as low precision and high cost in the process of collecting information. This paper aiming at these problems, proposes a kind of traffic target detection method with broad applicability. Based on three different ways of getting video data, such as aerial photography, fixed camera and handheld camera, we develop a kind of intelligent analysis software which can be used to extract the macroscopic, microscopic traffic flow information in the video, and the information can be used for traffic analysis and transportation planning. For road intersections, the system uses frame difference method to extract traffic information, for freeway sections, the system uses optical flow method to track the vehicles. The system was applied in Nanjing, Jiangsu province, and the application shows that the system for extracting different types of traffic flow information has a high accuracy, it can meet the needs of traffic engineering observations and has a good application prospect.

Bridging gaps in health information systems: a case study from Somaliland, Somalia.

Reliable and timely health information is fundamental for health information systems (HIS) to work effectively. This case study aims to assess Somaliland HIS in terms of its contextual situation, major weaknesses and proposes key evidence-based recommendations. Data were collected through national level key informants' interviews, observations, group discussion and scoring using the HIS framework and assessment tool developed by World Health Organization Health Metrics Network (WHO/HMN). The study found major weaknesses including: no policy, strategic plan and legal framework in place; fragmented sub-information systems; Poor information and communications technology (ICT) infrastructure; poorly motivated and under-skilled personnel; dependence on unsustainable external funds; no census or civil registration in place; data from private health sector not captured; insufficient technical capacity to analyse data collected by HIS; and information is not widely shared, disseminated or utilized for decision-making. We recommend developing a national HIS strategic plan that harmonizes and directs collective efforts to become a more integrated, cost-effective and sustainable HIS.

X-ray Computed Tomography (CT) systems perform complex imaging tasks to detect and estimate system parameters, such as a baggage imaging system performing threat detection and generating reconstructions. This leads to a desire to optimize both the detection and estimation performance of a system, but most metrics only focus on one of these aspects. When making design choices there is a need for a concise metric which considers both detection and estimation information parameters, and then provides the user with the collection of possible optimal outcomes. In this paper a graphical analysis of Estimation and Detection Information Trade-off (EDIT) will be explored. EDIT produces curves which allow for a decision to be made for system optimization based on design constraints and costs associated with estimation and detection. EDIT analyzes the system in the estimation information and detection information space where the user is free to pick their own method of calculating these measures. The user of EDIT can choose any desired figure of merit for detection information and estimation information then the EDIT curves will provide the collection of optimal outcomes. The paper will first look at two methods of creating EDIT curves. These curves can be calculated using a wide variety of systems and finding the optimal system by maximizing a figure of merit. EDIT could also be found as an upper bound of the information from a collection of system. These two methods allow for the user to choose a method of calculation which best fits the constraints of their actual system.

The Forest Service developed an integrated information system using remote sensors, microdensitometers, computer hardware and software, and interactive accessories. Their efforts substantially reduce the time it takes for collecting and processing data.

The German Federal ex situ Genebank of Agricultural and Horticultural Crop Species is the largest collection of its kind in the countries of the European Union and amongst the 10 largest collections worldwide. Beside its enormous scientific value as a safeguard of plant biodiversity, the plant genetic resources maintained are also of high importance for breeders to provide new impulses. The complex processes of managing such a collection are supported by the Genebank Information System (GBIS). GBIS is an important source of information for researchers and plant breeders, e.g. for identifying appropriate germplasm for breeding purposes. In addition, the access to genebank material as a sovereign task is also of high interest to the general public. Dynamic information routing in complex networks

Flexible information routing fundamentally underlies the function of many biological and artificial networks. Yet, how such systems may specifically communicate and dynamically route information is not well understood. Here we identify a generic mechanism to route information on top of collective dynamical reference states in complex networks. Switching between collective dynamics induces flexible reorganization of information sharing and routing patterns, as quantified by delayed mutual information and transfer entropy measures between activities of a network's units. We demonstrate the power of this mechanism specifically for oscillatory dynamics and analyse how individual unit properties, the network topology and external inputs co-act to systematically organize information routing. For multi-scale, modular architectures, we resolve routing patterns at all levels. Interestingly, local interventions within one sub-network may remotely determine nonlocal network-wide communication. These results help understanding and designing information routing patterns across systems where collective dynamics co-occurs with a communication function. PMID:27067257

Self-organized flexible leadership promotes collective intelligence in human groups

Collective intelligence refers to the ability of groups to outperform individual decision-makers. At present, relatively little is known about the mechanisms promoting collective intelligence in natural systems. We here test a novel mechanism generating collective intelligence: self-organization according to information quality. We tested this mechanism by performing simulated predator detection experiments using human groups. By continuously tracking the personal information of all members prior to collective decisions, we found that individuals adjusted their response time during collective decisions to the accuracy of their personal information. When individuals possessed accurate personal information, they decided quickly during collective decisions providing accurate information to the other group members. By contrast, when individuals had inaccurate personal information, they waited longer, allowing them to use social information before making a decision. Individuals deciding late during collective decisions had an increased probability of changing their decision leading to increased collective accuracy. Our results thus show that groups can self-organize according to the information accuracy of their members, thereby promoting collective intelligence. Interestingly, we find that individuals flexibly acted both as leader and as follower depending on the quality of their personal information at any particular point in time. PMID:27019718

That is, through the algorithm to collect the information, according to the flame color characteristics and smoke characteristics were extracted, and as the characteristic information corresponding processing. Alarm system set the corresponding alarm threshold, when more than this alarm threshold, the system will alarm. This combination of flame color characteristics and smoke characteristics of the fire method not only improve the accuracy of judgment, but also improve the efficiency of judgments. Experiments show that the scheme is feasible.

Real-time data collection of scour at bridges

The record flood on the Mississippi River during the summer of 1993 provided a rare opportunity to collect data on scour of the streambed at bridges and to test data collection equipment under extreme hydraulic conditions. Detailed bathymetric and hydraulic information were collected at two bridges crossing the Mississippi River during the rising limb, near the peak, and during the recession of the flood. Bathymetric data were collected using a digital echo sounder. Three-dimensional velocities were collected using Broadband Acoustic Doppler Current Profilers (BB-ADCP) operating at 300 kilohertz (kHz), 600 kHz, and 1,200 kHz. Positioning of the data collected was measured using a range-azimuth tracking system and two global positioning systems (GPS). Although differential GPS was able to provide accurate positions and tracking information during approach- and exit-reach data collection, it was unable to maintain lock on a sufficient number of satellites when the survey vessel was under the bridge or near the piers. The range-azimuth tracking system was used to collect position and tracking information for detailed data collection near the bridge piers. These detailed data indicated local scour ranging from 3 to 8 meters and will permit a field-based evaluation of the ability of various numerical models to compute the hydraulics, depth, geometry, and time-dependent development of local scour.

Canada does not have a national immunization registry. Diverse systems to record vaccine uptake exist, but these have not been systematically described. Our objective was to describe the immunization information systems (IISs) and non-IIS processes used to record childhood and adolescent vaccinations, and to outline the strengths and limitations of the systems and processes. We collected information from key informants regarding their provincial, territorial or federal organization's surveillance systems for assessing immunization coverage. Information collection consisted of a self-administered questionnaire and a follow-up interview. We evaluated systems against attributes derived from the literature using content analysis. Twenty-six individuals across 16 public health organizations participated over the period of April to August 2015. Twelve of Canada's 13 provinces and territories (P/Ts) and two organizations involved in health service delivery for on-reserve First Nations people participated. Across systems, there were differences in data collection processes, reporting capabilities and advanced functionality. Commonly cited challenges included timeliness and data completeness of records, particularly for physician-administered immunizations. Privacy considerations and the need for data standards were stated as challenges to the goal of information sharing across P/T systems. Many P/Ts have recently implemented new systems and, in some cases, legislation to improve timeliness and/or completeness. Considerable variability exists among IISs and non-IIS processes used to assess immunization coverage in Canada. Although some P/Ts have already pursued legislative or policy initiatives to address the completeness and timeliness of information, many additional opportunities exist in the information technology realm.

Integrated infectious disease surveillance information systems have the potential to provide important new surveillance capacities and business efficiencies for local health departments. We conducted a case study at a large city health department of the primary computer-based infectious disease surveillance information systems during a 10-year period to identify the major challenges for information integration across the systems. The assessment included key informant interviews and evaluations of the computer-based surveillance information systems used for acute communicable diseases, human immunodeficiency virus/acquired immunodeficiency syndrome, sexually transmitted diseases, and tuberculosis. Assessments were conducted in 1998 with a follow-up in 2008. Assessments specifically identified and described the primary computer-based surveillance information system, any duplicative information systems, and selected variables collected. Persistent challenges to information integration across the information systems included the existence of duplicative data systems, differences in the variables used to collect similar information, and differences in basic architecture. The assessments identified a number of challenges for information integration across the infectious disease surveillance information systems at this city health department. The results suggest that local disease control programs use computer-based surveillance information systems that were not designed for data integration. To the extent that integration provides important new surveillance capacities and business efficiencies, we recommend that patient-centric information systems be designed that provide all the epidemiologic, clinical, and research needs in one system. In addition, the systems should include a standard system of elements and fields across similar surveillance systems.

Efforts to strengthen health information systems in low- and middle-income countries should include forging links with systems in other social and economic sectors. Governments are seeking comprehensive socioeconomic data on the basis of which to implement strategies for poverty reduction and to monitor achievement of the Millennium Development Goals. The health sector is looking to take action on the social factors that determine health outcomes. But there are duplications and inconsistencies between sectors in the collection, reporting, storage and analysis of socioeconomic data. National offices of statistics give higher priority to collection and analysis of economic than to social statistics. The Report of the Commission for Africa has estimated that an additional US$ 60 million a year is needed to improve systems to collect and analyse statistics in Africa. Some donors recognize that such systems have been weakened by numerous international demands for indicators, and have pledged support for national initiatives to strengthen statistical systems, as well as sectoral information systems such as those in health and education. Many governments are working to coordinate information systems to monitor and evaluate poverty reduction strategies. There is therefore an opportunity for the health sector to collaborate with other sectors to lever international resources to rationalize definition and measurement of indicators common to several sectors; streamline the content, frequency and timing of household surveys; and harmonize national and subnational databases that store socioeconomic data. Without long-term commitment to improve training and build career structures for statisticians and information technicians working in the health and other sectors, improvements in information and statistical systems cannot be sustained. The present study measures the participation of households in a source separation scheme and, in particular, if the household's application of the scheme improved after two interventions: (a) shorter distance to the drop-off point and (b) easy access to correct sorting information. The effect of these interventions was quantified and, as far as possible, isolated from other factors that can influence the recycling behaviour. The study was based on households located in an urban residential area in Sweden, where waste composition studies were performed before and after the interventions by manual sorting (pick analysis). Statistical analyses of the results indicated a significant decrease (28%) of packaging and newsprint in the residual waste after establishing a property close collection system (intervention (a)), as well as significant decrease (70%) of the miss-sorted fraction in bags intended for food waste after new information stickers were introduced (intervention (b)). Providing a property close collection system to collect more waste fractions as well as finding new communication channels for information about sorting can be used as tools to increase the source separation ratio. This contribution also highlights the need to evaluate the effects of different types of information and communication concerning sorting instructions in a property close collection system. Study of data collection platform concepts: Data collection system user requirements

The overall purpose of the survey was to provide real world data on user requirements. The intent was to assess data collection system user requirements by questioning actual potential users rather than speculating on requirements. The end results of the survey are baseline requirements models for both a data collection platform and a data collection system. These models were derived from the survey results. The real value of these models lies in the fact that they are based on actual user requirements as delineated in the survey questionnaires. Some users desire data collection platforms of small size and light weight. These sizes and weights are beyond the present state of the art. Also, the survey provided a wealth of information on the nature and constituency of the data collection user community as well as information on user applications for data collection systems. Finally, the data sheds light on the generalized platform concept. That is, the diversity of user requirements shown in the data indicates the difficulty that can be anticipated in attempting to implement such a concept.

To solve the current problem of low efficiency of domestic Oil Station's information management, Oil Station's realtime tax data monitoring system has been developed to automatically access tax data of Oil pumping machines, realizing Oil-pumping machines' real-time automatic data collection, displaying and saving. The monitoring system uses the noncontact intelligent card or network to directly collect data which can not be artificially modified and so seals the loopholes and improves the tax collection's automatic level. It can perform real-time collection and management of the Oil Station information, and find the problem promptly, achieves the automatic management for the entire process covering Oil sales accounting and reporting. It can also perform remote query to the Oil Station's operation data. This system has broad application future and economic value.

Data surveillance in child protection systems development: an Indonesian case study.

Successful implementation of child protection program interventions and child and family welfare services is contingent upon the availability and use of good quality information, as emphasized by the recent Convention on the Rights of the Child's General Comment 13. Yet, the role of information within child protection is not well understood, and ongoing efforts to strengthen child protection systems have not systematically examined this critical function. Recognizing these shortcomings, the Government of Indonesia and UNICEF commissioned a study to identify a "road map" for a national child protection information system. The used desk review, semi-structured interviews, focus groups and site visits to identify existing data collection practices, and analyze the appropriateness and efficiency of information management mechanisms from the national down to the community level. The results show that the prevailing situation in Indonesia is characterized by a lack of accurate information on all necessary aspects of child care and protection including magnitude of problems, causality analysis and impact of programmatic responses. There is no lead actor for child protection at the national level, and there are no agreed upon data collection priorities, procedures or methods for a shared data collection system. The study suggests a need to reframe the dominant language from a "child protection information management system" to a "child protection surveillance system" to promote clearer data collection objectives and activities. Identifying a government ministry to lead child protection efforts and to forge closer partnerships among relevant actors will be required to support a national surveillance system. Additionally, addressing obstacles that limit child protection incident detection at the community level is critical. In addition to strengthening Indonesia's system, this study's approach and findings have the potential to help to inform ongoing child protection system development initiatives in other countries as well. Evaluating the features and performance of health information systems can serve to strengthen the systems themselves as well as to guide other organizations in the process of designing and implementing surveillance tools. We adapted an evaluation framework in order to assess electronic immunization data collection systems, and applied it in two Ontario public health units. The Centers for Disease Control and Prevention's Guidelines for Evaluating Public Health Surveillance Systems are broad in nature and serve as an organizational tool to guide the development of comprehensive evaluation materials. Based on these Guidelines, and informed by other evaluation resources and input from stakeholders in the public health community, we applied an evaluation framework to two examples of immunization data collection and examined several system attributes: simplicity, flexibility, data quality, timeliness, and acceptability. Data collection approaches included key informant interviews, logic and completeness assessments, client surveys, and on-site observations. Both evaluated systems allow high-quality immunization data to be collected, analyzed, and applied in a rapid fashion. However, neither system is currently able to link to other providers' immunization data or provincial data sources, limiting the comprehensiveness of coverage assessments. We recommended that both organizations explore possibilities for external data linkage and collaborate with other jurisdictions to promote a provincial immunization repository or data sharing platform. Electronic systems such as the ones described in this paper allow immunization data to be collected, analyzed, and applied in a rapid fashion, and represent the infostructure required to establish a population-based immunization registry, critical for comprehensively assessing vaccine coverage.

We consider an information theoretical approach to define and measure the temporal and structural signatures typical of collective social events as they arise and gain prominence. We use the symbolic transfer entropy analysis of microblogging time series to extract directed networks of influence among geolocalized subunits in social systems. This methodology captures the emergence of system-level dynamics close to the onset of socially relevant collective phenomena. The framework is validated against a detailed empirical analysis of five case studies. In particular, we identify a change in the characteristic time scale of the information transfer that flags the onset of information-driven collective phenomena. Furthermore, our approach identifies an order-disorder transition in the directed network of influence between social subunits. In the absence of clear exogenous driving, social collective phenomena can be represented as endogenously driven structural transitions of the information transfer network. The integrity of collection protocols in biobanking is essential for a high-quality sample preparation process. However, there is not currently a well-defined universal method for integrating collection protocols in the biobanking information system (BIMS). Therefore, an electronic schema of the collection protocol that is based on Extensible Markup Language (XML) is required to maintain the integrity and enable the exchange of collection protocols. The development and implementation of an electronic specimen collection protocol schema (eSCPS) was performed at two institutions (Muenster and Cologne) in three stages. First, we analyzed the infrastructure that was already established at both the biorepository and the hospital information systems of these institutions and determined the requirements for the sufficient preparation of specimens and documentation. Second, we designed an eSCPS according to these requirements. Finally, a prospective study was conducted to implement and evaluate the novel schema in the current BIMS. We designed an eSCPS that provides all of the relevant information about collection protocols. Ten electronic collection protocols were generated using the supplementary Protocol Editor tool, and these protocols were successfully implemented in the existing BIMS. Moreover, an electronic list of collection protocols for the current studies being performed at each institution was included, new collection protocols were added, and the existing protocols were redesigned to be modifiable. The documentation time was significantly reduced after implementing the eSCPS (5 ± 2 min vs. 7 ± 3 min; p = 0.0002). The eSCPS improves the integrity and facilitates the exchange of specimen collection protocols in the existing open-source BIMS.

NASA s Earth Observing System (EOS) satellites, for example, provide daily imagery and measurements of Earth s atmosphere, oceans, vegetation, and more. The Earth Observing System Data and Information System (EOSDIS) collects all of that science data and processes, archives, and distributes it to researchers around the globe; EOSDIS recently reached a total archive volume of 4.5 petabytes. Try to store that amount of information in your standard, four-drawer file cabinet, and you would need 90 million to get the job done. To manage the flood of information, NASA has explored technologies to efficiently collect, archive, and provide access to EOS data for scientists today and for years to come. The Institute for Broadening Participation (IBP) has developed information management systems to facilitate programmatic formative evaluation, tracking and outreach activities. Nearly a decade of design solutions and technical implementations in support of IBP's professional development and mentoring programs for students (including the "Pathways to Ocean Science," "Minorities Striving and Pursuing Higher Degrees of Success" in Earth System Science, and "Pathways to Engineering") has provided IBP with a toolbox of proven strategies for addressing program engagement and participant tracking, outreach, and a variety of other information management needs. In this session, IBP will use case-specific examples to share general design strategies for program participant and activities data collection in REUs and other program types. The cases will illustrate an approach that begins with a review of program logic, objectives, expected outcomes, constraints and requirements, which then informs a comprehensive system design. When implemented, such information systems improve administrative efficiency through streamlined data collection processes and easy-to-use data capture forms, and a corresponding set of reporting tools provides access to data that is crucial for ongoing program improvement. IBP presents this information in response to collaborations with administrators of Research Experience for Undergraduates (REU) programs as well as longer duration programs, who have expressed the need for more comprehensive and easy to use information systems. Recently IBP has also worked with the directors of NSF and NASA funded programs seeking assistance in addressing their formative evaluation needs including system design, information collection, and reporting efforts.

Health is a knowledge industry, based on data collected to support care, service planning, financing and knowledge advancement. Increasingly there is a need to collect, retrieve and use health record information in an electronic format to provide greater flexibility, as this enables retrieval and display of data in multiple locations and formats irrespective of where the data were collected. Electronically maintained records require greater structure and consistency to achieve this. The use of data held in records generated in real time in clinical systems also has the potential to reduce the time it takes to gain knowledge, as there is less need to collect research specific information, this is only possible if data governance principles are applied. Connected devices and information systems are now generating huge amounts of data, as never before seen. An ability to analyse and mine very large amounts of data, "Big Data", provides policy and decision makers with new insights into varied aspects of work and information flow and operational business patterns and trends, and drives greater efficiencies, and safer and more effective health care. This enables decision makers to apply rules and guidance that have been developed based upon knowledge from many individual patient records through recognition of triggers based upon that knowledge. In clinical decision support systems information about the individual is compared to rules based upon knowledge gained from accumulated information of many to provide guidance at appropriate times in the clinical process. To achieve this the data in the individual system, and the knowledge rules must be represented in a compatible and consistent manner. This chapter describes data attributes; explains the difference between data and information; outlines the requirements for quality data; shows the relevance of health data standards; and describes how data governance impacts representation of content in systems and the use of that information.

An Information System for European culture collections: the way forward.

Culture collections contain indispensable information about the microorganisms preserved in their repositories, such as taxonomical descriptions, origins, physiological and biochemical characteristics, bibliographic references, etc. However, information currently accessible in databases rarely adheres to common standard protocols. The resultant heterogeneity between culture collections, in terms of both content and format, notably hampers microorganism-based research and development (R&D). The optimized exploitation of these resources thus requires standardized, and simplified, access to the associated information. To this end, and in the interest of supporting R&D in the fields of agriculture, health and biotechnology, a pan-European distributed research infrastructure, MIRRI, including over 40 public culture collections and research institutes from 19 European countries, was established. A prime objective of MIRRI is to unite and provide universal access to the fragmented, and untapped, resources, information and expertise available in European public collections of microorganisms; a key component of which is to develop a dynamic Information System. For the first time, both culture collection curators as well as their users have been consulted and their feedback, concerning the needs and requirements for collection databases and data accessibility, utilised. Users primarily noted that databases were not interoperable, thus rendering a global search of multiple databases impossible. Unreliable or out-of-date and, in particular, non-homogenous, taxonomic information was also considered to be a major obstacle to searching microbial data efficiently. Moreover, complex searches are rarely possible in online databases thus limiting the extent of search queries. Curators also consider that overall harmonization-including Standard Operating Procedures, data structure, and software tools-is necessary to facilitate their work and to make high-quality data easily accessible to their users. Clearly, the needs of culture collection curators coincide with those of users on the crucial point of database interoperability. In this regard, and in order to design an appropriate Information System, important aspects on which the culture collection community should focus include: the interoperability of data sets with the ontologies to be used; setting best practice in data management, and the definition of an appropriate data standard.

International travel carries the risk of imported diseases, which are an increasingly significant public health problem. There is little guidance about which variables should be collected by surveillance systems for strategy-based surveillance. Surveillance forms for dengue, malaria, hepatitis A, typhoid and measles were collected from Australia and New Zealand and information on these compared with national surveillance forms from the UK and Canada by travel health experts. Variables were categorised by information relating to recent travel, demographics and disease severity. Travel-related information most commonly requested included country of travel, vaccination status and travel dates. In Australia, ethnicity information requested related to indigenous status, whilst in New Zealand it could be linked to census categories. Severity of disease information most frequently collected were hospitalisation and death. Reviewing the usefulness of variables collected resulted in the recommendation that those included should be: overseas travel, reason for travel, entry and departure dates during the incubation period, vaccination details, traveller's and/or parents' country of birth, country of usual residence, time resident in current country, postcode, hospitalisation and death details. There was no agreement about whether ethnicity details should be collected. The inclusion of these variables on surveillance forms could enable imported infection-related policy to be formulated nationally and internationally. Copyright © 2016 Elsevier Ltd. An automated data abstraction form (ADAF) was developed to collect information on advanced fabrication processes and their related costs. The information will be collected for all components being fabricated as part of the ACT program and include in a COmposites INformation System (COINS) database. The aim of the COINS development effort is to provide future airframe preliminary design and fabrication teams with a tool through which production cost can become a deterministic variable in the design optimization process. The effort was initiated by the Structures Technology Program Office (STPO) of the NASA LaRC to implement the recommendations of a working group comprised of representatives from the commercial airframe companies. The principal working group recommendation was to re-institute collection of composite part fabrication data in a format similar to the DOD/NASA Structural Composites Fabrication Guide. The fabrication information collection form was automated with current user friendly computer technology. This work in progress paper describes the new automated form and features that make the form easy to use by an aircraft structural design-manufacturing team.

The ever-increasing volume of scientific discoveries, clinical knowledge, novel diagnostic tools, and treatment options juxtaposed with rising costs in health care challenge physicians to identify, prioritize, and use new information rapidly to deliver efficient and high-quality care to a growing and aging patient population. CancerLinQ, a rapid learning health care system in oncology, is an initiative of the American Society of Clinical Oncology and its Institute for Quality that addresses these challenges by collecting information from the electronic health records of large numbers of patients with cancer. CancerLinQ is first and foremost a quality measurement and reporting system through which oncologists can harness the depth and power of their patients' clinical records and other data to assess, monitor, and improve the care they deliver. However, in light of privacy and security concerns with regard to collection, use, and disclosure of patient information, this article addresses the need to collect protected health information as defined under the Health Insurance Portability and Accountability Act of 1996 to drive rapid learning through CancerLinQ. © 2016 by American Society of Clinical Oncology.

Biobanks are important resources and central tools for translational medicine, which brings scientific research outcomes to clinical practice. The key purpose of biobanking in translational medicine and other medical research is to provide biological samples that are integrated with clinical information. In 2008, the Shanghai Municipal Government launched the "Shanghai Tissue Bank" in an effort to promote research in translational medicine. Now a sharing service platform has been constructed to integrate clinical practice and biological information that can be used in diverse medical and pharmaceutical research studies. The platform collects two kinds of data: sample data and clinical data. The sample data are obtained from the hospital biobank management system, and mainly include the donors' age, gender, marital status, sample source, sample type, collection time, deposit time, and storage method. The clinical data are collected from the "Hospital-Link" system (a medical information sharing system that connects 23 tertiary hospitals in Shanghai). The main contents include donors' corresponding medication information, test reports, inspection reports, and hospital information. As of the end of September 2014, the project has a collection of 16,020 donors and 148,282 samples, which were obtained from 12 medical institutions, and automatically acquired donors' corresponding clinical data from the "Hospital-Link" system for 6830 occurrences. This project will contribute to scientific research at medical institutions in Shanghai, and will also support the development of the biopharmaceutical industry. In this article, we will describe the significance, the construction phases, the application prospects, and benefits of the sample repository and information sharing service platform.

To describe the mental health system in Albania. Data were gathered in 2003 and in 2004 using a new WHO instrument, World Health Organization Assessment Instrument for Mental health Systems (WHO-AIMS), designed for collecting essential information on the mental health system of low and middle income countries. It consists of 6 domains, 28 facets and 156 items. The information collected through WHO AIMS covered the key aspects of mental health system in Albania: the mental health policy and the legislative framework, the network of mental health services and the characteristics of the users, the role of the primary health care, the human resources, the public education and the links with other governmental sectors, monitoring and research. The data collection through WHO AIMS represented a needed step for a better in-depth knowledge of the system and for implementing actions to strengthen the system. Examples of planned actions were the improvement of the mental health component in primary care, a clear shift of resources from mental hospitals to community facilities, an increase of the outpatient care and an expansion of the mental health information system.

The workshop explored opportunities for data compression to enhance the collection and analysis of space and Earth science data. Research on information systems for mental health in low and middle income countries (LMICs) is scarce. As a result, there is a lack of reliable information on mental health service needs, treatment coverage and the quality of services provided. With the aim of informing the development and implementation of a mental health information sub-system that includes reliable and measurable indicators on mental health within the Health Management Information Systems (HMIS), a cross-country situation analysis of HMIS was conducted in six LMICs (Ethiopia, India, Nepal, Nigeria, South Africa and Uganda), participating in the 'Emerging mental health systems in low and middle income countries' (Emerald) research programme. A situation analysis tool was developed to obtain and chart information from documents in the public domain. In circumstances when information was inadequate, key government officials were contacted to verify the data collected. In this paper we compare the baseline policy context, human resources situation as well as the processes and mechanisms of collecting, verifying, reporting and disseminating mental health related HMIS data. The findings suggest that countries face substantial policy, human resource and health governance challenges for mental health HMIS, many of which are common across sites. In particular, the specific policies and plans for the governance and implementation of mental health data collection, reporting and dissemination are absent. Across sites there is inadequate infrastructure, few HMIS experts, and inadequate technical support and supervision to junior staff, particularly in the area of mental health. Nonetheless there are also strengths in existing HMIS where a few mental health morbidity, mortality, and system level indicators are collected and reported. Our study indicates the need for greater technical and resources input to strengthen routine HMIS and develop standardized HMIS indicators for mental health, focusing in particular on indicators of coverage and quality to facilitate the implementation of the WHO mental health action plan 2013-2020.
