  18. Wind Energy Ordinance Fact Sheet

    SciTech Connect

    F. Oteri

    2010-09-01

Due to increasing energy demands in the United States and more installed wind projects, rural communities and local governments with limited or no experience with wind energy now have the opportunity to become involved in this industry. Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to create ordinances to regulate wind turbine installations. Ordinances are laws, often found within municipal codes that provide various degrees of control to local governments. These laws cover issues such as zoning, traffic, consumer protection, and building codes. Wind energy ordinances reflect local needs and wants regarding wind turbines within county or city lines and aid the development of safe facilities that will be embraced by the community. Since 2008 when the National Renewable Energy Laboratory released a report on existing wind energy ordinances, many more ordinances have been established throughout the United States, and this trend is likely to continue in the near future as the wind energy industry grows. This fact sheet provides an overview of elements found in typical wind energy ordinances to educate state and local government officials, as well as policy makers.

This fact sheet is an overview of the U.S. Department of Energy's Building Technologies program. Buildings use more energy than any other sector of the U.S. economy? In fact, buildings consume more than 70% of the electricity and more than 50% of the natural gas Americans use. That's why the U.S. Department of Energy's (DOE's) Building Technologies Program (BTP) is working to improve building energy performance through high-impact research, out-reach, and regulatory efforts. These efforts will result in affordable, high-performance homes and commercial buildings. These grid-connected buildings will be more energy efficient than today's typical buildings, with renewable energy providing a portion of the power needs. They will combine energy-smart 'whole building' design and construction, appliances and equipment that minimize plug loads, and cost-effective photovoltaics or other on-site energy systems.

Program fact sheet highlighting federal requirements for GHG emissions management, FEMP services to help agencies reduce emissions, and additional resources. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.' GHGs include carbon dioxide (CO{sub 2}), methane (CH{sub 4

This fact sheet describes National Renewable Energy Laboratory's (NREL's) Fuel Cell Technology Status Analysis Project. NREL is seeking fuel cell industry partners from the United States and abroad to participate in an objective and credible analysis of commercially available fuel cell products to benchmark the current state of the technology and support industry growth. Participating fuel cell developers share price information about their fuel cell products and/or raw fuel cell test data related to operations, maintenance, and safety with NREL via the Hydrogen Secure Data Center (HSDC). The limited-access, off-network HSDC houses the data and analysis tools to protect proprietary information. NREL shares individualized data analysis results as detailed data products (DDPs) with the partners who supplied the data. Aggregated results are published as composite data products (CDPs), which show the technology status without identifying individual companies. The CDPs are a primary benchmarking tool for the U.S. Department of Energy and other stakeholders interested in tracking the status of fuel cell technologies. They highlight durability advancements, identify areas for continued development, and help set realistic price expectations at small-volume production.

  2. Closing the NPL book under the original HRS. Fact sheet

    SciTech Connect

    Not Available

    1990-11-01

The Fact Sheet discusses the closing of the Old NPL under the original HRS. Since 1982, the U.S. Environmental Protection Agency (EPA) has been preparing the National Priorities List (NPL). The list informs the public of uncontrolled hazardous waste sites that warrant further investigation to determine if they pose risks to public health or the environment. Such sites are eligible for long-term 'remedial action' financed under the Trust Fund established by the Comprehensive Environmental Response, Compensation, and Liability Act as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA). Sites are placed on the NPL primarily on the basis of their scores under EPA's Hazard Ranking System (HRS) model developed in 1982. EPA has now revised the HRS in response to SARA. The revised HRS, which will become effective late in February 1991, 90 days after its publication in the Federal Register, is a more comprehensive and accurate scoring system than the original HRS and will add new types of sites to the NPL.

  3. Revised Hazard Ranking System: Background information. Fact sheet

    1990-11-01

The Fact Sheet discusses the Hazard Ranking System (HRS) in response to the Superfund Amendments and Reauthorization Act of 1986 (SARA). The HRS is the scoring system EPA uses to assess the relative threat associated with the release or potential release of hazardous substances from a waste site. The HRS score is the primary criterion EPA uses to determine whether a site should be placed on the National Priorities List (NPL). The NPL identifies sites that warrant further investigation to determine if they pose risks to public health or the environment. Sites on the NPL are eligible for long-term 'remedial action' financed under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), as amended by SARA. SARA authorizes a 'Hazardous Substances Superfund' totalling $8.5 billion over 5 years to pay costs not assumed by those responsible for problems at a site. The HRS uses data that can be collected relatively quickly and inexpensively, thus allowing most Superfund resources to be directed to remedial actions at sites on the NPL.

This fact sheet describes the objectives of the U.S. Department of Energy Uniform Methods Project to bring consistency to energy savings calculations in U.S. energy efficiency programs. The U.S. Department of Energy (DOE) is developing a framework and a set of protocols for determining gross energy savings from energy efficiency measures and programs. The protocols represent a refinement of the body of knowledge supporting energy efficiency evaluation, measurement, and verification (EM&V) activities. They have been written by technical experts within the field and reviewed by industry experts. Current EM&V practice allows for multiple methods for calculating energy savings. These methods were developed to meet the needs of energy efficiency program administrators and regulators. Although they served their original objectives well, they have resulted in inconsistent and incomparable savings results - even for identical measures. The goal of the Uniform Methods Project is to strengthen the credibility of energy savings determinations by improving EM&V, increasing the consistency and transparency of how energy savings are determined.

    2012-03-01

This fact sheet provides an overview of the U.S. Department of Energy's Wind and Water Power Program's water power research activities. Water power is the nation's largest source of clean, domestic, renewable energy. Harnessing energy from rivers, manmade waterways, and oceans to generate electricity for the nation's homes and businesses can help secure America's energy future. Water power technologies fall into two broad categories: conventional hydropower and marine and hydrokinetic technologies. Conventional hydropower facilities include run-of-the-river, storage, and pumped storage. Most conventional hydropower plants use a diversion structure, such as a dam, to capture water's potential energy via a turbine for electricity generation. Marine and hydrokinetic technologies obtain energy from waves, tides, ocean currents, free-flowing rivers, streams and ocean thermal gradients to generate electricity. The United States has abundant water power resources, enough to meet a large portion of the nation's electricity demand. Conventional hydropower generated 257 million megawatt-hours (MWh) of electricity in 2010 and provides 6-7% of all electricity in the United States. According to preliminary estimates from the Electric Power Resource Institute (EPRI), the United States has additional water power resource potential of more than 85,000 megawatts (MW). This resource potential includes making efficiency upgrades to existing hydroelectric facilities, developing new low-impact facilities, and using abundant marine and hydrokinetic energy resources. EPRI research suggests that ocean wave and in-stream tidal energy production potential is equal to about 10% of present U.S. electricity consumption (about 400 terrawatt-hours per year). The greatest of these resources is wave energy, with the most potential in Hawaii, Alaska, and the Pacific Northwest. The Department of Energy's (DOE's) Water Power Program works with industry, universities, other federal agencies, and DOE

This fact sheet describes the offshore renewable energy R&D efforts at NREL's NWTC. As the United States increases its efforts to tap the domestic energy sources needed to diversify its energy portfolio and secure its energy supply, more attention is being focused on the rich renewable resources located offshore. Offshore renewable energy sources include offshore wind, waves, tidal currents, ocean and river currents, and ocean thermal gradients. According to a report published by the National Renewable Energy Laboratory (NREL) in 2010,1 U.S. offshore wind resources have a gross potential generating capacity four times greater than the nation's present electric capacity, and the Electric Power Research Institute estimates that the nation's ocean energy resources could ultimately supply at least 10% of its electric supply. For more than 30 years, NREL has advanced the science of renewable energy while building the capabilities to guide rapid deployment of commercial applications. Since 1993, NREL's National Wind Technology Center (NWTC) has been the nation's premier wind energy research facility, specializing in the advancement of wind technologies that range in size from a kilowatt to several megawatts. For more than 8 years, the NWTC has been an international leader in the field of offshore floating wind system analysis. Today, researchers at the NWTC are taking their decades of experience and extensive capabilities and applying them to help industry develop cost-effective hydrokinetic systems that convert the kinetic energy in water to provide power for our nation's heavily populated coastal regions. The center's capabilities and experience cover a wide spectrum of wind and water energy engineering disciplines, including atmospheric and ocean fluid mechanics, aerodynamics; aeroacoustics, hydrodynamics, structural dynamics, control systems, electrical systems, and testing.

  8. Improving Vehicle Efficiency, Reducing Dependence on Foreign Oil (Fact Sheet)

    SciTech Connect

    2012-03-01

This fact sheet provides an overview of the U.S. Department of Energy's Vehicle Technologies Program. Today, the United States spends about $400 billion each year on imported oil. To realize a secure energy future, America must break its dependence on imported oil and its volatile costs. The transportation sector accounts for about 70% of U.S. oil demand and holds tremendous opportunity to increase America's energy security by reducing oil consumption. That's why the U.S. Department of Energy (DOE) conducts research and development (R and D) on vehicle technologies which can stem America's dependence on oil, strengthen the economy, and protect the environment. Hybrid-electric and plug-in hybrid-electric vehicles can significantly improve fuel economy, displacing petroleum. Researchers are making batteries more affordable and recyclable, while enhancing battery range, performance, and life. This research supports President Obama's goal of putting 1 million electric vehicles on the road by 2015. The program is also working with businesses to develop domestic battery and electric-drive component plants to improve America's economic competitiveness globally. The program facilitates deployment of alternative fuels (ethanol, biodiesel, hydrogen, electricity, propane, and natural gas) and fuel infrastructures by partnering with state and local governments, universities, and industry. Reducing vehicle weight directly improves vehicle efficiency and fuel economy, and can potentially reduce vehicle operating costs. Cost-effective, lightweight, high-strength materials can significantly reduce vehicle weight without compromising safety. Improved combustion technologies and optimized fuel systems can improve near-and mid-term fuel economy by 25% for passenger vehicles and 20% for commercial vehicles by 2015, compared to 2009 vehicles. Reducing the use of oil-based fuels and lubricants in vehicles has more potential to improve the nation's energy security than any other action

    SciTech Connect

    Not Available

    2011-10-01

Chinese translation of the Reduce Air Infiltration in Furnaces fact sheet. Provides suggestions on how to improve furnace energy efficiency. Fuel-fired furnaces discharge combustion products through a stack or a chimney. Hot furnace gases are less dense and more buoyant than ambient air, so they rise, creating a differential pressure between the top and the bottom of the furnace. This differential, known as thermal head, is the source of a natural draft or negative pressure in furnaces and boilers. A well-designed furnace (or boiler) is built to avoid air leakage into the furnace or leakage of flue gases from the furnace to the ambient. However, with time, most furnaces develop cracks or openings around doors, joints, and hearth seals. These openings (leaks) usually appear small compared with the overall dimensions of the furnace, so they are often ignored. The negative pressure created by the natural draft (or use of an induced-draft fan) in a furnace draws cold air through the openings (leaks) and into the furnace. The cold air becomes heated to the furnace exhaust gas temperature and then exits through the flue system, wasting valuable fuel. It might also cause excessive oxidation of metals or other materials in the furnaces. The heat loss due to cold air leakage resulting from the natural draft can be estimated if you know four major parameters: (1) The furnace or flue gas temperature; (2) The vertical distance H between the opening (leak) and the point where the exhaust gases leave the furnace and its flue system (if the leak is along a vertical surface, H will be an average value); (3) The area of the leak, in square inches; and (4) The amount of operating time the furnace spends at negative pressure. Secondary parameters that affect the amount of air leakage include these: (1) The furnace firing rate; (2) The flue gas velocity through the stack or the stack cross-section area; (3) The burner operating conditions (e.g., excess air, combustion air temperature

  4. Buried and Encapsulated Ducts, Jacksonville, Florida (Fact Sheet)

    SciTech Connect

    None, None

    2013-11-01

Ductwork installed in unconditioned attics can significantly increase the overall heating and cooling costs of residential buildings. In fact, estimated duct thermal losses for single-family residential buildings with ductwork installed in unconditioned attics range from 10% to 45%. In a study of three single-story houses in Florida, the Building America research team Consortium for Advanced Residential Buildings (CARB) investigated the strategy of using buried and/or encapsulated ducts (BED) to reduce duct thermal losses in existing homes. The BED strategy consists of burying ducts in loose-fill insulation and/or encapsulating them in closed cell polyurethane spray foam (ccSPF) insulation. There are three possible combinations of BED strategies: (1) buried ducts; (2) encapsulated ducts (with ccSPF); and (3) buried and encapsulated ducts. The best solution for each situation depends on the climate, age of the house, and the configuration of the HVAC system and attic. For new construction projects, the team recommends that ducts be both encapsulated and buried as the minimal planning and costs required for this will yield optimal energy savings. The encapsulated/buried duct strategy, which utilizes ccSPF to address condensation concerns, is an approach that was developed specifically for humid climates.

    PubMed

Pumpa, Kate L; Madigan, Sharon M; Wood-Martin, Ruth E; Flanagan, Richelle; Roche, Noreen

    2012-06-01

The use of sport supplements presents a dilemma for many of those involved in supporting athletes, including coaches, families, support staff, and the athletes themselves. Often the information that they source can be incorrect and promote a biased view regarding the use of nutritional supplements. The aim of this case study was to describe the process that occurred around the development of a series of targeted educational fact sheets on a range of nutritional supplements for Irish athletes. It describes the initiation and support of the process by the Irish Sports Council; one of its subgroups, the Food and Food Supplements Committee; and the Irish Institute of Sport. A needs assessment through questionnaires was carried out to establish the most commonly used sport nutrition supplements by athletes age 16 or over in Ireland. Respondents completed 105 questionnaires over a 4-mo period in 2008-09 that led to the production of 20 supplement fact sheets. These supplement fact sheets will enable Irish athletes to access high-quality, up-to-date, scientific information about the supplements they have reported consuming. Since personal reading had a strong influence over athletes' decision-making process for taking nutritional supplements, as did scientific research, fact sheets available on the Internet from a reliable source are an ideal way to educate Irish athletes.

    2012-04-01

A steam energy tip sheet for the Advanced Manufacturing Office (AMO). The prevention of scale formation in firetube boilers can result in substantial energy savings. Scale deposits occur when calcium, magnesium, and silica, commonly found in most water supplies, react to form a continuous layer of material on the waterside of the boiler heat exchange tubes. Scale creates a problem because it typically possesses a thermal conductivity, an order of magnitude less than the corresponding value for bare steel. Even thin layers of scale serve as an effective insulator and retard heat transfer. The result is overheating of boiler tube metal, tube failures, and loss of energy efficiency. Fuel consumption may increase by up to 5% in firetube boilers because of scale. The boilers steam production may be reduced if the firing rate cannot be increased to compensate for the decrease in combustion efficiency. Energy losses as a function of scale thickness and composition are given. Any scale in a boiler is undesirable. The best way to deal with scale is not to let it form in the first place. Prevent scale formation by: (1) Pretreating of boiler makeup water (using water softeners, demineralizers, and reverse osmosis to remove scale-forming minerals); (2) Injecting chemicals into the boiler feedwater; and (3) Adopting proper boiler blowdown practices.

    SciTech Connect

    Gruebel, M.M.; Waters, R.D.; Hospelhorn, M.B.; Chu, M.S.Y.

    1994-11-01

The Department of Energy (DOE) is required to prepare and submit Site Treatment Plans (STPS) pursuant to the Federal Facility Compliance Act (FFCAct). Although the FFCAct does not require that disposal be addressed in the STPS, the DOE and the States recognize that treatment of mixed low-level waste will result in residues that will require disposal in either low-level waste or mixed low-level waste disposal facilities. As a result, the DOE is working with the States to define and develop a process for evaluating disposal-site suitability in concert with the FFCAct and development of the STPS. Forty-nine potential disposal sites were screened; preliminary screening criteria reduced the number of sites for consideration to twenty-six. The DOE then prepared fact sheets for the remaining sites. These fact sheets provided additional site-specific information for understanding the strengths and weaknesses of the twenty-six sites as potential disposal sites. The information also provided the basis for discussion among affected States and the DOE in recommending sites for more detailed evaluation.

    1988-12-01

The Event Fact Sheets written from January 1985 through mid August 1988 were reviewed to determine their root causes. The review group represented many of the technical disciplines present in plant operation. The review was initiated as an internal critique aimed at maximizing the ``lessons learned`` from the event reporting system. The root causes were subjected to a Pareto analysis to determine the significant causal factor groups. Recommendations for correction of the high frequency causal factors were then developed and presented to the FFTF Plant management. In general, the distributions of the causal factors were found to closely follow the industry averages. The impacts of the events were also studied and it was determined that we generally report events of a level of severity below that of the available studies. Therefore it is concluded that the recommendations for corrective action are ones to improve the overall quality of operations and not to correct significant operational deficiencies. 17 figs.

Chinese translation of the Using Waste Heat for External Processes fact sheet. Provides suggestions on how to use waste heat in industrial applications. The temperature of exhaust gases from fuel-fired industrial processes depends mainly on the process temperature and the waste heat recovery method. Figure 1 shows the heat lost in exhaust gases at various exhaust gas temperatures and percentages of excess air. Energy from gases exhausted from higher temperature processes (primary processes) can be recovered and used for lower temperature processes (secondary processes). One example is to generate steam using waste heat boilers for the fluid heaters used in petroleum crude processing. In addition, many companies install heat exchangers on the exhaust stacks of furnaces and ovens to produce hot water or to generate hot air for space heating.

The Jobs and Economic Development Impact (JEDI) models are user-friendly tools that estimate the economic impacts of constructing and operating power generation and biofuel plants at the local (usually state) level. First developed by NREL's Wind Powering America program to model wind energy jobs and impacts, JEDI has been expanded to biofuels, concentrating solar power, coal, and natural gas power plants. Based on project-specific and default inputs (derived from industry norms), JEDI estimates the number of jobs and economic impacts to a local area (usually a state) that could reasonably be supported by a power generation project. For example, JEDI estimates the number of in-state construction jobs from a new wind farm. This fact sheet provides an overview of the JEDI model as it pertains to wind energy projects.

The Fact Sheet discusses the revised HRS which retains the same cutoff score and basic approach as the original HRS, while incorporating SARA requirements as well as improvements identified as necessary by EPA and the public. The revised HRS retains the ground water, surface water, and air pathways, drops the direct contact and fire/explosion pathways, and adds a fourth pathway, soil exposure. Several key provisions of the revised HRS make it more comprehensive. Other provisions make the revised HRS more accurate.
