The settlement also includes a covenant not to sue the settling party pursuant to Section 107(a) of CERCLA, 42 U.S.C. 9607(a). In Canada, the Assisted Human Reproduction Act received royal assent on 29 March 2004. The approach proposed by the federal government responds to Canadians' strong desire for an enforceable legislative framework in the field of reproduction technologies through criminal law. As a result of the widening gap between the rapid pace of technological change and governing legislation, a distinct need was perceived to create a regulatory framework to guide decisions regarding reproductive technologies. In this article the three main topics covered in the new legislation are commented on: cloning, germline therapy, and purchase of gametes and embryos. Some important issues also covered in the new legislation, such as privacy and access to information, data protection, identity of donors, and inspection, will not be addressed.

We report our experience at the University of Florida in which residents and fellows served as the inspection team for a College of American Pathologists (CAP) self-inspection. We aimed to determine whether the CAP self-inspection could serve as a learning opportunity for pathology residents and fellows. To prepare for the inspection, we provided a series of 4 lunchtime seminars covering numerous laboratory management topics relating to inspections and laboratory quality. Preparation for the inspection began approximately 4 months prior to the date of the inspection. The intent was to simulate a CAP peer inspection, with the exception that the date was announced. The associate residency program director served as the team leader. All residents and fellows completed inspector training provided by CAP, and the team leader completed the team leader training. A 20 question pre- and posttest was administered; additionally, an anonymous survey was given after the inspection. The residents' and fellows' posttest scores were an average of 15% higher than on the pretest ( P < .01). The surveys as well as subjective comments were overwhelmingly positive. In conclusion, the resident's and fellow's experience as an inspector during a CAP self-inspection was a useful tool to learn accreditation and laboratory management.

In addition the notice stated that any interested person might submit a written request that a public hearing be held (where appropriate). The notice of proposed exemption was issued and the exemption is being granted solely by the Department because, effective December 31, 1978, section 102 of Reorganization Plan No. 4 of 1978, 5 U.S.C. A Mexican standard for food irradiation is ready for final publication after the authority received and reviewed public comments of the project published in April 1994. The standard establish the radiation doses for different classes of food, based on ICGFI recommendations. Also included are controls for sampling, packaging, labelling, transportation, process inspection and accordance with international regulations. The results of the economical analysis of cost-benefit of the application of the standard show that the net present value is positive. The method of calculation is presented explaining the assumptions considered for the estimation of the total annual savings and surveillance costs. A final version of the research program report on radiation quarantine treatment of Mexican mangoes will be used for the petition to APHIS for the amendment of quarantine procedures to permit importation into the USA of irradiated products.

Pathology Residents Comprise Inspection Team for a CAP Self-Inspection

We report our experience at the University of Florida in which residents and fellows served as the inspection team for a College of American Pathologists (CAP) self-inspection. We aimed to determine whether the CAP self-inspection could serve as a learning opportunity for pathology residents and fellows. To prepare for the inspection, we provided a series of 4 lunchtime seminars covering numerous laboratory management topics relating to inspections and laboratory quality. Preparation for the inspection began approximately 4 months prior to the date of the inspection. The intent was to simulate a CAP peer inspection, with the exception that the date was announced. The associate residency program director served as the team leader. All residents and fellows completed inspector training provided by CAP, and the team leader completed the team leader training. A 20 question pre- and posttest was administered; additionally, an anonymous survey was given after the inspection. The residents’ and fellows’ posttest scores were an average of 15% higher than on the pretest (P < .01). The surveys as well as subjective comments were overwhelmingly positive. In conclusion, the resident’s and fellow’s experience as an inspector during a CAP self-inspection was a useful tool to learn accreditation and laboratory management. PMID:28725788

This is a critical comment on a paper published in Porcine Health Management in 2015, presenting a comparison between lesions from meat inspection at one abattoir on slaughter pigs classified in to two different production forms: organic/free-range conditions and conventional indoor conditions. The conclusion made by the paper that 13 lesion types has a higher prevalence in organic/free-range pigs and 4 lesion types occurred less frequently in organic/free-range finishers compared to conventional finishers is correct except that 5 (instead of 4) lesion types occurred less frequently in organic/free-range finishers. However, these five types of lesions represent 74 % of all lesions recorded among conventional indoor, conventional free-range and organic pigs in one slaughter house from October 1 2012 to September 26 2013.

Weight teasing is common among adolescents, but less is known about the continuation of this experience during young adulthood. The present study uses survey data from a diverse sample of 2287 young adults, who participated in a 10-year longitudinal study of weight-related issues to examine hurtful weight comments by family members or a significant other. Among young adults, 35.9% of females and 22.8% of males reported receiving hurtful weight-related comments by family members, and 21.2% of females and 23.8% of males with a significant other had received hurtful weight-related comments from this source. Hispanic and Asian young adults and overweight/obese young adults were more likely to report receiving comments than those in other groups. Weight teasing during adolescence predicted hurtful weight-related comments in young adulthood, with some differences by gender. Findings suggest that hurtful weight talk continues into young adulthood and is predicted by earlier weight teasing experiences. Copyright © 2010 Elsevier Ltd. All rights reserved.

There is a lot of inspection in the manufacturing of semiconductor devices. Generally, the more important a manufacturing step, the higher is the level of inspection. In some cases 100% of the wafers are inspected after certain steps. Inspection is a non-value added and expensive activity. It requires an army of "inspectors," often times expensive equipment and becomes a "bottle neck" when the level of inspection is high. Although inspection helps identify quality problems, it hurts productivity. The new management, quality and productivity philosophies recommend against over inspection. [Point #3 in Dr. Deming's 14 Points for Management (1)] 100% inspection is quite unnecessary . Often the nature of a process allows us to reduce inspection drastically and still maintain a high level of confidence in quality. In section 2, we discuss such situations and show that some elementary probability theory allows us to determine sample sizes and measure the chances of catching a bad "lot" and accepting a good lot. In section 3, we provide an example and application of the theory, and make a few comments on money and time saved because of this work. Finally, in section 4, we draw some conclusions about the new quality and productivity philosophies and how applied statisticians and engineers should study every situation individually and avoid blindly using methods and tables given in books.

In Malaysia, an agency that is entrusted by the Government to perform mandatory vehicle inspection for public, commercial and private vehicles, receive many customers daily. Often complaints of problems received from the customers are associated with waiting time that leads to lost of business and dissatisfied customers. To address this issue, we propose a framework for modelling a vehicle inspection system using an integration of simulation and optimization approaches. The strengths of simulation and optimization are reviewed briefly that is hoped to reveal the synergy between the established methods in determining an appropriate customer's waiting time for inspection at a vehicle inspection centre. Relevant concepts and preliminary results are also presented and discussed in this paper.

A system for inspecting a conduit for undesirable characteristics. A transducer system induces guided acoustic waves onto said conduit. The transducer system detects the undesirable characteristics of the conduit by receiving guided acoustic waves that contain information about the undesirable characteristics. The conduit has at least two sides and the transducer system utilizes flexural modes of propagation to provide inspection using access from only the one side of the conduit. Cracking is detected with pulse-echo testing using one transducer to both send and receive the guided acoustic waves. Thinning is detected in through-transmission testing where one transducer sends and another transducer receives the guided acoustic waves.

This project involves innovating the way the Quality Assurance organization at the Jet Propulsion Laboratory (JPL) tracks the receiving inspection of JPL Critical Items (JCI) procured from suppliers. The Quality Assurance organization uses a Microsoft Access based front-end to enter items into an inspection queue. The current design has grown to be much more than was expected when the inspection queue system was created in 2007. The goal is to migrate to a web based solution that will allow the handling of more data, multiple input interfaces, and customizable display options. This has been achieved by implementing a divided tables scheme, the use of ColdFusion programming language, and the usage of Web 2.0 technologies such as AJAX and jQuery. These updates will allow for future expansion as well as the standardization of inspection queues for the Quality Assurance organization. When engineers and scientists order flight hardware, they cannot use it straight away. After a spacecraft or a satellite has been launched, it will be impossible to repair; therefore, the parts used must be inspected to make sure they are operating correctly and within the required specifications. The task of inspecting these JPL Critical Items (JCI) falls on the Quality Assurance organization. One of the tools the receiving inspection group uses is a database to maintain a queue of inspections that need to be done and of inspections that have been completed. The current Access interface has worked well but increased amounts of data, multiple input interfaces, and changes to how data is handled have made it necessary to seek a new way of organizing items for inspection. In addition, the different inspection groups have recently been merged and each has different ways of keeping track of inspection information. The ultimate goal is for the new group to have one shared inspection queue and website. To achieve this goal, I have been working with Ian Luczon of Procurement Quality Assurance and 3 Myers Hawkins, another intern, to not only create the new queue for receiving inspection but also a central web portal for the newly combined inspection group.

Standardized inspections of food premises are part of environmental health systems implemented worldwide. The food safety strategy for the 2004 Olympic Games included standardized inspections to ensure uniformity and consistency of procedures and effective electronic management of data. Inspections were carried out by 196 inspectors in the five Olympic cities: Athens, Thessalonica, Volos, Iraklio, and Patra. From January 2003 to September 2004, a total of 1,249 food premises were inspected. An unsatisfactory inspection result (C grade) was received by 347 (27.8%) food premises, a relatively satisfactory result (B grade) was received by 332 (26.6%), and a satisfactory result (A grade) was received by 570 (45.6%). About 16% of inspected premises did not hold a valid permit. Unsatisfactory inspection results were more frequent for premises located in the two largest Greek cities in comparison with the other smaller cities (relative risk = 1.95, 95% confidence interval [CI] = 1.36 to 2.80). Based on logistic regression analysis, unsatisfactory inspection results were positively associated with food premises that were not located on a ground floor (odds ratio [OR] = 2.56, 95% CI = 1.39 to 4.73) and negatively associated with application of hazard analysis critical control point (HACCP) principles (OR = 0.27, 95% CI = 0.10 to 0.71). Food hygiene education through formal training programs should be encouraged to improve compliance of food premises. Food premises located on hotel floors and serving buffet meals are at higher risk for unsatisfactory conditions. Businesses that implemented a HACCP system within their operations to ensure food safety operated under more hygienic conditions. Future inspections by Public Health Authorities should involve elements of audit after the legislation for the application of HACCP principles.

A probe system is provided for the bore-side inspection of tube-to-header welds and the like for small diameter tubes. The probe head of the system includes an ultrasonic transmitter-receiver transducer, a separate ultrasonic receiver, a reflector associated with the transducer to properly orient the ultrasonic signal with respect to a tube wall, a baffle to isolate the receiver from the transducer, and means for maintaining the probe head against the tube wall under investigation. Since the probe head must rotate to inspect along a helical path, special ultrasonic signal connections are employed. Through the use of the probe, flaws at either the inner or outer surfaces may be detected.

The vessel standards program, which this NVIC addresses, originally consisted of a series of five NVICs; Stability (5-85), Radio and Shipboard Navigation Equipment (6-85), Fire Safety Measures (7-85), Lifesaving Equipment and Protection of the Crew (8-85), and Hull, Machinery, and Electrical Installations (9-85). Many of these NVICs contained specific operational and educational material for fishermen which could be used before the `Vessel Safety Manual` was published; therefore, some material previously contained in any one of the NVICs has been moved to the manual, although some overlap still exists. Since input from the fishing industry and other interested parties was essential,more » the authors published NVICs 5-85 thru 9-85 as proposed standards and distributed them to over 230 individuals, groups and organizations throuoghout the U.S. who have an interest in fishing vessel safety. These groups included safety consultants, marine surveyors, naval architects, insurance underwriters, fishing vessel owners` associations, boat builders, fisheries unions, personnel associated with the National Oceanic and Atmospheric Administration Sea Grant program, and the National Marine Fisheries Service. Several sent detailed comments; all expressed a favorable reaction to the standards. This report is a consolidation of NVICs 5-85 thru 9-85 taking into account the comments and recommendations received. The present invention includes methods and apparatus for inspecting vicinally illuminated non-patterned areas of translucent materials. An initial image of the material is received. A second image is received following a relative translation between the material being inspected and a device generating the images. Each vicinally illuminated image includes a portion having optimal illumination, that can be extracted and stored in a composite image of the non-patterned area. The composite image includes aligned portions of the extracted image portions, and provides a composite having optimal illumination over a non-patterned area of the material to be inspected. The composite image can be processed by enhancement and object detection algorithms, to determine the presence of, and characterize any inhomogeneities present in the material.

The rail inspection system based on iGPS (indoor/infrared GPS) was composed of base station, receiver, rail inspection frame, wireless communication unit, display and control unit and data processing unit. With the continuous movement of the inspection frame, the system could accurately inspect the coordinates of rail; realize the intelligent detection and precision measurement. According to principle of angle intersection measurement, the inspection model was structured, and detection process was given.

...EPA proposes to approve State Implementation Plan (SIP) revisions submitted by the Maryland Department of the Environment (MDE). These revisions approve specific provisions of a 2011 Consent Decree between MDE and GenOn to reduce particulate matter (PM), sulfur oxides (SOX), and nitrogen oxides (NOX) from the GenOn Chalk Point generating station (Chalk Point). These revisions also remove the 1978 and 1979 Consent Orders for the Chalk Point generating station from the Maryland SIP as those Consent Orders have been superseded by the 2011 Consent Decree. In the Final Rules section of this Federal Register, EPA is approving the State's SIP submittal as a direct final rule without prior proposal because the Agency views this as a noncontroversial submittal and anticipates no adverse comments. A detailed rationale for the approval is set forth in the direct final rule. If no adverse comments are received in response to this action, no further activity is contemplated. If EPA receives adverse comments, the direct final rule will be withdrawn and all public comments received will be addressed in a subsequent final rule based on this proposed rule. EPA will not institute a second comment period. Any parties interested in commenting on this action should do so at this time.
