Two distinct approaches to assessing the effect of geographic scale on spatial interactions are modeled. In the first, the question of whether a distance deterrence function, which explains interactions for one system of zones, can also succeed on a more aggregate scale, is examined. Only the two-parameter function for which it is found that distances between macrozones are weighted averaged of distances between component zones is satisfactory in this regard. Estimation of continuous (point-to-point) functions--in the form of quadrivariate cubic polynomials--for US interstate migration streams, is then undertaken. Upon numerical integration, these higher order surfaces yield predictions of interzonal and intrazonal movements at any scale of interest. Test of spatial stationarity, isotropy, and symmetry of interstate migration are conducted in this framework.

Integrative Governance of Environmental Water in Australia's Murray-Darling Basin: Evolving Challenges and Emerging Pathways.

Integration, a widely promoted response to the multi-scale complexities of social-environmental sustainability, is diversely and sometimes poorly conceptualized. In this paper we explore integrative governance, which we define as an iterative and contextual process for negotiating and advancing the common interest. We ground this definition in a discussion of institutional factors conditioning integrative governance of environmental water in Australia's Murray-Darling Basin. The Murray-Darling Basin is an iconic system of social-ecological complexity, evocative of large-scale conservation challenges in other developed arid river basins. Our critical assessment of integrative governance practices in that context emerges through analysis of interviews with policy participants and documents pertaining to environmental water management in the tri-state area of southwestern New South Wales, northwestern Victoria, and the South Australian Riverland. We identify four linked challenges: (i) decision support for developing socially robust environmental water management goals, (ii) resource constraints on adaptive practice, (iii) inter-state differences in participatory decision-making and devolution of authority, and (iv) representative inclusion in decision-making. Our appraisal demonstrates these as pivotal challenges for integrative governance in the common interest. We conclude by offering a perspective on the potential for supporting integrative governance through the bridging capacity of Australia's Commonwealth Environmental Water Holder.

State Firearm Laws and Interstate Firearm Deaths From Homicide and Suicide in the United States: A Cross-sectional Analysis of Data by County.

Firearm laws in one state may be associated with increased firearm death rates from homicide and suicide in neighboring states are uncertain. To determine whether counties located closer to states with lenient firearm policies have higher firearm death rates. This cross-sectional study of firearm death rates by county for January 2010 to December 2014 examined data from the US Centers for Disease Control and Prevention for firearm suicide and homicide decedents for 3108 counties in the 48 contiguous states of the United States. Each county was assigned 2 scores, a state policy score (range, 0-12) based on the strength of its state firearm laws, and an interstate policy score (range, -1.33 to 8.31) based on the sum of population-weighted and distance-decayed policy scores for all other states. Counties were divided into those with low, medium, and high home state and interstate policy scores. County-level rates of firearm, nonfirearm, and total homicide and suicide. With multilevel Bayesian spatial Poisson models, we generated incidence rate ratios (IRR) comparing incidence rates between each group of counties and the reference group, counties with high home state and high interstate policy scores. Stronger firearm laws in a state were associated with lower firearm suicide rates and lower overall suicide rates regardless of the strength of the other states' laws. Counties with low state scores had the highest rates of firearm suicide. Rates were similar across levels of interstate policy score (low: IRR, 1.34; 95% credible interval [CI], 1.11-1.65; medium: IRR, 1.36, (95% CI, 1.15-1.65; and high: IRR, 1.43; 95% CI, 1.20-1.73). Counties with low state and low or medium interstate policy scores had the highest rates of firearm homicide. Counties with low home state and interstate scores had higher firearm homicide rates (IRR, 1.38; 95% CI, 1.02-1.88) and overall homicide rates (IRR, 1.32; 95% CI, 1.03-1.67). Counties in states with low firearm policy scores had lower rates of firearm homicide only if the interstate firearm policy score was high. Strong state firearm policies were associated with lower suicide rates regardless of other states' laws. Strong policies were associated with lower homicide rates, and strong interstate policies were also associated with lower homicide rates, where home state policies were permissive. Strengthening state firearm policies may prevent firearm suicide and homicide, with benefits that may extend beyond state lines.

In the construction of diabatic vibronic Hamiltonians for quantum dynamics in the excited-state manifold of molecules, the coupling constants are often extracted solely from information on the excited-state energies. Here, a new protocol is applied to get access to the interstate vibronic coupling constants at the time-dependent density functional theory level through the overlap integrals between excited-state adiabatic auxiliary wavefunctions. We discuss the advantages of such method and its potential for future applications to address complex systems, in particular, those where multiple electronic states are energetically closely lying and interact. We apply the protocol to the study of prototype rhenium carbonyl complexes [Re(CO)3(N,N)(L)]n+ for which non-adiabatic quantum dynamics within the linear vibronic coupling model and including spin-orbit coupling have been reported recently.

There has been an abundance of research that has used Poisson models and its variants (negative binomial and zero-inflated models) to improve our understanding of the factors that affect accident frequencies on roadway segments. This study explores the application of an alternate method, tobit regression, by viewing vehicle accident rates directly (instead of frequencies) as a continuous variable that is left-censored at zero. Using data from vehicle accidents on Indiana interstates, the estimation results show that many factors relating to pavement condition, roadway geometrics and traffic characteristics significantly affect vehicle accident rates.

Surgical competence encompasses both technical and nontechnical skills. This study seeks to evaluate the validity evidence for a comprehensive surgical skills examination and to examine the relationship between technical and nontechnical skills. Six examination stations assessing both technical and nontechnical skills, conducted yearly for surgical trainees (n = 120) between 2010 and 2014 are included. The assessment tools demonstrated acceptable internal consistency. Interstation reliability for technical skills was low (alpha = .39). Interstation reliability for the nontechnical skills was lower (alpha range -.05 to .31). Nontechnical skills domains were strongly correlated, ranging from r = .65, P < .001 to .86, P < .001. The associations between nontechnical and technical skills were inconsistent, ranging from poor (r = -.06; P = .54) to moderate (r = .45; P < .001). What Determines the Duration of War? Insights from Assessment Strategies in Animal Contests

Interstate wars and animal contests both involve disputed resources, restraint and giving up decisions. In both cases it seems illogical for the weaker side to persist in the conflict if it will eventually lose. In the case of animal contests analyses of the links between opponent power and contest duration have provided insights into what sources of information are available to fighting animals. I outline the theory of information use during animal contests and describe a statistical framework that has been used to distinguish between two strategies that individuals use to decide whether to persist or quit. I then apply this framework to the analysis of interstate wars. War duration increases with the power of winners and losers. These patterns provide no support for the idea that wars are settled on the basis of mutual assessment of capabilities but indicate that settlement is based on attrition. In contrast to most animal contests, war duration is as closely linked to the power of the winning side as to that of the losing side. Overall, this analysis highlights a number of similarities between animal contests and interstate war, indicating that both could be investigated using similar conceptual frameworks. PMID:25247403

A study to determine the impact of two alternative construction plans for proposed interchange between the existing Interstate Highway 26 and Interstate Highway 526 in the Filbin Creek drainage basin near North Charleston, South Carolina was performed by the U.S. Geological Survey, in cooperation with the South Carolina Department of Highways and Public Transportation. A computerized reservoir routing technique was used to route synthetic flood hydrographs through the basin system. Simulation results indicate that the new roadway will cause little or no change in water-surface elevations downstream of Interstate Highway 26. Upstream of Interstate Highway 26, approximately 0.5 foot of backwater will be created by either alternative during a 100-year flood as a result of the Interstate Highway 526 embankments and structures. Five experiments investigated the war contagion phenomenon in the context of international relations, hypothesizing that reminders of past inter- (but not intra-) state war will increase support for future, unrelated interstate violence. After being reminded of the Korean War as an interstate rather than intrastate conflict, South Koreans showed stronger support for violent responses to new, unrelated interstate tensions (Study 1). Replicating this war contagion effect among Americans, we demonstrated that it was mediated by heightened perceived threat from, and negative images of, a fictitious country unrelated to the past war (Study 2), and moderated by national glorification (Study 3). Study 4, using another international conflict in the U.S. history, provided further conceptual replication. Finally, Study 5 included a baseline in addition to the inter- versus intrastate manipulation, yielding further support for the generalized effect of past interstate war reminders on preferences for aggressive approaches to new interstate tensions. © 2016 by the Society for Personality and Social Psychology, Inc.

Geospatial Modeling of Asthma Population in Relation to Air Pollution

Current observations indicate that asthma is growing every year in the United States, specific reasons for this are not well understood. This study stems from an ongoing research effort to investigate the spatio-temporal behavior of asthma and its relatedness to air pollution. The association between environmental variables such as air quality and asthma related health issues over Mississippi State are investigated using Geographic Information Systems (GIS) tools and applications. Health data concerning asthma obtained from Mississippi State Department of Health (MSDH) for 9-year period of 2003-2011, and data of air pollutant concentrations (PM2.5) collected from USEPA web resources, and are analyzed geospatially to establish the impacts of air quality on human health specifically related to asthma. Disease mapping using geospatial techniques provides valuable insights into the spatial nature, variability, and association of asthma to air pollution. Asthma patient hospitalization data of Mississippi has been analyzed and mapped using quantitative Choropleth techniques in ArcGIS. Patients have been geocoded to their respective zip codes. Potential air pollutant sources of Interstate highways, Industries, and other land use data have been integrated in common geospatial platform to understand their adverse contribution on human health. Existing hospitals and emergency clinics are being injected into analysis to further understand their proximity and easy access to patient locations. At the current level of analysis and understanding, spatial distribution of Asthma is observed in the populations of Zip code regions in gulf coast, along the interstates of south, and in counties of Northeast Mississippi. It is also found that asthma is prevalent in most of the urban population. This GIS based project would be useful to make health risk assessment and provide information support to the administrators and decision makers for establishing satellite clinics in future.

We retrieve empirical Green's functions in the frequency range (˜0.2-0.9 Hz) for interstation distances ranging from ˜1 to ˜30 km (˜0.22 to ˜6.5 times the wavelength) at The Geysers geothermal field, Northern California, from coherency of ambient seismic noise being recorded by a variety of sensors (broad-band, short-period surface and borehole sensors, and one accelerometer). The applied methodology preserves the intercomponent relative amplitudes of the nine-component Green's tensor that allows us to directly compare noise-derived Green's functions (NGFs) with normalized displacement waveforms of complete single-force synthetic Green's functions (SGFs) computed with various 1-D and 3-D velocity models using the frequency-wavenumber integration method and a 3-D finite-difference wave propagation method, respectively. These comparisons provide an effective means of evaluating the suitability of different velocity models to different regions of The Geysers, and assessing the quality of the sensors and the NGFs. In the T-Tangential, R-Radial, Z-Vertical reference frame, the TT, RR, RZ, ZR and ZZ components (first component: force direction, second component: response direction) of NGFs show clear surface waves and even body-wave phases for many station pairs. They are also broadly consistent in phase and intercomponent relative amplitudes with SGFs for the known local seismic velocity structure that was derived primarily from body-wave traveltime tomography, even at interstation distances less than one wavelength. We also find anomalous large amplitudes in TR, TZ, RT and ZT components of NGFs at small interstation distances (≲4 km) that can be attributed to ˜10°-30° sensor misalignments at many stations inferred from analysis of longer period teleseismic waveforms. After correcting for sensor misalignments, significant residual amplitudes in these components for some longer interstation distance (≳8 km) paths are better reproduced by the 3-D velocity model than by the 1-D models incorporating known values and fast axis directions of crack-induced VS anisotropy in the geothermal field. We also analyse the decay of Fourier spectral amplitudes of the TT component of NGFs at 0.72 Hz with distance in terms of geometrical spreading and attenuation. While there is considerable scatter in the NGF amplitudes, we find the average decay to be consistent with the decay expected from SGF amplitudes and with the decay of tangential component local-earthquake ground-motion amplitudes with distance at the same frequency.

Characterizing interstate vibrational coherent dynamics of surface adsorbed catalysts by fourth-order 3D SFG spectroscopy

We report the first fourth-order 3D SFG spectroscopy of a monolayer of the catalyst Re(diCN-bpy)(CO)3Cl on a gold surface. Besides measuring the vibrational coherences of single vibrational modes, the fourth-order 3D SFG spectrum also measures the dynamics of interstate coherences and vibrational coherences states between two vibrational modes. By comparing the 3D SFG to the corresponding 2D and third-order 3D IR spectroscopy of the same molecules in solution, we found that the interstate coherences exist in both liquid and surface systems, suggesting that the interstate coherence is not disrupted by surface interactions. However, by analyzing the 3D spectral lineshape, we found that the interstate coherences also experience non-negligible homogenous dephasing dynamics that originate from surface interactions. This unique ability of determining interstate vibrational coherence dynamics of the molecular monolayer can help in understanding of how energy flows within surface catalysts and other molecular monolayers.

We propose an integrated modeling framework to optimally locate wireless charging facilities along a highway corridor to provide sufficient in-motion charging. The integrated model consists of a master, Infrastructure Planning Model that determines best locations with integrated two sub-models that explicitly capture energy consumption and charging and the interactions between electric vehicle and wireless charging technologies, geometrics of highway corridors, speed, and auxiliary system. Cooperation in marine affairs: Evidence from the Gulf of Thailand

This study argues that the evolving process of interstate cooperation based upon power interests could operate regardless of the formal or expressed will of governments to make binding agreements. The study developed a comprehensive model for interstate cooperation in which state interests were part of conditions for the mutual problem-solving process. The model was then tested against three marine issues in the Gulf of Thailand: offshore hydrocarbon development associated with maritime boundary delimitation, marine fisheries, and marine pollution. Literature review, newspapers and periodicals, on-line databases, and unstructured interviews were primary sources of data. The analysis found that consultation accounted for cooperative interaction among the realist Gulf of Thailand states. Evidence from three tested marine issues suggested that frequent contact and subsequent effects of a greater exchange of knowledge and information can at least stabilize relationships between the states. Informality and non-binding nature of the interactive process offered the states the needed flexibility in designing and implementing effective marine management in the Gulf of Thailand. The study discussed a modified realist framework and some implications for a future study of informal regimes and compliance with interstate agreements.

The Interstate 10 Twin Span Bridge over Lake Pontchartrain north of New Orleans, La., was rendered completely unusable by Hurricane Katrina. The cause of the collapse of the bridges generated great interest among hydrologists and structural engineers as well as among the general public. What made this case study even more important was the fact that two nearby bridges sustained the effects of the same storm surge and suffered only light damage. Lessons learned from this investigation are invaluable to maintaining the safety of many of the Nation's coastal and river-crossing bridges.

This report has been prepared by the U.S. Geological Survey at the request of Mr. Henry Derthick, Engineer of Structures of the Tennessee Department of Transportation, under the authority of a cooperative agreement between the two agencies. It supplements information contained in a report with the same title dated September 1966. The Department of Transportation proposes to construct a segment of Interstate Highway 240 and several bridges across the Wolf River on the northern side off Memphis, Shelby Count. Mt. Derthick has requested an analysis of the 50-year flood or the maximum flood of record to determine the possible effect of the proposed construction on flood profiles along the Wolf River.
