This Technical Memorandum provides extensive data on birdlife at Wallops Island, a mid-Atlantic barrier island, and home to NASA Wallops Flight Facility's launch range. Variation in the distribution and abundance of many species is considerable in this region, which is centered along the north-south axis of the Delmarva Peninsula. Data (date of occurrence and general abundance) and analysis of the Island's diverse habitat structure are provided. A total of 244 species of birds are recorded; a summary of the records are given in the Species Accounts and the Appendix.

This report was prepared in response to Section 1406 of the Energy Policy Act of 1992 (P.L. 192-486). The Act directed the Department of Energy (DOE) to ``conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption,`` and to ``outline how the insular areas shall gain access to vital oil supplies during times of national emergency.`` The Act defines the insular areas to be the US Virgin Islands and Puerto Rico in the Caribbean, and Guam, American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), and Palau in the Pacific.more » This report is the analysis of Puerto Rico and the US Virgin Islands. In the study, ``unique vulnerabilities`` were defined as susceptibility to: (1) more frequent or more likely interruptions of oil supplies compared to the mainland, and/or (2) disproportionately larger or more likely economic losses in the event of an oil supply disruption. In order to asses unique vulnerabilities, the study examined in the insular areas` experience during past global disruptions of oil supplies and during local emergencies caused by natural disasters. The effects of several possible future global disruptions and local emergencies were also analyzed. Analyses were based on historical data, simulations using energy and economic models, and interviews with officials in the insular governments and the energy industry.« less

The study, Energy Vulnerability Assessment of the US Pacific Islands, was mandated by the Congress of the United States as stated in House Resolution 776-220 of 1992, Section 1406. The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands,more » and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. USDOE has outlined the four tasks of the energy vulnerability assessment as the following: (1) for each island, determine crude oil and refined product demand/supply, and characterize energy and economic infrastructure; (2) forecast global and regional oil trade flow patterns, energy demand/supply, and economic activities; (3) formulate oil supply disruption scenarios and ascertain the general and unique vulnerabilities of these islands to oil supply disruptions; and (4) outline emergency preparedness and response options to secure oil supplies in the short run, and reduce dependence on imported oil in the longer term.« less

A fifth annual Excess Weapons Plutonium Disposition meeting organized by Lawrence Livermore National Laboratory (LLNL) was held February 16-18, 2004, at the State Education Center (SEC), 4 Aerodromnya Drive, St. Petersburg, Russia. The meeting discussed Excess Weapons Plutonium Disposition topics for which LLNL has the US Technical Lead Organization responsibilities. The technical areas discussed included Radioactive Waste Treatment, Storage, and Disposal, Plutonium Oxide and Plutonium Metal Packaging, Storage and Transportation and Spent Fuel Packaging, Storage and Transportation. The meeting was conducted with a conference format using technical presentations of papers with simultaneous translation into English and Russian. This report is an appendix to the Hawaii WindHUI efforts to dev elop and operationalize short-term wind forecasting and wind ramp event forecasting capabilities. The report summarizes the WindNET field campaign deployment experiences and challenges. As part of the WindNET project on the Big Island of Hawaii, AWS Truepower (AWST) conducted a field campaign to assess the viability of deploying a network of monitoring systems to aid in local wind energy forecasting. The data provided at these monitoring locations, which were strategically placed around the Big Island of Hawaii based upon results from the Oahu Wind Integration and Transmission Studymore » (OWITS) observational targeting study (Figure 1), provided predictive indicators for improving wind forecasts and developing responsive strategies for managing real-time, wind-related system events. The bobcat (Lynx rufus) is a medium-sized spotted cat (4 - 18 kg), widely distributed in North America. Bobcats are legally harvestable in most of their range, and are currently classified as Least Concern by IUCN and listed in Appendix II of CITES, due to similarity of appearance with other spotted cat species. Bobcats in the coastal plain region of Georgia, USA, occur at densities of 0.4 - 0.6 per km2. The most common prey of bobcats across most of their range are cottontail rabbit species (Sylvilagus sp). Cumberland Island is the largest of Georgia’s Atlantic coastal barrier islands. Since 1972, approximately 80% of the island has been administered by the National Park Service as Cumberland Island National Seashore (CINS). The island has a subtropical climate and contains approximately 85 km2of upland habitat. It is accessible only by boat or small plane. Thirty-two bobcats were released on CINS during 1988 – 1989.

Boa constrictor is a wide ranging snake species that is common in the pet trade and is currently listed in CITES Appendix II. Hog Island boas, or Cayos Cochinos boas, are a dwarf, insular race of Boa constrictor imperator endemic to the Cayos Cochinos Archipelago, Honduras. Cayos Cochinos boas are prized in the international pet trade for their light pink dorsal coloration, as well as for being much smaller and more docile than mainland boas (Porras, 1999; Russo, 2007). The boa population in the Cayos Cochinos was heavily exploited for the pet trade from 1979 to 1993, and researchers reported finding no boas on the islands during a five day herpetological survey trip in the early 1990s (Wilson and CruzDiaz, 1993), leading to the speculation that the population had been extirpated (e.g., Russo, 2007). The Cayos Cochinos Archipelago Natural Marine Monument has been managed by the Honduran Coral Reef Foundation since 1994 and prohibits removal of boas from the area. Poaching for the pet trade continues today, although at a lower level. Due to the endemic nature of this island morph of B. c. imperator it is imperative that we understand the dynamics of the populations and the ongoing threats that could negatively impact their long-term survival.

This is the twenty-fourth and final Technical Progress Report submitted to the Department of Energy (DOE) in connection with the cooperative agreement between the DOE and Ohio Power Company for the Tidd PFBC Hot Gas Clean Up Test Facility. This report covers the work completed during the Third Quarter of CY 1995. All activity this quarter was directed toward the completion of the program final report. A draft copy of the final report was forwarded to DOE during this quarter, and DOE submitted their comments on the report to AEPSC. DOE requested that Westinghouse write an appendix to the reportmore » covering the performance of the fail-safe regenerator devices during Tad operation, and Westinghouse subsequently prepared the appendix. Additional DOE comments were incorporated into the report, and it will be issued in camera-ready form by the end of October, 1995, which is the program end date. Sporadic epizootics of pneumonia among marine mammals have been associated with multiple animal-origin influenza A virus subtypes (1–6); seals are the only known nonhuman host for influenza B viruses (7). Recently, we reported serologic evidence of influenza A virus infection in free-ranging northern sea otters (Enhydra lutris kenyoni) captured off the coast of Washington, USA, in August 2011 (8). To investigate further which influenza A virus subtype infected these otters, we tested serum samples from these otters by ELISA for antibody-binding activity against 12 recombinant hemagglutinins (rHAs) from 7 influenza A hemagglutinin (HA) subtypes and 2 lineages of influenza B virus (Technical Appendix Table 1). Estimated ages for the otters were 2–19 years (Technical Appendix Table 2); we also tested archived serum samples from sea otters of similar ages collected from a study conducted during 2001–2002 along the Washington coast (9).

Assistance for completion of this task is available to the Pacific islands in the form of technical, informational, educational and humanitarian aid. Assistance for Pacific island preparedness and response may originate from local, jurisdictional, regional and international levels. The Internet also now offers many useful resources for disaster education, collaboration and aid. This article discusses mechanisms and resources that Pacific island health officials may utilize to promote emergency health within their own jurisdictions.

This is a brief statement of the research progress made on Grant NAG2-243 titled "Tools for Nonlinear Control Systems Design", which ran from 1983 till December 1996. The initial set of PIs on the grant were C. A. Desoer, E. L. Polak and myself (for 1983). From 1984 till 1991 Desoer and I were the Pls and finally I was the sole PI from 1991 till the end of 1996. The project has been an unusually longstanding and extremely fruitful partnership, with many technical exchanges, visits, workshops and new avenues of investigation begun on this grant. There were student visits, long term.visitors on the grant and many interesting joint projects. In this final report I will only give a cursory description of the technical work done on the grant, since there was a tradition of annual progress reports and a proposal for the succeeding year. These progress reports cum proposals are attached as Appendix A to this report. Appendix B consists of papers by me and my students as co-authors sorted chronologically. When there are multiple related versions of a paper, such as a conference version and journal version they are listed together. Appendix C consists of papers by Desoer and his students as well as 'solo' publications by other researchers supported on this grant similarly chronologically sorted.

The Summary of Research parallels the Statement of Work (Appendix I) submitted with the proposal, and funded effective Feb. 1, 1997 for one year. A proposal was submitted to CERN in October, 1996 to carry out an experiment on the synthesis and study of fundamental properties of atomic antihydrogen. Since confined atomic antihydrogen is potentially the most powerful and elegant source of propulsion energy known, its confinement and properties are of great interest to the space propulsion community. Appendix II includes an article published in the technical magazine Compressed Air, June 1997, which describes CERN antiproton facilities, and ATHENA. During the period of this grant, Prof. Michael Holzscheiter served as spokesman for ATHENA and, in collaboration with Prof. Gerald Smith, worked on the development of the antiproton confinement trap, which is an important part of the ATHENA experiment. Appendix III includes a progress report submitted to CERN on March 12, 1997 concerning development of the ATHENA detector. Section 4.1 reviews technical responsibilities within the ATHENA collaboration, including the Antiproton System, headed by Prof. Holzscheiter. The collaboration was advised (see Appendix IV) on June 13, 1997 that the CERN Research Board had approved ATHENA for operation at the new Antiproton Decelerator (AD), presently under construction. First antiproton beams are expected to be delivered to experiments in about one year. Progress toward assembly of the ATHENA detector and initial testing expected in 1999 has been excellent. Appendix V includes a copy of the minutes of the most recently documented collaboration meeting held at CERN of October 24, 1997, which provides more information on development of systems, including the antiproton trapping apparatus. On February 10, 1998 Prof. Smith gave a 3 hour lecture on the Physics of Antimatter, as part of the Physics for the Third Millennium Lecture Series held at MSFC. Included in Appendix VI are notes and graphs presented on the ATHENA experiment. Portable antiproton trap has been under development. The goal is to store and transport antiprotons from a production site, such as Fermilab near Chicago, to a distant site, such as Huntsville, AL, thus demonstrating the portability of antiprotons.

As the electric energy in the non-connected islands is mainly produced by oil-fueled power plants, the unit cost is extremely high. Here the various energy sources are examined in order to create the appropriate electric energy mix for a non-connected Aegean island. All energy sources (renewable and fossil fuels) are examined and each one is evaluated using technical, environmental and economic criteria. Finally the most appropriate energy sources are simulated considering the corresponding energy works. Special emphasis is given to the use of biomass and the possibility of replacing (even partially) the existing oil-fueled power plant. Finally, a synthesis of various energy sources is presented that satisfies the electric energy demand taking into account the base and peak electric loads of the island. Acknowledgement: This research is conducted within the frame of the undergraduate course "Stochastic Methods in Water Resources" of the National Technical University of Athens (NTUA). The goal of this project, sponsored by Agri-Tech Producers, LLC (ATP), the small business grantee, was to determine if the torrefaction technology, developed by North Carolina State University (NCSU), which ATP has licensed, could be feasibly deployed in a mobile unit. The study adds to the area investigated, by having ATP’s STTR Phase I team give thoughtful consideration to how to use NCSU’s technology in a mobile unit. The findings by ATP’s team were that NCSU’s technology would best perform in units 30’ by 80’ (See Spec Sheet for the Torre-Tech 5.0 Unit in the Appendix) and the technical effectivenessmore » and economic feasibility investigation suggested that such units were not easily, efficiently or safely utilized in a forest or farm setting. In 2003, a non-profit group, Ka Mate Nga Kiore, was set up to oversee the restoration of four Maori-owned islands off the south coast of Stewart Island, New Zealand. The first step in the restoration was to eradicate ship rats (Rattus rattus) from three islands and Pacific rats (R. exulans) from another. The eradication was funded by the Command Oil Spill Trustee Council which managed the mitigation money from an oil spill off the Californian coast in 1998. The funding was coordinated via Oikonos Ecosystem Knowledge, a non-profit USA group primarily involved in seabird research and restoration. The project was primarily to benefit sooty shearwater (Puffinus griseus) and to sustain a culturally important customary harvest of their chicks by Rakiura Maori. However, like all island eradications, a wide range of other species also benefited from the removal of rats. The New Zealand Department of Conservation provided technical advice and assistance for the planning and implementation of the eradication programme. This paper describes how, with appropriate funding, community and technical support, rodent eradications can be achieved on private islands. In this case, a range of institutions and individuals joined to achieve a common goal that highlighted a significant international conservation action. We urge that more international and local-community-led restoration projects be initiated in the future.

This project was designed as a social science complement to the engineering studies supported by the University of Rhode Island (URI) Transportation Center (URITC). The project developed a behavioral knowledge base about the actual and intended transport and telecommunications behaviors of transportation users, with a particular focus on southern Rhode Island. Background studies, drawing from literature on telecommuting and travel behavior, led to the development of a generalized framework to understand the transport-telecom interactions. In particular, we developed working papers dealing with transport aspects of e-retailing and distance education. In the empirical part of this project, two major field studies were completed. The first of these was a survey of URI students, probing their car travel, carpool, bus use, and Internet use behaviors. The students were surveyed first by telephone, selected randomly from a list obtained from the Register's office. A total of 220 students responded to the telephone survey. Characteristics of the telephone survey respondents are shown in Appendix B. This was supplemented by an in-class survey of 107 students conveniently selected from the courses taught by the research faculty. This supplementary questionnaire probed the students more deeply regarding their motivations for transportation and technology use issues. The second major field study was a mail survey of southern Rhode Island residents. In this survey, we not only investigated actual travel and transport behaviors but also measured attitudes towards the environment and alternative transport and telecommuting solutions. At the time of writing this report, about 850 individuals had responded to our mail questionnaire. Characteristics of the resident sample are described in Appendix B. The results have laid the groundwork for our second year project where we plan to study the impact of specific interventions on transportation and telecommuting attitudes and intentions.

An assessment is made of the technical contents of flight-vehicle structures curricula at 41 U.S. universities with accredited aerospace engineering programs. The assessment is based on the technical needs for new and projected aeronautical and space systems as well as on the likely characteristics of the aerospace engineering work environment. A number of deficiencies and areas of concern are identified and recommendations are presented for enhancing the effectiveness of flight-vehicle structures education. A number of government supported programs that can help aerospace engineering education are listed in the appendix.

An external evaluation found that the inclusion of users of climate information and diverse regional experts in developing the 2012 Pacific Islands Regional Climate Assessment was a key factor in the report's perceived credibility and usefulness (Moser 2013). The 2012 assessment is seen as a foundational summary for Hawai`i and the U.S.-Affiliated Pacific Islands and is still used in vulnerability assessments and to support decisions by public- and private-sector actors. Recently, lessons learned from the 2012 assessment process were applied in engaging technical experts and potential future users in developing a chapter for the U.S. National Climate Assessment, as a regional update that builds on previous assessment activities. In the absence of downscaled climate projection scenarios and products available to the contiguous U.S., the Pacific Islands chapter continued to draw on projections from regional climate models and extensive user engagement. Through surveys, webinars, technical sectoral workshops, and peer review networks, the regional author team received input from a range of stakeholders. In particular, engagement aimed to identify key risks in sectors of importance to the Hawai`i and U.S.-Affiliated Pacific Islands region and cases in which stakeholder groups are already implementing measures toward resilience and adaptation. Data collection began during the chapter development process and will continue at the release of the 4th National Climate Assessment in 2018, with the aim of evaluating how stakeholder engagement affects the assessment's usefulness in assisting island communities to understand risks and vulnerabilities and review potential adaptation strategies.

The assessment is based on the technical needs for the new and projected aeronautical and space systems as well as on the likely characteristics of the aerospace engineering work environment. A number of deficiencies and areas of concern are identified and recommendations are presented for enhancing the effectiveness of flight-vehicle structures education. A number of government supported programs that can help aerospace engineering education are listed in the appendix.

One of the major functions of the Tank Waste Remediation System (TWRS) is to characterize wastes in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis, along with other available information about a tank, are compiled and maintained in a tank characterization report (TCR). This report and its appendices serve as the TCR for double-shell tank 241-AW-105. The objectives of this report are to use characterization data in response to technical issues associated with tank 241-AW-105 waste; and to provide a standard characterization of this waste in terms of a best-basis inventorymore » estimate. The response to technical issues is summarized in Section 2.0, and the best-basis inventory estimate is presented in Section 3.0. Recommendations regarding safety status and additional sampling needs are provided in Section 4.0. Supporting data and information are contained in the appendices. This report supports the requirements of the Hanford Federal Facility Agreement and Consent Order milestone Characterization. information presented in this report originated from sample analyses and known historical sources. While only the results of a recent sampling event will be used to fulfill the requirements of the data quality objectives (DQOs), other information can be used to support or question conclusions derived from these results. Historical information for tank 241-AW-105 is provided in Appendix A, including surveillance information, records pertaining to waste transfers and tank operations, and expected tank contents derived from a process knowledge model. The recent sampling event listed, as well as pertinent sample data obtained before 1996, are summarized in Appendix B along with the sampling results. The results of the 1996 grab sampling event satisfied the data requirements specified in the sampling and analysis plan (SAP) for this tank. In addition, the tank headspace flammability was measured, which addresses one of the requirements specified in the safety screening DQO. The statistical analysis and numerical manipulation of data used in issue resolution are reported in Appendix C. Appendix D contains the evaluation to establish the best basis for the inventory estimate and the statistical analysis performed for this evaluation. A bibliography that resulted from an in-depth literature search of all known information sources applicable to tank 241-AW-105 and its respective waste types is contained in Appendix E. Technical-economic modelling of integrated water management: wastewater reuse in a French island.

An integrated technical-economic model is used to address water management issues in the French island of Noirmoutier. The model simulates potable water production and supply, potable and non potable water demand and consumption, wastewater collection, treatment and disposal, water storage, transportation and reuse. A variety of water management scenarios is assessed through technical, economic and environmental evaluation. The scenarios include wastewater reclamation and reuse for agricultural and landscape irrigation as well as domestic non potable application, desalination of seawater and brackish groundwater for potable water supply. The study shows that, in Noirmoutier, wastewater reclamation and reuse for crop irrigation is the most cost-effective solution to the lack of water resources and the protection of sensitive environment. Some water management projects which are regarded as having less economic benefit in the short-term may become competitive in the future, as a result of tightened environmental policy, changed public attitudes and advanced water treatment technologies. The model provides an appropriate tool for water resources planning and management.

The UNFPA country support team (CST) for the South Pacific is the action-arm at the regional level of the new Technical Support Services arrangement introduced by the agency. Operational since April 1993, the CST currently covers the following Pacific island countries or territories: the Cook Islands, the Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu. The CST office is located in Suva, Fiji, with the main goal of strengthening national capacity and building self-reliance in the countries of the region. The office in Suva is currently staffed by six highly qualified advisors with extensive experience in the population and related fields; two more advisors are expected to join the Team in early 1994. The Team is well equipped to provide countries and territories of the region with a wide range of technical support services ranging from ad hoc technical advisory services to the conceptualization and development of comprehensive population policies and programs. Services are offered in the areas of basic data collection, processing, and research in population dynamics; population policy formulation, evaluation, and implementation; family planning and maternal-child health; information, education, and communication; women in population and development; and population program management. The team also plays an advocacy role in mainstreaming population concerns into the programs and activities of international, regional, and national organizations. The team leader responds to questions about population problems experienced by the countries served, the scope of UNFPA assistance to country governments in the subregion, the importance of population information in the subregion, and how Asia-Pacific POPIN may help the team and countries served.

The Interactive Systems Framework for Dissemination and Implementation (ISF) was introduced as a heuristic systems level model to help bridge the gap between research and practice (Wandersman et al., in Am J Commun Psychol 41:171-181, 2008). This model describes three interacting systems with distinct functions that (1) distill knowledge to develop innovations; (2) provide supportive training and technical assistance for dissemination to; (3) a prevention delivery system responsible for implementation in the field. The Strategic Prevention Framework (SPF) is a major prevention innovation launched by the Center for Substance Abuse Prevention (CSAP) of the Substance Abuse and Mental Health Services Administration (SAMHSA). The SPF offers a structured, sequential, data-driven approach that explicitly targets environmental conditions in the community and aims for change in substance use and problems at the population level. This paper describes how the ISF was applied to the challenges of implementing the SPF in 14 Rhode Island communities, with a focus on the development of a new Training and Technical Assistance Resources Center to support SPF efforts. The Digital Mapping Techniques '10 (DMT'10) workshop was attended by 110 technical experts from 40 agencies, universities, and private companies, including representatives from 19 State geological surveys (see Appendix A). This workshop, hosted by the California Geological Survey, May 16-19, 2010, in Sacramento, California, was similar in nature to the previous 13 meetings (see Appendix B). The meeting was coordinated by the U.S. Geological Survey's (USGS) National Geologic Map Database project. As in the previous meetings, the objective was to foster informal discussion and exchange of technical information. It is with great pleasure that I note that the objective was again successfully met, as attendees continued to share and exchange knowledge and information, and renew friendships and collegial work begun at past DMT workshops. At this meeting, oral and poster presentations and special discussion sessions emphasized (1) methods for creating and publishing map products ("publishing" includes Web-based release); (2) field data capture software and techniques, including the use of LiDAR; (3) digital cartographic techniques; (4) migration of digital maps into ArcGIS Geodatabase format; (5) analytical GIS techniques; and (6) continued development of the National Geologic Map Database.

This document defines the objectives related to liquid rocket engine system development to be undertaken by JAXA in support of the Space Launch System (SLS) Program managed out of the NASA Marshall Space Flight Center (MSFC). These objectives include furnishing the necessary management, labor, facilities, tools, equipment, and materials required to execute the specified activities. 1.1 Project Scope: The scope of this effort is to develop a rocket engine and associated products per the objectives and technical requirements established in this document. This engine, minus the engine controller, designated here as MB ]60, is to be developed through to a prequalification point of maturity. It is assumed that should JCNE ]1 development proceed beyond this maturity point towards actual flight qualification, the engine controller will be supplied and integrated by NASA. 1.2 Document Structure: The structure of this Consolidated Development Objectives Document (CDOD) includes a traditional description of objectives in a SOO, plus the associated Data Products Document (DPD) in an attached appendix, and then Engine Requirements Document (ERD) as another attached appendix. A compilation of lectures presented at various Universities over a span of several years is discussed. A central theme of these lectures has been to present the research facility in terms of the service it provides to, and its potential effect on, the entire community, rather than just the research community. This theme is preserved in this paper which deals with the cryogenic transonic wind tunnels at Langley Research Center. Transonic aerodynamics is a focus both because of its crucial role in determining the success of aeronautical systems and because cryogenic wind tunnels are especially applicable to the transonics problem. The paper also provides historical perspective and technical background for cryogenic tunnels, culminating in a brief review of cryogenic wind tunnel projects around the world. An appendix is included to provide up to date information on testing techniques that have been developed for the cryogenic tunnels at Langley Research Center. In order to be as inclusive and as current as possible, the appendix is less formal than the main body of the paper. It is anticipated that this paper will be of particular value to the technical layman who is inquisitive as to the value of, and need for, cryogneic tunnels.

Photovoltaics (PV) is the direct conversion of sunlight to electrical energy. In areas without centralized utility grids, the benefits of PV easily overshadow the present shortcomings of the technology. However, in locations with centralized utility systems, significant technical challenges remain before utility-interactive PV (UIPV) systems can be integrated into the mix of electricity sources. One challenge is that the needed computer design tools for optimal design of PV systems with curved PV arrays are not available, and even those that are available do not facilitate monitoring of the system once it is built. Another arises from the issue of islanding. Islanding occurs when a UIPV system continues to energize a section of a utility system after that section has been isolated from the utility voltage source. Islanding, which is potentially dangerous to both personnel and equipment, is difficult to prevent completely. The work contained within this thesis targets both of these technical challenges. In Task 1, a method for modeling a PV system with a curved PV array using only existing computer software is developed. This methodology also facilitates comparison of measured and modeled data for use in system monitoring. The procedure is applied to the Georgia Tech Aquatic Center (GTAC) FV system. In the work contained under Task 2, islanding prevention is considered. The existing state-of-the- art is thoroughly reviewed. In Subtask 2.1, an analysis is performed which suggests that standard protective relays are in fact insufficient to guarantee protection against islanding. In Subtask 2.2. several existing islanding prevention methods are compared in a novel way. The superiority of this new comparison over those used previously is demonstrated. A new islanding prevention method is the subject under Subtask 2.3. It is shown that it does not compare favorably with other existing techniques. However, in Subtask 2.4, a novel method for dramatically improving this new islanding prevention method is described. It is shown, both by computer modeling and experiment, that this new method is one of the most effective available today. Finally, under Subtask 2.5, the effects of certain types of loads; on the effectiveness of islanding prevention methods are discussed.

This paper describes the approach taken by two Fluor Hanford projects for implementing of the seismic design criteria from DOE-STD-1189-2008, Appendix A. The existing seismic design criteria and the new seismic design criteria is described, and an assessment of the primary differences provided. The gaps within the new system of seismic design criteria, which necessitate conduct of portions of work to the existing technical standards pending availability of applicable industry standards, is discussed. Two Hanford Site projects currently in the Control Decision (CD)-1 phase of design have developed an approach to implementation of the new criteria. Calculations have been performedmore » to determine the seismic design category for one project, based on information available in early CD-1. The potential effects of DOE-STD-1189-2008, Appendix A seismic design criteria on the process of project alternatives analysis is discussed. Only nine responses were received, and not all of them demonstrated a satisfactory level of activity. In this paper, satellite image, remote sensing technique and geographic information system technique are main technical bases. Spectral and other factors comprehensive analysis and visual interpretation are main methods. We use GF-1 and Landsat8 remote sensing satellite image of Wuhan as data source, and from which we extract vegetation distribution, urban heat island relative intensity distribution map and urban flood submergence range. Based on the extracted information, through spatial analysis and regression analysis, we find correlations among heat island effect, vegetation coverage and urban flood. The results show that there is a high degree of overlap between of urban heat island and urban flood. The area of urban heat island has buildings with little vegetation cover, which may be one of the reasons for the local heavy rainstorms. Furthermore, the urban heat island has a negative correlation with vegetation coverage, and the heat island effect can be alleviated by the vegetation to a certain extent. So it is easy to understand that the new industrial zones and commercial areas which under constructions distribute in the city, these land surfaces becoming bare or have low vegetation coverage, can form new heat islands easily.

Detailed technical results are reported in corresponding topical reports that are attached as an appendix to this report. Task 1 (Site Preparation) has been completed in 2003. The experimental pilot-scale O{sub 2}/CO{sub 2} combustion tests of Task 2 (experimental test performance) has been completed in Q2 2004. Process simulation and cost assessment of Task 3 (Techno-Economic Study) has been completed in Q1 2005. The topical report on Task 3 has been finalized and submitted to DOE in Q3 2005. The calculations of Task 4 (Retrofit Recommendation and Preliminary Design of a New Generation Boiler) has been completed in 2004. In Task 6 (engineering study on retrofit applications), the engineering study on 25MW{sub e} unit has been completed in Q2, 2008 along with the corresponding cost assessment. In Task 7 (evaluation of new oxy-fuel power plants concepts), based on the design basis document prepared in 2005, the design and cost estimate of the Air Separation Units, the boiler islands and the CO{sub 2} compression and trains have been completed, for both super and ultra-supercritical case study. Over the course of eight years, the Ohio State University has performed research in support of electric propulsion development efforts at the NASA Lewis Research Center, Cleveland, OH. This research has been largely devoted to plasma propulsion systems including MagnetoPlasmaDynamic (MPD) thrusters with externally-applied, solenoidal magnetic fields, hollow cathodes, and Pulsed Plasma Microthrusters (PPT's). Both experimental and theoretical work has been performed, as documented in four master's theses, two doctoral dissertations, and numerous technical papers. The present document is the final report for the grant period 5 December 1987 to 31 December 1995, and summarizes all activities. Detailed discussions of each area of activity are provided in appendices: Appendix 1 - Experimental studies of magnetic nozzle effects on plasma thrusters; Appendix 2 - Numerical modeling of applied-field MPD thrusters; Appendix 3 - Theoretical and experimental studies of hollow cathodes; and Appendix 4 -Theoretical, numerical and experimental studies of pulsed plasma thrusters. Especially notable results include the efficacy of using a solenoidal magnetic field downstream of a plasma thruster to collimate the exhaust flow, the development of a new understanding of applied-field MPD thrusters (based on experimentally-validated results from state-of-the art, numerical simulation) leading to predictions of improved performance, an experimentally-validated, first-principles model for orificed, hollow-cathode behavior, and the first time-dependent, two-dimensional calculations of ablation-fed, pulsed plasma thrusters.

The Inspection of Aged/Degraded Containments Program had primary objectives of (1) understanding the significant factors relating corrosion occurrence, efficacy of inspection, and structural capacity reduction of steel containments and liners of reinforced concrete containments; (2) providing the United States Nuclear Regulatory Commission (USNRC) reviewers a means of establishing current structural capacity margins or estimating future residual structural capacity margins for steel containments, and concrete containments as limited by liner integrity; (3) providing recommendations, as appropriate, on information to be requested of licensees for guidance that could be utilized by USNRC reviewers in assessing the seriousness of reported incidences of containmentmore » degradation; and (4) providing technical assistance to the USNRC (as requested) related to concrete technology. Primary program accomplishments have included development of a degradation assessment methodology; reviews of techniques and methods for inspection and repair of containment metallic pressure boundaries; evaluation of high-frequency acoustic imaging, magnetostrictive sensor, electromagnetic acoustic transducer, and multimode guided plate wave technologies for inspection of inaccessible regions of containment metallic pressure boundaries; development of a continuum damage mechanics-based approach for structural deterioration; establishment of a methodology for reliability-based condition assessments of steel containments and liners; and fragility assessments of steel containments with localized corrosion. In addition, data and information assembled under this program has been transferred to the technical community through review meetings and briefings, national and international conference participation, technical committee involvement, and publications of reports and journal articles. This ST1 Technical Memorandum (TM) summarizes a two-month project on feral hog management in Merritt Island National Wildlife Refuge (MINWR). For this project, feral hogs were marked and recaptured, with the help of local trappers, to estimate population size and habitat preferences. Habitat covers included vegetation cover and Light Detection and Ranging (LIDAR) data for MINWR. In addition, an analysis was done of hunting records compiled by the Refuge and hog-car accidents compiled by KSC Security.
