The draft 10-year strategic plan for the U.S. Global Change Research Program (USGCRP), which proposes broadening the scope of the program from climate change only to climate change and climaterelated global changes, “is an important step in the right direction,” according to a 5 January review of the plan by a committee of the U.S. National Research Council (NRC) of the National Academies. However, the committee also said that the program's legislative mandate is even broader in allowing USGCRP to address many aspects of global change including climate change, the global hydrological cycle, and widespread land use changes. “The Program's legislative mandate is to address all of global change, whether or not related to climate. The Committee concurs that this broader scope is appropriate, but realizes that such an expansion may be constrained by budget realities and by the practical challenge of maintaining clear boundaries for an expanded program,” the report states. “We encourage sustained efforts to expand the Program over time, along with efforts to better define and prioritize what specific topics are included within the bounds of global change research.”

The Committee on Globalization of Materials Research and Development was appointed by the U.S. National Research Council in December 2003. Its charge: to assess the status and impacts of the globalization of materials R&D. The 12-member committee, which included representatives from both U.S. and international academia and industry, published its findings in August 2005 in the form of a report Globalization of Materials R&D —Time for a National Strategy. To gain some perspective on the report's findings, JOM spoke with representatives of the committee, retired from Alcoa; Gordon Geiger, director of the engineering management program and professor of industrial engineering at the University of Arizona; Jennie Hwang, president of H-Technologies Group in Cleveland. The World Health Organization (WHO) has a dual mandate of providing global policies, standards and norms as well as support for member countries in applying such policies and standards to national programmes with the aim to improve health. The vaccine world is changing and with it the demands and expectations of the global and national policy makers, donors, and other interested parties. Changes pertain to : new vaccines and technologies developments, vaccine safety issues, regulation and approval of vaccines, and increased funding flowing through new financing mechanisms. This places a special responsibility on WHO to respond effectively. WHO has recently reviewed and optimized its policy making structure for vaccines and immunization and adjusted it to the new Global Immunization Vision and Strategy, which broadens the scope of immunization efforts to all age groups and vaccines with emphasis on integration of immunization delivery with other health interventions. This includes an extended consultation process to promptly generate evidence base recommendations, ensuring transparency of the decision making process and added communication efforts. This article presents the objectives and impact of the process set to develop global immunization policies, norms, standards and recommendations. The key advisory committees landscape contributing to this process is described. This includes the Strategic Advisory Group of Experts, the Global Advisory Committee on Vaccine Safety and the Expert Committee on Biological Standardization. The elaboration of WHO vaccine position papers is also described.

A website features case studies and videos of user stories to promote how library partnerships successfully contributed to global health projects. Collaborative partnerships were formed through outreach activities and from follow-up to reference questions. These changes have short- and long-term impacts on global carbon and nutrient cycling, food web structure and productivity, and coastal ecosystem services. There is a need to identify the underlying processes and measure the rates at which they alter coastal ecosystems on a global scale. Hence, the Scientific Committee on Ocean Research (SCOR) formed Working Group 137 (WG 137), "Global Patterns of Phytoplankton Dynamics in Coastal Ecosystems: A Comparative Analysis of Time Series Observations" (http://wg137.net/). Future Earth has emerged from the more than 30-year history of Global Change Research Programs, including IGBP, DIVERSITAS and IHDP. These programs supported interdisciplinary science in service of societies around the world. Now, their focus on building a greater understanding of changing Earth systems and their couplings with society has passed to Future Earth - with an important addition: Future Earth was also established to focus global change efforts around key societal challenges. The implications for the structure of Future Earth are large. Many challenges within topics, such as the water, energy, food nexus or the future of cities, are manifested within local, national, and regional contexts. How should we organize globally to most effectively confront these multi-scale challenges? The solution proposed in the framing of Future Earth was the formation of regional as well as national committees, as well as the formation of regional centers and offices. Regional Committees serve to both advocate for Future Earth in their regions and to advocate for regional interests in the global Future Earth platform, while regional Centers and offices are built into the Future Earth secretariat to perform a parallel regional implementation function. Implementation has not been easy, and the process has placed regionally-focused projects in an awkward place. Programs such as the Monsoon Asia Integrated Regional Study (MAIRS), the Northern Eurasia Earth Science Partnership Initiative (NEESPI), and the South/Southeast Asia Research Initiative (SARI) represent some of the best global change communities in the world, but by design, their focus is regional. The effective integration of these communities into the Future Earth architecture will be critical, and this integration will require the formation of strong regional committees and regional centers.

During the 1970s and 1980s, issues of global change-zone depletion, global warming, deforestation, and more-captured both the popular and scientific imagination. Scientists in specialties like oceanography and climatology developed new, interdisciplinary approaches reflecting the complex processes involved, and launched a major international initiative, the International Geosphere-Biosphere Program (ICBP), linking dozens of countries` research efforts. In the United States, federal agencies involved in earth science research, particularly the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and the National Science Foundation (NSF), began programs in global change, and also began to struggle among themselves for bureaucraticmore » preeminence in the new area. At the same time, the Office of Science and Technology Policy (OSTP) and the Office of Management and Budget (OMB), both part of the Executive Office of the President, began to worry that federal agencies` various global change activities were not well planned and coordinated, and that the country was not getting as much for its money as it could be. In 1987, William R. Graham, director of OSTP, created the Committee on Earth Sciences (CES) under the Federal Coordinating Council on Science, Engineering and Technology (FCCSET) to improve the situation. Chaired by NOAA chief Tony Calio its charge was to plan and coordinate the goverment`s global change research and provide scientific and policy advice to the rest of the government. The CES`s first meeting was a disaster. The agency representatives refused to accept Calio`s leadership and were bluntly told by OMB not to expect new funding for global change research. Calio left both the committee and the government. Graham was faced with the choice of abandoning the new committee or taking steps to launch it anew.« less

Globally, ethical issues in research are becoming of major importance, being well established in developed countries with little information about research ethics committees (RECs) in Africa to assess whether these committees are actually improving the protection of human research participants. To describe the establishment, structure, function, operations and outcome of the Medical Research Ethics Committee (MREC) of the National Research Center (NRC) of Egypt from 2003 to 2011. The committee established its regulatory rules for human and animal research ethics based on the Declaration of Helsinki 2000-2008 and WHO regulations 2000-2011. There were 974 protocols revised in the 7 years (2005-2011). The outcome of the committee discussions was to clear 262 of the protocols without conditions. A full 556 were cleared conditionally upon completion of modifications. Another 118 were deferred pending action and further consideration at a subsequent meeting. And 16 researchers did not reply, while 22 protocols were rejected. Since 2005, the MREC in NRC Egypt has built up considerable experience of evaluating the ethical issues arising within the field of medical research.

Today local, national and international ethics committees have become an effective means of social regulation in many European countries. Science itself is an important precondition for the development of bioethical knowledge and ethics expertise. Cultural, social, historical and religious preconditions can facilitate different forms and methods of ethics expertise in each country. Ukrainian ethics expertise has some methodological problems connected with its socio-cultural, historical, science and philosophy development particularities. In this context, clarification of some common legitimacies or methodological approaches to ethics committee (EC) phenomena such as globalization, scientization and the prioritization of an ethics paradigm are very important. On the other hand, elaborate study and critical analysis of international experience by Ukraine and other Eastern European countries will provide the integration of their local and national ethics expertises into a world bioethics ethos.

The Committee was pleased to have three of the IAHS Officers attend the meeting. Following a brief account of the puzzle that ethics committees present for the Western Philosophical tradition, I will examine the possibility that social contract theory can contribute to a philosophical account of these committees. Passing through classical as well as contemporary theories, particularly Rawls' recent constructivist approach, I will argue that social contract theory places severe constraints on the authority that may legitimately be granted to ethics committees. This, I conclude, speaks more about the suitability of the theory to this level of analysis than about the ethics committee phenomenon itself.

Since 2001, the Japan Society of Applied Physics (JSAP) Committee for Diversity Promotion in Science and Technology has worked to promote gender equality, both within and between academic societies, and in society as a whole. Main activities of the Committee are: (1) organizing symposia and informal meetings during domestic JSAP conferences to stimulate discussion and raise awareness; (2) encouraging young researchers in pursuit of their careers through the newly designed "career-explorer mark;" (3) offering childcare at biannual JSAP conferences; and (4) helping future scientists and engineers prepare to lead the fields of science and technology on a global level with the creation of an educational roadmap. In this presentation, recent activities of the JSAP Committee are introduced and reviewed.

The Committee on Environment and Natural Resources (CENR) Task Force on Observations and Data Management hosted a Global Change Calibration/Validation Workshop on May 10-12, 1995, in Arlington, Virginia. This Workshop was convened by Robert Schiffer of NASA Headquarters in Washington, D.C., for the CENR Secretariat with a view toward assessing and documenting lessons learned in the calibration and validation of large-scale, long-term data sets in land, ocean, and atmospheric research programs. The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) hosted the meeting on behalf of the Committee on Earth Observation Satellites (CEOS)/Working Group on Calibration/walidation, the Global Change Observing System (GCOS), and the U. S. CENR. A meeting of experts from the international scientific community was brought together to develop recommendations for calibration and validation of global change data sets taken from instrument series and across generations of instruments and technologies. Forty-nine scientists from nine countries participated. The U. S., Canada, United Kingdom, France, Germany, Japan, Switzerland, Russia, and Kenya were represented.

A panel discussion of various aspects of the operations of pharmacy and therapeutics (P & T) committees is presented. Pharmacy and therapeutics committee operations in various types and sizes of hospitals are described. Ways of stimulating physicians' interest in P & T committee activities, difficult problems faced, scope of issues dealt with by P & T committees, functions of P & T subcommittees, the value of drug information from pharmaceutical representatives, and the influence of research funds from the pharmaceutical industry on committee decisions are discussed. Panel members also present their views on therapeutic alternates, FDA-nonapproved use of drugs, and counter-detailing. Finally, suggestions for improving P & T drug evaluations, cost-containment issues, and the authority of P & T committees are discussed. A well-prepared agenda, good educational material, active members, and strong leadership are important for successful P & T committee operations.

The long-term, 34+ year record of global Landsat remote sensing data is a critical resource to study the Earth system and human impacts on this system. The National Satellite Land Remote Sensing Data Archive (NSLRSDA) is charged by public law to: “maintain a permanent, comprehensive Government archive of global Landsat and other land remote sensing data for long-term monitoring and study of the changing global environment” (U.S. Congress, 1992). The advisory committee for NSLRSDA requested a detailed analysis of observation coverage within the U.S. Landsat holdings, as well as that acquired and held by International Cooperator (IC) stations. Our analyses, to date, have found gaps of varying magnitude in U.S. holdings of Landsat global coverage data, which appear to reflect technical or administrative variations in mission operations. In many cases it may be possible to partially fill these gaps in U.S. holdings through observations that were acquired and are now being held at International Cooperator stations.

Security is a major problem in web based access or remote access to data bases. In the present study, the technique of committee neural networks was developed for speech based speaker verification. Speech data from the designated speaker and several imposters were obtained. Several parameters were extracted in the time and frequency domains, and fed to neural networks. Several neural networks were trained and the five best performing networks were recruited into the committee. The committee decision was based on majority voting of the member networks. The committee opinion was evaluated with further testing data. The committee correctly identified the designated speaker in (50 out of 50) 100% of the cases and rejected imposters in (150 out of 150) 100% of the cases. The committee decision was not unanimous in majority of the cases tested.

The opinions of experts who have been reviewing medical research projects for several years may prove to be especially valuable in this setting. Governmental initiatives and creation of forum for polish ethic committees are essential in the effective standardisation, coordination and implementation of procedures in regional ethic committees. The scientific and technological advances have been surprising, more in the two last decades, but they don't go united with to the ethical values of the medical professional practice, it has been totally escaped, specially when the biological subsistence, the maintenance of the life through apparatuses and the mechanisms that prolong the existence are who undergoes an alteration that until recently time was mortal shortly lapse. It is common listening that exist a crisis in the medical profession, but what really is it of human values, which as soon and taken into nowadays, actually professional account, which gives rise to a dehumanization towards the life, the health, the disease, the suffering and the death. The ideal of the doctor to give to service to the man in its life and health, as well to be conscious that the last biological process that must fulfill is the death, and when it appears, does not have considered as a actually professional failure. It has protect to the patient as the extreme cruelty therapeutic, that it has right a worthy death. It's taking to the birth of the hospital ethics committees, they have like function to analyze, to advise and to think about the ethical dilemmas that appear actually clinical or in the biomedical investigation. In 1982 in the UEA only 1% of its hospitals had a ethics committees; by 1988, it was 67% and the 100% in 2000. Strengthening the policy setting process for global malaria control and elimination.

The scale-up of malaria control efforts in recent years, coupled with major investments in malaria research, has produced impressive public health impact in a number of countries and has led to the development of new tools and strategies aimed at further consolidating malaria control goals. As a result, there is a growing need for the malaria policy setting process to rapidly review increasing amounts of evidence. The World Health Organization Global Malaria Programme, in keeping with its mandate to set evidence-informed policies for malaria control, has convened the Malaria Policy Advisory Committee as a mechanism to increase the timeliness, transparency, independence and relevance of its recommendations to World Health Organization member states in relation to malaria control and elimination. The Malaria Policy Advisory Committee, composed of 15 world-renowned malaria experts, will meet in full twice a year, with the inaugural meeting scheduled for 31 January to 2 February 2012 in Geneva. Policy recommendations, and the evidence to support them, will be published within two months of every meeting as part of an open access Malaria Journal thematic series. This article is a prelude to that series and provides the global malaria community with the background and overview of the Committee and its terms of reference.

The bill passed in April 2007 by the German parliament aims to confer democratic legitimacy on the German Ethics Committee (deutscher Ethikrat) which has replaced the former National Ethics Committee (nationaler Ethikrat) set up in 2001. This law results from a wide debate which began in 2005 within the political parties about the role in democracy of the bodies charged with advising the people's representatives in the areas of biotechnology and modern medicine. In this article, the author explains why it was necessary to confer a certain democratic legitimacy on the new Ethics Committee and analyses the relation that exists between the democratic principle, the work of this type of committee and the national institutional structure retained to stimulate the debate and advise the political decision-makers, and even to prepare legislation concerning bioethics.

[Legal repercussions of Clinical Ethics Committees reports].

Clinical Ethics Committees and Research Ethics Committees have their own specific roles. The Clinical Ethics Committee's pronouncements have an advisory function, whereas Research Ethics Committees' decisions are binding. This article analyzes the legal impact of the Clinical Ethics Committees' reports. Legal and medical reasoning share the same practical nature. Both can have several correct answers to the same situation. Clinical Ethics Committees deliberate about these alternatives and analyze the involved values. Their conclusions are non-compulsory recommendations. They do not replace nor diminish the doctor's personal responsibility. Even though the Clinical Ethics Committees' reports are not binding, they constitute a sort of "expert's opinion", expressed by qualified professionals, who assume their own professional responsibility as advisors. The members' behavior is necessarily subject to constitutional and legal regulations. When judges review the Clinical Ethics Committee's reports, they must realize that their nature is advisory, and also consider them an essential element to reduce the gap between the medical and legal fields. In this way, the problem of increasingly transforming medicine into a legal issue can be prevented.

The significant global variations in surgical oncology training paradigms can have a detrimental effect on tackling the rising global cancer burden. While some variations in training are essential to account for the differences in types of cancer and biology, the fundamental principles of providing care to a cancer patient remain the same. The development of a global curriculum in surgical oncology with incorporated essential standards could be very useful in building an adequately trained surgical oncology workforce, which in turn could help in tackling the rising global cancer burden. The leaders of the Society of Surgical Oncology and European Society of Surgical Oncology convened a global curriculum committee to develop a global curriculum in surgical oncology. A global curriculum in surgical oncology was developed to incorporate the required domains considered to be essential in training a surgical oncologist. The curriculum was constructed in a modular fashion to permit flexibility to suit the needs of the different regions of the world. Similarly, recognizing the various sociocultural, financial and cultural influences across the world, the proposed curriculum is aspirational and not mandatory in intent. A global curriculum was developed which may be considered as a foundational scaffolding for training surgical oncologists worldwide. Scientists and data managers are grappling with an unprecedented challenge: how to handle the explosion of data being produced by global change research. The federal government is developing a plan to manage data among the various federal agencies that participate in the U.S. Global Change Research Program. From January 22 to 24, some 80 scientists, data managers, and officials from federal agencies, universities, laboratories, and other institutions met in Washington, D.C. to critique the draft plan. New observational tools are expected to increase the flow of global change data to ever more massive proportions, while all the data now available is not catalogued properly. Even now, if a researcher does manage to find appropriate data, it may not be documented sufficiently to use. “These practical difficulties are especially acute for global change researchers, who need to search for data and information very broadly across scientific disciplines and sometimes decades after the data were archived,” explains the draft plan by the Committee on Earth and Environmental Sciences of the Office of Science and Technology Policy.

About "Save the Children Committee (India)".

This article describes the activity among charitable committees to provide education and shelter to orphans and homeless children in India. "Save The Children Committee" of the All India Women's Conference began operations during the Bengal famine of 1943 by providing shelter to children who were homeless or did not know where their parents were. The Bengal Relief Committee also provided shelters, which later became Children's Homes, which were operated by the Save The Children Committee. Funding support for the homes came from individual donors and organizations. The Bengal government provided Rs.25/month/child for 450 children. Children's homes were set up in Phola, Mymensingh, and Brahmanberia, in the present day Bangladesh, and in Bankura. The Committee took over homes in Mahishadal, Khagda, and Belbeni. After 1948, the Children's Homes in East Pakistan were transferred to India. In 1952, several Children's Committees merged. Funds were supplied by international organizations. Government support levels varied over time. Schools for orphans changed from an emphasis on self-reliance and work to ordinary schooling. Brief descriptions are provided for homes at Pifa, Mangalgunge in Bongaon Subdivision, Thakurpukur in 24-Parganas, and Khagda in Midnapore district. For example, the home at Khagda was begun by the Bengal Relief Committee at the time of the famine of 1944. Save The Children Committee took over its operations in 1946. It is now a home for 21 boys. The boys have access to a good high school, have achieved academically, and received respect from the community.

Impact of school health management committees on health services delivery in Ghana: A national level assessment.

To examine the prevalence, determinants, and impact of local school health management committees on implementation of minimum-recommended school health services delivery among basic and secondary schools in Ghana. National level cross-sectional data from the first-ever assessment of Ghana Global-School Health Policies and Practices Survey was utilized. Complex sample analyses were used to quantify school-level implementation of recommended minimum package for health services delivery. Of 307 schools, 98% were basic and government run, and 33% offered at least half of the recommended health service delivery areas measured. Schools with a school health management committee (53%) were 4.8 (95% CI = 3.23-5.18) times as likely to offer at least 50% of the minimum health services package than schools that did not. There is significant deficit concerning delivery of school health services in schools across Ghana. However, school health management committees positively impact implementation of health service delivery. School health management committees provide a significant impact on delivery of school health services; thus, it is recommended that policy makers and programmers place greater emphasis on the value and need for these advisory boards in all Ghanaian schools. This group recognized the multidisciplinary nature of satellite Earth observations, and the value of coordinating across all proposed missions. Thus, CEOS combined the previously existing groups for coordination on Ocean Remote-Sensing Satellites (CORSS) and coordination on Land Remote-Sensing Satellites (CLRSS), and established a broad framework for coordination across all spaceborne Earth observations missions. The first three LEOS Plenary meetings focused on treating and guiding the Working Groups deemed necessary to carry out the objectives of the CEOS members. After the third meeting, it was agreed that a more active orientation was required by the Plenary, and additional issues were brought before the group at the fourth meeting. At the fifth Plenary, international scientific programs and relevant intergovernmental organizations accepted invitations and participated as affiliate members of CEOS. This enabled progress toward integrating satellite data users' requirements into the CEOS process. Data exchange principles for global change research were also adopted. An interim CEOS Plenary meeting was held in April 1992, in preparation for the United Nations Conference on Environment and Development (UNCED). As part of Task 8 of the magnetohydrodynamic (MHD) Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The TTIRC consists of an Executive Committee (EC) which acts as the governing body, and a General Committee (GC), also referred to as the main or full committee, consisting of representatives from the various POC contractors, participating universities and national laboratories, utilities, equipment suppliers, and other potential MHD users or investors. The purpose of the TTIRC is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the U.S. MHD Program. There are seven sections: introduction; Executive Committee and General Committee activity; Committee activities related to technology transfer; ongoing POC integration activities being performed under the auspices of the Executive Committee; recommendations passed on to the DOE by the Executive Committee; Planned activities for the next six months.

It is clear that ethics committees face many dilemmas in developing sound public policy on organ transplantation through their roles in serving their institutions and their communities. With conscientiousnes and good faith, different committees may adopt different approaches to the same issue, and arrive at different solutions when subscribing to the same approach. It is valuable that committee members should be aware of other committees' approaches and disclose the reasons for their own in a frank, non-defensive way. It should also be remembered that a measure of legitimacy can attach to ethics committees' decisions because of the integrity with which their decisions are reached, even when they differ from other committees' decisions. Like courts of law, their decisions carry weight because of how they are reached, not simply because of how they comport with the judgments of others. This is not to say that every or any legally permissible policy is ethically sound, but only that ethics committees can contribute to public satisfaction that institutions are under reliable control through the demonstrable integrity and competence of their processes of policy making.

Research ethics committees - animal ethics committees (AECs) for animal-based research and institutional research boards (IRBs) for human subjects - have a key role in research governance, but there has been little study of the factors influencing their effectiveness. The objectives of this study were to examine how the effectiveness of a research ethics committee is influenced by committee composition and dynamics, recruitment of members, workload, participation level and member turnover. As a model, 28 members of AECs at four universities in western Canada were interviewed. Committees were selected to represent variation in the number and type of protocols reviewed, and participants were selected to include different types of committee members. We found that a bias towards institutional or scientific interests may result from (1) a preponderance of institutional and scientist members, (2) an intimidating atmosphere for community members and other minority members, (3) recruitment of community members who are affiliated with the institution and (4) members joining for reasons other than to fulfil the committee mandate. Thoroughness of protocol review may be influenced by heavy workloads, type of review process and lack of full committee participation. These results, together with results from the literature on research ethics committees, suggested potential ways to improve the effectiveness of research ethics committees.

With the move towards globalized international commerce and trade, a call for harmonization of medical device regulatory requirements and practices has evolved. The purpose of the Global Harmonization Task Force (GHTF) is to encourage convergence of regulatory requirements and practices at a global level through consensus to achieve four principle goals: promote safety, quality and performance/effectiveness of medical devices; encourage technological innovation; foster international trade; and serve as a forum of information exchange - all in the interests of protecting and promoting public health. The GHTF is governed by a Steering Committee, and the principle development of the GHTF regulatory model has been, and continues to be, done through five working groups known as Study Groups and supplemented recently by the creation of several Ad Hoc Working Groups. Since its creation in 1992, the members of the GHTF have worked collaboratively to develop what is now ready to be called a global model for the regulation of medical devices.

Human research ethics committees: examining their roles and practices.

Considerable time and resources are invested in the ethics review process. We present qualitative data on how human research ethics committee members and health researchers perceive the role and function of the committee. The findings are based on interviews with 34 Australian ethics committee members and 54 health researchers. Although all participants agreed that the primary role of the ethics committee was to protect participants, there was disagreement regarding the additional roles undertaken by committees. Of particular concern were the perceptions from some ethics committee members and researchers that ethics committees were working to protect the institution's interests, as well as being overprotective toward research participants. This has the potential to lead to poor relations and mistrust between ethics committees and researchers.

The Global Geodetic Observing System (GGOS) of the International Association of Geodesy (IAG) provides the basis on which future advances in geosciences can be built. By considering the Earth system as a whole (including the geosphere, hydrosphere, cryosphere, atmosphere and biosphere), monitoring Earth system components and their interactions by geodetic techniques and studying them from the geodetic point of view, the geodetic community provides the global geosciences community with a powerful tool consisting mainly of high-quality services, standards and references, and theoretical and observational innovations. The mission of GGOS is: (a) to provide the observations needed to monitor, map and understand changes in the Earth's shape, rotation and mass distribution; (b) to provide the global frame of reference that is the fundamental backbone for measuring and consistently interpreting key global change processes and for many other scientific and societal applications; and (c) to benefit science and society by providing the foundation upon which advances in Earth and planetary system science and applications are built. The goals of GGOS are: (1) to be the primary source for all global geodetic information and expertise serving society and Earth system science; (2) to actively promote, sustain, improve, and evolve the integrated global geodetic infrastructure needed to meet Earth science and societal requirements; (3) to coordinate with the international geodetic services that are the main source of key parameters and products needed to realize a stable global frame of reference and to observe and study changes in the dynamic Earth system; (4) to communicate and advocate the benefits of GGOS to user communities, policy makers, funding organizations, and society. In order to accomplish its mission and goals, GGOS depends on the IAG Services, Commissions, and Inter-Commission Committees. The AICPA's Auditing Standards Board issued Statement on Auditing Standards (SAS) No. 90, Improving the Effectiveness of Corporate Audit Committees, in response to a related Securities and Exchange Commission (SEC) rule change. Under the standard, audit committees of publicly traded organizations must enter into discussions with their organization's auditors regarding the quality and the acceptability of the accounting principles that have been applied in the organization's financial statements. Although SAS No. 90 is intended for publicly traded entities, the standard has significant implications for all healthcare organizations in defining what constitutes an effective audit committee. To comply with the standard, audit committees should have independent directors who are rotated on and off the committee, training for committee members on the effective performance of their duties, a charter specifying committee responsibilities and membership requirements, meetings at least four times annually, and responsibility for retaining services of CPA firms to conduct the organization's annual audits.
