GeoCorps America, a program of the Geological Society of America's (GSA) Education and Outreach Department, provides short-term geoscience jobs in America's most amazing public lands. These jobs are hosted on federal lands managed by GeoCorps' three partner agencies: the National Park Service (NPS), the U.S. Forest Service (USFS), and the Bureau of Land Management (BLM). Agency staff submit to GSA position descriptions that help meet their geoscience needs. GSA advertises the positions online, recruits applicants from its 24,000+ members, and coordinates the placement of the candidates selected by agency staff. The typical GeoCorps position lasts for three months, pays a stipend of $2,750, and provides either free housing or a housing allowance. Some GeoCorps positions are classified as "Guest Scientist" positions, which generally last longer, involve larger payments, and require a higher level of expertise. Most GeoCorps positions occur during the spring/summer, but an increasing number of positions are being offered during the fall/winter. GeoCorps positions are open to geoscientists of all levels, from undergraduates through retired professionals. GeoCorps projects involve field and laboratory-based geoscience research, but some projects focus on developing educational programs and materials for staff, volunteers, and the public. The subject areas covered by GeoCorps projects include geology, hydrology, paleontology, mapping/GIS, soils, geo-hazards, cave/karst science, and more. GeoCorps positions have taken place at over 125 different locations nationwide, including Grand Canyon National Park, Sierra National Forest, and Craters of the Moon National Monument. In 2011, GeoCorps began offering GeoCorps Diversity Internships and GeoCorps American Indian Internships. The introduction of these programs doubled the level of diversity among GeoCorps participants. This increase in diversity is helping GSA and its partner agencies in meeting its mutual goal of broadening participation in the field of geoscience. Over the next few years, GeoCorps aims to further increase its diversity, add more partner groups (such as USGS), and continue to provide inspiring educational and professional development opportunities for geoscientists of all levels.

The active solar Domestic Hot Water (DHW) system at the Tucson Job Corps Center was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system is one of eight of the systems in the SFBP selected for quality monitoring. The purpose of this monitoring effort is to document the performance of quality state-of-the-art solar systems in large Federal buildings. The systems are unique prototypes. Design errors and system faults discovered during the monitoring period could not always be corrected. Therefore, the aggregated overall performance is often considerably below what might be expected had similarmore » systems been constructed consecutively with each repetition incorporating corrections and improvements. The solar collector system is installed on a two story dormitory at the Job Corps Center. The solar system preheats hot water for about two hundred students. The solar system provided about 50% of the energy needed for water heating in the winter and nearly 100% of the water heating needs in the summer. There are about 70,000 gallons of water used per month. There are seventy-nine L.O.F. panels or 1659 square feet of collectors (1764 square feet before freeze damage occurred) mounted in two rows on the south facing roof. Collected solar energy is stored in the 2200-gallon storage tank. The control system is by Johnson Controls. City water is piped directly to the storage tank and is circulated in the collectors. Freeze protection is provided by recirculation of storage water. There is an auxiliary gas fired boiler and 750 gallon DHW storage tank to provide backup for the solar system. Highlights of the performance monitoring from the solar collection system at the Tucson Job Corps Center during the November 1984 through July 1985 monitoring period are presented in this report.« less

Since the advent of the all-volunteer force, one of the foremost personnel challenges of the U.S. Air Force has been recruiting and retaining an adequate number of medical and professional officers in the Air Force's seven medical and professional officer corps: the Biomedical Sciences Corps (BSC), the Chaplain Corps, the Dental Corps, the Judge Advocate General (JAG) Corps (attorneys), the Medical Corps (physicians), the Medical Service Corps (MSC), and the Nurse Corps. For each of these corps, there are highly similar jobs in the private sector, so attracting and retaining these corps' officers is a constant challenge. This article analyzes all seven Air Force medical and professional officer corps and their relative statuses with regard to end strengths, accession levels, promotion flow, and attrition since the late 1970s. The authors find that recent accession and retention trends have been most adverse in the Air Force's Nurse Corps, while the MSC and the JAG Corps appear to have the most stable populations.

...Pursuant to the Council on Environmental Quality Regulations (40 CFR part 1500-08) implementing procedural provisions of the National Environmental Policy Act (NEPA), the Department of Labor, Office of the Secretary (OSEC), in accordance with 29 CFR 11.11(d), gives final notice of the proposed construction of a small wind turbine at the Pine Ridge Job Corps Center, and that this project will not have a significant adverse impact on the environment. In accordance with 29 CFR 11.11(d) and 40 CFR 1501.4(e)(2), a preliminary FONSI for the project was published in the April 5, 2010 Federal Register (75 FR 17161). No comments were received regarding the preliminary FONSI. OSEC has reviewed the conclusion of the environmental assessment (EA), and agrees with the finding of no significant impact. This notice serves as the Final Finding of No Significant Impact (FONSI) for Small Wind Turbine Installation at the Pine Ridge Job Corps Center located at 15710 Highway 385, Chadron, NE 69337. The preliminary FONSI and the EA are adopted in final with no change.

Physician assistants and nurse practitioners in the National Health Service Corps.

This study describes the experiences of physician assistants (PAs) and nurse practitioners (NPs) in the National Health Service Corps' (NHSC) loan repayment program in 2010. In 2011, a stratified random sample of NHSC clinicians was surveyed. Data from the 148 PA and 137 NP respondents were analyzed (52.4% response rate). PAs were younger than NPs (mean age 31 versus 35 years), less often female (68% versus 91%), and more often carried educational debt over $100,000 (56% versus 24%). Both groups were serving in states familiar to them and within communities where they felt accepted. The groups were generally satisfied on most measures of work, with PAs more satisfied than NPs on some measures. The NHSC's PAs and NPs are well matched to communities and satisfied with their work. Maximizing their NHSC experiences and retention requires recognizing their differences in demographics, debt, and areas of job satisfaction.

Rapid decline rates (60 to 80%/yr) in wells in the Conger-Penn field in Sterling County, Texas, have prompted Dorchester Exploration Corp. to try its first foam frac jobs on the Canyon Sand formation at 7000 to 7500 ft. Since Nov., the fracs have been performed on 3 wells: the Terry No. 31-4, the Terry No. 18-4, and the R.T. Foster No 11-4 in the southern portion of the field. Although it is still too early to tell whether the dramatic production drops have been arrested, personnel involved in the program seem pleased with the foam technique. The purpose behind Dorchester'smore » experimentation in this region is to decrease the amount of fluid that conventional frac jobs leave in the tight sand formation. To summarize the results of the major management review of the U.S. Public Health Service Commissioned Corps (2009-2010) and note related outcomes. Narrative from the U.S. Assistant Secretary for Health, who directed and oversaw the management review. The management review led to 46 recommendations, all of which have since been implemented. The subsequent organizational and operational changes have unified reporting structures, streamlined the administrative Corps organizational structure, and transferred support services to providers with expertise in uniformed services to create a new integrated personnel and payroll system. Related processes have also prompted a systematic billet review as well as establishment of explicit criteria for eligibility to become a Corps officer. Corps leaders report improvements in recruiting talented officers, increased selectivity from the candidate pool, and enhanced matching of incoming officers with agency assignments. Furthermore, Corps activity has grown in both traditional and innovative ways. The Corps has enjoyed heightened activity and outcomes in the era of health reform. The management review and its implementation have strengthened the Corps, helping officers to do their job and achieve their mission. The Office of Personnel Management is issuing a final regulation to allow Peace Corps volunteers who are FEHB Program enrolled annuitants, survivors, and former spouses to suspend their FEHB enrollments and then return to the FEHB Program during the Open Season, or return to FEHB coverage immediately, if they involuntarily lose health benefits coverage under the Peace Corps. The intent of this final rule is to allow these beneficiaries to avoid the expense of continuing to pay FEHB Program premiums while they have other health coverage as Peace Corps volunteers, without endangering their ability to return to the FEHB Program in the future.

The Patient CaringTouch System (PCTS) is an innovative, strategic and patient-centric framework developed by the Army Nurse Corps for nursing care delivery that is designed to reduce nursing care variation and improve patient and nurse outcomes. This manuscript describes a program evaluation of the PCTS. A pre and post design was used to describe changes in patient and nursing measures following PCTS implementation. Overall there was a good uptake of the PCTS; however, concurrent with initiation of the PCTS, declines in staffing levels and increases in patient acuity were noted. Medication administration error rates declined, but fall with injury rates increased. Pain reassessment following pain medication administration improved, as did several aspects of the nursing practice environment. Nurses' job dissatisfaction and intent to leave increased; however, potentially preventable losses decreased. The program evaluation results will be used to target areas for improvement so that the PCTS may be sustained. Published by Elsevier Inc.

To describe how U.S. Public Health Service (PHS) pharmacists serving in jobs that are normal for them, but considerably different than those found in the private sector, are making a difference in advancing the nation's health. Pharmacists who serve in the Commissioned Corps of PHS fill roles that are considerably different than their counterparts in the private sector. Their work takes them out from behind the counter and into the world. Pharmacy officers advance the health and safety of the nation by their involvement in the delivery of direct patient care to medically underserved people, national security, drug vigilance, research, and policy-making endeavors. PHS pharmacists fill essential public health leadership and service roles throughout the U.S. Department of Health and Human Services (HHS) and certain non-HHS federal agencies and programs. The Health Resources and Services Administration, National Institutes of Health, Federal Bureau of Prisons, Indian Health Service, Food and Drug Administration, and U.S. Coast Guard are among the many federal agencies in which pharmacy officers are assigned. In each setting, PHS pharmacists find traditional roles augmented with assignments and challenges that broaden the scope of their practice.

Adolescent obesity is a major public health concern. Open to all high school students regardless of weight status, HealthCorps is a nationwide program offering a comprehensive high school-based participatory educational program to indirectly address obesity. We tested a hypothesis that the HealthCorps program would decrease BMI z-scores among overweight or obese students, and reduce obesity rates, and evaluated its effects on health knowledge and behaviors. HealthCorps aimed to improve student knowledge and behaviors regarding nutrition quality, physical activity, sleep, breakfast intake, and mental resilience. Participating students received through HealthCorps coordinators weekly or bi-weekly classroom lessons either for a semester or a year in addition to various during- and after-school health-promoting activities and mentorship. Self-reported height and weight were collected along with questionnaires assessing knowledge and behaviors during 2013-2014 academic year among 14 HealthCorps-participating New York City high schools. This quasi experimental two-arm pre-post trial included 611 HealthCorps and 221 comparison arm students for the analytic sample. Sex-specific analyses stratified by weight status were adjusted for age and Hispanic ethnicity with clustering effects of schools and students taken into account. HealthCorps female overweight/obese and obese student had a significant decrease in BMI z-scores (post-pre delta BMI z-score = -0.16 (95%CI = (-0.26, -0.05), p = 0.004 for the former; and = -0.23 (-0.44, -0.03), p = 0.028, for the latter) whereas comparison female counterparts did not. The HealthCorps students, but not the comparison students, had a significant increase for all knowledge domains except for the breakfast realm, and reported a greater number of significant behavior changes including fruit and vegetable intake and physical activities. The HealthCorps program was associated with reduced BMI z-score in overweight/obese and obese female adolescents, with enhanced health knowledge and behavior for both sexes. With its wide reach, this may be a promising program to help combat adolescent obesity in schools. This study is registered as a clinical trial at the ClinicalTrials.gov registry with trial number NCT02277496 on September 10, 2014 (Retrospectively registered).

Research produced by medical academicians holds promise for developing into biomedical innovations in therapeutics, devices, diagnostics, and health care information technology; however, the road to biomedical innovation is fraught with risk, including the challenge of moving from basic research insight onto a viable commercialization path. Compounding this challenge is the growing demand on medical academicians to be more productive in their clinical, teaching, and research duties within a resource-constrained environment. In 2014, the University of Michigan (UM) Medical School and College of Engineering codesigned and implemented an accelerated, biomedical-focused version of the National Science Foundation (NSF) Innovation Corps (I-Corps) program. The UM Early Tech Development (ETD) Course, designed for medical academicians exploring the commercial potential of early-stage ideas, covers the NSF I-Corps concept; supports the formation of teams of faculty, graduate, and medical students; and accommodates medical academicians' schedules. From 2014 to 2015, the ETD Course graduated 39 project teams from UM and other institutions. One-third of the teams have continued to pursue their projects, receiving additional funding, engaging industry partners, or enrolling in the NSF I-Corps program. The ETD Course, a potential pipeline to the NSF I-Corps program, captures a target audience of medical academicians and others in academic medicine. To better understand the long-term effects of the course and its relationship to the NSF I-Corps program, the authors will conduct a study on the careers of all ETD Course graduates, including those who have enrolled in NSF I-Corps versus those who have not.

Masters International Program in Natural Hazards: a joint program between Michigan Tech and US Peace Corps begins move to work in Indonesia

We are in the seventh year of developing a unique graduate degree program in which each student serves in the U.S. Peace Corps for two years while conducting his/her field research. Our program allows candidates to work on natural hazard mitigation projects in a country where natural hazards are important parts of life. For US students, living abroad provides a vital broadening experience and the Peace Corps emphasis on social context adds cultural understanding to their hazards work. Up until now, we have mostly worked in Central America, and 33 students have enrolled in the program. The greatest focus to date has been in Volcanic Hazards, including slope stability and debris flows, and our work is fostering long-term infrastructure-building relationships with partner agencies within the 8 countries where we have worked. This year we sent a student (Jay Wellik) to a Peace Corps site in East Java, Indonesia where he will work with schools in his village and commute weekly to the Raung Observatory Post to work with CVGHM scientists on volcano seismology and public outreach projects.. We recruit 4-6 new students each year, and we hope more will soon be in Indonesia as Peace Corps expands their new program in that country. Although the Peace Corps Masters International (PCMI) students must be US citizens, we also have regular undergraduate and graduate (MS and PhD) degree students in geology, geological engineering and geophysics who come from all over the world. We are especially interested in people from partner Peace Corps countries. Annually our natural-hazards group consists of 5 faculty, 2 post-doctoral researchers, several Ph.D and traditional M.S. students, 12 PCMI students, and roughly 20 undergraduate students. Support for our program has come from NSF and we have also benefitted from a supportive cooperation with USGS VDAP. In the past two years we have built a complementary dual degree partnership with the Université Blaise-Pascal, Clermont Ferrand (France), and Universitá degli Studi di Milano - Bicocca (Italy) , which allows for a strong European connection to this international work.

The U.S. Army Corps of Engineers (USACE) is a worldwide organization that provides engineering services, environmental restoration, and construction support for a wide variety of civil and military projects. The primary civil mission of the USACE is developing and managing the Nation's water resources. USACE develops projects to reduce flood damage, improve navigation channels and harbors, protect wetlands, and preserve, safeguard, and enhance the environment. Additional missions of the Corps include managing federal real estate, assisting communities with emergency operations and recovery, and providing recreation opportunities.Accurate and timely information on reservoir gate openings is critical for managing flood pools, reducing flood damage downstream from reservoirs, delivering drinking-water supplies, and meeting an assortment of competing downstream water-use needs. Documentation, operation, and maintenance of gate sensors are needed so that reliable, timely information is available to USACE to make reservoir operation decisions.USACE requested that the U.S. Geological Survey (USGS) prepare an inventory and documentation of existing gate-sensing equipment at 14 reservoirs that will serve as a user’s manual for operating the equipment. The 14 reservoirs include Aquilla Lake, Bardwell Lake, Benbrook Lake, Canyon Lake, Georgetown Lake, Granger Lake, Grapevine Lake, Jim Chapman Lake, Joe Pool Lake, Lake O’ the Pines, Ray Roberts Lake, Somerville Lake, Stillhouse Hollow Lake, and Wright Patman Lake.This report presents the inventory and documentation of the existing gate-sensing equipment at the 14. The report is organized by lake; information in each lake section includes location of lake and intake structure, directions to each lake (road log), access, equipment description, operation and maintenance information, job hazard analysis, wiring diagrams, photographs, and datalogger programs. The report also includes a list of contact information for the different manufacturers of equipment in service at the lakes.

Background Community participation in vector control and health services in general is of great interest to public health practitioners in developing countries, but remains complex and poorly understood. The Urban Malaria Control Program (UMCP) in Dar es Salaam, United Republic of Tanzania, implements larval control of malaria vector mosquitoes. The UMCP delegates responsibility for routine mosquito control and surveillance to community-owned resource persons (CORPs), recruited from within local communities via the elected local government. Methods A mixed method, cross-sectional survey assessed the ability of CORPs to detect mosquito breeding sites and larvae, and investigated demographic characteristics of the CORPs, their reasons for participating in the UMCP, and their work performance. Detection coverage was estimated as the proportion of wet habitats found by the investigator which had been reported by CORP. Detection sensitivity was estimated as the proportion of wet habitats found by the CORPS which the investigator found to contain Anopheles larvae that were also reported to be occupied by the CORP. Results The CORPs themselves perceived their role as professional rather than voluntary, with participation being a de facto form of employment. Habitat detection coverage was lower among CORPs that were recruited through the program administrative staff, compared to CORPs recruited by local government officials or health committees (Odds Ratio = 0.660, 95% confidence interval = [0.438, 0.995], P = 0.047). Staff living within their areas of responsibility had > 70% higher detection sensitivity for both Anopheline (P = 0.016) and Culicine (P = 0.012): positive habitats compared to those living outside those same areas. Discussion and conclusions Improved employment conditions as well as involving the local health committees in recruiting individual program staff, communication and community engagement skills are required to optimize achieving effective community participation, particularly to improve access to fenced compounds. A simpler, more direct, less extensive community-based surveillance system in the hands of a few, less burdened, better paid and maintained program personnel may improve performance and data quality. Students Against Nicotine and Tobacco Addiction is a community-based participatory research project that engages local medical and mental health providers in partnership with students, teachers, and administrators at the Minnesota-based Job Corps. This intervention contains multiple and synchronous elements designed to allay the stress that students attribute to smoking, including physical activities, nonphysical activities, purposeful modifications to the campus's environment and rules/policies, and on-site smoking cessation education and peer support. The intent of the present investigation was to evaluate (a) the types of stress most predictive of smoking behavior and/or nicotine dependence, (b) which activities students are participating in, and (c) which activities are most predictive of behavior change (or readiness to change). Quantitative data were collected through 5 campus-wide surveys. Response rates for each survey exceeded 85%. Stressors most commonly cited included struggles to find a job, financial problems, family conflict, lack of privacy or freedom, missing family or being homesick, dealing with Job Corps rules, and other-unspecified. The most popular activities in which students took part were physically active ones. However, activities most predictive of beneficent change were nonphysical. Approximately one third of respondents were nicotine dependent at baseline. Nearly half intended to quit within 1 month and 74% intended to quit within 6 months. Interventions perceived as most helpful toward reducing smoking were nonphysical in nature. Future efforts with this and comparable populations should engage youth in advancing such activities within a broader range of activity choices, alongside conventional education and support.
