Cholinesterase reactivator PAM (Pralidoxime) is used in the treatment of organophosphates poisoning with anticholinergic agent atropine. However, some reports demonstrated recently that PAM has inefficacy in some cases of so-called low toxicity organophosphates poisoning. So, to atempt to discuss the efficacy of PAM in clinical treatment, we searched for the case reports of these poisoning by JOIS. In this time, we compared with the specificity of each data bases and presented some examples in this on-line information retrieval.

NASA's international programs are both numerous and successful, with over two thousand international agreements forming a foundation of U.S. government cooperation that involved over half the United Nation's membership. Previous research, by the author, into these agreements has identified five variables underlying NASA's international cooperation efforts and these variables form a framework for explaining international cooperation behavior on a macro-level. This paper builds upon that research to effectively explain lower-level patterns of cooperation in NASA's experience. Two approaches for analyzing the space agency's history are used: aggregation of all agreements and a cluster (disaggregated) analysis of four key segments. While researchers of NASA's international cooperation often considered individual cases first, and then generalize to macro-level explanations. This study, in contrast, begins by considering all agreements together in order to explain as much as possible at the macro level before proceeding to lower tier explanations. These lower tier assessments are important to understanding regional and political influences on bilateral and multilateral cooperation. In order to accomplish this lower-tier analysis, the 2000 agreements are disaggregated into logical groupings enabling an analysis of important questions and clearer focus on key patterns concerning developing states, such as the role of international institutions or privatization on international cooperation in space technology.

Making agreements on how to behave has been shown to be an evolutionarily viable strategy in one-shot social dilemmas. However, in many situations agreements aim to establish long-term mutually beneficial interactions. Our analytical and numerical results reveal for the first time under which conditions revenge, apology and forgiveness can evolve and deal with mistakes within ongoing agreements in the context of the Iterated Prisoners Dilemma. We show that, when the agreement fails, participants prefer to take revenge by defecting in the subsisting encounters. Incorporating costly apology and forgiveness reveals that, even when mistakes are frequent, there exists a sincerity threshold for which mistakes will not lead to the destruction of the agreement, inducing even higher levels of cooperation. In short, even when to err is human, revenge, apology and forgiveness are evolutionarily viable strategies which play an important role in inducing cooperation in repeated dilemmas.

Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilitiesmore » is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Programs of the Food and Agriculture Organization of the United Nations that use nuclear techniques to increase food and crop production and optimize water management in arid areas also provide similar opportunities for nuclear cooperation. Other frameworks for nuclear cooperation originate from international conventions related to nuclear safety, transportation of nuclear wastes, worker protection against ionizing radiation, and the nondeployment of nuclear weapons in certain areas. The impetus for the Canada-U.S. Air Quality Agreement was transboundary acid rain in eastern North America. This problem drove the parties to develop a bilateral agreement that not only addressed this issue, but also set up a broad and flexible framework to address other air quality problems. In 2000, the Ozone Annex to reduce smog and its precursor pollutants was negotiated. A transboundary particulate matter (PM) science assessment in 2004 led to the commencement of negotiation of a PM annex in late 2007. Over the course of 15 yr, Canada and the United States also developed innovative cooperative arrangements. Two transboundary airshed dialogues became important sources of practical on-the-ground cooperation in the Georgia Basin-Puget Sound and the Great Lakes Basin. In addition to providing the basis for ongoing international dialogue, these transboundary airshed projects resulted in changes to administrative practices as the parties exchange information and learn from each other in ways that benefit the airshed community. The nature of the Air Quality Agreement also enabled both Canada and the United States to address concerns each has had about specific pollutant sources and to address them in ways that avoided confrontation and resulted in air quality improvements for people living in the airsheds. Case studies of three of the "informal consultations" that have occurred under the agreement are described: where discussions occurred around a power plant in Michigan, a power plant in Saskatchewan, and a steel mill in Ontario. More than an agreement, this relationship has built a capacity to deal with common problems. Fostering such a relationship with its implicit transfer of knowledge and experience has opened doors for discussions on a new Clean Air framework in Canada and joint analyses of cross-border sulfur dioxide (SO2) and nitrogen oxides (NOx) emissions caps and trading. U.S. experience with cap and trading is highlighted for background and context. The

In 2012, India and Pakistan reaffirmed the Agreement on Reducing the Risk from Accidents Relating to Nuclear Weapons. Despite a history of mutual animosity and persistent conflict between the two countries, this agreement derives strength from a few successful nuclear confidence building measures that have stood the test of time. It also rests on the hope that the region would be spared a nuclear holocaust from an accidental nuclear weapon detonation that might be misconstrued as a deliberate use of a weapon by the other side. This study brings together two emerging strategic analysts from South Asia to explore measuresmore » to support the Agreement and further develop cooperation around this critical issue. This study briefly dwells upon the strategic landscape of nuclear South Asia with the respective nuclear force management structures, doctrines, and postures of India and Pakistan. It outlines the measures in place for the physical protection and safety of nuclear warheads, nuclear materials, and command and control mechanisms in the two countries, and it goes on to identify the prominent, emerging challenges posed by the introduction of new weapon technologies and modernization of the respective strategic forces. This is followed by an analysis of the agreement itself leading up to a proposed framework for cooperative measures that might enhance the spirit and implementation of the agreement.« less

Cooperation plays a central role in theories of development, learning, cultural evolution, and education. We argue that existing models of learning from cooperative informants have fundamental limitations that prevent them from explaining how cooperation benefits learning. First, existing models are shown to be computationally intractable, suggesting that they cannot apply to realistic learning problems. Second, existing models assume a priori agreement about which concepts are favored in learning, which leads to a conundrum: Learning fails without precise agreement on bias yet there is no single rational choice. We introduce cooperative inference, a novel framework for cooperation in concept learning, which resolves these limitations. Cooperative inference generalizes the notion of cooperation used in previous models from omission of labeled objects to the omission values of features, labels for objects, and labels for collections of objects. The result is an approach that is computationally tractable, does not require a priori agreement about biases, applies to both Boolean and first-order concepts, and begins to approximate the richness of real-world concept learning problems. We conclude by discussing relations to and implications for existing theories of cognition, cognitive development, and cultural evolution. In response to a Presidential directive, NASA has implemented a space policy which actively supports and encourages U.S. industry investment and participation in commercial space ventures. NASA's Office of Commercial Programs (OCP) has played a significant role in stimulating the growth of commercial space activity. Through a variety of programs, OCP encourages commercial interest and involvement in space endeavors by providing access to NASA resources and opportunities for the emerging space industry to reduce the technical, financial, and business risks associated with space-related activities. This manual describes NASA's Commercial Uses of Space Program and introduces participants to four major OCP Commercial programs: Technology Utilization (TU), Small Business Innovation Research (SBIR), Centers for the Commercial Development of Space Flight Agreement (CCDSFA), and Cooperative Agreements Programs. The objective of this manual is to assist U.S. industry identify and pursue the appropriate agreement for participation in a commercial space venture.

The FETC/EPRI Biomass Cofiring Program has accelerated the pace of cofiring development by increasing the testing activities plus the support activities for interpreting test results. Past tests conducted and analyzed include the Allen Fossil Plant and Seward Generating Station programs. On-going tests include the Colbert Fossil Plant precommercial test program, the Greenidge Station commercialization program, and the Blount St. Station switchgrass program. Tests in the formative stages included the NIPSCO cofiring test at Michigan City Generating Station. Analytical activities included modeling and related support functions required to analyze the cofiring test results, and to place those results into context. This study, conducted for Duquesne Light, supports their initial investigation into reburn technology using wood waste as a fuel. This dissertation applies theoretical insights from transaction cost economics to explain and predict the organizational form of cooperative agreements between Eastern and Western Europe in areas of regional environmental and political concern. It examines five contracting problems related to nuclear power safety and acid rain, and describes the history of international negotiations to manage these problems. It argues that the level of interdependence in a given issue area, or costly effects experienced in one state due to activities and decisions of other states, along with the level of transactional vulnerability, or sunk costs invested in support of a particular contractual relationship among these states, are key determinants of the governance structures states choose to facilitate cooperation in that issue area. Empirically, the dissertation traces the evolution of three sets of institutional arrangements related to nuclear safety: governance for western nuclear safety assistance to Eastern Europe, negotiations of a global convention on safety standards for nuclear power plants, and contracts among utilities and multilateral banks to build new nuclear power plants in Eastern Europe. Next it studies European acid rain, chronicling the history of international acid rain controls within the UNECE Convention on Long-Range Transboundary Air Pollution (LRTAP) and the European Union, and finally examining institutional arrangements for burden-sharing to promote European bargains on emissions reduction, including bilateral aid transfers and proposals for multilateral burden sharing. Political actors have a wide range of choice among institutional arrangements to facilitate international cooperation, from simple market-type exchanges, to arbitration-type regimes that provide information and enhance reputation effects, to self-enforcing agreements such as issue-linkage, to supranational governance. The primary accomplishments of the JOI Cooperative Agreement with DOE/NETL in this quarter were that: (1) Frank Rack, Anne Trehu, and Tim Collett presented preliminary results and operational outcomes of ODP Leg 204 at the American Association of Petroleum Geologists annual meeting in Salt Lake City, UT; (2) several Leg 204 scientists participated in special hydrate sessions at the international EGS/AGU/EUG meeting in Nice, France and presented initial science results from the cruise, which included outcomes arising from this cooperative agreement; and, (3) postcruise evaluation of the data, tools and measurement systems that were used during ODP Leg 204 continuedmore » in the preparation of deliverables under this agreement. At the EGS/EUG/AGU meeting in Nice, France in April, Leg 204 Co-chiefs Anne Trehu and Gerhard Bohrmann, as well as ODP scientists Charlie Paull, Erwin Suess, and Jim Kennett, participated in a press conference on hydrates. The well-attended press conference entitled ''Gas Hydrates: Free methane found and controversy over the 'hydrate gun''' led to stories in Nature on-line and BBC radio, among others. There were six (6) oral and fifteen (15) poster presentations on ODP Leg 204 hydrate science at the EGS/AGU/EUG Meeting in Nice, France on April 6-11, 2003. This was a very strong showing at a meeting just over six month following the completion of the drilling cruise and highlighted many of the results of the leg, including the results obtained with instruments and equipment funded under this cooperative agreement. At the AAPG annual meeting in Salt Lake City, UT on May 11-14, 2003, Anne Trehu gave an oral presentation about the scientific results of Leg 204, and Frank Rack presented a poster outlining the operational and technical accomplishments. Work continued on analyzing data collected during ODP Leg 204 and preparing reports on the outcomes of Phase 1 projects as well as developing plans for Phase 2.« less

[The internationalization of health: contextual elements and institutional frameworks of Brazilian cooperation].

The article contextualizes the emergence of an international policy for the Brazilian Unified Health System as the common agenda of the Pan American Health Organization (PAHO) and the Brazilian Ministry of Health. For this purpose, two contextual axes were explored throughout the work. The first discusses the explicit relationship between the development-cooperation-health triad from an international perspective. The second examines the recent evolution of Brazilian foreign policy, particularly with respect to the role it is playing in South-South cooperation on health matters. The contextual framework that defines Brazilian international cooperation with PAHO is emphasized, above all with regard to the implementation of a specific cooperation agreement. The article concludes that this agreement, within the framework of South-South cooperation, is one of the principal institutional mechanisms established to bring about technical cooperation in health in the current setting.

The Convention on Biodiversity mandates a new approach to the discovery of natural product drugs, one that incorporates concepts of national ownership of genetic resources, intellectual property rights in traditional knowledge, and sharing of economic benefits with countries that are the source of new natural products. The International Cooperative Biodiversity Group (ICBG) program was established to support experimentation in implementation of the Convention through development and execution of international agreements for bioprospecting. The agreement of one such ICBG program, between the University of Illinois at Chicago and institutions in Vietnam and Laos, is presented here. The core elements contained in the single, five-way Memorandum of Agreement are the arrangements for intellectual property rights, treatment of informed consent, and plans for benefit-sharing (including the sharing of short- and long-term royalty benefits, capacity building, and community reciprocity). Program participants were able to develop a practical and flexible agreement that satisfies the wishes of all institutions that are parties to it.

Good Agreements Make Good Friends

When starting a new collaborative endeavor, it pays to establish upfront how strongly your partner commits to the common goal and what compensation can be expected in case the collaboration is violated. Diverse examples in biological and social contexts have demonstrated the pervasiveness of making prior agreements on posterior compensations, suggesting that this behavior could have been shaped by natural selection. Here, we analyze the evolutionary relevance of such a commitment strategy and relate it to the costly punishment strategy, where no prior agreements are made. We show that when the cost of arranging a commitment deal lies within certain limits, substantial levels of cooperation can be achieved. Moreover, these levels are higher than that achieved by simple costly punishment, especially when one insists on sharing the arrangement cost. Not only do we show that good agreements make good friends, agreements based on shared costs result in even better outcomes. PMID:24045873

Promotion of cooperation induced by two-sided players in prisoner's dilemma game

We examine how real-world individuals and companies can either reach an agreement or fail to reach an agreement after several stages of negotiation. We use a modified prisoner's dilemma game with two-sided players who can either cooperate or not cooperate with their neighbors. We find that the presence of even a small number of these two-sided players substantially promotes the cooperation because, unlike the rock-paper-scissors scenario, when the cooperators change to the non-cooperators to gain a payoff, they can turn to the two-sided players and continue negotiating. We find that the network structure influences the spread of strategies. Lattice and regular-random (RR) networks benefit the spread of both non-cooperation and two-sided strategies, but scale-free (SF) networks stop both strategies. We also find that the Erdös-R e ´ nyi (ER) network promotes the two-sided strategy and blocks the spread of non-cooperation. As the ER network density decreases, and the network degree is lowered the lifetime of non-cooperators increases. Our results expand our understanding of the role played by the two-sided strategy in the growth of the cooperative behavior in networks.

Schnack on SciDAC Cooperative Agreement: Center for Wave Interactions with Magnetohydrodyanics, DE-FC02-06ER54899, for the period of 8/15/06 - 8/14/11. This report centers on the Slow MHD physics campaign work performed by Dr. Jenkins while at UW-Madison and then at Tech-X Corporation. To make progress on the problem of RF induced currents affect magnetic island evolution in toroidal plasmas, a set of research approaches are outlined. Three approaches can be addressed in parallel. These are: (1) Analytically prescribed additional term in Ohm's law tomore » model the effect of localized ECCD current drive; (2) Introduce an additional evolution equation for the Ohm's law source term. Establish a RF source 'box' where information from the RF code couples to the fluid evolution; and (3) Carry out a more rigorous analytic calculation treating the additional RF terms in a closure problem. These approaches rely on the necessity of reinvigorating the computation modeling efforts of resistive and neoclassical tearing modes with present day versions of the numerical tools. For the RF community, the relevant action item is - RF ray tracing codes need to be modified so that general three-dimensional spatial information can be obtained. Further, interface efforts between the two codes require work as well as an assessment as to the numerical stability properties of the procedures to be used.« less

We introduce a minimal theory of glass formation based on the ideas of molecular crowding and resultant string-like cooperative rearrangement, and address the effects of free interfaces. In the bulk case, we obtain a scaling expression for the number of particles taking part in cooperative strings, and we recover the Adam–Gibbs description of glassy dynamics. Then, by including thermal dilatation, the Vogel–Fulcher–Tammann relation is derived. Moreover, the random and string-like characters of the cooperative rearrangement allow us to predict a temperature-dependent expression for the cooperative length ξ of bulk relaxation. Finally, we explore the influence of sample boundaries when the system size becomes comparable to ξ. The theory is in agreement with measurements of the glass-transition temperature of thin polymer films, and allows quantification of the temperature-dependent thickness hm of the interfacial mobile layer.
