    This chapter reviews psychological theories of leadership and selected literature on the American presidency to highlight key psychological principles of presidential leadership. Psychological theories, framed by the principles of leadership outlined by Freud (1921), include those of Burns (1978, 2003) on transformational leadership, Bass (1997) and House & Shamir (1993) on charismatic and transformational leadership, Gardner (1995) on stories of identity, Hogg (2001, 2003) on social identity, and Tyler & Lind (1992) on procedural justice. The discussion of presidential scholarship considers work by Barber (1992) on presidential character, Simonton (1986, 1987) on presidential personality and success, Skowronek (1997) on reconstructive politics, and Winter (1987) on presidential motive profiles. These studies suggest that followers have high expectations for presidents and that successful presidential leadership depends on opportunity, high levels of activity, intelligence, optimistic resilience, and flexibility.

    This introduction to the special issue on presidential disability and succession focuses on the distinctly positive contributions that invocations of the Twenty-Fifth Amendment have made to American political life since the Amendment's ratification in 1967. It also underlines the importance for Presidents, their family members and aides to understand the necessity for putting the welfare of the country first, above all else-even at times above the wishes of a disabled Chief Executive. As the articles in this special issue make clear, the Twenty-Fifth Amendment provides an effective constitutional mechanism by which the country's well-being can be maintained while simultaneously showing compassion and respect for a disabled leader. The idea for this issue emerged from a conference organized by Professor Robert E. Gilbert focusing on presidential disability and succession held on the campus of Northeastern University in April 2014. Papers from the conference assembled here clarify and add to the historical record about presidential inability while illuminating the many political, legal, and constitutional contingencies that future presidential administrators may face. Contributors to this issue have varied disciplinary and professional backgrounds, including expertise in American politics, constitutional law, the presidency and vice presidency, presidential impairment, and, of course, the Twenty-Fifth Amendment to the Constitution.

    Political concerns often compromise the delivery of high quality medical care in ways that can be both problematic and dangerous for political leaders. President John F. Kennedy's medical care offers a particularly rich exposition of the many ways in which these dynamics can play out and how additional factors can complicate matters, such as when the patient is himself duplicitous, when family members try to intervene in care, and when public exposure risks political future. This article examines the politics and management of Kennedy's medical conditions by the various physicians involved in his care and explores how these considerations may have compromised not only the quality of his care but, in turn, exerted an influence on his behavior. This happened not only through the downstream effect of his treatment on his thoughts and behavior but also through the tremendous allocation of time and attention that his care required--attention a healthier man would have been able to direct toward problems of greater national concern.

    Much of the evidence concerning the assassination of President Kennedy comes from amateur movies of the presidential motorcade. Two of the most revealing movies are those taken by the photographers Zapruder and Nix. Approximately 180 frames of the Zapruder film clearly show the general relation of persons in the presidential limousine. Many of the frames of interest were blurred by focus problems or by linear motion. The method of cepstral analysis was used to quantitatively measure the blur, followed by maximum a posteriori (MAP) restoration. Descriptions of these methods, complete with before-and-after examples from selected frames are given. The framesmore » were then available for studies of facial expressions, hand motions, etc. Numerous allegations charge that multiple gunmen played a role in an assassination plot. Multispectral analyses, adapted from studies of satellite imagery, show no evidence of an alleged rifle in the Zapruder film. Lastly, frame-averaging is used to reduce the noise in the Nix movie prior to MAP restoration. The restoration of the reduced-noise average frame more clearly shows that at least one of the alleged gunmen is only the light-and-shadow pattern beneath the trees.« less

    In March 2008, I published an article in this journal that examined the ways in which the White House managed the news--and minimized the political impact--of Dwight D. Eisenhower's massive 1955 heart attack. In addition, the analysis explored the manner in which Eisenhower himself, in handling this issue, had brilliantly "manipulated his medical team, safeguarded his image, cajoled his staff, confused the press, managed his advisers, dominated his party, and ran a campaign that was virtually impossible for the opposition to counteract" (p. 18). This article expands on my previous work by considering the ways in which Eisenhower's ill health had significant public policy repercussions that went beyond the immediate political effects evaluated in 2008. These included the drawbacks associated with Eisenhower's concept of "Team Government," a tragic war in the Middle East, a serious deterioration of the U.S. relationship with three very close allies and, finally, the beginnings of a presidentially led effort to add a much needed "presidential disability" amendment to the United States Constitution. These latter effects have been studied here through use of primary source materials located at the Dwight D. Eisenhower Presidential Library, commentaries written by Eisenhower himself, members of his family and other close associates and the voluminous secondary literature that has appeared over the years focusing on the Eisenhower presidency.

    As a result of the opening of new materials at the John F Kennedy Library relating to John F Kennedy's medical problems, we have a better understanding of the specific nature of those ailments, how they were treated, and how he responded to them. Most important, this study focuses on how his medical problems affected his relationship with his parents, especially his father, in the context of an older sibling who personified what a Kennedy should be: bright, athletic, and healthy. John Kennedy's response to family expectations produced a sometimes rebellious and detached youth who learned to rely on his charm, wit, intellect, and inner toughness to overcome adversity. In the process of dealing with serious medical issues into adulthood, John Kennedy revealed both courage and fortitude-traits that would eventually carry him to the White House.

    The current research used the contexts of U.S. presidential debates and negotiations to examine whether matching the linguistic style of an opponent in a two-party exchange affects the reactions of third-party observers. Building off communication accommodation theory (CAT), interaction alignment theory (IAT), and processing fluency, we propose that language style matching (LSM) will improve subsequent third-party evaluations because matching an opponent's linguistic style reflects greater perspective taking and will make one's arguments easier to process. In contrast, research on status inferences predicts that LSM will negatively impact third-party evaluations because LSM implies followership. We conduct two studies to test these competing hypotheses. Study 1 analyzed transcripts of U.S. presidential debates between 1976 and 2012 and found that candidates who matched their opponent's linguistic style increased their standing in the polls. Study 2 demonstrated a causal relationship between LSM and third-party observer evaluations using negotiation transcripts. © 2015 by the Society for Personality and Social Psychology, Inc.

    A close examination of the literature yielded two different, but vague models of Mexican policy-making: (1) closed presidential policy-making and (2) open presidential policy-making. These two models are tested by identifying the regime's policy-making structures and by explaining the manner in which they operated to produce oil policy in two presidential administrations. To attain these goals, the oil policy-making process was divided into several stages. The policy roles played by different actors in the various stages of policy-making were analyzed. The process they engaged in to produce oil policy was also examined. The findings lend strong support to the openmore » presidential policy-making model. The most salient features of this model are: (1) the president and different members of the Mexican federal bureaucracy share policy-making functions, power, and influence; (2) policymakers engage in a political process of persuasion, coalition building, information functions, power, and influence; and (3) policymakers engage in these and other political techniques to produce government decisions and actions.« less

    Changing the presidential regime for a parliamentarian one is currently be-ing discussed in Colombia. This preliminary study explores the potential effects on health of both presidential and parliamentary regimes by using world-wide data. An ecological study was undertaken using countries from which comparable information concerning life-expectancy at birth, political regime, economic development, inequality in income, social capital (as measured by general-ised trust or Corruption Perceptions Index), political rights, civil freedom and cultural diversity could be obtained. Life-expectancy at birth and macro-determinants were compared between both political regimes. The co-relationship between these macro-determinants was estimated and the relationship between political regimen and life-expectancy at birth was estimated using robust regression. Crude analysis revealed that parliamentary countries have greater life-expectancy at birth than countries having a presidential regime. Significant co-relationships between all macro-determinants were observed. No differential effects were observed between both political regimes regarding life-expectancy at birth in multiple robust regressions. There is no evidence that presidential or parliamentary regimes provide greater levels of health for the population. It is suggested that public health policies be focused on other macro-determinants having more known effects on health, such as income inequality.

  5. How has the presidential election affected young Americans?

    The 2016 presidential election season and subsequent political events have had physical and emotional impacts on youth. We collected qualitative insights from 14 to 24 year olds across the US related to these events over time. Open-ended probes were sent via text message at three time points before and after the 2016 presidential election. The majority of youth reported emotional stress during all three time points, and female participants were significantly more likely to experience emotional responses. White participants were more likely to report negative symptoms than their peers both pre-election and at 4-months post-election. While preliminary, the results indicate that feelings of stress, anxiety, and fear have persisted in the months following the election, particularly for young women. Additional research is needed to examine the long-term effects of political events on the emotional and physical health of youth.

    China's disaster management system contains no law-based presidential disaster declarations; however, the national leader's instructions (pishi in Chinese) play a similar role to disaster declarations, which increase the intensity of disaster relief. This raises the question of what affects presidential disaster instructions within an authoritarian regime. This research shows that China's disaster politics depend on a crisis threshold system for operation and that the public and social features of disasters are at the core of this system. China's political cycle has no significant impact on disaster politics. A change in the emergency management system has a significant bearing on presidential disaster instructions, reflecting the strong influence of the concept of rule of law and benefiting the sustainable development of the emergency management system. In terms of disaster politics research, unlocking the black box of China's disaster politics and increasing the number of comparative political studies will benefit the development of empirical and theoretical study. © 2018 The Author(s).     On August 5, 1963, after more than eight years of negotiations, the United States, the United Kingdom, and the Soviet Union signed the Limited Nuclear Test Ban Treaty. The destruction of Hiroshima and Nagasaki by atomic bombs marked the end of World War II and the beginning of the nuclear age. As tensions between East and West settled into a Cold War, scientists in the United States, Great Britain, and the Soviet Union conducted tests and developed more powerful nuclear weapons. In 1959, radioactive deposits were found in wheat and milk in the northern United States. As scientists and themore » public gradually became aware of the dangers of radioactive fallout, they began to raise their voices against nuclear testing. Leaders and diplomats of several countries sought to address the issue. In May 1955, the United Nations Disarmament Commission brought together the United States, the United Kingdom, Canada, France, and the Soviet Union to begin negotiations on ending nuclear weapons testing. Conflict soon arose over inspections to verify underground testing. The Soviet Union feared that on-site inspections could lead to spying that might expose the Soviets' vastly exaggerated claims of the number of deliverable nuclear weapons. As negotiators struggled over differences, the Soviet Union and the United States suspended nuclear tests—a moratorium that lasted from November 1958 to September 1961. John F. Kennedy had supported ban on nuclear weapons testing since 1956. He believed a ban would prevent other countries from obtaining nuclear weapons, and took a strong stand on the issue in the 1960 presidential campaign. Once elected, President Kennedy pledged not to resume testing in the air and promised to pursue all diplomatic efforts for a test ban treaty before resuming underground testing. I examined county-level voting data from the 2008 and 2016 presidential elections and assessed Donald Trump’s share of the 2016 vote, change in the Republican vote share between 2008 and 2016, and changes in absolute numbers of Democratic and Republican votes. County-level estimates of life expectancy at birth were obtained for 1980 and 2014 from the Institute for Health Metrics and Evaluation. Results. Changes in county life expectancy from 1980 to 2014 were strongly negatively associated with Trump’s vote share, with less support for Trump in counties experiencing greater survival gains. Counties in which life expectancy stagnated or declined saw a 10-percentage-point increase in the Republican vote share between 2008 and 2016. Conclusions. Residents of counties left out from broader life expectancy gains abandoned the Democratic Party in the 2016 presidential election. Since coming to power, the Trump administration has proposed cuts to health insurance for the poor, social programs, health research, and environmental and worker protections, which are key determinants of population health.     A local bootstrap method is proposed for the analysis of electoral vote-count first-digit frequencies, complementing the Benford's Law limit. The method is calibrated on five presidential-election first rounds (2002-2006) and applied to the 2009 Iranian presidential-election first round. Candidate K has a highly significant (p < 0.15%) excess of vote counts starting with the digit 7. This leads to other anomalies, two of which are individually significant at p˜ 0.1%, and one at p sim 1%. Independently, Iranian pre-election opinion polls significantly reject the official results unless the five polls favouring candidate A are considered alone. If the latter represent normalised data and a linear, least-squares, equal-weighted fit is used, then either candidates R and K suffered a sudden, dramatic (70%pm 15%) loss of electoral support just prior to the election, or the official results are rejected (p ˜ 0.01%).

    Thanks to the work of politics and religion scholars, we now know a lot about the relationship between religion and voting in American presidential general elections. However, we know less about the influence of religion on individual vote choice in presidential primaries. This article fills that gap by exploring the relationship between religion and candidate preference in the 2008 and 2012 Republican primaries. Using pre-Super Tuesday surveys conducted by the Pew Research Center, I find that the Republican candidate who most explicitly appealed to religious voters (Mike Huckabee in 2008 and Rick Santorum in 2012) was the preferred candidate of Republican respondents who attended religious services at the highest levels, and that as attendance increased, so did the likelihood of preferring that candidate. I also find that identification as a born again Christian mattered to candidate preference. Specifically, born again Christians were more likely than non-born again Christians to prefer Huckabee to Mitt Romney, John McCain and Ron Paul in 2008, and Santorum to Romney in 2012. Although ideology was not the primary subject of this article, I find that ideology was also a statistically significant predictor of Republican candidate preference in both 2008 and 2012. This robust finding reinforces scholars’ prior work on the importance of ideology in explaining presidential primary vote choice.   16. Kennedy Space Center Timing and Countdown Interface to Kennedy Ground Control Subsystem

    Kennedy Ground Control System (KGCS) engineers at the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) are developing a time-tagging process to enable reconstruction of the events during a launch countdown. Such a process can be useful in the case of anomalies or other situations where it is necessary to know the exact time an event occurred. It is thus critical for the timing information to be accurate. KGCS will synchronize all items with Coordinated Universal Time (UTC) obtained from the Timing and Countdown (T&CD) organization. Network Time Protocol (NTP) is the protocol currently in place for synchronizing UTC. However, NTP has a peak error that is too high for today's standards. Precision Time Protocol (PTP) is a newer protocol with a much smaller peak error. The focus of this project has been to implement a PTP solution on the network to increase timing accuracy while introducing and configuring the implementation of a firewall between T&CD and the KGCS network.

    Ahead of the 2014 elections would be interesting to predict which candidate will hold the highest authority in the Republic of Indonesia. Entering the 2014 presidential election there is no infidelity tendency of voters who initially settled on a party or a candidate then choose another party or candidate in the next election. Changes in the tendency to make the condition of society in a state that has not been to given the choice of a candidate is commonly called swing voters. On this occasion, an examination of the swing voters who use social media twitter. By utilizing the advanced search facility to collect data from the response of tweeps (twitter users) on the twitter to Indonesian presidential candidate. The data will be used to describe how much the popularity of a candidate among tweeps, knowing the candidates who have the largest positive response and negative response, as well as the growing popularity of the candidate. The data is expected to predict the RI presidential candidate in 2014.

  10. The association between county political inclination and obesity: Results from the 2012 presidential election in the United States.

    We examined whether stable, county-level, voter preferences were significantly associated with county-level obesity prevalence using data from the 2012 US Presidential election. County voting preference for the 2012 Republican Party presidential candidate was used as a proxy for voter endorsement of personal responsibility approaches to reducing population obesity risk versus approaches featuring government-sponsored, multi-sectoral efforts like those recommended by the Centers for Disease Control Centers for Disease Control (CDC, 2009). Cartographic visualization and spatial analysis were used to evaluate the geographic clustering of obesity prevalence rates by county, and county-level support for the Republican Party candidate in the 2012 U.S. presidential election. The spatial analysis informed the spatial econometric approach employed to model the relationship between political preferences and other covariates with obesity prevalence. After controlling for poverty rate, percent African American and Latino populations, educational attainment, and spatial autocorrelation in the error term, we found that higher county-level obesity prevalence rates were associated with higher levels of support for the 2012 Republican Party presidential candidate. Future public health efforts to understand and reduce obesity risk may benefit from increased surveillance of this and similar linkages between political preferences and health risks. © 2013.

    In September of 1974, Richard Nixon resigned the Presidency of the United States during an impeachment investigation concerning the Watergate Affair. One month after his resignation, the former President had an exacerbation of his chronic deep vein thrombosis. He also received a Presidential pardon from Gerald Ford on the same day that his recurrent deep vein thrombosis was diagnosed. The political, legal, and medical events that unfolded in the fall of 1974 are the substance of this report. Presidents often receive medical care that stretches the ordinary as a result of their position and the importance of their actions. The events surrounding Richard Nixon's care for deep vein thrombosis and its complications were not unusual for Presidential health care but were closely intertwined with the legal proceedings during the prosecution of the Watergate defendants.

    This study investigates whether assault frequency increased on days and in cities where candidates Donald Trump and Hillary Clinton held campaign rallies prior to the 2016 US Presidential election. We calculated city-level counts of police-reported assaults for 31 rallies for Donald Trump and 38 rallies for Hillary Clinton. Negative binomial models estimated the assault incidence on rally days (day 0) relative to that on eight control days for the same city (days -28, -21, -14, -7, +7, +14, +21, and +28). Cities experienced an increase in assaults (incidence rate ratio [IRR] = 1.12, 95% CI: 1.03-1.22) on the days of Donald Trump's rallies, and no change in assaults on the days of Hillary Clinton's rallies (IRR = 1.00; 95% CI: 0.94-1.06). Assaults increased on days when cities hosted Donald Trump's rallies during the 2016 Presidential election campaign.

However, in the face of changing conflicts and shifting alliances, it is essential for group identities to be flexible. Using the dictator game from behavioral economics, we demonstrate the remodeling of group identities among supporters of Democratic presidential candidates Barack Obama and Hillary Clinton. After Clinton's concession in June 2008, Democrats were more generous toward supporters of their own preferred candidate than to supporters of the other Democratic candidate. The bias observed in June persisted into August, and disappeared only in early September after the Democratic National Convention. We also observe a strong gender effect, with bias both appearing and subsiding among men only. This experimental study illustrates a dynamic change in bias, tracking the realignment of real world conflict lines and public efforts to reconstitute group identity. The aim of the present study was therefore to evaluate the impact of Kennedy disease on pituitary gland volume under the hypothesis that endocrinologic changes caused by partial androgen insensitivity may lead to morphologic changes (ie, hypertrophy) of the pituitary gland. Pituitary gland volume was measured in sagittal sections of 3D T1-weighted 3T-MR imaging data of 8 patients with genetically proven Kennedy disease and compared with 16 healthy age-matched control subjects by use of Multitracer by a blinded, experienced radiologist. The results were analyzed by a univariant ANOVA with total brain volume as a covariant. Furthermore, correlation and linear regression analyses were performed for pituitary volume, patient age, disease duration, and CAG repeat expansion length. Intraobserver reliability was evaluated by means of the Pearson correlation coefficient. Pituitary volume was significantly larger in patients with Kennedy disease (636 [±90] mm(3)) than in healthy control subjects (534 [±91] mm(3)) (P = .041). There was no significant difference in total brain volume (P = .379). Control subjects showed a significant decrease in volume with age (r = -0.712, P = .002), whereas there was a trend to increasing gland volume in patients with Kennedy disease (r = 0.443, P = .272). Gland volume correlated with CAG repeat expansion length in patients (r = 0.630, P = .047). The correlation coefficient for intraobserver reliability was 0.94 (P < .001). Patients with Kennedy disease showed a significantly higher pituitary volume that correlated with the CAG repeat expansion length.     Objective The purpose of this lecture was to review the development of the Medical Library Association (MLA) oral history program and to highlight the oral histories of thirty-seven past MLA presidents to identify themes of common interest and relevance to current MLA members. Methods The lecture focused on three main topics discussed in many of the interviews: the presidents' backgrounds and how they came to be medical librarians, how MLA developed as an organization as a reflection of the growth of medical libraries, and the presidents' predictions and advice about the future. Results MLA presidents came from varied backgrounds and locales. As MLA grew from a small, intimate group into a multifaceted organization with a professional management staff, the workload of the presidents changed in scope. One recurring theme in the presidential oral histories was the power differential between men and women in the organization and the profession. MLA presidents reminisced about notable annual meetings and praised the positive impact of the organization on members' professional and personal lives. Conclusions The lecture concludes with recommendations to the organization to increase the availability of the oral histories by providing online access for future interviews and to pay careful attention to their long-term preservation.     Combinatorial libraries continue to play a key role in drug discovery. To increase structural diversity, several experimental methods have been developed. However, limited efforts have been performed so far to quantify the diversity of the broadly used diversity-oriented synthetic (DOS) libraries. Herein we report a comprehensive characterization of 15 bis-diazacyclic combinatorial libraries obtained through libraries from libraries, which is a DOS approach. Using MACCS keys, radial and different pharmacophoric fingerprints as well as six molecular properties, it was demonstrated the increased structural and property diversity of the libraries from libraries over the individual libraries. Comparison of the libraries to existing drugs, NCI Diversity and the Molecular Libraries Small Molecule Repository revealed the structural uniqueness of the combinatorial libraries (mean similarity < 0.5 for any fingerprint representation). In particular, bis-cyclic thiourea libraries were the most structurally dissimilar to drugs retaining drug-like character in property space. This study represents the first comprehensive quantification of the diversity of libraries from libraries providing a solid quantitative approach to compare and contrast the diversity of DOS libraries with existing drugs or any other compound collection.
