The prevalence of lead-based paint hazards in U.S. housing.

In this study we estimated the number of housing units in the United States with lead-based paint and lead-based paint hazards. We included measurements of lead in intact and deteriorated paint, interior dust, and bare soil. A nationally representative, random sample of 831 housing units was evaluated in a survey between 1998 and 2000; the units and their occupants did not differ significantly from nationwide characteristics. Results indicate that 38 million housing units had lead-based paint, down from the 1990 estimate of 64 million. Twenty-four million had significant lead-based paint hazards. Of those with hazards, 1.2 million units housed low-income families (< 30,000 US dollars/year) with children under 6 years of age. Although 17% of government-supported, low-income housing had hazards, 35% of all low-income housing had hazards. For households with incomes greater than or equal to 30,000 US dollars/year, 19% had hazards. Fourteen percent of all houses had significantly deteriorated lead-based paint, and 16% and 7%, respectively, had dust lead and soil lead levels above current standards of the U.S. Department of Housing and Urban Development and the U.S. Environmental Protection Agency. The prevalence of lead-based paint and hazards increases with age of housing, but most painted surfaces, even in older housing, do not have lead-based paint. Between 2% and 25% of painted building components were coated with lead-based paint. Housing in the Northeast and Midwest had about twice the prevalence of hazards compared with housing in the South and West. The greatest risk occurs in older units with lead-based paint hazards that either will be or are currently occupied by families with children under 6 years of age and are low-income and/or are undergoing renovation or maintenance that disturbs lead-based paint. This study also confirms projections made in 2000 by the President's Task Force on Environmental Health Risks and Safety Risks to Children of the number of houses with lead-based paint hazards. Public- and private-sector resources should be directed to units posing the greatest risk if future lead poisoning is to be prevented. PMID:12361941

Exposure to lead can lead to adverse health affects including permanent damage to the central nervous system. Common means of exposure to lead are from ingestion of lead paint chips or breathing of dust from deteriorating painted surfaces. The U.S. Army has over 101 million square feet of buildings dating to World War II or earlier. Many of these structures were built before the 1978 ban on lead based paints. The U.S. Army Corps of Engineers CERL is developing technologies to remove and stabilize lead containing organic coatings. Promising results have been achieved using a patented flame spray process thatmore » utilizes a glass frit to stabilize the hazardous constituents. When the glass frit is sprayed onto the paint containing substrate, differences in thermal expansion coefficients between the frit and the paint results in spalling of the paint from the substrate surface. The removed fragments are then collected and remelted to stabilize the hazardous constituents and allow for disposal as non-hazardous waste. Similar successful results using a patented process involving microwave technology for paint removal have also been achieved. In this process, the painted surface is coated with a microwave coupling compound that when exposed to microwave energy results in the spalling of the hazardous paint from the surface. The fragments can again be accumulated and remelted for stabilization and disposal.« less

We forecast childhood lead poisoning and residential lead paint hazard prevalence for 1990-2010, based on a previously unvalidated model that combines national blood lead data with three different housing data sets. The housing data sets, which describe trends in housing demolition, rehabilitation, window replacement, and lead paint, are the American Housing Survey, the Residential Energy Consumption Survey, and the National Lead Paint Survey. Blood lead data are principally from the National Health and Nutrition Examination Survey. New data now make it possible to validate the midpoint of the forecast time period. For the year 2000, the model predicted 23.3 million pre-1960 housing units with lead paint hazards, compared to an empirical HUD estimate of 20.6 million units. Further, the model predicted 498,000 children with elevated blood lead levels (EBL) in 2000, compared to a CDC empirical estimate of 434,000. The model predictions were well within 95% confidence intervals of empirical estimates for both residential lead paint hazard and blood lead outcome measures. The model shows that window replacement explains a large part of the dramatic reduction in lead poisoning that occurred from 1990 to 2000. Here, the construction of the model is described and updated through 2010 using new data. Further declines in childhood lead poisoning are achievable, but the goal of eliminating children's blood lead levels > or =10 microg/dL by 2010 is unlikely to be achieved without additional action. A window replacement policy will yield multiple benefits of lead poisoning prevention, increased home energy efficiency, decreased power plant emissions, improved housing affordability, and other previously unrecognized benefits. Finally, combining housing and health data could be applied to forecasting other housing-related diseases and injuries.

Background This study is a cost–benefit analysis that quantifies the social and economic benefits to household lead paint hazard control compared with the investments needed to minimize exposure to these hazards. Objectives This research updates estimates of elevated blood lead levels among a cohort of children ≤ 6 years of age and compiles recent research to determine a range of the costs of lead paint hazard control ($1–$11 billion) and the benefits of reduction attributed to each cohort for health care ($11–$53 billion), lifetime earnings ($165–$233 billion), tax revenue ($25–$35 billion), special education ($30–$146 million), attention deficit–hyperactivity disorder ($267 million), and the direct costs of crime ($1.7 billion). Results Each dollar invested in lead paint hazard control results in a return of $17–$221 or a net savings of $181–269 billion. Conclusions There are substantial returns to investing in lead hazard control, particularly targeted at early intervention in communities most likely at risk. Despite the widespread use of lead paint hazard control for children with lead poisoning, few controlled studies that estimate the effect of such control on children's blood lead levels have been published. This retrospective follow-up study examined the effects of lead hazard remediation and its timing on the blood lead levels of lead-poisoned children. From the New York City child blood lead registry, 221 children were selected who had an initial blood lead level of 20-44 micro g/dL between 1 July 1994 and 31 December 1996; were 6 months to 6 years of age; had a report of a follow-up blood lead test between 10 and 14 months after the initial test; had a lead-based paint hazard identified in the primary dwelling unit prior to the 10- to 14-month follow-up blood lead test; had resided or spent time at only one address with an identified lead-based paint hazard; and were not chelated. The decline in geometric mean blood lead levels from baseline to 10-14 months later was compared for children whose homes were remediated and whose homes were not remediated during the follow-up period. Regardless of remediation, geometric mean blood lead levels declined significantly from 24.3 micro g/dL at the initial diagnosis to 12.3 micro g/dL at the 10- to 14-month follow-up blood lead test (P<0.01). Among the 146 children whose homes were remediated the geometric mean blood lead levels declined 53% compared to 41% among the 75 children whose homes were not remediated by the follow-up blood lead test, a remediation effect of approximately 20% (P<0.01). After adjusting for potential confounders, the remediation effect was 11%, although it was no longer significant. Race was the only factor that appeared to confound the relationship: Black children had higher follow-up blood lead levels even after controlling for other factors, including the natural logarithm of the initial blood lead level. The effect of remediation appeared to be stronger for younger (10 to <36 months old) than for older (36 to 72 months old) children (P=0.06). While children in homes with earlier remediation (within less than 3 months) appeared to have greater declines in blood lead levels at the follow-up test than children in homes with later remediation (after 3 or more months), this trend was not significant when controlling for confounding factors. The findings of this study suggest that early identification of lead-poisoned children and timely investigation and abatement of hazards contribute to reducing blood lead levels. However, the apparent effect is modest and further research is needed to systematically test and improve the effectiveness of lead hazard controls.

Evaluation of Needle Gun and Abrasive Blasting Technologies in Bridge Paint Removal Practices.

This paper reviews the results of a U.S. Environmental Protection Agency (EPA) study that assessed needle gun technology as an alternative to conventional abrasive blasting technology to remove lead-based paint from steel bridges in western New York State. The study analyzed the operational and logistical aspects as they relate to worker health and safety, environmental protection, hazardous waste generation, and costs as compared to those arising from conventional abrasive blasting. In this 1992 EPA study, the costs and the product quality aspects favored conventional abrasive blasting over the needle gun technology for removing lead paint. However, abrasive blasting exposed workers to airborne lead levels that exceeded Permissible Exposure Limits (PELs) as established by the Occupational Safety and Health Administration (OSHA), as well as emitting high levels of lead-contaminated dusts and debris into the environment. It was estimated that more than 500 lbs of lead-contaminated spent abrasives and paint waste were released into the environment during paint removal operations. The needle gun system reduced (up to 97.5%) the generation of hazardous waste and the airborne concentrations (up to 99%) of respirable dusts and lead-containing particulates generated during paint removal operations. However, labor costs for the needle gun were three times higher than those for abrasive blasting primarily because of slower production rates that necessitated more operating personnel. The higher labor costs of the needle gun are partially offset by the increased costs associated with the expendable abrasive blast media and hazardous waste disposal. In the EPA study, the productivity of the needle gun system was 12.2 ft 2 /hr vs. 147.5 ft 2 /hr for abrasive blasting. A post blast was needed for the needle gun system to meet surface preparation specifications. When factoring in the costs of full containment structures to meet OSHA's 1993 Lead Exposure in Construction regulation, the needle gun system has the potential to be economically competitive with conventional abrasive blasting.

The U.S. Environmental Protection Agency recently implemented the Renovation, Repair and Painting (RRP) rule that applies to pre-1978 residences because of the potential presence of lead-based paint. Enforcement of this rule may be difficult and therefore it is crucial to understand the awareness and beliefs of contractors and the general public because these will likely be major determinants of exposures resulting from residential renovation work. The study described in this article utilized two mailed surveys: one directed to the general public and the other directed to contractors. The surveys were conducted in New Jersey and Virginia. Field observations were also recorded for work sites in New Jersey. Results indicated a high awareness among the general public about the hazards of lead, a low level of screening by children's doctors for lead exposure, frequent use of work practices that generate lots of dust, poor hygiene among contractors, and the potential for low compliance of contractors with the RRP rule. In particular, contractors who do not believe lead is a serious health hazard are expected to have the lowest compliance with the RRP rule. These findings serve as targets for effective public health interventions through education and outreach.

Novel paint design based on nanopowder to protection against X and gamma rays

Background: Lead-based shields are the standard method of intraoperative radiation protection in the radiology and nuclear medicine department. Human lead toxicity is well documented. The lead used is heavy, lacks durability, is difficult to launder, and its disposal is associated with environmental hazards. The aim of this study was to design a lead free paint for protection against X and gamma rays. Materials and Methods: In this pilot st we evaluated several types of nano metal powder that seemed to have good absorption. The Monte Carlo code, MCNP4C, was used to model the attenuation of X-ray photons in paints with different designs. Experimental measurements were carried out to assess the attenuation properties of each paint design. Results: Among the different nano metal powder, nano tungsten trioxide and nano tin dioxide were the two most appropriate candidates for making paint in diagnostic photon energy range. Nano tungsten trioxide (15%) and nano tin dioxide (85%) provided the best protection in both simulation and experiments. After this step, attempts were made to produce appropriate nano tungsten trioxide-nano tin dioxide paints. The density of this nano tungsten trioxide-nano tin dioxide paint was 4.2 g/cm3. The MCNP simulation and experimental measurements for HVL (Half-Value Layer) values of this shield at 100 kVp were 0.25 and 0.23 mm, respectively. Conclusions: The results showed the cost-effective lead-free paint can be a great power in absorbing the X-rays and gamma rays and it can be used instead of lead. PMID:24591777

Particle size and metals concentrations of dust from a paint manufacturing plant.

In this study, the particle size distribution and concentration of metallic elements of solvent- and water-based paint dust from bulk dust collected from dust-collecting hoppers were determined. The mean particle size diameter over a 12-week sampling period was determined using a particle size analyzer. The metals composition and concentration of the dust were determined via acid digestion technique followed by concentration analysis using inductively coupled plasma. The volume weighted mean particle diameters were found to be 0.941+/-0.016 and 8.185+/-0.201 microm for solvent- and water-based paint dust, respectively. The mean concentrations of metals in solvent-based paint dust were found to be 100+/-20.00 microg/g (arsenic), 1550+/-550.00 microg/g (copper), 15,680+/-11,780.00 microg/g (lead) and 30,460+/-10,580.00 microg/g (zinc) while the mean concentrations of metals in water-based paint dust were found to be 20.65+/-6.11 microg/g (arsenic), 9.14+/-14.65 microg/g (copper), 57.46+/-22.42 microg/g (lead) and 1660+/-1260 microg/g (zinc). Both paint dust types could be considered as hazardous since almost all of the dust particles were smaller than 10 microm. Particular emphasis on containment of solvent-based paint dust particles should be given since it was shown that they were very fine in size (<1 microm) and had high lead and zinc concentrations.
Effects of HUD-supported lead hazard control interventions in housing on children's blood lead.

The Evaluation of the US Department of Housing and Urban Development Lead-Based Paint Hazard Control Grant Program studied the effectiveness of the housing intervention performed in reducing the blood lead of children at four post-intervention times (6-months, 1-year, 2-years, and 3-years). A repeat measures analysis showed that blood lead levels declined up to three-years post-intervention. The results at each successive collection time were significantly lower than at the previous post-intervention time except for the difference between the levels at two and three years. At two-years post-intervention, geometric mean blood lead levels were approximately 37% lower than at pre-intervention. Children with pre-intervention blood lead levels as low as 10 μg/dL experienced substantial declines in blood lead levels. Previous studies have found substantial improvements only if a child's pre-intervention blood lead level was above 20 μg/dL. Individual interior lead hazard control treatments as grouped by Interior Strategy were not a significant predictor of post-intervention blood lead levels. However, children living in dwellings where exterior lead hazard control interventions were done had lower blood lead levels at one-year post-intervention than those living in dwellings without the exterior interventions (all other factors being equal), but those differences were only significant when the mean exterior paint lead loading at pre-intervention was about the 90th percentile (7.0mg/cm(2)). This observation suggests that exterior lead hazard control can be an important component of a lead hazard control plan. Children who were six to eleven months of age at pre-intervention had a significant increase in blood lead at one-year post-intervention, probably due to other exposures. Lead-based paint and occupational lead hazards remain the primary exposure sources of lead in New York City (NYC) children and men, respectively. Lead poisoning has also been associated with the use of certain consumer products in NYC. The NYC Department of Health and Mental Hygiene developed the Intervention Model for Contaminated Consumer Products, a comprehensive approach to identify and reduce exposure to lead and other hazards in consumer products. The model identifies hazardous consumer products, determines their availability in NYC, enforces on these products, and provides risk communication and public education. Implementation of the model has resulted in removal of thousands of contaminated products from local businesses and continues to raise awareness of these hazardous products. PMID:24922141

Water-based construction paints may have beneficial effects toward man's occupational and general environment when compared to traditional paints that contain large amounts of organic solvents. The aim of this study was to describe the health hazards of the application of these alternative paints. The composition of these paints was obtained by a questionnaire survey among the main producers and importers in The Netherlands. Physicochemical parameters and toxicity data of the constituents were used to estimate occupational and environmental health hazards. Mucous membrane of skin irritation and sensitization are predicted to be the most frequently occurring health hazards after contact with these paints during professional or do-it-yourself application. Health hazards from environmental pollution may be irritation of the mucous membranes when the indoor environment is painted and fish mortality due to slowly degradable polyacrylate binders. The health hazards can be reduced by replacing some toxic compounds with less toxic ones and by hygienic (ventilation, skincare, no cleaning of application materials under the tap) measures. Warnings unheeded: a history of child lead poisoning.

Child lead poisoning has been a major public health issue only for the last 20-25 years. However, awareness that lead-based paint is a source of lead poisoning in children dates back to the first few years of the twentieth century. Articles in medical journals and textbooks appeared in the United States and elsewhere, recounting cases of children poisoned by the lead paint in their homes on woodwork, baby cribs, and other furniture. The number of positively diagnosed cases was limited both by the imprecision of diagnostic tools and physicians' lack of familiarity with the signs and symptoms of plumbism in children. Nevertheless, a number of hospitals and at least one large city health department recorded numerous cases of child lead poisoning in the 1920s and 1930s. The mounting evidence in those years made it clear that child lead poisoning was a serious public health hazard. And the activities and statements of the lead industry's representatives left little doubt that they were aware of the dangers of lead paint. This final rule amends HUD's lead-based paint regulations to reduce blood lead levels in children under age six (6) who reside in federally-owned or -assisted pre-1978 housing, formally adopting a revised definition of "elevated blood lead level" (EBLL) in children under the age of six (6), in accordance with Centers for Disease Control and Prevention (CDC) guidance. It also establishes more comprehensive testing and evaluation procedures for the housing where such children reside. This final rule also addresses certain additional elements of the CDC guidance pertaining to assisted housing and makes technical corrections and clarifications. This final rule, which follows HUD's September 1, 2016, proposed rule, takes into consideration public comments submitted in response to the proposed rule.

The manufacture of paint involves a variety of processes that present with medical hazards. Safety initiatives are hence introduced to limit hazard exposures and promote workplace safety. This aim of this study is to assess the use of available control measures/initiatives in selected paint factories in Lagos West Senatorial District, Nigeria. A total of 400 randomly selected paint factory workers were involved in the study. A well-structured World Health Organization standard questionnaire was designed and distributed to the workers to elicit information on awareness to occupational hazards, use of personal protective devices, and commonly experienced adverse symptoms. Urine samples were obtained from 50 workers randomly selected from these 400 participants, and the concentrations of the heavy metals (lead, cadmium, arsenic, and chromium) were determined using atomic absorption spectroscopy. The results show that 72.5% of the respondents are aware of the hazards associated with their jobs; 30% have had formal training on hazards and safety measures; 40% do not use personal protective devices, and 90% of the respondents reported symptoms relating to hazard exposure. There was a statistically significant (p < 0.05) increase in the mean heavy metal concentrations in the urine samples obtained from paint factory workers as compared with nonfactory workers. The need to develop effective frameworks that will initiate the integration and ensure implementation of safety regulations in paint factories is evident. Where these exist, there is a need to promote adherence to these practice guidelines.

Use of methylene chloride and phenol based chemical strippers for aircraft paint removal generates large quantities of hazardous waste and creates health and safety problems for operating personnel. This paper presents an overview of the U.S. Navy's activities in the investigation and implementation of alternate paint stripping methods which will minimize or eliminate hazardous waste and provide a safe operating environment. Alternate paint removal methods under investigation by the Navy at the present time include use of non-hazardous chemical paint removers, xenon flashlamp/CO2 pellets, lasers and plastic media. Plastic media blasting represents a mature technology in current usage for aircraft paint stripping and is being investigated for determination of its effects on Navy composite aircraft configurations.

Paints with high lead concentrations (ppm) continue to be sold around the world in many developing countries and those with economies in transition representing a major preventable environmental health hazard that is being increased as the economies expand and paint consumption is increasing. Prior lead paint testing had been performed in Brazil and India and these countries were selected to examine the impact of a new regulatory limit in Brazil and the impact of efforts of non-governmental organizations and others to stop the use of lead compounds in manufacturing paints. Armenia and Kazakhstan, in Central Asia, were selected because nomore » information on lead concentration in those regions was available, no regulatory activities were evident and non-governmental organizations in the IPEN network were available to participate. Another objective of this research was to evaluate the lead loading (µg/cm{sup 2}) limit determined by X-Ray Fluorescence (XRF) for areas on toys that are too small to obtain a sample of sufficient size for laboratory analysis. The lead concentrations in more than three-fourths of the paints from Armenia and Kazakhstan exceeded 90 ppm, the limit in the United States, and 600 ppm, the limit in Brazil. The percentages were about one-half as high in Brazil and India. The average concentration in paints purchased in Armenia, 25,000 ppm, is among the highest that has been previously reported, that in Kazakhstan, 15,700 ppm, and India, 16,600, about median. The average concentration in Brazil, 5600 ppm, is among the lowest observed. Paints in Brazil that contained an average of 36,000 ppm before the regulatory limit became effective were below detection (<9 ppm) in samples collected in the current study. The lack of any apparent public monitoring of paint lead content as part of regulatory enforcement makes it difficult to determine whether the regulation was a major factor contributing to the decline in lead use in these paints. Using data from the current study and those available from other studies 24 of 28 paints from major brands in India decreased from high concentrations to 90 ppm or lower. Since lead concentrations in golden yellow paints from these brands were found to decrease to ≤90 ppm, it is possible that all 28 of these paints now contain ≤90 ppm since yellow paints usually have the highest lead concentrations. Other brands in Brazil and India that have been analyzed only one time had lead concentrations up to 59,000 ppm and 134,000 ppm, respectively. Less than one-third of the paints had notations on their labels with information about lead content and these were sometimes inaccurate. The label from one brand indicating “no added lead” contained paint with 134,000 ppm lead, the highest found in this study. Three percent (3 of 98) of the paints with surface lead loading that did not exceed 2 µg/cm{sup 2}, the limit established by the Consumer Product Safety Improvement Act for small areas on toys, contained greater than 90 ppm lead and thus were false negatives. Of the new paint samples that contained ≤600 ppm, 88% contained ≤90 ppm. Of the samples that contained ≤90 ppm, 97% contained ≤45 ppm and 92% contained ≤15 ppm. Based on these data it appears to be technically feasible to manufacture paints containing ≤90 ppm and in many cases to produce paints that have lead concentrations that do not exceed 15 ppm. - Highlights: • Brazilian paints with high lead (avg. 36,000 ppm) contained <9 ppm after regulation. • Lead in major Indian paint brands decreased to low levels by efforts of NGOs/others. • Most paints with lead ≤600 ppm also are ≤90 ppm and many also ≤15 ppm. • At the CPSIA limit of 2 µg Pb/cm{sup 2} for small areas on toys, 3% exceeded 90 ppm lead. • Most paint brands in Armenia and Kazakhstan based/manufactured outside the country.« less

Lead in drinking water and human blood lead levels in the United States.

Lead is a pervasive environmental contaminant. The adverse health effects of lead exposure in children and adults are well documented, and no safe blood lead threshold in children has been identified. Lead can be ingested from various sources, including lead paint and house dust contaminated by lead paint, as well as soil, drinking water, and food. The concentration of lead, total amount of lead consumed, and duration of lead exposure influence the severity of health effects. Because lead accumulates in the body, all sources of lead should be controlled or eliminated to prevent childhood lead poisoning. Beginning in the 1970s, lead concentrations in air, tap water, food, dust, and soil began to be substantially reduced, resulting in significantly reduced blood lead levels (BLLs) in children throughout the United States. However, children are still being exposed to lead, and many of these children live in housing built before the 1978 ban on lead-based residential paint. These homes might contain lead paint hazards, as well as drinking water service lines made from lead, lead solder, or plumbing materials that contain lead. Adequate corrosion control reduces the leaching of lead plumbing components or solder into drinking water. The majority of public water utilities are in compliance with the Safe Drinking Water Act Lead and Copper Rule (LCR) of 1991. However, some children are still exposed to lead in drinking water. EPA is reviewing LCR, and additional changes to the rule are expected that will further protect public health. Childhood lead poisoning prevention programs should be made aware of the results of local public water system lead monitoring measurement under LCR and consider drinking water as a potential cause of increased BLLs, especially when other sources of lead exposure are not identified.

Pre-1992, latex paint was formulated with mercury (Hg) as phenylmercuric acetate (PMA). Hg vaporizes reducing its content, and lead (Pb) is stable and remains unchanged. The objective of this study is to describe the content of Hg and Pb in existing paint coatings. Forty paint chip samples were collected from both interior and exterior surfaces of homes in metropolitan New Orleans and analyzed for Hg and Pb. The median Hg in exterior paints is 26.9 mg kg(-1) (0.8-214.0) compared with 7.1 mg kg(-1) (0.03-39.2) for interior paints. The median Pb content is 76603 mg kg(-1) (464-317151) and 416 mg kg(-1) (24-63313) respectively, for exterior and interior paints. The Spearman correlation coefficients for Hg and Pb are -0.312 (P=0.13) and -0.471 (P=0.07) respectively, in exterior and interior samples. Hg and Pb vary independently with each other in paint films. Median Hg in exterior paints is four times larger than for interior paints. Median Pb in exterior paints is 184 times larger than interior paints. The Pb and Hg content in exterior and interior paint chips are significantly different (Mann-Whitney Rank Sum Test, P0.001 and P=0.006, respectively). Only 1 of the 25 exterior paints contained less than the current 5000 mg kg(-1) US standard for Pb, the criteria for exemption from the power-sanding restrictions of the New Orleans Lead Ordinance. Prior to banning PMA in paint, Hg poisonings presented as acrodynia were reported for children living in homes freshly painted with latex paint. Because of the affinity of Hg and Pb for sulfur-containing amino acid proteins, their presence in paint coatings poses an increased hazard when released as dust.

To reduce hazardous waste from fleet and depot aircraft paint stripping and to conform to regulations banning toxic chemical paint strippers, the U.S. Naval Air Systems Team (materials division, depots, and head-quarters) teamed with the U.S. Air Force at Warner Robins Air Logistics Center for concept development, characterization, and demonstration of a mature, advanced paint-removal system, the Boeing xenon/flashlamp CO2 (Flashjet®) process. Extensive metallic and composite-materials testing was conducted. This paper describes the development and characterization program leading to authorization of the process for use on fixed-wing navy aircraft.

Surface preparation activities conducted during automotive refinishing present several potential human health and environmental risks. This study examines the chemical composition of vehicle sanding dust and the prevalence of methylene chloride use as a basis for evaluating potential chemical exposures in the work environment, fugitive environmental releases, and take-home toxics. This article reports on the findings of (1) a statewide technology and work practices survey of 353 licensed auto body shops and (2) laboratory analyses of sanding dust representing more than 200 vehicles, 10 commercial body filler compounds, and work shirts worn during vehicle sanding while using nonventilated equipment. Survey data revealed that the majority of shops (78%) do not use ventilated sanding equipment, that most workers (55%) take their work clothes and shoes home at the end of the workday, and that 17% of the respondents used a methylene chloride-based paint stripper as an adjunct to mechanical sanding. Laboratory results showed that Pb, As, Cr, Mn, and Ni were present in the sanding dust at every facility tested. Lead concentrations in sanding dust were found to be highest at facilities that performed complete vehicle refinishing (range 770 to 7300 ppm) and at a collision repair shop that used a high-lead content body filler compound (1800 ppm). Hexavalent chromium also was found in two vocational high school paint dust samples at concentrations of 54 and 710 ppm. When total lead and chromium concentrations reached 7300 and 2300 ppm, respectively, facility sanding dust samples failed the U.S. Environmental Protection Agency's Toxicity Characteristic Leaching Procedure for hazardous waste. Metals found in the sanding dust also were present on the work shirts of technicians-ranging from 0.06 (Cd) to 81 (Mg) microg/inch2 of cloth-who sanded on paint without ventilated equipment. Results suggest that sanding dust and methylene chloride paint strippers used in vehicle resurfacing operations pose a potential hazard to human health and the environment.

The contribution of housing renovation to children’s blood lead levels: a cohort study

Background Routine renovation of older housing is a risk factor for childhood lead poisoning, but the contribution to children’s blood lead levels is poorly defined for children with lower exposure levels. Methods We examined a prospective cohort of 276 children followed from 6 to 24 months of age. We conducted surveys of renovation activities and residential lead hazards and obtained blood lead level (B-Pb) every six months. We analyzed B-Pb in a repeated measures design using a mixed effects linear model. Results Parent reported interior renovation ranged from 11 to 25% of housing units at the four, 6-month periods. In multivariable analysis, children whose housing underwent interior renovation had a 12% higher mean B-Pb by two years of age compared with children whose housing units were not renovated (p < 0.01). The time between renovation and the child blood lead sample was associated with higher B-Pb (p-value for trend <0.01); compared to children in non-renovated housing, children whose housing units underwent renovation in the prior month had a 17% higher mean B-Pb at two years of age, whereas children whose housing renovation occurred in the prior 2–6 months had an 8% higher mean B-Pb. We also found an association between higher paint lead loading, measured using an X-ray fluorescence (XRF) based paint lead index, and child B-Pb (p = 0.02); for every 10 mg/cm2 increase in paint lead loading index there was a 7.5% higher mean childhood B-Pb. Conclusions In an analysis of data collected before the recent changes to Environmental Protection Agency’s Lead, Renovation, Repair and Painting Rule, routine interior housing renovation was associated with a modest increase in children’s B-Pb. These results are important for the provision of clinical advice, for housing and public health professionals, and for policymakers. PMID:23981571

This Process Waste Assessment was conducted to evaluate hazardous wastes generated in the Paint Shop, Building 913, Room 130. Special attention is given to waste streams generated by the spray painting process because it requires a number of steps for preparing, priming, and painting an object. Also, the spray paint booth covers the largest area in R-130. The largest and most costly waste stream to dispose of is {open_quote}Paint Shop waste{close_quotes} -- a combination of paint cans, rags, sticks, filters, and paper containers. Factors Associated With Elevated Blood Lead Levels in Children.

To determine the prevalence and correlates of elevated blood lead level in children (6-144 months) of Aligarh. A hospital-based cross-sectional study was conducted. Venous blood was obtained for lead estimation and a structured questionnaire was filled. A total of 260 children were enrolled. The prevalence of elevated blood lead level was 44.2%, seen mostly in children below 5 years of age. Old and deteriorating wall paints at home was found to be significantly associated with elevated levels. Lead-based house paints are potential source of lead exposure. Meticulous renovation and painting of the walls with safe paints is desirable.

Understanding the interplay of indoor and outdoor sources of lead in an urban setting is one foundation in establishing risk for lead exposure in children in our cities. A household may be the source for lead contamination due to the deterioration of interior lead-based paint, or a sink if lead particles are tracked or blown into the home from such potential ambient sources as yard soil or urban street dust. In addressing this issue, X-Ray Absorption Spectroscopy (XAS) presents the opportunity to directly and quantitatively speciate lead at low concentrations in bulk samples. We performed XAS analyses on dust wipes from window sills or floors from 8 houses that exceeded Federal standards for lead in dust. We entered these data into a Principal Components Analysis (PCA) that also included El Paso environmental samples: lead-based paints, soils, and airborne particulate matter. A simple two-component mixing system accounted for more than 95% of the variance of this data set. Paint and lead oxide appear to be the principal components, with all the samples falling in a compositional range from pure paint to 75% paint, 25% lead oxide. Note that several different lead compounds are possible constituents of a given lead-based paint. The paints spread from one end out along perhaps a fifth of the range of the compositional axis, followed closely, but not overlapped, by the soil samples, which covered the remainder of the compositional range. Two of the dust wipes plotted within the paint range, and the remaining 6 dust wipes plotted randomly through the soil range. Samples of airborne particulate matter plotted in both the paint and soil ranges. These observations suggest that the lead on most of the dust wipes originated outside the house, probably from deteriorated exterior lead-based paint deposited in adjacent yards. This paint mixed with lead oxide present in the soil and entered the houses by the airborne route. The probable source of the oxide in the soil is former airborne deposition of automobile exhaust from leaded gasoline (lead halides quickly react to form oxide). The dust wipes that fall within the compositional range of the paints may have originated from deterioration of interior paint. The XAS findings are consistent with our tests of several hundred houses in El Paso: most of the wipes that exceeded Federal lead standards came from houses in the oldest neighborhoods of the city, where lead paint is still present. X-Ray absorption spectroscopy experiments were conducted at the Stanford Synchrotron Radiation Laboratory on beam lines 7-3 and 10-2. Spectra were collected at the Pb L-III absorption edge in fluorescence mode using a 13-element or a 30-element Ge solid-state detector.
