When learning to program, students often mistakenly refer to an element that is structurally related to the element that they intend to reference. For example, they may indicate the attribute of an object when their intention is to reference the whole object. This paper examines these reference-point errors through the context of metonymy. Metonymy is a rhetorical device where the speaker states a referent that is structurally related to the intended referent. For example, the following sentence states an office bureau but actually refers to a person working at the bureau: The tourist asked the travel bureau for directions to the museum. Drawing upon previous studies, I discuss how student reference errors may be consistent with the use of metonymy. In particular, I hypothesize that students are more likely to reference an identifying element even when a structurally related element is intended. I then present two experiments, which produce results consistent with this analysis. In both experiments, students are more likely to produce reference-point errors that involve identifying attributes than descriptive attributes. Given these results, I explore the possibility that students are relying on habits of communication rather than the mechanistic principles needed for successful programming. Finally I discuss teaching interventions using live examples and how metonymy may be presented to non-computing students as pedagogy for computational thinking.

Designing for the handicapped persons, aiming at the liquidation of the barriers is actually an essential part of the architects activity. It results from the fact that the handicapped persons issue became the interdisciplinary one. The architect, being responsible for the living space and environment creation, is to design the friendly environment for the handicapped persons. The space favourable for the handicapped is favourable for all. There are many aspects of the designing for the handicapped; legislative or execution issues are the examples. The legislative aspect is presented in this paper on the base of the contemporary legal rules of the Polish Republic, whereas the execution aspect is introduced and discussed on the basis of the two projects designed by the Design Bureau in Cracow and being currently in realization. These are: housing & service unit (Boruty-Spiechowicza Str., Cracow) and the Faculty of Philosophy complex at the Jesuits College (Kopernika Str., Cracow).

Legislation on violence against women: overview of key components.

This study aimed to determine if legislation on violence against women (VAW) worldwide contains key components recommended by the Pan American Health Organization (PAHO) and the United Nations (UN) to help strengthen VAW prevention and provide better integrated victim protection, support, and care. A systematic search for VAW legislation using international legal databases and other electronic sources plus data from previous research identified 124 countries/territories with some type of VAW legislation. Full legal texts were found for legislation from 104 countries/territories. Those available in English, Portuguese, and Spanish were downloaded and compiled and the selection criteria applied (use of any of the common terms related to VAW, including intimate partner violence (IPV), and reference to at least two of six sectors (education, health, judicial system, mass media, police, and social services) with regard to VAW interventions (protection, support, and care). A final sample from 80 countries/territories was selected and analyzed for the presence of key components recommended by PAHO and the UN (reference to the term "violence against women" in the title; definitions of different types of VAW; identification of women as beneficiaries; and promotion of (reference to) the participation of multiple sectors in VAW interventions). Few countries/territories specifically identified women as the beneficiaries of their VAW legislation, including those that labeled their legislation "domestic violence" law ( n = 51), of which only two explicitly mentioned women as complainants/survivors. Only 28 countries/territories defined the main forms of VAW (economic, physical, psychological, and sexual) in their VAW legislation. Most highlighted the role of the judicial system, followed by that of social services and the police. Only 28 mentioned the health sector. Despite considerable efforts worldwide to strengthen VAW legislation, most VAW laws do not incorporate the key recommended components. Significant limitations were found in the legislative content, its application, and the extent to which it provided women with integrated protection, support, and care. In developing new VAW legislation, policymakers should consider the vital role of health services.

In the last quarter of the 20th century, federal legislation sought to eliminate disability-based discrimination by requiring reasonable accommodations in school and the workplace. One result of this legislation has been increased access to U.S. colleges and universities by deaf and hard of hearing persons. The present article reviews the literature on employment of persons who are deaf or hard of hearing and reports results of a recent analysis that used the 2010 American Community Survey (U.S. Census Bureau, 2010a). It was found that significant gains in college attendance and graduation occurred during the period, with individuals who attained a college degree realizing increased employment and earnings relative to individuals who had not graduated. It was also found that college graduation helps reduce the gap between the earnings of deaf persons with a college degree and those of comparably educated hearing persons.

A revised list of reference samples of interest to geoscientists has been extended to include samples for the agronomist, the archaeologist and the environmentalist. In addition to the source from which standard samples may be obtained, references or pertinent notes for some samples are included. The number of rock reference samples is now almost adequate, and the variety of ore samples will soon be sufficient. There are very few samples for microprobe work. Oil shales will become more important because of the outlook for world petroleum resources. The dryland equivalent of a submarine basalt might be useful in studies of sea-floor spreading and of the geochemistry of basalts. The Na- and K-feldspars of BCS (British Chemical Standards-Bureau of Analysed Samples), NBS (National Bureau of Standards), and ANRT (Association Kationale de la Recherche Technique) could serve as trace-element standards if such data were available. Similarly, the present NBS flint and plastic clays, as well as their predecessors, might be useful for archaeological pottery studies. The International Decade for Ocean Exploration may stimulate the preparation of ocean-water standards for trace elements or pollutants and a standard for manganese nodules. ?? 1974.

Working with the IAG geometric services (VLBI, SLR, GNSS, and DORIS) the Bureau continues to advocate for the expansion and upgrade of the space geodesy networks for the maintenance and improvement of the reference frame and other application, and for the extension and integration with other techniques. New sites are being established following the GGOS concept of "core" and co-location sites; new technologies are being implemented to enhance performance in data yield as well as accuracy. In particular, several groups are undertaking initiatives and seeking partnerships to update existing sites and expand the networks in geographic areas void of coverage. The Bureau continues to meet with organizations to discuss possibilities of new and expanded participation and to promote the concept of partnerships. The Bureau provides the opportunity for representatives from the services to meet and share progress and plans, and to discuss issues of common interest. The Bureau monitors the status and projects the evolution of the network based on information from the current and expected future participants. Of particular interest at the moment is the integration of gravity and tide gauge networks. The Committees and Joint Working Groups play an essential role in the Bureau activity. The Standing Committee on Performance Simulations and Architectural Trade-off (PLATO) uses simulation and analysis techniques to project future network capability and to examine trade-off options. The Committee on Data and Information is working on a strategy for a GGOS metadata system on a near term plan for data products and a more comprehensive longer-term plan for an all-inclusive system. The Committee on Satellite Missions is working to enhance communication with the space missions, to advocate for missions that support GGOS goals and to enhance ground systems support. The IERS Working Group on Site Survey and Co-location (also participating in the Bureau) is working to enhance standardization in procedures, outreach and to encourage new survey groups to participate, and improve procedures to determine systems reference points. The 2017-2018 Implementation Plan for the GGOS Bureau of Networks and Observations has been posted on the GGOS website. We will outline progress over the past two years and discuss the status of the network and updated plan.

The recently reorganized GGOS Bureau of Networks and Observations has many elements that are associated with building and sustaining the infrastructure that supports the Global Geodetic Observing System (GGOS) through the development and maintenance of the International Terrestrial and Celestial Reference Frames, improved gravity field models and their incorporation into the reference frame, the production of precision orbits for missions of interest to GGOS, and many other applications. The affiliated Service Networks (IVS, ILRS, IGS, IDS, and now the IGFS and the PSMSL) continue to grow geographically and to improve core and co-location site performance with newer technologies. Efforts are underway to expand GGOS participation and outreach. Several groups are undertaking initiatives and seeking partnerships to update existing sites and expand the networks in geographic areas void of coverage. New satellites are being launched by the Space Agencies in disciplines relevant to GGOS. Working groups now constitute an integral part of the Bureau, providing key service to GGOS. Their activities include: projecting future network capability and examining trade-off options for station deployment and technology upgrades, developing metadata collection and online availability strategies; improving coordination and information exchange with the missions for better ground-based network response and space-segment adequacy for the realization of GGOS goals; and standardizing site-tie measurement, archiving, and analysis procedures. This poster will present the progress in the Bureau's activities and its efforts to expand the networks and make them more effective in supporting GGOS.

BACKGROUND: The commercial tanning industry has opposed efforts to educate the public on the risks of tanning as well as attempts to restrict minors' access to tanning services. Despite a paucity of supporting literature, statements from the tanning industry claiming that dermatologists routinely use in-office phototherapy for cosmetic treatments and refer patients to tanning salons have successfully derailed and defeated legislation in many states. OBJECTIVE: This study aims to evaluate dermatologist referrals for ultraviolet radiation for cosmetic and medical purposes via tanning beds or phototherapy, as well as their opinions on tanning, legislation, and ultraviolet radiation counseling practices. DESIGN: The study was conducted using a 10-question anonymous survey. SETTING: The participants were surveyed during meetings of three regional dermatologic societies. PARTICIPANTS: One hundred and fifty-two dermatologists attending society meetings participated in the study. MEASURES: The authors measured physician referrals, opinions, and recommendations regarding ultraviolet exposure. RESULTS: Zero physicians (0/152) recommended tanning salons for cosmetic reasons. These 152 dermatologists referred 458 (417 adult, 41 pediatric) out of an estimated 809,369 patients (0.057%) to tanning salons for medical treatment. Of these physicians, 76 out of 152 and 15 out of 152 reported referring at least one adult or one pediatric patient, respectively, within the last year. All respondents supported ultraviolet tanning legislation and discouraged cosmetic tanning. CONCLUSION: These findings directly contradict the assertion that dermatologists use ultraviolet radiation for cosmetic purposes or routinely refer patients to tanning salons. This study underscores the complex nature of ultraviolet radiation, as dermatologists infrequently utilize ultraviolet radiation for medical purposes and unanimously support restrictive legislation. In addition, these dermatologists counsel against cosmetic tanning and list tanning bed use among their highest concerns with regard to the health of pediatric patients.

‘Framework legislation’ refers to legislation that sets out structures for governance and accountability or other processes for guiding the decisions and actions taken by government or the executive. Framework legislation for non-communicable diseases (NCDs) provides the opportunity for countries to focus their political commitment, to set national targets, and a time-frame for achieving them, and to create cross-sectoral governance structures for the development and implementation of innovative policies. Although they extend well beyond NCDs, the health-related Sustainable Development Goals (SDGs) create similar demands for effective national governance. A similar case might, therefore, be made for framework legislation for the health-related SDGs or for legislation to govern particular aspects, such as managing commercial relationships with the private sector or managing conflicts of interest. This article considers the possible benefits of framework legislation, including what issues might be appropriate for inclusion in a framework law. The absence of framework legislation should neither be seen as an excuse for inaction, nor is framework legislation a substitute for detailed regulation of areas such as sanitation and water quality, tobacco and alcohol control, food safety, essential medicines or poisons. The ultimate test for framework legislation will be its capacity to provide a catalyst for action and to accelerate progress towards national and global health goals. PMID:29082017

Concussion legislation has been enacted in all 50 of the United States, aiming to prevent mild traumatic brain injuries and the potential long-term sequelae of these injuries in youth athletics. Sports medicine providers, in addressing this major public health concern, are tasked with adhering to the established standards of medical care while also considering the legal implications. The PubMed (2011-2016) database was searched using the following search terms: concussion, sports concussion, legislation, and concussion legislation. References from consensus statements, review articles, and book chapters were also utilized. Clinical review. Level 4. The Lystedt law and its progeny have increased awareness of the signs and symptoms of sports concussion, but adherence to state legislation can pose some challenges. The presence of concussion legislation places a responsibility on the sports medicine provider to have a firm understanding of the legality of concussion management in the state(s) in which they practice. © 2016 The Author(s).
States of confusion: Jurisdictional variation in Australian medicines nomenclature.

In December 2000, the Galbally Review recommended Australia achieve national uniformity in drugs and poisons legislation. While the Commonwealth Poisons Standard classifies and schedules medicines and poisons, the Australian States and Territories are responsible for regulating the supply of medicines and poisons through individual medicines legislation. In December 2013, this legislation was examined to identify the nomenclature used to describe medicines. The research found considerable variation across jurisdictions in terms of the nomenclature used, in particular the terms used for Schedules in the State and Territory legislation were often inconsistent with each other and the terms used in the Poisons Standard. Of most concern is that the same term may be used to describe different medicines in different jurisdictions, leading to possible confusion for health practitioners working across jurisdictions as is now possible under national registration. It is therefore imperative that national uniformity of drugs and poisons legislation is achieved to facilitate a common practice reference.

The aim of this document is to refl ect the changes happened in the European Union legislation and the opinions of the European Food Safety Authority in relation to the nutritional labeling on food, the reference values for energy, macronutrients and micronutrients, and the tolerable upper safe levels. The European legislation in force uses the labeling reference values established by the Scientific Committee on Food in 2003. There would be advisable an update of them from the reference values for vitamins and minerals established by the European Food Safety Authority. Equally, there would be good to include reference labeling values for polyunsaturated fatty acids, dietary fiber and choline, and specific reference labeling values for children from 6 to 36 months. For vitamins and minerals there would be desirable the revision of tolerable upper safe levels and the establishment of maximum amounts allowed in fortified food and food supplements in the European Union; its absence might represent a risk in some population groups for an excessive and unsafe intake of certain minerals and vitamins.

Clear and effective legislation is a requisite to bring sustainable development from theory into practice. This paper develops a methodology to investigate how Italian regional legislation disciplines the use of Strategic Environmental Assessment (SEA), the procedure used in the European Union (EU) to pursue sustainable development of policies, plans, and programs (PPPs). Our case study is the Italian regional level, examined to identify eventual flaws and areas for improvement for each regional legislative framework. For this purpose, this study refers to a selection of analytical criteria recurring in the international debate on sustainability assessments. Statistical multi-dimensional analysis is used tomore » identify Italian regions with similar SEA legislation. We recognize four taxonomies, depending on the way regional legislation provides information about i) legislation and guidelines, ii) integration between SEA and PPPs, iii) sustainability goals, iv) technical organization, v) participatory organization, and vi) monitoring. The results suggest that Italian administrators should cooperate to improve legislation at the regional level. Acknowledging the institution-centred nature of SEA, this methodology could drive the EU to better support SEA development in countries with diversified traditions.« less
Firearm related deaths: the impact of regulatory reform.

To examine trends in rates of firearm related deaths in Victoria, Australia, over 22 years in the context of legislative reform and describe and investigate impact measures to explain trends. Mortality data were extracted from vital statistics for 1979-2000. Data on firearm related deaths that were unintentional deaths, assaults, suicides, and of undetermined intent were analyzed. Rates were calculated with population data derived from estimates by the Australian Bureau of Statistics. A quasi-experimental design that used a Poisson regression model was adopted to compare relative rates of firearm related deaths for Victoria and the rest of Australia over three critical periods of legislative reform. The Wilcoxon signed ranks test was used to assess changes in the types of firearm related deaths before and after 1998. In Victoria, two periods of legislative reform related to firearms followed mass shooting events in 1988 and 1996. A national firearm amnesty and buyback scheme followed the latter. Victorian and Australian rates of firearm related deaths before reforms (1979-86) were steady. After initial Victorian reforms, a significant downward trend was seen for numbers of all firearm related deaths between 1988 and 1995 (17.3% in Victoria compared with the rest of Australia, p<0.0001). A further significant decline between 1997 and 2000 followed the later reforms. After the later all state legislation, similar strong declines occurred in the rest of Australia from 1997 (14.0% reduction compared with Victoria, p = 0.0372). Victorian reductions were observed in frequencies of firearm related suicides, assaults, and unintentional deaths before and after the 1988 reforms, but statistical significance was reached only for suicide. Dramatic reductions in overall firearm related deaths and particularly suicides by firearms were achieved in the context of the implementation of strong regulatory reform.

The impacts of noise pollution are associated with the mental, physical, emotional and psychological well-being of an individual. Its damaging effects from various natural and man-made sources are potential hazards that need to be checked at the planning, executive and judicial levels. The paper presents an overview of the technological aspects of noise pollution, and seeks to visit its legislative aspects with respect to India. Excerpts from international laws are presented for a meaningful discussion. References are made from the conclusions of studies carried out by researchers and legislative cases involving noise pollution to make this paper useful for researchers, planners and administrators.

The use of an International Standards Organization (ISO) Open Systems Interconnection (OSI) Reference Model and its relevance to interconnecting an Applications Data Service (ADS) pilot program for data sharing is discussed. A top level mapping between the conjectured ADS requirements and identified layers within the OSI Reference Model was performed. It was concluded that the OSI model represents an orderly architecture for the ADS networking planning and that the protocols being developed by the National Bureau of Standards offer the best available implementation approach.

The development of a radiometric technique for determining the spectral and total normal emittance of materials heated to temperatures of 800, 1100, and 1300 K by direct comparison with National Bureau of Standards (NBS) reference specimens is discussed. Emittances are measured over the spectral range of 1 to 15 microns and are statistically compared with NBS reference specimens. Results are included for NBS reference specimens, Rene 41, alundum, zirconia, AISI type 321 stainless steel, nickel 201, and a space-shuttle reusable surface insulation.

Waste legislation in the United Kingdom (UK) implements European Union (EU) Directives and Regulations. However, the term used to refer to hazardous waste generated in household or municipal situations, household hazardous waste (HHW), does not occur in UK, or EU, legislation. The EU's Hazardous Waste Directive and European Waste Catalogue are the principal legislation influencing HHW, although the waste categories described are difficult to interpret. Other legislation also have impacts on HHW definition and disposal, some of which will alter current HHW disposal practices, leading to a variety of potential consequences. This paper discusses the issues affecting the management of HHW in the UK, including the apparent absence of a HHW-specific regulatory structure. Policy and regulatory measures that influence HHW management before disposal and after disposal are considered, with particular emphasis placed on disposal to landfill.

The International Gravity Field Service (IGFS) is a service of the International Association of Geodesy (IAG) that was established in 2003 at the IAG/IUGG General Assembly in Sapporo (Japan). This service aims at coordinating the actions of the IAG services related to the Earth gravity field, i.e. the Bureau Gravimétrique International (BGI), the International Service for the Geoid (ISG), the International Geodynamics and Earth Tides Service (IGETS), the International Center for Global Earth Models (ICGEM) and the International Digital Elevation Model Service (IDEMS). Also, via its Central Bureau hosted at the Aristotle University of Thessaloniki (Greece), IGFS provides a link to the Global Geodetic Observing System (GGOS) bureaus in order to communicate their requirements and recommendations to the IGFS-Centers. In this work, a presentation is given on the recent activities of the service, namely those related to the contributions to the implementation of: the International Height Reference System/Frame; the Global Geodetic Reference System/Frame; the new Global Absolute Gravity Reference System/Frame. Particularly, the impact that these activities have in improving the estimation of the Earth's gravity field, either at global and local scale, is highlighted also in the framework of GGOS.

The dilemma of the “Building wastes Besieged City” has gradually become a national problem. A substantial amount of data suggested that exposure to secondhand smoke (SHS) could cause cardiovascular diseases and acute coronary events in nonsmoking adults. In order to protect the public from SHS, more and more countries and regions across the world have enacted and implemented smoke-free legislations. Developed countries, such as USA, Canada, the Great Britain, Ireland, Italy and Spain, have carried out many studies to analyze the effects of smoke-free legislations on the hospital admission, incidence and mortality of cardiovascular diseases with the purpose of confirming the health benefits of the smoking ban and promoting the conduct of the ban. The different models of mental illness which have followed one another in Italian psychiatry have been linked to the history of psychiatric legislation and its various attempts at reform. The first law of the newly United State which unified legislations and former procedures, whose prevalent psychiatric theories were those that referred to degeneration, was the law 36/1904 that set up the asylums. Accordingly psychiatric praxis was focused on social protection and custody, given that the mentally ill was seen as incurable; Fascism added the inmate's obligation to be enrolled in the judicial register. Afterwards numerous attempts to reform the psychiatric legislation were made that eventually gave rise to law 431/1968 which paved the way to territorial psychiatry. Law 180/1978 changed the organization of Italian psychiatry abolishing asylums and the concept of dangerousness, including psychiatry in the National Health Service but adopting an idea of mental illness as simply social unease.

Amid the high income nations the first recognisable child abuse society was founded in the late 19th century in North America, but it was a century before the first global rights-based legislation in the form of the United Nations Convention on the Rights of the Child (UNCRC) came into play. In isolation, international legislation is insufficient to protect children but becoming party to international law sends a clear signal to the community and stakeholders that a country is committed to ensuring child protection. Incorporating and implementing the UNCRC and other child protection based legislation on a global scale is not without difficulty and there are many obstacles to fulfilling its principles and monitoring its progress. The author reviews the global pandemic of violence against children and provides an overview of the legislation that has evolved over the last century in response to it. The author also seeks to examine some of the practical difficulties and limitations in implementing global child abuse legislation with reference to three important areas: the prohibition of violence, professional capacity enhancement, and data collection and research. The role of the paediatrician is also discussed in applying a rights-based approach to promoting global child protection.
