The intersection of medical debt and predatory lending among hispanics.
Gray, Karen A; Villegas, Susy
2012-01-01
This pilot study explored the link between predatory lending and health care debt among Hispanics. Research shows that links exist between health care costs, debt, poverty, and race ( Draught & Silva, 2003 ; Zeldin & Rukavina, 2007 ). Prior to this study there was no research on the intersection between medical debt and predatory lending although there was reason to believe this link exists ( Seifert, 2004 ). Our results confirm this link and we propose means to break it.

This study describes the effects of interdisciplinary leadership training on a retrospective cohort (2001-2009) of the University of North Carolina MCH Leadership Education in Neurodevelopmental and Related Disabilities (UNC-CH LEND) program, including LEND graduates who were selected to participate in a focused Interdisciplinary Leadership Development Program (ILDP) in addition to their LEND training. Specifically, the study examined graduates' reports of the relationship between LEND training and their attitudes/beliefs about interdisciplinary practice, as well as their reported use of interdisciplinary skills in their post-fellowship practice settings. Using a post-test design, participants in the LEND and ILDP programs were contacted to complete an on-line survey. Using a Conceptual Model guided by EvaluLEAD, respondents were asked to rate the influence of the UNC-LEND training program on their attitudes/beliefs and skills using a 5-point Likert scale, as well as through open-ended descriptions. The 49 LEND respondents represented a 56% overall response rate from years 2001-2009. ILDP participants reported greater agreement with interdisciplinary attitudes/beliefs and more frequent use of interdisciplinary skills than did the non-participants. Graduates of LEND as well as ILDP reported the influence of training through a range of qualitative responses. Response examples highlight the influence of LEND training to promote outcomes at the individual, organizational and systems level. Findings from this study illustrate that MCHB funded LEND training has a strong influence on the future employment and interdisciplinary practices of graduates for the MCH workforce as well as services for individuals with developmental disabilities, their families and systems of care.

The purpose of this small pilot study was three-fold: (a) to begin development of a coding scheme for supervisor and therapist skill acquisition, (b) to preliminarily investigate a pilot train-the-trainer paradigm for skill development, and (c) to evaluate self-reported versus observed indicators of skill mastery in that pilot program. Participants included four supervisor-therapist dyads (N = 8) working with public mental health sector youth. Master trainers taught cognitive-behavioral therapy techniques to supervisors, who in turn trained therapists on these techniques. Supervisor and therapist skill acquisition and supervisor use of teaching strategies were repeatedly assessed through coding of scripted role-plays with a multiple-baseline across participants and behaviors design. The coding system, the Practice Element Train the Trainer - Supervisor/Therapist Versions of the Therapy Process Observational Coding System for Child Psychotherapy, was developed and evaluated though the course of the investigation. The coding scheme demonstrated excellent reliability (ICCs [1,2] = 0.81-0.91) across 168 video recordings. As calculated through within-subject effect sizes, supervisor and therapist participants, respectively, evidenced skill improvements related to teaching and performing therapy techniques. Self-reported indicators of skill mastery were inflated in comparison to observed skill mastery. Findings lend initial support for further developing an evaluative approach for a train-the-trainer effort focused on disseminating evidence-based practices. Published by Elsevier Ltd.

Children who have experienced physical abuse benefit from a multitude of community interventions including support programs to address emotional and behavioral stability. This pilot study evaluated the services of Bikers Against Child Abuse (BACA), a community of bikers lending intervention to abused children, using a pre/post exploratory design. Participants (N=154) were children who had been referred by parents/guardians for current or past physical and/or sexual abuse. Parents/guardians of children were interviewed four times over a course of one year. Results indicated children demonstrated substantial improvements in their overall levels of emotional distress, conduct concerns, hyperactivity, and behavioral and emotional functioning. Overall, results support the premise that services provided by BACA may serve as a unique intervention for children who have experienced abuse. Copyright © 2017 Elsevier Ltd. All rights reserved.
Achieving biodiversity benefits with offsets: Research gaps, challenges, and needs.

2017-03-01
Biodiversity offsets are becoming increasingly common across a portfolio of settings: national policy, voluntary programs, international lending, and corporate business structures. Given the diversity of ecological, political, and socio-economic systems where offsets may be applied, place-based information is likely to be most useful in designing and implementing offset programs, along with guiding principles that assure best practice. We reviewed the research on biodiversity offsets to explore gaps and needs. While the peer-reviewed literature on offsets is growing rapidly, it is heavily dominated by ecological theory, wetland ecosystems, and U.S.-based research. Given that majority of offset policies and programs are occurring in middle- and low-income countries, the research gaps we identified present a number of risks. They also present an opportunity to create regionally based learning platforms focused on pilot projects and institutional capacity building. Scientific research should diversify, both topically and geographically, in order to support the successful design, implementation, and monitoring of biodiversity offset programs.

To describe the development and psychometric evaluation of the Core Competency Measure (CCM), an instrument designed to assess professional competencies as defined by the Maternal Child Health Bureau (MCHB) and targeted by Leadership Education in Neurodevelopmental and Related Disabilities (LEND) programs. The CCM is a 44-item self-report measure comprised of six subscales to assess clinical, interdisciplinary, family-centered/cultural, community, research, and advocacy/policy competencies. The CCM was developed in an iterative fashion through participatory action research, and then nine cohorts of LEND trainees (N = 144) from 14 different disciplines completed the CCM during the first week of the training program. A 6-factor confirmatory factor analysis model was fit to data from the 44 original items. After three items were removed, the model adequately fit the data (comparative fit indices = .93, root mean error of approximation = .06) with all factor loadings exceeding .55. The measure was determined to be quite reliable as adequate internal consistency and test-retest reliability were found for each subscale. The instrument's construct validity was supported by expected differences in self-rated competencies among fellows representing various disciplines, and the convergent validity was supported by the pattern of inter-correlations between subscale scores. The CCM appears to be a reliable and valid measure of MCHB core competencies for our sample of LEND trainees. It provides an assessment of key training areas addressed by the LEND program. Although the measure was developed within only one LEND Program, with additional research it has the potential to serve as a standardized tool to evaluate the strengths and limitations of MCHB training, both within and between programs.

In 2010, the Ghana Health Service launched a program of cooperation with the Tanzania Ministry of Health and Social Welfare that was designed to adapt Tanzania's PLANREP budgeting and reporting tool to Ghana's primary health care program. The product of this collaboration is a system of budgeting, data visualization, and reporting that is known as the District Health Planning and Reporting Tool (DiHPART). This study was conducted to evaluate the design and implementation processes (technical, procedures, feedback, maintenance, and monitoring) of the DiHPART tool in northern Ghana. This paper reports on a qualitative appraisal of user reactions to the DiHPART system and implications of pilot experience for national scale-up. A total of 20 health officials responsible for financial planning operations were drawn from the national, regional, and district levels of the health system and interviewed in open-ended discussions about their reactions to DiHPART and suggestions for systems development. The findings show that technical shortcomings merit correction before scale-up can proceed. The review makes note of features of the software system that could be developed, based on experience gained from the pilot. Changes in the national system of financial reporting and budgeting complicate DiHPART utilization. This attests to the importance of pursuing a software application framework that anticipates the need for automated software generation. Despite challenges encountered in the pilot, the results lend support to the notion that evidence-based budgeting merits development and implementation in Ghana.

Most adults do not walk enough to obtain health benefits. Pedometers have been successfully utilized to motivate and increase walking. Given that libraries are a place where community members seek health resources, they are a logical setting for increasing community accessibility to pedometers. The purpose was to examine the feasibility of lending pedometers to library patrons to increase walking. In five Canadian public libraries, 90 pedometers were made available for 6 months. A total of 41 library patrons (33 women, 8 men, age range 18 to 65 or older) completed a survey about their walking patterns and pedometer use. More than 330 loans were made. Chisquare analysis found significant associations between walking and motivation to walk more (p < .05), walking and goal setting (p < .05), and motivation to walk more and setting a walking goal (p < .001). Results provide preliminary evidence that lending pedometers through local libraries is an effective, low-cost approach to enhance walking in community members.

Background While the MCH Leadership Competencies and family as a discipline have been required elements of Leadership Education in Neurodevelopmental and related Disabilities (LEND) programs for over a decade, little research has been published on the efficacy of either programmatic component in the development of the next generation of leaders who can advocate and care for Maternal and Child Health (MCH) populations. Objective To test the effectiveness of integrating the family discipline through implementation of parent led curricula on trainees' content knowledge, skills, and leadership development in family-centered care, according to the MCH Leadership Competencies. Methods One hundred and two long-term (≥ 300 h) LEND trainees completed a clinical and leadership training program which featured intensive parent led curricula supported by a full-time family faculty member. Trainees rated themselves on the five Basic and Advanced skill items that comprise MCH Leadership Competency 8: Family-centered Care at the beginning and conclusion of their LEND traineeship. Results When compared to their initial scores, trainees rated themselves significantly higher across all family-centered leadership competency items at the completion of their LEND traineeship. Conclusions The intentional engagement of a full-time family faculty member and parent led curricula that include didactic and experiential components are associated with greater identification and adoption by trainees of family-centered attitudes, skills, and practices. However, the use of the MCH Leadership Competencies as a quantifiable measure of program evaluation, particularly leadership development, is limited.

The Guaranteed Student Loan program is big business and risky for everyone except the lending institutions. Students who default on their loans now risk tougher penalties, and the federal government must foot the bill when students don't repay. The default problem varies by state and lending institution. High initial costs can impede the deployment of clean energy technologies. Financing can reduce these costs. And, state, municipal, and utility-sponsored loan programs have emerged to fill the gap between clean energy technology financing needs and private sector lending. In general, public loan programs are more favorable to clean energy technologies than are those offered by traditional lending institutions; however, public loan programs address only the high up-front costs of clean energy systems, and the technology installed under these loan programs rarely supports clean energy production at levels that have a notable impact on the broader energy sector. Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energymore » efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.« less
International Monetary Fund Programs and Tuberculosis Outcomes in Post-Communist Countries

Background Previous studies have indicated that International Monetary Fund (IMF) economic programs have influenced health-care infrastructure in recipient countries. The post-communist Eastern European and former Soviet Union countries experienced relatively similar political and economic changes over the past two decades, and participated in IMF programs of varying size and duration. We empirically examine how IMF programs related to changes in tuberculosis incidence, prevalence, and mortality rates among these countries. Methods and Findings We performed multivariate regression of two decades of tuberculosis incidence, prevalence, and mortality data against variables potentially influencing tuberculosis program outcomes in 21 post-communist countries for which comparative data are available. After correcting for confounding variables, as well as potential detection, selection, and ecological biases, we observed that participating in an IMF program was associated with increased tuberculosis incidence, prevalence, and mortality rates by 13.9%, 13.2%, and 16.6%, respectively. Each additional year of participation in an IMF program was associated with increased tuberculosis mortality rates by 4.1%, and each 1% increase in IMF lending was associated with increased tuberculosis mortality rates by 0.9%. On the other hand, we estimated a decrease in tuberculosis mortality rates of 30.7% (95% confidence interval, 18.3% to 49.5%) associated with exiting the IMF programs. IMF lending did not appear to be a response to worsened health outcomes; rather, it appeared to be a precipitant of such outcomes (Granger- and Sims-causality tests), even after controlling for potential political, socioeconomic, demographic, and health-related confounders. In contrast, non-IMF lending programs were connected with decreased tuberculosis mortality rates (−7.6%, 95% confidence interval, −1.0% to −14.1%). The associations observed between tuberculosis mortality and IMF programs were similar to those observed when evaluating the impact of IMF programs on tuberculosis incidence and prevalence. While IMF programs were connected with large reductions in generalized government expenditures, tuberculosis program coverage, and the number of physicians per capita, non-IMF lending programs were not significantly associated with these variables. Conclusions IMF economic reform programs are associated with significantly worsened tuberculosis incidence, prevalence, and mortality rates in post-communist Eastern European and former Soviet countries, independent of other political, socioeconomic, demographic, and health changes in these countries. Future research should attempt to examine how IMF programs may have related to other non-tuberculosis–related health outcomes. PMID:18651786

The purpose of this article is to describe how the Maternal and Child Health (MCH) Leadership Competencies (v 3.0) were used to examine and improve an MCH Leadership Education in Neurodevelopmental and Related Disabilities (LEND) training curriculum for New Hampshire and Maine. Over 15 % of the nation's children experience neurodevelopmental disabilities or special health care needs and estimates suggest 1 in every 68 children is diagnosed with an autism spectrum disorder. Across the Unites States critical shortages of qualified MCH professionals exist, particularly in poor and rural areas. A continued investment in training interdisciplinary leaders is critical. The MCH Leadership Competencies provide an effective foundation for leadership training through identification of requisite knowledge, skills, and dispositions required of MCH leaders. This paper describes a three-step process, which began in 2010 and included utilizing the MCH Leadership Competencies as a tool to reflect on, develop, and evaluate the NH LEND leadership curriculum. Curriculum development was further supported through participation in a multi-state learning collaborative. Through a series of intentional decisions, the curriculum design of NH LEND utilized the competencies and evidence-based principles of instruction to engage trainees in the development of specific MCH content knowledge and leadership skills. The LEND network specifically, and MCH leadership programs more broadly, may benefit from the intentional use of the MCH competencies to assist in curriculum development and program evaluation, and as a means to support trainees in identifying specific leadership goals and evaluating their leadership skill development.

The Royal College of Physicians and Surgeons of Canada requires that residents demonstrate competence in health advocacy (HA). We sought to develop and implement a national educational module for obstetrics and gynaecology residents to address the role of HA. This pilot program was centred on cervical cancer prevention, which lends itself to applying the principles of advocacy. An educational module was developed and disseminated to all obstetrics and gynaecology residency programs in Canada. The module describes options for HA involving cervical dysplasia screening, such as an outreach clinic or a forum for public/student education, which were to be implemented during Cervical Cancer Awareness Week. The measures of success were the number of programs implementing the curriculum, number of residents who participated, diversity of projects implemented, individuals (patients or learners) reached by the program, and the overall experience of the trainees. Three programs implemented the curriculum in 2011, one in 2012, and seven in 2013. After three years, the module has involved seven of 16 medical schools, over 100 residents, and thousands of women either directly or indirectly. Additionally, attributes of HA experienced by the residents were identified: teamwork, leadership, increased systems knowledge, increased social capital within the community, creativity, innovation, and adaptability. We have demonstrated that an educational module can be implemented nationally, helping our residents fulfill their HA requirements. Other specialties could use this module in building HA into their own programs.

The second annual report describes specific environmental strategies and environmental lending in the Bank's four operational regions: Africa; Asia; Europe, Middle East, and North Africa; and Latin America and the Caribbean. It details the Bank's progress in eight environmental categories: energy and the environment, pollution, urban environment, water resources management, forest and land management, social and cultural, environmental economics, and the global environment. One chapter is devoted exclusively to tropical forests, studying ways in which the Bank is dealing with deforestation as a part of the constant review of its forest policies. Suggestions are made for decreasing the degradation ofmore » tropical forests while meeting demands for forest products. This chapter reflects a shift in Bank emphasis from commercial ventures to conservation measures. The publication reports on other initiatives by the Bank during fiscal 1991, including the launching of the Global Environment Facility (GEF)--a pilot program to oversee reduction of global warming, preservation of biological diversity, protection of international waters, and prevention of ozone depletion.« less

Background Previous research has documented an increased risk of subfertility in areas of sub-Saharan Africa, as well as an ecological association between urogenital schistosomiasis prevalence and decreased fertility. This pilot project examined reproductive patterns and the potential effects of childhood urogenital Schistosoma haematobium infection and individual treatment experience on adult subfertility among women who were long-term residents in an S. haematobium-endemic region of coastal Kenya. Methodology/Principal findings We analyzed findings from 162 in-depth interviews with women of childbearing age in a rural, coastal community, linking them, if possible, to their individual treatment records from previous multi-year longitudinal studies of parasitic infections. Reproductive histories indicated a much local higher local rate of subfertility (44%) than worldwide averages (8–12%). Although, due to the very high regional prevalence of schistosomiasis, a clear relationship could not be demonstrated between a history of S. haematobium infection and adult subfertility, among a convenience sub-sample of 61 women who had received documented treatment during previous interventional trials, a significant association was found between age at first anti-schistosomal treatment and later fertility in adulthood, with those women treated before age 21 significantly less likely to have subfertility (P = 0.001). Conclusions/Significance The high subfertility rate documented in this pilot study suggests the importance of programs to prevent and treat pelvic infections in their early stages to preclude reproductive tract damage. The available documented treatment data also suggest that early anti-schistosomal treatment may prevent the fertility-damaging effects of urogenital schistosomiasis, and lend support for programs that provide universal treatment of children in S. haematobium-endemic regions. Computerized decision support systems (CDSSs) can provide indication-specific antimicrobial recommendations and approvals as part of hospital antimicrobial stewardship (AMS) programs. The aim of this study was to assess the performance of a CDSS for surveillance of invasive fungal infections (IFIs) in an inpatient hematology/oncology cohort. Between November 1, 2012, and October 31, 2013, pediatric hematology/oncology inpatients diagnosed with an IFI were identified through an audit of the CDSS and confirmed by medical record review. The results were compared to hospital diagnostic-related group (DRG) coding for IFI throughout the same period. A total of 83 patients were prescribed systemic antifungals according to the CDSS for the 12-month period. The CDSS correctly identified 19 patients with IFI on medical record review, compared with 10 patients identified by DRG coding, of whom 9 were confirmed to have IFI on medical record review. CDSS was superior to diagnostic coding in detecting IFI in an inpatient pediatric hematology/oncology cohort. The functionality of CDSS lends itself to inpatient infectious diseases surveillance but depends on prescriber adherence.

Using Simulation Speeds to Differentiate Controller Interface Concepts
NASA Technical Reports Server (NTRS)
Trujillo, Anna; Pope, Alan
2008-01-01
This study investigated two concepts: (1) whether speeding a human-in-the-loop simulation (or the subject's "world") scales time stress in such a way as to cause primary task performance to reveal workload differences between experimental conditions and (2) whether using natural hand motions to control the attitude of an aircraft makes controlling the aircraft easier and more intuitive. This was accomplished by having pilots and non-pilots make altitude and heading changes using three different control inceptors at three simulation speeds. Results indicate that simulation speed does affect workload and controllability. The bank and pitch angle error was affected by simulation speed but not by a simulation speed by controller type interaction; this may have been due to the relatively easy flying task. Results also indicate that pilots could control the bank and pitch angle of an aircraft about equally as well with the glove as with the sidestick. Non-pilots approached the pilots ability to control the bank and pitch angle of an aircraft using the positional glove - where the hand angle is directly proportional to the commanded aircraft angle. Therefore, (1) changing the simulation speed lends itself to objectively indexing a subject s workload and may also aid in differentiating among interface concepts based upon performance if the task being studied is sufficiently challenging and (2) using natural body movements to mimic the movement of an airplane for attitude control is feasible.

Can smallpox response teams use the experience of disease management programs?
Kozma, Chris M
2003-02-01
Any attempt to widely disperse smallpox vaccinations will necessitate educating people about the risks and benefits of vaccination. Most disease management programs have extensive experience in distributing educational materials and programs to health care workers and patients as well as in tracking response to interventions. Can this experience lend a hand in the event of widespread vaccination?

Long-term effects of exercise programs among helicopter pilots with flying related LBP
Andersen, Knut; Baardsen, Roald; Dalen, Ingvild; Larsen, Jan Petter
2017-01-01
BACKGROUND: Flying related transient Low Back Pain (LBP) among helicopter pilots is considered an occupational distress. OBJECTIVE: To examine if exercise programs can alleviate transient LBP. METHODS: Sixty-five helicopter pilots (92% males), all reporting flying related LBP, responded to an epidemiological survey and a long-term follow-up, 44.8 months later, comprising questions regarding transient LBP and number of sick leaves. Data from 37 pilots participating in two exercise programs, A; general for LBP, B; focused for lumbar trunk (LT), included information from clinical examinations and muscular endurance tests of the LT before and after intervention. Twenty-eight pilots did not participate in any intervention. RESULTS: At long-term follow-up 42% of the pilots still reported flying related transient LBP. Among participants in program B 26% had persistent pain, 70% in program A and 46% among pilots without intervention. Sick-leave reduction was only observed among participants in program B (30% to 4%). Upon re-occurrence of LBP symptoms, half of the pilots in program B again performed exercises to improve their pain. CONCLUSION: This study indicates that exercise programs focused towards lumbar trunk muscular endurance reduces flying related transient LBP and sick-leave among helicopter pilots. These findings may have implications for the pilots’ working conditions. PMID:29278872

P1198: software for tracing decision behavior in lending to small businesses.
Andersson, P
2001-05-01
This paper describes a process-tracing software program specially designed to capture decision behavior in lending to small businesses. The source code was written in Lotus Notes. The software runs in a Web browser and consists of two interacting systems: a database and a user interface. The database includes three realistic loan applications. The user interface consists of different but interacting screens that enable the participant to operate the software. Log files register the decision behavior of the participant. An empirical example is presented in order to show the software's potential in providing insights into judgment and decision making. The implications of the software are discussed.

Remedial training: Will CRM work for everyone
NASA Technical Reports Server (NTRS)
Johnston, A. N.
1987-01-01
The subject of those pilots who seem unresponsive to Cockpit Resource Management (CRM) training is addressed. Attention is directed to the need and opportunity for remedial action. Emphasis is given to the requirement for new perspectives and additional training resources. It is also argued that, contrary to conventional training wisdom, such individuals do not represent a hard core which is beyond assistance. Some evidence is offered that such a new perspective will lend itself to a wider appreciation of certain specific training needs. The role of appropriately trained specialists is briefly outlined, and a selected bibliography is attached. The combined experiences of several Pilot Advisory Groups (PAG's) within IFALPA member association form the basis for this discussion. It does not purport to desribe the activities of any one PAG. While much of the activities of PAG's have no relevance to CRM, there are clearly some very important points of intersection. The relevance of these points to diagnostic skills, and remedial training in the general domain of CRM is made obvious.

Since 2005 the NREL Native American Tall Tower Loan program has assisted Native American tribes to assess their wind resource by lending tall (30m - 50m) anemometer. This program has allowed tribes a lower risk way to gather financeable wind data for potential utility scale wind energy projects. These projects offer Tribes a significant economic development opportunity.

The microbial DNA Index System (MiDIS) is a concept for a microbial forensic database and investigative decision support system that can be used to help investigators identify the sources of microbial agents that have been used in a criminal or terrorist incident. The heart of the proposed system is a rigorous method for calculating source probabilities by using certain fundamental sampling distributions associated with the propagation and mutation of microbes on disease transmission networks. This formalism has a close relationship to mitochondrial and Y-chromosomal human DNA forensics, and the proposed decision support system is somewhat analogous to the CODIS andmore » SWGDAM mtDNA databases. The MiDIS concept does not involve the use of opportunistic collections of microbial isolates and phylogenetic tree building as a basis for inference. A staged approach can be used to build MiDIS as an enduring capability, beginning with a pilot demonstration program that must meet user expectations for performance and validation before evolving into a continuing effort. Because MiDIS requires input from a a broad array of expertise including outbreak surveillance, field microbial isolate collection, microbial genome sequencing, disease transmission networks, and laboratory mutation rate studies, it will be necessary to assemble a national multi-laboratory team to develop such a system. The MiDIS effort would lend direction and focus to the national microbial genetics research program for microbial forensics, and would provide an appropriate forensic framework for interfacing to future national and international disease surveillance efforts.« less

Dryden Test Pilots 1990 - Smolka, Fullerton, Schneider, Dana, Ishmael, Smith, and McMurtry
NASA Technical Reports Server (NTRS)
1990-01-01
It was a windy afternoon on Rogers Dry Lake as the research pilots of the National Aeronautics and Space Administration's Ames-Dryden Flight Research Facility gathered for a photo shoot. It was a special day too, the 30th anniversary of the first F-104 flight by research pilot Bill Dana. To celebrate, a fly over of Building 4800, in formation, was made with Bill in a Lockheed F-104 (826), Gordon Fullerton in a Northrop T-38, and Jim Smolka in a McDonnell Douglas F/A-18 (841) on March 23, 1990. The F-18 (841), standing on the NASA ramp is a backdrop for the photo of (Left to Right) James W. (Smoke) Smolka, C. Gordon Fullerton, Edward T. (Ed) Schneider, William H. (Bill) Dana, Stephen D. (Steve) Ishmael, Rogers E. Smith, and Thomas C. (Tom) McMurtry. Smolka joined NASA Ames-Dryden Flight Research Facility in September 1985. He has been the project pilot on the F-15 Advanced Control Technology for Integrated Vehicles (ACTIVE) research and F-15 Aeronautical Research Aircraft programs. He has also flown as a pilot on the NASA B-52 launch aircraft, as a co-project pilot on the F-16XL Supersonic Laminar Flow Control aircraft and the F-18 High Angle-of-Attack Research Vehicle (HARV) aircraft. Other aircraft he has flown in research programs are the F-16, F-111, F-104 and the T-38 as support. Fullerton, joined NASA's Ames-Dryden Flight Research Facility in November 1986. He was project pilot on the NASA/Convair 990 aircraft to test space shuttle landing gear components, project pilot on the F-18 Systems Research Aircraft, and project pilot on the B-52 launch aircraft, where he was involved in six air launches of the commercially developed Pegasus space launch vehicle. Other assignments include a variety of flight research and support activities in multi-engine and high performance aircraft such as, F-15, F-111, F-14, X-29, MD-11 and DC-8. Schneider arrived at the NASA Ames-Dryden Flight Research Facility on July 5, 1982, as a Navy Liaison Officer, becoming a NASA research pilot one year later. He has been project pilot for the F-18 High Angle-of-Attack program (HARV), project pilot for the F-15 aeronautical research aircraft, the NASA B-52 launch aircraft, and the SR-71 'Blackbird' aircraft. His past research work at Dryden has included participation in the F-8 Digital Fly-By-Wire, the FAA/NASA 720 Controlled Impact Demonstration, the F-14 Automatic Rudder Interconnect and Laminar Flow programs, and the F-104 Aeronautical Research and Microgravity programs. Dana joined the NASA's High-Speed Flight Station on October 1, 1958. As a research pilot, he was involved in some of the most significant aeronautical programs carried out at the Center. In the late 1960s and in the 1970s Dana was a project pilot on the lifting body program, flying the wingless M2-F1, HL-10, M2-F3, and the X-24B vehicles. He was a project pilot on the hypersonic X-15 research aircraft and flew the rocket-powered vehicle 16 times, reaching a speed of 3,897 mph and an altitude of 310,000 feet. Bill was the pilot on the final (199th) flight of the 10-year program. Other research and support programs Dana participated in were the F-15 Highly Integrated Digital Electronic Control (HIDEC), the F-18 High Angle-of-Attack Research Vehicle (HARV), YF-12, F-104, F-16, PA-30, and T-38. In 1993 Dana became Chief Engineer at NASA's Ames-Dryden Flight Research Facility (soon to be renamed the Dryden Flight Research Center). Ishmael was a research pilot at NASA's Dryden Flight Research Center from January 1977 until the spring of 1995, when he became manager of Dryden's Reusable Launch Vehicle (RLV) programs. In 1996 he became NASA's X-33 Deputy Manager for Flight Test and Operation. As a research pilot he served as the chief project pilot on two major aeronautical research programs, the SR-71 High Speed Research program and the F-16XL Laminar Flow Technology program. He took part in the X-29 Forward-Swept-Wing program, and gave support to other pilots' research flights in a T-38 and F-104 aircraft. Smith became a research pilot at NASA's Ames-Dryden Flight Research Facility in August 1982. In the spring of 1995 he became Chief of the Flight Crew Branch where currently there are 8 other NASA pilots and 2 flight engineers. Smith has also been a co-project pilot on two major aeronautical programs at Dryden. They are the integrated thrust vectoring F-15 ACTIVE and the SR-71 'Blackbird' Research programs. Other research programs that he has been associated with are the F-104 Zero 'G' tests, F-18 HARV, X-29 Forward-Swept-Wing, with support flights being flown in a T-38 and F-104. McMurtry has been a pilot at NASA's Dryden since joining the Flight Research Center in November 1967. In 1981, Tom became Chief Pilot a position he held until February 1986, when he was appointed Chief of the Research Aircraft Operations Division. McMurtry has been project pilot for the AD-1 Oblique Wing program, the F-15 Digital Electronic Engine Control (DEEC) project and the F-8 Supercritical Wing program. He was co- project pilot on the F-15 ACTIVE program, F-8 Digital Fly-By-Wire program and on several remotely piloted research vehicle programs such as the FAA/NASA 720 Controlled Impact Demonstration and the sub-scale F-15 spin research project. He has also been a co-project pilot on the NASA 747 Shuttle Carrier Aircraft.

Objective The purpose of this pilot study is 1) to develop an annotation schema and a training set of annotated notes to support the future development of a natural language processing (NLP) system to automatically extract employment information, and 2) to determine if information about employment status, goals and work-related challenges reported by service members and Veterans with mild traumatic brain injury (mTBI) and post-deployment stress can be identified in the Electronic Health Record (EHR). Design Retrospective cohort study using data from selected progress notes stored in the EHR. Setting Post-deployment Rehabilitation and Evaluation Program (PREP), an in-patient rehabilitation program for Veterans with TBI at the James A. Haley Veterans' Hospital in Tampa, Florida. Participants Service members and Veterans with TBI who participated in the PREP program (N = 60). Main Outcome Measures Documentation of employment status, goals, and work-related challenges reported by service members and recorded in the EHR. Results Two hundred notes were examined and unique vocational information was found indicating a variety of self-reported employment challenges. Current employment status and future vocational goals along with information about cognitive, physical, and behavioral symptoms that may affect return-to-work were extracted from the EHR. The annotation schema developed for this study provides an excellent tool upon which NLP studies can be developed. Conclusions Information related to employment status and vocational history is stored in text notes in the EHR system. Information stored in text does not lend itself to easy extraction or summarization for research and rehabilitation planning purposes. Development of NLP systems to automatically extract text-based employment information provides data that may improve the understanding and measurement of employment in this important cohort. This article briefly describes an INSTRAW study of an income generation program in the Dominican Republic. The women in development program is operated by the Association for the Development of Micro-Enterprises in the Dominican Republic. The evaluation aims to quantify the results for men and women borrowers in terms of income, family health and nutrition, business reinvestment, job creation, and other measures. The aim is to compare findings between female household heads and non-heads. Findings support other empirical results showing increased sales and income after development. Women invested some of their additional income in their families' health, nutrition, and education. Women also hired other women and tended to employ more unpaid family members. 12% of employees were aged 7-14 years. The use of local community members, who were recent college graduates, as field officers was found to be an effective management tool. The young loan officers were successful in identifying potential clients and in creating accessible opportunities for advice and service. Loan officers increased the number of borrowers, and the program had low rates of nonpayment of loans. Comparisons between female heads and non-heads indicated different reasons for involvement in the program. Non-heads with other income providers reported personal reasons such as self realization and more money. Heads desired financial stability for the family and sometimes satisfaction of survival needs. Female heads tended to reinvest and expand their income-generating capacities. Women tended to increase their working space. This usually meant home space, since many women conducted their business at home. One obstacle was identified which limited income enhancement. For 30% of interviewed women a limit was set on available credit. Credit could only yield income equal to the minimum wage. This pilot study was limited to 400 persons from Santo Domingo. A further impact study is planned which would identify program strengths and weaknesses. Future plans for financial institutions and lending practices would be based on research findings.

Designing for Scale: Reflections on Rolling Out Reading Improvement in Kenya and Liberia.
Gove, Amber; Korda Poole, Medina; Piper, Benjamin
2017-03-01
Since 2008, the Ministries of Education in Liberia and Kenya have undertaken transitions from small-scale pilot programs to improve reading outcomes among primary learners to the large-scale implementation of reading interventions. The effects of the pilots on learning outcomes were significant, but questions remained regarding whether such large gains could be sustained at scale. In this article, the authors dissect the Liberian and Kenyan experiences with implementing large-scale reading programs, documenting the critical components and conditions of the program designs that affected the likelihood of successfully transitioning from pilot to scale. They also review the design, deployment, and effectiveness of each pilot program and the scale, design, duration, enabling conditions, and initial effectiveness results of the scaled programs in each country. The implications of these results for the design of both pilot and large-scale reading programs are discussed in light of the experiences of both the Liberian and Kenyan programs. © 2017 Wiley Periodicals, Inc.

We are extending for one year our pilot program that authorizes the agency to set the time and place for a hearing before an administrative law judge (ALJ). Extending the pilot program continues our commitment to improve the efficiency of our hearing process and provide accurate, high-quality decisions for claimants. The current pilot program will expire on August 9, 2014. In this final rule, we are extending the expiration date to August 10, 2015. We are making no other substantive changes.

Pilots holding the Airline Transport Pilot certificate were surveyed about the seriousness of the alcohol problem in various areas of aviation and about the importance of a number of possible reasons why a pilot might drink and fly. They also rated a number of actions in terms of their potential effectiveness for reducing inappropriate alcohol use, and they evaluated a number of characteristics of employee-assistance programs. Respondents judged employee-assistance programs to be the best way to reduce problem drinking. They also identified areas in which currently available employee-assistance programs could be improved.

Several examples of student-written programs "teaching" a computer to guess systematically in finding a number between 0 and 10,000 are illustrated. These lend support to the contention that rather than being a "natural" application, using a binary search is a learned technique. (MN)

Residential energy consumption accounts for 22% of the total energy use in the United States. The consumer's perception of energy usage and conservation are very inaccurate which is leading to growing number of individuals who try to seek out ways to use energy more wisely. Hence behavioral change in consumers with respect to energy use, by providing energy use feedback may be important in reducing home energy consumption. Real-time energy information feedback delivered via technology along with feedback interventions has been reported to produce up to 20 percent declines in residential energy consumption through past research and pilot studies. There are, however, large differences in the estimates of the effect of these different types of feedback on energy use. As part of the Energize Phoenix Program, (a U.S. Department of Energy funded program), a Dashboard Study was conducted by the Arizona State University to estimate the impact of real-time, home-energy displays in conjunction with other feedback interventions on the residential rate of energy consumption in Phoenix, while also creating awareness and encouragement to households to reduce energy consumption. The research evaluates the effectiveness of these feedback initiatives. In the following six months of field experiment, a selected number of low-income multi-family apartments in Phoenix, were divided in three groups of feedback interventions, where one group received residential energy use related education and information, the second group received the same education as well as was equipped with the in-home feedback device and the third was given the same education, the feedback device and added budgeting information. Results of the experiment at the end of the six months did not lend a consistent support to the results from literature and past pilot studies. The data revealed a statistically insignificant reduction in energy consumption for the experiment group overall and inconsistent results for individual households when compared to a randomly selected control sample. However, as per the participant survey results, the study proved effective to foster awareness among participating residents of their own patterns of residential electricity consumption and understanding of residential energy use related savings.

Farhar, B C; Collins, N E; Walsh, R W
1997-05-01
The purpose of this report is to document progress in state-level programs in energy efficiency financing programs that are linked with home energy rating systems. Case studies are presented of programs in five states using a federal pilot program to amortize the costs of home energy improvements. The case studies present background information, describe the states` program, list preliminary evaluation data and findings, and discuss problems and solution encountered in the programs. A comparison of experiences in pilot states will be used to provide guidelines for program implementers, federal agencies, and Congress. 5 refs.

2010-12-10
The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program ismore » not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.« less

To advance equity and to enhance leadership skills, self-advocates with intellectual/developmental disabilities are now part of the cohort of trainees in the University of North Carolina LEND, which means that they fully participate in the Interdisciplinary Leadership Development Program, a collaboration among programs in public health, social work, and LEND, which meets monthly. Given this important new participation by self-advocates, this study analyzes the reflections of graduate students on the contributions of self-advocates to their leadership training. At the conclusion of the program each year, graduate students respond to a questionnaire about how self-advocates influenced the content and interactions/discussions of the monthly workshops and are asked to provide specific examples to explain their perceptions. The 12 MCH leadership competencies were used to guide the coding of the comments for this qualitative, directed content analysis. Forty-six of 58 students (79.3%) from two consecutive cohorts responded for this cross-sectional study. Interactions with self-advocates prompted comments on 8 of the 12 leadership competencies, including interdisciplinary team building (29% of the comments); developing others through teaching and mentoring (22%); and self-reflection (18%). The inclusion of self-advocates throughout an interdisciplinary leadership development program for graduate students in health affairs can strengthen MCH leadership competencies for all participants as they enter an increasingly interdisciplinary workforce. Recommending teams promotes prosocial lending in online microfinance

2016-01-01
This paper reports the results of a large-scale field experiment designed to test the hypothesis that group membership can increase participation and prosocial lending for an online crowdlending community, Kiva. The experiment uses variations on a simple email manipulation to encourage Kiva members to join a lending team, testing which types of team recommendation emails are most likely to get members to join teams as well as the subsequent impact on lending. We find that emails do increase the likelihood that a lender joins a team, and that joining a team increases lending in a short window (1 wk) following our intervention. The impact on lending is large relative to median lender lifetime loans. We also find that lenders are more likely to join teams recommended based on location similarity rather than team status. Our results suggest team recommendation can be an effective behavioral mechanism to increase prosocial lending. PMID:27974610

Project ESQYIR (Educating & Supporting inquisitive Youth in Recovery) is a pilot study examining the feasibility of a 12-week mobile-based aftercare intervention for youth (ages 12 to 24) transitioning out of community-based substance abuse treatment programs. From January 2012 through July 2013, a total of 80 youth were recruited from outpatient and residential treatment programs, geographically dispersed throughout Los Angeles County, California. Results revealed that youth who participated in the texting mobile pilot intervention were significantly less likely to relapse to their primary compared to the aftercare as usual control condition (OR = 0.52, p = 0.002) over time (from baseline throughout the 12-week aftercare pilot program to a 90-day follow-up). Participants in the texting aftercare pilot program also reported significantly less substance use problem severity (β = −0.46, p = .03) and were more likely to participate in extracurricular recovery behaviors (β = 1.63, p = .03) compared to participants in the standard aftercare group. Collectively, findings from this pilot aftercare study suggest that mobile texting could provide a feasible way to engage youth in recovery after substance abuse treatment to aid with reducing relapse and promoting lifestyle behavior change. This dissertation reports findings from two studies that investigated the relationship between professional development and teachers' instructional practices in Science,Technology, Engineering, and Mathematics (STEM). The first program, the Indiana Science Initiative (ISI) focused on K-8 teachers and their use of inquiry-based science instruction in conjunction with curricular modules provided by the ISI program. The second program, Research Goes to School (RGS), focused on high school STEM teachers and their use of problem-based learning (PBL) as they implemented curricular units that they developed themselves at the RGS summer workshop. In-service teachers were recruited from both programs. They were observed teaching their respective curricular materials and interviewed about their experiences in order to investigate the following research questions: 1. How do teachers implement the reform-oriented instructional strategies promoted by their professional development experiences with the ISI or RGS? 2. What are the challenges and supports that influence teachers' use of the reform-oriented instructional strategies promoted by their professional development experiences with the ISI or RGS? To investigate these questions the fidelity of implementation was it was conceptualized by Century, Rudnick, and Freeman (2010) was used as a theoretical framework. The study of the ISI program was conducted during the program's pilot year (2010-11). Five teachers of grades 3 through 6 were recruited from three different schools. Participants were observed as they taught lessons related to the modules and they were interviewed about their experiences. Based on analysis of the data from the observations, using a modified version of the Science Teacher Inquiry Rubric (STIR) (Bodzin & Beerer, 2003), the participants were found to exhibit partial fidelity of implementation to the model of inquiry-based instruction promoted by the ISI. Based on data from the interviews, the participants in this study perceived time for science instruction, limits in their students' abilities and behavior, and their own development as facilitators as challenges to their efforts to implement inquiry-based science instruction. They identified their participation in the ISI pilot, the curricular modules and a science notebook strategy promoted by the ISI as supports for their instruction. Two studies of the RGS program were conducted. The first was a pilot study that was conducted in the academic year following the first RGS summer workshop (2011-12). The second was a collective case study conducted after the second RGS workshop (2012-13). In both studies participants were videotaped as they implemented the PBL units that they had developed at their respective RGS workshops and interviewed about their experiences after they implemented the units. The data from the observations were examined using a rubric developed for the study to examine their use of PBL features. Based on the analysis of the data from the observations, the RGS participants exhibited partial fidelity of implementation to the features of PBL. Analysis of the data from the interviews indicated that participants were aware of features of PBL that they were not able to fully implement. Participants also identified several supports, particularly from the RGS program such as being able to order materials to implement their units, as well as supports that were specific to their teaching contexts. The findings from both the ISI study and RGS collective case study suggest that the professional development programs had some positive if limited influence on teachers' instructional practices. Across the studies, persistent challenges were identified regarding teachers' efforts to meaningfully engage students in practices that would develop their abilities to reason scientifically. Comments from participants in both studies about the supportive role of their respective curricula also lend support to arguments about the role of curriculum materials in achieving science education reform (Powell & Anderson, 2002).

To achieve its goals the NASA Biomedical Applications Program performs four basic tasks: (1) identification of major medical problems which lend themselves to solution by relevant aerospace technology; (2) identification of relevant aerospace technology which can be applied to those problems; (3) application of that technology to demonstrate the feasibility as real solutions to the identified problems; and, (4) motivation of the industrial community to manufacture and market the identified solution to maximize the utilization of aerospace solutions to the biomedical community.

1975-01-01
The Space Processing Applications Program is examining the effect of weightlessness on key industrial materials processes, such as crystal growth, fine-grain casting of metals, and production of unique and ultra-pure glasses. Because of safety and in order to obtain optimum performance, some of these processes lend themselves to automation. Automation can increase the number of potential Space Shuttle flight opportunities and increase the overall productivity of the program. Five automated facility design concepts and overall payload combinations incorporating these facilities are presented.

In 1999, the Blue Cross and Blue Shield Federal Employee Program (FEP) implemented a pilot disease management program to manage congestive heart failure (CHF) among members. The purpose of this project was to estimate the financial return on investment in the pilot CHF program, prior to a full program rollout. A cohort of 457 participants from the state of Maryland was matched to a cohort of 803 nonparticipants from a neighboring state where the CHF program was not offered. Each cohort was followed for 12 months before the program began and 12 months afterward. The outcome measures of primary interest were the differences over time in medical care expenditures paid by FEP and by all payers. Independent variables included indicators of program participation, type of heart disease, comorbidity measures, and demographics. From the perspective of the funding organization (FEP), the estimated return on investment for the pilot CHF disease management program was a savings of $1.08 in medical expenditure for every dollar spent on the program. Adding savings to other payers as well, the return on investment was a savings of $1.15 in medical expenditures per dollar spent on the program. The amount of savings depended upon CHF risk levels. The value of a pilot initiative and evaluation is that lessons for larger-scale efforts can be learned prior to full-scale rollout.

A major focus of the National Nuclear Security Administration-led Next Generation Safeguards Initiative (NGSI) is the development of human capital to meet present and future challenges to the safeguards regime. An effective university-level education in safeguards and related disciplines is an essential element in a layered strategy to rebuild the safeguards human resource capacity. NNSA launched two pilot programs in 2008 to develop university level courses and internships in association with James, Martin Center for Nonproliferation Studies (CNS) at the Monterey Institute of International Studies (MIIS) and Texas A&M University (TAMU). These pilot efforts involved 44 students in total andmore » were closely linked to hands-on internships at Los Alamos National Laboratory (LANL) and Lawrence Livermore National Laboratory (LLNL). The Safeguards and Nuclear Material Management pilot program was a collaboration between TAMU, LANL, and LLNL. The LANL-based coursework was shared with the students undertaking internships at LLNL via video teleconferencing. A weeklong hands-on exercise was also conducted at LANL. A second pilot effort, the International Nuclear Safeguards Policy and Information Analysis pilot program was implemented at MIIS in cooperation with LLNL. Speakers from MIIS, LLNL, and other U.S. national laboratories (LANL, BNL) delivered lectures for the audience of 16 students. The majority of students were senior classmen or new master's degree graduates from MIIS specializing in nonproliferation policy studies. The two pilots programs concluded with an NGSI Summer Student Symposium, held at LLNL, where 20 students participated in LLNL facility tours and poster sessions. The value of bringing together the students from the technical and policy pilots was notable and will factor into the planning for the continued refinement of the two programs in the coming years.« less

This study evaluated the effectiveness of a community intervention in increasing awareness of mental health issues and available resources among elderly Chinese Americans. Twenty-seven members of a community church received a 1-h didactic presentation, in English and Mandarin, and completed surveys regarding their help-seeking preferences before and after the intervention. Results were analyzed using a series of Wilcoxon matched-pair signed rank tests and comparing pre- and post-test scores. Findings indicated an increase (p<.05) in intention to consult a mental health professional for psychiatric symptoms at post-test. A significant increase also was found in preference for consulting a physician for physical symptoms. The pilot educational intervention increased awareness of mental health and treatment issues and the role of mental health professionals, lending support to evaluate the intervention on a larger scale. Greater awareness of mental health among Chinese Americans can be promoted via education forums provided through faith-based organizations. Stigma of mental illness leads many Chinese individuals to seek help for psychiatric problems from primary care physicians. Integrating mental health practitioners in primary care settings may help decrease stigma and encourage appropriate help-seeking behavior.
Bank Size and Small- and Medium-sized Enterprise (SME) Lending: Evidence from China.

Using panel data collected in 2005, we evaluate how bank size, discretion over credit, incentive schemes, competition, and the institutional environment affect lending to small- and medium-sized enterprises in China. We deal with the endogeneity problem using instrumental variables, and a reduced-form approach is also applied to allow for weak instruments in estimation. We find that total bank asset is an insignificant factor for banks' decision on small- and medium-enterprise (SME) lending, but more local lending authority, more competition, carefully designed incentive schemes, and stronger law enforcement encourage commercial banks to lend to SMEs.

The sharing of previously used syringes is associated with the transmission of Hepatitis C and HIV. This longitudinal study examines syringe borrowing and syringe lending within a prospective cohort of street-involved youth in Vancouver, Canada. From September 2005 to May 2014, data were collected from the At-Risk Youth Study, a cohort of street-involved youth age 14-26 at enrollment, and analyzed using generalized estimating equations. Among 505 participants, 142 (28.1%) reported syringe borrowing and 132 (26.1%) reported syringe lending during the study period. In separate multivariable analyses, having difficulty finding clean needles and homelessness were significantly associated with syringe borrowing (Adjusted Odds Ratio (AOR) = 2.28, 95% CI 1.66-3.12 and AOR = 1.52, CI 1.05-2.21, respectively) and syringe lending (AOR = 1.89, 95% CI 1.32-2.71 and AOR = 1.65, 95% CI 1.11-2.44, respectively) (all p values < 0.05). Findings highlight gaps in syringe access for vulnerable young injectors and suggest that service delivery for youth may be suboptimal. Further examination of how needle distribution efforts might be improved to better meet the needs of young people is warranted.

Impact of a daily 10-minute strength and flexibility program in a manufacturing plant.
Pronk, S J; Pronk, N P; Sisco, A; Ingalls, D S; Ochoa, C
1995-01-01
In summary, employees' flexibility and mood showed modest improvements following the implementation of a plant-wide, 10-minute, daily flexibility and strength program. The initial six-week pilot study, administered prior to the plant-wide program implementation, successfully assessed program feasibility, assessed the efficiency of program implementation, identified administrative and logistical concerns, and generated pilot data needed to secure managerial support. Despite the noted significant increases in grip strength in the pilot study, no increases were observed following the six months of plant-wide implementation. This may be related to the differences in low average pretest grip strength for the pilot study compared to the higher scores for the main study population. The pilot study subjects may have received a sufficient exercise stimulus to increase grip strength over the course of six weeks. In contrast, this may not have been the case for the main study subjects due to their higher initial mean grip strength. An increased number of exercises designed to directly impact grip strength may be needed to improve this parameter.

Space servicing automated payloads was studied for potential cost benefits for future payload operations. Background information is provided on space servicing in general, and on a pilot flight test program in particular. An fight test is recommended to demonstrate space servicing. An overall program plan is provided which builds upon the pilot program through an interim servicing capability. A multipayload servicing concept for the time when the full capability tug becomes operational is presented. The space test program is specifically designed to provide low-cost booster vehicles and a flight test platform for several experiments on a single flight.

Coordinated traffic incident management using the I-Net embedded sensor architecture
NASA Astrophysics Data System (ADS)
Dudziak, Martin J.
1999-01-01
The I-Net intelligent embedded sensor architecture enables the reconfigurable construction of wide-area remote sensing and data collection networks employing diverse processing and data acquisition modules communicating over thin- server/thin-client protocols. Adaptive initially for operation using mobile remotely-piloted vehicle platforms such as small helicopter robots such as the Hornet and Ascend-I, the I-Net architecture lends itself to a critical problem in the management of both spontaneous and planned traffic congestion and rerouting over major interstate thoroughfares such as the I-95 Corridor. Pre-programmed flight plans and ad hoc operator-assisted navigation of the lightweight helicopter, using an auto-pilot and gyroscopic stabilization augmentation units, allows daytime or nighttime over-the-horizon flights of the unit to collect and transmit real-time video imagery that may be stored or transmitted to other locations. With on-board GPS and ground-based pattern recognition capabilities to augment the standard video collection process, this approach enables traffic management and emergency response teams to plan and assist real-time in the adjustment of traffic flows in high- density or congested areas or during dangerous road conditions such as during ice, snow, and hurricane storms. The I-Net architecture allows for integration of land-based and roadside sensors within a comprehensive automated traffic management system with communications to and form an airborne or other platform to devices in the network other than human-operated desktop computers, thereby allowing more rapid assimilation and response for critical data. Experiments have been conducted using several modified platforms and standard video and still photographic equipment. Current research and development is focused upon modification of the modular instrumentation units in order to accommodate faster loading and reloading of equipment onto the RPV, extension of the I-Net architecture to enable RPV-to-RPV signaling and control, and refinement of safety and emergency mechanisms to handle RPV mechanical failure during flight.

Results revealed that youth who participated in the texting mobile pilot intervention were significantly less likely to relapse to their primary compared to the aftercare as usual control condition (OR=0.52, p=0.002) over time (from baseline throughout the 12-week aftercare pilot program to a 90-day follow-up). Participants in the texting aftercare pilot program also reported significantly less substance use problem severity (β=-0.46, p=0.03) and were more likely to participate in extracurricular recovery behaviors (β=1.63, p=0.03) compared to participants in the standard aftercare group. Collectively, findings from this pilot aftercare study suggest that mobile texting could provide a feasible way to engage youth in recovery after substance abuse treatment to aid with reducing relapse and promoting lifestyle behavior change. Evaluation of a seven state criminal history screening pilot program for long-term care workers.
Radcliff, Tiffany A; White, Alan; West, David R; Hurd, Donna; Côté, Murray J
2013-01-01
This article summarizes results from an evaluation of a federally sponsored criminal history screening (CHS) pilot program to improve screening for workers in long-term care settings. The evaluation addressed eight key issues specified through enabling legislation, including efficiency, costs, and outcomes of screening procedures. Of the 204,339 completed screenings, 3.7% were disqualified due to criminal history, and 18.8% were withdrawn prior to completion for reasons that may include relevant criminal history. Lessons learned from the pilot program experiences may inform a new national background check demonstration program.
