Concerns about manure P and water quality have prompted new regulations imposing P limits on land application of manure. Previous research established that P limits increase land needs for animal feeding operations. We evaluated the effect of N, annual P, and rotation P limits on the feasibility of manure management. A mechanistic model characterized manure management practices on 39 swine operations (20 unagitated lagoon and 19 slurry operations) in five states (Iowa, Missouri, North Carolina, Oklahoma, and Pennsylvania). Extensive information collected from each operation was used to determine effects of manure storage type, ownership structure, and application limits on attributes of manure management. Phosphorus limits had substantially greater effect on slurry operations, increasing land needs 250% (0.3 hectares per animal unit [AU]) and time for manure application 24% (2.5 min AU(-1)) for rotation P limits and 41% (4.4 min AU(-1)) for annual P limits. Annual P limits were infeasible for current land application equipment on two operations and had the greatest effect on time and costs because they required all but three slurry operations to reduce discharge rate. We recommend implementing rotation P limits (not to exceed crop N need) to minimize time effects, allow most farmers to use their current manure application methods, and allow manure to fulfill crop N and P needs in the year of application. Phosphorus limits increased potential manure value but would require slurry operations to recover at least 61% of manure value through manure sales. Phosphorus limits are likely to shape the U.S. swine industry through differential effects on the various sectors of the swine industry.

This final rule modifies the Medicaid upper payment limits for inpatient hospital services, outpatient hospital services, nursing facility services, intermediate care facility services for the mentally retarded, and clinic services. For each type of Medicaid inpatient service, existing regulations place an upper limit on overall aggregate payments to all facilities and a separate aggregate upper limit on payments made to State-operated facilities. This final rule establishes an aggregate upper limit that applies to payments made to government facilities that are not State government-owned or operated, and a separate aggregate upper limit on payments made to privately-owned and operated facilities. This rule also eliminates the overall aggregate upper limit that had applied to these services. With respect to outpatient hospital and clinic services, this final rule establishes an aggregate upper limit on payments made to State government-owned or operated facilities, an aggregate upper limit on payments made to government facilities that are not State government-owned or operated, and an aggregate upper limit on payments made to privately-owned and operated facilities. These separate upper limits are necessary to ensure State Medicaid payment systems promote economy and efficiency. We are allowing a higher upper limit for payment to non-State public hospitals to recognize the higher costs of inpatient and outpatient services in public hospitals. In addition, to ensure continued beneficiary access to care and the ability of States to adjust to the changes in the upper payment limits, the final rule includes a transition period for States with approved rate enhancement State plan amendments.

The stable operating power limits of a small scale HVDC system composed of voltage source converters (VSC-HVDC system) are analyzed with a simple model. The VSC-HVDC system could operate where the AC system must be somewhat larger in capacity than the VSC-HVDC system capacity. The stable operating power limits were between one and two times the SCR (short circuit ratio). When the inverter of the VSC-HVDC system was operated with lead reactive (capacitive) power control conditions, the stable operating limits were increased through AC voltage stabilization. When the inverter was a STATCOM operation, it could operate regardless of the SCR but regions within allowable AC voltage variations.

During an investigation of the J57-P-1 turbojet engine in the Lewis altitude wind tunnel, effects of inlet-flow distortion on engine stall characteristics and operating limits were determined. In addition to a uniform inlet-flow profile, the inlet-pressure distortions imposed included two radial, two circumferential, and one combined radial-circumferential profile. Data were obtained over a range of compressor speeds at an altitude of 50,000 and a flight Mach number of 0.8; in addition, the high- and low-speed engine operating limits were investigated up to the maximum operable altitude. The effect of changing the compressor bleed position on the stall and operating limits was determined for one of the inlet distortions. The circumferential distortions lowered the compressor stall pressure ratios; this resulted in less fuel-flow margin between steady-state operation and compressor stall. Consequently, the altitude operating Limits with circumferential distortions were reduced compared with the uniform inlet profile. Radial inlet-pressure distortions increased the pressure ratio required for compressor stall over that obtained with uniform inlet flow; this resulted in higher altitude operating limits. Likewise, the stall-limit fuel flows required with the radial inlet-pressure distortions were considerably higher than those obtained with the uniform inlet-pressure profile. A combined radial-circumferential inlet distortion had effects on the engine similar to the circumferential distortion. Bleeding air between the two compressors eliminated the low-speed stall limit and thus permitted higher altitude operation than was possible without compressor bleed.

Experiments with boron-coated side limiters of two antennas operated together in 2012 showed that the side limiters are responsible for more than half of the increased W content in the plasma. Together with the contribution from the other limiter tiles, not replaced in 2012, the limiters account for at least two thirds of the W content. A modified test two-strap ion cyclotron range of frequency (ICRF) antennas in ASDEX Upgrade with broad limiters and narrow straps has shown an improved operation with full W wall in 2011/2012 campaigns with up to a 40% lower rise of W concentration allowing more stable operation at low deuterium gas injection rate. Limiter spectroscopy measurements indicate up to a 40% reduction of the rise of the W sputtering yield during ICRF power, measured under the assumption of negligible influence of geometry variations and reflections on the measurements. The boron limiters on two antennas together with the improved broad-limiter antenna allowed a successful ICRF operation in 2012. As a part of long-term strategy of antenna design development, two three-strap antennas with phase and power balance control for reduction of E‖ are planned for installation in the future.

We theoretically investigate the operation bandwidth limitation of the photonic differentiator including the upper limitation, which is restrained by the device operation bandwidth and the lower limitation, which is restrained by the energy efficiency (EE) and detecting noise level. Taking the silicon photonic crystal L3 nano-cavity (PCN) as an example, for the first time, we experimentally demonstrate that the lower limitation of the operation bandwidth does exist and differentiators with different bandwidths have significantly different acceptable pulse width range of input signals, which are consistent to the theoretical prediction. Furthermore, we put forward a novel photonic differentiator scheme employing cascaded PCNs with different Q factors, which is likely to expand the operation bandwidth range of photonic differentiator dramatically.

The Large Binocular Telescope (LBT) is unique in that it is currently the only large telescope (2 x 8.4m primary mirrors) with permanently mounted adaptive secondary mirrors (ASMs). These ASMs have been used for regular observing since early 2010 on the right side and since late 2011 on the left side. They are currently regularly used for seeing-limited observing as well as for selective diffraction-limited observing and are required to be fully operational every observing night. By comparison the other telescopes using ASMs, the Multi Mirrot Telescope (MMT) and more recently Magellan, use fixed secondaries of seeing-limited observing and switch in the ASMs for diffraction-limited observing. We will discuss the night-to-night operational requirements for ASMs specifically for seeing-limited but also for diffraction-limited observations based on the LBT experience. These will include preparation procedures for observing (mirror flattening and resting as examples); hardware failure statistics and how to deal with them such as for the actuators; observing protocols for; and current limitations of use due to the ASM technology such as the minimum elevation limit (25 degrees) and the hysteresis of the gravity-vector induced astigmatism. We will also discuss the impact of ASM maintenance and preparation

Verification of balance accuracy entails applying a series of standard masses to a balance prior to use and recording the measured values. The recorded values for each standard should have lower and upper weight limits or tolerances that are accepted as verification of balance accuracy under normal operating conditions. Balance logbooks for seven analytical balances at the Upper Mississippi Science Center were checked over a 3.5-year period to determine if the recorded weights were within the established tolerance limits. A total of 9435 measurements were checked. There were 14 instances in which the balance malfunctioned and operators recorded a rationale in the balance logbook. Sixty-three recording errors were found. Twenty-eight operators were responsible for two types of recording errors: Measurements of weights were recorded outside of the tolerance limit but not acknowledged as an error by the operator (n = 40); and measurements were recorded with the wrong number of decimal places (n = 23). The adherence rate for following tolerance limits was 99.3%. To ensure the continued adherence to tolerance limits, the quality-assurance unit revised standard operating procedures to require more frequent review of balance logbooks.

Lean blowout (LBO) limits is critical to the operational performance of combustion systems in propulsion and power generation. The swirl cup plays an important role in flame stability and has been widely used in aviation engines. Therefore, the effects of swirl cup geometry and flow dynamics on LBO limits are significant. An experiment was conducted for studying the lean blowout limits of a single dome rectangular model combustor with swirl cups. Three types of swirl cup (dual-axial swirl cup, axial-radial swirl cup, dual-radial swirl cup) were employed in the experiment which was operated with aviation fuel (Jet A-1) and methane under the idle condition. Experimental results showed that, with using both Jet A-1 and methane, the LBO limits increase with the air flow of primary swirler for dual-radial swirl cup, while LBO limits decrease with the air flow of primary swirler for dual-axial swirl cup. In addition, LBO limits increase with the swirl intensity for three swirl cups. The experimental results also showed that the flow dynamics instead of atomization poses a significant influence on LBO limits. An improved semi-empirical correlation of experimental data was derived to predict the LBO limits for gas turbine combustors.

A History of Space Shuttle Main Engine (SSME) Redline Limits Management

The Space Shuttle Main Engine (SSME) has several "redlines", which are operational limits designated to preclude a catastrophic shutdown of the SSME. The Space Shuttle Orbiter utilizes a combination of hardware and software to enable or disable the automated redline shutdown capability. The Space Shuttle is launched with the automated SSME redline limits enabled, but there are many scenarios which may result in the manual disabling of the software by the onboard crew. The operational philosophy for manually enabling and disabling the redline limits software has evolved continuously throughout the history of the Space Shuttle Program, due to events such as SSME hardware changes and updates to Space Shuttle contingency abort software. In this paper, the evolution of SSME redline limits management will be fully reviewed, including the operational scenarios which call for manual intervention, and the events that triggered changes to the philosophy. Following this review, improvements to the management of redline limits for future spacecraft will be proposed.

Current aircraft engine control logic uses a Min-Max control selection structure to prevent the engine from exceeding any safety or operational limits during transients due to throttle commands. This structure is inherently conservative and produces transient responses that are slower than necessary. In order to utilize the existing safety margins more effectively, a modification to this architecture is proposed, referred to as a Conditionally Active (CA) limit regulator. This concept uses the existing Min-Max architecture with the modification that limit regulators are active only when the operating point is close to a particular limit. This paper explores the use of CA limit regulators using a publicly available commercial aircraft engine simulation. The improvement in thrust response while maintaining all necessary safety limits is demonstrated in a number of cases.

An altitude-test-chamber investigation was conducted to determine the operational characteristics and altitude blow-out limits of a Solar afterburner in a 24C engine. At rated engine speed and maximum permissible turbine-discharge temperature, the altitude limit as determined by combustion blow-out occurred as a band of unstable operation of about 8000 feet altitude in width with maximum altitude limits from 32,000 feet at a Mach number of 0.3 to about 42,000 feet at a Mach number of 1.0. The maximum fuel-air ratio of the afterburner, as limited by maximum permissible turbine-discharge gas temperatures at rated engine speed, varied between 0.0295 and 0.0380 over a range of flight Mach numbers from 0.25 to 1.0 and at altitudes of 20,000 and 30,000 feet. Over this range of operating conditions, the fuel-air ratio at which lean blow-out occurred was from 10 to 19 percent below these maximum fuel-air ratios. Combustion was very smooth and uniform during operation; however, ignition of the burner was very difficult throughout the investigation. A failure of the flame holder after 12 hours and 15 minutes of afterburner operation resulted in termination of the investigation.
