The Canadian federal government announced a National Energy Program (NEP) for oil and natural gas to achieve energy self sufficiency. The program deals with two major political and economic influences in Canadian energy: provincial ownership of natural resources and 70% of foreign ownership in the Canadian petroleum industry. The objectives to achieve national energy security, create opportunities for Canadian participation, and share resource benefits among the provinces. The major provisions include: a 80% federal tax on oil and gas production; a natural gas federal excise tax; a pricing scheme which holds conventional oil prices down but gives incentives for oil sands, heavy oil, and tertiary recovery production; a gas pricing scheme which encourages substitution of gas for oil; a 25% carried interest for the government on federal leases; and a Canadianization incentives grant system which replace the depletion allowance system.

The federal coal leasing program implemented in the 1970s has not achieved its stated objectives and has resulted in a misallocation of resources. As of 1984, federal coal still had not played a major role in meeting either total national energy supply demands or even in meeting total coal supply demands. Federal coal accounted for only 12% of the total US production in 1982. The author notes the program has failed to coordinate coal development with other government objectives such as environmental protection; the program, moreover, has not achieved a satisfactory return to the federal treasury. He feels all threemore » branches of government must share the blame for failure of the program. The Department of the Interior's (USDI) attempts to develop a national coal leasing program failed in part because USDI could not agree on a set of workable and consistent conceptual underpinnings for the program. Administrative attempts also failed because of well-meaning but inept judicial intervention and political and economic events beyond the Department's control. Congress must also bear a good part of the blame. Congress never settled on a consistent coal use policy, and finally, after 1982-83, Congress lost faith in the USDI and attempted to legislate its own federal policy. The failure of the federal government to induce the greater use of federal coal is especially striking because ownership would seem to predict greater control over the use of the resources. 76 references.« less

Maps for the nation: The current federal mapping establishment
North, G.W.
1983-01-01
The U.S. Government annually produces an estimated 53,000 new maps and charts and distributes about 160 million copies. A large number of these maps are produced under the national mapping program, a decentralized Federal/State cooperative approach to mapping the country at standard scales. Circular A-16, issued by the Office of Management and Budget in 1953 and revised in 1967, delegates the mapping responsibilities to various federal agencies. The U.S. Department of the Interior's Geological Survey is the principal federal agency responsible for implementing the national mapping program. Other major federal map producing agencies include the Departments of Agriculture, Commerce, Defense, Housing and Urban Development, and Transportation, and the Tennessee Valley Authority. To make maps and mapping information more readily available, the National Cartographic Information Center was established in 1974 and an expanded National Map Library Depository Program in 1981. The most recent of many technological advances made under the mapping program are in the areas of digital cartography and video disc and optical disc information storage systems. Future trends and changes in the federal mapping program will involve expanded information and customer service operations, further developments in the production and use of digital cartographic data, and consideration of a Federal Mapping Agency. ?? 1983.

Dooley, James J.
2008-10-10
This paper documents nearly a half century of U.S. federal government support for energy research and development (R&D). Data on energy R&D expenditures disaggregated by major program area are presented here for the first time for the period 1961-2008. This paper also documents U.S. federal government spending on key large scale energy R&D programs that were initiated in response to the oil crisis of the 1970s. Since 1961, the U.S. government has invested nearly $172 billion (in inflation adjusted 2005 US dollars) for the development of advanced energy technologies and for the necessary underlying basic science. Over this period, nearlymore » 24% of the total federal investment in energy R&D occurred during the short seven-year span of 1974-1980. From 1977-1981, energy R&D investments briefly rose above 10% of all federal R&D; however, since the mid-1990s energy R&D has accounted for only about 1% of all federal R&D investments.« less

Federal agency biodefense funding, FY2012-FY2013.
Franco, Crystal; Sell, Tara Kirk
2012-06-01
Since 2001, the United States government has spent substantial resources on preparing the nation against a bioterrorist attack. Earlier articles in this series have analyzed civilian biodefense funding by the federal government for fiscal years (FY) 2001 through proposed funding for FY2012. This article updates those figures with budgeted amounts for FY2013, specifically analyzing the budgets and allocations for civilian biodefense at the Departments of Health and Human Services, Defense, Homeland Security, Agriculture, Commerce, and State; the Environmental Protection Agency; and the National Science Foundation. As in previous years, our analysis indicates that the majority (>90%) of the "biodefense" programs included in the FY2013 budget have both biodefense and non-biodefense goals and applications-that is, programs to improve infectious disease research, public health and hospital preparedness, and disaster response more broadly. Programs that focus solely on biodefense represent a small proportion (<10%) of our analysis, as the federal agencies continue to prioritize all-hazards preparedness. For FY2013, the federal budget for programs focused solely on civilian biodefense totals $574.2 million, and the budget for programs with multiple goals and applications, including biodefense, is $4.96 billion, for an overall total of $5.54 billion.

Is Health Care a Right? Health Reforms in the USA and their Impact Upon the Concept of Care.
Maruthappu, Mahiben; Ologunde, Rele; Gunarajasingam, Ayinkeran
2013-01-01
In 2008 United States President Barack Obama declared that health care "should be a right for every American".(1) This statement, although noble, does not reflect US healthcare statistics in recent times, with the number of uninsured reaching over 50 million in 2010.(2) Such disparity has sparked a political drive towards change, and the introduction of the Patient Protection and Affordable Care Act (PPACA).(3) These changes have been highly polemical, raising the fundamental question of whether health care is a right; a contract between the nation and its inhabitants granted at birth, or an entitlement; a privilege that must be earned as opposed to universally provided. Access to healthcare in the US is mediated by insurance coverage, either in the form of private or employer based cover, which may be government based for public sector employees or private for private sector employees. The majority of spending on healthcare however, comes from government expenditure on health programs such as Medicare, Medicaid, Tricare, and the State Children's Health Insurance Program (SCHIP).(4) Medicare is a federal government funded social insurance program that provides health insurance to people aged 65 and older, younger people with disabilities, and those with end stage renal failure requiring dialysis. Medicaid is a means tested insurance coverage program for individuals with low incomes and their families, and is jointly funded by state and federal governments. Tricare is a healthcare program that provides healthcare insurance for military personnel, retirees, and their dependents. The SCHIP provides states with federal government funding to provide health insurance to children from families with modest incomes that do not qualify for Medicaid. As such, although the majority of the US population is insured by federal, state, employer, or private health insurance, the remainders go uninsured.

This article describes the evolving training and is based on internal CDC documents and interviews. The first federal public health advisors worked in health departments to assist with controlling syphilis after World War II. Over time, more CDC prevention programs hired them. To meet emerging needs, 3 major changes occurred: the Public Health Prevention Service, a fellowship program, in 1999; the Public Health Associate Program in 2007; and integration of those programs. Key components of the updated training are competency-based training, field experience, supervision, recruitment and retention, and stakeholder support. The enduring strength of the training has been the experience in a public health agency developing practical skills for program implementation and management.

Under this procedure, HCFA will publish major new requirements for comment before deciding to adopt them, and will provide increased Federal matching and reasonable phase-in time for their implementation. HCFA will also periodically review ongoing systems to determine whether all system requirements and performance standards are being met and may reduce the level of Federal matching for those MMIS systems which do not meet prescribed standards.

DOE R&D Accomplishments Database
Buck, Alice L.
1982-03-01
Congress created the Energy Research and Development Administration on October 11, 1974 in response to the Nation's growing need for additional sources of energy. The new agency would coordinate energy programs formerly scattered among many federal agencies, and serve as the focus point for a major effort by the Federal Government to expand energy research and development efforts. New ways to conserve existing supplies as well as the commercial demonstration of new technologies would hopefully be the fruit of the Government's first significant effort to amalgamate energy resource development programs. This history briefly summarizes the accomplishments of the agency.

The role of the US federal government in developing tobacco control through a cooperative, interactive program with state and local private and public organizations has been underestimated. This article investigates how the government initiated and sustained a program of "capacity building" through the scientific authority of the National Cancer Institute, beginning in the 1980s. There are several major questions to be answered: (1) How did this program manage to be adopted and sustained despite the well-documented hindrances to effective tobacco control policy at the federal level? (2) How did a tobacco control policy program become incorporated into the scientific research agenda of the National Cancer Institute? (3) How have science, social factors, and government at various levels interacted in this capacity-building program? The study emphasizes how the US federal government, blocked by a tobacco-friendly Congress from enacting effective tobacco control legislation, utilized its scientific research role and, with the cooperation of other levels of government and large, private antitobacco organizations, established an ongoing policy effort. Federal privacy regulations and the provision of Early Hearing Detection and Intervention programs.

2010-08-01
To be successful, Early Hearing Detection and Intervention (EHDI) programs require individually identifiable information about children to be shared among people who are responsible for screening, diagnosis, early intervention, family support, and medical home services. Pediatricians and other stakeholders in the EHDI process often point to federal laws that were passed to ensure privacy and confidentiality in health care and educational programs as major obstacles to achieving efficient and effective EHDI programs. In this article we summarize the provisions of 3 federal laws (the Health Insurance Portability and Accountability Act [HIPAA], the Family Education Rights and Privacy Act [FERPA], and Part C privacy regulations of the Individuals With Disabilities Education Act [IDEA]) that most directly affect information-sharing in EHDI programs. We suggest strategies for sharing the information needed to operate successful EHDI programs while remaining in compliance with these laws, including obtaining signed parental consent to share information between providers, including an option on the individual family services plan for parents to permit sharing of the plan with pediatricians and other providers, and giving copies of all relevant test results to parents to share with providers as they wish.

The International Polar Year (IPY) provided U.S. agencies involved in polar research with a major outreach challenge: how to portray a unified view of the wealth of federal activity through a communications network dominated by agency-focused channels. To meet this challenge, 16 federal agencies joined together in an ongoing interagency working group, lead by the National Science Foundation's Office of Polar Programs, resulting in a series of successful media and public outreach endeavors. These included a unique interagency U.S. IPY web site (www.ipy.gov) that allowed participating agencies to independently upload relevant information every day; a major IPY kickoff event at the National Academies of Science; and a joint NASA/NSF/USGS televised press conference unveiling a new satellite map of Antarctica. Key to these successes was the interagency working group, which facilitated in-depth and sustained interaction between the agencies in coordinating development of outreach strategies both at the agency and federal level.

Multiple federal initiatives aim to evaluate and enhance sustainability and resilience at the coastal-land margin. Progressive efforts undertaken in the northern Gulf of Mexico for more than ten years have resulted in synergistic research with multiple means of federal support. Major grants include the FEMA Flood Insurance Studies, the NOAA / NOS Ecological Effects of Sea Level Rise Program, as well as the NSF Coastal SEES Program. Through a careful development of a collective enterprise the results from these and other individual programs (e.g., NOAA Sea Grant College, DHS Center of Excellence, NSF Rapid Response) have been elevated to achieve transdisciplinary outcomes. A direct product of the synergy is a system of systems approach to bio-geophysical science with the inclusion of socioeconomic processes.

Superfund Reform 1995. Principles for a new Superfund program

1995-11-01
Superfund Reform `95 is a broad coalition of small and large businesses and local governments. Superfund Reform `95 believes now is the time for a new law to be drafted based on the principles and programmatic elements described below. Superfund Reform `95 believes that the program they are proposing will generate efficiencies and cost savings that will permit it to be implemented without the need to increase the total amount of taxes currently being levied to support the Superfund. The current federal Superfund program is badly broken and in need of major restructuring. The existing Superfund program must be replacedmore » by a new program in which the benefits justify its cost and which is equitable, cost-effective, and limited in size and scope so that it is targeted to address real, current, and significant risks to human health and environment posed by the past disposal of hazardous substances. The size of the federal National Priorities List (NPL) should be capped so that the remedial response program is phased out over time. Retroactive liability should be repealed and the remedy selection process significantly reformed. States should be given the opportunity to be delegated implementation of the reformed federal Superfund program at NPL sites as well as provided with incentives to implement their own similarly reformed programs in a fair and cost-effective manner.« less

The role of the government in work-family conflict.
Boushey, Heather
2011-01-01
The foundations of the major federal policies that govern today's workplace were put in place during the 1930s, when most families had a stay-at-home caregiver who could tend to the needs of children, the aged, and the sick. Seven decades later, many of the nation's workplace policies are in need of major updates to reflect the realities of the modern workforce. American workers, for example, typically have little or no control over their work hours and schedules; few have a right to job-protected access to paid leave to care for a family member. Heather Boushey examines three types of work-family policies that affect work-family conflict and that are in serious need of repair--those that govern hours worked and workplace equity, those that affect the ability of workers to take time off from work because their families need care, and those that govern the outsourcing of family care when necessary. In each case Boushey surveys new programs currently on the policy agenda, assesses their effectiveness, and considers the extent to which they can be used as models for a broader federal program. Boushey looks, for example, at a variety of pilot and experimental programs that have been implemented both by private employers and by federal, state, and local governments to provide workers with flexible working hours. Careful evaluations of these programs show that several can increase scheduling flexibility without adversely affecting employers. Although few Americans have access to paid family and medical leave to attend to family needs, most believe that businesses should be required to provide paid leave to all workers. Boushey notes that several states are moving in that direction. Again, careful evaluations show that these experimental programs are successful for both employers and employees. National programs to address child and elder care do not yet exist. The most comprehensive solution on the horizon is the universal prekindergarten programs offered by a few states, most often free of charge, for children aged three and four.

In order to sustain the level of academic excellence and to continue to build student demographic diversity in its accessible robust Science and Mathematics (STEM) programs, the faculty sought federal and state funds to implement a coordinated program of curriculum enhancements and student support programs that will increase the number of students choosing STEM majors, increase their academic success, and improve retention.
Capital cost reimbursement to community hospitals under Federal health insurance programs.
Kinney, E D; Lefkowitz, B
1982-01-01
Issues in current capital cost reimbursement to community hospitals by Medicare and Medicaid are described, and options for change analyzed. Major reforms in the way the federal government pays for capital costs--in particular substitution of other methods of payment for existing depreciation reimbursement--could have significant impact on the structure of the health care system and on government expenditures. While such reforms are likely to engender substantial political opposition, they may be facilitated by broader changes in the reimbursement system.

Background The Teaching Health Center Graduate Medical Education (THCGME) program is an Affordable Care Act funding initiative designed to expand primary care residency training in community-based ambulatory settings. Statute suggests, but does not require, training in underserved settings. Residents who train in underserved settings are more likely to go on to practice in similar settings, and graduates more often than not practice near where they have trained. Objective The objective of this study was to describe and quantify federally designated clinical continuity training sites of the THCGME program. Methods Geographic locations of the training sites were collected and characterized as Health Professional Shortage Area, Medically Underserved Area, Population, or rural areas, and were compared with the distribution of Centers for Medicare and Medicaid Services (CMS)-funded training positions. Results More than half of the teaching health centers (57%) are located in states that are in the 4 quintiles with the lowest CMS-funded resident-to-population ratio. Of the 109 training sites identified, more than 70% are located in federally designated high-need areas. Conclusions The THCGME program is a model that funds residency training in community-based ambulatory settings. Statute suggests, but does not explicitly require, that training take place in underserved settings. Because the majority of the 109 clinical training sites of the 60 funded programs in 2014-2015 are located in federally designated underserved locations, the THCGME program deserves further study as a model to improve primary care distribution into high-need communities.

This study aimed to identify the indirect benefits of health care preparedness funding as perceived by current and former recipients of the US Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response's Hospital Preparedness Program. This was a qualitative inductive content analysis of telephone interviews conducted with regional stakeholders from several health care coalitions to identify their perceptions of the indirect benefits of preparedness funding. Content analysis of interviewee responses resulted in 2 main categories of indirect benefits of federal health care preparedness funding: (1) dual-use technology and programs and (2) impact of relationships on day-to-day operations. Within the dual-use technology and programs category, 3 subcategories were identified: (1) information systems, (2) clinical technology, and (3) health care operations. Similarly, 3 subcategories relating to the indirect benefits in the impact of relationships on day-to-day operations category were identified: (1) cooperation, (2) information sharing, and (3) sense of community. This study identified indirect benefits of federal investment in hospital and health care preparedness in day-to-day operations. Major categories of these benefits included dual-use technology and programs and impact of relationships on day-to-day operations. Coalition members placed a high value on these benefits, even though they were not direct outcomes of grant programs. Further research is needed to quantify the economic value of these indirect benefits to more accurately measure the total return on investment from federal grant funding.

Evaluating agricultural nonpoint-source pollution programs in two Lake Erie tributaries.
Forster, D Lynn; Rausch, Jonathan N
2002-01-01
During the past three decades, numerous government programs have encouraged Lake Erie basin farmers to adopt practices that reduce water pollution. The first section of this paper summarizes these state and federal government agricultural pollution abatement programs in watersheds of two prominent Lake Erie tributaries, the Maumee River and Sandusky River. Expenditures are summarized for each program, total expenditures in each county are estimated, and cost effectiveness of program expenditures (i.e., cost per metric ton of soil saved) are analyzed. Farmers received nearly $143 million as incentive payments to implement agricultural nonpoint source pollution abatement programs in the Maumee and Sandusky River watersheds from 1987 to 1997. About 95% of these funds was from federal sources. On average, these payments totaled about $7000 per farm or about $30 per farm acre (annualized equivalent of $2 per acre) within the watersheds. Our analysis raises questions about how efficiently these incentive payments were allocated. The majority of Agricultural Conservation Program (ACP) funds appear to have been spent on less cost-effective practices. Also, geographic areas with relatively low (high) soil erosion rates received relatively large (small) funding.

...EPA is proposing to approve revisions to the SIP for the State of Texas that relate to antibacksliding of Major NSR SIP Requirements for the one-hour ozone NAAQS; Major NNSR SIP requirements for the 1997 eight-hour ozone NAAQS; Major NSR Reform Program with Plantwide Applicability Limit (PAL) provisions; and non-PAL aspects of the Major NSR SIP requirements. EPA proposes to find that these changes to the Texas SIP comply with the Federal Clean Air Act (the Act or CAA) and EPA regulations and are consistent with EPA policies. Texas submitted revisions to these programs on June 10, 2005, and February 1, 2006. EPA disapproved these SIP revisions on September 15, 2010 (75 FR 56424). In response to the 2010 disapproval, Texas submitted revisions to these programs in two separate SIP submittals on March 11, 2011. These SIP submittals include resubmittal of the rules that were previously submitted June 10, 2005, and February 1, 2006, and subsequently disapproved by EPA on September 15, 2010. On February 22, 2012, Texas proposed further revisions to the NSR Reform Program to further clarify and ensure compliance with Federal requirements relating to NSR Reform. On May 3, 2012, Texas provided a letter to EPA which requested that EPA parallel process the revisions proposed February 22, 2012, and included a demonstration showing how its submitted rules are at least as stringent as the Federal NSR Reform Program. Texas has requested that EPA parallel process the revisions proposed February 22, 2012, and consider the May 3, 2012, letter in the review of the March 11, 2011, SIP submittals. Today, EPA is proposing to find that the March 11, 2011, SIP submittals; the February 22, 2012, proposed revisions; and the May 3, 2012, letter, address each of the grounds for EPA's September 15, 2010, disapproval and other issues related to the Texas NSR Reform revisions as identified later. Accordingly, EPA proposes to approve these two March 11, 2011, revisions; the February 22, 2012, proposed revisions for which Texas has requested parallel processing; and the May 3, 2012, letter as part of the Texas NSR SIP. EPA is proposing this action under section 110 and parts C and D of the Act.

Since the 1970s, the federal government has spearheaded major national education programs to reduce the burden of chronic diseases in the United States. These prevention and disease management programs communicate critical information to the public, those affected by the disease, and health care providers. The National Diabetes Education Program (NDEP), the leading federal program on diabetes sponsored by the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC), uses primary and secondary quantitative data and qualitative audience research to guide program planning and evaluation. Since 2006, the NDEP has filled the gaps in existing quantitative data sources by conducting its own population-based survey, the NDEP National Diabetes Survey (NNDS). The NNDS is conducted every 2–3 years and tracks changes in knowledge, attitudes and practice indicators in key target audiences. This article describes how the NDEP has used the NNDS as a key component of its evaluation framework and how it applies the survey results for strategic planning and program improvement. The NDEP's use of the NNDS illustrates how a program evaluation framework that includes periodic population-based surveys can serve as an evaluation model for similar national health education programs.

The Federal-State Cooperative Program is a major U.S. Geological Survey (USGS) activity for the collection, analysis, and reporting of information on the quantity, quality, and use of the Nation's water resources. The fundamental characteristic of the program is that most of the work is undertaken by the USGS through joint-funding agreements, with State, regional, and local agencies providing at least one-half the funds. The main objectives of the program are (1) to collect, on a systematic basis, data needed for the continuing determi- nation and evaluation of the quantity, quality, and use of the Nation's water resources; and (2) to appraise the availability and the physical, chemical, and biological characteristics of surface and ground water through data analysis and interpretive water-resources investigations and research. During fiscal year (FY) 1995, Cooperative Program activities were underway in offices in every State, Puerto Rico, and several territories in concert with about 1,100 cooperating agencies. In FY 1995, Federal funding of $62.1 million as matched by cooperating agencies, which also provided more than $28.2 million unmatched for a total program of about $152 million. This amounted to nearly 38 percent of the total funds for the USGS's water-resources activities. This report presents examples of FY 1995 investigations, as well as information on hydrologic data collection and water-use activities.

Creative payment strategy helps ensure a future for teaching hospitals.
Vancil, D R; Shroyer, A L
1998-11-01
The Colorado Medicaid Program in years past relied on disproportionate share hospital (DSH) payment programs to increase access to hospital care for Colorado citizens, ensure the future financial viability of key safety-net hospitals, and partially offset the state's cost of funding the Medicaid program. The options to finance Medicaid care using DSH payments, however, recently have been severely limited by legislative and regulatory changes. Between 1991 and 1997, a creative Medicaid refinancing strategy called the major teaching hospital (MTH) payment program enabled $131 million in net payments to be distributed to the two major teaching hospitals in Colorado to provide enhanced funding related to their teaching programs and to address the ever-expanding healthcare needs of their low-income patients. This new Medicaid payment mechanism brought the state $69.5 million in Federal funding that otherwise would not have been received.

The National Geothermal Energy Research Program
NASA Technical Reports Server (NTRS)
Green, R. J.
1974-01-01
The continuous demand for energy and the concern for shortages of conventional energy resources have spurred the nation to consider alternate energy resources, such as geothermal. Although significant growth in the one natural steam field located in the United States has occurred, a major effort is now needed if geothermal energy, in its several forms, is to contribute to the nation's energy supplies. From the early informal efforts of an Interagency Panel for Geothermal Energy Research, a 5-year Federal program has evolved whose objective is the rapid development of a commercial industry for the utilization of geothermal resources for electric power production and other products. The Federal program seeks to evaluate the realistic potential of geothermal energy, to support the necessary research and technology needed to demonstrate the economic and environmental feasibility of the several types of geothermal resources, and to address the legal and institutional problems concerned in the stimulation and regulation of this new industry.

Policy Shifts and Their Impact on Health Care for Elderly Persons
Estes, Carroll L.; Lee, Philip R.
1981-01-01
Three major shifts in federal policy have been initiated recently that will directly affect the medical care of the elderly: (1) A significant reduction in federal expenditures for domestic social programs; (2) decentralization of program authority and responsibility to states, particularly through block grants; (3) deregulation and greater emphasis on market forces and competition to address the problem of continuing increase in the costs of medical care. The federal policy shifts come at a time when many state and local governments are experiencing fiscal strain or fiscal crisis due, in part, to the rapid rise in expenditures for medical care for the poor and the imposition of limitations on, and even reductions in, tax revenues. In the short term, changes at the state level, particularly limitations on Medicaid expenditures, are likely to have the most profound effect on medical care for the elderly. These changes will most likely include reductions in Medicaid eligibility and in scope of benefits as well as tight controls on hospital, nursing home and physician reimbursement. PMID:7336717

Interwoven support: an historical survey of US federal programs enabling immunization.
Dalrymple, Dack W; Grabenstein, John D
2014-11-28
The US Government (USG) can date its involvement with immunization to military and civilian efforts in 1777 and 1813 to prevent smallpox. USG involvement began accelerating with federal licensing of vaccine and antibody manufacturers in 1903. In addition to ongoing regulation of manufacturing and product quality, military and civilian arms of the USG have led research efforts into new or improved vaccines. These efforts have included diseases endemic in the United States, as well as medical countermeasures targeted against biological weapons, influenza pandemics, and emerging infectious diseases. Especially since the 1950s, the USG has provided increasing levels of funding to purchase vaccines and conduct vaccination programs. These programs have focused largely on children, although vaccination programs for adults have been expanded somewhat in recent years. Multiple agencies of the USG have convened various panels of accomplished external experts who have generated widely regarded recommendations on vaccine safety and efficacy and optimal immunization practices. USG programs for safety assessment, injury compensation, liability protection, and disease surveillance have been developed to assess needs, evaluate safety questions, ensure vaccine supply, and foster confidence in vaccination efforts. Debates on the extent of government involvement date back to the 1890 s and continue today. Several pivotal expansions of government involvement followed disease outbreaks or manufacturing accidents. This historical survey describes each of the major US federal programs in these categories, including references to applicable law. Copyright © 2014 Elsevier Ltd. All rights reserved.

2014-01-01
On June 30, 2012, Interim Federal Health Program (IFHP) funding was cut for refugee claimant healthcare. The potential financial and healthcare impacts of these cuts on refugee claimants are unknown. We conducted a one-year retrospective chart review spanning 6 months before and after IFHP funding cuts at The Hospital for Sick Children, a tertiary care children's hospital in Toronto. We analyzed emergency room visits characteristics, admission rates, reasons for admission, and financial records including billing from Medavie Blue Cross. There were 173 refugee children visits to the emergency room in the six months before and 142 visits in the six months after funding cuts. The total amount billed to the IFHP program during the one-year of this study was $131,615. Prior to the IFHP cuts, 46% of the total emergency room bills were paid by IFHP compared to 7% after the cuts (p<0.001). After the cuts to the IFHP, The Hospital for Sick Children was unable to obtain federal health coverage for the vast majority of refugee claimant children registered under the IFHP. This preliminary analysis showed that post-IFHP cuts healthcare costs at the largest tertiary pediatric institution in the country increased.

2013-03-01
To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. The U.S. Department of Energy's Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This guide is intended to provide a general resource that will begin to develop the Federal employee's awareness and understanding of the project developer's operating environment and the private sector's awareness and understandingmore » of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this guide has been organized to match Federal processes with typical phases of commercial project development. The main purpose of this guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects. The framework includes key elements that describe a successful, financially attractive large-scale renewable energy project.« less
International Geoscience Workforce Trends: More Challenges for Federal Agencies
NASA Astrophysics Data System (ADS)
Groat, C. G.
2005-12-01
Concern about the decreasing number of students entering undergraduate geoscience programs has been chronic and, at times, acute over the past three decades. Despite dwindling populations of undergraduate majors, graduate programs have remained relatively robust, bolstered by international students. With Increasing competition for graduate students by universities in Europe, Japan, Australia, and some developing countries, and with procedural challenges faced by international students seeking entry into the United States and its universities, this supply source is threatened. For corporations operating on a global scale, the opportunity to employ students from and trained in the regions in which they operate is generally a plus. For U.S. universities that have traditionally supplied this workforce, the changing situation poses challenges, but also opportunities for creative international partnerships. Federal government science agencies face more challenges than opportunities in meeting workforce needs under both present and changing education conditions. Restrictions on hiring non-U.S. citizens into the permanent workforce have been a long-standing issue for federal agencies. Exceptions are granted only where they can document the absence of eligible U.S.-citizen candidates. The U.S. Geological Survey has been successful in doing this in its Mendenhall Postdoctoral Research Fellowship Program, but there has been no solution to the broader limitation. Under current and forecast workforce recruitment conditions, creativity, such as that evidenced by the Mendenhall program, will be necessary if federal agencies are to draw from the increasingly international geoscience talent pool. With fewer U.S. citizens in U.S. geoscience graduate programs and a growing number of advanced-degreed scientists coming from universities outside the U.S., the need for changes in federal hiring policies is heightened. The near-term liklihood of this is low and combined with the decline in appeal of the U.S. as a friendly workplace for international scientists, government agencies, universities, and the private sector face geoscience workforce challenges that will continue to grow.
Public opinion on sex education in US schools.

2006-11-01
To examine US public opinion on sex education in schools to determine how the public's preferences align with those of policymakers and research scientists. Cross-sectional survey. July 2005 through January 2006. Randomly selected nationally representative sample of US adults aged 18 to 83 years (N = 1096). Support for 3 different types of sex education in schools: abstinence only, comprehensive sex education, and condom instruction. Approximately 82% of respondents indicated support for programs that teach students about both abstinence and other methods of preventing pregnancy and sexually transmitted diseases. Similarly, 68.5% supported teaching how to properly use condoms. Abstinence-only education programs, in contrast, received the lowest levels of support (36%) and the highest level of opposition (about 50%) across the 3 program options. Self-identified conservative, liberal, and moderate respondents all supported abstinence-plus programs, although the extent of support varied significantly. Our results indicate that US adults, regardless of political ideology, favor a more balanced approach to sex education compared with the abstinence-only programs funded by the federal government. In summary, abstinence-only programs, while a priority of the federal government, are supported by neither a majority of the public nor the scientific community.

Major terrorist attacks in Argentina since 1990 have been limited to two bombings in Buenos Aires, which together caused 115 deaths and left at least 555 injured. Following these attacks, national, regional, and local institutions responsible for emergency response in Argentina sought to improve their planning and preparedness for terrorism-related events. In 1996, the national government enacted legislation, which launched the Sistema Federal de Emergencias (SIFEM) or Federal Emergency System under the direction of the president. Since 1997, several of Argentina's major cities have developed emergency plans for terrorism-related events, including intentional biological and chemical releases. Institutional participants in emergency preparedness for terrorism-related events include Emergency Medical Services, hospitals, and the public health system. Remaining challenges include: (1) Improving intra-agency coordination; (2) Improving intra-agency communication; and (3) Improving and expanding emergency response training programs for responders and the general population.

The enhanced role of ecological cultural synthesis is proved to be necessary in order to enhance the importance and competitive ability of the polytechnic education in the southern Far East of the Russian Federation. Ecological cultural synthesis is the major condition to turn natural management into the ecologically sparing management of natural resources; it is also a method of a person to learn nature and the mutual relations with nature. The potential health and ecological effects of endocrine disrupting chemicals has become a high visibility environmental issue. The 1990s have witnessed a growing concern, both on the part of the scientific community and the public, that environmental chemicals may be causing widespread effects in humans and in a variety of fish and wildlife species. This growing concern led the Committee on the Environment and Natural Resources (CENR) of the National Science and Technology Council to identify the endocrine disrupter issue as a major research initiative in early 1995 and subsequently establish an ad hoc Working Group on Endocrine Disrupters. The objectives of the working group are to 1) develop a planning framework for federal research related to human and ecological health effects of endocrine disrupting chemicals; 2) conduct an inventory of ongoing federal research programs; and 3) identify research gaps and develop a coordinated interagency plan to address priority research needs. This communication summarizes the activities of the federal government in defining a common framework for planning an endocrine disrupter research program and in assessing the status of the current effort. After developing the research framework and compiling an inventory of active research projects supported by the federal government in fiscal year 1996, the CENR working group evaluated the current federal effort by comparing the ongoing activities with the research needs identified in the framework. The analysis showed that the federal government supports considerable research on human health effects, ecological effects, and exposure assessment, with a predominance of activity occurring under human health effects. The analysis also indicates that studies on reproductive development and carcinogenesis are more prevalent than studies on neurotoxicity and immunotoxicity, that mammals (mostly laboratory animals) are the main species under study, and that chlorinated dibenzodioxins and polychlorinated biphenyls are the most commonly studied chemical classes. The U.S. Office of Personnel Management (OPM) is issuing an interim final regulation to update the Federal Employees Health Benefits Program (FEHBP) and the Federal Employees Dental and Vision Insurance Program (FEDVIP) regulations to reflect updated election opportunities for participants in the Pathways Programs. The Pathways Programs were created by Executive Order (E.O.) 13562, signed by the President on December 27, 2010, and are designed to enable the Federal Government to compete effectively for students and recent graduates by improving its recruitment efforts through internships and similar programs with Federal agencies. This interim final rule furthers these recruitment and retention efforts by providing health insurance, as well as dental and vision benefits, to eligible program participants and their families.

4th Annual DOE-ERSP PI Meeting: Abstracts
DOE Office of Scientific and Technical Information (OSTI.GOV)
Hazen, Terry C.
2009-03-01
This contains abstracts from the 2009 Annual Environmental Remediation Sciences Program (ERSP) Principal Investigators (PI) Meeting. The ERSP seeks to advance fundamental science to understand, predict, and mitigate the impacts of environmental contamination from past nuclear weapons production and provide a scientific basis for the long-term stewardship of nuclear waste disposal. These ambitious goals cannot be achieved by any one project alone. Therefore, ERSP funds a combination of research programs at the DOE national laboratories, individual projects at universities and federal agencies, and large long(er)-term field site research. Integration of these activities to advance the ERSP goals is a constantmore » challenge, but made significantly simpler by bringing together all funded ERSP researchers once a year to discuss the very latest research results. It is at these meetings where new ideas and/or scientific advancements in support of ERSP goals can be discussed and openly debated among all PIs in the program. The ERSP thrives, in part, on the new ideas, concepts, scientific connections, and collaborations generated as a result of these meetings. The annual PI Meeting is very much a working meeting with three major goals: (1) to provide opportunities for scientific interaction among the ERSP scientists, a critical element for the program; (2) to provide the ERSP program staff with an opportunity to evaluate the progress of each program and project; and (3) to showcase the ERSP to interested parties within DOE and within other federal agencies In addition to program managers from within OBER, there will be representatives from other offices within DOE and other federal agencies in attandance at the meeting.« less

The conference papers are presented. The Advanced Composite Technology (ACT) Program is a major multi-year research initiative to achieve a national goal of technology readiness before the end of the decade. Conference papers recorded results of research in the ACT Program in the specific areas of automated fiber placement, resin transfer molding, textile preforms, and stitching as these processes influence design, performance, and cost of composites in aircraft structures. These papers will also be included in the Ninth Conference Proceedings to be published by the Federal Aviation Administration as a separate document.
Technology in the public schools?
NASA Technical Reports Server (NTRS)
Lipman, D.
1973-01-01
An evaluation of the forces operating on the public schools which might influence their disposition toward the utilization of technology is presented. It is suggested that the wide-ranging technology and know-how generated by the Federally sponsored research and development programs can be adapted and applied to the solution of problems found in education. It is suggested that three major developments in society have great bearing on the utilization of technology in educational programs. The extent to which these factors are manifested and interrelated, and the potential significance of their combined impact are analyzed.

Physics in perspective: Recommendations and program emphases

1972-01-01
Exerpted material from Physics in Perspective, Vol. 1, is presented on recommendations, priorities, and program emphases. The major recommendations are addressed to the Federal Government and support agencies, the physics community, and the educational community, including precollege, undergraduate, and graduate sectors. Approaches to the questions involved in establishing scientific priorities are discussed, and an approach is evolved which is based on the jury rating application of certain criteria to the program elements of a subfield. The question of national support level for the physics enterprise is also considered, and contingency alternatives are suggested such that whatever the level of available support, it may be used with maximum effectiveness.

In October 2002 the federal government issued a draft "Compliance Program Guidance for Pharmaceutical Manufacturers." The draft Guidance questioned the legality of many arrangements heretofore left to the discretion of physicians and drug companies, including industry-funded educational and research grants, consultantcies, and gifts. Medical organizations and drug manufacturers proposed major revisions to the draft, arguing that current practices were in everyone's best interest. To evaluate the impact of their responses, we compare the draft, the changes requested by industry and organized medicine, and the final Guidance document (issued in April 2003). We also explore the implications--some intended, others unanticipated--of the final document.

To assess the perceived readiness of Medicaid and Children's Health Insurance Program (CHIP) enrollees to use information technologies (IT) in order to facilitate improvements in the application processes for these public insurance programs. We conducted a concurrent mixed method study of Medicaid and CHIP enrollees in a southern state. We conducted focus groups to identify enrollee concerns regarding the current application process and their IT proficiency. Additionally, we surveyed beneficiaries via telephone about their access to and use of the Internet, and willingness to adopt IT-enabled processes. 2013 households completed the survey. We used χ(2) analysis for comparisons across different groups of respondents. A majority of enrollees will embrace IT-enabled enrollment, but a small yet significant group continues to lack access to facilitating technologies. Moreover, a segment of beneficiaries in the two programs continues to place a high value on personal interactions with program caseworkers. IT holds the promise of improving efficiency and reducing barriers for enrollees, but state and federal agencies managing public insurance programs need to ensure access to traditional processes and make caseworkers available to those who require and value such assistance, even after implementing IT-enabled processes. The use of IT-enabled processes is essential for effectively managing eligibility and enrollment determinations for public programs and private plans offered through state or federally operated exchanges. However, state and federal officials should be cognizant of the technological readiness of recipients and provide offline help to ensure broad participation in the insurance market. Information about the Catalog of Federal Domestic Assistance and EPA Programs
The primary purpose of the Catalog is to assist potential applicants in identifying programs which meet their specific objectives & to provide general information on Federal assistance programs. In 1977 Congress passed the Federal Program Information Act.
Hughes, W. Brian
1994-01-01
In 1991, the U.S. Geological Survey (USGS), U.S. Department of the Interior, began a National Water-Quality Assessment Program (NAWQA). The long-term goals of NAWQA are to describe the status of and trends in the quality of a large representative part of the Nation's surface- and ground-water resources and to identify all the major factors that affect the quality of these resources. In addressing these goals, NAWQA produces water-quality information that is useful to policymakers and managers at State, Federal, and local levels.NAWQA emphasis is on regional scale water-quality problems. The program does not diminish the need for smaller scale studies and monitoring designed and conducted by State, Federal, and local agencies. NAWQA, however, provides a large-scale framework for conducting many of these activities and an understanding about regional and national water-quality conditions that cannot be acquired from these other programs and studies.Studies of 60 hydrologic systems that include parts of most major river basins and aquifer systems are the building blocks of the national assessment. The areas of the 60 study units range in size from 1,000 to more than 60,000 square miles (mi2) and represent 60 to 70 percent of the Nation's water use and population served by public water supplies. Twenty investigations were begun in 1991, 20 investigations began in 1994, and 20 are planned to begin in 1997. The assessment activities in the Santee River Basin and Coastal Drainage began in 1994.

Working on reform. How workers' compensation medical care is affected by health care reform.
Himmelstein, J; Rest, K
1996-01-01
The medical component of workers' compensation programs-now costing over $24 billion annually-and the rest of the nation's medical care system are linked. They share the same patients and providers. They provide similar benefits and services. And they struggle over who should pay for what. Clearly, health care reform and restructuring will have a major impact on the operation and expenditures of the workers' compensation system. For a brief period, during the 1994 national health care reform debate, these two systems were part of the same federal policy development and legislative process. With comprehensive health care reform no longer on the horizon, states now are tackling both workers' compensation and medical system reforms on their own. This paper reviews the major issues federal and state policy makers face as they consider reforms affecting the relationship between workers' compensation and traditional health insurance. What is the relationship of the workers' compensation cost crisis to that in general health care? What strategies are being considered by states involved in reforming the medical component of workers compensation? What are the major policy implications of these strategies?

To increase the numbers of underrepresented racial minority students in science, technology, engineering, and mathematics (STEM), federal and private agencies have allocated significant funding to undergraduate research programs, which have been shown to students’ intentions of enrolling in graduate or professional school. Analyzing a longitudinal sample of 4,152 aspiring STEM majors who completed the 2004 Freshman Survey and 2008 College Senior Survey, this study utilizes multinomial hierarchical generalized linear modeling (HGLM) and propensity score matching techniques to examine how participation in undergraduate research affects STEM students’ intentions to enroll in STEM and non-STEM graduate and professional programs. Findings indicate that participation in an undergraduate research program significantly improved students’ probability of indicating plans to enroll in a STEM graduate program. PMID:25190821

Emergency medical personnel training: I. An historical perspective.
Sytkowski, P A; Jacobs, L M; Meany, M
1983-01-01
The status of Emergency Medical Technicians has evolved from an undefined role with few rules, regulations, or standards to an established health care profession and a nationally administered program. The evolution of this profession received major impetus from the 1966 report by the National Academy of Science/National Research Council that provided recommended training standards. Development of a training course curriculum for basic life support (BLS) followed. The need for coordinated training of Emergency Medical Technical Technicians was recognized, and funds became available to aid in the national standardization of education, examination, certification, and recertification procedures for EMTs. Concomitant with the attempt to standardize BLS training, advanced life support (ALS) programs grew in number. By 1977 the National Standard Training Curriculum became available and was soon followed by a national certification exam. As states have the option to accept or reject the federal standards embodied in the national training course, there remains variation among programs offered by each state. Because of the difference in need for specific emergency services among the states at a time of increased professional mobility, arguments still exist regarding the desirability of federally mandated training and certification programs.
Public finance policy strategies to increase access to preconception care.
Johnson, Kay A
2006-09-01
Policy and finance barriers reduce access to preconception care and, reportedly, limit professional practice changes that would improve the availability of needed services. Millions of women of childbearing age (15-44) lack adequate health coverage (i.e., uninsured or underinsured), and others live in medically underserved areas. Service delivery fragmentation and lack of professional guidelines are additional barriers. This paper reviews barriers and opportunities for financing preconception care, based on a review and analysis of state and federal policies. We describe states' experiences with and opportunities to improve health coverage, through public programs such as Medicaid, Medicaid waivers, and the State Children's Health Insurance Program (SCHIP). The potential role of Title V and of community health centers in providing primary and preventive care to women also is discussed. In these and other public health and health coverage programs, opportunities exist to finance preconception care for low-income women. Three major policy directions are discussed. To increase access to preconception care among women of childbearing age, the federal and state governments have opportunities to: (1) improve health care coverage, (2) increase the supply of publicly subsidized health clinics, and (3) direct delivery of preconception screening and interventions in the context of public health programs.

...The Secretary amends the Federal Perkins Loan (Perkins Loan) program, Federal Family Education Loan (FFEL) program, and William D. Ford Federal Direct Loan (Direct Loan) program regulations. These final regulations implement a new Income-Contingent Repayment (ICR) plan in the Direct Loan program based on the President's ``Pay As You Earn'' repayment initiative, incorporate recent statutory changes to the Income-Based Repayment (IBR) plan in the Direct Loan and FFEL programs, and streamline and add clarity to the total and permanent disability (TPD) discharge process for borrowers in loan programs under title IV of the Higher Education Act of 1965, as amended (HEA). These final regulations implementing a new ICR plan and the statutory changes to the IBR plan will assist borrowers in repaying their loans while the changes to the TPD discharge process will reduce burden for borrowers who are disabled and seeking a discharge of their title IV debt.
Hiscott, R D

The economic climate in Ontario in particular and Canada in general (especially, severe problems with government budget deficits and accumulated long-term debt) has led to increasing pressures to off-load financial responsibilities for postsecondary education from governments to those who reap the primary benefits of such education--namely, the students. As a result, there have been sizable increases in tuition fees for postsecondary programs in recent years. It is reasonable to assume that cash-strapped governments will continue to expect students in university and community college programs to pay an increasing share of their education. In fact, this is one of the major options set out in the recent federal government paper for reform of social programs.
How federalism shapes public health financing, policy, and program options.
Ogden, Lydia L
2012-01-01
In the United States, fiscal and functional federalism strongly shape public health policy and programs. Federalism has implications for public health practice: it molds financing and disbursement options, including funding formulas, which affect allocations and program goals, and shapes how funding decisions are operationalized in a political context. This article explores how American federalism, both fiscal and functional, structures public health funding, policy, and program options, investigating the effects of intergovernmental transfers on public health finance and programs.

Six states that have rejected the Patient Protection and Affordable Care Act's (ACA) Medicaid expansion nonetheless extended the primary care "fee bump," by which the federal government increased Medicaid fees for primary care services up to 100 percent of Medicare fees during 2013-14. We conducted semistructured interviews with leaders in five of these states, as well as in three comparison states, to examine why they would continue a provision of the ACA that moderately expands access at significant state expense while rejecting the expansion and its large federal match, focusing on relevant economic, political, and procedural factors. We found that fee bump extension proposals were more successful where they were dissociated from major national policy debates, actionable with the input of relatively few stakeholder entities, and well aligned with preexisting policy-making structures and decision trends. Republican proposals to cap or reduce federal funding for Medicaid, if enacted, would compel states to contain program costs. In this context, states' established decision-making processes for updating Medicaid fee schedules, which we elucidate in this study, may shape the future of the Medicaid program. Oil shale development and its environmental considerations
Stone, R.T.; Johnson, H.; Decora, A.
1974-01-01
The petroleum shortage recently experienced by many nations throughout the world has created an intense interest in obtaining new and supplemental energy sources. In the United States, this interest has been centered on oil shale. Any major action by the federal government having significant environmental effects requires compliance with the National Environmental Policy Act of 1969 (NEPA). Since most oil shale is found on federal lands, and since its development involves significant environmental impacts, leasing oil shale lands to private interests must be in compliance with NEPA. For oil shale, program planning began at approximately the same time that NEPA was signed into law. By structuring the program to permit a resource and technological inventory by industry and the federal agencies, the Department of the Interior was able simultaneously to conduct the environmental assessments required by the act. This required: 1. Clearly defined program objections; 2. An organization which could integrate public policy with diverse scientific disciplines and environmental concerns; and 3. Flexible decisionmaking to adjust to policy changes as well as to evolving interpretations on EPA as clarified by court decisions. This paper outlines the program, the organization structure that was created for this specific task, and the environmental concerns which were investigated. The success of the program has been demonstrated by meeting the requirements of NEPA, without court challenge, and by industry's acceptance of a leasing program that included the most stringent environmental protection provisions ever required. The need for energy development has spurred the acceptance of the program. However, by its awareness and willingness to meet the environmental challenges of the future, industry has shown a reasonable understanding of its commitments. The pros and cons of development were publicly considered in hearings and analyzed in the final environmental statement. This action aided greatly in preventing legal challenges. The prototype oil shale program is now under way and this new energy source, developed with strict environmental safeguards, may soon be available to our nation.

Coordination of health coverage for Medicare enrollees: living with HIV/AIDS in California.
Eichner, J; Kahn, J G
2001-08-01
Because Medicare does not cover a large part of the health care that its enrollees living with HIV/AIDS require, they need other coverage to supplement Medicare. Medicaid is a major source of that supplemental coverage. In California, Medicare enrollees with HIV/AIDS who were also enrolled in Medi-Cal (California's Medicaid program) had total payments from both programs of $177 million, or an average of $28,956 per person in the fee-for-service-system in 1998. Of that total, Medicare paid for 38 percent, mainly for inpatient visits and ambulatory care, while Medi-Cal paid 62 percent, mainly for prescription drugs. For these dual enrollees, many of Medicare's benefit gaps--including a large share of prescription drugs, nursing facility services and home care--are being filled by Medi-Cal. Data in this Medicare Brief indicate that the incremental cost to the federal government of filling gaps in the Medicare benefits package would be considerably less than the full cost of the additional benefits. Through Medicaid and other programs, the federal government is already paying a substantial part of public program expenditures for dual enrollees with HIV/AIDS. Other issues to consider are how the dual Medicare-Medicaid funding streams affect the programs' cost efficiency, and from the perspective of Medicare enrollees and providers, how well the dual programs coordinate to meet the needs of people with HIV/AIDS and other chronic conditions.

Industrial hearing conservation.
Glorig, A
1979-08-01
Hearing conservation programs, when appropriate in industry, are now a necessity. Even though one may not wish to adopt an altruistic attitude toward the conservation of hearing, one must, like it or not, initiate a hearing conservation program because of both federal and state regulations. Since industrial noise exposure produced more hearing loss in more people than all other causes of hearing loss combined, it is incumbent on all industries with noise makers to do something about protecting human hearing. The tragedy is that nearly all industrial hearing loss can be prevented with proper hearing conservation measures. The cost of hearing conservation is far less than the cost of hearing loss in terms of human suffering and dollars in the compensation courts. Proper education of both managment and labor can result in successful hearing conservation programs. The method of choice is reduction of the noise at the source, but in many cases this is infeasible both technically and economically and therefore protection at the ear must be used. Experience has shown that with proper supervision ear protection programs can prevent the majority of instances of hearing loss in the majority of individuals exposed.

OSHA is issuing a final rule amending the Basic Program Elements to require Federal agencies to submit their occupational injury and illness recordkeeping information to the Bureau of Labor Statistics (BLS) and OSHA on an annual basis. The information, which is already required to be created and maintained by Federal agencies, will be used by BLS to aggregate injury and illness information throughout the Federal government. OSHA will use the information to identify Federal establishments with high incidence rates for targeted inspection, and assist in determining the most effective safety and health training for Federal employees. The final rule also interprets several existing basic program elements in our regulations to clarify requirements applicable to Federal agencies, amends the date when Federal agencies must submit to the Secretary of Labor their annual report on occupational safety and health programs, amends the date when the Secretary of Labor must submit to the President the annual report on Federal agency safety and health, and clarifies that Federal agencies must include uncompensated volunteers when reporting and recording occupational injuries and illnesses.

Progress toward establishing a national assessment of water availability and use

The Omnibus Public Land Management Act of 2009 (Public Law 111-11) was passed into law on March 30, 2009. Subtitle F, also known as the SECURE Water Act, calls for the establishment of a "national water availability and use assessment program" within the U.S. Geological Survey (USGS). A major driver for this recommendation was that national water availability and use have not been comprehensively assessed since 1978. This report fulfills a requirement to report to Congress on progress in implementing the national water availability and use assessment program, also referred to as the National Water Census. The SECURE Water Act authorized \\$20 million for each of fiscal years (FY) 2009 through 2023 for assessment of national water availability and use. The first appropriation for this effort was \\$4 million in FY 2011, followed by an appropriation of \\$6 million in FY 2012. The National Water Census synthesizes and reports information at the regional and national scales, with an emphasis on compiling and reporting the information in a way that is useful to states and others responsible for water management and natural-resource issues. The USGS works with Federal and non-Federal agencies, universities, and other organizations to ensure that the information can be aggregated with other types of water-availability and socioeconomic information, such as data on food and energy production. To maximize the utility of the information, the USGS coordinates the design and development of the effort through the Federal Advisory Committee on Water Information. A National Water Census is a complex undertaking, particularly because there are major gaps in the information needed to conduct such an assessment. To maximize progress, the USGS engaged stakeholders in a discussion of priorities and leveraged existing studies and program activities to enhance efforts toward the development of a National Water Census.

1994-01-01
In 1991, the U.S. Geological Survey (USGS) began implementing a full-scale National Water-Quality Assessment (NAWQA) Program. The long-term goals of the NAWQA Program are to describe the status and trends in the quality of a large, representative part of the Nation’s surface- and ground-water resources and to provide a sound, scientific understanding of the primary natural and human factors that affect the quality of these resources. In meeting these goals, the program will produce a wealth of water-quality information that will be useful to policy makers and managers at Federal, State, and local levels.A major design feature of the NAWQA Program will enable water-quality information at different areal scales to be integrated. A major component of the program is study-unit investigations, which ae the principal building blocks of the program upon which national-level assessment activities will be based. The 60 study-unit investigations that make up the program are hydrologic systems that include principal river basins and aquifer systems throughout the Nation. These study units cover areas from less than 1.000 to greater than 60,000 mi2 and incorporate from about 60 to 70 percent of the Nation’s water use and population served by public water supply. In 1993, assessment activities began in the Great Salt Lake Basins NAWQA study unit.

NASA programs in technology transfer and their relation to remote sensing education
NASA Technical Reports Server (NTRS)
Weinstein, R. H.
1980-01-01
Technology transfer to users is a central feature of NASA programs. In each major area of responsibility, a variety of mechanisms was established to provide for this transfer of operational capability to the proper end user, be it a Federal agency, industry, or other public sector users. In addition, the Technology Utilization program was established to cut across all program areas and to make available a wealth of 'spinoff' technology (i.e., secondary applications of space technology to ground-based use). The transfer of remote sensing technology, particularly to state and local users, presents some real challenges in application and education for NASA and the university community. The agency's approach to the transfer of remote sensing technology and the current and potential role of universities in the process are considered.

The Department of Energy's (DOE) Ocean Energy Technology (OET) Program is looking for cost-effective ways to harness ocean energy to help power tomorrow's world. Federally sponsored researchers are studying methods to transform the solar heat stored in the ocean's surface waters into electricity as well as new ways to convert wave energy into mechanical energy or electricity. This report provides a summary of research completed during FY86. Four major research areas are addressed in the work covered by this report: Thermodynamic Research and Analysis addresses the process and system analyses which provide the underlying understanding of physical effects which constitute the energy conversion processes, Experimental Verification and Testing provides confirmation of the analytical projections and empirical relationships, Materials and Structural Research addresses special materials compatibility issues related to operation in the sea. Much of its focus is on concepts for the system CWP which is a major technology cost driver, and Oceanographic, Environmental, and Geotechnical Research addresss those unique design requirements imposed by construction in steep slope coastal areas.

Health risks from acid rain: a Canadian perspective.
Franklin, C A; Burnett, R T; Paolini, R J; Raizenne, M E
1985-11-01
Acidic deposition, commonly referred to as acid rain, is causing serious environmental damage in eastern Canada. The revenues from forest products, tourism and sport fishing are estimated to account for about 8% of the gross national product. The impact on human health is not as clearcut and a multi-department program on the Long-Range Transport of Airborne Pollutants (LRTAP) was approved by the federal government in June 1980. The objectives of the LRTAP program are to reduce wet sulfate deposition to less than 20 kg/ha per year in order to protect moderately sensitive areas. This will require a 50% reduction in Canadian SO2 emissions east of the Saskatchewan/Manitoba border and concomitant reductions in the eastern U.S.A. The objectives of the health sector of the program are to assess the risk to health posed by airborne pollutants which are subjected to long-range transport and to monitor the influence of abatement programs. Two major epidemiology studies were undertaken in 1983, one in which the health effects related to acute exposure to transported air pollutants were studied in asthmatic and nonasthmatic children, and another in which the effects of chronic exposure to these pollutants were studied in school children living in towns with high and low levels of pollutants. Preliminary analysis of the data do not indicate major health effects, but definitive conclusions must await final analysis. Studies on the indirect effects of acid deposition on water quality have shown that acidified lake water left standing in the plumbing system can adversely affect water quality and that federally set guidelines for copper and lead are exceeded. Flushing of the system before using the water rectifies the situation. Additional studies are planned to further delineate the magnitude of the health effects of acidified lake water.

This notice with comment period interprets the term "Federal public benefit" as used in Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), Pub. L. 104-193, and identifies the HHS programs that provide such benefits under this interpretation. According to section 401 if PRWORA, aliens who are not "qualified aliens" are not eligible for any "Federal public benefit," unless the "Federal public benefit" falls within a specified exception. A "Federal public benefit" includes "any grant, contract, loan, professional license, or commercial license" provided to an individual, and also "any retirement, welfare, health, disability, public or assisted housing, postsecondary education, food assistance, unemployment benefit, or any other similar benefit for which payments or assistance are provided to an individual, household, or family eligibility unit." Under section 432, providers of a non-exempt "Federal public benefit" must verify that a person applying for the benefit is a qualified alien and is eligible to receive the benefit. The HHS programs that provide "Federal public benefits" and are not otherwise excluded from the definition by the exceptions provided in section 401(b) are: Adoption Assistance Administration on Developmental Disabilities (ADD)-State Developmental Disabilities Councils (direct services only) ADD-Special Projects (direct services only) ADD-University Affiliated Programs (clinical disability assessment services only) Adult Programs/Payments to Territories Agency for Health Care Policy and Research Dissertation Grants Child Care and Development Fund Clinical Training Grant for Faculty Development in Alcohol & Drug Abuse Foster Care Health Profession Education and Training Assistance Independent Living Program Job Opportunities for Low Income Individuals (JOLI) Low Income Home Energy Assistance Program (LIHEAP) Medicare Medicaid (except assistance for an emergency medical condition) Mental Health Clinical Training Grants Native Hawaiian Loan Program Refugee Cash Assistance Refugee Medical Assistance Refugee Preventive Health Services Program Refugee Social Services Formula Program Refugee Social Services Discretionary Program Refugee Targeted Assistance Formula Program Refugee Targeted Assistance Discretionary Program Refugee Unaccompanied Minors Program Refugee Voluntary Agency Matching Grant Program Repatriation Program Residential Energy Assistance Challenge Option (REACH) Social Services Block Grant (SSBG) State Child Health Insurance Program (CHIP) Temporary Assistance for Needy Families (TANF) While all of these programs provide "Federal public benefits" this does not mean that all benefits or services provided under these programs are "Federal public benefits." As discussed in sections II and III below, some benefits or services under these programs may not be provided to an "individual, household, or family eligibility unit" and, therefore, do not constitute "Federal public benefits" as defined by PRWORA.
Transferring new technologies within the federal sector: The New Technology Demonstration Program
DOE Office of Scientific and Technical Information (OSTI.GOV)
Conover, D.R.; Hunt, D.M.
1994-08-01
The federal sector is the largest consumer of products in the United States and annually purchases almost 1.5 quads of energy measured at the building site at a cost of almost $10 billion (U.S. Department of Energy 1991). A review of design, construction, and procurement practices in the federal sector, as well as discussions with manufacturers and vendors, indicated that new technologies are not utilized in as timely a manner as possible. As a consequence of this technology transfer lag, the federal sector loses valuable energy and environmental benefits that can be derived through the application of new technologies. Inmore » addition, opportunities are lost to reduce federal energy expenditures and spur U.S. economic growth through the procurement of such technologies. In 1990, under the direction of the U.S. Department of Energy (DOE) Federal Energy Management Program, the Pacific Northwest Laboratory began the design of a program to accelerate the introduction of new U.S. technologies into the federal sector. Designated first as the Test Bed Demonstration Program and more recently the New Technology Demonstration Program, it sought to shorten the acceptance period of new technologies within the federal sector. By installing and evaluating various new technologies at federal facilities, the Program attempts to increase the acceptance of those new technologies through the results of {open_quotes}real-world{close_quotes} federal installations. Since that time, the Program has conducted new technology demonstrations and evaluations, evolved to address the need for more timely information transfer, and explored collaborative opportunities with other DOE offices and laboratories. This paper explains the processes by which a new technology demonstration project is implemented and presents a general description of the Program results to date.« less
