The US Department of Energy (DOE) Office of Environmental Management, formerly the Office of Environmental Restoration and Waste Management (EM), was established in November 1989 as the first step toward correcting contamination problems resulting from nearly 50 years of nuclear weapons production and fuel processing activities. EM consolidates several DOE organizations previously responsible for the handling, treatment, and disposition of radioactive and hazardous waste. Within EM, the Office of Technology Development (OTD/EM-50) is responsible for developing technologies to meet DOE`s goal for environmental restoration. The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. Inmore » 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future. This report summarizes significant FY93 programmatic information and accomplishments relevant to the individual activities within the Office of Technology Development Program for Research, Development, Demonstration, Testing, and Evaluation (RDDT&E). A brief discussion of the mission of the Office of Environmental Restoration and Waste Management (EM) and the Office of Technology Development is presented. An overview is presented of the major problem areas confronting DOE. These problem areas include: groundwater and soils cleanup; waste retrieval and processing; and pollution prevention. The U.S. Department of Energy's (DOE) Office of Environmental Management (EM) has collaborated with the Russian Federal Atomic Energy Agency - Rosatom (formerly Minatom) for 14 years on waste management challenges of mutual concern. Currently, EM is cooperating with Rosatom to explore issues related to high-level waste and investigate Russian experience and technologies that could support EM site cleanup needs. EM and Rosatom are currently implementing six collaborative projects on high-level waste issues: 1) Advanced Melter Technology Application to the U.S. DOE Defense Waste Processing Facility (DWPF) - Cold Crucible Induction Heated Melter (CCIM); 2) - Design Improvements to themore » Cold Crucible Induction Heated Melter; 3) Long-term Performance of Hanford Low-Activity Glasses in Burial Environments; 4) Low-Activity-Waste (LAW) Glass Sulfur Tolerance; 5) Improved Retention of Key Contaminants of Concern in Low Temperature Immobilized Waste Forms; and, 6) Documentation of Mixing and Retrieval Experience at Zheleznogorsk. Preliminary results and the path forward for these projects will be discussed. The next generation of missions in NASA's Human Space Flight program focuses on the development and deployment of highly complex systems (e.g., Orion Multi-Purpose Crew Vehicle, Space Launch System, 21st Century Ground System) that will enable astronauts to venture beyond low Earth orbit and explore the moon, near-Earth asteroids, and beyond. Architecting these highly complex system-of-systems requires formal systems engineering techniques for managing the evolution of the technical features in the information exchange domain (e.g., data exchanges, communication networks, ground software) and also, formal correlation of the technical architecture to stakeholders' programmatic concerns (e.g., budget, schedule, risk) and design development (e.g., assumptions, constraints, trades, tracking of unknowns). This paper will describe how the authors have applied System Modeling Language (SysML) to implement model-based systems engineering for managing the description of the End-to-End Information System (EEIS) architecture and associated development activities and ultimately enables stakeholders to understand, reason, and answer questions about the EEIS under design for proposed lunar Exploration Missions 1 and 2 (EM-1 and EM-2).

Access to transportation is vital to reducing the travel time to emergency obstetric and neonatal care (EmONC) for managing complications and preventing adverse maternal and neonatal outcomes. This study examines the distribution of travel times to EmONC in Kigoma Region, Tanzania, using various transportation schemes, to estimate the proportion of live births (a proxy indicator of women needing delivery care) with poor geographic access to EmONC services. The 2014 Reproductive Health Survey of Kigoma Region identified 4 primary means of transportation used to travel to health facilities: walking, cycling, motorcycle, and 4-wheeled motor vehicle. A raster-based travel time model was used to map the 2-hour travel time catchment for each mode of transportation. Live birth density distributions were aggregated by travel time catchments, and by administrative council, to estimate the proportion of births with poor access. Of all live births in Kigoma Region, 13% occurred in areas where women can reach EmONC facilities within 2 hours on foot, 33% in areas that can be reached within 2 hours only by motorized vehicles, and 32% where it is impossible to reach EmONC facilities within 2 hours. Over 50% of births in 3 of the 8 administrative councils had poor estimated access. In half the councils, births with poor access could be reduced to no higher than 12% if all female residents had access to motorized vehicles. Significant differences in geographic access to EmONC in Kigoma Region, Tanzania, were observed both by location and by primary transportation type. As most of the population may only have good EmONC access when using mechanized or motorized vehicles, bicycles and motorcycles should be incorporated into the health transportation strategy. Collaboration between private transportation sectors and obstetric service providers could improve access to EmONC services among most populations. In FY04, the authors developed and implemented models to manage existing and incremental research space, and to facilitate programmatic research, at the University of Arizona College of Medicine. Benchmarks were set for recovery of total sponsored research dollars and for facilities and administrative (F&A) dollars/net square foot (nsf) of space, based on college-wide metrics. Benchmarks were applied to units (departments, centers), rather than to individual faculty. Performance relative to the benchmark was assessed using three-year moving averages, and applied to existing blocks of space. Space was recaptured or allocated, in all cases to programmatic themes, using uniform policies. F&A revenues were returned on the basis of performance relative to a benchmark. During the first two years after implementation of the model (FY05 and FY06), and for the 24 units occupying research space, median total sponsored research revenue/nsf increased from $393.96 to $474.46 (20.4%), and median F&A revenue/nsf increased from $57.42 to $91.86 (60.0%). These large increases in median values are driven primarily from redistribution and recapturing of space. Recruiting policies for unit heads were developed to facilitate joint hires among units. In combination, these policies created a comprehensive space management model for facilitating programmatic research. Although challenges remain in implementing the programmatic recruitment strategy, and selected modifications to the original policy were introduced later (e.g., research space for newly recruited junior faculty is now exempted from calculations for three years), overall, the models have created a climate of transparency that is now accepted and that allows efficient and equitable management of research space.

The specialty of EM is developing rapidly throughout the world. This growth is relatively lacking in the LICs, however. The lack of resources and financing capabilities in these regions may hinder specialty development. Further growth of the specialty in these countries requires an understanding of their health priorities and the global health and development agencies that often assist these countries in supporting the health sector. Identifying health priorities in these regions that intersect with EM is crucial and may form the basis for further expansion of EM. Many potential funding opportunities exist within the governmental and private sector, but all require some familiarity with application mechanisms and project cycles. Building relationships with personnel within these agencies and countries of interest is often fundamental to successful programmatic funding.
Treatment of cardiac arrest with rapid defibrillation by police in King County, Washington.

Improving survival from out-of-hospital cardiac arrest is an ongoing challenge for emergency medical services (EMS). Various strategies for shortening the time from collapse to defibrillation have been used, and one is to equip police officers with defibrillators. Objective. We evaluated the programmatic implementation of police defibrillation to determine if such a program could improve the process of care in a high-functioning and mature EMS system. We conducted a prospective observational study of implementation of a police defibrillation in two police departments in King County, Washington, from March 1, 2010 to March 31, 2012. The program was designed to dispatch police specifically to cases with a high suspicion of cardiac arrest, defined as a patient who was unconscious and not breathing normally. We included all nontraumatic out-of-hospital cardiac arrest events that occurred prior to EMS arrival and within the city limits of the two cities. We collected both EMS and police dispatch reports to document times of call receipt, dispatch, and arrival of both agencies. We obtained rhythm recordings when the automated external defibrillators (AEDs) were used by the police. Descriptive statistics were used to measure frequency of police dispatch and to compare times to treatment between patients with a police response and those without. During the study period there were 231 cases of cardiac arrest that occurred prior to EMS arrival eligible for police response in the study communities. Police were dispatched to 124 (54%) of these cases. Of the 124, the police arrived before EMS 37 times, or 16% of the 231 cases. Police performed CPR in 29 of these cases and applied the AED in 21 of them. Of the 21 cases in which the AED was applied for cardiac arrest, a shock was delivered on first analysis for 6 patients. Although the response interval between dispatch to scene arrival was similar for EMS and police (4.5 minutes versus 4.6 minutes respectively, p = 0.08), police were dispatched considerably slower than EMS (1.8 minutes versus 0.6 minutes, p < 0.001). In the current programmatic implementation, police had a measurable but limited involvement in resuscitation. Efforts to address dispatch challenges may improve police involvement.

This study analyses health managers' perceptions of local public health agendas addressing violence against rural women in municipalities in the southern part of the State Rio Grande do Sul in Brazil. It consists of an exploratory descriptive study utilizing a qualitative approach. Municipal health managers responsible for planning actions directed at women's health and primary health care were interviewed. The analysis sought to explore elements of programmatic vulnerability related to violence in the interviewees' narratives based on the following dimensions of programmatic vulnerability: expression of commitment, transformation of commitment into action, and planning and coordination. It was found that local health agendas directed at violence against rural women do not exist. Health managers are therefore faced with the challenge of defining lines of action in accordance with the guidelines and principles of the SUS. The repercussions of this situation are expressed in fragile comprehensive services for these women and programmatic vulnerability.

Space station architectural options, habitability considerations and subsystem analyses, technology, and programmatics are reviewed. The methodology employed for conceiving and defining space station concepts is presented. As a result of this approach, architectures were conceived and along with their supporting rationale are described within this portion of the report. Habitability consideration and subsystem analyses describe the human factors associated with space station operations and includes subsections covering (1) data management, (2) communications and tracking, (3) environmental control and life support, (4) manipulator systems, (5) resupply, (6) pointing, (7) thermal management and (8) interface standardization. A consolidated matrix of subsystems technology issues as related to meeting the mission needs for a 1990's era space station is presented. Burnout, depression, and suicidality among residents of all specialties have become a critical focus for the medical education community, especially among learners in graduate medical education. In 2017 the Accreditation Council for Graduate Medical Education (ACGME) updated the Common Program Requirements to focus more on resident wellbeing. To address this issue, one working group from the 2017 Resident Wellness Consensus Summit (RWCS) focused on wellness program innovations and initiatives in emergency medicine (EM) residency programs. Over a seven-month period leading up to the RWCS event, the Programmatic Initiatives workgroup convened virtually in the Wellness Think Tank, an online, resident community consisting of 142 residents from 100 EM residencies in North America. A 15-person subgroup (13 residents, two faculty facilitators) met at the RWCS to develop a public, central repository of initiatives for programs, as well as tools to assist programs in identifying gaps in their overarching wellness programs. An online submission form and central database of wellness initiatives were created and accessible to the public. Wellness Think Tank members collected an initial 36 submissions for the database by the time of the RWCS event. Based on general workplace, needs-assessment tools on employee wellbeing and Kern's model for curriculum development, a resident-based needs-assessment survey and an implementation worksheet were created to assist residency programs in wellness program development. The Programmatic Initiatives workgroup from the resident-driven RWCS event created tools to assist EM residency programs in identifying existing initiatives and gaps in their wellness programs to meet the ACGME's expanded focus on resident wellbeing.

It is the policy of the Department of Energy (DOE) that pollution prevention and sustainable environmental stewardship will be integrated into DOE operations as a good business practice to reduce environmental hazards, protect environmental resources, avoid pollution control costs, and improve operational efficiency and mission sustainability. In furtherance of this policy, DOE established five strategic, performance-based Pollution Prevention (P2) and Sustainable Environmental Stewardship goals and included them as an attachment to DOE O 450.1, Environmental Protection Program. These goals and accompanying strategies are to be implemented by DOE sites through the integration of Pollution Prevention into each site's Environmental Managementmore » System (EMS). This document presents a P2 and Sustainability Program and corresponding plan pursuant to DOE Order 450.1 and DOE O 435.1, Radioactive Waste Management. This plan is also required by the state of Idaho, pursuant to the Resource Conservation and Recovery Act (RCRA) partial permit. The objective of this document is to describe the Idaho National Laboratory (INL) Site P2 and Sustainability Program. The purpose of the program is to decrease the environmental footprint of the INL Site while providing enhanced support of its mission. The success of the program is dependent on financial and management support. The signatures on the previous page indicate INL, ICP, and AMWTP Contractor management support and dedication to the program. P2 requirements have been integrated into working procedures to ensure an effective EMS as part of an Integrated Safety Management System (ISMS). A significantly strengthened Revised National Tuberculosis Control Programme (RNTCP) is currently operational in India. In this case-based commentary, we describe the plight of a patient who developed extensive drug-resistant tuberculosis (XDR-TB) despite having received treatment under the RNTCP for a long period. Our aim is to analyse the programmatic management of tuberculosis in India by highlighting and discussing various issues related to the treatment received by the patient. Further, the article explores whether there is a need to incorporate an ethical element into the RNTCP as it stands today.

The Earth System Science Pathfinder (ESSP) Program Office (PO) is responsible for programmatic management of National Aeronautics and Space Administration's (NASA) Science Mission Directorate's (SMD) Earth Venture (EV) missions. EV is composed of both orbital and suborbital Earth science missions. The first of the Earth Venture missions is EV-1, which are Principal Investigator-led, temporally-sustained, suborbital (airborne) science investigations costcapped at $30M each over five years. Traditional orbital procedures, processes and standards used to manage previous ESSP missions, while effective, are disproportionally comprehensive for suborbital missions. Conversely, existing airborne practices are primarily intended for smaller, temporally shorter investigations, and traditionally managed directly by a program scientist as opposed to a program office such as ESSP. In 2010, ESSP crafted a management approach for the successful implementation of the EV-1 missions within the constructs of current governance models. NASA Research and Technology Program and Project Management Requirements form the foundation of the approach for EV-1. Additionally, requirements from other existing NASA Procedural Requirements (NPRs), systems engineering guidance and management handbooks were adapted to manage programmatic, technical, schedule, cost elements and risk. As the EV-1 missions are nearly at the end of their successful execution and project lifecycle and the submission deadline of the next mission proposals near, the ESSP PO is taking the lessons learned and updated the programmatic management approach for all future Earth Venture Suborbital (EVS) missions for an even more flexible and streamlined management approach.

This paper describes how the ORION program is incorporating improvements in the heat shield design and manufacturing processes reducing programmatic risk and ensuring crew safety in support of NASA's Exploration missions. The approach for the EFT-1 heat shield utilized a low risk Apollo heritage design and manufacturing process using an Avcoat TPS ablator with a honeycomb substrate to provide a one piece heat shield to meet the mission re-entry heating environments. The EM-1 mission will have additional flight systems installed to fly to the moon and return to Earth. Heat shield design and producibility improvements have been incorporated in the EM-1 vehicle to meet deep space mission requirements. The design continues to use the Avcoat material, but in a block configuration to enable improvements in consistant and repeatable application processes using tile bonding experience developed on the Space Shuttle Transportation System Program.

The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. Risk management strategies have become a recent important research topic to many aerospace organizations as they prepare to develop the revolutionary complex space systems of the future. Future multi-disciplinary complex space systems will make it absolutely essential for organizations to practice a rigorous, comprehensive risk management process, emphasizing thorough systems engineering principles to succeed. Project managers must possess strong leadership skills to direct high quality, cross-disciplinary teams for successfully developing revolutionary space systems that are ever increasing in complexity. Proactive efforts to reduce or eliminate risk throughout a project's lifecycle ideally must be practiced by all technical members in the organization. This paper discusses some of the risk management perspectives that were collected from senior managers and project managers of aerospace and aeronautical organizations by the use of interviews and surveys. Some of the programmatic risks which drive the success or failure of projects are revealed. Key findings lead to a number of insights for organizations to consider for proactively approaching the risks which face current and future complex space systems projects.

Web Services and Workflow Management Systems can support creation and deployment of network systems, able to automate data analysis and retrieval processes in biomedical research. Web Services have been implemented at bioinformatics centres and workflow systems have been proposed for biological data analysis. New databanks are often developed by taking into account these technologies, but many existing databases do not allow a programmatic access. Only a fraction of available databanks can thus be queried through programmatic interfaces. SRS is a well know indexing and search engine for biomedical databanks offering public access to many databanks and analysis tools. Unfortunately, these data are not easily and efficiently accessible through Web Services. We have developed 'SRS by WS' (SWS), a tool that makes information available in SRS sites accessible through Web Services. Information on known sites is maintained in a database, srsdb. SWS consists in a suite of WS that can query both srsdb, for information on sites and databases, and SRS sites. SWS returns results in a text-only format and can be accessed through a WSDL compliant client. SWS enables interoperability between workflow systems and SRS implementations, by also managing access to alternative sites, in order to cope with network and maintenance problems, and selecting the most up-to-date among available systems. Development and implementation of Web Services, allowing to make a programmatic access to an exhaustive set of biomedical databases can significantly improve automation of in-silico analysis. SWS supports this activity by making biological databanks that are managed in public SRS sites available through a programmatic interface.

Despite caring for large numbers of older adults, prehospital emergency medical services (EMS) providers receive minimal geriatrics-specific training while obtaining their certification. Studies have shown that they desire further training to improve their comfort level and knowledge in caring for older adults. However, continuing education programs to address these needs must account for each EMS provider's specific needs, consider each provider's learning styles, and provide an engaging, interactive experience. We developed and implemented a novel, internet-based, video podcast-based geriatric continuing education program for EMS providers and evaluated their perceived value of the program. They found this resource to be highly valuable and were strongly supportive of both the modality and the specific training provided. Technical challenges were reported by some as a barrier, as well as the inability to engage in a discussion to clarify topics. Both were felt to be addressable through programmatic and technological revisions. This study demonstrates the proof of concept of video podcast training to address deficiencies in EMS education regarding the care for older patients. However, further work is needed to demonstrate the educational impact of video podcasts on the knowledge and skills of trainees. PMID:22906239

NASA's Space Launch System (SLS) continued to make significant progress in 2015 and 2016, completing hardware and testing that brings NASA closer to a new era of deep space exploration. Programmatically, SLS completed Critical Design Review (CDR) in 2015. A team of independent reviewers concluded that the vehicle design is technically and programmatically ready to move to Design Certification Review (DCR) and launch readiness in 2018. Just five years after program start, every major element has amassed development and flight hardware and completed key tests that will lead to an accelerated pace of manufacturing and testing in 2016 and 2017. Key to SLS' rapid progress has been the use of existing technologies adapted to the new launch vehicle. The existing fleet of RS-25 engines is undergoing adaptation tests to prove it can meet SLS requirements and environments with minimal change. The four-segment shuttle-era booster has been modified and updated with a fifth propellant segment, new insulation, and new avionics. The Interim Cryogenic Upper Stage is a modified version of an existing upper stage. The first Block I SLS configuration will launch a minimum of 70 metric tons (t) of payload to low Earth orbit (LEO). The vehicle architecture has a clear evolutionary path to more than 100t and, ultimately, to 130t. Among the program's major 2015-2016 accomplishments were two booster qualification hotfire tests, a series of RS-25 adaptation hotfire tests, manufacturing of most of the major components for both core stage test articles and first flight tank, delivery of the Pegasus core stage barge, and the upper stage simulator. Renovations to the B-2 test stand for stage green run testing was completed at NASA Stennis Space Center. This year will see the completion of welding for all qualification and flight EM-1 core stage components and testing of flight avionics, completion of core stage structural test stands, casting of the EM-1 solid rocket motors, additional testing of RS-25 engines and flight engine controllers This paper will discuss these and other technical and programmatic successes and challenges over the past year and provide a preview of work ahead before the first flight of this new capability.

OBJECTIVES AND CONTEXT: This paper describes the preliminary outcomes of a collaborative capacity-building initiative performed in Mali to strengthen the immunization program. We conducted baseline assessments, training and post-training assessments in four programmatic areas: vaccine management, immunization safety, surveillance, and vaccine coverage, using adapted World Health Organization (WHO) tools. Impact assessment was done by evaluation of trainee performance, programmatic impact and sustainability. Qualitative and quantitative improvement of trainee performance was seen after the training interventions: some knowledge improvement, greater compliance with vaccine management practices and improved vaccine coverage. Deficiencies in information transfer to the periphery were identified. The program involves shared responsibility for planning, implementation and financing with national stakeholders while emphasizing the training of leaders and managers to ensure sustainability. Although short-term gains were measured, our initial assessments indicate that sustained impact will require improvements in staffing, financing and guidelines to ensure delivery of information and skills to the periphery.

Rare Pride is a social marketing program that stimulates human behavior change in order to promote biodiversity conservation in critically threatened regions in developing countries. A series of formal evaluation studies, networking strategies, and evaluative inquiries have driven a 20-year process of adaptive management that has resulted in extensive programmatic changes within Pride. This paper describes the types of evaluation that Rare used to drive adaptive management and the changes it caused in Pride's theory-of-change and programmatic structure. We argue that (a) qualitative data gathered from partners and staff through structured interviews is most effective at identifying problems with current programs and procedures, (b) networking with other organizations is the most effective strategy for learning of new management strategies, and (c) quantitative data gathered through surveys is effective at measuring program impact and quality. Adaptive management has allowed Rare to increase its Pride program from implementing about two campaigns per year in 2001 to more than 40 per year in 2009 while improving program quality and maintaining program impact. Despite caring for large numbers of older adults, prehospital emergency medical services (EMS) providers receive minimal geriatrics-specific training while obtaining their certification. Studies have shown that they desire further training to improve their comfort level and knowledge in caring for older adults, but continuing education programs to address these needs must account for each EMS provider's specific needs, consider each provider's learning styles, and provide an engaging, interactive experience. A novel, Internet-based, video podcast-based geriatric continuing education program was developed and implemented for EMS providers, and their perceived value of the program was evaluated. They found this resource to be highly valuable and were strongly supportive of the modality and the specific training provided. Some reported technical challenges and the inability to engage in a discussion to clarify topics as barriers. It was felt that both of these barriers could be addressed through programmatic and technological revisions. This study demonstrates the proof of concept of video podcast training to address deficiencies in EMS education regarding the care of older adults, although further work is needed to demonstrate the educational effect of video podcasts on the knowledge and skills of trainees. © 2012, Copyright the Authors Journal compilation © 2012, The American Geriatrics Society.

The achievement of sustainable use of our natural world is one of the major issues confronting humankind today. Environmental issues are inherently complex and difficult to resolve. Successful resolution of our most pressing environmental problems, such as climate change and ocean acidification, will require well-trained earth and environmental scientists that think critically in a multi-dimensional framework at variable spatial and temporal scales. This begs the question as to how we can both attract and successfully educate students in such a way that will permit them to tackle the multitude of environmental problems currently facing society. This poster details one way to successfully attract and train students in an interdisciplinary environmental education framework by sharing: (1) some of the successful strategies and programmatic structure of the University of Delaware's undergraduate environmental programs that have grown over 60% in two years after a major programmatic revision; and (2) the current round of programmatic revisions that will complete the strategic planning process.* The interdisciplinary environmental education program at the University of Delaware has a strong programmatic core that provides students with the requisite quantitative training and field experience to solve complicated environmental issues. At the same time, the environmental program includes the social, political, and economic contexts of environmental issues. Together, these two parts of the core best equip students to mitigate environmental problems. Following a strategic planning effort, the University of Delaware is building upon past successes in training environmental scientists and managers by further reformulating its environmental programs to leverage the power of theme-based learning which complements the programmatic core in such a way to teach problem-solving skills. This poster details the multidimensional nature of the University of Delaware's environmental programs and the revised program structure that seeks to strike a balance between quantitative science, adaptive management, and solutions oriented thinking. ------------------------ *Please note that the planning process for the environmental programs was and is the collective effort of many dedicated people. The PRISM (Prioritization Risk Integration Simulation Model), a computer model was developed to support the Department of Energy's Office of Environmental Management (DOE-EM) in its mission to clean up the environmental legacy from the Nation's nuclear weapons materials production complex. PRISM provides a comprehensive, fully integrated planning tool that can tie together DOE-EM's projects. It is designed to help DOE managers develop sound, risk-informed business practices and defend program decisions. It provides a better ability to understand and manage programmatic risks. The underlying concept for PRISM is that DOE-EM 'owns' a portfolio of environmental legacy obligations (ELOs), and that itsmore » mission is to transform the ELOs from their current conditions to acceptable conditions, in the most effective way possible. There are many types of ELOs - - contaminated soils and groundwater plumes, disused facilities awaiting D and D, and various types of wastes waiting for processing or disposal. For a given suite of planned activities, PRISM simulates the outcomes as they play out over time, allowing for all key identified uncertainties and risk factors. Each contaminated building, land area and waste stream is tracked from cradle to grave, and all of the linkages affecting different waste streams are captured. The progression of the activities is fully dynamic, reflecting DOE-EM's prioritization approaches, precedence requirements, available funding, and the consequences of risks and uncertainties. The top level of PRISM is the end-user interface that allows rapid evaluation of alternative scenarios and viewing the results in a variety of useful ways. PRISM is a fully probabilistic model, allowing the user to specify uncertainties in input data (such as the magnitude of an existing groundwater plume, or the total cost to complete a planned activity) as well as specific risk events that might occur. PRISM is based on the GoldSim software that is widely used for risk and performance assessment calculations. PRISM can be run in a deterministic mode, which quickly provides an estimate of the most likely results of a given plan. Alternatively, the model can be run probabilistically in a Monte Carlo mode, exploring the risks and uncertainties in the system and producing probability distributions for the different performance measures. The PRISM model demonstrates how EM can evaluate a portfolio of ELOs, and transform the ELOs from their current conditions to acceptable conditions, utilizing different strategic approaches. There are many types of ELOs - contaminated soils and groundwater plumes, disused facilities awaiting D and D, and various types of wastes waiting for processing or disposal. This scope of work for the PRISM process and the development of a dynamic simulation model are a logical extension of the GoldSim simulation software used by the OCRWM to assess the long-term performance for the Yucca Mountain Project and by NNSA to assess project risk at its sites. Systems integration modeling will promote better understanding of all project risks, technical and nontechnical, and more defensible decision-making for complex projects with significant uncertainties. It can provide effective visual communication and rapid adaptation during interactions with stakeholders (Administration, Congress, State, Local, and NGO). Emergency medicine (EM) is a recently recognized specialty in India, still in its infancy. Local training programs are developing, but remain very limited. Private, for-profit hospitals are an important provider of graduate medical education (GME) in India, and are partnering with United States (US) universities in EM to expand training opportunities. Our aim was to describe current private-sector programs affiliated with a US university providing postgraduate EM training in India, the evolution and structure of these programs, and successes and challenges of program implementation. Programs have been established in seven cities in India in partnership with a US academic institution. Full-time trainees have required didactics, clinical rotations, research, and annual examinations. Faculty members affiliated with the US institution visit each program monthly. Regular evaluations have informed program modifications, and a local faculty development program has been implemented. Currently, 240 trainees are enrolled in the EM postgraduate program, and 141 physicians have graduated. A pilot survey conducted in 2012 revealed that 93% of graduates are currently practicing EM, 82% of those in India; 71% are involved in teaching, and 32% in research. Further investigation into programmatic impacts is necessary. Challenges include issues of formal program recognition both in India and abroad. This unique partnership is playing a major early role in EM GME in India. Future steps include official program recognition, expanded numbers of training sites, and a gradual transition of training and education to local faculty. Through a joint collaboration involving Academic Life in Emergency Medicine’s (ALiEM) Wellness Think Tank, Essentials of Emergency Medicine (EEM), and the Emergency Medicine Residents’ Association (EMRA), a one-day Resident Wellness Consensus Summit (RWCS) was organized. Methods The RWCS was held on May 15, 2017, as a pre-day event prior to the 2017 EEM conference in Las Vegas, Nevada. Seven months before the RWCS event, pre-work began in the ALiEM Wellness Think Tank, which was launched in October 2016. The Wellness Think Tank is a virtual community of practice involving EM residents from the U.S. and Canada, hosted on the Slack digital-messaging platform. A working group was formed for each of the four predetermined themes: wellness curriculum development; educator toolkit resources for specific wellness topics; programmatic innovations; and wellness-targeted technologies. Results Pre-work for RWCS included 142 residents from 100 different training programs in the Wellness Think Tank. Participants in the actual RWCS event included 44 EM residents, five EM attendings who participated as facilitators, and three EM attendings who acted as participants. The four working groups ultimately reached a consensus on their specific objectives to improve resident wellness on both the individual and program level. Conclusion The Resident Wellness Consensus Summit was a unique and novel consensus meeting, involving residents as the primary stakeholders. The summit demonstrated that it is possible to galvanize a large group of stakeholders in a relatively short time by creating robust trust, communication, and online learning networks to create resources that support resident wellness. The United States Department of Energy Office of Environmental Management (DOE-EM) has established a Performance Assessment Community of Practice (PA CoP) to foster the sharing of information among performance assessment (PA) and risk assessment practitioners, regulators and oversight personnel. The general intent is to contribute to continuous improvement in the consistency, technical adequacy and quality of implementation of PAs and risk assessments around the DOE Complex. The PA CoP activities have involved commercial disposal facilities and international participants to provide a global perspective. The PA CoP has also sponsored annual technical exchanges as a means to foster improved communication andmore » to share lessons learned from on-going modelling activities. The PA CoP encourages activities to provide programmatic and technical assistance in the form of sharing experience and lessons learned with practitioners during the development of PAs and risk assessments. This assistance complements DOE-EM reviews through the Low-Level Waste Disposal Facility Federal Review Group (LFRG) that are conducted after modelling efforts are completed. Such up-front assistance is providing additional value in terms of improving consistency and sharing of information. There has been a substantial increase in the amount of assistance being provided. The assistance has been well received by practitioners and regulators that have been involved. The paper highlights assistance and sharing of information that has been conducted in the last two years to support activities underway in support of proposed disposal facilities at Paducah, Portsmouth, and the Idaho National Laboratory and tank closure at Hanford.« less

In less than two years, the National Aeronautics and Space Administration (NASA) will execute the Ares I-X mission. This will be the first flight of the Ares I crew launch vehicle; which, together with the Ares V cargo launch vehicle (Figure 1), will eventually send humans to the Moon, Mars, and beyond. As the countdown to this first Ares mission continues, personnel from across the Ares I-X Mission Management Office (MMO) are finalizing designs and, in some cases, already fabricating vehicle hardware in preparation for an April 2009 launch. Although often the focus of quality improvement efforts, emergency medical services (EMS) advanced airway management performance has few national comparisons, nor are there many assessments with benchmarks accounting for differences in agency volume or patient mix. We seek to assess variations in advanced airway management and conventional intubation performance in a national cohort of EMS agencies. We used EMS data from ESO Solutions, a national EMS electronic health record system. We identified EMS emergency responses with attempted advanced airway management (conventional intubation, rapid sequence intubation, sedation-assisted intubation, supraglottic airway insertion, and cricothyroidotomy). We also separately examined cases with initial conventional intubation. We determined EMS agency risk-standardized advanced airway management and initial conventional intubation success rates by using mixed-effects regression models, fitting agency as a random intercept, adjusting for patient age, sex, race, cardiac arrest, or trauma status, and use of rapid sequence or sedation-assisted intubation, and accounting for reliability variations from EMS agency airway volume. We assessed changes in agency advanced airway management and initial conventional intubation performance rank after risk and reliability adjustment. We also identified high and low performers (reliability-adjusted and risk-standardized success confidence intervals falling outside the mean). During 2011 to 2015, 550 EMS agencies performed 57,209 advanced airway management procedures. Among 401 EMS agencies with greater than or equal to 10 advanced airway management procedures, there were a total of 56,636 procedures. Median reliability-adjusted and risk-standardized EMS agency advanced airway management success was 92.9% (interquartile range 90.1% to 94.8%; minimum 58.2%; maximum 99.0%). There were 56 advanced airway management low-performing and 38 high-performing EMS agencies. Among 342 agencies with greater than or equal to 10 initial conventional intubations, there were a total of 37,360 initial conventional intubations. Median reliability-adjusted and risk-standardized EMS agency initial conventional intubation success was 77.3% (interquartile range 70.9% to 83.6%; minimum 47.1%; maximum 95.8%). There were 64 initial conventional intubation low-performing and 45 high-performing EMS agencies. In this national series, EMS advanced airway management and initial conventional intubation performance varied widely. The Mars Reconnaissance Orbiter ( MRO ) entered Mars orbit on March 10, 2006. After five months of aerobraking, a series of propulsive maneuvers were used to establish the desired low -altitude science orbit. The spacecraft has been on station in its 255 x 320 k m, sun -synchronous (approximately 3 am -pm ), primary science orbit since September 2006 performing both scientific and Mars programmatic support functions. This paper will provide a summary of the major achievements of the mission to date and the major flight activities planned for the remainder of its third Extended Mission (EM3). Some of the major flight challenges the flight team has faced are also discussed.

An important feature of many brokers is to facilitate straightforward human access to scientific data while maintaining programmatic access to it for system solutions. Standards-based protocols are critical for this, and there are a number of protocols to choose from. In this discussion, we will present a web application solution that leverages certain protocols - e.g., OGC CSW, REST, and OpenSearch - to provide programmatic as well as human access to geospatial resources. We will also discuss managing resources to reduce duplication yet increase discoverability, federated search solutions, and architectures that combine human-friendly interfaces with powerful underlying data management. The changing requirements witnessed in brokering solutions over time, our recent experience participating in the EarthCube brokering hack-a-thon, and evolving interoperability standards provide insight to future technological and philosophical directions planned for geospatial broker solutions. There has been much change over the past decade, but with the unprecedented data collaboration of recent years, in many ways the challenges and opportunities are just beginning.

Preferred provider organizations (PPOs) provide healthcare services to an expanding proportion of the U.S. population. This paper presents a programmatic assessment of service quality in the workers' compensation environment using two different models: the PPO program model and the fee-for-service (FFS) payor model. The methodology used here will augment currently available research in workers' compensation, which has been lacking in measuring service quality determinants and assessing programmatic success/failure of managed care type programs. Results indicated that the SERVQUAL tool provided a reliable and valid clinical quality assessment tool that ascertained that PPO marketers should focus on promoting physician outreach (to show empathy) and accessibility (to show reliability) for injured workers.

Behavioral crisis management, including the use of seclusion and restraint, is the most high risk process in the psychiatric care of children and adolescents. The authors describe hospital-wide programmatic changes implemented at a children's psychiatric hospital that aimed to improve the quality of crisis management services. Pre/post quantitative and qualitative data suggest reduced restraint and seclusion use, reduced patient and staff injury related to crisis management, and increased patient satisfaction during the post-program period. Factors deemed beneficial in program implementation are discussed.

The DOE, after an independent review, has adopted an Environmental Assessment (EA) prepared by the US Department of Agriculture (USDA) which evaluates use of an Integrated Wildlife Damage Management approach at Argonne National Laboratory-East (ANL-E) in DuPage County, Illinois (April 1995). In 1994, the USDA issued a programmatic Environmental Impact Statement (EIS) that covers nationwide animal damage control activities. The EA for Management of Wildlife Causing Damage at ANL-E tiers off this programmatic EIS. The USDA wrote the EA as a result of DOE`s request to USDA to prepare and implement a comprehensive Wildlife Management Damage Plan; the USDA hasmore » authority for animal damage control under the Animal Damage Control Act of 1931, as amended, and the Rural Development, Agriculture and Related Agencies Appropriations Act of 1988. DOE has determined, based on the analysis in the EA, that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an EIS is not required. This report contains the Environmental Assessment, as well as the Finding of No Significant Impact (FONSI).« less

The emergency department (ED) visit provides an opportunity to impact the health of the public throughout the entire spectrum of care, from prevention to treatment. As the federal government has a vested interest in funding research and providing programmatic opportunities that promote the health of the public, emergency medicine (EM) is prime to develop a research agenda to advance the field. EM researchers need to be aware of federal funding opportunities, which entails an understanding of the organizational structure of the federal agencies that fund medical research, and the rules and regulations governing applications for grants. Additionally, there are numerous funding streams outside of the National Institutes of Health (NIH; the primary federal health research agency). EM researchers should seek funding from agencies according to each agency's mission and aims. Finally, while funds from the Department of Health and Human Services (HHS) are an important source of support for EM research, we need to look beyond traditional sources and appeal to other agencies with a vested interest in promoting public health in EDs. EM requires a broad skill set from a multitude of medical disciplines, and conducting research in the field will require looking for funding opportunities in a variety of traditional and not so traditional places within and without the federal government. The following is the discussion of a moderated session at the 2009 Academic Emergency Medicine consensus conference that included panel discussants from the National Institutes of Mental Health, Drug Abuse, and Alcoholism and Alcohol Abuse and the Centers for Disease Control and Prevention (CDC). The vital signs of pulse rate, blood pressure, temperature and respiratory rate are the 'nub' of individual patient management. At the programmatic level, vital signs could also be used to monitor the burden and treatment outcome of chronic disease. Case detection and treatment outcome constitute the vital signs of tuberculosis control within the WHO's 'DOTS' framework, and similar vital signs could be adapted and used for management of chronic diseases. The numbers of new patients started on therapy in each month or quarter (new incident cases) are sensitive indicators for programme performance and access to services. Using similar reporting cycles, treatment outcomes for all patients can be assessed, the vital signs being: alive and retained on therapy at the respective facility; died; stopped therapy; lost to follow-up; and transferred out to another facility. Retention on treatment constitutes the prevalent number of cases, the burden of disease, and this provides important strategic information for rational drug forecasting and logistic planning. If case numbers and outcomes of chronic diseases were measured reliably and consistently as part of an integrated programmatic approach, this would strengthen the ability of resource-poor countries to monitor and assess their response to these growing epidemics.

The SNL/CA EMS Program conforms to the International Standard on Environmental Management Systems, ISO 14001:2004and Department of Energy (DOE) Order 436.1. Sandia National Laboratories, California (SNL/CA) has maintained functional environmental programs to assist with regulatory compliance for more than 30 years. During 2005, these existing programs were rolled into a formal environmental management system (EMS) that expands beyond the traditional compliance focus to managing and improving environmental performance and stewardship practices for all site activities. An EMS is a setmore » of inter-related elements that represent a continuing cycle of planning, implementing, evaluating, and improving processes and actions undertaken to achieve environmental policy and goals. The SNL/CA EMS Program conforms to the International Standard for Environmental Management Systems, ISO 14001:2004 (ISO 2004). The site first received ISO 14001 certification in September 2006 and recertification in 2009. SNL/CA's EMS Program is applicable to the Sandia, Livermore site only. Although SNL/CA operates as one organizational division of the overall Sandia National Laboratories, the EMS Program is site-specific, with site-specific objectives and targets. SNL/CA (Division 8000) benefits from the organizational structure as it provides corporate level policies, procedures, and standards, and established processes that connect to and support elements of the SNL/CA EMS Program. Additionally, SNL/CA's EMS Program benefits from two corporate functional programs (Facilities Energy and Water Resource Management and Fleet Services programs) that maintain responsibility for energy management and fleet services for all Sandia locations. Each EMS element is further enhanced with site-specific processes and standards. Division 8000 has several groups operating at Sandia National Laboratories, New Mexico (SNL/NM). Although these groups, from an organizational perspective, are part of Division 8000, they are managed locally and fall under the environmental requirements specific to their New Mexico location. This paper describes the Waste Management Facility Accident Analysis (WASTE{underscore}ACC) software, which was developed at Argonne National Laboratory (ANL) to support the US Department of Energy`s (DOE`s) Waste Management (WM) Programmatic Environmental Impact Statement (PEIS). WASTE{underscore}ACC is a decision support and database system that is compatible with Microsoft{reg_sign} Windows{trademark}. It assesses potential atmospheric releases from accidents at waste management facilities. The software provides the user with an easy-to-use tool to determine the risk-dominant accident sequences for the many possible combinations of process technologies, waste and facility types, and alternative cases described in the WM PEIS. In addition, its structure willmore » allow additional alternative cases and assumptions to be tested as part of the future DOE programmatic decision-making process. The WASTE{underscore}ACC system demonstrates one approach to performing a generic, systemwide evaluation of accident risks at waste management facilities. The advantages of WASTE{underscore}ACC are threefold. First, the software gets waste volume and radiological profile data that were used to perform other WM PEIS-related analyses directly from the WASTE{underscore}MGMT system. Second, the system allows for a consistent analysis across all sites and waste streams, which enables decision makers to understand more fully the trade-offs among various policy options and scenarios. Teaching emergency medical services management skills using a computer simulation exercise.

Simulation exercises have long been used to teach management skills in business schools. However, this pedagogical approach has not been reported in emergency medical services (EMS) management education. We sought to develop, deploy, and evaluate a computerized simulation exercise for teaching EMS management skills. Using historical data, a computer simulation model of a regional EMS system was developed. After validation, the simulation was used in an EMS management course. Using historical operational and financial data of the EMS system under study, students designed an EMS system and prepared a budget based on their design. The design of each group was entered into the model that simulated the performance of the EMS system. Students were evaluated on operational and financial performance of their system design and budget accuracy and then surveyed about their experiences with the exercise. The model accurately simulated the performance of the real-world EMS system on which it was based. The exercise helped students identify operational inefficiencies in their system designs and highlighted budget inaccuracies. Most students rated the exercise as moderately or very realistic in ambulance deployment scheduling, budgeting, personnel cost calculations, demand forecasting, system design, and revenue projections. All students indicated the exercise was helpful in gaining a top management perspective, and 89% stated the exercise was helpful in bridging the gap between theory and reality. Preliminary experience with a computer simulator to teach EMS management skills was well received by students in a baccalaureate paramedic program and seems to be a valuable teaching tool. In response to the lobbying efforts of the women's advocacy movement, in 1993 Congress authorized funds for a substantial increase in support of new and promising research aimed at the eradication of breast cancer. This appropriation resulted in a major expansion of the United States Army Medical Research and Materiel Command, Department of Defense Breast Cancer Research Program. The Office of Congressionally Directed Medical Research Programs was established within the United States Army Medical Research and Materiel Command to facilitate the management of the expanded extramural research program. Since that time, the programs have grown to include not just breast cancer but also prostate cancer, ovarian cancer, and neurofibromatosis. The unique appropriations to the Office of Congressionally Directed Medical Research Programs has resulted in a number of programmatic innovations. These include development of unique mechanisms of grant support, inclusion of consumer advocates on peer and programmatic review panels, and the introduction of criteria-based evaluation and scoring in peer review. This article describes these novel scientific management strategies and outlines their success in meeting program visions and goals.

The Australian National Computational Infrastructure (NCI) manages a large geospatial repository (10+ PBytes) of Earth systems, environmental, water management and geophysics research data, co-located with a petascale supercomputer and an integrated research cloud. NCI has applied the principles of the "Common Framework for Earth-Observation Data" (the Framework) to the organisation of these collections enabling a diverse range of researchers to explore different aspects of the data and, in particular, for seamless programmatic data analysis, both in-situ access and via data services. NCI provides access to the collections through the National Environmental Research Data Interoperability Platform (NERDIP) - a comprehensive and integrated data platform with both common and emerging services designed to enable data accessibility and citability. Applying the Framework across the range of datasets ensures that programmatic access, both in-situ and network methods, work as uniformly as possible for any dataset, using both APIs and data services. NCI has also created a comprehensive quality assurance framework to regularise compliance checks across the data, library APIs and data services, and to establish a comprehensive set of benchmarks to quantify both functionality and performance perspectives for the Framework. The quality assurance includes organisation of datasets through a data management plan, which anchors the data directory structure, version controls and data information services so that they are kept aligned with operational changes over time. Specific attention has been placed on the way data are packed inside the files. Our experience has shown that complying with standards such as CF and ACDD is still not enough to ensure that all data services or software packages correctly read the data. Further, data may not be optimally organised for the different access patterns, which causes poor performance of the CPUs and bandwidth utilisation. We will also discuss some gaps in the Framework that have emerged and our approach to resolving these.

Although multidrug-resistant tuberculosis (MDR-TB) is a major global health problem, there is a gap in programmatic treatment implementation. This study describes MDR-TB treatment models in three countries--Peru, Russia and Lesotho-- using qualitative data collected over a 13-year period. A program analysis is presented for each country focusing on baseline medical care, initial implementation and program evolution. A pattern analysis revealed six overarching themes common to all three programs: 1) importance of baseline assessments, 2) early identification of key collaborators, 3) identification of initial locus of care, 4) minimization of patient-incurred costs, 5) targeted interventions for vulnerable populations and 6) importance of technical assistance and funding. Site commonalities and differences in each of these areas were analyzed. It is recommended that all programs providing MDR-TB treatment address these six areas during program development and implementation.

Emergency management (EM) and business continuity management (BCM) frameworks incorporate various strategic and operational measures. Defined within a number of national and international standards and guidelines, such concepts may be integrated within one another to provide increased resilience to disruptive events. Nevertheless, there is a degree of dispute regarding concept integration among security and EM professionals and bodies of knowledge. In line with cognitive psychology exemplar-based concepts, such disputes may be associated with a lack of precision in communality in the approach to EM and BCM. This paper presents a two-stage study, where stage 1 critiqued national and international literature and stage 2 applied semi-structured interviews with security managers in Western Australia. Findings indicate the existence of contradictory views on EM and its integration within BCM. As such, this study concludes that EM is considered a vital component of BCM by the majority of security managers. However, there is broader dispute regarding its degree of integration. Understanding the underpinnings of such disputes will aid in raising the standards and application of professionalism within security, EM and BCM domains, supporting clarification and definition of professional boundaries.

Strategic planning and business plan development are essential nursing management skills in today's competitive, fast paced, continually changing health care environment. Even in times of great uncertainty, nurse managers need to plan and forecast for the future. A well-written business plan allows nurse managers to communicate their expertise and proactively contribute to the programmatic decisions and changes occurring within their patient population or service area. This article presents the use of planning documents as a practical, strategic business planning strategy. Although the model addresses orthopedic services specifically, nurse managers can gain an understanding and working knowledge of planning concepts that can be applied to all patient populations.

Ocean Networks Canada (ONC) is a not-for-profit society that operates and manages innovative cabled observatories on behalf of the University of Victoria. These observatories supply continuous power and Internet connectivity to various scientific instruments located in coastal, deep-ocean and Arctic environments. The data from the instruments are relayed to the University of Victoria where they are archived, quality-controlled and made freely available to researchers, educators, and the public. The Oceans 2.0 data management system currently contains over 500 terabytes of data collected over 11 years from thousands of sensors. In order to facilitate access to the data, particularly for large datasets and long-time series of high-resolution data, a project was started in 2016 create a comprehensive Application Programming Interface, the "Oceans 2.0 API," to provide programmatic access to all ONC data products. The development is part of a project entitled "A Research Platform for User-Defined Oceanographic Data Products," funded through CANARIE, a Canadian organization responsible for the design and delivery of digital infrastructure for research, education and innovation [1]. Providing quick and easy access to ONC Data Products from within custom software solutions, allows researchers, modelers and decision makers to focus on what is important: solving their problems, answering their questions and making informed decisions. In this paper, we discuss how to access ONC's vast archive of data programmatically, through the Oceans 2.0 API. This report provides a summary for FY-2008 of activities, analyses and products from the Material Transportation, Storage and Disposal (M-TSD) sub-task of Systems Analysis within the Advanced Fuel Cycle Research & Development area of the Global Nuclear Energy Partnership. The objective of this work is to evaluate near-term material management requirements for initial GNEP facilities and activities, long-term requirements for large-scale GNEP technology deployment, and alternatives and paths forward to meet these needs. For FY-08, the work expanded to include the Integrated Waste Management Strategy as well as integration with the newly formed Waste Forms Campaign. The M-TSD team wasmore » expanded with the addition of support from Savannah River National Lab (SRNL) to the existing team of Lawrence Livermore National Lab (LLNL), Argonne National Lab (ANL), Idaho National Lab (INL), Sandia National Lab (SNL) and University of Nevada - Reno (UN-R). During the first half of the year, analysis was focused on providing supporting technical analysis and documentation to support anticipated high-level decisions on program direction. A number of analyses were conducted and reports prepared as program deliverables. This work is briefly summarized in this report. Analyses provided informally to other program efforts are included in this report to provide documentation. This year-end summary was planned primarily as a compilation of activities following the anticipated programmatic decisions. These decisions were deferred beyond the end of the year, and funds were reallocated in a number of areas, thus reducing the M-TSD activities. This report summarizes the miscellaneous 'ad-hoc' work conducted during the later part of the year, such as support to the draft Programmatic Environmental Impact Statement (PEIS), and support to other program studies. Major programmatic contributions from the M-TSD team during the year included: (1) Completion of the IWMS in March 2008 as the baseline for waste management calculations for the GNEP Programmatic Environmental Impact Statement (PEIS). The IWMS represents a collaborative effort between the Systems Analysis, Waste Forms, and Separations Campaigns with contributing authors from multiple laboratories. The IWMS reference is: 'Global Nuclear Energy Partnership Integrated Waste Management Strategy, D. Gombert, INL, et al, GNEP-WAST-WAST-AI-RT-2008-000214, March 2008'. (2) As input to the IWMS and support for program decisions, an evaluation of the current regulatory framework in the U.S. pertaining to the disposal of radioactive wastes under an advanced nuclear fuel cycle was completed by ANL. This evaluation also investigated potential disposal pathways for these wastes. The entire evaluation is provided in Appendix A of this report. (3) Support was provided to the development of the GNEP Programmatic Environmental Impact Statement from INL, SNL and ANL M-TSD staff. (4) M-TSD staff prepared input for DSARR (Dynamic Systems Analysis Report for Nuclear Fuel Recycle) report. The DSARR is an INL led report to examine the time-dependent dynamics for a transition from the current open fuel cycle to either a 1-tier or 2-tier closed fuel cycle. Section 5.3 Waste Management Impacts was provided to INL for incorporation into the DSARR. (5) SNL M-TSD staff prepared a M2 milestone report 'Material Transportation, Storage and Disposal Contribution for Secretarial Decision Package'. The report purpose was to comprehensively evaluate and discuss packaging, storage, and transportation for all potential nuclear and radioactive materials in the process and waste streams being considered by the GNEP program. In particular, a systems view was used to capture all packaging, storage, and transport operations needed to link the various functional aspects of the fuel cycle. (6) SRNL M-TSD staff developed a deliverable report 'Management of Decay Heat from Spent Nuclear Fuel'. This report evaluated a range of options for managing the near-term decay heat associated with Cs and Sr in spent nuclear fuel (SNF) reprocessing wastes. (7) M-TSD staff participated in a series of meetings of the US-Japan GNEP Working Group on Waste Management, developing the content for the first deliverable of the working group.« less
