We selected population, GDP, number of dentist and number of different oral health professionals from certain internet stations, published books and journals from 1996 to 2000 as our investigating data. Data was collected from 100 countries. Our investigation found that the design of dental manpower index to evaluate dental manpower resources was effective and convenient. This paper presents a mathematical modeling to find the optimal manpower allocation in an aircraft line maintenance. This research focuses on assigning the number and type of manpower that allocated to each service. This study considers the licenced worker or Aircraft Maintenance Engineer Licence (AMEL) and non licenced worker or Aircraft Maintenance Technician (AMT). In this paper, we also consider the relationship of each station in terms of the possibility to transfer the manpower among them. The optimization model considers the number of manpowers needed for each service and the requirement of AMEL worker. This paper aims to determine the optimal manpower allocation using the mathematical modeling. The objective function of the model is to find the minimum employee expenses. The model was solved using the ILOG CPLEX software. The results show that the manpower allocation can meet the manpower need and the all load can be served.

To set the manpower allocation criteria of center of disease prevention and control. Expected allocation manpower criteria was obtained through adjusting the current manpower allocation of disease prevention and control centers. The principle was to fulfill public function and promote professional efficiency. Based on function requirement, in 3 - 5 years, the manpower allocation criteria of center of disease prevention and control at provincial-level is 336 persons, at city-level is 102 persons, and at county-level is 33 persons, that means in whole country 140016 persons should be needed. In 10 years, the manpower allocation criteria of center of disease prevention and control at provincial-level is 386 persons, at city-level is 112 persons, and at county-level is 38 persons, that means in whole country 159086 persons should be needed. The manpower allocation criteria advanced in the study indicated that current manpower quantity should be greatly reduced. It is an inevitable trend that disease prevention and control centers reduce the staff quantity and promote their quality.

Health manpower is one of the critical factors in the development of a region. This is because health is an index of development. Bayelsa State has a low level of health manpower. Thus, in this study, we sought to identify factors necessary for effective development of health manpower. Three methods were used to gather information, ie, face-to-face interviews, postal surveys, and documentary analysis. Critical incidents were identified, and content and thematic analyses were conducted. There is no full complement of a primary health care workforce in any of the health centers in the state. The three health manpower training institutions have the limitations of inadequate health care educators and other manpower training facilities, including lack of a teaching hospital. Accreditation of health manpower training institutions is a major factor for effective development of health manpower. Public officers can contribute to the accreditation process by subsuming their personal interest into the state's common interest. Bayelsa is a fast-growing state and needs a critical mass of health care personnel. To develop this workforce requires a conscious effort rich in common interests in the deployment of resources.

The significant changes in nursing manpower utilization in Taiwan over the past two decades are due in large part to the implementation of the National Health Insurance program and the rising need for long-term care. The changes have impacted clinical nursing manpower utilization in two important ways. Firstly, there has been a substantial increase in overall demand for nursing manpower. In particular, the need for clinical nurses has nearly quadrupled during this time period. Secondly, the level of difficulty involved in patient care has risen dramatically, with factors including increased disease severity and increased care quality expectations, among others. These changes, coupled with demands on nursing manpower imposed from other sectors, underpin and further exacerbate the problem of nursing manpower shortages throughout the healthcare system. To raise the quality of the nursing work environment, the Ministry of Health and Welfare (MOHW) brought together Taiwan's key professional nursing organizations to promote 10 care-reform strategies, establish the nursing-aid manpower system, and create the nursing classification system as an approach to effectively attract nurses to take positions in the medical system.
[A preliminary study on dental-manpower forecasting model of Miyun County in Beijing].

To explore the dental-manpower forecasting model of Chinese rural region and provide references for Chinese dental-manpower researches. Chose rural Miyun County in Beijing as a sample, according to the need-based and demand-weighted forecasting method, a protocol WHO-CH model and corresponding JWG-6-M package developed by authors were used to calculate the present and future need and demand of dental-manpower in Miyun County. Further predications were also calculated on the effects of four modeling parameters to the demand of dental manpower. The present need and demand of oral care personnel for Miyun were 114.5 and 29.1 respectively. At present, Miyun has 43 oral care providers who can satisfy the demand but not the need. The change of oral health demand had a major effect on the forecast of the manpower. Dental-manpower planning should consider the need as a prime factor but must be modified by the demand. It was suggested that corresponding factors of oral care personnel need to be discussed further.

Some of nuclear facilities that would no longer be required have been decommissioned in JAEA (Japan Atomic Energy Agency). A lot of nuclear facilities have to be decommissioned in JAEA in near future. To implement decommissioning of nuclear facilities, it was important to make a rational decommissioning plan. Therefore, project management data evaluation system for dismantling activities (PRODIA code) has been developed, and will be useful for making a detailed decommissioning plan for an object facility. Dismantling of dry conversion facility in the uranium refining and conversion plant (URCP) at Ningyo-toge began in 2008. During dismantling activities, project management datamore » such as manpower and amount of waste generation have been collected. Such collected project management data has been evaluated and used to establish a calculation formula to calculate manpower for dismantling equipment of chemical process and calculate manpower for using a green house (GH) which was a temporary structure for preventing the spread of contaminants during dismantling. In the calculation formula to calculate project management data related to dismantling of equipment, the relation of dismantling manpower to each piece of equipment was evaluated. Furthermore, the relation of dismantling manpower to each chemical process was evaluated. The results showed promise for evaluating dismantling manpower with respect to each chemical process. In the calculation formula to calculate project management data related to use of the GH, relations of GH installation manpower and removal manpower to GH footprint were evaluated. Furthermore, the calculation formula for secondary waste generation was established. In this study, project management data related to dismantling of equipment and use of the GH were evaluated and analyzed. The project management data, manpower for dismantling of equipment, manpower for installation and removal of GH, and secondary waste generation from GH were considered. Establishment of the calculation formula for dismantling of each kind of equipment makes it possible to evaluate manpower for dismantling the whole facility. However, it is not easy to prepare calculation formula for all kinds of equipment that exist in the facility. Therefore, a simpler evaluation method was considered to calculate manpower based on facility characteristics. The results showed promise for evaluating dismantling manpower with respect to each chemical process. For dismantling of contaminated equipment, a GH has been used for protection of the spread of contamination. The use of a GH increases manpower for installation and removal of GH etc. Moreover, structural materials of the GH such as plastic sheets, adhesive tape become a burnable secondary waste. To create an effective dismantling plan, it is necessary to carefully consider use of a GH preliminarily. Thus, an evaluation method of project management data such as manpower and secondary waste generation was considered. Constraints on manpower are intrinsic in the establishment of standards of excellence. When such constraints are exerted by individual Boards, Societies, Colleges or Academies they should act to improve the quality of care; their weakness lies in their lack of control over non-members, or those who have failed to pass the examinations. Such manpower constraints become specific objectives or goals when the number of accredited specialists is specifically related to the size of the population served. Any such manpower planning must recognize the many uncertainties in the future of American medicine, and maintain wide elasticity in the planning process. Social and economic pressures render the consideration of specific manpower goals essential at this time. Data from the national surgical study (SOSSUS) make it possible to consider such goals. Manpower objectives for surgery or any other branch of medicine should be considered as a part of the total medical manpower outlook for the United States. Pressures to reduce the number of surgeons entering practice are notable at this time. These should be evaluated against other pressures to maintain or increase the number of hospital-based specialists in all fields as the total number of practitioners undergoes a major expansion over the next 25 years, and the pressure for specialty care is thereby increased. A reasonable balance between these two pressures would be a manpower goal for surgery that allowed a modest growth rate over the next 25-50 years. An example of such is the goal of limiting surgical practitioner growth to a 1% increase in the ratio to population, every 5 years. This would be in sharp contrast to the continuous explosive growth of numbers of surgeons, since World War II. PMID:952562

To provide a better understanding of the complexities of estimating psychiatric manpower requirements, the authors describe several approaches to estimation and present a method based on patients' needs. A five-step method for psychiatric manpower estimation is used, with estimates of data pertinent to each step, to calculate the total psychiatric manpower requirements for the United States. The method is also used to estimate the hours of psychiatric service per patient per year that might be available under current psychiatric practice and under a managed care scenario. Depending on assumptions about data at each step in the method, the total psychiatric manpower requirements for the U.S. population range from 2,989 to 358,696 full-time-equivalent psychiatrists. The number of available hours of psychiatric service per patient per year is 14.1 hours under current psychiatric practice and 2.8 hours under the managed care scenario. The key to psychiatric manpower estimation lies in clarifying the assumptions that underlie the specific method used. Even small differences in assumptions mean large differences in estimates. Any credible manpower estimation process must include discussions and negotiations between psychiatrists, other clinicians, administrators, and patients and families to clarify the treatment needs of patients and the roles, responsibilities, and job description of psychiatrists.

Since 1980 various studies have been published in Israel dealing with dental manpower issues, utilizing several methods such as manpower to population ratio. The dental literature pointed out that dentistry in Israel has an over supply of dentists and that manpower to population ratio is one of the highest in the world 1:770. All studies were based on the information provided by the Ministry of Health which showed that Israel has over 9500 dentists. The Israel Central Bureau of Statistics figures showed a much smaller number which was 5700 active dentists. This enormous gap in between two sources of information, following strict examination of the data revealed that the Bureau of Statistics information is reliable and hence, the real manpower to population ratio in Israel in 2008 was 1:1271. Prediction of manpower is extremely important and the base line information is crucial for future evaluations.
Evaluation of nursing manpower allocation in a nursing home.

The subjects of this study encompassed the nursing staffs (nurses and nursing aids) and residents of a public hospital-based nursing home. By intensive sampling, this study explored the differences in actual times that nurses spent caring for residents. We assessed the functional status of nursing home residents of various illness severities as well as measured the actual nursing manpower needed to meet the residents' care needs using Typology of the Aged with Illustration (TAI). Results showed that current nursing manpower levels in nursing homes was adequate, although some units had excessive manpower allocation. As a result, this study suggests the establishment of a resident classification system for use in long-term care (LTC) facilities to assist with manpower allocation and reasonable utilization of resources within the facility. Adequate nurse staffing will enhance the quality and accessibility of care for the residents with severe illnesses in LTC facilities.

The methodology evaluation and recommendation are part of an effort to improve Hardware versus Manpower (HARDMAN) methodology for projecting manpower, personnel, and training (MPT) to support new acquisition. Several different validity tests are employed to evaluate the methodology. The methodology conforms fairly well with both the MPT user needs and other accepted manpower modeling techniques. Audits of three completed HARDMAN applications reveal only a small number of potential problem areas compared to the total number of issues investigated. The reliability study results conform well with the problem areas uncovered through the audits. The results of the accuracy studies suggest that the manpower life-cycle cost component is only marginally sensitive to changes in other related cost variables. Even with some minor problems, the methodology seem sound and has good near term utility to the Army. Recommendations are provided to firm up the problem areas revealed through the evaluation.

The ratio between population and active physicians in the Nordic countries has improved from 488 inhabitants per physician in 1980 to 315 in 2000. There is a large mobility of physicians between the countries, contributing to levelling out swings in demand and supply of manpower. Language and culture being similar, physicians can easily adjust to working in a neighbouring country. Iceland is special in this respect, as a surplus of Icelandic physicians has always found work in the other Nordic countries. Of course, their numbers are small relative to the total number of active physicians in the Nordic countries, now approximately 76,000. The number of students admitted to Nordic medical faculties has changed in line with swings in estimated future demand for manpower. Today, numbers are increasing again; this year, approximately 2,900 students will be admitted. Norway stands apart from the other Nordic countries in terms of medical manpower needs. During the last 20 years there has been a continuous shortage of physicians while all the other countries have been through periods of surplus and unemployment among physicians. Manpower forecasts in the early 1980s underestimated the growth in the health care system and hence the demand for medical manpower.

Productivity of manpower could be improved by considering the economic and ergonomic aspect. The ergonomic aspect (human factor) is required to design an optimal manpower, while in the economic aspect, the well being of manpower could be evaluated from the amount of received income based on their work capability. This research was conducted on February 2016 to January 2017 in Gapoktan Silih Asih rice field Cigombong, Bogor. This study aims to analyze the income of manpower based on current conditions, increasement of working hours and mechanization addition. The results showed that manpower income based on the current condition and ergonomic consideration was Rp 1,174,030/person.month, by increasing the working hours with ergonomic consideration the obtained income was Rp 1,766,204/person.month. the revenues were based on the existing work system even though the increasement of working hours have not provided optimal income due to low productivity. Therefore the results of analysis with the addition of selective mechanization, showed self-ownership machinery was more profitable the obtained income have more than the Bogor minimum wage standard of Rp 2,969,325/person.month.

The principal features of the existing environment of Egypt are characterized and the main problem areas identified in Annex 11. An investigation of the manpower requirements of health sciences libraries and of educational programs appropriate to these manpower needs was begun in March 1968. To date, 4,727 libraries have been identified as being used by 14,000 health sciences institutions and programs. Of this total, 2,628 are hospital libraries; 1,328 are health sciences libraries and collections located outside of hospitals; and 771 are academic or public libraries. Within these libraries some 14,938 persons are directly involved, either full- or part-time, in the delivery of health sciences library services. Of the total work force, 5,861 persons are employed in hospital libraries and 9,077 are employed in health sciences libraries and collections. The ratio between professional and nonprofessional employees is 1:2; professional and nonprofessional status was assigned by the chief librarian. Survey data indicate a 7 percent manpower shortage in positions classified as professional, and a 3 percent shortage in positions classified as nonprofessional. PMID:5542913

The resulting model is useful as a projection tool but must be validated in order to be used as an on-going software cost engineering tool. A procedure is developed to facilitate the tracking of model projections and actual data to allow the model to be tuned. Finally, since the model must be used in an environment of overlapping development activities on a progression of software elements in development and maintenance, a manpower allocation model is developed for use in a steady state development/maintenance environment. In these days of soaring software costs it becomes increasingly important to properly manage a software development project. One element of the management task is the projection and tracking of manpower required to perform the task. In addition, since the total cost of the task is directly related to the initial quality built into the software, it becomes a necessity to project the development manpower in a way to attain that quality. An approach to projecting and tracking manpower with quality in mind is described.

The crucial interrelationships of engineering manpower, technological innovation, productivity and capital re-formaton were keynoted. Near-term, a study has indicated a much larger New England energy demand-reduction/economic/market potential, with a probably larger engineering manpower requirement, for energy-conservation measures characterized by technological innovation and cost-effective capital services than for alternative energy-supply measures. Manpower planning is a planning model which understands the flow of manpower based on the policies changes. For such purpose, numerous attempts have been made by researchers to develop a model to investigate the track of movements of lecturers for various universities. As huge number of lecturers in a university, it is difficult to track the movement of lecturers and also there is no quantitative way used in tracking the movement of lecturers. This research is aimed to determine the appropriate manpower model to understand the flow of lecturers in a university in Malaysia by determine the probability and mean time of lecturers remain in the same status rank. In addition, this research also intended to estimate the number of lecturers in different status rank (lecturer, senior lecturer and associate professor). From the previous studies, there are several methods applied in manpower planning model and appropriate method used in this research is Markov Chain model. Results obtained from this study indicate that the appropriate manpower planning model used is validated by compare to the actual data. The smaller margin of error gives a better result which means that the projection is closer to actual data. These results would give some suggestions for the university to plan the hiring lecturers and budgetary for university in future.

A study of dental manpower distribution was made in Shanghai Pudong new district in order to analyze the needs and demands for dental services in Shanghai Pudong new district, to forecast the developmental trends of dental demand in the future and to provide basis for regional programs of dental manpower in the urban areas of China. An analysis was made in 601 subjects taken from all age groups in Shanghai Pudong new district by stratified and cluster random sampling and in 83 medical institutions of stomatology in Shanghai Pudong new district by mass examination. The amount of dental manpower need and demand was computed and forecasted by means of health care need and demand and proportional analogy methods. The total amounts needed were 755-834 dentists. The total amounts demanded were 285-314 dentists. It was forecasted that the figures would be 392-1041 in the year of 2010. The prevalence of oral disease was 90.18%, but only 37.66% of subjects visited dentist in a year. The ratio of dentists to the population was 1:9375. The unbalance between demand for and supply of dental manpower was mainly due to negative awareness of people, the irrationalness of demand levels, problems from service provider and the irrationalness of dental manpower levels.

A mass survey on dental manpower was made in non-public medical units in Shanghai in 2007 to analyze the number,structure,composition,distribution,equipment and out-patient departments (OPDs) of dental manpower and to approach the existing problems. The purpose was to provide information for investigating the dental manpower in Shanghai and the reasonable allocation and utilization of the dental manpower in Shanghai. A mass survey on dental manpower was made in non-public medical units in Shanghai in 2007 by means of questionnaire investigation, which included direct interview and telephone interview. The survey content included the number,structure,composition,distribution,equipment and out-patient departments(OPDs) of dental manpower in non-public medical units in Shanghai. There were 488 non-public dental units and 1172 dentists, 848 nurses, 79 technicians, 1377 dental units in Shanghai. 86.9% of the dentists were young and middle-aged, 44.88% of them had middle level professional tiles, 51.28% of them had university educational background and the specialty of 89.59% of the dentists was general dentistry. 81.84% of the nurses had primary professional tiles and 75.47% of the nurses' educational background was below the junior college degree. The ratio of the dentists to nurses to technicians was 15:11:1. The non-public dental units and dental manpower resources were concentrated in the downtown with 54.1% of the units, 57.85% of the dentists, 61.57% of the nurses and 79.75% of the technicians there. The total amount of dental out-patient departments DOPDs in non-public medical units in Shanghai in 2007 was 976,650, 61.42% in the downtown. 38.97% of the units thought the DOPDs were few or less while 57.82% considered it was just right. Among them, 20.04% of the units thought their units needed dentists. Among them, 68.09% of the units needed general dentists. Dental manpower in non-public medical units in Shanghai concentrates in the downtown and Pudong new area. The structure and composition are reasonable. Most of the patients visit the non-public units in the downtown for treatment, many units think their amount of out-patient is small and they need general dentists mostly.

Dental manpower issues in India are discussed in this article which consists of both qualitative and quantitative research. The output of qualified dentists has increased substantially over last decade and at present there are over 117,825 dentists working in India. Although India has a dentist to population ratio of 1:10,271, the newly graduating dentists find it difficult to survive in the private sector. At present less than approximately 5% graduated dentists are working in the Government sector. If the present situation continues there will be more than one lakh dentists over supply by the year 2020. Continuation of the current situation will lead to wastage of highly trained dental manpower and create a threat to the professional integrity of the dentists. This research highlights the fact that there is an urgent need for an organised national human resource planning system to control the supply and demand of dental manpower, to ensure a uniform distribution of manpower and to give future directions to policy makers. © 2013 FDI World Dental Federation.

[Investigation of dental manpower in public medical units in Shanghai].

To provide information for investigating the dental manpower of in the number, composition, distribution, equipment and out-patient departments (OPDs) in Shanghai and the reasonable allocation and utilization of the dental manpower in Shanghai. A mass survey on dental manpower was made in public medical units in Shanghai in 2007 by means of questionnaire investigation, which included direct interview and telephone interview. The survey content included the number,structure,composition,distribution,equipment and out-patient departments of dental manpower in public medical units in Shanghai. There were 364 public dental medical units distributing 26 tertiary hospitals, 99 grade 2 hospitals, 239 primary hospitals with 2046 dentists, 634 nurses, 281 technicians and 2010 dental units in Shanghai. 77.17% of the dentists were young and middle-aged, 47.85% of them had primary professional tiles, 42.23% of them had university educational background and the specialty of 68.04% of the dentists was general dentistry. 66.88% of the nurses had primary professional tiles and 68.45% of the nurses' educational background was below the junior college degree. The ratio of the dentists to nurses to technicians was 7:2:1. The public dental medical therapy units and dental manpower resources were concentrated in the downtown with 41.48% of the units, 68.23% of the dentists, 79.81% of the nurses and 82.21% of the technicians there. The total amount of dental out-patient departments (DOPDs) in public medical units in Shanghai in 2006 was 5,146,536, 69.23% in the downtown, with 26.95% in the tertiary hospitals. 15.79% of the units thought the DOPDs were too many while 56.23% considered just right. Among them, 27.20% of the units mostly in the downtown thought their units needed dentists. Among them, 66.67% of the units needed general dentists. Dental manpower in public medical units in Shanghai is not a small amount, but nurses are relatively in shortage. At the same time, its composition and distribution are not reasonable with the public dental manpower concentrating in the downtown and tertiary hospitals. Most of the patients visit the hospitals in the downtown and tertiary hospitals for treatment.

The quality and efficiency of any health care system depend on an appropriate level of manpower. The manpower issues of tomorrow will be influenced by the number of physicians and specialists trained today. The objectives of this manpower survey of pediatric urologists in the United States were to determine anticipated manpower requirements and provide caveats related to the practice of pediatric urology. A manpower questionnaire was distributed to pediatric urologists at the American Urological Association meeting in Las Vegas, Nevada in April 1995. Of the 234 distributed questionnaires 204 (87%) were completed and entered into a computer program. Of responding pediatric urologists 70% were younger than 50 years, 81% practiced full-time pediatric urology and 45% were university based. The rates of respondents indicating that their present workload was too busy, appropriate or not busy enough were 10, 70 and 20%, respectively. A total of 71% of respondents indicated that they would discourage a newly trained individual from setting up a practice in their area. Of practicing pediatric urologists 26% intended to retire within the next 10 years. In April 1995, 80 respondents (39%) representing 67 practices were considering adding an associate within the next 10 years. By the end of 1995 only 56 practices will remain that will add an associate within the next 10 years. A total of 82% of respondents believed that there was an excess number of pediatric urology training programs. The pediatric urology community presently trains 10 to 15 pediatric fellows per year. Based on the 1995 manpower survey, if this trend continues an excess of 40 to 90 pediatric urologists will be trained in the next 10 years. The conclusion that there is an overabundance of pediatric urologists in training is supported by the general consensus of practicing pediatric urologists. Policies related to the training of pediatric urology fellows and urology residents should depend, not on the manpower needs at individual medical centers, but on the collective needs of our specialty and the patients whom we serve.

The lack of knowledge about basic manpower issues in the community mental health system led the authors to devise five questions that address manpower issues of general interest to community mental health system managers. The questions concern the ratio of staff to population, the types of professionals on staff and their demographic characteristics, the amount of time staff spend on various activities, the cost of the work force, and the outcomes of services. The authors discuss how these questions have been considered in the literature, and they illustrate with analyses of data from a survey of staff of New Jersey's mental health agencies how the issues of number, type, and cost of staff can be explored. The authors believe that basic manpower information can contribute directly to the decisions of managers of mental health service systems.

Forecasting the demand and supply of health manpower in an accurate manner makes appropriate planning possible. The aim of this paper was to review approaches and methods for health manpower forecasting and consequently propose the features that improve the effectiveness of this important process of health manpower planning. A literature review was conducted for studies published in English from 1990-2014 using Pub Med, Science Direct, Pro Quest, and Google Scholar databases. Review articles, qualitative studies, retrospective and prospective studies describing or applying various types of forecasting approaches and methods in health manpower forecasting were included in the review. The authors designed an extraction data sheet based on study questions to collect data on studies' references, designs, and types of forecasting approaches, whether discussed or applied, with their strengths and weaknesses. Forty studies were included in the review. As a result, two main categories of approaches (conceptual and analytical) for health manpower forecasting were identified. Each approach had several strengths and weaknesses. As a whole, most of them were faced with some challenges, such as being static and unable to capture dynamic variables in manpower forecasting and causal relationships. They also lacked the capacity to benefit from scenario making to assist policy makers in effective decision making. An effective forecasting approach is supposed to resolve all the deficits that exist in current approaches and meet the key features found in the literature in order to develop an open system and a dynamic and comprehensive method necessary for today complex health care systems.

As a public health agency, the Indian Health Service (IHS) must plan for the needs of the entire American Indian and Alaskan Native (AI/AN) population and distribute resources as equitably as possible. To facilitate this process, the IHS has developed a manpower planning model to provide for the distribution of dental providers based upon the dental needs of the AI/AN population and within the limits of annual appropriations of funds. This paper briefly describes the original IHS Dental Program manpower planning model and the development of modifications over time. The need-based approach to manpower planning developed by the IHS Dental Program has exhibited utility and flexibility over time. It allows a determination of clinic size (number of operatories) and dental staffing requirements, and may be generalizable to other public health programs if an accurate assessment of utilization rate and treatment need can be made for the defined population. Nonetheless, the availability of resources in public programs is subject to the compromises inherent in the political process; thus, the use of a manpower planning model alone may not be sufficient to ensure the equitable distribution of dental resources and dental providers.

Together with other components such as DMHP with added services, Information, education and communication activities, NGO component, dedicated monitoring mechanism, research and training, this scheme has the potential to make a facelift of the mental health sector in the country which is essentially dependent on the availability and equitable distribution mental health manpower in the country.

A supply projection model to estimate the number of veterinarians available through the year 2020 was developed. When projected available manpower was compared with the need for veterinary medical services, as estimated in a National Academy of Science study, a net shortage was indicated in each year between 1976 and 2020. The manpower supply available if 3 additional veterinary colleges were developed in the United States was also estimated. It was concluded that, even with the additional output of these colleges, the supply of veterinarians will not keep pace with future needs for veterinary services.

Direct foreign investment (DFI) is described as an international reallocation of managerial resources through which manpower moves across borders bidirectionally. This paper describes the diversity and rapidity of change in DFI for flows among North America, western Europe, Japan, ASEAN, Taiwan, China, Hong Kong, Korea, and Russia, and the implications for manpower movements. The US share of DFI in the Pacific Rim has declined while that of Japan and Western Europe has increased with the newly industrialized economies emerging regionally as net capital exporters. US and western European DFI will increasingly turn toward the Americas and Europe. Diminished US DFI will likely be compensated by Asian intraregional flows led by Japan, South Korea, Singapore, and Hong Kong. As for migration trends, bidirectinal flows of unskilled and professional labor may be stimulated by DFI, but only limited direct effects upon manpower movements should be expected.

After the implementation of the multidisciplinary geriatric hip fracture clinical pathway in 2007, the hospital length of stay and the clinical outcomes improves. Moreover, the cost of manpower for each hip fracture decreases. It proves that this care model is cost-effective. The objective of this study is to compare the clinical outcomes and the cost of manpower before and after the implementation of the multidisciplinary geriatric hip fracture clinical pathway (GHFCP). The hip fracture data from 2006 was compared with the data of four consecutive years since 2008. The efficiency of the program is assessed using the hospital length of stay. The clinical outcomes include mortality rates and complication rates are compared. Cost of manpower was also analysed. After the implementation of the GHFCP, the preoperative length of stay shortened significantly from 5.8 days in 2006 to 1.3 days in 2011. The total length of stay in both acute and rehabilitation hospitals were also shortened by 6.1 days and 14.2 days, respectively. The postoperative pneumonia rate also decreased from 1.25 to 0.25%. The short- and long-term mortalities also showed a general improvement. Despite allied health manpower was increased to meet the increased workload, the shortened length of stay accounted for a mark decrease in cost of manpower per hip fracture case. This study proves that the GHFCP shortened the geriatric hip fracture patients' length of stay and improves the clinical outcomes. It is also cost-effective which proves better care is less costly.

Since the first otolaryngology manpower survey was completed by Dr. Percy Ireland in 1962, there have been progressive declines in the physician-to-population ratio across Canada from 1 in 42 000 in 1962 to approximately 1 in 75 000 in 2000. The expected increase in our population over the next decade, the cutbacks in medical school enrollment, and an aging population will compound this problem. The system is in crisis, and this country is desperately in need of more otolaryngologists.

The anonymous questionnaire survey was organized in the Republic of Dagestan (the percentage of urban population is less that 50%) to assess the situation with medical manpower. It is established that in rural territory all physicians-respondents work in curative preventive institutions of state or municipal forms of property. The specter of specialists is inadequate in quantitative and qualitative respect. The problem of ageing of specialists with medical university education is obvious. It is needed to regulate the manpower policy on the territorial level to prevent deterioration of quality of medical care.

Evaluation models for determining the manpower needs for dismantling various types of equipment in uranium refining and conversion plant (URCP) have been developed. The models are widely applicable to other uranium handling facilities. Additionally, a simplified model was developed for easily and accurately calculating the manpower needs for dismantling dry conversion process-related equipment (DP equipment). It is important to evaluate beforehand project management data such as manpower needs to prepare an optimized decommissioning plan and implement effective dismantling activity. The Japan Atomic Energy Agency (JAEA) has developed the project management data evaluation system for dismantling activities (PRODIA code), which canmore » generate project management data using evaluation models. For preparing an optimized decommissioning plan, these evaluation models should be established based on the type of nuclear facility and actual dismantling data. The aim of this study is to evaluate highly variable ENT manpower among European countries. A descriptive study design is used. Manpower in medicine is highly variable among European countries. EU and associated countries are keeping officially appointed representatives to the European Union of medical specialists--otorhinolaryngology section (UEMS--ORL section). UEMS--ORL section is running a working group for manpower in ENT collecting data regarding demographics and ENT manpower in European countries. These ENT manpower data are presented in this paper and compared to available data concerning manpower in European medicine in general. To further evaluate these huge differences, representatives of the particular countries were also asked to fill out a questionnaire concerning specifics of ENT healthcare in their country. Furthermore, typical tasks of ENT doctors based on the official UEMS logbook for ENT training were listed and could be rated regarding their frequency, performed in everyday routine of an average ENT doctor of the country. Divergences in doctors/inhabitants ratios were remarkable within European countries, but disparities in ENT manpower were even more so. The ratio of ENT doctors/inhabitants was the lowest in Ireland (1:80,000) and Great Britain (1:65,000). Greece (1:10,000), Italy, Czech Republic, Lithuania, Poland and Slovakia (1:12,000) were--at the time of the study--the countries with the highest density of ENT doctors. The EU average for 2009 was (1:21,000). The presence of non-surgical working ENT doctors was significantly associated with higher densities of ENT doctors, whereas the necessity of being referred to an ENT doctor (gatekeeping or similar measures) was not. Estimated average waiting times for an appointment in non-urgent, chronic conditions, respectively, diseases were highly variable and predominantly showed a significant correlation to the ENT doctors/inhabitants ratio in the investigated countries. But also for acute conditions like acute hypacusis, dysphonia and hemoptysis, significant differences correlating to the ENT doctors/inhabitants ratio in waiting times for an ENT appointment were found. Estimated frequencies of different ENT tasks in everyday routine were extremely diverse as well, however, without detectable correlations to the ENT doctors/inhabitants ratio. In countries like Great Britain, Ireland, Malta and The Netherlands ENT doctors are primarily seen and serving as surgeons. In most Central European countries like Germany, Austria, Czech Republic, Poland and Slovakia, ENT doctors aside of surgery are also dealing with high percentages of conservative medicine, which may include vast fields like the management of Allergology, Phoniatrics, Audiology, etc. In some countries ENT doctors are even playing a significant role in primary health care as well. These various portfolios of ENT may be one explanation for the huge difference in numbers of European ENT manpower.

To investigate the non-public oral medical institutions in Liaoning province in 2011, and to analyze the status of dental manpower in non-public dental institutions in Liaoning province. A mass survey on dental manpower was made in non-public dental institutions in Liaoning province in 2011 by means of questionnaire investigation, which included the institution type, dental devices, and the number, structure, composition, distribution of dental manpower in non-public dental institutions in Liaoning province. Data was entered with EpiData 3.0 and analyzed with SPSS 13.0 software package. There were 1649 non-public dental institutions with 3132 dentists, 1265 nurses, 540 technicians and 3490 dental chairs in Liaoning province. 85.69% of the dental manpower were young and middle-aged. 33.17% of the dentists had primary professional titles, 42.53% of them had college degree and 87.96% of the dentists was general dentistry. In the dental auxiliaries, the primary professional title accounted for the majority. 95.97% of the nurses majored in general dentistry and 60.40% of the nurses' educational background were below junior college degree. 72.59% of the technicians majored in prosthetic dentistry and 67.78% of their educational background were below junior college degree. The ratio of the dentists to nurses to technicians was 6:2:1. The ratio of the nurses to dental chairs was 1:2.76. The distribution and composition of dental manpower are not reasonable in non-public dental institutions in Liaoning province. We should strengthen effective utilization of oral health resources and the oral health service ability of non -public dental institutions in Liaoning province. The sub-centers (SCs) are under constant criticism for their inability to deliver quality services due to the nonavailability of adequate infrastructure, manpower and supply of drugs.A cross-sectional study was conducted in Chittoor District of Andhra Pradesh to assess the availability of physical infrastructure and manpower in the SCs. A total of 34 SCs were selected by multistage and stratified random sampling technique. The data was statistically analyzed by using Microsoft Excel. The deficiency in the availability of health workers male and female were found to be 67.7% and 27.5%, respectively. The residential facility for health workers was available only in 26.4% SCs. Only 20.6% of SCs had stethoscope and B.P apparatus. The physical infrastructure and manpower availability at the SCs needs considerable improvement as per the Indian Public Health Standard (IPHS). Facilities to conduct the normal delivery and 24-hours emergency referral services need to be addressed at the earliest.

A model is formulated to determine the mix of manpower and technology needed to provide health services of acceptable quality at a minimum total cost to the community. Total costs include both the direct costs associated with providing the services and with developing additional manpower and the indirect costs (shortage costs) resulting from not providing needed services. The model is applied to a hypothetical neighborhood health center, and its sensitivity to alternative policies is investigated by cost-benefit analyses. Possible extensions of the model to include dynamic elements in health delivery systems are discussed, as is its adaptation for use in hospital planning, with a changed objective function. Report of the Canadian Neurological Society Manpower Survey 2012.

The Canadian Neurological Society commissioned a manpower survey in 2012 to assess Canadian neurological manpower and resources. Surveys were sent electronically to all Canadian neurologists with available email addresses. Responses were analysed for effects of physician gender, age, geographic location (eastern or western Canada) or type of practice (academic, community). Questions focused on work patterns, neurologic conditions treated, access to or performance of procedures, and service and manpower issues. A total of 694 of 854 neurologists in Canada were surveyed and 219 (32%) responded. Respondents were 70% male with mean age of 50 years. Neurologists worked an average of 57 hours/week and saw a mean of 40 patients per week. There were significant differences in number of patients seen, types of practice, and areas of neurological specialization between community and academic neurologists. Fifty percent of neurologists report shortages of neurologists in their community, particularly of general adult neurologists. Wait times for neurological services exceeded international standards for consultations and also were longer than Canadian averages for other specialists. More community (18%) than academic (5%) neurologists planned to retire within the next 5 years. The demand for neurological services continues to outstrip resources despite the increased number of neurologists. Impending retirement of community neurologists will exacerbate manpower issues unless adequate numbers of trainees choose general neurologic practice in the community as a career.

In order to plan adequately for education in health science librarianship and to be able to project future demands and needs we need to know a great deal more about existing manpower in health science libraries. This paper, the first in a series of reports on an investigation to gather this data, discusses the research methodology and the development of an inventory of the institution-program population upon which the survey is based. An analysis in terms of geographic location, type (educational, research, etc.), administrative control, and primary cognate area of these institutions is presented, and their distribution through the various Regional Medical Library areas is noted. Preliminary estimates are made, based on a questionnaire to the libraries, on the size of the library population, their relationship to reporting programs or institutions, exclusive of the hospital population which is being covered in an independent survey. A questionnaire to library personnel is underway which will establish, along with the other questionnaires, a basis for exploring the relationships which exist between institutions or programs, libraries and manpower. Workload Management System for Nursing (WMSN) is a core Army Medical Department business system that has provided near real-time, comprehensive nursing workload and manpower data for decision making at all levels for over 25 years. The Army Manpower Requirements and Documentation Agency populates data from WMSN into the Manpower Staffing Standards System (Inpatient module within Automated Staffing Assessment Model). The current system, Workload Management System for Nursing Internet (WMSNi), is an interim solution that requires additional functionalities for modernization and integration at the enterprise level. The expanding missions and approved requirements for WMSNi support strategic initiatives on the Army Medical Command balanced scorecard and require continued sustainment for multiple personnel and manpower business processes for both inpatient and outpatient nursing care. This system is currently being leveraged by the TRICARE Management Activity as an interim multiservice solution, and is being used at 24 Army medical treatment facilities. The evidenced-based information provided to Army decision makers through the methods used in the WMSNi will be essential across the Army Medical Command throughout the system's life cycle.

A heightened awareness about medical manpower issues can be observed in countries that are in a state of political, economic, and social transition. Slovenia entered the transition process in 1989 and became an independent country in 1991. Transition and independence influenced its health care in several ways. It changed the health care system and its financing (by introducing a Bismarckian style of social insurance). It then redistributed power from the Ministry of Health to several stakeholders. A major change occurred in the labor market in health care when the flow of health professionals from the newly independent countries greatly decreased. The decrease was partly due to the consequences of the war in the Balkans and partly due to independent labor legislation in Slovenia. Transitional changes brought new stakeholders to the scene, with a resulting redistribution of responsibilities for health manpower policies and the use of various methodologies. This policy analysis offers a detailed description of the contextual framework, quantitative data on medical manpower development, and, most important, interviews with representatives of the key stakeholders and study of relevant policy documents. We conclude that all stakeholders underpin the need for a structured approach toward health manpower planning in the form of a more coherent system of planning, decision making, and control. A compromise on mutual responsibilities between the less dominant Ministry of Health and the two new powerful stakeholders, the Health Insurance Institute of Slovenia and the Medical Chamber of Slovenia, seems necessary.

To provide recommendations and standard operating procedures (SOPs) for intensive care unit (ICU) and hospital preparations for an influenza pandemic or mass disaster with a specific focus on manpower. Based on a literature review and expert opinion, a Delphi process was used to define the essential topics including manpower. Key recommendations include: (1) plan to access, coordinate and increase labor resources for continued and expanded ICU care including increasing critical care specialists and expanded practice for non-critical care personnel; (2) develop an education, awareness, preparation and communication program to ensure a well-protected and prepared workforce with coordinated rapid manpower expansion; (3) maintain a central inventory of all clinical and non-clinical staff with their current roles along with possible emergency re-training possibilities; (4) coordinate all clinical and non-clinical staffing requirements and determine the hospital's daily needs including a sick and no-show list together with ICU requirements; (5) provide clinical care to patients only with clinical staff and not with non-clinical staff; (6) delegate duties not within the scope of workers' practice under crisis conditions with proper supervision and support from experienced clinicians to ensure patient safety; (7) intensivists should supervise nonintensivist physicians to expand the workforce if patient surge exceeds the number of available ICU-trained specialists. Judicious planning and adoption of protocols for providing adequate manpower are necessary to optimize outcomes during a pandemic.

Costs of intensive care reach up to 30% of the hospital budget with workforce expenses being substantial. Determining proper nurse-patient ratio is necessary for optimizing patients' health related outcomes and hospitals' cost effective functioning. To evaluate nurses' workload using Nine Equivalents of Nursing Manpower Use Score and Nursing Activities Score scoring systems while assessing correlation between both scores and the severity of illness measured by Simplified Acute Physiology Score II. A Prospective study SETTINGS: Cardiac Surgery Intensive Care Unit of the Clinical Hospital Centre Rijeka, Croatia, from October 2014 to February 2015. This Intensive Care Unit has 3 beds that can be expanded upon need. The study included 99 patients treated at this Unit during the study's period. The scores were obtained by 6 nurses, working in 12h shifts. Measurements were obtained for each patient 24h after admission and subsequently twice a day, at the end of the day shift (7pm) and at the end of the night shift (7 am). The necessary data were obtained from the patient's medical records. Nursing Activities Score showed significantly higher number of nurses are required for one 12h shift (Z=3.76, p<0.001). Higher scores were obtained on day shifts vs. night shifts. (Nursing Manpower Use Score, z=3.25, p<0.001; Nursing Activities Score, z=4.16, p<0.001). When comparing Nursing Activities Score and Nursing Manpower Use Score during the week, we calculated higher required number of nurses on weekdays than on weekends and holidays, (Nursing Manpower Use Score, p<0.001; Nursing Activities Score, p<0.001). Correlation analysis of Nursing Activities Score and Nursing Manpower Use Score with Simplified Acute Physiology Score II has shown that Nursing Manpower Use Score positively associated with severity of disease, while Nursing Activities Score shows no association. Both scores can be used to estimate required number of nurses in 12-h shifts, although Nursing Activities Score seems more suitable for units with prolonged length of stay, while Nursing Manpower Use Score appears better for units with shorter duration of stay (up to four days). Higher workload measured by Nursing Manpower Use Score scale can be predicted with higher Simplified Acute Physiology Score II. However, with low Simplified Acute Physiology Score II scores it cannot be assumed that the nursing workload will also be low. The Navy Nurse Corps is part of a team of professionals that provides high quality, economical health care to approximately 700,000 active duty Navy and Marine Corps members, as well as 2.6 million retired and family members. Navy Nurse Corps manpower management efficiency is critical to providing this care. This paper aims to focus on manpower planning in the Navy Nurse Corps. The Nurse Corps manages personnel primarily through the recruitment process, drawing on multiple hiring sources. Promotion rates at the lowest two ranks are mandated, but not at the higher ranks. Retention rates vary across pay grades. Using these promotion and attrition rates, a Markov model was constructed to model the personnel flow of junior nurse corps officers. Hiring sources were shown to have a statistically significant effect on promotion and retention rates. However, these effects were not found to be practically significant in the Markov model. Only small improvements in rank imbalances are possible given current recruiting guidelines. Allowing greater flexibility in recruiting practices, fewer recruits would generate a 25 percent reduction in rank imbalances, but result in understaffing. Recruiting different ranks at entry would generate a 65 percent reduction in rank imbalances without understaffing issues. Policies adjusting promotion and retention rates are more powerful in controlling personnel flows than adjusting hiring sources. These policies are the only means for addressing the fundamental sources of rank imbalances in the Navy Nurse Corps arising from current manpower guidelines. The paper shows that modeling to improve manpower management may enable the Navy Nurse Corps to more efficiently fulfill its mandate for high-quality healthcare.
