A theoretical investigation is made of the airfoil profile for minimum pressure drag at zero lift in supersonic flow. In the first part of the report a general method is developed for calculating the profile having the least pressure drag for a given auxiliary condition, such as a given structural requirement or a given thickness ratio. The various structural requirements considered include bending strength, bending stiffness, torsional strength, and torsional stiffness. No assumption is made regarding the trailing-edge thickness; the optimum value is determined in the calculations as a function of the base pressure. To illustrate the general method, the optimum airfoil, defined as the airfoil having minimum pressure drag for a given auxiliary condition, is calculated in a second part of the report using the equations of linearized supersonic flow.

Discrete frequency domain design of Minimum Average Correlation Energy filters for optical pattern recognition introduces an implementational limitation of circular correlation. An alternative methodology which uses space domain computations to overcome this problem is presented. The technique is generalized to construct an improved synthetic discriminant function which satisfies the conflicting requirements of reduced noise variance and sharp correlation peaks to facilitate ease of detection. A quantitative evaluation of the performance characteristics of the new filter is conducted and is shown to compare favorably with the well known Minimum Variance Synthetic Discriminant Function and the space domain Minimum Average Correlation Energy filter, which are special cases of the present design.

Eighteen geometrically different sets of dished accelerator grids were tested on five 30-cm thrusters. The geometric variation of the grids included the grid-to-grid spacing, the screen and accelerator hole diameters and thicknesses, the screen and accelerator open area fractions, ratio of dish depth to dish diameter, compensation, and aperture shape. In general, the data taken over a range of beam currents for each grid set included the minimum total accelerating voltage required to extract a given beam current and the minimum accelerator grid voltage required to prevent electron backstreaming.

Human protein and amino acid nutrition encompasses a wide, complex, frequently misunderstood, and often contentious area of clinical research and practice. This tutorial explains the basic biochemical and physiologic principles that underlie our current understanding of protein and amino acid nutrition. The following topics are discussed: (1) the identity, measurement, and essentiality of nutritional proteins; (2) the definition and determination of minimum requirements; (3) nutrition adaptation; (4) obligatory nitrogen excretion and the minimum protein requirement; (5) minimum versus optimum protein intakes; (6) metabolic responses to surfeit and deficient protein intakes; (7) body composition and protein requirements; (8) labile protein; (9) N balance; (10) the principles of protein and amino acid turnover, including an analysis of the controversial indicator amino acid oxidation technique; (11) general guidelines for evaluating protein turnover articles; (12) amino acid turnover versus clearance; (13) the protein content of hydrated amino acid solutions; (14) protein requirements in special situations, including protein-catabolic critical illness; (15) amino acid supplements and additives, including monosodium glutamate and glutamine; and (16) a perspective on the future of protein and amino acid nutrition research. In addition to providing practical information, this tutorial aims to demonstrate the importance of rigorous physiologic reasoning, stimulate intellectual curiosity, and encourage fresh ideas in this dynamic area of human nutrition. We sought, first, to evaluate the operative experience of surgeons who have completed postresidency fellowships offered by the American Academy of Cosmetic Surgery (AACS), and second, to compare this cosmetic surgery training to other surgical residency and fellowship programs in the United States. Finally, we suggest how new and existing oral and maxillofacial surgeons can use these programs. We reviewed the completed case logs from AACS-accredited fellowships. The logs were data mined for 7 of the most common cosmetic operations, including the median total number of operations. We then compared the cosmetic case requirements from the different residencies and fellowships. Thirty-nine case logs were reviewed from the 1-year general cosmetic surgery fellowships offered by the AACS from 2007 to 2012. The fellows completed a median of 687 total procedures. The median number of the most common cosmetic procedures performed was 14 rhinoplasties, 31 blepharoplasties, 21 facelifts, 24 abdominoplasties, 28 breast mastopexies, 103 breast augmentations, and 189 liposuctions. The data obtained were compared with the minimum cosmetic surgical requirements in residency and fellowship programs. The minimum residency requirements were as follows: no minimum listed for plastic surgery, 35 for otolaryngology, 20 for oral and maxillofacial surgery, 28 for ophthalmology, 0 for obstetrics and gynecology, and 20 for dermatology. The minimum fellowship requirements were as follows: 300 for the AACS cosmetic surgery fellowship, no minimum listed for facial plastic surgery and reconstruction, no minimum listed for aesthetic surgery, 133 for oculoplastic and reconstructive surgery, and 0 for Mohs dermatology. Dedicating one's practice exclusively to cosmetic surgery requires additional postresidency training owing to the breadth of the field. The AACS created comprehensive fellowship programs to fill an essential part in the continuum of cosmetic surgeons' education, training, and experience. This builds on the foundation of their primary board residency program. The AACS fellowships are a valuable option for additional training for qualified surgeons seeking proficiency and competency in cosmetic surgery. After the outbreak of the MERS (Middle East Respiratory Syndrome) epidemic, issues were raised regarding response capabilities of medical institutions, including the lack of isolation rooms at hospitals. Since then, the government of Korea has been revising regulations to enforce medical laws in order to expand the operation of isolation rooms and to strengthen standards regarding their mandatory installation at hospitals. Among general and tertiary hospitals in Korea, a total of 159 are estimated to be required to install isolation rooms to meet minimum standards. For the purpose of contributing to hospital construction plans in the future, this study conducted a questionnaire survey of experts and analysed the environment and devices necessary in isolation rooms, to determine their appropriate minimum size to treat patients. The result of the analysis is as follows: First, isolation rooms at hospitals are required to have a minimum 3,300mm minor axis and a minimum 5,000mm major axis for the isolation room itself, and a minimum 1,800mm minor axis for the antechamber where personal protective equipment is donned and removed. Second, the 15 ㎡-or-larger standard for the floor area of isolation rooms will have to be reviewed and standards for the minimum width of isolation rooms will have to be established.

Adaptive implicit-explicit (AIE), grouped element-by-element (GEBE), and generalized minimum residuals (GMRES) solution techniques for incompressible flows are combined. In this approach, the GEBE and GMRES iteration methods are employed to solve the equation systems resulting from the implicitly treated elements, and therefore no direct solution effort is involved. The benchmarking results demonstrate that this approach can substantially reduce the CPU time and memory requirements in large-scale flow problems. Although the description of the concepts and the numerical demonstration are based on the incompressible flows, the approach presented here is applicable to larger class of problems in computational mechanics.

Considering the integral role of understanding users' requirements in information system success, this research aimed to determine functional requirements of nursing information systems through a national survey. Delphi technique method was applied to conduct this study through three phases: focus group method modified Delphi technique and classic Delphi technique. A cross-sectional study was conducted to evaluate the proposed requirements within 15 general hospitals in Iran. Forty-three of 76 approved requirements were clinical, and 33 were administrative ones. Nurses' mean agreements for clinical requirements were higher than those of administrative requirements; minimum and maximum means of clinical requirements were 3.3 and 3.88, respectively. Minimum and maximum means of administrative requirements were 3.1 and 3.47, respectively. Research findings indicated that those information system requirements that support nurses in doing tasks including direct care, medicine prescription, patient treatment management, and patient safety have been the target of special attention. As nurses' requirements deal directly with patient outcome and patient safety, nursing information systems requirements should not only address automation but also nurses' tasks and work processes based on work analysis.

The dual-scale topology optoelectronic processor (D-STOP) is a parallel optoelectronic architecture for matrix algebraic processing. The architecture can be used for matrix-vector multiplication and two types of vector outer product. The computations are performed electronically, which allows multiplication and summation concepts in linear algebra to be generalized to various nonlinear or symbolic operations. This generalization permits the application of D-STOP to many computational problems. The architecture uses a minimum number of optical transmitters, which thereby reduces fabrication requirements while maintaining area-efficient electronics. The necessary optical interconnections are space invariant, minimizing space-bandwidth requirements.

Contraband detection systems for homeland security applications are typically tested for probability of detection (PD) and probability of false alarm (PFA) using pass-fail testing protocols. Test protocols usually require specified values for PD and PFA to be demonstrated at a specified level of statistical confidence CL. Based on a recent more theoretical treatment of this subject [1], this summary reviews the definition of CL and provides formulas and spreadsheet functions for constructing tables of general test requirements and for determining the minimum number of tests required. The formulas and tables in this article may be generally applied to many other applications of pass-fail testing, in addition to testing of contraband detection systems.

Despite initial enthusiasm towards electronic noses and their possible application in different fields, and quite a lot of promising results, several criticalities emerge from most published research studies, and, as a matter of fact, the diffusion of electronic noses in real-life applications is still very limited. In general, a first step towards large-scale-diffusion of an analysis method, is standardization. The aim of this paper is describing the experimental procedure adopted in order to evaluate electronic nose performances, with the final purpose of establishing minimum performance requirements, which is considered to be a first crucial step towards standardization of the specific case of electronic nose application for environmental odor monitoring at receptors. Based on the experimental results of the performance testing of a commercialized electronic nose type with respect to three criteria (i.e., response invariability to variable atmospheric conditions, instrumental detection limit, and odor classification accuracy), it was possible to hypothesize a logic that could be adopted for the definition of minimum performance requirements, according to the idea that these are technologically achievable. The 2-D lattice theory of Flower Constellations, generalizing Harmonic Flower Constellations (the symmetric subset of Flower Constellations) as well as the Walker/ Mozhaev constellations, is presented here. This theory is a new general framework to design symmetric constellations using a 2× 2 lattice matrix of integers or by its minimal representation, the Hermite normal form. From a geometrical point of view, the phasing of satellites is represented by a regular pattern (lattice) on a two-Dimensional torus. The 2-D lattice theory of Flower Constellations does not require any compatibility condition and uses a minimum set of integer parameters whose meaning are explored throughout the paper. This general minimum-parametrization framework allows us to obtain all symmetric distribution of satellites. Due to the J_2 effect this design framework is meant for circular orbits and for elliptical orbits at critical inclination, or to design elliptical constellations for the unperturbed Keplerian case.

Optimum patient care in relation to laboratory medicine is achieved when results of laboratory tests are equivalent, irrespective of the analytical platform used or the country where the laboratory is located. Standardization and harmonization minimize differences and the success of efforts to achieve this can be monitored with international category 1 external quality assessment (EQA) programs. An EQA project with commutable samples, targeted with reference measurement procedures (RMPs) was organized by EQA institutes in Italy, the Netherlands, Portugal, UK, and Spain. Results of 17 general chemistry analytes were evaluated across countries and across manufacturers according to performance specifications derived from biological variation (BV). For K, uric acid, glucose, cholesterol and high-density density (HDL) cholesterol, the minimum performance specification was met in all countries and by all manufacturers. For Na, Cl, and Ca, the minimum performance specifications were met by none of the countries and manufacturers. For enzymes, the situation was complicated, as standardization of results of enzymes toward RMPs was still not achieved in 20% of the laboratories and questionable in the remaining 80%. The overall performance of the measurement of 17 general chemistry analytes in European medical laboratories met the minimum performance specifications. In this general picture, there were no significant differences per country and no significant differences per manufacturer. There were major differences between the analytes. There were six analytes for which the minimum quality specifications were not met and manufacturers should improve their performance for these analytes. Standardization of results of enzymes requires ongoing efforts.

For signal transmission in traffic today, different optical, acoustic, or other physical or technical means are used for information. The different kinds of traffic (water navigation, road and rail, and, later air transport) made traffic regulation necessary early on. This regulation, from its very beginning in ancient times, began by means of optical signals; nowadays, this remains the most important method. From the very start, minimum requirements for the navigator's vision, color discrimination, dark adaptation, and even visual field were needed. For historical reasons, it was in seafaring medicine that these first developed. Besides the development of the different signals, methods for checking the requirements were soon developed. National and international requirements have been very different. Only within the last 50 years has international cooperation led to the acceptance of general standards for the different traffic modes. This article discusses the technical development of optical signals for the different kinds of traffic, from ancient times to the present, and explains the development of minimum requirements for the different visual functions.

Using a simple surface nerve stimulation system, I examined the effects of general anaesthesia on rheobase (the minimum current required to stimulate nerve activity) and chronaxie (the minimum time for a stimulus twice the rheobase to elicit nerve activity). Nerve stimulation was used to elicit a motor response from the ulnar nerve at varying pulse widths before and after induction of general anaesthesia. Mean (SD) rheobase before and after general anaesthesia was 0.91 (0.37) mA (95% CI 0.77-1.04 mA) and 1.11 (0.53) mA (95% CI 0.92-1.30 mA), respectively. Mean (SD) chronaxie measured before and after general anaesthesia was 0.32 (0.17) ms (95% CI 0.26-0.38 ms) and 0.29 (0.13) ms (95% CI 0.24-0.33 ms), respectively. Under anaesthesia, rheobase values increased by an average of 20% (p = 0.05), but chronaxie values did not change significantly (p = 0.39). These results suggest that threshold currents used for motor response from nerve stimulation under general anaesthesia might be higher than those used in awake patients. © 2014 The Association of Anaesthetists of Great Britain and Ireland.

While patients with immune thrombocytopenia (ITP) and low platelet counts are at risk for bleeding, they are not protected against arterial and venous thrombotic events. Frequently, hematologists are asked to consult on a patient with ITP requiring an antiplatelet (AP) agent or anticoagulant (AC). No direct evidence exists to guide hematologists in weighing the risk of thrombosis against the risk of bleeding in patients with ITP. Therefore, we performed a survey to determine the preferred management of AP/AC therapy in ITP patients. The survey described hypothetical patient scenarios and asked respondents to recommend a minimum platelet count for initiation of AP/AC therapy. We surveyed both hematologists with an international reputation in treatment of ITP (n = 48) and also general hematologist-oncologists in Oklahoma (n = 97). Response rates were 38/48 (79%) for the ITP specialists and 46/97 (47%) for general hematologist-oncologists. Overall, recommended platelet thresholds for antithrombotic therapy were similar between ITP specialists and general hematologist-oncologists. Although both groups recommended a minimum platelet count of 50 × 10 9 /L for AP and AC therapy in most scenarios, there was great variability in individual practice patterns among respondents. This study highlights the need for studies of patients with ITP who require AP/AC therapy to provide high-quality evidence for establishing optimal management strategies.

The minimum velocity change rendezvous solutions, when the motion may be linearized about a circular orbit, fall into two separate regions; the phase-for-free region and the general region. Phase-for-free solutions are derived from the optimum transfer solutions, require the same velocity change expenditure, but may not be unique. Many proposed health insurance reforms would establish a federal minimum benefit standard--a baseline set of benefits to ensure that people have adequate coverage and financial protection when they purchase insurance. Currently, benefit mandates are set at the state level; these vary greatly across states and generally target specific areas rather than set an overall standard for what qualifies as health insurance. This issue brief considers what a broad federal minimum standard might look like by comparing existing state benefit mandates with the services and providers covered under the Federal Employees Health Benefits Program (FEHBP) Blue Cross and Blue Shield standard benefit package, an example of minimum creditable coverage that reflects current standard practice among employer-sponsored health plans. With few exceptions, benefits in the FEHBP standard option either meet or exceed those that state mandates require-indicating that a broad-based national benefit standard would include most existing state benefit mandates.

Minimum trim drag design for interfering lifting surfaces using vortex-lattice methodology

A new method has been developed by which the mean camber surface can be determined for trimmed noncoplanar planforms with minimum vortex drag under subsonic conditions. The method uses a vortex lattice and overcomes previous difficulties with chord loading specification; it uses a Trefftz plane analysis to determine the optimum span loading for minimum drag, then solves for the mean camber surface of the wing which will provide the required loading. Pitching-moment or root-bending-moment constraints can be employed as well at the design lift coefficient. Sensitivity studies of vortex-lattice arrangement have been made with this method and are presented. Comparisons with other theories show generally good agreement. The versatility of the method is demonstrated by applying it to (1) isolated wings, (2) wing-canard configurations, (3) a tandem wing, and (4) a wing-winglet configuration.
Optimal Trajectories For Orbital Transfers Using Low And Medium Thrust Propulsion Systems

For many problems it is reasonable to expect that the minimum time solution is also the minimum fuel solution. However, if one allows the propulsion system to be turned off and back on, it is clear that these two solutions may differ. In general, high thrust transfers resemble the well-known impulsive transfers where the burn arcs are of very short duration. The low and medium thrust transfers differ in that their thrust acceleration levels yield longer burn arcs which will require more revolutions, thus making the low thrust transfer computational intensive. Here, we consider optimal low and medium thrust orbital transfers.

Design for Minimum Risk (DFMR) is a term used by NASA programs as an expansion of the general hazard reduction process where if an identified hazard cannot be eliminated, the design is modified to reduce the associated mishap risk to an acceptable level. DFMR is a set of specific requirements to minimize risk. DFMR is not well understood and there are many misconceptions concerning the meaning and use. This paper will provide insight into the use of DFMR for space applications; it s comparison to other hazard mitigation strategies and examples of how the approach has been used in the past. It will also highlight documents used by NASA on various programs to determine DFMR.
Achieving spectrum conservation for the minimum-span and minimum-order frequency assignment problems

Effective and efficient solutions of frequency assignment problems assumes increasing importance as the radiofrequency spectrum experiences ever increasing utilization by diverse communications services, requiring that the most efficient use of this resource be achieved. The research presented explores a general approach to the frequency assignment problem, in which such problems are categorized by the appropriate spectrum conserving objective function, and are each treated as an N-job, M-machine scheduling problem appropriate for the objective. Results obtained and presented illustrate that such an approach presents an effective means of achieving spectrum conserving frequency assignments for communications systems in a variety of environments.
CONCEPTUAL DESIGN STUDY OF A MOBILE GAMMA IRRADIATOR FOR FRUIT PRODUCE

Engineering Drawings report available as CAPE-944. A conceptual design study was made of a mobile irradiator for radiopasteurization of strawberries, grapes, peaches, tomatoes, and lemons. Minimum radiation dose specification for the fruit ranged from 100,000 to 200,000 rads with maximum to minimum dose ratio in the range of 1.5 to 3. Minimum allowable production rates were in the range of 500 to 1000 lb of fruit/hr. The irradiator was required to be mobile, preferably on one truck capable of being put in operation one day after arrival at the site. Preliminary studies compared five types of irradiators, consisting of amore » single source slab, two package pass design; a double slab, single pass design; a single slab, four pass design; a line source rotary design; and a movable source, movable package design. It was concluded that a Co/sup 60/ irradiator can be built to meet the general requirements for radiopasteurization of fruit. The irradiator can be made mobile and can be mounted on a single trailer. The combined weight of the mobile unit would be 70 to 85 tons depending on the type of irradiator. This unit would require a special license from the State Highway Department. (C.H.)« less

This paper describes a fully integrated aerodynamic/dynamic optimization procedure for helicopter rotor blades. The procedure combines performance and dynamics analyses with a general purpose optimizer. The procedure minimizes a linear combination of power required (in hover, forward flight, and maneuver) and vibratory hub shear. The design variables include pretwist, taper initiation, taper ratio, root chord, blade stiffnesses, tuning masses, and tuning mass locations. Aerodynamic constraints consist of limits on power required in hover, forward flight and maneuver; airfoil section stall; drag divergence Mach number; minimum tip chord; and trim. Dynamic constraints are on frequencies, minimum autorotational inertia, and maximum blade weight. The procedure is demonstrated for two cases. In the first case the objective function involves power required (in hover, forward flight, and maneuver) and dynamics. The second case involves only hover power and dynamics. Although many plant secondary compounds are known to have serious consequences for herbivores, the costs of processing them are generally unknown. Two potential costs of ingestion and detoxification of secondary compounds are elevation of the minimum drinking water requirement and excretion of energetically expensive metabolites (i.e., glucuronides) in the urine. To address these impacts, we studied the costs of ingestion of resin from creosote bush (Larrea tridentata) on desert woodrats (Neotoma lepida). The following hypotheses were tested: ingestion of creosote resin by woodrats (1) increases minimum water requirement and (2) reduces energy available by increasing fecal and urinary energy losses. We tested the first hypothesis, by measuring the minimum water requirement of woodrats fed a control diet with and without creosote resin. Drinking water was given in decreasing amounts until woodrats could no longer maintain constant body mass. In two separate experiments, the minimum drinking water requirement of woodrats fed resin was higher than that of controls by 18-30% (about 1-1.7 ml/d). We tested several potential mechanisms of increased water loss associated with the increase in water requirement. The rate of fecal water loss was higher in woodrats consuming resin. Neither urinary water nor evaporative water loss was affected by ingestion of resin. Hypothesis 2 was tested by measuring energy fluxes of woodrats consuming control vs. resin-treated diets. Woodrats on a resin diet had higher urinary energy losses and, thus, metabolized a lower proportion of the dietary energy than did woodrats on control diet. Fecal energy excretion was not affected by resin. The excretion of glucuronic acid represented almost half of the energy lost as a consequence of resin ingestion. The increased water requirement and energy losses of woodrats consuming a diet with resin could have notable ecological consequences.

Requirements are defined for Earth observation microwave radiometry for the decade of the 1990's by using large space antenna (LSA) systems with apertures in the range from 50 to 200 m. General Earth observation needs, specific measurement requirements, orbit mission guidelines and constraints, and general radiometer requirements are defined. General Earth observation needs are derived from NASA's basic space science program. Specific measurands include soil moisture, sea surface temperature, salinity, water roughness, ice boundaries, and water pollutants. Measurements are required with spatial resolution from 10 to 1 km and with temporal resolution from 3 days to 1 day. The primary orbit altitude and inclination ranges are 450 to 2200 km and 60 to 98 deg, respectively. Contiguous large scale coverage of several land and ocean areas over the globe dictates large (several hundred kilometers) swaths. Radiometer measurements are made in the bandwidth range from 1 to 37 GHz, preferably with dual polarization radiometers with a minimum of 90 percent beam efficiency. Reflector surface, root mean square deviation tolerances are in the wavelength range from 1/30 to 1/100.

To examine state variation in minimum stocking requirements for Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)-authorized small food retailers. We obtained minimum stocking requirements for 50 states and the District of Columbia in 2017 from WIC Web pages or e-mail from the state WIC agency. We developed a coding protocol to compare minimum quantities and varieties required for 12 food and beverage categories. We calculated the median, range, and interquartile range for each measure. Nearly all states set minimum varieties and quantities of fruits and vegetables, 100% juice, whole grain-rich foods, breakfast cereal, milk, cheese, eggs, legumes, and peanut butter. Fewer states set requirements for canned fish, yogurt, and tofu. Most measures had a large range in minimum requirements (e.g., $8-$100 of fruits and vegetables, 60-144 oz of breakfast cereal). WIC-participating retailers must adhere to very different minimum stocking requirements across states, which may result in disparities in food and beverage products available to WIC recipients. Public Health Implications. The results provide benchmarks that can inform new local, state, and federal program and policy efforts to increase healthy food availability in retail settings.

Distinctness, uniformity and stability (DUS) testing of varieties is usually required to apply for Plant Breeders' Rights. This exam is currently carried out using morphological traits, where the establishment of distinctness through a minimum distance is the key issue. In this study, the possibility of using microsatellite markers for establishing the minimum distance in a vegetatively propagated crop (grapevine) has been evaluated. A collection of 991 accessions have been studied with nine microsatellite markers and pair-wise compared, and the highest intra-variety distance and the lowest inter-variety distance determined. The collection included 489 different genotypes, and synonyms and sports. Average values for number of alleles per locus (19), Polymorphic Information Content (0.764) and heterozygosities observed (0.773) and expected (0.785) indicated the high level of polymorphism existing in grapevine. The maximum intra-variety variability found was one allele between two accessions of the same variety, of a total of 3,171 pair-wise comparisons. The minimum inter-variety variability found was two alleles between two pairs of varieties, of a total of 119,316 pair-wise comparisons. In base to these results, the minimum distance required to set distinctness in grapevine with the nine microsatellite markers used could be established in two alleles. General rules for the use of the system as a support for establishing distinctness in vegetatively propagated crops are discussed.

Optimal Interception of a Maneuvering Long-range Missile

In a Newtonian central force field, the minimum-fuel interception of a satellite, or a ballistic missile, in elliptic trajectory can be obtained via Lawden's theory of primer vector. To secure interception when the target performs evasive maneuvers, a new control law, with explicit solutions, is implemented. It is shown that by a rotation of coordinate system, the problem of three-dimensional interception is reduced to a planar problem. The general case of planar interception of a long-range ballistic missile is then studied. Examples of interception at a specified time, head-on interception and minimum-fuel interception are presented. In each case, the requirement for the thrust acceleration is expressed explicitly as a function of time.

The minimum velocity-change rendezvous solutions, when the motion may be linearized about a circular orbit, fall into two separate regions; the phase-for-free region and the general region. Phase-for-free solutions are derived from the optimum transfer solutions, require the same velocity-change expenditure, but may not be unique. Analytic solutions are presented in two of the three subregions. An algorithm is presented for determining the unique solutions in the general region. Various sources of initial conditions are discussed and three examples are presented.

We included children born in New South Wales, Australia of 37+ weeks' gestation without major congenital anomalies or neurodevelopmental disability with either a school entry developmental assessment in 2009, 2012, or Grade-3 school test results in 2008-2014. We compared children exposed to general anesthesia aged <48 months to those without any hospitalization. Children with only 1 hospitalization with general anesthesia and no other hospitalization were assessed separately. Outcomes included being classified developmentally high risk at school entry and scoring below national minimum standard in school numeracy and reading tests. Of 211 978 children included, 82 156 had developmental assessment and 153 025 had school test results, with 12 848 (15.7%) and 25 032 (16.4%) exposed to general anesthesia, respectively. Children exposed to general anesthesia had 17%, 34%, and 23% increased odds of being developmentally high risk (adjusted odds ratio [aOR]: 1.17; 95% CI: 1.07-1.29); or scoring below the national minimum standard in numeracy (aOR: 1.34; 95% CI: 1.21-1.48) and reading (aOR: 1.23; 95% CI: 1.12-1.36), respectively. Although the risk for being developmentally high risk and poor reading attenuated for children with only 1 hospitalization and exposure to general anesthesia, the association with poor numeracy results remained. Children exposed to general anesthesia before 4 years have poorer development at school entry and school performance. While the association among children with 1 hospitalization with 1 general anesthesia and no other hospitalization was attenuated, poor numeracy outcome remained. Further investigation of the specific effects of general anesthesia and the impact of the underlying health conditions that prompt the need for surgery or diagnostic procedures is required, particularly among children exposed to long duration of general anesthesia or with repeated hospitalizations. © 2018 John Wiley & Sons Ltd.

An approach is presented for determining the minimum weight design of aircraft wing models which takes into consideration aerodynamics-structure coupling when calculating both zeroth order information needed for analysis and first order information needed for optimization. When performing sensitivity analysis, coupling is accounted for by using a generalized sensitivity formulation. The results presented show that the aeroelastic effects are calculated properly and noticeably reduce constraint approximation errors. However, for the particular example selected, the error introduced by ignoring aeroelastic effects are not sufficient to significantly affect the convergence of the optimization process. Trade studies are reported that consider different structural materials, internal spar layouts, and panel buckling lengths. For the formulation, model and materials used in this study, an advanced aluminum material produced the lightest design while satisfying the problem constraints. Also, shorter panel buckling lengths resulted in lower weights by permitting smaller panel thicknesses and generally, by unloading the wing skins and loading the spar caps. Finally, straight spars required slightly lower wing weights than angled spars.

Users of EN 14784-2 (general principles for computed radiography with phosphor imaging plates) reported about difficulties to achieve testing class B in weld testing with imaging plates. One of the reasons is the insufficient consideration of the inherent detector unsharpness (u{sub i}) in the minimum requirements. Digital detectors have a higher inherent unsharpness compared to film, which can even exceed the geometrical unsharpness (u{sub g}) of the typical contact technique. In EN 444 and ISO 5579 (general principles for film radiography) u{sub i} is neglected for the calculation of the minimum source-to-object distance (SOD), because it is small compared tomore » the geometric unsharpness (u{sub g}). Considering u{sub i} for digital detectors results in a new equation for SOD (see ISO/FDIS 17636-2). Therefore, the increase in total image unsharpness requires the compensation by a larger SOD to reduce u{sub g}. This contribution discusses the need for change of the SOD for different setups (detectors, focal spots, etc.) and explains the difference in image quality, achieved on basis of the extended equation of ISO/FDIS 17636-2. Furthermore, the detection of image quality indicators depends on the achieved Contrast-to-Noise ratio (CNR) and total image unsharpness. Both of them are essential parameters, which influence the contrast sensitivity. While an optimal scenario for the general two-impulse transfer between coplanar orbits is not known, there are optimal scenarios for various special cases. We consider in-plane rotations of the line of apsides. Numerical comparisons with a trajectory optimization program support the claim that the optimal deltaV required by two impulses is about half that required by a single impulse, regardless of semi-major axes. We observe that this estimate becomes more conservative with larger angles of rotation and eccentricities, and thus also present a more accurate two-impulse rotation deltaV estimator.

To audit routine colposcopy performance using 8 standard requirements of the National Health Service Cervical Screening Programme (NHSCSP). Records of women who underwent colposcopy for abnormal cervical cytology between January and December 2008 at Chiang Mai University Hospital, Thailand, were reviewed. The standard requirements were not achieved in 2 practices: (1) the proportion of women who had recordings of visibility of the transformation zone (96.6%) did not achieve the NHSCSP requirement of 100%; and (2) the rate of excisional biopsy (87.8%) was lower than the 95% minimum required. Colposcopic performance at Chiang Mai University Hospital was generally favorable. However, re-audit is necessary to ensure that unmet standards of performance are improved and achieved standards are maintained.

Demand controlled ventilation (DCV) was evaluated for general office spaces in California. A medium size office building meeting the prescriptive requirements of the 2008 California building energy efficiency standards (CEC 2008) was assumed in the building energy simulations performed with the EnergyPlus program to calculate the DCV energy savings potential in five typical California climates. Three design occupancy densities and two minimum ventilation rates were used as model inputs to cover a broader range of design variations. The assumed values of minimum ventilation rates in offices without DCV, based on two different measurement methods, were 81 and 28 cfm per occupant. These rates are based on the co-author's unpublished analyses of data from EPA's survey of 100 U.S. office buildings. These minimum ventilation rates exceed the 15 to 20 cfm per person required in most ventilation standards for offices. The cost effectiveness of applying DCV in general office spaces was estimated via a life cycle cost analyses that considered system costs and energy cost reductions. The results of the energy modeling indicate that the energy savings potential of DCV is largest in the desert area of California (climate zone 14), followed by Mountains (climate zone 16), Central Valley (climate zone 12), North Coast (climate zone 3), and South Coast (climate zone 6). The results of the life cycle cost analysis show DCV is cost effective for office spaces if the typical minimum ventilation rates without DCV is 81 cfm per person, except at the low design occupancy of 10 people per 1000 ft{sup 2} in climate zones 3 and 6. At the low design occupancy of 10 people per 1000 ft{sup 2}, the greatest DCV life cycle cost savings is a net present value (NPV) ofmore » $$0.52/ft{sup 2} in climate zone 14, followed by $$0.32/ft{sup 2} in climate zone 16 and $$0.19/ft{sup 2} in climate zone 12. At the medium design occupancy of 15 people per 1000 ft{sup 2}, the DCV savings are higher with a NPV $$0.93/ft{sup 2} in climate zone 14, followed by $$0.55/ft{sup 2} in climate zone 16, $$0.46/ft{sup 2} in climate zone 12, $$0.30/ft{sup 2} in climate zone 3, $$0.16/ft{sup 2} in climate zone 3. At the high design occupancy of 20 people per 1000 ft{sup 2}, the DCV savings are even higher with a NPV $$1.37/ft{sup 2} in climate zone 14, followed by $$0.86/ft{sup 2} in climate zone 16, $$0.84/ft{sup 2} in climate zone 3, $$0.82/ft{sup 2} in climate zone 12, and $0.65/ft{sup 2} in climate zone 6. DCV was not found to be cost effective if the typical minimum ventilation rate without DCV is 28 cfm per occupant, except at high design occupancy of 20 people per 1000 ft{sup 2} in climate zones 14 and 16. Until the large uncertainties about the base case ventilation rates in offices without DCV are reduced, the case for requiring DCV in general office spaces will be a weak case.« less

In industrialised countries, sufficient resources for establishing and maintaining fully equipped biosafety level 3 (BSL-3) laboratories according to international standards are generally available. BSL-3 laboratories are designed to provide several layers of containment to protect the laboratory worker as well as the outside environment and community from risk of exposure in case of local contamination. However, such facilities are scarce in high-burden settings, primarily due to the high financial burden and complexity of the initial construction and/or regular maintenance. Measures to prevent unintended exposure to Mycobacterium tuberculosis during laboratory manipulation of specimens and cultures is the first, and by far the most important, aspect of containment. This paper focuses on the need for risk containment at source. Assuming that in many settings the establishment of BSL-3 laboratories with all the required features is not achievable, this paper also discusses the minimum requirements necessary to mitigate risks associated with particular laboratory procedures. The term 'TB containment laboratory' is used throughout this paper to describe the minimum requirements for a laboratory suitable for high-risk procedures. The TB containment laboratory has many, but not all, of the features of a BSL-3 laboratory.
