In February 1983, the US Department of Energy (DOE) identified the Yucca Mountain site in Nevada as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high- level radioactive waste. The site is in the Great Basin, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Yucca Mountain site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE`s General Guideline for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessmentsmore » (EA), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. On the basis of the evaluations reported in this EA, the DOE found that the Yucca Mountain site is not disqualified under the guidelines. Although the final report of the Blue Ribbon Commission on America's Nuclear Future is not expected until January 2012, the tentative conclusions of the commission's draft report were dissected during a recent joint hearing by two subcommittees of the House of Representatives' Committee on Science, Space, and Technology. Among the more heated issues debated at the hearing was the fate of the stalled Yucca Mountain nuclear waste repository in Nevada. The Blue Ribbon Commission's (BRC) draft report includes recommendations for managing nuclear waste and for developing one or more permanent deep geological repositories and interim storage facilities, but the report does not address the future of Yucca Mountain. The BRC charter indicates that the commission is to "conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle." However, the draft report states that the commission was not asked to consider, and therefore did not address, several key issues. "We have not rendered an opinion on the suitability of the Yucca Mountain site or on the request to withdraw the license application for Yucca Mountain," the draft report states.

Draft genome of the mountain pine beetle, Dendroctonus ponderosae Hopkins, a major forest pest

Background The mountain pine beetle, Dendroctonus ponderosae Hopkins, is the most serious insect pest of western North American pine forests. A recent outbreak destroyed more than 15 million hectares of pine forests, with major environmental effects on forest health, and economic effects on the forest industry. The outbreak has in part been driven by climate change, and will contribute to increased carbon emissions through decaying forests. Results We developed a genome sequence resource for the mountain pine beetle to better understand the unique aspects of this insect's biology. A draft de novo genome sequence was assembled from paired-end, short-read sequences from an individual field-collected male pupa, and scaffolded using mate-paired, short-read genomic sequences from pooled field-collected pupae, paired-end short-insert whole-transcriptome shotgun sequencing reads of mRNA from adult beetle tissues, and paired-end Sanger EST sequences from various life stages. We describe the cytochrome P450, glutathione S-transferase, and plant cell wall-degrading enzyme gene families important to the survival of the mountain pine beetle in its harsh and nutrient-poor host environment, and examine genome-wide single-nucleotide polymorphism variation. A horizontally transferred bacterial sucrose-6-phosphate hydrolase was evident in the genome, and its tissue-specific transcription suggests a functional role for this beetle. Conclusions Despite Coleoptera being the largest insect order with over 400,000 described species, including many agricultural and forest pest species, this is only the second genome sequence reported in Coleoptera, and will provide an important resource for the Curculionoidea and other insects. At many sub tropical places in the globe, including the Persian Gulf in the south of Iran, there is continuously a tremendous amount of steam in the air, but it fails to transform to cloud because of the surrounding overheated lands. Reduction in precipitation in these regions has been extraordinary in recent years. The most probable reason is the global warming phenomena. Many dried forest remains, in these regions are referring to much more precipitations not long ago. All around the Persian Gulf, Oman Sea, Arab sea, and red sea there are enough steam to produce good precipitation nearly year round. The main missed requirement in this zone is the coldness. This fact can be well understand from a narrow green strip in Dhofar which is indebted to a cold oceanic stream that approaches to local shore during four months yearly. This natural cold stream helps a better condensation of water vapor and more precipitation but only in a narrow mountainous land. Based on this natural phenomenon, we hypothesize a different design to cool the water vapor with the same result. Prevention of close contact between the water vapors and hot lands by shooting the steam directly into the atmosphere may help to produce more cloud and rain. Making multiple vertical tunnels in mountains for upright conducting of humid air into the atmosphere can be a solution. Fortunately there are a few high mountain ranges alongside of the coastline in south part of Iran. So excavation of drafting tunnels in these mountains seems reasonable. These structures act passively, but for long term do their work without consuming energy, and making pollution. These earth tubes in some aspects resemble to Kariz, another innovative structure which invented by ancient Iranians, thousands of years ago in order to extract water from dry lands in deserts. Up drafting earth channels can be supposed as a wide vertical kariz which conduct water vapor into the atmosphere from the hot land near a warm sea, something like passive cooling towers in power plants. Many experiments and practices are indicating that these simple, cheap, and environmentally friendly structures can work continuously and effectively without an operator. We expect hundreds of these structures alongside the coastline in the south, will be able to change the local climate positively forever. Also upright earth tubes may have extra benefits if we choose the right points for drilling. Chasing escaping streams, finding precious minerals and stones, producing well ventilated area for recreation are among of the probable opportunities. The draft Environmental Impact Statement issued in 1983 by the U.S. Bureau of Land Management (BLM) identified 20,094 acres within the wilderness study area as potentially suitable for inclusion into the National Wilderness Preservation System. Subsequent (August 27, 1984) deletions by the BLM have resulted in the present study area of approximately 10,300 acres. The boundaries of the study area are approximated by the range crestline to the east and the 4,400-ft contour along the west side of the range from King Lear Peak north to the divide between Hobo and Christiorsson Canyons.

The Craig Mountain Wildlife Mitigation Area was purchased by Bonneville Power Administration (BPA) as partial mitigation for wildlife losses incurred with the inundation of Dworshak Reservoir on the North Fork Clearwater River. Upon completion of the National Environmental Protection Act (NEPA) process, it is proposed that title to mitigation lands will be given to the Idaho Department of Fish and Game (IDFG). Craig Mountain is located at the northern end of the Hells Canyon Ecosystem. It encompasses the plateau and steep canyon slopes extending from the confluence of the Snake and Salmon rivers, northward to near Waha, south of Lewiston,more » Idaho. The forested summit of Craig Mountain is characterized by gently rolling terrain. The highlands dramatically break into the canyons of the Snake and Salmon rivers at approximately the 4,700 foot contour. The highly dissected canyons are dominated by grassland slopes containing a mosaic of shrubfield, riparian, and woodland habitats. During the 1993 and 1994 field seasons, wildlife, habitat/vegetation, timber, and other resources were systematically inventoried at Craig Mountain to provide Fish and Game managers with information needed to draft an ecologically-based management plan. The results of the habitat/vegetation portion of the inventory are contained in this report. The responsibilities for the Craig Mountain project included: (1) vegetation data collection, and vegetation classification, to help produce a GIS-generated Craig Mountain vegetation map, (2) to determine the distribution and abundance of rare plants populations and make recommendations concerning their management, and (3) to establish a vegetation monitoring program to evaluate the effects of Fish and Game management actions, and to assess progress towards meeting habitat mitigation goals.« less

The Effects of Mountaintop Mines and Valley Fills on Aquatic ...
This report assesses the state of the science on the environmental impacts of mountaintop mines and valley fills (MTM-VF) on streams in the Central Appalachian Coalfields. Our review focused on the aquatic impacts of mountaintop removal coal mining, which, as its name suggests, involves removing all or some portion of the top of a mountain or ridge to expose and mine one or more coal seams. The excess overburden is disposed of in constructed fills in small valleys or hollows adjacent to the mining site. MTM-VF lead directly to five principal alterations of stream ecosystems: (1) springs, intermittent streams, and small perennial streams are permanently lost with the removal of the mountain and from burial under fill, (2) concentrations of major chemical ions are persistently elevated downstream, (3) degraded water quality reaches levels that are acutely lethal to standard laboratory test organisms, (4) selenium concentrations are elevated, reaching concentrations that have caused toxic effects in fish and birds and (5) macroinvertebrate and fish communities are consistently and significantly degraded. This report assesses the state of the science on the environmental impacts of Mountaintop Mines and Valley Fills (MTM-VF) on streams in the Central Appalachian Coalfields. The draft report will be externally peer reviewed by EPA's Science Advisory Board in early 2010.

Responding to the Department of Energy decision to try to withdraw the Yucca Mountain license application and the Administration actions to close down the Yucca Mountain project, Nye County undertook a number of activities to articulate its support for continuing the Yucca Mountain project. The activities included responding to inquiries from federal agencies, including investigations undertaken by the Government Accountability Office addressing other potential uses for the Yucca Mountain site, responding to a Draft Environmental Impact Statement on the possible use of Yucca Mountain for disposal of Greater than Class C wastes, testifying in hearings, and interacting with the President'smore » Blue Ribbon Commission on America's Nuclear Future. The paper summarizes Nye County's position on the Yucca Mountain repository, Nye County's perspectives on the various activities that were developed and considered by the Government Accountability Office, Nye County's concerns with the use of the Nevada National Security Site for Disposal of Greater than Class C Low-Level Radioactive Wastes, testimony of Nye County officials expressing local community support for the Yucca Mountain project, and Nye County's perspectives on recommendations provided by the Blue Ribbon Commission to move the nation's high-level radioactive waste disposal programs forward without consideration of the role Yucca Mountain could have served in those recommendations. Nye County believes that every effort should be made to, at a minimum, fund the Nuclear Regulatory Commission to complete the license application review. Then, if Congress does decide to change the Nuclear Waste Policy Act, there will be valuable information available to support new policy development. This administration contends that Congressional language associated with the FY2010 and FY2011 appropriations and authorization process is sufficient evidence of its intent to terminate the Yucca Mountain repository program. The appropriation process needs to be explicit that, absent explicit language to the contrary, the Nuclear Waste Policy Act stands. It also should include language that requires the Department of Energy to preserve all necessary records until the Nuclear Waste Policy Act is amended or rescinded by specific Congressional action. The Protocol on Strategic Environmental Assessment (SEA) to the United Nations Economic Commission for Europe (UNECE) Espoo Convention came into force on 11 July 2010. This Protocol, to which the European Union is party, gives a legal basis for enhanced attention to human health in the SEA process. In this context, the United Kingdom's (UK's) 2007 Draft Guidance on Health in Strategic Environmental Assessment represents an important early government-led effort to bring health issues and public health considerations more significantly into the SEA process. Since the UK is a worldwide leader in environmental and various other types of impact assessment,more » and since other countries may eventually consider its example in efforts to meet UNECE SEA Protocol requirements, scrutiny of its outputs is warranted. This paper thus examines the UK's Draft Guidance from both HIA academic and practitioner perspectives. First it assesses the extent to which the Draft Guidance reflects recent issues and lessons learned in the academic literature. In order to make the assessment, a meta-analysis of 70 HIA-related peer-reviewed articles was undertaken to extract authors' priority recommendations. These recommendations were subsequently compared with the contents of the Draft Guidance. Secondly, the Draft Guidance was assessed for its accordance with recommendations of the UNECE SEA Protocol background paper written by two HIA practitioners. Overall, the Draft Guidance's accordance with both sets of recommendations was found to be high, with only a few easily-remedied gaps. This evaluation suggests that the UK's Draft Guidance can be a useful starting point in the creation of future guidance on health in SEA in both the UK and other countries.« less

Stream metacommunities are structured by a combination of local (environmental filtering) and regional (dispersal) processes. The unique characters of high mountain streams could potentially determine metacommunity structuring, which is currently poorly understood. Aiming at understanding how these characters influenced metacommunity structuring, we explored the relative importance of local environmental conditions and various dispersal processes, including through geographical (overland), topographical (across mountain barriers) and network (along flow direction) pathways in shaping benthic diatom communities. From a trait perspective, diatoms were categorized into high-profile, low-profile and motile guild to examine the roles of functional traits. Our results indicated that both environmental filtering and dispersal processes influenced metacommunity structuring, with dispersal contributing more than environmental processes. Among the three pathways, stream corridors were primary pathway. Deconstructive analysis suggested different responses to environmental and spatial factors for each of three ecological guilds. However, regardless of traits, dispersal among streams was limited by mountain barriers, while dispersal along stream was promoted by rushing flow in high mountain stream. Our results highlighted that directional processes had prevailing effects on metacommunity structuring in high mountain streams. Flow directionality, mountain barriers and ecological guilds contributed to a better understanding of the roles that mountains played in structuring metacommunity.

The U.S. Environmental Protection Agency (EPA) issued its draft scientific integrity policy on 5 August. The draft policy addresses scientific ethical standards, communications with the public, the use of advisory committees and peer review, and professional development. The draft policy was developed by an ad hoc group of EPA senior staff and scientists in response to a December 2010 memorandum on scientific integrity from the White House Office of Science and Technology Policy. The agency is accepting public comments on the draft through 6 September; comments should be sent to osa.staff@epa.gov. The U.S. Department of Energy has terminated the Yucca Mountain repository project. The U.S. Nuclear Regulatory Commission has indefinitely suspended the Yucca Mountain licensing proceeding. The presidentially-appointed Blue Ribbon Commission (BRC) on America's Nuclear Future is preparing a report, due in January 2012, to the Secretary of Energy on recommendations for a new national nuclear waste management and disposal program. The BRC Draft Report published in July 2011 provides a compelling critique of the past three decades failed efforts in the United States to site storage and disposal facilities for spent nuclear fuel (SNF) and high-level radioactive waste (HLW). However,more » the BRC Draft Report fails to provide detailed guidance on how to implement an alternative, successful approach to facility site selection. The comments submitted to the BRC by the State of Nevada Agency for Nuclear Projects provide useful details on how the US national nuclear waste program can get beyond the failed Yucca Mountain repository project. A detailed siting process, consisting of legislative elements, procedural elements, and 'rules' for volunteer sites, could meet the objectives of the BRC and the Western Governors Association (WGA), while promoting and protecting the interests of potential host states. The recent termination of the proposed Yucca Mountain repository provides both an opportunity and a need to re-examine the United States' nuclear waste management program. The BRC Draft Report published in July 2011 provides a compelling critique of the past three decades failed efforts in the United States to site storage and disposal facilities for SNF and HLW. It is anticipated that the BRC Final report in January 2012 will recommend a new general course of action, but there will likely continue to be a need for detailed guidance on how to implement an alternative, successful approach to facility site selection. Getting the nation's nuclear waste program back on track requires, among other things, new principles for siting-principles based on partnership between the federal implementing agency and prospective host states. These principles apply to the task of developing an integrated waste management strategy, to interactions between the federal government and prospective host states for consolidated storage and disposal facilities, and to the logistically and politically complicated task of transportation system design. Lessons from the past 25 years, in combination with fundamental parameters of the nuclear waste management task in the US, suggest new principles for partnership outlined in this paper. These principles will work better if well-grounded and firm guidelines are set out beforehand and if the challenge of maintaining competence, transparency and integrity in the new organization is treated as a problem to be addressed rather than a result to be expected. Shortly after the International Agency for Research on Cancer (IARC) determined that formaldehyde causes leukemia, the United States Environmental Protection Agency (EPA) released its Draft IRIS Toxicological Review of Formaldehyde ("Draft IRIS Assessment"), also concluding that formaldehyde causes leukemia. Peer review of the Draft IRIS Assessment by a National Academy of Science committee noted that "causal determinations are not supported by the narrative provided in the draft" (NRC 2011). They offered recommendations for improving the Draft IRIS assessment and identified several important research gaps. Over the six years since the NRC peer review, significant new science has been published. We identify and summarize key recommendations made by NRC and map them to this new science, including extended analysis of epidemiological studies, updates of earlier occupational cohort studies, toxicological experiments using a sensitive mouse strain, mechanistic studies examining the role of exogenous versus endogenous formaldehyde in bone marrow, and several critical reviews. With few exceptions, new findings are consistently negative, and integration of all available evidence challenges the earlier conclusions that formaldehyde causes leukemia. Given formaldehyde's commercial importance, environmental ubiquity and endogenous production, accurate hazard classification and risk evaluation of whether exposure to formaldehyde from occupational, residential and consumer products causes leukemia are critical.
