The Climate Change Education (CCE) Roundtable fosters ongoing discussion of the challenges to and strategies for improving public understanding of climate science and climate change among federal agencies, the business community, non-profit, and academic sectors. The CCE Roundtable is provides a critical mechanism for developing a coherent, national strategy to advance climate change education guided by the best available research evidence. Through its meetings and workshops, the roundtable brings together 30 federal and state policymakers, educators, communications and media experts, and members from the business and scientific community. The roundtable includes a number of ex officio members from federal agencies with dedicated interests in climate change education, including officials from the National Science Foundation’s EHR Directorate and its collaborating partner divisions, the National Oceanic and Atmospheric Administration (NOAA), the National Aeronautics and Space Administration (NASA), the Department of Interior, the Department of Energy, and the Department of Education. The issues that are addressed by the roundtable include: - ways to incorporate knowledge about learning and understanding in developing informative programs and materials for decision-makers who must cope with climate change - the design of educational programs for professionals such as local planners, water managers, and the like, to enable them to better understand the implications of climate change for their decisions - development of training programs for scientists to help them become better communicators to decision-makers about implications of, and solutions to climate change - coordinated and collaborative efforts at the national level between federal agencies and other stakeholders This presenation will describe how the roundtable is fostering a coherent direction for climate change education.

In 2008, the US Department of Energy’s (DOE) Wind and Water Power Program issued a funding opportunity announcement to establish university-led National Marine Renewable Energy Centers. Oregon State University and the University of Washington combined their capabilities in wave and tidal energy to establish the Northwest National Marine Renewable Energy Center, or NNMREC. NNMREC’s scope included research and testing in the following topic areas: • Advanced Wave Forecasting Technologies; • Device and Array Optimization; • Integrated and Standardized Test Facility Development; • Investigate the Compatibility of Marine Energy Technologies with Environment, Fisheries and other Marine Resources; • Increased Reliability andmore » Survivability of Marine Energy Systems; • Collaboration/Optimization with Marine Renewable and Other Renewable Energy Resources. To support the last topic, the National Renewable Energy Laboratory (NREL) was brought onto the team, particularly to assist with testing protocols, grid integration, and testing instrumentation. NNMREC’s mission is to facilitate the development of marine energy technology, to inform regulatory and policy decisions, and to close key gaps in scientific understanding with a focus on workforce development. In this, NNMREC achieves DOE’s goals and objectives and remains aligned with the research and educational mission of universities. In 2012, DOE provided NNMREC an opportunity to propose an additional effort to begin work on a utility scale, grid connected wave energy test facility. Misconceptions and biases in German students' perception of multiple energy sources: implications for science education

Misconceptions and biases in energy perception could influence people's support for developments integral to the success of restructuring a nation's energy system. Science education, in equipping young adults with the cognitive skills and knowledge necessary to navigate in the confusing energy environment, could play a key role in paving the way for informed decision-making. This study examined German students' knowledge of the contribution of diverse energy sources to their nation's energy mix as well as their affective energy responses so as to identify implications for science education. Specifically, the study investigated whether and to what extent students hold mistaken beliefs about the role of multiple energy sources in their nation's energy mix, and assessed how misconceptions could act as self-generated reference points to underpin support/resistance of proposed developments. An in-depth analysis of spontaneous affective associations with five key energy sources also enabled the identification of underlying concerns driving people's energy responses and facilitated an examination of how affective perception, in acting as a heuristic, could lead to biases in energy judgment and decision-making. Finally, subgroup analysis differentiated by education and gender supported insights into a 'two culture' effect on energy perception and the challenge it poses to science education.

Through the National Science Foundation-funded MADE CLEAR (www.madeclear.org) climate change education project's Informal Climate Change Education (ICCE) Community, funds were received to collaboratively train teachers, informal educators, students, and university docents in climate change basics and solutions, specifically renewable energy and energy efficiency. In all, 10 docents, 50 classroom teachers, over 600 K-16 students, and several hundred science-interested citizens participated in programs and workshops lasting between one and seven hours. Using commercially available kits and other DIY projects, program participants used science content and engineering to develop models of wind turbines, wind mills, solar cells, solar cookers, solar stills, and wind-powered cars. Using thermal imaging cameras, Kill-a-Watt meters, "Carbon Food Print" kit, "Energy Matters" kit, and other tools, program participants learned about energy efficiency as not only a global climate change mitigation strategy, but also a way to save money. ICCE Community members and external partners, such as local electric cooperative personnel, university researchers, and state-sponsored energy efficiency program personnel, provided content presentations, discussions, and hands-on activities to program participants.

Two projects under DOE's Small-Scale Appropriate Energy Technology Grants Program have educated the public in a hands on way about wind energy systems. The first was awarded to Peter Ziegler of Berkeley, California, to design and build a walk-through exhibition structure powered by an adjoining wind-generator. This Wind Energy Pavilion was erected at Fort Funston in the Golden Gate National Recreation Area. It currently serves both as an enclosure for batteries and a variety of monitoring instruments, and as a graphic environment where the public can learn about wind energy. The second project, entitled Wind and Kid Power, involved anmore » educational program for a classroom of first through third grades in the Vallejo, Unified School District. The impact of state regulation of nuclear power, since PG&E and Silkwood, on the implementation of national energy policy on nuclear power is evident in the debates on federal legislation required for such implementation. The political demands that confront some states for an expanded role in the regulation of commercial nuclear power plants also confront Congress, which is responsible for the legislative implementation of the strategy proposed in the Report. The expansion of state and local regulation of nuclear plants, however, will complicate and possibly frustrate the efforts of Congress to enact the strategy for nuclear power into law. Themore » debates on Senate Bill 1220, the National Energy Security Act of 1991, indicate that the expansion of state regulation of nuclear power will frustrate the implementation of the national energy policy on nuclear power. Senate Bill 1220 would enact a comprehensive national energy policy. Description of Activities Performedmore » The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. This study is premised on the notion that public health policy should address not only health itself, but also primary determinants of health. We examined the effect of national policies on educational outcomes, in particular, on adolescent reading literacy (ARL). We compared the effect of traditional policy indicators--national income and educational spending--with income inequality, a measure of redistributive policies. We used Organization for Economic Cooperation and Development (OECD) data that provide a rare opportunity to test policy effects after accounting for competing individual-, school-, and country-level explanations. Our sample consisted of 119,814 students, 5126 schools, and 24 countries. Multilevel/Hierarchical regression findings were striking: GDP had a significant, but negligible effect on ARL scores (β=0.002, SE=0.0008), while educational spending had no significant effect. By contrast, income inequality exhibited a larger inverse association (β=-1.15, SE=0.57). Among the wealthy nations in OECD, additional economic prosperity and educational spending is trumped by distribution of income for its effect on ARL. Our study yielded a striking result about education, a major determinant of health. Not only is income inequality a significant determinant of ARL scores, but direct spending on education and overall national economic prosperity are not.

A number of NOAO's optics education programs for formal and informal audiences will be described, including our Hands-On Optics program, illumination engineering/dark skies energy education programs, afterschool programs, adaptive optics education program, student outreach, and Galileoscope program. Particular emphasis will be placed on techniques for funding and sustaining high-quality programs. The Center for Energy Education (CEE) is a partnership linking the University of Oklahoma, Close Up Foundation and Department of Energy. Based upon the theme of energy, environment and public policy, the CEE`s main purposes are to: (1) educate teachers on energy sources, environmental issues and decisionmaking choices regarding public policy; (2) develop interdisciplinary curricula that are interactive in nature (see attachments); (3) disseminate energy education curricula; (4) serve as a resource center for a wide variety of energy education materials; (5) provide a national support system for teachers in energy education; and (6) conduct research in energy education. Beginning at the University of Oklahoma, 57 teachers from across the country examined concepts and issues related to energy and environment, and how the interdependence of energy and environment significantly influences daily life. During the second week of the institute, participants went to Washington, D.C. to examine the processes used by government officials to make critical decisions involving interrelationships among energy, environment and public policy. Similar institutes were conducted during the summers of 1994 and 1995 resulting in nearly 160 science and social studies educators who had participated in the CEE programs. The numbers of individuals with adequate education and training to participate effectively in the highly technical aspects of environmental site cleanup are insufficient to meet the increasing demands of industry and government. Young people are particularly sensitive to these issues and want to become better equipped to solve the problems which will confront them during their lives. Educational institutions, on the other hand, have been slow in offering courses and curricula which will allow students to fulfill these interests. This has been in part due to the lack of federal funding to support new academic programs. The Clean Energy Infrastructure Educational Initiative represents a collaborative effort by the University of Dayton, Wright State University and Sinclair Community College. This effort above all aimed to establish energy related programs at each of the universities while also providing outreach to the local, state-wide, and national communities. At the University of Dayton, the grant has aimed at: solidfying a newly created Master's program in Renewable and Clean Energy; helping to establish and staff a regional sustainability organization for SW Ohio. As well, as the prime grantee, the University of Dayton was responsible for insuring curricular sharing between WSU andmore » the University of Dayton. Finally, the grant, through its support of graduate students, and through cooperation with the largest utilities in SW Ohio enabled a region-wide evaluation of over 10,000 commercial building buildings in order to identify the priority buildings in the region for energy reduction. In each, the grant has achieved success. The main focus of Wright State was to continue the development of graduate education in renewable and clean energy. Wright State has done this in a number of ways. First and foremost this was done by continuing the development of the new Renewable and Clean Energy Master's Degree program at Wright State . Development tasks included: continuing development of courses for the Renewable and Clean Energy Master's Degree, increasing the student enrollment, and increasing renewable and clean energy research work. The grant has enabled development and/or improvement of 7 courses. Collectively, the University of Dayton and WSU offer perhaps the most comprehensive list of courses in the renewable and clean energy area in the country. As work begins on the development of a new National Energy Strategy (NES), the role of energy models is becoming increasingly important. Such models are needed to determine and assess both the short and long term effects of new policy initiatives on U.S. energy supply and demand. A central purpose of the model is to translate overall energy strategy goals into policy options while identifying potential costs and environmental benefits. Three models currently being utilized in the NES process are described, followed by a detailed listing of the publicly identified NES goals. These goals are then viewed in light of the basic modeling scenarios that were proposed as part of the NES development process.

The DOE uses a variety of energy and economic models to forecast energy supply and demand. It also uses a variety of more narrowly focussed analytical tools to examine energy policy options. For the purpose of the scope of this work, this set of models and analytical tools is called the National Energy Modeling System (NEMS). The NEMS is the result of many years of development of energy modeling and analysis tools, many of which were developed for different applications and under different assumptions. As such, NEMS is believed to be less than satisfactory in certain areas. For example, NEMS is difficult to keep updated and expensive to use. Various outputs are often difficult to reconcile. Products were not required to interface, but were designed to stand alone. Because different developers were involved, the inner workings of the NEMS are often not easily or fully understood. Even with these difficulties, however, NEMS comprises the best tools currently identified to deal with our global, national and regional energy modeling, and energy analysis needs.

The continuous demand for energy and the concern for shortages of conventional energy resources have spurred the nation to consider alternate energy resources, such as geothermal. Although significant growth in the one natural steam field located in the United States has occurred, a major effort is now needed if geothermal energy, in its several forms, is to contribute to the nation's energy supplies. From the early informal efforts of an Interagency Panel for Geothermal Energy Research, a 5-year Federal program has evolved whose objective is the rapid development of a commercial industry for the utilization of geothermal resources for electric power production and other products. The Federal program seeks to evaluate the realistic potential of geothermal energy, to support the necessary research and technology needed to demonstrate the economic and environmental feasibility of the several types of geothermal resources, and to address the legal and institutional problems concerned in the stimulation and regulation of this new industry.

A priority of government and business in the United States and other first tier industrial countries continues to be the improvement of science, mathematics and technology (SMT) instruction in pre university level education. The U.S. federal government has made SMT instruction an educational priority and set goals for improving it in the belief that science, math and technology education are tied to our economic well being and standard of living. The new national standards in mathematics education, science education and the proposed standards in technology education are all aimed at improving knowledge and skills in the essential areas that themore » federal government considers important for protecting our technological advantage in the world economy. This paper will discuss a pilot project for establishing graphical Web capability in a limited number of rural Nevada schools (six) with support from the US Department of Energy (DOE) and the state of Nevada. The general goals of the pilot project are as follows: (1) to give rural teachers and students access to up to date science information on the Web; (2) to determine whether Web access can improve science teaching and student attitudes toward science in rural Nevada schools; and (3) to identify science content on the Web that supports the National Science Standards and Benchmarks. A specific objective that this paper will address is stated as the following question: What potential do nuclear energy information office web sites offer for changing student attitudes about nuclear energy and creating greater nuclear literacy.« less

The U.S. is embarking on a major transition to a green and resilient economy, a monumental change requiring all sectors and segments of the population to pull together. Transforming our nation's economic, energy, and environmental systems to in this way will require a sustained level of expertise, innovation, and cooperative effort unseen since the 1940s to meet the challenges involved. Education can - and must - help people understand the true connections, the linkages and interdependencies, between the environment, our energy sources and the economy which underpin and form the very foundation of the concept of a green and resilient economy. To produce such a literate future workforce and citizenry, the United States will need to make major new investments in our educational systems. Teachers across the nation are helping to increase science-based understanding and awareness of current and future climate change, enhancing climate and energy literacy in K-12 classrooms, on college and university campuses. There has been tremendous progress to date, but there is still more work to be done. The new academic standards in mathematics and science (the Common Core State Standards in Mathematics and the Next Generation Science Standards (NGSS)) represent a sea change from the nation's previous sets of standards. Addressing these standards in the currently over 40 percent of the nation's classrooms that have adopted or adapted the NGSS will demand that we prepare new and current teachers, who can effectively address the interdisciplinary nature of climate change and societal responses. To address this opportunity and need a collaboration between NOAA, TERC and CIRES has been established to develop an Educator Framework for Teaching Climate and Energy Literacy for K-12 teachers across the curriculum based on the NRC Framework for K-12 Science Education: Practices, Crosscutting Concepts, and Core Ideas. National Renewable Energy Policy in a Global World

Increasing trade of renewable energy products has significantly contributed to reducing the costs of renewable energy sources, but at the same time, it has generated protectionist policies, which may negatively affect the trend of the cost reduction. Although a few recent studies examined the rise of renewable energy protectionism and trade disputes, they are limited in addressing the conflict between the original goal of traditional renewable energy policies and the new protectionist policies under the globalized renewable energy industry. To fill this gap, this dissertation explores how the globalized renewable energy industry has changed national renewable energy policies. Through three analyses, three aspects of the globalized renewable energy industry are examined: the rise of multinational corporations, international interactions among actors, and the changes of the global and domestic market conditions. First analysis investigates how multinational renewable energy corporations have affected national policies. A content analysis of the annual reports of 15 solar photovoltaic multinational corporation shows that solar multinationals have been influenced by national policies and have adapted to the changes rather than having attempted to change national policies. Second analysis examines how diverse actors have framed renewable energy trade issues through a network analysis of the Chinese solar panel issue in the United States. The result shows that the Chinese solar panel issue was framed differently from the traditional environmental frame of renewable energy, being dominated by multinational corporations headquartered in other countries. Third analysis explores what has caused the increasing diversity in national renewable energy policies through the case studies of the U.S. and South Korea. The result reveals that the globalization of solar industry has affected the diversification of solar policies in two countries by generating both challenges, which

The U.S. power industry is engaged in a national debate. On the outside, it appears to be a nuclear issue, but basically it is energy, growth, capitalism, institutions, and the way of life itself. It is a new experience for the engineers in the power industry, who, in the past handled their responsibilities in a ''low-key way, the way of the specialist.'' All this has changed. The author reviews the concerns the power industry now faces--the lack of an energy policy, state referenda, power plant delays, lobbying for financial support, energy shortages, and fragmentation of the energy industry. The Japanese educational system is undergoing extensive change, affecting all stages from pre-school programmes to higher education. As Japan has moved from a nation at the top to "A Nation at Risk," certain dichotomies have been highlighted. Viewing Japan as either educational super-power or educational tragedy, depending on the era of research or background of the researchers, has been especially provocative for educators and policy-makers. At the same time, the controversies in America surrounding the report A Nation at Risk (National Commission on Excellence in Education) are well known, a major impetus for the report of course being Japan. Central to the question of whether Japan is best understood as a Global Model or A Nation at Risk are themes of cross-national attraction and educational transfer. What can the world learn from Japan? What does Japan need to learn from the world? The answers to these questions have particular significance for Japanese higher education, which we take up as a case study here, with its urgent task to innovate in the face of a steep demographic downward trend. For those in Japan who feel that Japanese education is in a dismal state, what are the origins of this serious decline? For observers in other national contexts who envisage Japan as a model, how do the calls to ‹learn from Japan' reflect genuine attempts to improve practice at home? Or are they simply rhetorical tools in support of domestic political projects?

Small studies have associated energy drinks-beverages that typically contain high concentrations of caffeine and other stimulants-with serious adverse health events. To assess the incidence and outcomes of toxic exposures to caffeine-containing energy drinks, including caffeinated alcoholic energy drinks, and to evaluate the effect of regulatory actions and educational initiatives on the rates of energy drink exposures. We analyzed all unique cases of energy drink exposures reported to the US National Poison Data System (NPDS) between October 1, 2010 and September 30, 2011. We analyzed only exposures to caffeine-containing energy drinks consumed as a single product ingestion and categorized them as caffeine-containing non-alcoholic, alcoholic, or "unknown" for those with unknown formulations. Non-alcoholic energy drinks were further classified as those containing caffeine from a single source and those containing multiple stimulant additives, such as guarana or yerba mate. The data were analyzed for the demographics and outcomes of exposures (unknown data were not included in the denominator for percentages). The rates of change of energy drink-related calls to poison centers were analyzed before and after major regulatory events. Of 2.3 million calls to the NPDS, 4854 (0.2%) were energy drink-related. The 3192 (65.8%) cases involving energy drinks with unknown additives were excluded. Of 1480 non-alcoholic energy drink cases, 50.7% were children < 6 years old; 76.7% were unintentional; and 60.8% were males. The incidence of moderate to major adverse effects of energy drink-related toxicity was 15.2% and 39.3% for non-alcoholic and alcoholic energy drinks, respectively. Major adverse effects consisted of three cases of seizure, two of non-ventricular dysrhythmia, one ventricular dysrhythmia, and one tachypnea. Of the 182 caffeinated alcoholic energy drink cases, 68.2% were < 20 years old; 76.7% were referred to a health care facility. Educational and legislative

National Geoparks are restricted areas incorporating educational resources of great importance in promoting education for sustainable development, mobilizing knowledge inherent to the EarthSciences. Different methods can be used to implement the education of sustainability. Here we present possibilities for National Geoparks to support sustainability focusing on new media and EarthCaches based on the data set of the "EarthCachers International EarthCaching" conference in Goslar in October 2015. Using an empirical study designed by ourselves we collected actual information about the environmental consciousness of Earthcachers. The data set was analyzed using SPSS and statistical methods. How much should we know about energy to better implement climate change education?

Anthropogenic climate change requires us to understand complex and multidisciplinary aspects of climate science. But without also grasping the connection between our lifestyles, behavior, and energy use, it will be difficult for many of us to make changes to contribute to climate change mitigation and energy conservation. A deeper understanding of the energy-climate relationship related to our behavior is thus warranted because, as the internet-based EnergyLiteracy.org points out, albeit within a different but related context of national security and development, "The vast majority of Americans simply don't adequately understand the magnitude and urgency of our national energy crisis ..." and "That lack of understanding deprives our democracy of the political will that must be generated in order to adequately address...." these issues. Our NSF Climate Change Education Program Project, the San Diego Regional Climate Education Partnership (SDRCEP), has as its overarching aim to inform citizens to make balanced decisions based on climate change and energy literacy. The project targets a selected group of 30 key influential persons in the region, and their audiences, representing, for example, the banking sector, the construction industry, the health sector, and commercial real estate. Interviews carried out so far suggest that the connection between climate change and energy use is not easily made. On the other hand, the interviews indicate that a connection is easily made, in this region, between climate change and water availability. Therefore, the purpose of this presentation is to discuss what specific knowledge about personal and societal energy use might be useful to (a) inform and empower key decision-makers responsible for energy-use decisions that significantly affect our lives in the next decades, and (b) empower people to contribute to reducing the impacts of climate change through behavioral or even life-style changes.

While the role of science, technology, engineering, and mathematics (STEM) teachers in our education system is obvious, their role in our economic and national security system is less so. Our nation relies upon innovation and creativity applied in a way that generates new technologies for industry, health care, and the protection of our national assets and citizens. Often, it is our science teachers who generate the excitement that leads students to pursue science careers. While academia provides these teachers with the tools to educate, the rigors of a science and technology curriculum, coupled with the requisite teaching courses, often limitmore » teacher exposure to an authentic research environment. As the single largest funding agency for the physical sciences, the US Department of Energy's (DOE) Office of Science plays an important role in filling this void. For STEM teachers, the DOE Academies Creating Teacher Scientists program (ACTS) bridges the worlds of research and education. The ACTS program at Brookhaven National Laboratory (BNL), one of several across the country, exemplifies the value of this program for participating teachers. Outcomes of the work at BNL as evidenced by the balance of this report, include the following: (1) Teachers have developed long-term relationships with the Laboratory through participation in ongoing research, and this experience has both built enthusiasm for and enriched the content knowledge of the participants. (2) Teachers have modified the way they teach and are more likely to engage students in authentic research and include more inquiry-based activities. The purpose of this article is twofold: (1) to announce the findings of the job task analysis as well as national training and education standards for health and wellness coaching (HWC) that have been developed by the large-scale, collaborative efforts of the National Consortium for Credentialing Health and Wellness Coaches (NCCHWC) and (2) to invite commentary from the public. The rapid proliferation of individuals and organizations using the terms of health and/or wellness coaches and the propagation of private industry and academic coach training and education programs endeavoring to prepare these coaches has created an urgent and pressing need for national standards for use of the term health and wellness coach, as well as minimal requirements for training, education, and certification. Professionalizing the field with national standards brings a clear and consistent definition of health and wellness coaching and accepted practice standards that are uniform across the field. In addition, clear standards allow for uniform curricular criteria to ensure a minimal benchmark for education, training, and skills and knowledge evaluation of professional health and wellness coaches. Informal Physics Education: Outreach from a National Laboratory

This presentation highlights strategies for K-20 teaching and learning about materials research in informal settings. The National High Magnetic Field Laboratory's Center for Integrating Research & Learning is in a unique position to conduct programs that reach K-20 students and teachers. As part of a national laboratory the Center provides the infrastructure around which informal education programs are implemented, including the nationally-recognized programming as well as facilitating scientists' educational outreach in the community. Research Experiences for Undergraduates, focuses on encouraging women and other underrepresented groups to pursue STEM careers reaching approximately 200 students many of whom have pursued careers in research as well as academia. The Research Experiences for Teachers program has provided internships for over 150 teachers; the Center also reaches over 10,000 students each year through school and community outreach. Success of informal education programs relies heavily on establishing strong mentoring relationships between scientists and K-20 students and teachers. The Center's success at maintaining diverse programming that transforms how materials education is presented beyond the traditional classroom is the focus for this presentation.

Gupta Memorial Essay Contest with this essay on investing in the health, nutrition, and education of India's children. The health, nutrition, and education condition of India's children is substandard. 10% of infants die before their first birthday. 15% of children die before age 5. Many Indian children suffer from diarrhea and acute respiratory infections. Investment in immunization, oral rehydration therapy, hygiene, and health education would prevent many of these deaths and illnesses. Illness and death cost parents time, energy, and money. Children suffering from malnutrition and sickness cannot concentrate on learning. The state of today's children foretells the state of tomorrow's adults, work force, and leaders. Poor nutrition and health contribute to India's substandard economic productivity. India has 14% of the world's population, but produces only 1.2% of its gross national product. Even though India was the first country to have a national family planning program, its fertility and population growth rates are high. Investment in children's health would show parents the benefits of planning their families. It would also improve India's poor performance in sports and war as well as national prestige and socioeconomic development. The considerable number of illiterates reflect India's failure to invest in education. Females have a lower literacy rate than males. Girls in India suffer much discrimination. They receive less food, less medical care, less opportunities for education, and less recreation. National development depends on the active participation of girls. Prevention is the key: nourish the children, educate them, and keep them healthy.

Since the 1970s, the federal government has spearheaded major national education programs to reduce the burden of chronic diseases in the United States. These prevention and disease management programs communicate critical information to the public, those affected by the disease, and health care providers. The National Diabetes Education Program (NDEP), the leading federal program on diabetes sponsored by the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC), uses primary and secondary quantitative data and qualitative audience research to guide program planning and evaluation. Since 2006, the NDEP has filled the gaps in existing quantitative data sources by conducting its own population-based survey, the NDEP National Diabetes Survey (NNDS). The NNDS is conducted every 2–3 years and tracks changes in knowledge, attitudes and practice indicators in key target audiences. This article describes how the NDEP has used the NNDS as a key component of its evaluation framework and how it applies the survey results for strategic planning and program improvement. The NDEP's use of the NNDS illustrates how a program evaluation framework that includes periodic population-based surveys can serve as an evaluation model for similar national health education programs.

Accurate energy calibration is critical for the timeliness and accuracy of analysis results of spectra submitted to National Reachback, particularly for the detection of threat items. Many spectra submitted for analysis include either a calibration spectrum using 137Cs or no calibration spectrum at all. The single line provided by 137Cs is insufficient to adequately calibrate nonlinear spectra. A calibration source that provides several lines that are well-spaced, from the low energy cutoff to the full energy range of the detector, is needed for a satisfactory energy calibration. Solid science shows the unsustainability of relying on fossil fuels for long-term future energy supply, with increasingly strong evidence that a measured shift to renewable sources will be economically beneficial while improving employment and national security, providing insurance against catastrophes, and more. Yet despite notable advances in renewable energy and related issues, the transition does not appear to be occurring at the economically optimal rate. Analogy may be useful. In biological evolution and business, successful innovation is met by competitors, but also by predators, parasites, and diseases. Trees must handle the competition, but also termites, bark beetles, fungal diseases, strangling vines, and more, while new software meets competitors plus viruses, worms, Trojan horses and other malware. By analogy, the emergence of a "denialsphere" as well as competitors may be a predictable response to the threat posed to business-as-usual by the success of the National Academies and the IPCC in defining the climate-energy problem with the best science, and the growing success of inventors and policy-makers in developing advantageous and increasingly cost-effective solutions. Real questions exist about the best way forward, but the discussion of the important issues is sometimes confused by arguments that are not especially forward-going. Success of beneficial innovations against such problems is not guaranteed but surely has occurred, with transitions as large as that to a low-carbon energy system-we did switch from chamber pots and night-soil haulers to modern sanitation and clean water, for example. Analogy suggests that education and outreach are integral in such a transition, not a job to be completed but a process to be continued. Literacy Gaps by Educational Attainment: A Cross-National Analysis.

Existing cross-national research on educational attainment does not fully address whether the same level of educational attainment generates the same level of literacy skills in different countries. We analyze literacy skills data for young adults from 19 countries in the 1994-1998 International Adult Literacy Survey and find that in all countries, individuals with a higher level of educational attainment tend to have greater literacy skills. However, there is substantial variation across countries in the size of literacy gaps by levels of educational attainment. In particular, young adults in the United States show the largest literacy gaps. Using two-level hierarchical linear models, we find that cross-national differences in the literacy gap between more- and less-educated individuals are systematically linked to the degree of between-school inequality in school resources (instructional materials, class size, teachers' experience and certification).

Literacy Gaps by Educational Attainment: A Cross-National Analysis

Existing cross-national research on educational attainment does not fully address whether the same level of educational attainment generates the same level of literacy skills in different countries. We analyze literacy skills data for young adults from 19 countries in the 1994–1998 International Adult Literacy Survey and find that in all countries, individuals with a higher level of educational attainment tend to have greater literacy skills. However, there is substantial variation across countries in the size of literacy gaps by levels of educational attainment. In particular, young adults in the United States show the largest literacy gaps. Using two-level hierarchical linear models, we find that cross-national differences in the literacy gap between more- and less-educated individuals are systematically linked to the degree of between-school inequality in school resources (instructional materials, class size, teachers’ experience and certification). The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systemsmore » most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. Our schools have been involved in several European projects having with the primary objective of educating the young generation to find ways for saving energy and for using the renewable energy. Small changes in our behaviour can lead to significant energy savings and a major reduction in emissions. In our presentation we will refer to three of them: - The Comenius 1 project "Energy in the Consumers' Hands" tried to improve the quality of education for democratic citizenship in all participant schools by creating a model of curricula concerning the integrative teaching of democratic citizenship using the topic approaches based on key concept - energy as important element of the community welfare. The students studied on the following topics: • Sources of energy • The clean use of fossil based resources; • The rational use of energy • Energy and the environment - The project "Solar Schools Forum" (SSF) focuses on environmental education in schools, in particular addressing the topics of Renewable Energy (RE) and Energy Efficiency (EE). The youth need to become more aware of energy-related problems, and how they can change their own lifestyles to limit environmental damage caused by the daily use of energy. As the decision-makers of tomorrow we need to empower them to make the right choices. The SSF is aimed at improving knowledge about RE and EE among children and young people, using a fun approach and aimed at generating greater enthusiasm for clean energy. The youth will also be encouraged to help raise awareness and so act as multipliers in their own communities, starting with their families and friends. As a result of this project we involved in developing and implementing an optional course for high school students within the Solar Schools Forum project. The current status of the United States in mathematics, science, and engineering education is reviewed with respect to K-12 student achievement, K-12 teacher quality, numbers of degrees granted, and other indicators of international competitiveness. A new National Center for Space, Earth, and Flight Sciences Education (NCSEFSE) has been created in the Washington, DC metropolitan area under the auspices of the Universities Space Research Association. The NCSEFSE provides education and public outreach services in the areas of NASA's research foci in programs of both national and local scope. Present NCSEFSE programs include: Journey through the Universe, which unites formal and informal education within communities and connects a nationally-distributed network of communities from Hilo, HI to Washington, DC with volunteer Visiting Researchers and thematic education modules; the Voyage Scale Model Solar System exhibition on the National Mall, a showcase for planetary science placed directly outside the National Air and Space Museum; educational module development and distribution for the MESSENGER mission to Mercury through a national cadre of MESSENGER Educator Fellows; Teachable Moments in the News, which capitalizes on current events in space, Earth, and flight sciences to teach the science that underlies students' natural interests; the Voyages Across the Universe Speakers' Bureau; and Family Science Night at the National Air and Space Museum, which reaches audiences of 2000--3000 each year, drawn from the Washington metropolitan area. Staff scientists of NCSEFSE maintain active research programs, presently in the areas of planetary atmospheric composition, structure, and dynamics, and in solar system formation. NCSEFSE scientists thus are able to act as authentic representatives of frontier scientific research, and ensure accuracy, relevance, and significance in educational products. NCSEFSE instructional designers and educators ensure pedagogic clarity and effectiveness, through a commitment to quantitative assessment.

The goal of energy assessment of the housing unit is to obtain physical information which can be combined with other survey results to give a more complete picture of the residential environment. A limited pretest of an energy assessment procedure was carried out in April-June 1979 with a subsample of 44 households that had been originally interviewed in the National Interim Energy Consumption Survey. In order to gain experience under a variety of environmental conditions, the pretest sites included locations in the Northeast, North Central, and South regions. As developed for the pretest, the energy assessment was a 90-minute inspectionmore » of the housing unit by a trained technician. Data collected during the inspection included square footage of the unit; age, make, and characteristics of appliances; insulation characteristics, characteristics of siting and apertures; and detailed information on the heating and cooling systems in the unit. This report summarizes the results from an energy efficiency, water efficiency, and renewable energy site assessment of the Dolores Ranger District in the San Juan National Forest in Colorado. A team led by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) conducted the assessment with United States Forest Service (USFS) personnel on August 16-17, 2016, as part of ongoing efforts by USFS to reduce energy and water use and implement renewable energy technologies. The assessment is approximately an American Society of Heating, Refrigerating, and Air-Conditioning Engineers Level 2 audit and meets Energy Independence and Security Act requirements.

The specter of global climate change is arguably the most pressing scientific, social and ethical issue of our time. Although the relatively small field of astronomy represents only a fraction of the total human carbon emissions, astronomers have a great potential, and therefore perhaps a great responsibility, to educate themselves and the public on this issue. In addition, the average per capita carbon emissions of professional astronomers are not small, and our profession can do much to reduce its energy consumption and maximize the cost-benefit ratio of our work. At the January AAS meeting, we are organizing a half-day splinter meeting titled "Energy, the Environment and Astronomy: Education and Action". The focus will be on energy conservation and education as it relates to professional astronomy. Education focuses on informing ourselves, our students and the general public with which we interact, about the real issues, the necessary actions, and the likely consequences of various energy consumption and carbon emission scenarios. Action focuses on effective energy conservation and renewable energy initiatives within professional astronomy. Air travel, solar energy at ground-based observatories, and Gemini's "Green Initiative” are among the topics that will be discussed. The splinter meeting will be open to all and will include expert speakers from outside astronomy, contributed talks by astronomers, and a discussion session.

Recent price fluctuations at the gas pump have brought our attention to the phenomenal increase of global energy consumption in recent years. It is now evident that we have almost reached a peak in global oil production. Several projections indicate that total world consumption of oil will rise by nearly 60 per cent between 1999 and 2020. In 1999 consumption was equivalent to 86 million barrels of oil per day, which has reached a peak of production extracted from most known oil reserves. These projections, if accurate, will present an unprecedented crisis to the global economy and industry. As an example, in the US, nearly 40 per cent of energy usage is provided by petroleum, of which nearly a third is used in transportation. The US Department of Defense (DOD) is the single largest buyer of fuel, amounting to, on the average, 13 million gallons per day. Teachers’ and Education Support Professionals’ Perspectives on Bullying and Prevention: Findings From a National Education Association Study

Given growing concerns regarding the prevalence and seriousness of bullying, the National Education Association recently drew upon its membership to launch a national study of teachers’ and education support professionals’ perceptions of bullying, and need for additional training on bullying prevention efforts and school-wide policies. The data were collected from a representative sample of 5,064 National Education Association members (2,163 teachers and 2,901 education support professionals). Analyses indicated that compared to education support professionals, teachers were more likely to witness students being bullied, more likely to view bullying as a significant problem at their school, and were more likely to have students report bullying to them. Teachers were more likely to be involved in bullying policies at their school, yet both groups reported wanting more training related to cyberbullying and bullying related to students’ sexual orientation, gender issues, and racial issues. Implications for school psychologists and the development of school-wide bullying prevention efforts are discussed. PMID:25414539

Beyond the technology itself (and, especially, the effects on the technology of the harsh oceanic environment), it is important to consider the possible environmental impacts of commercial-scale implementation of oceanic energy extraction. Further, because such implementation represents a completely new undertaking, the human resources required do not exist, so education and training programs are critical to eventual success. This project, establishing a national open-ocean energy laboratory, was designed to address each of these three challenges in a flexible framework allowing for adaptive management as the project proceeded. In particular: the technology challenge, including resource assessment, evolved during the project to recognize and address the need for a national testing facility in the ocean for small-scale prototype MRE systems developed by industry; the environmental challenge became formalized and expanded during the permitting process for such a testing facility; and the human resources/societal challenges, both in terms of the need for education and training and in terms of public acceptance of MRE, stimulated a robust outreach program far beyond that originally envisioned at SNMREC. While all of these activities at SNMREC are ongoing, a number of significant milestones (in addition to the contributions listed in the appendices) were achieved under the auspices of this award. China has been entitled the biggest supplier and largest market of renewable energy for the past few years. With One Belt and One Road initiative carrying on, the China’s renewable energy industry is looking for opportunities across the world. Latin America, which has rich renewable energy resources and urge demand for a cleaner and more sustainable energy system, may become an important target market for China. The prospect and potential of renewable energy cooperation between China and Latin America are promising. In this paper, six Latin American nations of varied background were selected as study cases. Their nation profile, energy resources, power market, and energy development trends were analysed, and the cooperation prospect and potential between these nations and China in renewable energy sector were discussed. The results indicate that Argentina and Bolivia are most potential cooperation partners, and project development and equipment manufacturing of non-hydro renewable energy, along with power grid upgrading are the prioritized areas. In addition, recommendations and solutions addressing the issues and challenges incurred in the current bilateral energy cooperation between China and Latin American nations were proposed.

Three high schools were chosen, two of them are females only while one is a mixed school. Observations reveal that the problems encountered in Nigeria, by females in science education has a lot of link with lack of Career Guidance Counselors at the high school level. Where they have, female students are not advised properly in the sciences, hence majority of the girls end up with the arts and humanities. It is concluded therefore that every high school in a developing nation must have Departments of Guidance and Counseling for Science and Arts Faculties.

The National Practice Study (NPS) is conducted biannually to assess current diabetes education practices in the United States with the goal of understanding current trends in the work in which diabetes educators engage. The 2015 NPS contained 54 questions about the individuals providing diabetes education, people with diabetes participating in education, and programs providing the education. The survey was sent electronically to approximately 21 975 people who were members of the American Association of Diabetes Educators (AADE) or who were Certified Diabetes Educators with the National Certification Board for Diabetes Educators but were not currently AADE members. In addition, both the AADE and the National Certification Board for Diabetes Educators promoted participation in the NPS via social media. The combination of efforts resulted in completion of the survey by 4855 respondents. Testing was completed with a significance level of 0.05 or 95% confidence. Diabetes educators continue to represent a diverse group of health care professionals-nurses (50%), dietitians (35%), pharmacists (6%), and others (6%). By far, the most commonly held credential for the specialty continues to be the Certified Diabetes Educator (86%), with only 5% of survey respondents indicating that they held the Board Certified-Advanced Diabetes Management credential. Diabetes educators are working with individuals across the diabetes continuum, as well as with people who do not have diabetes but have other chronic conditions. The data demonstrate that much of the diabetes educator's work with people with diabetes is beyond the first year of diagnosis. Diabetes educators are increasingly seen to be providing a broader array of the integrated AADE7 Self-Care Behaviors™. The specialty of diabetes educator continues to be populated by a professionally diverse workforce, meeting the needs of people across a wide spectrum. This study is to investigate the possibility of geotourism and educational use of geosites in the Byeonsanbando national park, Korea. Geosites within the national park were explored through literature search and field work, and 207 tourists were surveyed to identify the educational utilization of geosites. The results suggest seventeen geosites in the western coastal areas of Byeonsanbando such as various sedimentary rocks, volcanic rocks, magmatic intrusive rock with contact metamorphism, and dinosaur track fossils. To develop effective geotourism educational programs, diverse experience programs and abundant information were regarded as important elements. If additional geological surveys of geosites are conducted and educational programs for geotourism are developed in the Byeonsanbando area in Korea, this area is likely to be valuable as the national geopark of Korea.

Parental Education and Family Dissolution: A Cross‐National and Cohort Comparison

This is the first study to systematically analyze whether the association between parental education and family dissolution varies cross‐nationally and over time. The authors use meta‐analytic tools to study cross‐national variation between 17 countries with data from the Generations and Gender Study and Harmonized Histories. The association shows considerable cross‐national variation, but is positive in most countries. The association between parental education and family dissolution has become less positive or even negative in six countries. The findings show that the association between parental education and family dissolution is generally positive or nil, even if the association between own education and family dissolution is in many countries increasingly negative. The authors find suggestive evidence that the association is related to the crude divorce rate, but not to the generosity of the welfare state in these countries. The implications of these findings for understanding the stratification in family dissolution are discussed. PMID:29657335

National energy security is of fundamental importance for economic development of a country. To ensure such safety energy raw material, also called primary energy sources, are necessary. Currently in Poland primary energy sources include mainly fossil fuels, such as hard coal, brown coal, natural gas and crude oil. Other sources, e.g. renewable energy sources account for c. 15% in the energy mix. Primary energy sources are used to produce mainly electricity, which is considered as the cleanest form of energy. Poland does not have, unfortunately, sufficient energy sources and is forced to import some of them, mainly natural gas and crude oil. The article presents an insightful analysis of energy raw material reserves possessed by Poland and their structure taking account of the requirements applicable in the European Union, in particular, those related to environmental protection. The article also describes demand for electricity now and in the perspective of 2030. Primary energy sources necessary for its production have also been given. The article also includes the possibilities for the use of renewable energy sources in Poland, however, climatic conditions there are not are not particularly favourable to it. All the issues addressed in the article are summed up and ended with conclusions.

The Climate Literacy and Energy Awareness Network (CLEAN) Pathway, is a National Science Digital Library (NSDL) Pathways project that was begun in 2010. The main goal of CLEAN is to generate a reviewed collection of educational resources that are aligned with the Essential Principles of Climate Science (EPCS). Another goal of the project is to support a community that will assist students, teachers, and citizens in climate literacy. A complementary program begun in 2010 is the ICEE (Inspiring Climate Education Excellence) program, which is developing online modules and courses designed around the climate literacy principles for use by teachers and other interested citizens. In these projects, we learn about teacher needs through a variety of evaluation mechanisms. The programs use evaluation to assist in the process of providing easy access to high quality climate and energy learning resources that meet classroom requirements. The internal evaluation of the CLEAN program is multidimensional. At the CLEAN resource review camps, teachers and scientists work together in small groups to assess the value of online resources for use in the classroom. The review camps are evaluated using observation and feedback surveys; the resulting evaluation reports provide information to managers to fine-tune future camps. In this way, a model for effective climate resource development meetings has been refined. Evaluation methods used in ICEE and CLEAN include teacher needs assessment surveys, teacher feedback at professional development opportunities, scientist feedback at resource review workshops, and regular analysis of online usage of resources, forums, and education modules. This paper will review the most successful strategies for evaluating the effectiveness of online climate and energy education resources and their use by educators and the general public.

The constraints facing health education include: the fragmentation and dispersal of health-educational services among different agencies and personnel; lack of policy guidelines; ineffectively organized and inefficiently managed health education systems; poor hierarchical status and inadequacy of resources. To resolve these constraints, national health education systems in health agencies should be developed on the basis of stipulated guidelines that could ensure their viability, efficiency and effectiveness. A study at the African Regional Health Education Centre, Ibadan, Nigeria, has yielded thirty synthesized guidelines. The "guidelines" were empirically tested as an evaluation tool by assessing the operational and organizational status of Oyo State Health Education Unit, Ibadan, Nigeria. These guidelines are adaptable to local conditions to enhance the re-organization, re-orientation and consolidation of health education in national health agencies.

America's Changing Energy Landscape - USGS National Coal Resources Data System Changes to National Energy Resources Data System.

The U.S. Geological Survey's (USGS) Eastern Energy Resources Science Center (EERSC) has an ongoing project which has mapped coal chemistry and stratigraphy since 1977. Over the years, the USGS has collected various forms of coal data and archived that data into the National Coal Resources Data System (NCRDS) database. NCRDS is a repository that houses data from the major coal basins in the United States and includes information on location, seam thickness, coal rank, geologic age, geographic region, geologic province, coalfield, and characteristics of the coal or lithology for that data point. These data points can be linked to the US Coal Quality Database (COALQUAL) to include ultimate, proximate, major, minor and trace-element data. Although coal is an inexpensive energy provider, the United States has shifted away from coal usage recently and branched out into other forms of non-renewable and renewable energy because of environmental concerns. NCRDS's primary method of data capture has been USGS field work coupled with cooperative agreements with state geological agencies and universities doing coal-related research. These agreements are on competitive five-year cycles that have evolved into larger scope research efforts including solid fuel resources such as coal-bed methane, shale gas and oil. Recently these efforts have expanded to include environmental impacts of the use of fossil fuels, which has allowed the USGS to enter into agreements with states for the Geologic CO2 Storage Resources Assessment as required by the Energy Independence and Security Act. In 2016 they expanded into research areas to include geothermal, conventional and unconventional oil and gas. The NCRDS and COALQUAL databases are now online for the public to use, and are in the process of being updated to include new data for other energy resources. Along with this expansion of scope, the database name will change to the National Energy Resources Data System (NERDS) in FY 2017.

In an effort to maximize the "teachable moments" inherent in the assessment, a community of experts from the National Center for Science Education and the CLEAN Network, working under the auspices of the National Climate Assessment Network (NCAnet) Education Affinity Group, have developed a series of NCA Learning Pathways that match key NCA messages and resources with reviewed educational materials and trusted online information sources, thereby adding pedagogical depth to the assessment. The NCA Learning Pathways, which focus on the regional chapters of the report, are designed make climate change science more local, human, relevant and, if properly framed by educators and communicators, hopeful for learners. This paper touches on the challenges and opportunities of infusing climate education, communications and outreach into curriculum and society, and details the development and content of NCA Learning Pathways, which are available online through NOAA's Climate.gov website: http://www.climate.gov/teaching

Development of EnergyPlus Utility to Batch Simulate Building Energy Performance on a National Scale

EnergyPlus is a simulation program that requires a large number of details to fully define and model a building. Hundreds or even thousands of lines in a text file are needed to run the EnergyPlus simulation depending on the size of the building. To manually create these files is a time consuming process that would not be practical when trying to create input files for thousands of buildings needed to simulate national building energy performance. To streamline the process needed to create the input files for EnergyPlus, two methods were created to work in conjunction with the National Renewable Energymore » Laboratory (NREL) Preprocessor; this reduced the hundreds of inputs needed to define a building in EnergyPlus to a small set of high-level parameters. The first method uses Java routines to perform all of the preprocessing on a Windows machine while the second method carries out all of the preprocessing on the Linux cluster by using an in-house built utility called Generalized Parametrics (GPARM). A comma delimited (CSV) input file is created to define the high-level parameters for any number of buildings. Each method then takes this CSV file and uses the data entered for each parameter to populate an extensible markup language (XML) file used by the NREL Preprocessor to automatically prepare EnergyPlus input data files (idf) using automatic building routines and macro templates. Using a Linux utility called “make”, the idf files can then be automatically run through the Linux cluster and the desired data from each building can be aggregated into one table to be analyzed. Creating a large number of EnergyPlus input files results in the ability to batch simulate building energy performance and scale the result to national energy consumption estimates.« less

The Solar Energy Research, Development, and Demonstration Act of 1974 authorized a federal program to develop solar energy as a viable source of the nation`s future energy needs. Under this authority, the National Renewable Energy Laboratory (NREL) was created as a laboratory of the Department of Energy (DOE) to research a number of renewable energy possibilities. The laboratory conducts its operations both in government-owned facilities on the NREL South Table Mountain (STM) Site near Golden, Colorado, and in a number of leased facilities, particularly the Denver West Office Park. NREL operations include research in energy technologies, and other areas ofmore » national environmental and energy technology interest. Examples of these technologies include electricity from sunlight with solar cells (photovoltaics); energy from wind (windmills or wind turbines); conversion of plants and plant products (biomass) into liquid fuels (ethanol and methanol); heat from the sun (solar thermal) in place of wood, oil, gas, coal and other forms of heating; and solar buildings. NREL proposes to continue and expand the present R&D efforts in C&R energy by making infrastructure improvements and constructing facilities to eventually consolidate the R&D and associated support activities at its STM Site. In addition, it is proposed that operations continue in current leased space at the present levels of activity until site development is complete. The construction schedule proposed is designed to develop the site as rapidly as possible, dependent on Congressional funding, to accommodate not only the existing R&D that is being conducted in leased facilities off-site but to also allow for the 20-year projected growth. Impacts from operations currently conducted off-site are quantified and added to the cumulative impacts of the STM site. This environmental assessment provides information to determine the severity of impacts on the environment from the proposed action.« less

Harnessing our greatest national resource, as represented by the nation's students, will require a thoughtful, well developed and administered program that includes precise, executable strategies and valid evaluation tools. Responding to a national education outreach priority, the National Aeronautics and Space Administration's Life and Biomedical Sciences and Applications Division has initiated a process or organizing and implementing various strategies through a steering committee that includes representatives from Headquarters and three field centers with major Life Sciences programs. The mandate of the Life Sciences Education Outreach Steering Committee is to develop ways of communicating space life science issues to America's students through the nation's teachers by curriculum enhancement and direct participation in the education process with an emphasis in the primary and secondary schools. Metrics are also developed for each individually defined process so that the mechanis can be continuously refined and improved.

Options to improve energy efficiency for educational building

The cost of energy is a major factor that must be considered for educational facility budget planning purpose. The analysis of energy related issues and options can be complex and requires significant time and detailed effort. One way to facilitate the inclusion of energy option planning in facility planning efforts is to utilize a tool that allows for quick appraisal of the facility energy profile. Once such an appraisal is accomplished, it is then possible to rank energy improvement options consistently with other facility needs and requirements. After an energy efficiency option has been determined to have meaningful value in comparison with other facility planning options, it is then possible to utilize the initial appraisal as the basis for an expanded consideration of additional facility and energy use detail using the same analytic system used for the initial appraisal. This thesis has developed a methodology and an associated analytic model to assist in these tasks and thereby improve the energy efficiency of educational facilities. A detailed energy efficiency and analysis tool is described that utilizes specific university building characteristics such as size, architecture, envelop, lighting, occupancy, thermal design which allows reducing the annual energy consumption. Improving the energy efficiency of various aspects of an educational building's energy performance can be complex and can require significant time and experience to make decisions. The approach developed in this thesis initially assesses the energy design for a university building. This initial appraisal is intended to assist administrators in assessing the potential value of energy efficiency options for their particular facility. Subsequently this scoping design can then be extended as another stage of the model by local facility or planning personnel to add more details and engineering aspects to the initial screening model.
