Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

The number of women attending institutions of higher education in Iran has been steadily increasing since 1989. Growing enrollment rates for women in colleges and universities have sparked wide social and political debates in that country. The basic question of why young Iranian women might even choose to pursue tertiary education, however, has not been adequately addressed in the critical literature. This study gives voice to young women who explain for themselves why they are interested in higher education. It reveals that college or university studies represent for female students many things: a sphere of hope, a refuge, and a place to experience limited freedom beyond restrictive family environments; an asset that can increase a woman's value in the marriage market; a right that may make possible financial independence; and a vehicle that can earn respect for women. On the whole, the desire for higher education illuminates the challenges facing women in Muslim nations and the ways in which Muslim women are using this institution to change their social status.

This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. They disagree with critics who say that investments in higher education, particularly for students at the margin, no longer pay off. A sustained investment in effective education at all levels is vital to the nation's future, they argue. But they caution that the American public no longer seems willing to pay more for

A substantial literature engaging with the directions and experiences of stakeholders involved in interprofessional health education exists at the international level, yet almost nothing has been published that documents and analyses the Australian experience. Accordingly, this study aimed to scope the experiences of key stakeholders in health and higher education in relation to the development of interprofessional practice capabilities in health graduates in Australia. Twenty-seven semi-structured interviews and two focus groups of key stakeholders involved in the development and delivery of interprofessional health education in Australian higher education were undertaken. Interview data were coded to identify categories that were organised into key themes, according to principles of thematic analysis. Three themes were identified: the need for common ground between health and higher education, constraints and enablers in current practice, and the need for research to establish an evidence base. Five directions for national development were also identified. The study identified a range of interconnected changes that will be required to successfully mainstream interprofessional education within Australia, in particular, the importance of addressing issues of culture change and the need for a nationally coordinated and research informed approach. These findings reiterate those found in the international literature.

Structural change and higher educated labour in Indonesia.

This paper describes an impending shortage of higher-educated labor in Indonesia. Dynamic change is occurring in both Indonesia's population and economy. Its rapidly growing population demands annual national economic growth of 2.2% to avoid declining per capita output. Accordingly, investments have surged in banking and manufacturing industries as Indonesia undergoes structural change from an agricultural to service-based economy. Plagued by a majority of low productivity, elementary-level educated workers, increased productivity is called for to ensure continued development. As the age structural shift progresses, many of these workers will be absorbed in the services sector. Jobs exist requiring workers of all skill levels. This paper is mainly concerned, however, with higher-educated labor's failure to be oriented to the research and development required for sustained economic growth and development, and their entry into clerical positions potentially filled by less educated and less skilled labor. The services sector, particularly public services, is responsible for absorbing much of this labor. As professional, technical, and managerial capabilities and qualifications become increasingly needed in the near future as sector investments take effect, a shortage of higher-educated labor will become apparent. Policy makers are advised to anticipate these shortages and contemplate investments in human capital to facilitate a more smooth adjustment to structural change.

To improve patient outcomes and meet the challenges of the U.S. health care system, the Institute of Medicine recommends higher educational attainment for the nursing workforce. Characteristics of registered nurses (RNs) who pursue additional education are poorly understood, and this information is critical to planning long-term strategies for U.S. nursing education. To identify factors predicting enrollment and completion of an additional degree among those with an associate or bachelor's as their pre-RN licensure degree, we performed logistic regression analysis on data from an ongoing nationally representative panel study following the career trajectories of newly licensed RNs. For associate degree RNs, predictors of obtaining a bachelor's degree are the following: being Black, living in a rural area, nonnursing work experience, higher positive affectivity, higher work motivation, working in the intensive care unit, and working the day shift. For bachelor's RNs, predictors of completing a master's degree are the following: being Black, nonnursing work experience, holding more than one job, working the day shift, working voluntary overtime, lower intent to stay at current employer, and higher work motivation. Mobilizing the nurse workforce toward higher education requires integrated efforts from policy makers, philanthropists, employers, and educators to mitigate the barriers to continuing education. The Japanese educational system is undergoing extensive change, affecting all stages from pre-school programmes to higher education. As Japan has moved from a nation at the top to "A Nation at Risk," certain dichotomies have been highlighted. Viewing Japan as either educational super-power or educational tragedy, depending on the era of research or background of the researchers, has been especially provocative for educators and policy-makers. At the same time, the controversies in America surrounding the report A Nation at Risk (National Commission on Excellence in Education) are well known, a major impetus for the report of course being Japan. Central to the question of whether Japan is best understood as a Global Model or A Nation at Risk are themes of cross-national attraction and educational transfer. What can the world learn from Japan? What does Japan need to learn from the world? The answers to these questions have particular significance for Japanese higher education, which we take up as a case study here, with its urgent task to innovate in the face of a steep demographic downward trend. For those in Japan who feel that Japanese education is in a dismal state, what are the origins of this serious decline? For observers in other national contexts who envisage Japan as a model, how do the calls to ‹learn from Japan' reflect genuine attempts to improve practice at home? Or are they simply rhetorical tools in support of domestic political projects?

Status Configurations, Military Service and Higher Education

The U.S. Armed Forces offer educational and training benefits as incentives for service. This study investigates the influence of status configurations on military enlistment and their link to greater educational opportunity. Three statuses (socioeconomic status of origin, cognitive ability and academic performance) have particular relevance for life course options. We hypothesize that young men with inconsistent statuses are more likely to enlist than men with consistent status profiles, and that military service improves access to college for certain configurations. Analyses of the National Longitudinal Study of Adolescent Health (Add Health) show (1. that several status configurations markedly increased the likelihood of military enlistment and (2. within status configurations, recruits were generally more likely to enroll in higher education than nonveterans, with associate degrees being more likely. The role of higher education in equitable human development

As developing countries continue to battle poverty despite strong economic growth, understanding the relationship between equity and human development becomes increasingly important. In this context, equity is not equivalent to equality for any specific outcome such as health status, education or income. It is an objective ideal whereby people's achievements are increasingly dependent upon personal effort, choice and initiative rather than predetermined characteristics such as race, gender and socioeconomic background. As such, equity becomes an issue of moral equality based on the belief that people should be treated as equals, with equal access to life chances. This ideal pursues equal access to public services, infrastructure and rights for all citizens, including the right to education. While evidence suggests that education builds healthier, richer, more equitable societies, research on this has focused predominantly on primary and secondary schooling. The authors of this paper begin with an extensive review of existing research and relevant literature. In the second part of their article, they then report on their own study which furthers the discussion by exploring connections between tertiary education and development using equity as a reflection of human development - a holistic extension of economic development. After extracting relevant data from a number of available world reports by the United Nations, the World Bank and other organisations, they carried out a cross-national statistical analysis designed to examine the relationship between tertiary enrolment levels and a composite equity variable. Their results indicate a strong association between higher post-secondary education levels and higher levels of social equity.

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.
