Modern society is driven by the use of cognitive artifacts: physical instruments or styles of reasoning that amplify our ability to think. The artifacts range from writing systems to computers. In everyday life, a person demonstrates intelligence by showing skill in using these artifacts. Intelligence tests and their surrogates force examinees to exhibit some of these skills but not others. This is why test scores correlate substantially but not perfectly with a variety of measures of socioeconomic success. The same thing is true at the international level. Nations can be evaluated by the extent to which their citizens score well on cognitive tests, including both avowed intelligence tests and a variety of tests of academic achievement. The resulting scores are substantially correlated with various indices of national wealth, health, environmental quality, and schooling and with a vaguer variable, social commitment to innovation. These environmental variables are suggested as causes of the differences in general cognitive skills between national populations. It is conceivable that differences in gene pools also contribute to international and, within nations, group differences in cognitive skills, but at present it is impossible to evaluate the extent of genetic influences. © The Author(s) 2012.

The National Water Model (NWM) provides national, street-level detail of water movement through time and space. Operating hourly, this flood of information offers enormous benefits in the form of water resource management, natural disaster preparedness, and the protection of life and property. The Geo-Intelligence Division at the NOAA National Water Center supplies forecasters and decision-makers with timely, actionable water intelligence through the processing of billions of NWM data points every hour. These datasets include current streamflow estimates, short and medium range streamflow forecasts, and many other ancillary datasets. The sheer amount of NWM data produced yields a dataset too large to allow for direct human comprehension. As such, it is necessary to undergo model data post-processing, filtering, and data ingestion by visualization web apps that make use of cartographic techniques to bring attention to the areas of highest urgency. This poster illustrates NWM output post-processing and cartographic visualization techniques being developed and employed by the Geo-Intelligence Division at the NOAA National Water Center to provide national actionable water intelligence.

A report on the future U.S. workforce for geospatial intelligence, requested by the U.S. National Geospatial-Intelligence Agency (NGA), found that the agency—which hires about 300 scientists and analysts annually—is probably finding sufficient experts to fill the needs in all of its core areas, with the possible exception of geographic information systems (GIS) and remote sensing. The report by the U.S. National Research Council, released on 25 January, noted that competition for GIS applications analysts is strong. While there appear to be enough cartographers, photogrammetrists, and geodesists to meet NGA's current needs in those core areas, the report cautioned that future shortages in these areas seem likely because of a relatively small number of graduates.

The National Council of Space Grant Directors is a private group that is closely aligned with NASA's National Space Grant College and Fellowship Program. The Council, and NASA, work to: 1) establish a national network of universities with interests and capabilities in aeronautics, space, and related fields 2) encourage cooperative programs among universities, aerospace industry, and federal, state, and local governments 3) encourage interdisciplinary training, research, and public-service programs related to aerospace 4) recruit and train professionals, especially women and underrepresented minorities, for careers in aerospace science, technology, and allied fields 5) promote a strong science, math, and technology educational base from elementary through university levels. There are 52 NASA Space Grant Consortia, located in every one of the United States of America, plus Puerto Rico and the District of Columbia. The Council works to encourge interaction among these consortia, to achieve maximum efficiency of operation. Each consortium has a number of affilates in its state: there are currently more than 700 institutions that are Space Grant Affiliates. Space Grant is not oriented toward a particular discipline (such as astronomy) but toward the larger goal of strengthening the US work force educational level very broadly, thus ensuring that highly-trained people are available to work for and with NASA in the coming century. I will encourge listeners to contact their State Space Grant Consortium to explore "how you can help."

This study examines the structure of self-estimates of intelligence (SEI) across 12 nations (Australia, Austria, Brazil, France, Iran, Israel, Malaysia, South Africa, Spain, Turkey, UK and US). Participants rated themselves on general and specific abilities from three popular models of intelligence: Gardner's multiple intelligences, Sternberg's triarchic theory of intelligence, and Goleman's emotional intelligence. The results showed that (a) laypeople across nations have similar and invariant concepts of intelligence, (b) concepts of intelligence are cross-culturally closely related to academic notions of intellectual ability and (c) sex differences in general and specific SEI favouring men are consistent across countries. Male hubris and female humility in SEI seem independent of sex differences in actual cognitive ability and national levels of masculinity-femininity. Furthermore, international mean differences in general SEI could not be attributed to discrepancies in national intelligence quotient (IQ) levels or to cultural variations.

In fulfillment of its vision, the National Geospatial-Intelligence Agency (NGA) provides geospatial intelligence in all its forms and from whatever source-imagery, imagery intelligence, and geospatial data and information-to ensure the knowledge foundation for planning, decision, and action. To achieve this, NGA conducts a multi-disciplinary program of basic research in geospatial intelligence topics through grants and fellowships to the leading investigators, research universities, and colleges of the nation. This research provides the fundamental science support to NGA's applied and advanced research programs. The major components of the NGA Academic Research Program (NARP) are: - NGA University Research Initiatives (NURI): Three-year basic research grants awarded competitively to the best investigators across the US academic community. Topics are selected to provide the scientific basis for advanced and applied research in NGA core disciplines. - Historically Black College and University - Minority Institution Research Initiatives (HBCU-MI): Two-year basic research grants awarded competitively to the best investigators at Historically Black Colleges and Universities, and Minority Institutions across the US academic community. - Director of Central Intelligence Post-Doctoral Research Fellowships: Fellowships providing access to advanced research in science and technology applicable to the intelligence community's mission. Across 177 countries around the world, the Failed State Index, a measure of state vulnerability, was reliably negatively associated with the estimates of national intelligence. Psychometric analysis of the Failed State Index, compounded of 12 social, economic, and political indicators, suggested factorial unidimensionality of this index. The observed correspondence of higher national intelligence figures to lower state vulnerability might arise through these two macro-level variables possibly being proxies of even more pervasive historical and societal background variables that affect both.

Existing theoretical accounts of the Security Council cannot account for the developing substance of the children and armed conflict agenda as they are macro-oriented and focus exclusively on states. I argue that Security Council decision-making on thematic mandates is a productive process whose outcomes are created by and through practices of actors across the three United Nations: member states (the first United Nations), United Nations officials (the second United Nations) and non-governmental organizations (the third United Nations). In presenting a practice-based, micro-oriented analysis of the children and armed conflict agenda, the article aims to deliver on the empirical promise of practice theories in International Relations. I make two contributions to practice-based understandings: first, I argue that actors across the three United Nations engage in reflective practices of a strategic or tactical nature to manage, arrange or create space in Security Council decision-making. Portraying practices as reflective rather than as only based on tacit knowledge highlights how actors may creatively adapt their practices to social situations. Second, I argue that particular individuals from the three United Nations are more likely to become recognized as competent performers of practices because of their personality, understood as plural socialization experiences. NASA also seeks to advance American education by employing the technology utilization process to develop a computerized, artificial intelligence-based Intelligent Tutoring System (ITS) to help high school and college physics students. The tutoring system is designed for use with the lecture and laboratory portions of a typical physics instructional program. Its importance lies in its ability to observe continually as a student develops problem solutions and to intervene when appropriate with assistance specifically directed at the student's difficulty and tailored to his skill level and learning style. ITS originated as a project of the Johnson Space Center (JSC). It is being developed by JSC's Software Technology Branch in cooperation with Dr. R. Bowen Loftin at the University of Houston-Downtown. Program is jointly sponsored by NASA and ACOT (Apple Classrooms of Tomorrow). Other organizations providing support include Texas Higher Education Coordinating Board, the National Research Council, Pennzoil Products Company and the George R. Brown Foundation. The Physics I class of Clear Creek High School, League City, Texas are providing the classroom environment for test and evaluation of the system. The ITS is a spinoff product developed earlier to integrate artificial intelligence into training/tutoring systems for NASA astronauts flight controllers and engineers.

President Trump kicked off the meeting by signing Space Policy Directive-3, which directs the U.S. to lead space traffic management and mitigate the effects of space debris. The vision of the National Geospatial-Intelligence Agency (NGA) is to "Know the Earth...Show the Way." To achieve this vision, the NGA provides geospatial intelligence in all its forms and from whatever source-imagery, imagery intelligence, and geospatial data and information-to ensure the knowledge foundation for planning, decision, and action. Academia plays a key role in the NGA research and development program through the NGA Academic Research Program. This multi-disciplinary program of basic research in geospatial intelligence topics provides grants and fellowships to the leading investigators, research universities, and colleges of the nation. This research provides the fundamental science support to NGA's applied and advanced research programs. The major components of the NGA Academic Research Program are: *NGA University Research Initiatives (NURI): Three-year basic research grants awarded competitively to the best investigators across the US academic community. Topics are selected to provide the scientific basis for advanced and applied research in NGA core disciplines. *Historically Black College and University - Minority Institution Research Initiatives (HBCU-MI): Two-year basic research grants awarded competitively to the best investigators at Historically Black Colleges and Universities, and Minority Institutions across the US academic community. *Intelligence Community Post-Doctoral Research Fellowships: Fellowships providing access to advanced research in science and technology applicable to the intelligence community's mission. The National Research Council is Canada's principal research and development agency. Its 20 institutes are structured to address interdisciplinary problems for industrial sectors, and to provide the necessary scientific infrastructure, such as the national science library. Behavioural scientists are active in five institutes: Biological Sciences, Biodiagnostics, Aerospace, Information Technology, and Construction. Research topics include basic cellular neuroscience, brain function, human factors in the cockpit, human-computer interaction, emergency evacuation, and indoor environment effects on occupants. Working in collaboration with NRC colleagues and with researchers from universities and industry, NRC behavioural scientists develop knowledge, designs, and applications that put technology to work for people, designed with people in mind.

Vice President Mike Pence arrived at Kennedy Space Center in Florida on Tuesday, Feb. 20 at 5:10 p.m. aboard Air Force Two. The Vice President was greeted by Robert Lightfoot, acting NASA Administrator and Brig. Gen. Wayne Monteith, commander, 45th Space Wing. After arrival, the vice president toured commercial partner United Launch Alliance’s facility at Cape Canaveral Air Force Station adjacent to Kennedy. He also toured Blue Origin’s new rocket facility located at nearby Exploration Park. On Feb. 21, Vice President Mike Pence led a National Space Council meeting inside NASA Kennedy Space Center’s Space Station Processing Facility. This second meeting of the council, called, “Moon, Mars, and Worlds Beyond: Winning the Next Frontier,” included testimonials from leaders in the civil, commercial, and national security sectors about the importance of the United States’ space enterprise. In today's rapidly changing globalized world, remarkably fast and important developments have been faced in the area of national security as in almost all other areas. Advancements in communication and transportation technologies have removed physical boundaries almost completely. National security institutions now have to fight against new and complicated security threats that go beyond the boundaries such as organized crimes and terror crimes. These ever-changing threats and dangerous environment which become more and more complex every single day force nations to review their current security structures and to take new and effective measures in the required areas in order to ensure their national security. As a matter of fact, counter-intelligence, which was quite important due to the frequency of spying acts during the Cold War but lost its importance after the Cold War had ended, has been one of these measures. Today, counterintelligence has once again become one of the most important functions in the fight against national security threats with changing dimensions. Permafrost regions store almost twice the carbon in the atmosphere (Tarnocai et al 2009). As climate warms a proportion of this carbon will be released as carbon dioxide and methane. The Arctic Council may be best suited to harness international scientific collaboration for policy relevant knowledge about the global impacts of permafrost thaw. Scientists in Arctic Council and observer states have historically collaborated on permafrost research (e.g. Permafrost Carbon Network, part of Study of Environmental Arctic Change (SEARCH) project). This work increased knowledge of permafrost carbon pool size and vulnerability. However, data gaps persist across the Arctic. Despite gaps, numerous studies directly inform international policy negotiations aiming to stay below 2° C. Some suggest "permafrost carbon feedback" may comprise 3 to 11% of total allowed emissions through 2100 under a RCP4.5 (Schaefer et al2014). Understanding and accounting for future permafrost atmospheric carbon release requires science and policy coordination that the Arctic Council could incentivize. For example, Council nations could convene scientists and stakeholders to develop a Permafrost-Climate Indicator providing more direct decision support than current permafrost indicators, and identify research needed for a periodic estimate of Arctic permafrost CO2 and CH4 emissions. This presentation covers current challenges scientists and policymakers may face to develop a practical and robust Permafrost Climate Indicator. For example, which timescales are most appropriate for international emissions commitments? Do policy-relevant timescales align with current scientific knowledge? What are the uncertainties and how can they be decreased? We present likely strengths and challenges of a Permafrost Climate Indicator co-developed by scientists and stakeholders. As a significant step forward to transform NOAA's water prediction services, NOAA plans to implement a new National Water Model (NWM) Version 1.0 in August 2016. A continental scale water resources model, the NWM is an evolution of the WRF-Hydro architecture developed by the National Center for Atmospheric Research (NCAR). The NWM will provide analyses and forecasts of flow for the 2.7 million stream reaches nationwide in the National Hydrography Dataset Plus v2 (NHDPlusV2) jointly developed by the USGS and EPA. The NWM also produces high-resolution water budget variables of snow, soil moisture, and evapotranspiration on a 1-km grid. NOAA's stakeholders require additional decision support application to be built on these data. The Geo-intelligence division of the Office of Water Prediction is building new products and services that integrate output from the NWM with geospatial datasets such as infrastructure and demographics to better estimate the impacts dynamic water resource states on community resiliency. This presentation will detail the methods and underlying information to produce prototypes water resources intelligence that is timely, actionable and credible. Moreover, it will to explore the NWM capability to support sector-specific decision support services.

An Energy Policy Statement emanating from a panel for the National Council of Churches (NCC) in the United States was presented in May 1978 to the governing board of the NCC. The proposed Energy Policy Statement is composed of four sections: Opinions and Perspectives, Theological Dimensions of the Energy Situation, Ecological Justice and Human choice, and A Challenge to the Churches. In order to generate the gains that can come from analysing and linking big datasets, data holders need to consider the ethical frameworks, principles and applications that help to maintain public trust. In the USA, the National Science Foundation helped to set up a Council for Big Data, Ethics and Society, of which there is no equivalent in the UK. In November 2015, the Royal Statistical Society convened a workshop of 28 participants from government, academia and the private sector, and discussed the practical priorities that might be assisted by a new Council of Data Ethics in the UK. This article draws together the views from that meeting. Priorities for policy-makers and others include seeking a public mandate and informing the terms of the social contract for use of data; building professional competence and due diligence on data protection; appointment of champions who are competent to address public concerns; and transparency, across all dimensions. For government data, further priorities include improvements to data access, and development of data infrastructure. In conclusion, we support the establishment of a national Data Ethics Council, alongside wider and deeper engagement of the public to address data ethics dilemmas.This article is part of the themed issue 'The ethical impact of data science'. © 2016 The Author(s).

To examine the association of job characteristics and intelligence to cognitive status in members of the National Academy of Sciences-National Research Council Twins Registry of World War II veterans. Participants (n = 1,036) included individuals with an assessment of intelligence based on Armed Services testing in early adulthood. In late adulthood, these individuals completed the modified Telephone Interview for Cognitive Status (TICS-m) and occupational history as part of an epidemiologic study of aging and dementia. Occupational history was coded to produce a matrix of job characteristics. Based on factor analysis, job characteristics were interpreted as reflecting general intellectual demands (GI), human interaction and communication (HC), physical activity (PA), and visual attention (VA). Based on regression analysis of TICS-m score covarying for age, intelligence, and years of education, higher levels of GI and HC were independently associated with higher TICS-m performance, whereas higher PA was independently associated with lower performance. There was an interaction of GI and intelligence, indicating that individuals at the lower range of intellectual aptitude in early adulthood derived greater cognitive benefit from intellectually demanding work. Intellectually demanding work was associated with greater benefit to cognitive performance in later life independent of related factors like education and intelligence. The fact that individuals with lower intellectual aptitude demonstrated a stronger positive association between work and higher cognitive performance during retirement suggests that behavior may enhance intellectual reserve, perhaps even years after peak intellectual activity.

Communities are not immune from extreme events or natural disasters that can lead to large-scale consequences for the nation and public. Improving resilience to better prepare, plan, recover, and adapt to disasters is critical to reduce the impacts of extreme events. The National Research Council (NRC) report discusses the topic of how to increase resilience to extreme events through a vision of resilient nation in the year 2030. The report highlights the importance of data, information, gaps and knowledge challenges that needs to be addressed, and suggests every individual to access the risk and vulnerability information to make their communities more resilient. This project presents an intelligent system, Flood AI, for flooding to improve societal preparedness by providing a knowledge engine using voice recognition, artificial intelligence, and natural language processing based on a generalized ontology for disasters with a primary focus on flooding. The knowledge engine utilizes the flood ontology and concepts to connect user input to relevant knowledge discovery channels on flooding by developing a data acquisition and processing framework utilizing environmental observations, forecast models, and knowledge bases. Communication channels of the framework includes web-based systems, agent-based chat bots, smartphone applications, automated web workflows, and smart home devices, opening the knowledge discovery for flooding to many unique use cases.

The National Research Council is a private, nonprofit organization chartered by Congress in 1916 as an expansion of the U.S. National Academy of Sciences. Its mission is to improve the use of science in government decision making and public policy, increase public understanding, and promote the acquisition and dissemination of knowledge in matters involving science, engineering, technology, and health. Within the National Research Council, the Ocean Studies Board (OSB) mission is to explore the science, policies, and infrastructure needed to understand, manage, and conserve coastal and marine environments and resources. OSB undertakes studies and workshops on emerging scientific and policy issues at the request of federal agencies, Congress, and others; provides program reviews and guidance; and facilitates communication on oceanographic issues among different sectors. OSB also serves as the U.S. National Committee to the international, nongovernmental Scientific Committee on Oceanic Research (SCOR). OSB has produced reports on a wide range of topics of interest to researchers and educators, the federal government, the non-profit sector, and industry. Recent reports have focused on ecosystem services in the Gulf of Mexico after the Deepwater Horizon oil spill, sea level rise on the U.S. west coast, scientific ocean drilling needs and accomplishments, requirements for sustained ocean color measurements, critical infrastructure for ocean research, tsunami warning and preparedness, ocean acidification, and marine and hydrokinetic power resource assessments. Studies that are currently underway include responding to oil spills in the Arctic, evaluating the effectiveness of fishery stock rebuilding plans, and reviewing the National Ocean Acidification Research Plan. OSB plays an important role in helping create policy decisions and disseminating important information regarding various aspects of ocean science.

Demographers debate why people have children in advanced industrial societies where children are net economic costs. From an evolutionary perspective, however, the important question is why some individuals choose not to have children. Recent theoretical developments in evolutionary psychology suggest that more intelligent individuals may be more likely to prefer to remain childless than less intelligent individuals. Analyses of the National Child Development Study show that more intelligent men and women express preference to remain childless early in their reproductive careers, but only more intelligent women (not more intelligent men) are more likely to remain childless by the end of their reproductive careers. Controlling for education and earnings does not at all attenuate the association between childhood general intelligence and lifetime childlessness among women. One-standard-deviation increase in childhood general intelligence (15 IQ points) decreases women's odds of parenthood by 21-25%. Because women have a greater impact on the average intelligence of future generations, the dysgenic fertility among women is predicted to lead to a decline in the average intelligence of the population in advanced industrial nations.
