    The National Renewable Energy Laboratory (NREL) has extensive capabilities for fabricating a variety of high-technology films. Much of the in-house work in NREL's large photovoltaics (PV) program involves the fabrication of multiple thin-film semiconducting layers constituting a thin-film PV device. NREL's smaller program in superconductivity focuses on the fabrication of superconducting films on long, flexible tape substrates. This paper focuses on four of NREL's in-house research groups and their film fabrication techniques, developed for a variety of elements, alloys, and compounds to be deposited on a variety of substrates. As is the case for many national laboratories, NREL's technology transfer efforts are focusing on Cooperative Research and Development Agreements (CRADA's) between NREL researchers and private industry researchers.

    Two next-generation node configurations hosting the Haswell microarchitecture were tested with a suite of microbenchmarks and application examples, and compared with a current Ivy Bridge production node on NREL" tm s Peregrine high-performance computing cluster. A primary conclusion from this study is that the additional cores are of little value to individual task performance--limitations to application parallelism, or resource contention among concurrently running but independent tasks, limits effective utilization of these added cores. Hyperthreading generally impacts throughput negatively, but can improve performance in the absence of detailed attention to runtime workflow configuration. The observations offer some guidance to procurement ofmore » future HPC systems at NREL. First, raw core count must be balanced with available resources, particularly memory bandwidth. Balance-of-system will determine value more than processor capability alone. Second, hyperthreading continues to be largely irrelevant to the workloads that are commonly seen, and were tested here, at NREL. Finally, perhaps the most impactful enhancement to productivity might occur through enabling multiple concurrent jobs per node. Given the right type and size of workload, more may be achieved by doing many slow things at once, than fast things in order.« less

    Innovations and 'aha' movements in renewable energy and energy efficiency, while exciting in the lab, only truly live up to their promise once they find a place in homes or business. Late last year President Obama issued a directive to all federal agencies to increase their efforts to transfer technologies to the private sector in order to achieve greater societal and economic impacts of federal research investments. The president's call to action includes efforts to establish technology transfer goals and to measure progress, to engage in efforts to increase the speed of technology transfer and to enhance local and regionalmore » innovation partnerships. But, even before the White House began its initiative to restructure the commercialization process, the National Renewable Energy Laboratory had a major effort underway designed to increase the speed and impact of technology transfer activities and had already made sure its innovations had a streamlined path to the private sector. For the last three years, NREL has been actively setting commercialization goals and tracking progress against those goals. For example, NREL sought to triple the number of innovations over a five-year period that began in 2009. Through best practices associated with inventor engagement, education and collaboration, NREL quadrupled the number of innovations in just three years. Similar progress has been made in patenting, licensing transactions, income generation and rewards to inventors. 'NREL is known nationally for our cutting-edge research and companies know to call us when they are ready to collaborate,' William Farris, vice president for commercialization and technology transfer, said. 'Once a team is ready to dive in, they don't want be mired in paperwork. We've worked to make our process for licensing NREL technology faster; it now takes less than 60 days for us to come to an agreement and start work with a company interested in our research.' While NREL maintains a robust patent portfolio, often companies are looking to do more than just license a technology. These relationships are invaluable in successfully moving technologies from NREL to the marketplace. 'We may generate new and potentially valuable innovations, but our commercialization partners do the heavy work of building a successful business around our technology,' Farris said. Tools such as CRADAs (Cooperative Research and Development Agreements) allow NREL to continue working with companies to refine and develop technologies. And, working with businesses is an area where NREL excels. NREL is responsible for one quarter of the CRADAs in the DOE system. 'When you look at the results of our CRADA program, you can demonstrate that we are actively engaged with companies in collaborating on research and moving technologies to market,' Farris said. NREL is first among DOE labs with 186 active CRADAs. And last year, NREL also was first with the number of new CRADAs signed. 'Part of the success in our working with industry goes back to NREL's mission to grow and support new industries,' Farris added. 'NREL has basic research capabilities, but we are never going to be the ultimate producer of a commercial product. That is the role of the private sector.' Farris also credits the advocacy and support that the Office of Energy Efficiency and Renewable Energy at DOE provides for these technology transfer activities. 'EERE's support is critical to our success,' Farris said. To assist the private sector in moving a technology from the lab to the manufacturing line, NREL has a number of programs in place to give that first, or even final, nudge toward commercialization. For instance, the Commercialization Assistance Program helps startups overcome technical barriers by granting free access to 40 hours of work at the lab. Through the Innovation and Entrepreneurship Center, NREL also helps clean energy businesses develop strong links with the financial community, as well as other key stakeholders in the commercialization process. In March, NREL formally opened the Colorado Center for Renewable Energy and Economic Development a cooperative program with the state of Colorado designed to bring together stakeholders and service providers that support the growth of cleantech companies. CREED currently is working with more than 25 stakeholders - governmental partners, universities, industry associations, venture capital organizations and small businesses - to improve the access these groups have to technologies developed at NREL and to provide services such as classes and workshops for entrepreneurs. When it comes to bringing together cleantech stakeholders, NREL's Industry Growth Forum is the marquee event. At the forum, clean energy entrepreneurs have the opportunity to present their business cases to an expert panel of investors and energy executives. The National Renewable Energy Laboratory (NREL) collected and analyzed data from a wide range of stakeholders, conducted in-country research, and compared program elements to common interconnection practices to form programmatic recommendations for the Jamaica context. NREL finds that the net-billing pilot program has successfully contributed to the support of the emerging solar market in Jamaica with the interconnection of 80 systems under the program for a total of 1.38 megawatts (MW) at the time of original analysis.

    The Rooftop Energy Potential of Low Income Communities in America REPLICA data set provides estimates of residential rooftop solar technical potential at the tract-level with emphasis on estimates for Low and Moderate Income LMI populations. In addition to technical potential REPLICA is comprised of 10 additional datasets at the tract-level to provide socio-demographic and market context. The model year vintage of REPLICA is 2015. The LMI solar potential estimates are made at the tract level grouped by Area Median Income AMI income tenure and building type. These estimates are based off of LiDAR data of 128 metropolitan areas statistical modeling and ACS 2011-2015 demographic data. The remaining datasets are supplemental datasets that can be used in conjunction with the technical potential data for general LMI solar analysis planning and policy making. The core dataset is a wide-format CSV file seeds_ii_replica.csv that can be tagged to a tract geometry using the GEOID or GISJOIN fields. In addition users can download geographic shapefiles for the main or supplemental datasets. This dataset was generated as part of the larger NREL-led SEEDSII Solar Energy Evolution and Diffusion Studies project and specifically for the NREL technical report titled Rooftop Solar Technical Potential for Low-to-Moderate Income Households in the United States by Sigrin and Mooney 2018.     Concentrating solar power (CSP) technologies use large mirrors to concentrate sunlight and the thermal energy collected is converted to electricity. The CSP industry is growing rapidly and is expected to reach 25 GW globally by 2020. Cost target goals are for CSP technologies to produce electricity competitive with intermediate-load power generation (i.e., natural gas) by 2015 with 6 hours of thermal storage and competitive in carbon constrained base load power markets (i.e., coal) by 2020 with 12-17 hours of thermal storage. The solar field contributes more than 40% of the total cost of a parabolic trough plant and together the mirrors and receivers contribute more than 25% of the installed solar field cost. CSP systems cannot hit these targets without aggressive cost reductions and revolutionary performance improvements from technology advances. NREL's Advanced Materials task in the CSP Advanced R&D project performs research to develop low cost, high performance, durable solar reflector and high-temperature receiver materials to meet these needs. The Advanced Materials task leads the world in this research and the task's reliance on NREL's educational program will be discussed.

Researchers at the National Renewable Energy Laboratory (NREL) have developed a new test procedure to increase the quality and accuracy of energy analysis tools for the building retrofit market. The Building Energy Simulation Test for Existing Homes (BESTEST-EX) is a test procedure that enables software developers to evaluate the performance of their audit tools in modeling energy use and savings in existing homes when utility bills are available formore » model calibration. Similar to NREL's previous energy analysis tests, such as HERS BESTEST and other BESTEST suites included in ANSI/ASHRAE Standard 140, BESTEST-EX compares software simulation findings to reference results generated with state-of-the-art simulation tools such as EnergyPlus, SUNREL, and DOE-2.1E. The BESTEST-EX methodology: (1) Tests software predictions of retrofit energy savings in existing homes; (2) Ensures building physics calculations and utility bill calibration procedures perform to a minimum standard; and (3) Quantifies impacts of uncertainties in input audit data and occupant behavior. BESTEST-EX includes building physics and utility bill calibration test cases. The diagram illustrates the utility bill calibration test cases. Participants are given input ranges and synthetic utility bills. Software tools use the utility bills to calibrate key model inputs and predict energy savings for the retrofit cases. Currently this dynamometer is heavily backlogged and unavailable to provide testing needed by various wind industry members. DOE/NREL is in possession of two critical pieces of equipment that may be used to develop an alternative Dynamometer facility, but does not have the funds or other resources necessarymore » to develop such a facility. The Participant possesses complimentary facilities and infrastructure that when combined with the NREL equipment can create such a test facility. The Participant is also committed to expending funds to develop and operate such a facility to the subsequent benefit of the Wind Industry and DOE Wind Energy program. Budgets for marketing and administration of green pricing programs are a function of several factors: the region of the country; the size of the utility service area; the customer base and media markets encompassed within that service area; the point or stage in the lifespan of the program; and certainly, not least, the utility's commitment to and goals for the program. All of these factors vary significantly among programs. This report presents data on programs that have funded both marketingmore » and program administration. Programs reporting data to NREL spent a median of 18.8% of program revenues on marketing their programs in 2008 and 16.6% in 2007.     With support from the U.S. Department of Energy's Vehicle Technologies Office, the National Renewable Energy Laboratory (NREL) conducts real-world performance evaluations of advanced medium- and heavy-duty fleet vehicles. Evaluation results can help vehicle manufacturers fine-tune their designs and assist fleet managers in selecting fuel-efficient, low-emission vehicles that meet their economic and operational goals. In 2015, NREL launched an in-service evaluation of 12 battery electric buses (BEBs) compared to conventional compressed natural gas (CNG) buses operated by Foothill Transit in West Covina, California. The study aims to improve understanding of the overall usage and effectiveness of fast-charge BEBs and associated chargingmore » infrastructure in transit operation. To date, NREL researchers have analyzed more than 148,000 km of in-use operational data, including driving and charging events. Foothill Transit purchased the BEBs with grant funding from the Federal Transit Administration's Transit Investments for Greenhouse Gas and Energy Reduction Program.« less

    This report is an update of NREL's ongoing process design and economic analyses of processes related to developing ethanol from lignocellulosic feedstocks. The U.S. Department of Energy (DOE) is promoting the development of ethanol from lignocellulosic feedstocks as an alternative to conventional petroleum-based transportation fuels. DOE funds both fundamental and applied research in this area and needs a method for predicting cost benefits of many research proposals. To that end, the National Renewable Energy Laboratory (NREL) has modeled many potential process designs and estimated the economics of each process during the last 20 years. This report is an update ofmore » the ongoing process design and economic analyses at NREL. We envision updating this process design report at regular intervals; the purpose being to ensure that the process design incorporates all new data from NREL research, DOE funded research and other sources, and that the equipment costs are reasonable and consistent with good engineering practice for plants of this type. For the non-research areas this means using equipment and process approaches as they are currently used in industrial applications. For the last report, published in 1999, NREL performed a complete review and update of the process design and economic model for the biomass-to-ethanol process utilizing co-current dilute acid prehydrolysis with simultaneous saccharification (enzymatic) and co-fermentation. The process design included the core technologies being researched by the DOE: prehydrolysis, simultaneous saccharification and co-fermentation, and cellulase enzyme production. In addition, all ancillary areas--feed handling, product recovery and purification, wastewater treatment (WWT), lignin combustor and boiler-turbogenerator, and utilities--were included. NREL engaged Delta-T Corporation (Delta-T) to assist in the process design evaluation, the process equipment costing, and overall plant integration. The process design and costing for the lignin combustor and boiler turbogenerator was reviewed by Reaction Engineering Inc. (REI) and Merrick & Company reviewed the wastewater treatment. Since then, NREL has engaged Harris Group (Harris) to perform vendor testing, process design, and costing of critical equipment identified during earlier work. This included solid/liquid separation and pretreatment reactor design and costing. Corn stover handling was also investigated to support DOE's decision to focus on corn stover as a feedstock for lignocellulosic ethanol. Working with Harris, process design and costing for these areas were improved through vendor designs, costing, and vendor testing in some cases. In addition to this work, enzyme costs were adjusted to reflect collaborative work between NREL and enzyme manufacturers (Genencor International and Novozymes Biotech) to provide a delivered enzyme for lignocellulosic feedstocks. This report is the culmination of our work and represents an updated process design and cost basis for the process using a corn stover feedstock. The process design and economic model are useful for predicting the cost benefits of proposed research. Proposed research results can be translated into modifications of the process design, and the economic impact can be assessed. This allows DOE, NREL, and other researchers to set priorities on future research with an understanding of potential reductions to the ethanol production cost. To be economically viable, ethanol production costs must be below market values for ethanol. DOE has chosen a target ethanol selling price of $1.07 per gallon as a goal for 2010. The conceptual design and costs presented here are based on a 2010 plant start-up date. The key research targets required to achieve this design and the $1.07 value are discussed in the report.« less

    The National Renewable Energy Laboratory supports energy storage R&D under the Office of Vehicle Technologies at the U.S. Department of Energy. The DOE Energy Storage Program’s charter is to develop battery technologies that will enable large market penetration of electric drive vehicles. These vehicles could have a significant impact on the nation’s goal of reducing dependence on imported oil and gaseous pollutant emissions. DOE has established several program activities to address and overcome the barriers limiting the penetration of electric drive battery technologies: cost, performance, safety, and life. These programs are; Advanced Battery Development through the United States Advanced Batterymore » Consortium (USABC); Battery Testing, Analysis, and Design; Applied Battery Research (ABR); and Focused Fundamental Research, or Batteries for Advanced Transportation Technologies (BATT) In FY14, DOE funded NREL to make technical contributions to all of these R&D activities.     In 2008, the National Renewable Energy Laboratory (NREL), under contract to the US Department of Energy (DOE), conducted a manufacturing readiness assessment (MRA) of fuel cell systems and fuel cell stacks for back-up power and material handling applications (MHE). To facilitate the MRA, manufacturing readiness levels (MRL) were defined that were based on the Technology Readiness Levels previously established by the US Department of Energy (DOE). NREL assessed the extensive existing hierarchy of MRLs developed by Department of Defense (DoD) and other Federal entities, and developed a MRL scale adapted to the needs of the Fuel Cell Technologies Program (FCTP)more » and to the status of the fuel cell industry. One such hurdle is the unknown compatibility of new fuels with current infrastructure, such as the equipment used at service stations to dispense fuel into automobiles. The U.S. Department of Energy's (DOE) Vehicle Technology Program and the Biomass Program have engaged in a joint project to evaluate the potential for blending ethanol into gasoline at levels higher than nominal 10 volume percent. This project was established to help DOE and NREL better understand any potentially adverse impacts caused by amore » lack of knowledge about the compatibility of the dispensing equipment with ethanol blends higher than what the equipment was designed to dispense.     In 1995, the NREL/Department of Energy (DOE) National Photovoltaics Program funded seven Historically Black Colleges and Universities (HBCUs) in its HBCU Photovoltaic Research Associates Program for a period of three years. The program's purpose is to advance HBCU undergraduate knowledge of photovoltaics, primarily as a result of research investigations performed, and to encourage students to pursue careers in photovoltaics. This paper presents results from PV projects ranging from fundamental materials research on PV materials to field projects of PV systems.

    The Thermosyphon Cooler Hybrid System (TCHS) integrates the control of a dry heat rejection device, the thermosyphon cooler (TSC), with an open cooling tower. A combination of equipment and controls, this new heat rejection system embraces the 'smart use of water,' using evaporative cooling when it is most advantageous and then saving water and modulating toward increased dry sensible cooling as system operations and ambient weather conditions permit. Innovative fan control strategies ensure the most economical balance between water savings and parasitic fan energy. The unique low-pressure-drop design of the TSC allows water to be cooled directly by the TSCmore » evaporator without risk of bursting tubes in subfreezing ambient conditions. Johnson Controls partnered with the National Renewable Energy Laboratory (NREL) and Sandia National Laboratories to deploy the TSC as a test bed at NREL's high-performance computing (HPC) data center in the first half of 2016. Located in NREL's Energy Systems Integration Facility (ESIF), this HPC data center has achieved an annualized average power usage effectiveness rating of 1.06 or better since 2012. Warm-water liquid cooling is used to capture heat generated by computer systems direct to water; that waste heat is either reused as the primary heat source in the ESIF building or rejected using evaporative cooling. This data center is the single largest source of water and power demand on the NREL campus, using about 7,600 m3 (2.0 million gal) of water during the past year with an hourly average IT load of nearly 1 MW (3.4 million Btu/h) -- so dramatically reducing water use while continuing efficient data center operations is of significant interest. Because Sandia's climate is similar to NREL's, this new heat rejection system being deployed at NREL has gained interest at Sandia. Sandia's data centers utilize an hourly average of 8.5 MW (29 million Btu/h) and are also one of the largest consumers of water on Sandia's site. In addition to describing the installation of the TSC and its integration into the ESIF, this paper focuses on the full heat rejection system simulation program used for hourly analysis of the energy and water consumption of the complete system under varying operating scenarios. A follow-up paper will detail the test results. The evaluation of the TSC's performance at NREL will also determine a path forward at Sandia for possible deployment in a large-scale system not only for data center use but also possibly site wide.« less

    One of the major objectives of the renewable energy program is to allow the employment of environmentally benign energy technologies based upon the sun. Other objectives include national energy independence and industrial competitiveness in future energy technology markets. The National Renewable Energy Laboratory (formerly SERI) in Golden, Colorado, has for 15 years been the lead U.S. laboratory in research on photovoltaics, wind energy systems, and ethanol from biomass. During this period, substantional cost reductions were achieved and efficiencies improved. NREL also works closely with industry to facilitate the commercialization of these and related technologies. As much as 50% of NRELmore » funding goes to industry in cost-shared contracts for research and development, planned with industry representatives and the U.S. Department of Energy. Besides lessening dependence on fossil fuels and their short-term environmental impacts, these technologies will also alleviate the impact on the potential global warming issue. The SunShot Incubator program aims to shorten the time it takes for a young business or company to develop an innovative product concept and make it commercially available, which includes product prototyping, deployment, and, potentially, manufacturing. SMASHsolar was selected as an Incubator awardee to develop a simple, snap-together, module-integrated photovoltaic (PV) mounting system in attempts to dramatically reduce the time, effort and skill needed to install rooftop solar. In support of this award, the National Renewablemore » Energy Laboratory worked with SMASHsolar to develop a procedure for evaluating the installation time required for the SMASHmount system vs. widely-available rail systems. Amongst several installations, NREL measured the following installation times, subject to the qualifications and conditions described later in this report. NREL found that the SMASHsolar SMASHmount system was installed between 15% and 37% faster than tested competing systems after one or two installations of the system.« less

This assessment has historically allowed the impact of research progress achieved through targeted Bioenergy Technologies Office funding to be quantified in terms of economic improvements within the context of a fully integrated cellulosic ethanol production process. As such, progress toward the ultimate 2012 goal of demonstrating cost-competitive cellulosic ethanol technology can be tracked. With an assumed feedstock cost for corn stover of $58.50/ton this target has historically been set at $1.41/gal ethanol for conversion costsmore » only (exclusive of feedstock) and $2.15/gal total production cost (inclusive of feedstock) or minimum ethanol selling price (MESP). This year, fully integrated cellulosic ethanol production data generated by National Renewable Energy Laboratory (NREL) researchers in their Integrated Biorefinery Research Facility (IBRF) successfully demonstrated performance commensurate with both the FY 2012 SOT MESP target of $2.15/gal (2007$, $58.50/ton feedstock cost) and the conversion target of $1.41/gal through core research and process improvements in pretreatment, enzymatic hydrolysis, and fermentation.« less

    The goal of this work is to use the large fermentation vessels in the National Renewable Energy Laboratory's (NREL) Integrated Biorefinery Research Facility (IBRF) to scale-up Lygos' biological-based process for producing malonic acid and to generate performance data. Initially, work at the 1 L scale validated successful transfer of Lygos' fermentation protocols to NREL using a glucose substrate. Outside of the scope of the CRADA with NREL, Lygos tested their process on lignocellulosic sugars produced by NREL at Lawrence Berkeley National Laboratory's (LBNL) Advanced Biofuels Process Development Unit (ABPDU). NREL produced these cellulosic sugar solutions from corn stover using amore » separate cellulose/hemicellulose process configuration. Finally, NREL performed fermentations using glucose in large fermentors (1,500- and 9,000-L vessels) to intermediate product and to demonstrate successful performance of Lygos' technology at larger scales.« less

NREL is accelerating algal biofuels commercialization through: (1) Advances in applied biology; (2) Algal strain development; (3) Development of fuel conversion pathways; (4) Techno-economic analysis; and (5) Development of high-throughput lipid analysis methodologies. NREL scientists and engineers are addressing challenges across the algal biofuels value chain, including algal biology, cultivation, harvesting and extraction, and fuel conversion. Through partnerships, NREL can share knowledge and capabilities in the following areas: (1) Algal Biology - A fundamental understanding of algal biology is key to developing cost-effective algal biofuelsmore » processes. NREL scientists are experts in the isolation and characterization of microalgal species. They are identifying genes and pathways involved in biofuel production. In addition, they have developed a high-throughput, non-destructive technique for assessing lipid production in microalgae. (2) Cultivation - NREL researchers study algal growth capabilities and perform compositional analysis of algal biomass. Laboratory-scale photobioreactors and 1-m2 open raceway ponds in an on-site greenhouse allow for year-round cultivation of algae under a variety of conditions. A bioenergy-focused algal strain collection is being established at NREL, and our laboratory houses a cryopreservation system for long-term maintenance of algal cultures and preservation of intellectual property. (3) Harvesting and Extraction - NREL is investigating cost-effective harvesting and extraction methods suitable for a variety of species and conditions. Areas of expertise include cell wall analysis and deconstruction and identification and utilization of co-products. (4) Fuel Conversion - NREL's excellent capabilities and facilities for biochemical and thermochemical conversion of biomass to biofuels are being applied to algal biofuels processes. Analysts are also testing algal fuel properties to measure energy content and ensure compatibility with existing fueling infrastructure. (5) Cross-Cutting Analysis - NREL scientists and engineers are conducting rigorous techno-economic analyses of algal biofuels processes. The American Recovery and Reinvestment Act (ARRA) funded the deployment of approximately 1,000 fuel cell systems in key early markets to accelerate the commercialization and deployment of fuel cells and fuel cell manufacturing, installation, maintenance, and support services. In support of the ARRA fuel cell deployment objectives, NREL analyzes and validates the technology in real-world applications, reports onmore » the technology status, and facilitates the development of fuel cell technologies, manufacturing, and operations in strategic markets-including material handling equipment, backup power, and stationary power-where fuel cells can compete with conventional technologies. NREL is validating hydrogen and fuel cell systems in real-world settings through data collection, analysis, and reporting. The fuel cell and infrastructure analysis provides an independent, third-party assessment that focuses on fuel cell system and hydrogen infrastructure performance, operation, maintenance, use, and safety. An objective of the ARRA fuel cell project-to deploy approximately 1,000 fuel cell systems in key early markets - has been met in two years. By the end of 2011, 504 material handling equipment (MHE) fuel cell units were operating at 8 facilities and 607 backup power fuel cell units were operating at 293 sites.     NREL has developed the novel concept of a desiccant enhanced evaporative air conditioner (DEVap) with the objective of combining the benefits of liquid desiccant and evaporative cooling technologies into an innovative 'cooling core.' Liquid desiccant technologies have extraordinary dehumidification potential, but require an efficient cooling sink. DEVap's thermodynamic potential overcomes many shortcomings of standard refrigeration-based direct expansion cooling. DEVap decouples cooling and dehumidification performance, which results in independent temperature and humidity control. The energy input is largely switched away from electricity to low-grade thermal energy that can be sourced from fuels such as natural gas, waste heat, solar, or biofuels.

    The National Renewable Energy Laboratory (NREL) and DONG Energy are interested in collaborating for the development of control algorithms, modeling, and grid simulator testing of wind turbine generator systems involving NWTC's advanced Controllable Grid Interface (CGI). NREL and DONG Energy will work together to develop control algorithms, models, test methods, and protocols involving NREL's CGI, as well as appropriate data acquisition systems for grid simulation testing. The CRADA also includes work on joint publication of results achieved from modeling and testing efforts. Further, DONG Energy will send staff to NREL on a long-term basis for collaborative work including modeling andmore » testing. NREL will send staff to DONG Energy on a short-term basis to visit wind power sites and participate in meetings relevant to this collaborative effort.
