Over the last decade, particularly since implementation of the certified design regulatory approaches outlined in 10 CFR 52, “Licenses, Certifications, and Approvals for Nuclear Power Plants,” interest has been increasing in the use of seismic isolation (SI) technology to support seismic safety in nuclear facilities. In 2009, the United States (U.S.) Nuclear Regulatory Commission (NRC) initiated research activities to develop new guidance targeted at isolated facilities because SI is being considered for nuclear power plants in the U.S. One product of that research, which was developed around a risk-informed regulatory approach, is a draft NRC NUREG series (NUREG/CR) report thatmore » investigates and discusses considerations for use of SI in otherwise traditionally founded large light water reactors (LWRs). A coordinated effort led to new provisions for SI of LWRs in the American Society of Civil Engineers standard ASCE/SEI 4-16, “Seismic Analysis of Safety Related Nuclear Structures.” The risk-informed design philosophy that underpinned development of the technical basis for these documents led to a set of proposed performance objectives and acceptance criteria intended to serve as the foundation for future NRC guidance on the use of SI and related technology. Although the guidance provided in the draft SI NUREG/CR report and ASCE/SEI 4 16 provides a sound basis for further development of nuclear power plant designs incorporating SI, these initial documents were focused on surface-founded or near-surface-founded LWRs and were, necessarily, limited in scope. For example, there is limited information in both the draft NUREG/CR report and ASCE/SEI 4-16 related to nonlinear analysis of soil-structure systems for deeply-embedded reactors, the isolation of components, and the use of vertical isolation systems. Also not included in the draft SI NUREG/CR report are special considerations for licensing of isolated facilities using the certified design approach in 10 CFR 52 and a detailed discussion of seismic probabilistic risk assessments for isolated facilities.« less

Mississippi Space Services (MSS) the facility services contractor for NASA's John C. Stennis Space Center (SSC), is utilizing technology to improve engineering documentation and data control. Two identified improvement areas, labor intensive documentation research and outdated drafting standards, were targeted as top priority. MSS selected AutoManager(R) WorkFlow from Cyco software to manage engineering documentation. The software is currently installed on over 150 desctops. The outdated SSC drafting standard was written for pre-CADD drafting methods, in other words, board drafting. Implementation of COTS software solutions to manage engineering documentation and update the drafting standard resulted in significant increases in productivity by reducing the time spent searching for documents.

Although the final report of the Blue Ribbon Commission on America's Nuclear Future is not expected until January 2012, the tentative conclusions of the commission's draft report were dissected during a recent joint hearing by two subcommittees of the House of Representatives' Committee on Science, Space, and Technology. Among the more heated issues debated at the hearing was the fate of the stalled Yucca Mountain nuclear waste repository in Nevada. The Blue Ribbon Commission's (BRC) draft report includes recommendations for managing nuclear waste and for developing one or more permanent deep geological repositories and interim storage facilities, but the report does not address the future of Yucca Mountain. The BRC charter indicates that the commission is to "conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle." However, the draft report states that the commission was not asked to consider, and therefore did not address, several key issues. "We have not rendered an opinion on the suitability of the Yucca Mountain site or on the request to withdraw the license application for Yucca Mountain," the draft report states.

The potential use of algae in biofuels applications is receiving significant attention. However, none of the current algal model species are competitive production strains. Here we present a draft genome sequence and a genetic transformation method for the marine microalga Nannochloropsis gaditana CCMP526. We show that N. gaditana has highly favourable lipid yields, and is a promising production organism. The genome assembly includes nuclear (~29 Mb) and organellar genomes, and contains 9,052 gene models. We define the genes required for glycerolipid biogenesis and detail the differential regulation of genes during nitrogen-limited lipid biosynthesis. Phylogenomic analysis identifies genetic attributes of this organism, including unique stramenopile photosynthesis genes and gene expansions that may explain the distinguishing photoautotrophic phenotypes observed. The availability of a genome sequence and transformation methods will facilitate investigations into N. gaditana lipid biosynthesis and permit genetic engineering strategies to further improve this naturally productive alga. One of the latest advancements in electronic tools for reducing engineering and drafting effort is the use of digital photography (DP) for retrofit and betterment projects at fossil and nuclear power plants. Sargent and Lundy (S and L) has effectively used digital photography for condition assessments, minor backfit repairs, thermo-lag fire wrap assessments and repairs, and other applications. Digital photography offers several benefits on these types of projects including eliminating the need for official repair drawings and providing station maintenance with a true 3-D visualization of the repair.

Qualification relates to assurance of acceptability of the component with respect to structural integrity, operability and functional capability. Requalification is required if existing qualification is lost because of: expiration of the qualified service life (life extension); reactivation of a cancelled or suspended plant; failure to conform with certain requirements of the Technical Specifications, or revision to the applicable Regulatory requirements. The alternatives to requalification are replacement or removal from service. The choice between requalification, replacement and removal from service is governed by economics. The U.S. Department of Energy Very High Temperature Reactor Program is acquiring data in preparation for developing an Alloy 617 Code Case for inclusion in the nuclear section of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code. A draft code case was previously developed, but effort was suspended before acceptance by ASME. As part of the draft code case effort, a database was compiled of yield and tensile strength data from tests performed in air. Yield strength and tensile strength at temperature are used to set time independent allowable stress for construction materials in B&PVmore » Code, Section III, Subsection NH. The yield and tensile strength data used for the draft code case has been augmented with additional data generated by Idaho National Laboratory and Oak Ridge National Laboratory in the U.S. and CEA in France. The standard ASME Section II procedure for generating yield and tensile strength at temperature is presented, along with alternate methods that accommodate the change in temperature trends seen at high temperatures, resulting in a more consistent design margin over the temperature range of interest.« less

At the end of May 2002, the draft of the Swiss "Federal Act on Research on Surplus Embryos and Embryonic Stem Cells" (EFG, Embryonic Research Act) reached the pre-legislative consultation stage. Under certain conditions, it would allow research on "surplus" embryos from in-vitro fertilization, and the derivation of embryonic stem cells from surplus embryos for research purposes. The EFG draft defines an embryo as "the developing organism from the point of nuclear fusion until the completion of organ development". New technological developments show that embryo-like entities can also be created without nuclear fusion having taken place. It remains unclear how to treat embryonic entities that don't fall under the draft's narrow definition of an embryo. Expanding this definition would be a welcome improvement.

An external combustor for a gas turbine engine has a cyclonic combustion chamber into which combustible gas with entrained solids is introduced through an inlet port in a primary spiral swirl. A metal draft sleeve for conducting a hot gas discharge stream from the cyclonic combustion chamber is mounted on a circular end wall of the latter adjacent the combustible gas inlet. The draft sleeve is mounted concentrically in a cylindrical passage and cooperates with the passage in defining an annulus around the draft sleeve which is open to the cyclonic combustion chamber and which is connected to a source of secondary air. Secondary air issues from the annulus into the cyclonic combustion chamber at a velocity of three to five times the velocity of the combustible gas at the inlet port. The secondary air defines a hollow cylindrical extension of the draft sleeve and persists in the cyclonic combustion chamber a distance of about three to five times the diameter of the draft sleeve. The hollow cylindrical extension shields the drive sleeve from the inlet port to prevent discharge of combustible gas through the draft sleeve.

In 2009, the International Safety Framework for Nuclear Power Source Applications in Outer Space was adopted, following a multi-year process that involved all major space faring nations under the auspices of a partnership between the UN Committee on the Peaceful Uses of Outer Space and the International Atomic Energy Agency. The Safety Framework reflects an international consensus on best practices to achieve safety. Following the 1992 UN Principles Relevant to the Use of Nuclear Power Sources in Outer Space, it is the second attempt by the international community to draft guidance promoting the safety of applications of nuclear power sources in space missions. NPS applications in space have unique safety considerations compared with terrestrial applications. Mission launch and outer space operational requirements impose size, mass and other space environment limitations not present for many terrestrial nuclear facilities. Potential accident conditions could expose nuclear power sources to extreme physical conditions. The Safety Framework is structured to provide guidance for both the programmatic and technical aspects of safety. In addition to sections containing specific guidance for governments and for management, it contains technical guidance pertinent to the design, development and all mission phases of space NPS applications. All sections of the Safety Framework contain elements directly relevant to engineers and space mission designers for missions involving space nuclear power sources. The challenge for organisations and engineers involved in the design and development processes of space nuclear power sources and applications is to implement the guidance provided in the Safety Framework by integrating it into the existing standard space mission infrastructure of design, development and operational requirements, practices and processes. This adds complexity to the standard space mission and launch approval processes. The Safety Framework is deliberately generic to remain relevantly independent of technological progress, of national organisational setups and of space mission types. Implementing its guidance therefore leaves room for interpretation and adaptation. Relying on reported practices, we analyse the guidance particularly relevant to engineers and space mission designers.

131I-MIBG radiotherapy has been used for unresectable nueroendocrine tumors including malignant pheochromocytomas and neuroblastomas in foreign countries since the '80s when clinical therapeutic trials were initiated. In Japan, 131I-MIBG radiotherapy has not been approved by Ministry of Health, Labor and Welfare, however, personally imported 131I-MIBG is now available in limited institutions for therapeutic purpose. This updated guideline draft aims to provide useful information concerning 131I-MIBG radiotherapy, to prevent side effects, and to protect physicians, nurses, other health care professionals, patients and their families from radiation exposure. The committee also provides appendices including practical guidance for attending physicians, patient management and referring physicians for their conveniences.

In 1943 the US Army established the Special Engineering Detachment (SED), in which mostly drafted young soldiers possessing some scientific credentials (though usually quite minimal) were reassigned from other duties to the Manhattan Project to assist in various research and development aspects of nuclear weapons. The Los Alamos contingent, never more than a few hundred GIs, worked with more senior scientists and engineers, often assuming positions of real responsibility. An unintended consequence of this circumstance was the fact that being in the SEDs turned out to be a fortuitous breeding ground for future physicists, chemists, and engineers. SEDs benefited from their close contacts with established scientists, working with them side by side, attended lectures by luminaries, and gained invaluable experience that would help them establish academic and industrial careers later in life. I will discuss some of these individuals (I list only those of whom I am personally aware). A nuclear reactor includes a reactor core comprising fissile material disposed in a reactor pressure vessel. A radiological containment contains the nuclear reactor. A containment compartment contains the radiological containment. A heat sink includes a chimney configured to develop an upward-flowing draft in response to heated fluid flowing into a lower portion of the chimney. A fluid conduit is arranged to receive fluid from the containment compartment and to discharge into the chimney. A filter may be provided, with the fluid conduit including a first fluid conduit arranged to receive fluid from the containment compartment and to discharge into anmore » inlet of the filter, and a second fluid conduit arranged to receive fluid from an outlet of the filter and to discharge into the chimney. In 1982, the Congress enacted the Nuclear Waste Policy Act (Public Law 97-425), which established a comprehensive national program directed toward siting, constructing, and operating geologic repositories for the permanent disposal of high-level radioactive waste. In February 1983, the United States Department of Energy (DOE) identified the nine referenced repository locations as potentially acceptable sites for a mined geologic repository. These sites have been evaluated in accordance with the DOE`s General Guidelines for the Recommendation of Sites for Nuclear Waste Repositories. The DOE findings and determinations are based on the evaluations contained in the draft Environmental Assessments (EA). Nowadays, the engineering companies and contractors are facing challenges never experienced before. They are being charged with - and being held liable for - the health of the structures they create and maintain. To surmount these challenges, engineers need to be able to measure structural movements up to millimetre level accuracy. Accurate and timely information on the status of a structure is highly valuable to engineers. It enables them to compare the real world behaviour of a structure against the design and theoretical models. When empowered by such data, engineers can effectively and cost efficiently measure and maintain the health of vital infrastructure. This paper presents the interpretation of the draft tube topographical measurements in order to obtain its 3D model. Based on the documents made available by the beneficiary and the data obtained in situ, the modernization conclusions were presented.

Congress passed the Ronald W. Reagan National Defense Authorization Act (NDAA) for Fiscal Year 2005 on October 9, 2004, and the President signed it into law on October 28, 2004. Section 3116(a) of the NDAA allows the Department of Energy (DOE) to, in consultation with the Nuclear Regulatory Commission (NRC), determine whether certain radioactive waste resulting from reprocessing of spent nuclear fuel at two DOE sites is not high-level radioactive waste, and dispose of that waste in compliance with the performance objectives set out in subpart C of 10 CFR part 61 for low-level waste. On January 17, 2006, themore » Department issued its first waste determination under the NDAA for salt waste disposal at the Savannah River Site. On November 19, 2006, the Department issued its second waste determination for closure of tanks at the Idaho Nuclear Technology and Engineering Center Tank Farm Facility. These two determinations and a third draft determination illustrate the range of issues that may be encountered in preparing a waste determination in accordance with NDAA Section 3116. This paper discusses the experiences associated with these first two completed waste determinations and an in-progress third waste determination, and discusses lessons learned from the projects that can be applied to future waste determinations. This External Review Draft version of this assessment updates three earlier drafts (1999, 1998 and 1994) that were reviewed by the Clean Air Scientific Advisory Committee (CASAC) of the Agency's Science Advisory Board (SAB). The assessment characterizes the possible human health hazards and related exposure-response aspects of those hazards related to environmental exposure to diesel exhaust. The final assessment will incorporate peer review comments provided by the CASAC in 2000 and will take acount of public comments received during the public review period. This is a health hazard assessment. The purpose of the assessment is to identify the key health hazards associated with environmental exposure to diesel exhaust. Information from earlier draft versions of this assessment were used to support EPA regulatory decision making about emission controls for On Road Heavy Duty Diesel Engines and Off Road Diesel Engine Emissions. Also information from the assessment contributes to a nationwide analysis of air toxics to determine the highest public health priorities for future air pollution control programs.

The assessment team reviewed the conventions and formats spelled out in the draft Standard and the actual implementation of two example aerodynamic models (a subsonic F-16 and the HL-20 lifting body) encoded in the Extensible Markup Language grammar. During the implementation, the team kept records of lessons learned and provided feedback to the American Institute of Aeronautics and Astronautics Modeling and Simulation Technical Committee representative. The Idaho Nuclear Technology and Engineering Center (INTEC) Service Wastewater Discharge Facility replaces the existing percolation ponds as a disposal facility for the INTEC Service Waste Stream. A preferred alternative for helping decrease water content in the subsurface near INTEC, closure of the existing ponds is required by the INTEC Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Record of Decision (ROD) for Waste Area Group 3 Operable Unit 3-13 (DOE-ID 1999a). By August 2002, the replacement facility was constructed approximately 2 miles southwest of INTEC, near the Big Lost River channel. Because groundwater beneath the Idaho National Engineering andmore » Environmental Laboratory (INEEL) is protected under Federal and State of Idaho regulations from degradation due to INEEL activities, preoperational data required by U.S. Department of Energy (DOE) Order 5400.1 were collected. These data include preexisting physical, chemical, and biological conditions that could be affected by the discharge; background levels of radioactive and chemical components; pertinent environmental and ecological parameters; and potential pathways for human exposure or environmental impact. This document presents specific data collected in support of DOE Order 5400.1, including: four quarters of groundwater sampling and analysis of chemical and radiological parameters; general facility description; site specific geology, stratigraphy, soils, and hydrology; perched water discussions; and general regulatory requirements. However, in order to avoid duplication of previous information, the reader is directed to other referenced publications for more detailed information. Documents that are not readily available are compiled in this publication as appendices. Potential changes in climate resulting from a large nuclear energy center are discussed. On a global scale, no noticeable changes are likely, but on both a regional and a local scale, changes can be expected. Depending on the cooling system employed, the amount of fog may increase, the amount and distribution of precipitation will change, and the frequency or location of severe storms may change. Very large heat releases over small surface areas can result in greater atmospheric instability; a large number of closely spaced natural-draft cooling towers have this disadvantage. On the other hand, employment of natural-draft towers makesmore » an increase in the occurrence of ground fog unlikely. The analysis suggests that the cooling towers for a large nuclear energy center should be located in clusters of four with at least 2.5-mile spacing between the clusters. This is equivalent to the requirement of one acre of land surface per each two megawatts of heat being rejected.« less

The feasibility of heat removal during emergency cooling of a reactor by a forced-draft cooling tower with accumulation of the peak heat release in a volume of precooled water is evaluated. The advantages of a cooling tower over a spray cooling pond are demonstrated: it requires less space, consumes less material, employs shorter lines in the heat removal system, and provides considerably better protection of the environment from wetting by entrained moisture.

Tecogen Inc. and Ingersoll-Rand Co. as a subcontractor have designed a nominal 150-hp gas engine-driven air compressor utilizing the TECODRIVE 8000 engine and the Ingersoll-Rand 178.5-mm twin screw compressor. Phase 1 included the system engineering and design, economic and applications studies, and a draft commercialization plan. Phase 2 included controls development, laboratory prototype construction, and performance testing. The testing conducted verified that the compressor meets all design specifications.

The aim of this paper is to present information about possible problems and errors which can appear during numerical analyses of low head Kaplan turbines with a view to the runner - draft tube interaction. The setting of numerical model, grid size, used boundary conditions are the interface definition between runner and draft tube are discussed. There are available data from physical model tests which gives a great opportunity to compare CFD and experiment results and on the basis of this comparison to determine the approach to the CFD flow modeling. The main purpose for the Kaplan turbine model measurement was to gather the information about real flow field. The model tests were carried out in new hydraulic laboratory of CKD Blansko Engineering. The model tests were focused on the detailed velocity measurements downstream of the runner by differential pressure probe and on the velocity measurement downstream of the draft tube elbow by Particle Image Velocimetry method (PIV). The data from CFD simulation were compared to the velocity measurement results. In the paper also the design of the original draft tube modification due to flow improvement is discussed in the case of the Kaplan turbine uprating project. The results of the draft tube modification were confirmed by model tests in the hydraulic laboratory as well.

The former USSR illegally dumped into the ocean liquid and solid radioactive wastes (RW) originating from nuclear-powered vessels and ships. The Russian President created a special Commission to analyse both the scale and consequences of this activity. According to documentary data and expert estimates at the Commission's disposal, the maximum activity of RW that entered the seas adjacent to Russian territory could have been as much as 2,500 kCi at the time of disposal. The greatest radio-ecological hazard comes from reactors from nuclear submarines and core plates of the nuclear icebreaker 'Lenin', which had spent nuclear fuel in place and which were dumped in shallow water in the Kara Sea near Novaya Zemlya. Editor's note: This article extracts material from a Commission which published a report produced in Russia in 1993. Numerous sources in many Ministries and other government agencies, noted in the text, formed the basis for the final draft. The authors of the draft report were A. Yablokov, V. Karasev, V. Rumyantsev, M. Kokeev, O. Petrov, V. Lystsov, A. Yemelyanenkov and P. Rubtsov. After approving the draft report, the Commission submitted the report to the President of the Russian Federation in February 1993. By Presidential decision, this report (after several technical corrections) was open to the public: it is known variously as 'the Yablokov Commission report, or more simply the 'Yablokov Report', the 'White Book' or 'Yablokov White Paper'. During April-May 1993, 500 copies were distributed among governmental agencies inside Russia, and abroad through a net of Russian Embassies. This article was later sent to Dr Mike Champ as part of the ongoing collections of papers on the Arctic published in this journal (edited by Champ et al.: 1997 'Contaminants in the Arctic', Marine Pollution Bulletin 35, pp. 203-385 and in Marine Pollution Bulletin 2000, vol. 40, pp. 801-868, and continued with the present collection).

Current interest in neutron skyshine arises from the application of dry fuel handling and storage techniques at reactor sites, at the proposed monitored retrievable storage facility and at other facilities being considered as part of the civilian radioactive waste management programs. The chairman of Standards Subcommittee ANS-6, Radiation Protection and Shielding, has requested that a work group be formed to characterize the neutron skyshine problem and, if necessary, prepare a draft Standard. The work group is comprised of representatives of storage cask vendors, architect engineering firms, nuclear utilities, the academic community and staff members of national laboratories and government agencies.more » The purpose of this presentation summary is to describe the activities of the work group and the scope and contents of the projected Standard, ANS-6.6.2, ''Calculation and Measurement of Direct and Scattered Neutron Radiation from Nuclear Power Operations.'' The specific source under consideration by the work group is an array of dry fuel casks located at a reactor site. However, it is recognized that the scope of the standard should be broad enough to encompass other neutron sources. The Standard will define appropriate methodology for properly characterizing the neutron dose due to skyshine. This dose characterization is necessary, for example, in demonstrating compliance with pertinent regulatory criteria.« less

The U.S. Department of Energy has terminated the Yucca Mountain repository project. The U.S. Nuclear Regulatory Commission has indefinitely suspended the Yucca Mountain licensing proceeding. The presidentially-appointed Blue Ribbon Commission (BRC) on America's Nuclear Future is preparing a report, due in January 2012, to the Secretary of Energy on recommendations for a new national nuclear waste management and disposal program. The BRC Draft Report published in July 2011 provides a compelling critique of the past three decades failed efforts in the United States to site storage and disposal facilities for spent nuclear fuel (SNF) and high-level radioactive waste (HLW). However,more » the BRC Draft Report fails to provide detailed guidance on how to implement an alternative, successful approach to facility site selection. The comments submitted to the BRC by the State of Nevada Agency for Nuclear Projects provide useful details on how the US national nuclear waste program can get beyond the failed Yucca Mountain repository project. A detailed siting process, consisting of legislative elements, procedural elements, and 'rules' for volunteer sites, could meet the objectives of the BRC and the Western Governors Association (WGA), while promoting and protecting the interests of potential host states. The recent termination of the proposed Yucca Mountain repository provides both an opportunity and a need to re-examine the United States' nuclear waste management program. The BRC Draft Report published in July 2011 provides a compelling critique of the past three decades failed efforts in the United States to site storage and disposal facilities for SNF and HLW. It is anticipated that the BRC Final report in January 2012 will recommend a new general course of action, but there will likely continue to be a need for detailed guidance on how to implement an alternative, successful approach to facility site selection. Getting the nation's nuclear waste program back on track requires, among other things, new principles for siting-principles based on partnership between the federal implementing agency and prospective host states. These principles apply to the task of developing an integrated waste management strategy, to interactions between the federal government and prospective host states for consolidated storage and disposal facilities, and to the logistically and politically complicated task of transportation system design. Lessons from the past 25 years, in combination with fundamental parameters of the nuclear waste management task in the US, suggest new principles for partnership outlined in this paper. These principles will work better if well-grounded and firm guidelines are set out beforehand and if the challenge of maintaining competence, transparency and integrity in the new organization is treated as a problem to be addressed rather than a result to be expected. Bees provide indispensable pollination services to both agricultural crops and wild plant populations, and several species of bees have become important models for the study of learning and memory, plant–insect interactions, and social behavior. Orchid bees (Apidae: Euglossini) are especially important to the fields of pollination ecology, evolution, and species conservation. Here we report the nuclear and mitochondrial genome sequences of the orchid bee Euglossa dilemma Bembé & Eltz. E. dilemma was selected because it is widely distributed, highly abundant, and it was recently naturalized in the southeastern United States. We provide a high-quality assembly of the 3.3 Gb genome, and an official gene set of 15,904 gene annotations. We find high conservation of gene synteny with the honey bee throughout 80 MY of divergence time. This genomic resource represents the first draft genome of the orchid bee genus Euglossa, and the first draft orchid bee mitochondrial genome, thus representing a valuable resource to the research community. E. dilemma was selected because it is widely distributed, highly abundant, and it was recently naturalized in the southeastern United States. We provide a high-quality assembly of the 3.3 Gb genome, and an official gene set of 15,904 gene annotations. We find high conservation of gene synteny with the honey bee throughout 80 MY of divergence time. This genomic resource represents the first draft genome of the orchid bee genus Euglossa , and the first draft orchid bee mitochondrial genome, thus representing a valuable resource to the research community. Thraustochytrids are unicellular, marine protists, and there is a growing industrial interest in these organisms, particularly because some species, including strains belonging to the genus Aurantiochytrium, accumulate high levels of docosahexaenoic acid (DHA). Here, we report the draft genome sequence of Aurantiochytrium sp. T66 (ATCC PRA-276), with a size of 43 Mbp, and 11,683 predicted protein-coding sequences. The data has been deposited at DDBJ/EMBL/Genbank under the accession LNGJ00000000. The genome sequence will contribute new insight into DHA biosynthesis and regulation, providing a basis for metabolic engineering of thraustochytrids.

The 65 colleges and universities offering undergraduate degrees in nuclear engineering and the 15 schools offering strong nuclear engineering options are, in general, doing a good job to meet the current spectrum of job opportunities. But, nuclear engineering programs are not producing enough graduates to meet growing demands. They currently receive little aid and support from their customers --industry and government--in the form of scholarships, grants, faculty research support, student thesis and project support, or student summer jobs. There is not enough interaction between industry and universities. Most nuclear engineering programs are geared too closely to the technology of themore » present family of reactors and too little to the future breeder reactors and controlled thermonuclear reactors. In addition, nuclear engineering programs attract too few women and members of minority ethnic groups. Further study of the reasons for this fact is needed so that effective corrective action can be taken. Faculty in nuclear engineering programs should assume greater initiative to provide attractive and objective nuclear energy electives for technical and nontechnical students in other disciplines to improve their technical understanding of the safety and environmental issues involved. More aggressive and persistent efforts must be made by nuclear engineering schools to obtain industry support and involvement in their programs. (auth)« less

The airworthiness authorities (FAA, JAA, Transport Canada) will be releasing a draft rule in the 2006 timeframe concerning the operation of aircraft in a Supercooled Large Droplet (SLD) environment aloft. The draft rule will require aircraft manufacturers to demonstrate that their aircraft can operate safely in an SLD environment for a period of time to facilitate a safe exit from the condition. It is anticipated that aircraft manufacturers will require a capability to demonstrate compliance with this rule via experimental means (icing tunnels or tankers) and by analytical means (ice prediction codes). Since existing icing research facilities and analytical codes were not developed to account for SLD conditions, current engineering tools are not adequate to support compliance activities in SLD conditions. Therefore, existing capabilities need to be augmented to include SLD conditions. In response to this need, NASA and its partners conceived a strategy or Roadmap for developing experimental and analytical SLD simulation tools. Following review and refinement by the airworthiness authorities and other international research partners, this technical strategy has been crystallized into a project plan to guide the SLD Engineering Tool Development effort. This paper will provide a brief overview of the latest version of the project plan and technical rationale, and provide a status of selected SLD Engineering Tool Development research tasks which are currently underway.

Developing human capital in nuclear with required nuclear background and professional qualifications is necessary to support the implementation of nuclear power projects in the near future. Sufficient educational and training skills are required to ensure that the human resources needed by the nuclear power industry meets its high standard. The Government of Malaysia has made the decision to include nuclear as one of the electricity generation option for the country, post 2020 in order to cater for the increasing energy demands of the country as well as to reduce CO2 emission. The commitment by the government has been made clearer with the inclusion of the development of first NPP by 2021 in the Economic Transformation Program (ETP) which was launched by the government in October 2010. The In tandem with the government initiative to promote nuclear energy, Center for Nuclear Energy, College of Engineering, Universiti Tenaga Nasional (UNITEN) is taking the responsibility in developing human capital in the area of nuclear power and technology. In the beginning, the College of Engineering has offered the Introduction to Nuclear Technology course as a technical elective course for all undergraduate engineering students. Gradually, other nuclear technical elective courses are offered such as Nuclear Policy, Security and Safeguards, Introduction to Nuclear Engineering, Radiation Detection and Nuclear Instrumentation, Introduction to Reactor Physics, Radiation Safety and Waste Management, and Nuclear Thermal-hydraulics. In addition, another course Advancement in Nuclear Energy is offered as one of the postgraduate elective courses. To enhance the capability of teaching staffs in nuclear areas at UNITEN, several junior lecturers are sent to pursue their postgraduate studies in the Republic of Korea, United States and the United Kingdom, while the others are participating in short courses and workshops in nuclear that are conducted locally and abroad. This paper describes the progress of teaching and learning in nuclear engineering and technology at UNITEN that include curriculum development, students' enrolment and performance, and teaching staff's human resource development.

The FGDC has developed a draft National Shoreline Data Content Standard that provides a framework for shoreline data development, sharing of data, and shoreline data transformation and fusion. The FGDC Coastal and Marine Spatial Data Subcommittee, chaired by the National Oceanic and Atmospheric Administration (NOAA), sponsored development of the draft standard. The FGDC Coordination Group, comprised of representatives of Federal agencies, has approved releasing this draft standard for public review and comment. The draft National Shoreline Data Content Standard defines attributes or elements that are common for shoreline data development and provides suggested domains for the elements. The functional scope includes definition of data models, schemas, entities, relationships, definitions, and crosswalks to related standards. The draft National Shoreline Data Content Standard is intended to enhance the shoreline framework by providing technical guidance on shoreline semantics, data structures and their relationships to builders and users of shoreline data. The geographical scope of the draft standard comprises all shorelines of navigable waters within the United States and its territories. The primary intended users of the National Shoreline Data Content Standard are the mapping, shoreline engineering, coastal zone management, flood insurance, and natural resource management communities. The FGDC invites all stakeholders to comment on this draft standard to ensure that it meets their needs. These assessments often use and create technical information about the State’s posture towards proliferation, the vulnerability of a nuclear energy system to an undesired event, and the effectiveness of safeguards. This project will find and fuse social and technical information by explicitly considering the role of cultural, social and behavioral factors relevant to proliferation. Alloy 617 is approved for non-nuclear construction in the ASME Boiler and Pressure Vessel Code Section I and Section VIII, but is not currently qualified for nuclear use in ASME Code Section III. A draft Code Case was submitted in 1992 to qualify the alloy for nuclear service but efforts were stopped before the approval process was completed.1 Renewed interest in high temperature nuclear reactors has resulted in a new effort to qualify Alloy 617 for use in nuclear pressure vessels. The mechanical and physical properties of Alloy 617 were extensively characterized for the VHTR programs in the 1980’s andmore » incorporated into the 1992 draft Code Case. Recently, the properties of modern heats of the alloy that incorporate an additional processing step, electro-slag re-melting, have been characterized both to confirm that the properties of contemporary material are consistent with those in the historical record and to increase the available database. A number of potential issues that were identified as requiring further consideration prior to the withdrawal of the 1992 Code Case are also being re-examined in the current R&D program. Code Cases are again being developed to allow use of Alloy 617 for nuclear design within the rules of the ASME Boiler and Pressure Vessel Code. In general the Code defines two temperature ranges for nuclear design with austenitic and nickel based alloys. Below 427°C (800°F) time dependent behavior is not considered, while above this temperature creep and creep-fatigue are considered to be the dominant life-limiting deformation modes. There is a corresponding differentiation in the treatment of the potential for effects associated with cold work. Below 427°C the principal issue is the relationship between the level of cold work and the propensity for stress corrosion cracking and above that temperature the primary concern is the impact of cold work on creep-rupture behavior.« less

The Center for Nuclear Energy (CNE), College of Engineering, Universiti Tenaga Nasional (UNITEN) has a great responsibility to undertake educational activities that promote developing human capital in the area of nuclear engineering and technology. Developing human capital in nuclear through education programs is necessary to support the implementation of nuclear power projects in Malaysia in the near future. In addition, the educational program must also meet the nuclear power industry needs and requirements. In developing a certain curriculum, the contents must comply with the university's Outcomes Based Education (OBE) philosophy. One of the important courses in the nuclear curriculum is in the area of nuclear security. Basically the nuclear security course covers the current issues of law, politics, military strategy, and technology with regard to weapons of mass destruction and related topics in international security, and review legal regulations and political relationship that determine the state of nuclear security at the moment. In addition, the course looks into all aspects of the nuclear safeguards, builds basic knowledge and understanding of nuclear non-proliferation, nuclear forensics and nuclear safeguards in general. The course also discusses tools used to combat nuclear proliferation such as treaties, institutions, multilateral arrangements and technology controls. In this paper, we elaborate the development of undergraduate nuclear security course at the College of Engineering, Universiti Tenaga Nasional. Since the course is categorized as mechanical engineering subject, it must be developed in tandem with the program educational objectives (PEO) of the Bachelor of Mechanical Engineering program. The course outcomes (CO) and transferrable skills are also identified. Furthermore, in aligning the CO with program outcomes (PO), the PO elements need to be emphasized through the CO-PO mapping. As such, all assessments and distribution of Bloom Taxonomy levels are assigned in accordance with the CO-PO mapping. Finally, the course has to fulfill the International Engineering Alliance (IEA) Graduate Attributes of the Washington Accord.

In February 1983, the US Department of Energy (DOE) identified the Davis Canyon site in Utah, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Davis Canyon site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for Nuclear Waste Repositories. These evaluations are reported in this draft environmental assessment (EA), which is being issued for public review and comment. The DOE findings and determinations that are based on these evaluationsmore » are preliminary and subject to public review and comment. A final EA will be prepared after considering the comments received. On the basis of the evaluations reported in this draft EA, the DOE has found that the Davis Canyon site is not disqualified under the guidelines. The site is in the Paradox Basin, which is one of five distinct geohydrologic settings considered for the first repository. This setting contains one other potentially acceptable site - the Lavender Canyon site. Although the Lavender Canyon site appears to be suitable for site characterization, the DOE has concluded that the Davis Canyon site is the preferred site in the Paradox Basin. Furthermore, the DOE finds that the site is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. On the basis of these findings, the DOE is proposing to nominate the Davis Canyon site as one of five sites suitable for characterization. Having compared the Davis Canyon site with the other four sites proposed for nomination, the DOE has determined that the Davis Canyon site is not one of the three preferred sites for recommendation to the President as candidates for characterization.« less

Nuclear power owes its origin to physicists. Fission was demonstrated by physicists and chemists and the first nuclear reactor project was led by physicists. However as nuclear power was harnessed to produce electricity the role of the engineer became stronger. Modern nuclear power reactors bring together the skills of physicists, chemists, chemical engineers, electrical engineers, mechanical engineers and civil engineers. The paper illustrates this by considering the Sizewell B project and the role played by physicists in this. This covers not only the roles in design and analysis but in problem solving during the commissioning of first of a kind plant. Looking forward to the challenges to provide sustainable and environmentally acceptable energy sources for the future illustrates the need for a continuing synergy between physics and engineering. This will be discussed in the context of the challenges posed by Generation IV reactors.

Projections of levels of radioactive fallout from a nuclear war are sensitive to assumptions about the structure of the nuclear stockpiles as well as the assumed scenarios for a nuclear war. Recent arms control proposals would change these parameters. This paper examines the implications of the proposed (Intermediate-range Nuclear Forces) INF treaty and (Strategic Arms Reduction Treaty) START on fallout projections from a major nuclear war. We conclude that the INF reductions are likely to have negligible effects on estimates of global and local fallout, whereas the START reductions could result in reductions in estimates of local fallout that rangemore » from significant to dramatic, depending upon the nature of the reduced strategic forces. Should a major war occur, projections of total fatalities from direct effects of blast, thermal radiation, a nd fallout, and the phenomenon known as nuclear winter, would not be significantly affected by INF and START initiatives as now drafted. 14 refs.« less

Technicians manufacture a nozzle for the Kiwi B-1-B nuclear rocket engine in the Fabrication Shop’s vacuum oven at the National Aeronautics and Space Administration (NASA) Lewis Research Center. The Nuclear Engine for Rocket Vehicle Applications (NERVA) was a joint NASA and Atomic Energy Commission (AEC) endeavor to develop a nuclear-powered rocket for both long-range missions to Mars and as a possible upper-stage for the Apollo Program. The early portion of the program consisted of basic reactor and fuel system research. This was followed by a series of Kiwi reactors built to test basic nuclear rocket principles in a non-flying nuclear engine. The next phase, NERVA, would create an entire flyable engine. The final phase of the program, called Reactor-In-Flight-Test, would be an actual launch test. The AEC was responsible for designing the nuclear reactor and overall engine. NASA Lewis was responsible for developing the liquid-hydrogen fuel system. The turbopump, which pumped the fuels from the storage tanks to the engine, was the primary tool for restarting the engine. The NERVA had to be able to restart in space on its own using a safe preprogrammed startup system. Lewis researchers endeavored to design and test this system. This non-nuclear Kiwi engine, seen here, was being prepared for tests at Lewis’ High Energy Rocket Engine Research Facility (B-1) located at Plum Brook Station. The tests were designed to start an unfueled Kiwi B-1-B reactor and its Aerojet Mark IX turbopump without any external power.

The fundamental approach to nuclear physics was prepared to introduce basic reactor principles to various groups of non-nuclear technical personnel associated with NERVA Test Operations. NERVA Test Operations functions as the field test group for the Nuclear Rocket Engine Program. Nuclear Engine for Rocket Vehicle Application (NERVA) program is the combined efforts of Aerojet-General Corporation as prime contractor, and Westinghouse Astronuclear Laboratory as the major subcontractor, for the assembly and testing of nuclear rocket engines. Development of the NERVA Program is under the direction of the Space Nuclear Propulsion Office, a joint agency of the U.S. Atomic Energy Commission and the National Aeronautics and Space Administration.

Over the past several years, there has been considerable interest by the nuclear industry in the Nuclear Regulatory Commission (NRC) explicitly defined an activity level in plant waste materials at which the radiological impacts would be so low as to be considered Below Regulatory Concern (BRC). In January 1989, Electric Power Research Institute (EPRI) completed an extensive industry research effort to develop the technical bases for establishing criteria for the disposal of very low activity wastes in ordinary disposal facilities. The Nuclear Management and Resources Council (NUMARC), with assistance from the Edison Electric Institute (EEI) and the Electric Power Researchmore » Institute (EPRI), drafted a petition titled: Petition for Rulemaking Regarding Disposal of Below Regulatory Concern Radioactive Wastes from Commercial Nuclear Power Plants.'' Subsequent to the industry making a final decision for submittal of the drafted BRC petition, EPRI was requested to evaluate the technical and economic impact of six BRC options. These options are: take no action in pursuing a BRC waste exemption, petition the NRC for authorization to disposal of any BRC waste in any ordinary disposal facility, limit disposal of BRC waste to the nuclear power plant site, limit disposal of BRC waste to the nuclear power plant site and other utility owned property, petition for a mixed waste exemption, and petition for single waste stream exemptions in sequence (i.e. soil, followed by sewage sludge, etc.). The petition and technical bases were written to support the disposal of any BRC waste type in any ordinary disposal facility. These documents do not provide all of the technical and economic information needed to completely assessment the BRC options. With the announcement of the Vision for Space Exploration on January 14, 2004, there has been a renewed interest in nuclear thermal propulsion. Nuclear thermal propulsion is a leading candidate for in-space propulsion for human Mars missions; however, the cost to develop a nuclear thermal rocket engine system is uncertain. Key to determining the engine development cost will be the engine requirements, the technology used in the development and the development approach. The engine requirements and technology selection have not been defined and are awaiting definition of the Mars architecture and vehicle definitions. The paper discusses an engine development approach in light of top-level strategic questions and considerations for nuclear thermal propulsion and provides a suggested approach based on work conducted at the NASA Marshall Space Flight Center to support planning and requirements for the Prometheus Power and Propulsion Office. This work is intended to help support the development of a comprehensive strategy for nuclear thermal propulsion, to help reduce the uncertainty in the development cost estimate, and to help assess the potential value of and need for nuclear thermal propulsion for a human Mars mission.
