US President Barack Obama has pledged to increase the country's spending on research and development and create an "Apollo era" push for research into renewable energy. Speaking at the 146th annual meeting of the National Academy of Sciences (NAS) in Washington, DC, at the end of April, he outlined a wide-ranging plan for science and technology, from improving teaching of science in schools to reducing carbon emissions. Obama was only the fourth US president after George Bush senior, Jimmy Carter and John F Kennedy to address an NAS annual meeting.

Both women signify change in race relations in America, yet both reveal that the history of racial inequality in this country is far from over. As an Ivy League-educated descendent of slaves, Michelle Obama is not just unfamiliar to the mainstream media and the Washington political scene; during the 2008 presidential campaign, she was vilified as angry and unpatriotic. Past experiments have demonstrated that the cognitive broadening produced by positive emotions may extend to social contexts. Building on this evidence, we hypothesized that positive emotions triggered by thinking about Barack Obama may broaden and expand people's sense of self to include others. Results from an expressive-writing study demonstrated that African American college students prompted to write about Obama immediately prior to and after the 2008 presidential election used more plural self-references, fewer other-references, and more social references. Mediation analyses revealed that writing about Obama increased positive emotions, which in turn increased the likelihood that people thought in terms of more-inclusive superordinate categories (we and us rather than they and them). Implications of these findings for the role of positive emotions in perspective-taking and intergroup relations are considered.

Images of Black Americans are becoming remarkably diverse, enabling Barack Obama to defy simple-minded stereotypes and succeed. Understood through the Stereotype Content Model's demonstrably fundamental trait dimensions of perceived warmth and competence, images of Black Americans show three relevant patterns. Stereotyping by omission allows non-Blacks to accentuate the positive, excluding any lingering negativity but implying it by its absence; specifically, describing Black Americans as gregarious and passionate suggests warmth but ignores competence and implies its lack. Obama's credentials prevented him from being cast as incompetent, though the experience debate continued. His legendary calm and passionate charisma saved him on the warmth dimension. Social class subtypes for Black Americans differentiate dramatically between low-income Blacks and Black professionals, among both non-Black and Black samples. Obama clearly fit the moderately warm, highly competent Black-professional subtype. Finally, the campaign's events (and nonevents) allowed voter habituation to overcome non-Blacks' automatic emotional vigilance to Black Americans.

The Obama - Xi Accord: A Need for Further Action

Presidents Barrack Obama of the United States and Jinping Xi of China recently announced a bilateral framework to reduce the total carbon emissions of their respective countries. The U.S. agreed to reduce annual carbon emissions such that by 2025, emissions would be 27% below 2005 levels. China agreed to achieve peak carbon emissions around 2030 coupled with a best effort to peak early. Here we analyze the implications of the Obama-Xi accord for total global carbon emissions (GCE) out to year 2060, using projections of population, economic growth, and carbon intensity for the rest of the world as well as various assumptions regarding how emissions from the U.S. and China will evolve after the timeframe of the Obama-Xi accord. Our GCE projections will be compared to those of the four Representative Concentration Pathway (RCP) emission scenarios used in the IPCC Fifth Assessment Report (AR5). The Obama-Xi accord is shown to be a meaningful first step: if followed, the actual GCE will likely fall below RCP 8.5 between now and 2060. The U.S., China, and rest of the world presently emit 4.5, 2.0, and 1.1 tonne of carbon per person per year (tpy), respectively. We show that if the world's nations adopt a strategy of "Contraction and Convergence", such that per capita emission for each country reaches 1.0 tpy by 2060, actual GCE will approach that of RCP 4.5 by year 2060. Such action may be needed to reduce the risk of the most dire global warming forecasts within IPCC AR5.

Priming with race-typed names and religious concepts have been shown to activate stereotypes and increase prejudice towards out-groups. We examined the effects of name and religious word priming on views of a specific and well-known person, President Barack Obama. We predicted that politically conservative participants primed with President Obama's middle name (Hussein) would rate him more negatively and be more likely to view him as a Muslim than those not shown his middle name. We also examined whether conservatives primed with concrete religious words would rate President Obama more negatively and be more likely to view him as Muslim than those primed with other word types. Furthermore, we predicted that those who mis-identify President Obama as Muslim would rate him more negatively than would those who view him as Christian. The results provided mixed support for these hypotheses. Conservatives primed with President Obama's middle name rated him significantly more negatively than did those in the control condition. This effect was not found for politically liberal or moderate participants. Name priming did not significantly affect views of President Obama's religious affiliation. Although not statistically significant, conservatives primed with abstract religious words tended to rate President Obama more negatively than did those primed with other word types. Religious word priming significantly influenced views of President Obama's religious affiliation; interestingly, participants primed with abstract religious words were more likely to think President Obama is Muslim than were those primed with religious agent or non-religious words. As predicted, participants who thought president Obama was Muslim rated him significantly more negatively than did those who thought he was Christian. Overall, our results provide some evidence that ethnic name and religious word priming can significantly influence opinions, even with a well-known and specific person.

The Seventh Review Conference of the Biological Weapons Convention (BWC), the first international treaty to outlaw an entire class of weapons, was held in Geneva in December 2011. On 7 December, Secretary of State Hillary Clinton became the highest-ranking US government official to address a BWC meeting. Secretary Clinton told the assembled delegation that ‘we view the risk of bioweapons attack as both a serious national security challenge and a foreign policy priority’. At the same time, she warned that a large-scale disease outbreak ‘could cripple an already fragile global economy’. Secretary Clinton's speech reflected a new understanding that the range of biological threats to international security has expanded from state-sponsored biological warfare programmes to include biological terrorism, dual-use research and naturally occurring infectious diseases such as pandemics. Recognizing these changes, President Barack Obama released a new national strategy for countering biological threats in 2009. This strategy represents a shift in thinking away from the George W. Bush administration's focus on biodefence, which emphasized preparing for and responding to biological weapon attacks, to the concept of biosecurity, which includes measures to prevent, prepare for and respond to naturally occurring and man-made biological threats. The Obama administration's biosecurity strategy seeks to reduce the global risk of naturally occurring and deliberate disease outbreaks through prevention, international cooperation, and maximizing synergies between health and security. The biosecurity strategy is closely aligned with the Obama administration's broader approach to foreign policy, which emphasizes the pragmatic use of smart power, multilateralism and engagement to further the national interest. Our purpose in the following was to investigate the start-up rhetoric employed by U.S. President Barack Obama in his speeches. The initial 5 min from eight of his speeches from May to September of 2009 were selected for their variety of setting, audience, theme, and purpose. It was generally hypothesized that Barack Obama, widely recognized for the excellence of his rhetorical performance, would pursue both constant and variable strategies in his effort to establish contact with his audience. More specifically, it was hypothesized that the make-up of the audience--primarily native or non-native speakers of English--would be a prominent independent variable. A number of temporal and verbal measures were used as dependent variables. Variations were evident in mean length in syllables and duration in seconds of utterances (articulatory phrases), articulation rate in syllables per second of ontime, mean duration of silent pauses in seconds, and frequency of fillers, hesitations, colloquial words and phrases, introductory phrases, and 1st person singular pronominals. Results indicated that formality versus informality of the setting and presence or absence of a teleprompter were more prominent than native versus non-native audiences. Our analyses confirm Obama's skillfulness in challenging and variable settings and clearly detect orderliness and scientific generalizability in language use. The concept of orality/literacy provides a theoretical background and emphasizes dialogical interaction of audience and speaker.

With student participants in the second annual White House Science Fair as a backdrop, President Barack Obama announced on 7 February programs to help prepare new math and science teachers and to meet a new goal of having 1 million more U.S. college graduates in science, technology, engineering, and math (STEM) over the next decade than there would be at the current graduation rate. That goal is outlined in a report entitled “Engage to excel,” by the President's Council of Advisors on Science and Technology (PCAST), released the same day. Obama also announced several other initiatives, including a $22 million private-sector investment, led by the Carnegie Corporation of New York, to invest in STEM teacher training. After he toured the science fair projects, Obama said the science fair students “inspire” him. “What impresses me so much is not just how smart you are, but it's the fact that you recognize you've got a responsibility to use your talents in service of something bigger than yourselves,” he said. What these young people are doing is “going to make a bigger difference in the life of our country over the long term than just about anything,” adding, “We've got to emphasize how important this is and recognize these incredible young people who are doing that that I couldn't even imagine thinking about at fifth grade or eighth grade or in high school.”

The present longitudinal study examined the complex role of race-including racial attitudes and visual representations of race-in White Americans' responses to Obama during the 2008 U.S. presidential election. Consistent with prior research, participants who perceived Obama as darker skinned were less likely to vote for him and generally evaluated Obama less positively. It is important to note, however, that these effects were stronger among Whites with more egalitarian expressed racial attitudes. Moreover, this pattern occurred over and above effects of political orientation and remained stable over a 2-month period, including pre- and postelection. With the U.S. Interagency Ocean Policy Task Force final report in hand, U.S. president Barack Obama issued an executive order on 19 July largely adopting its recommendations. These include establishing a National Policy for the Stewardship of the Ocean, Coasts, and Great Lakes; creating a National Ocean Council, which will hold its first meeting later this summer; strengthening the ocean governance structure; and providing for the development of coastal and marine spatial plans. African American women's racial identity is a major determinant for how they interpret the world around them, yet there is little research examining how specific aspects of racial identity are linked with attitudes about an event that has been highly significant for African-Americans: the election of President Barack Obama. The current study examined the relationship between African American mothers' racial identity and their perceived significance of the election of President Barack Obama as an indicator of reduced systemic and actual racism for African Americans, using a sample of 110 African American mothers residing in a Northeastern metropolitan area. Results revealed that racial centrality and assimilation positively predicted perceived significance of President Obama's election for diminishing racism. Implications and future directions are discussed.

The health reform plan put forth by Sen. Barack Obama (D-IL) focuses on expanding insurance coverage and provides new subsidies to individuals, small businesses, and businesses experiencing catastrophic expenses. It greatly increases the federal regulation of private insurance but does not address the core economic incentives that drive health care spending. This omission along with the very substantial short-term savings claimed raise serious questions about its fiscal sustainability. Heavy regulation coupled with a fallback National Health Plan and a play-or-pay financing choice also raise questions about the future of the employer insurance market.

To establish expectancy, observers first made a demanding visual discrimination on each of three baseline trials. Then, on a fourth, critical trial, a single, salient and highly visible object appeared in full view at the center of the visual field and in the absence of any competing visual input. Surprisingly, fully half of the participants were unaware of the solitary object in front of their eyes. Dramatically, observers were blind even when the only stimulus on display was the face of U.S. President Barack Obama. We term this novel, counterintuitive phenomenon, Barack Obama Blindness (BOB). Employing a method that rules out putative memory effects by probing awareness immediately after presentation of the critical stimulus, we demonstrate that the BOB effect is a true failure of conscious vision.

Economics professor's front porch in New Haven, CT. 1223 trick-or-treaters in New Haven over three years; on average, 8.5 years old and 53% male (among children whose gender was identifiable). Trick-or-treaters over the age of three that approached the house. Random assignment to the Michelle Obama side of the porch or the Comparison side of the porch. Selection of fruit over candy. Difference-in-means estimates. We estimate that viewing a photograph of Michelle Obama's face relative to control conditions caused children to be 19% more likely to choose fruit over candy. Michelle Obama's initiative to reduce childhood obesity has influenced children's dietary preferences. Whether this influence extends beyond Halloween trick-or-treating in New Haven, CT on the porch of an economics professor requires further research.

To examine President Obama's fiscal commitment to the Ryan White Program (formerly Ryan White Comprehensive AIDS Resource Emergency Act), which provides funding for economically disadvantaged people and families affected by HIV. We analyzed budgetary request and congressional appropriation data from 2009 to 2016. The data are available from the Health Resources and Services Administration and the Henry J. Kaiser Family Foundation. Increased coverage for people living with HIV/AIDS provided by the Affordable Care Act most likely led the Obama administration to request small increases and at times decreases in funding for the Ryan White Program. Congress passed either small increases or decreases in appropriations for the Ryan White Program. Decreases or small increases in the Ryan White Program funding risk progress made in treating HIV among economically disadvantaged patients.

Responsive partisanship: public support for the clinton and obama health care plans.

We examine the contours of support for the Clinton and Obama health care plans during the 1990s and 2000s based on our own compilation of 120,000 individual-level survey responses from throughout the debates. Despite the rise of the Tea Party, and the racialization of health care politics, opinion dynamics are remarkably similar in both periods. Party ID is the single most powerful predictor of support for reform and the president's handling of it. Contrary to prominent claims, after controlling for partisanship, demographic characteristics are at best weak predictors of support for reform. We also show that Clinton and Obama did not "lose" blacks, seniors, or wealthy voters over the course of the debate. The small and often nonexistent relationship between these characteristics and support for the plan are constant over time. Instead, the modest fluctuations in support for reform appear to follow the ebb and flow of elite rhetoric. Both mean levels of support and its volatility over time covary with elite partisan discourse. These findings suggest that presidents courting public opinion should seek consensus among their own party's elites before appealing to other narrower interests. Barack Obama's successful campaign for the presidency has been widely attributed to the use of social networking sites, mobile devices, and interactive websites to engage previously hard-to-reach populations in political activity. Campaign communication strategies may be applicable for youth health promotion efforts, particularly for the highly stigmatized issue of mental health. In this article, we examine elements of the 2008 Obama presidential campaign's use of social media technologies and content designed to foster effective political participation among youth. We outline how the same social media technologies may be applied to public health efforts focused on reaching and providing services to the 20% of young people who have a diagnosable mental disorder. We discuss the strengths and limitations of the application of these media to date, and raise questions about the future use of these media for engaging hard-to-reach populations in addressing stigmatized public health issues.

In March 2009, President Barack Obama issued a memorandum on the subject of scientific integrity in which he stated emphatically, 'Science and the scientific process must inform and guide decisions of my Administration on a wide range of issues, including improvement of public health, protection of the environment, increased efficiency in the use of energy and other resources, mitigation of the threat of climate change, and protection of national security.” The president charged John Holdren, director of the Office of Science and Technology Policy (OSTP), with developing specific recommendations “for ensuring the highest level of integrity in all aspects of the executive branch's involvement with scientific and technological processes.” On Friday, 17 December, OSTP released federal department and agency guidelines for implementing the administration’s policies on scientific integrity.

Outbreak or Epidemic? How Obama's Language Choice Transformed the Ebola Outbreak Into an Epidemic.

Our aim was to examine in what terms leading newspapers' online sites described the current Ebola crisis. We employed a quantitative content analysis of terms attributed to Ebola. We found and analyzed 582 articles published between March 23 and September 30, 2014, on the online websites of 3 newspapers: The New York Times, Daily Mail, and Ynet. Our theoretical framework drew from the fields of health communication and emerging infectious disease communication, including such concepts as framing media literacy, risk signatures, and mental models. We found that outbreak and epidemic were used interchangeably in the articles. From September 16, 2014, onward, epidemic predominated, corresponding to when President Barack Obama explicitly referred to Ebola as an epidemic. Prior to Obama's speech, 86.8% of the articles (323) used the term outbreak and only 8.6% (32) used the term epidemic. Subsequently, both terms were used almost the same amount: 53.8% of the articles (113) used the term outbreak and 53.3% (112) used the term epidemic. Effective communication is crucial during public health emergencies such as Ebola, because language framing affects the decision-making process of social judgments and actions. The choice of one term (outbreak) over another (epidemic) can create different conceptualizations of the disease, thereby influencing the risk signature. Nearly fifty years ago, the American Academy organized a conference and two issues of its journal "Daedalus" on the topic of "The Negro American." The project engaged top intellectuals and policy-makers around the conflicts and limitations of mid-1960s liberalism in dealing with race. Specifically, they grappled with the persistent question of how to integrate a forced-worker population that had been needed but that was socially undesirable once its original purpose no longer existed. Today, racism has been discredited as an idea and legally sanctioned segregation belongs to the past, yet the question the conference participants explored -- in essence, how to make the unwanted wanted -- still remains. Recent political developments and anticipated demographic shifts, however, have recast the terms of the debate. Gerald Early, guest editor for the present volume, uses Barack Obama's election to the presidency as a pretext for returning to the central question of "The Negro American" project and, in turn, asking how white liberalism will fare in the context of a growing minority population in the United States. With the U.S. federal deficit on target to hit $1.5 trillion this year, President Barack Obama's proposed federal budget of $3.73 trillion for fiscal year (FY) 2012, which begins on 1 October, has been greeted with mixed reviews since its release on 14 February. The proposal, which calls for a 5-year overall freeze on discretionary spending outside of security, generally is favorable for science and science agencies—particularly the National Science Foundation (NSF), the Department of Energy's (DOE) Office of Science, and the National Institute of Standards and Technology's (NIST) laboratories. However, some other agencies and bureaus, including the U.S. Geological Survey (USGS) and the Environmental Protection Agency (EPA), do not fare as well. A number of Republicans in Congress have panned the budget. Rep. Paul Ryan (R-Wis.), chair of the House of Representatives Committee on the Budget, said the president “has failed to tackle the urgent fiscal and economic threats before us.” Also, with the FY 2011 budget never having been enacted, House Committee on Appropriations chair Hal Rogers (R-Ky.) introduced a continuing resolution (H.R. 1) on 11 February that would fund the federal government for the remainder of the current fiscal year at a level $100 billion below the administration's request for this year.

Abstract The new species Tosanoides obama is described from two specimens collected at a depth of 90–92 m off Kure Atoll and Pearl and Hermes Atoll, Northwestern Hawaiian Islands. It differs from the other two species of this genus in life color and in certain morphological characters, such as number of pored lateral-line scales, pectoral-fin rays, snout length, anterior three dorsal-fin spine lengths, dorsal-fin profile, and other characters. There are also substantial genetic differences from the other two species of Tosanoides (d ≈ 0.10 in mtDNA cytochrome oxidase I). The species is presently known only from the Northwestern Hawaiian Islands within the Papahānaumokuākea Marine National Monument. PMID:28138296

Participatory and Social Media to Engage Youth: From the Obama Campaign to Public Health Practice

Barack Obama’s successful campaign for the presidency has been widely attributed to the use of social networking sites, mobile devices, and interactive websites to engage previously hard-to-reach populations in political activity. Campaign communication strategies may be applicable for youth health promotion efforts, particularly for the highly stigmatized issue of mental health. In this article, we examine elements of the 2008 Obama presidential campaign’s use of social media technologies and content designed to foster effective political participation among youth. We outline how the same social media technologies may be applied to public health efforts focused on reaching and providing services to the 20% of young people who have a diagnosable mental disorder. We discuss the strengths and limitations of the application of these media to date, and raise questions about the future use of these media for engaging hard-to-reach populations in addressing stigmatized public health issues. Destination memory and deception: when I lie to Barack Obama about the moon.

This study investigates whether deceivers demonstrate high memory of the person to whom lies have been told (i.e., high destination memory). Participants were asked to tell true information (e.g., the heart is a vital organ) and false information (e.g., the moon is bigger than the sun) to pictures of famous people (e.g., Barack Obama) and, in a subsequent recognition test, they had to remember to whom each type of information had previously been told. Participants were also assessed on a deception scale to divide them into two populations (i.e., those with high vs. those with low deception). Participants with high tendency to deceive demonstrated similar destination memory for both false and true information, whereas those with low deception demonstrated higher destination memory for lies than for true information. Individuals with a high tendency to deceive seem to keep track of the destination of both true information and lies to be consistent in their future social interactions, and thus to avoid discovery of their deception. However, the inconsistency between deceiving and the moral standard of individuals with a low tendency to deceive may result in high destination memory in these individuals.

Charles Darwin and C. Lloyd Morgan forward two influential principles of cognitive ethological inference that yield conflicting results about the extent of continuity in the cognitive traits of humans and other animals. While these principles have been interpreted as reflecting commitments to different senses of parsimony, in fact, both principles result from the same vera causa inferential strategy, according to which "We ought to admit no more causes of natural things, than such as are both true and sufficient to explain their appearances". Instead, the conflict stems from Darwin's and Morgan's views about the true causes of human psychology. Darwin holds a thoroughly Humean philosophy of the human mind, from which he infers significant continuity between human and animal minds. In contrast, Morgan argues that Humean cognitive mechanisms cannot account for a class of uniquely human behaviors, and therefore, he concludes that there is a significant discontinuity between human and animal cognition. I describe and integrate several theories of group consciousness and collective action, along with 3 case studies of political activists. I have 2 goals: (1) to use the theories to help us understand something puzzling about each life and (2) to use the cases to complicate and expand the theories. Barack Obama's case raises the question of how someone with a politicized Black identity evolved into a politician working for all oppressed people and complicates racial identity development theory. Hillary Clinton's case raises the question of how a middle-class White girl raised in a conservative family became a prominent Democratic Party politician and complicates group consciousness theories by demonstrating the importance of generation and personality. Ingo Hasselbach's (a former German neo-Nazi leader) case illustrates relative deprivation theory and raises the question of whether theories developed to explain subordinate group consciousness can be applied to movements of dominant group consciousness. © 2010 The Author. A década de 70 do século passado foi marcada pelo estudo das concepções alternativas que os alunos trazem para a sala de aula. A identificação destas concepções foi o ponto de partida para promover a mudança conceitual, onde as pré-concepções seriam trocadas pelas concepções científicas. Na década seguinte, surgiram muitas propostas de estratégias educacionais para facilitar esta troca, na sua maioria baseadas na idéia do conflito cognitivo, proposta por Piaget. Entretanto, os resultados pouco animadores conduziram à percepção de que a mudança conceitual é um processo mais complexo. Pelas idéias da Ciência Cognitiva, a mudança conceitual é uma mudança progressiva dos modelos mentais que o aluno tem sobre o mundo físico, através de enriquecimento e revisão. A causa das Estações do Ano é um tópico sobre o qual a maioria dos estudantes apresenta concepções alternativas. Os autores fizeram um levantamento sobre as pré-concepções encontradas em trabalhos sobre o tema (16 referências), procurando encontrar elementos comuns que indicassem a presença de modelos mentais específicos. As pré-concepções encontradas na literatura foram obtidas usando-se diversas metodologias (desde entrevistas clínicas até questionários de múltipla escolha) e envolvendo alunos e professores de diferentes regiões geográficas. A partir de uma análise aprofundada de cada trabalho, e utilizando-se a técnica das Redes Sistêmicas, chegou-se a conclusão que as diversas pré-concepções identificadas (em torno de 50), poderiam ser representadas por 6 modelos mentais, onde a explicação da causa das estações do ano tem um mecanismo causal responsável. Os mecanismos causais identificados foram: a dependência da distância, a dependência da orientação, a dependência conjunta da distância e orientação, a dependência da obstrução, a dependência da velocidade e a dependência da inclinação dos raios solares. Processing an abstract concept such as political ideology by itself is difficult but becomes easier when a background situation contextualizes it. Political ideology within American politics, for example, is commonly processed using space metaphorically, i.e., the political "left" and "right" (referring to Democrat and Republican views, respectively), presumably to provide a common metric to which abstract features of ideology can be grounded and understood. Commonplace use of space as metaphor raises the question of whether an inherently non-spatial stimulus (e.g., picture of the political "left" leader, Barack Obama) can trigger a spatially-specific response (e.g., attentional bias toward "left" regions of the visual field). Accordingly, pictures of well-known Democrats and Republicans were presented as central cues in peripheral target detection (Experiment 1) and saccadic free-choice (Experiment 2) tasks to determine whether perception of stimuli lacking a direct association with physical space nonetheless induce attentional and oculomotor biases in the direction compatible with the ideological category of the cue (i.e., Democrat/left and Republican/right). In Experiment 1, target detection following presentation of a Democrat (Republican) was facilitated for targets appearing to the left (right). In Experiment 2, participants were more likely to look left (right) following presentation of a Democrat (Republican). Thus, activating an internal representation of political ideology induced a shift of attention and biased choice of gaze direction in a spatially-specific manner. These findings demonstrate that the link between conceptual processing and spatial attention can be totally arbitrary, with no reference to physical or symbolic spatial information. Remembering President Barack Obama's inauguration and the landing of US Airways Flight 1549: a comparison of the predictors of autobiographical and event memory.

We examined and compared the predictors of autobiographical memory (AM) consistency and event memory accuracy across two publicly documented yet disparate public events: the inauguration of Barack Obama as the 44th president of the United States on January 20th 2009, and the emergency landing of US Airways Flight 1549, off the coast of Manhattan, on January 15th 2009. We tracked autobiographical and event memories for both events, with assessments taking place within 2½ weeks of both events (Survey 1), and again between 3½ and 4 months after both events (Survey 2). In a series of stepwise regressions we found that the psychological variables of recalled emotional intensity and personal importance/centrality predicted AM consistency and event memory accuracy for the inauguration. Conversely, the rehearsal variables of covert rehearsal and media attention predicted, respectively, AM consistency and event memory accuracy for the plane landing. We conclude from these findings that different factors may underlie autobiographical and event memory for personally and culturally significant events (e.g., the inauguration), relative to noteworthy, yet less culturally significant, events (e.g., the plane landing).

The succession of the most prominent frames can be summarized as: medicine as a social science; the germ theory of disease; health care as a battleground (or the war metaphor); managing health care resources (or the market metaphor); Health for All (the social justice model); evidence-based medicine; and Obama Care. The focus of these frames is causal, instrumental, political/economic or social in nature. All remain relevant; however, recycling individual past frames in response to current problems will not achieve the outcomes we seek. Placing the individual and his/her needs at the centre (the attractor for the health system) of our thinking, as emphasized by the World Health Organization's International Classification of Function framework and the European Society of Person Centered Health Care, may provide the frame to refocus health and health care as interdependent experiences across individual, community and societal domains. Shifting beyond the entrenched instrumental and economic thinking will be challenging but necessary for the sake of patients, health professionals, society and the economy. © 2014 John Wiley & Sons, Ltd.

This optimistic assessment of the prospects for health reform from senior Democratic and Republican congressmen spells out several reasons why reform can be achieved early in the first year of the Obama administration. Political and policy factors suggest that President-elect Barack Obama is in a much better position than his predecessors to achieve comprehensive health reform, including universal coverage. The Obama administration will have to overcome numerous obstacles and resistance to enact reform. Still, after decades of frustration and disappointment, policymakers should set aside their differences and enable the United States to join the ranks of developed nations by making sure every American has health insurance.

Four studies investigated whether political allegiance and salience of outgroup membership contribute to the phenomenon of acceptance of false, stigmatizing information (smears) about political candidates. Studies 1-3 were conducted in the month prior to the 2008 U.S. Presidential election and together demonstrated that pre-standing opposition to John McCain or Barack Obama, as well as the situational salience of differentiating social categories (i.e., for Obama, race; for McCain, age), contributed to the implicit activation and explicit endorsement of smearing labels (i.e., Obama is Muslim; McCain is senile). The influence of salient differentiating categories on smear acceptance was particularly pronounced among politically undecided individuals. Study 4 clarified that social category differences heighten smear acceptance, even if the salient category is semantically unrelated to the smearing label, showing that, approximately 1 year after the election, the salience of race amplified belief that Obama is a socialist among undecided people and McCain supporters. Taken together, these findings suggest that, at both implicit and explicit cognitive levels, social category differences and political allegiance contribute to acceptance of smears against political candidates. 2010 APA, all rights reserved

Attitudes and cognitive distances: On the non-unitary and flexible nature of cognitive maps.

Spatial relations of our environment are represented in cognitive maps. These cognitive maps are prone to various distortions (e.g., alignment and hierarchical effects) caused by basic cognitive factors (such as perceptual and conceptual reorganization) but also by affectively loaded and attitudinal influences. Here we show that even differences in attitude towards a single person representing a foreign country (here Barack Obama and the USA) can be related to drastic differences in the cognitive representation of distances concerning that country. Europeans who had a positive attitude towards Obama's first presidential program estimated distances between US and European cities as being much smaller than did people who were skeptical or negative towards Obama's ideas. On the basis of this result and existing literature, arguments on the non-unitary and flexible nature of cognitive maps are discussed.

People typically have intense feelings about politics. Therefore, it was no surprise that the campaign and eventual election of Barack Obama were highly anticipated and emotionally charged events, making it and the emotion experienced afterward a useful situation in which to replicate prior research showing that people typically overestimate the intensity and duration of their future affective states. Consequently, it was expected that Obama supporters and McCain supporters might overestimate the intensity of their affective responses to the outcome of the election. Data showed that while McCain supporters underestimated how happy they would be following the election, Obama supporters accurately predicted how happy they would be following the election. These data provide descriptive information on the accuracy of people's predicted reactions to the 2008 U.S. presidential election. The findings are discussed in the context of the broad literature and this specific and unique event.

The Obama administration has simultaneously marketed the prospect of providing undocumented immigrants a pathway to citizenship through comprehensive immigration reform and overseen mass deportations of mostly Latino immigrants. While it is clear that immigration policy was highly influential to Latino voters in 2012, it remains unclear how this political hypocrisy is being interpreted by Latino voters. As deportations have risen steadily during the Obama administration, there has been little research on how deportations and personal connections to undocumented immigrants have influenced the political attitudes of the Latino/a electorate. Using a nationally representative survey of 800 registered Latino/a voters administered in 2013, we explore the relationships between personal connections to undocumented immigrants and issue salience among Latinos as well as Latinos' views of President Obama. This study finds that registered Latino voters who know deportees and undocumented immigrants are more likely to report that they think the President and Congress should act on immigration policy versus all other policies. Moreover, Latino voters who know someone who is undocumented are less likely to have favorable views towards President Obama. This study has implications for our collective knowledge of how direct and indirect connections to policy outcomes influences the political behavior of the highly influential Latino/a electorate and how political and policy outcomes will be influenced in the future when a much higher proportion of the electorate have such connections.

Despite drawing on a common pool of data, observers of the 2012 presidential campaign came to different conclusions about whether, how, and to what extent "October surprise" Hurricane Sandy influenced the election. The present study used a mixed correlational and experimental design to assess the relation between, and effect of, the salience of Hurricane Sandy on attitudes and voting intentions regarding President Barack Obama and Mitt Romney in a large sample of voting-aged adults. Results suggest that immediately following positive news coverage of Obama's handling of the storm's aftermath, Sandy's salience positively influenced attitudes toward Obama, but that by election day, reminders of the hurricane became a drag instead of a boon for the President. In addition to theoretical implications, this study provides an example of how to combine methodological approaches to help answer questions about the impact of unpredictable, large-scale events as they unfold. Land planarians are recognized as important predators, yet studies on their feeding habits are usually restricted to invasive species. Thus, it is difficult to determine the real ecological role of this group in ecosystems and how their communities are structured. In the present study, we analyzed the diet of six co-occurring Neotropical land planarians and their success in capturing prey, based on experiments in the laboratory, in order to determine how they share resources in the same environment. We also calculated indices of food niche breadth and food niche overlap for land planarians for the first time. The diet of Luteostriata abundans comprises only woodlice and the diets of Obama ficki and Obama ladislavii are composed only of gastropods, while Paraba multicolor and Obama anthropophila feed on both gastropods and other land planarians. An invasive species recently found in Western Europe, Obama nungara, showed the highest food niche breadth, feeding on gastropods, earthworms and planarians. We found the highest niche overlap between O. anthropophila and P. multicolor. The results suggest that land planarians are frequent predators of woodlice and land gastropods in the Neotropical ecozone and thus are important for the maintenance of native ecosystems and for the control of invasive species. The coexistence of several species in the same habitat is possible due to the use of different species as main prey, which reduces interspecific competition. Copyright © 2016 Elsevier GmbH. La muestra incluyó a tres sujetos con intento de suicidio, mayores de 18 años, que eran atendidos en consulta externa a causa de una lesión autoinfligida en el último año, y a tres psiquiatras que trataban a estos pacientes. La información se obtuvo previo consentimiento informado en entrevistas individuales. Se llevó a cabo un análisis de discurso argumentado para encontrar los significados que los participantes otorgaron a los principios bioéticos y las posibles disyuntivas entre éstos. Las discordancias entre la beneficencia y la autonomía estuvieron relacionadas con el beneficio del tratamiento, el respeto por los valores y las creencias de los pacientes, entre otros. Este trabajo presenta consideraciones éticas relevantes en el escenario clínico, al ofrecer al psiquiatra un análisis bioético que le permita actuar de acuerdo con la beneficencia y respetando la autonomía del paciente frente a casos de intento de suicidio y, de esta forma procurar una mejor atención para ellos. Social media, such as Twitter, have become major channels of communication and commentary on popular culture, including conversations on our nation's leading addiction: tobacco. The current study examined Twitter conversations following two tobacco-related events in the media: (1) President Obama's doctor announcing that he had quit smoking and (2) the release of a photograph of Miley Cyrus (a former Disney child star) smoking a cigarette. With a focus on high-profile individuals whose actions can draw public attention, we aimed to characterise tobacco-related conversations as an example of tobacco-related public discourse and to present a novel methodology for studying social media. Tweets were collected 11-13 November 2011 (President Obama) and 1-3 August 2011 (Miley Cyrus) and analysed for relative frequency of terms, a novel application of a linguistic methodology. The President Obama data set (N=2749 tweets) had conversations about him quitting tobacco as well as a preponderance of information on political activity, links to websites, racialised terms and mention of marijuana. Websites and terms about Obama's smoke-free status were most central to the conversation. In the Miley Cyrus data (N=4746 tweets), terms that occurred with the greatest relative frequency were positive, emotional and supportive of quitting (eg, love, and please), with words such as 'love' most central to the conversation. People are talking about tobacco-related issues on Twitter, and semantic network analysis can be used to characterise on-line conversations. Future interventions may be able to harness social media and major current events to raise awareness of smoking-related issues. Published by the BMJ Publishing Group Limited. This article reports new empirical evidence on probabilistic polling , which asks persons to state in percent-chance terms the likelihood that they will vote and for whom. Before the 2008 presidential election, seven waves of probabilistic questions were administered biweekly to participants in the American Life Panel (ALP). Actual voting behavior was reported after the election. We find that responses to the verbal and probabilistic questions are well-aligned ordinally. Moreover, the probabilistic responses predict voting behavior beyond what is possible using verbal responses alone. The probabilistic responses have more predictive power in early August, and the verbal responses have more power in late October. However, throughout the sample period, one can predict voting behavior better using both types of responses than either one alone. Studying the longitudinal pattern of responses, we segment respondents into those who are consistently pro-Obama , consistently anti-Obama , and undecided/vacillators . Membership in the consistently pro- or anti-Obama group is an almost perfect predictor of actual voting behavior, while the undecided/vacillators group has more nuanced voting behavior. We find that treating the ALP as a panel improves predictive power: current and previous polling responses together provide more predictive power than do current responses alone.

Findings show that darker images were more frequent in negative ads—especially those linking Obama to crime—which aired more frequently as Election Day approached. We then conduct an experiment to document how these darker images can activate stereotypes, and show that a subtle darkness manipulation is sufficient to activate the most negative stereotypes about Blacks—even when the candidate is a famous counter-stereotypical exemplar—Barack Obama (study 2). Known as the Constellation programme, it included the Ares I and Ares V launch vehicles for low Earth orbit (LEO) and planetary missions, and the Orion capsule that would have carried astronauts to the Moon and beyond. Although the impact of the proposal is still unclear, it could be as important for NASA as John F Kennedy's famous speech to Congress on 25 May 1961, in which he announced plans to send astronauts to the Moon by the end of the decade.

Ensuring the integrity of science was a priority for the Obama Administration. In March 2009, President Obama issued a Presidential Memorandum that recognized the need for the public to be able to trust the science and scientific process informing public policy decisions. In 2010, the White House Office of Science and Technology Policy (OSTP) issued a Memorandum providing guidelines for Federal departments and agencies to follow in developing scientific integrity policies. This Memorandum describes minimum standards for: (1) strengthening the foundations of scientific integrity in government, including by shielding scientific data and analysis from inappropriate political influence; (2) improving public communication about science and technology by promoting openness and transparency; (3) enhancing the ability of Federal Advisory Committees to provide independent scientific advice; and (4) supporting the professional development of government scientists and engineers. The Memorandum called upon the heads of departments and agencies to develop scientific integrity policies that meet these requirements. At the end of the Obama Administration, 24 Federal departments and agencies had developed and implemented scientific integrity policies consistent with the OSTP guidelines. This year, there are significant questions as to the Trump Administration's commitment to these scientific integrity policies and interest in the Congress in codifying these policies in law. The session will provide an update on the status of agency scientific integrity policies and legislation.

En Chile, el tratamiento de la depresión en salud pública promueve la realización de Intervenciones Psicosociales en Grupo (IPG) para todos los casos diagnosticados, no obstante, se observa una baja implementación de estas prestaciones. El presente artículo describe y caracteriza, desde el punto de vista de la disciplina psicológica, el significado de psicólogas/os que trabajan en consultorios de atención primaria de salud (APS) sobre las IPG en el tratamiento de la depresión. Se entrevistaron a ocho psicólogas/os de los distintos Servicios de Salud de la Región Metropolitana de Santiago. Este estudio se basó en las premisas de la Teoría Fundamentada, utilizando sus estrategias de análisis. La categoría "los grupos no nos resultan" expone las principales barreras que impiden la realización de estas intervenciones. La carga laboral centrada en atenciones individuales, el escaso presupuesto destinado a su implementación, y la falta de instalaciones adecuadas para realizar las IPG emergen como barreras institucionales. Asi mismo, la "poca fe" en la efectividad del trabajo en grupo, la figura de las/os psicólogas/os como únicas/os profesionales capacitadas/os para trabajar con las emociones, la idea de que la baja adherencia al tratamiento no depende de su ejercicio laboral, y el hecho de que la implementación de las IPG dependa del interés individual de algunas/os profesionales, emergen como las principales resistencias profesionales a su realización. Se discuten los alcances de estas barreras, y se proponen soluciones que favorezcan el cambio cultural necesario para que las/los profesionales e instituciones de salud puedan alinearse en plenitud con el modelo comunitario de salud propuesto por el Plan Nacional de Salud Mental y Psiquiatría (PNSMP).

The ACA has survived multiple existential threats in the legislative and judicial branches, including dozens of congressional attempts at repeal and two major Supreme Court cases. Even as it seems that the ACA is here to stay, what the law accomplishes is far from settled. The Trump administration is using executive powers to weaken the law, in many cases using the same powers that President Obama used to strengthen the effects of the reform. States have responded by seeking flexibility to pursue reforms, such as work requirements, that could not pass Congress and that were not allowed by the Obama administration. There is no indication that the ACA is imploding as President Trump has predicted and seems to desire, although these changes have a real and substantial impact on the lives of many Americans, including the near-elderly in unique ways.

Hosted by the Work and Well-Being Research and Evaluation Program at the Centre for Addiction and Mental Health, the theme of the congress was We Can Do It! President Barack Obama's proposed budget for the U.S. National Science Foundation (NSF) for fiscal year (FY) 2013 would provide the agency with $7.37 billion, a $340 million increase, 4.8% above the FY 2012 estimated budget under which NSF has been operating. NSF has fared well during previous budget cycles, and the Obama administration's budget document for FY 2013 states that “NSF plays a critical role in the implementation of the President's Plan for Science and Technology.” With federal agencies operating under tighter budgets in a difficult financial climate, NSF director Subra Suresh said the budget includes substantial increases for core programs, frontier science, education, and human resources. “I am confident that NSF merits the $7.4 billion the president proposed. I'm optimistic Congress will approve the budget,” Suresh said at a 13 February NSF budget briefing.

Images of Black Americans are becoming remarkably diverse, enabling Barack Obama to defy simple-minded stereotypes and succeed. Understood through the Stereotype Content Model’s demonstrably fundamental trait dimensions of perceived warmth and competence, images of Black Americans show three relevant patterns. Stereotyping by omission allows non-Blacks to accentuate the positive, excluding any lingering negativity but implying it by its absence; specifically, describing Black Americans as gregarious and passionate suggests warmth but ignores competence and implies its lack. Obama’s credentials prevented him from being cast as incompetent, though the experience debate continued. His legendary calm and passionate charisma saved him on the warmth dimension. Social class subtypes for Black Americans differentiate dramatically between low-income Blacks and Black professionals, among both non-Black and Black samples. Obama clearly fit the moderately warm, highly competent Black-professional subtype. Finally, the campaign’s events (and nonevents) allowed voter habituation to overcome non-Blacks’ automatic emotional vigilance to Black Americans. PMID:24235974
