The need to improve space mechanism reliability is underscored by a long history of flight failures and anomalies caused by malfunctioning mechanisms on spacecraft and launch vehicles. Some examples of these failures are listed in a table. Because much experience has been gained over the years, many specialized design practices have evolved and many unsatisfactory design approaches have been identified.NASA and the NASA Lewis Research Center conducted a Lessons Learned Study (refs. 1 and 2) and wrote a handbook to document what has been learned in the past. The primary goals of the handbook were to identify desirable and undesirable design practices for space mechanisms and to reduce the number of failures caused by the repetition of past design errors. Another goal was to identify a variety of design approaches for specific applications and to provide the associated considerations and caveats for each approach in an effort to help designers choose the approach most suitable for each application. This technical summary outlines the goals and objectives of the handbook and study as well as the contents of the handbook.

This network provides an avenue for timely, correlative research between investigators, in a multidisciplinary approach to space physics studies. An objective in the development of SPAN is to make available direct and simplified procedures that scientists can use, without specialized training, to exchange information over the network. Identification and refinement of the best of these test methodologies and implementation approaches has been an objective of efforts by the Jet Propulsion Laboratory on behalf of the NASA Office of the Chief Engineer. The term aggregate risk, when used in this handbook, refers to the accumulation of risks from individual scenarios that lead to a shortfall in safety performance at a high level: e.g., an excessively high probability of loss of crew, loss of mission, planetary contamination, etc. Without aggregated quantitative measures such as these, it is not reasonable to expect that safety has been optimized with respect to other technical and programmatic objectives. At the same time, it is fully recognized that not all sources of risk are amenable to precise quantitative analysis and that the use of qualitative approaches and bounding estimates may be appropriate for those risk sources. Second, the handbook stresses the necessity of developing confidence that the controls derived for the purpose of achieving system safety not only handle risks that have been identified and properly characterized but also provide a general, more holistic means for protecting against unidentified or uncharacterized risks. For example, while it is not possible to be assured that all credible causes of risk have been identified, there are defenses that can provide protection against broad categories of risks and thereby increase the chances that individual causes are contained. Third, the handbook strives at all times to treat uncertainties as an integral aspect of risk and as a part of making decisions. The term "uncertainty" here does not refer to an actuarial type of data analysis, but rather to a characterization of our state of knowledge regarding results from logical and physical models that approximate reality. As plans for more effective management of the coastal zone evolved, it soon became apparent that improved maps and charts of these areas were needed. This handbook was prepared with the requirements of the entire coastal community in mind, giving greatest attention to the needs of coastal zone managers and planners at the State and local levels. Its principal objective is to provide general information and guidance; it is neither a textbook nor a technical manual, but rather a primer on coastal mapping. This handbook should help planners and managers of coastal programs to determine their mapping requirements, select the best maps and charts for their particular needs, and to deal effectively with personnel who gather data and prepare maps. The sections on "Sources of Assistance and Advice" and "Product and Data Sources" should be especially useful to all involved in mapping the coastal zone. Brief summaries of the mapping efforts of several State coastal zone management programs are included. "Future outlook" discusses anticipated progress and changes in mapping procedures and techniques. Illustrations are inserted, where appropriate, to illustrate the products and equipment discussed. Because of printing restrictions, the colors in map illustrations may vary from those in the original publication. The appendixes include substantial material which also should be of interest. In addition a glossary and an index are included to provide easy and quick access to the terms and concepts used in the text. For those interested in more technical detail than is provided in this handbook, the "Selected references" will be useful. Also, the publications of the professional societies listed in appendix 4 will provide technical information in detail.

Several NASA missions suffered failures and anomalies due to problems in applying space mechanisms technology to specific projects. Research shows that engineers often lack either adequate knowledge of mechanism design or sufficient understanding of how mechanisms affect sensitive systems. The Space Mechanisms Project conducted a Lessons Learned study and published a Space Mechanisms Handbook to help space industry engineers avoid recurring design, qualification, and application problems. The Space Mechanisms Handbook written at the NASA Glenn Research Center details the state-of-the-art in space mechanisms design as of 1998. NASA's objective in developing this Space Mechanisms Handbook was to provide readily accessible information on such areas as space mechanisms design, mechanical component availability and use, testing and qualification of mechanical systems, and a listing of worldwide space mechanisms experts and testing facilities in the United States. This handbook has been expanded into a two-volume CD-ROM set in an Adobe Acrobat format. The purposes of this project were to (1) develop a handbook on cystic fibrosis for elementary school teachers and to (2) pilot this handbook with a group of teachers and school nurses. The project used a descriptive survey design in which parents, teachers, and school nurses of 14 elementary-age children with cystic fibrosis were recruited from one cystic fibrosis clinic. Interest in using the handbook with their child's teachers was elicited from parents; also, interest in using the handbook was obtained by open-ended questions in a mailed survey sent to teachers and school nurses. Levels of teacher and school nurse knowledge were measured with a true/false pretest and posttest instrument. All parents expressed a desire to use the handbook with their child's teachers. Sixty-seven percent of the teachers and 89% of the school nurses returned the survey, and all endorsed the use of the handbook in their classrooms or schools. Comparison of the pretest and posttest scores from the teachers revealed an increase in teachers' knowledge. Scores on pretest and posttest measures from school nurses were high at each testing time. Results support the use of a printed handbook to promote knowledge of cystic fibrosis in teachers and to support communication among nurses, parents, and teachers.

Objectives The Maternal and Child Health (MCH) handbook is an integrated home-based record allowing clients to keep records on the continuum of care for mothers and children. This study aimed to assess associations between MCH handbook ownership and receipt of selected content of antenatal care services in Palestine. Methods Distribution of the MCH handbook in Palestine was launched in 2008. We used an anonymous data set of the Palestinian Family Survey 2010 and analyzed the data of 2026 women who had live births within the past 12 months. Descriptive statistical analysis was conducted to assess differences between MCH handbook holders and non-holders. Multivariable logistic regression models were used to estimate adjusted odds ratios of the effects of MCH handbook use according to proxy indicators of antenatal care quality. Results Accounting for about 60% (n = 1202) of study participants, handbook holders were more likely to be primipara, live in the Gaza Strip, live in refugee camps, and live within a 30-min distance to antenatal care facilities; however, household wealth levels for handbook holders were lower compared with non-holders. Handbook users had significantly higher odds of receiving all three kinds of medical tests and receiving information on five or more health education topics as part of antenatal care. The higher odds remained after adjusting for possible confounding variables, such as household wealth, region, residential area, birth order of the child, frequency of antenatal care, and time required to reach antenatal care facilities. Conclusions for Practice Use of the handbook as a portable checklist possibly promoted providers' higher adherence to the national guideline.

The improved PSF affects all exposure time calculations due to better aperture throughputs and increases the spectral resolution. The extra reflections of COSTAR decrease the efficiency by 10-20 percent. The change in focal length affects the aperture sizes as projected on the sky. The aperture designations that are already in use both in the exposure logsheets and in the project data base (PDB) have not been changed. Apertures are referred to here by their size, followed by the designation used on the exposure logsheet.

Guidelines for Guidelines: Are They Up to the Task? A Comparative Assessment of Clinical Practice Guideline Development Handbooks

Objectives We conducted a comparative review of clinical practice guideline development handbooks. We aimed to identify the main guideline development tasks, assign weights to the importance of each task using expert opinions and identify the handbooks that provided a comprehensive coverage of the tasks. Methods We systematically searched and included handbooks published (in English language) by national, international or professional bodies responsible for evidenced-based guideline development. We reviewed the handbooks to identify the main guideline development tasks and scored each handbook for each task from 0 (the handbook did not mention the task) to 2 (the task suitably addressed and explained), and calculated a weighted score for each handbook. The tasks included in over 75% of the handbooks were considered as ‘necessary’ tasks. Result Nineteen guideline development handbooks and twenty seven main tasks were identified. The guideline handbooks’ weighted scores ranged from 100 to 220. Four handbooks scored over 80% of the maximum possible score, developed by the National Institute for Health and Clinical Excellence, Swiss Centre for International Health, Scottish Intercollegiate Guidelines Network and World Health Organization. Necessary tasks were: selecting the guideline topic, determining the guideline scope, identifying relevant existing guidelines, involving the consumers, forming guideline development group,, developing clinical questions, systematic search for evidence, selecting relevant evidence, appraising identifies research evidence, making group decision, grading available evidence, creating recommendations, final stakeholder consultation, guideline implementation strategies, updating recommendations and correcting potential errors. Discussion Adequate details for evidence based development of guidelines were still lacking from many handbooks. The tasks relevant to ethical issues and piloting were missing in most handbooks. Transmutation of minor actinides such as Np, Am, and Cm in spent nuclear fuel is of international interest because of its potential for reducing the long-term health and safety hazards caused by the radioactivity of the spent fuel. One important approach to transmutation (currently being pursued by the DOE Fuel Cycle Research & Development Advanced Fuels Campaign) involves incorporating the minor actinides into U-Pu-Zr alloys, which can be used as fuel in fast reactors. U-Pu-Zr alloys are well suited for electrolytic refining, which leads to incorporation rare-earth fission products such as La, Ce, Pr, and Nd. It is, therefore, importantmore » to understand not only the properties of U-Pu-Zr alloys but also those of U-Pu-Zr alloys with concentrations of minor actinides (Np, Am) and rare-earth elements (La, Ce, Pr, and Nd) similar to those in reprocessed fuel. In addition to requiring extensive safety precautions, alloys containing U, Pu, and minor actinides (Np and Am) are difficult to study for numerous reasons, including their complex phase transformations, characteristically sluggish phasetransformation kinetics, tendency to produce experimental results that vary depending on the histories of individual samples, rapid oxidation, and sensitivity to contaminants such as oxygen in concentrations below a hundred parts per million. Although less toxic, rare-earth elements such as La, Ce, Pr, and Nd are also difficult to study for similar reasons. Many of the experimental measurements were made before 1980, and the level of documentation for experimental methods and results varies widely. It is, therefore, not surprising that little is known with certainty about U-Pu-Zr alloys, particularly those that also contain minor actinides and rare-earth elements. General acceptance of results commonly indicates that there is only a single measurement for a particular property. Safety basis analysts throughout the U.S. Department of Energy (DOE) complex rely heavily on the information provided in the DOE Handbook, DOE-HDBK-3010, Airborne Release Fractions/Rates and Respirable Fractions for Nonreactor Nuclear Facilities, to determine radionuclide source terms from postulated accident scenarios. In calculating source terms, analysts tend to use the DOE Handbook’s bounding values on airborne release fractions (ARFs) and respirable fractions (RFs) for various categories of insults (representing potential accident release categories). This is typically due to both time constraints and the avoidance of regulatory critique. Unfortunately, these bounding ARFs/RFs represent extremely conservative values. Moreover, they were derived frommore » very limited small-scale bench/laboratory experiments and/or from engineered judgment. Thus, the basis for the data may not be representative of the actual unique accident conditions and configurations being evaluated. The goal of this research is to develop a more accurate and defensible method to determine bounding values for the DOE Handbook using state-of-art multi-physics-based computer codes.« less

All grievances initiated on or after June 15, 1981, will be processed under these provisions. NASA recognizes and endorses the importance of bringing to light and adjusting grievances promptly and of treating all employees reasonably and fairly. Achieving these objectives requires great competence, mature judgment, and true willingness to reach a satisfactory solution. Provisions of the NASA Grievance System are directed to this purpose. Grievances and misunderstandings can arise in almost any working situation. It follows then that an employee's initiation of a grievance in good faith should not cast any reflection on the employee's standing with his or her supervisor or loyalty and importance to the organization. At the same time, the initiation of a grievance should not automatically be considered as a reflection on the employee's supervisor or on the general management of the activity. This handbook should be used in conjunction with Office of Personnel Management regulations in 5 CFR Part 771 and Chapter 771 of the Federal Personnel Manual. Installations may issue implementing instructions, e.g. specifying when fact-finding is required or when an unresolved grievance must be referred to a higher level of authority.

Disciplined approach to Fault Management (FM) has not always been emphasized by projects, contributing to major schedule and cost overruns: (1) Often faults aren't addressed until nominal spacecraft design is fairly stable. (2) Design relegated to after-the-fact patchwork, Band-Aid approach. Progress is being made on a number of fronts outside of Handbook effort: (1) Processes, Practices and Tools being developed at some Centers and Institutions (2) Management recognition. Constellation FM roles, Discovery/New Frontiers mission reviews (3) Potential Technology solutions. New approaches could avoid many current pitfalls (3a) New FM architectures, including model-based approach integrated with NASA's MBSE (Model-Based System Engineering) efforts (3b) NASA's Office of the Chief Technologist: FM identified in seven of NASA's 14 Space Technology Roadmaps. Opportunity to coalesce and establish thrust area to progressively develop new FM techniques. FM Handbook will help ensure that future missions do not encounter same FM-related problems as previous missions. Version 1 of the FM Handbook is a good start: (1) Still need Version 2 Agency-wide FM Handbook to expand Handbook to other areas, especially crewed missions. The KC-10A is a standard USAF tanker-transport aircraft with high-speed, high altitude refueling and long range transport capability. This report provides measured data defining the bioacoustic environments at flight crew/passenger locations inside this helicopter during normal flight operations. Data are reported for 24 locations in a wide variety of physical and psychoacoustic measures: overall and band sound pressure levels, C-weighted and A-weighted sound levels, preferred speech interference level, perceived noise level, and limiting times for total daily exposure of personnel with and without standard Air Force ear protectors. Electric chillers have dominated the market for large commercial cooling systems due to their history of reliable, economical operation. The phaseout of CFCs and deregulation of the utility industry are two factors that significantly impact the chiller market. The CFC phaseout is resulting in the upgrading or replacement of thousands of electric chillers nationwide. In a deregulated environment, utilities are finding increasing need to provide services that can win and retain new customers. Utility representatives need current information on applying and selecting cost-effective chiller systems. The objective of this report was to develop a comprehensive handbook that helps utility technicalmore » and marketing staff, their customers, and design professionals evaluate and select the best options for chilled-water systems in commercial buildings. Investigators used a variety of industry data sources to develop market-share information for electric and gas chiller systems and to determine applications according to building age, type, and region. Discussions with chiller manufacturers provided information on product availability, performance, and ownership cost. Using EPRI`s COMTECH software, investigators performed comprehensive cost analyses for placement of large and small chillers in three representative cities. Case studies of actual installations support these analyses. Electric Chiller Handbook provides a single source of current information on all major issues associated with chiller selection and application. Key issues include chiller availability and markets, rated performance, future viability of various refrigerant options, the cost-effectiveness of alternative chillers, and chilled-water system optimization. International clinical experiences are increasingly popular among medical students, residents, fellows, and practitioners. Adequate pre-departure training is an integral part of a meaningful, productive, and safe international experience. At Johns Hopkins University School of Medicine, we have developed a pre-departure handbook to assist practitioners in preparing for global health work. The handbook draws from current global health education literature, existing handbooks, and expert experiences, and includes information about logistical and cultural preparations. While a pre-departure handbook cannot serve as a substitute for a comprehensive pre-departure training program, it can be a useful introduction to the pre-departure process.

Guidance for updating clinical practice guidelines: a systematic review of methodological handbooks.

Updating clinical practice guidelines (CPGs) is a crucial process for maintaining the validity of recommendations. Methodological handbooks should provide guidance on both developing and updating CPGs. However, little is known about the updating guidance provided by these handbooks. We conducted a systematic review to identify and describe the updating guidance provided by CPG methodological handbooks and included handbooks that provide updating guidance for CPGs. We searched in the Guidelines International Network library, US National Guidelines Clearinghouse and MEDLINE (PubMed) from 1966 to September 2013. Two authors independently selected the handbooks and extracted the data. We used descriptive statistics to analyze the extracted data and conducted a narrative synthesis. We included 35 handbooks. Most handbooks (97.1%) focus mainly on developing CPGs, including variable degrees of information about updating. Guidance on identifying new evidence and the methodology of assessing the need for an update is described in 11 (31.4%) and eight handbooks (22.8%), respectively. The period of time between two updates is described in 25 handbooks (71.4%), two to three years being the most frequent (40.0%). The majority of handbooks do not provide guidance for the literature search, evidence selection, assessment, synthesis, and external review of the updating process. Guidance for updating CPGs is poorly described in methodological handbooks. This guidance should be more rigorous and explicit. This could lead to a more optimal updating process, and, ultimately to valid trustworthy guidelines.

A materials data book for use in the design and analysis of components and systems in near term experimental and commercial reactor concepts has been created by the Office of Fusion Energy. The handbook is known as the Materials Handbook for Fusion Energy Systems (MHFES) and is available to all organizations actively involved in fusion related research or system designs. Distribution of the MHFES and its data pages is handled by the Hanford Engineering Development Laboratory (HEDL), while its direction and content is handled by McDonnell Douglas Astronautics Company — St. Louis (MDAC-STL). The MHFES differs from other handbooks in that its format is geared more to the designer and structural analyst than to the materials scientist or materials engineer. The format that is used organizes the handbook by subsystems or components rather than material. Within each subsystem is information pertaining to material selection, specific material properties, and comments or recommendations on treatment of data. Since its inception a little more than a year ago, over 80 copies have been distributed to over 28 organizations consisting of national laboratories, universities, and private industries.

The purpose of this Handbook is to provide technical information, clarification, examples, processes, and techniques to help institute good modeling and simulation practices in the National Aeronautics and Space Administration (NASA). As a companion guide to NASA-STD- 7009, Standard for Models and Simulations, this Handbook provides a broader scope of information than may be included in a Standard and promotes good practices in the production, use, and consumption of NASA modeling and simulation products. NASA-STD-7009 specifies what a modeling and simulation activity shall or should do (in the requirements) but does not prescribe how the requirements are to be met, which varies with the specific engineering discipline, or who is responsible for complying with the requirements, which depends on the size and type of project. A guidance document, which is not constrained by the requirements of a Standard, is better suited to address these additional aspects and provide necessary clarification. This Handbook stems from the Space Shuttle Columbia Accident Investigation (2003), which called for Agency-wide improvements in the "development, documentation, and operation of models and simulations"' that subsequently elicited additional guidance from the NASA Office of the Chief Engineer to include "a standard method to assess the credibility of the models and simulations."2 General methods applicable across the broad spectrum of model and simulation (M&S) disciplines were sought to help guide the modeling and simulation processes within NASA and to provide for consistent reporting ofM&S activities and analysis results. From this, the standardized process for the M&S activity was developed. The major contents of this Handbook are the implementation details of the general M&S requirements ofNASA-STD-7009, including explanations, examples, and suggestions for improving the credibility assessment of an M&S-based analysis.

This edition is the result of an extensive revision and reworking of the second edition of the Space Materials Handbook along with the incorporation of entirely new subject matter coverage and new materials data. All of the most significant material, phenomena, properties, and principles covered in the original Handbook are presented and expanded in this revised and updated version. However, treatment of theoretical aspects has been condensed in order that more emphasis could be placed on the extensive new materials knowledge and data obtained from the design and successful launching of a wide variety of space systems. The handbook is organized into four parts, namely: space environment, effect of space environment on materials, materials in space, and biological interaction with spacecraft materials. Information on mechanical, physical, and chemical properties and characteristics is given for a wide variety of metallic and nonmetallic materials. This handbook provides guidance for conducting risk-informed decision making in the context of NASA risk management (RM), with a focus on the types of direction-setting key decisions that are characteristic of the NASA program and project life cycles, and which produce derived requirements in accordance with existing systems engineering practices that flow down through the NASA organizational hierarchy. The guidance in this handbook is not meant to be prescriptive. Instead, it is meant to be general enough, and contain a sufficient diversity of examples, to enable the reader to adapt the methods as needed to the particular decision problems that he or she faces. The handbook highlights major issues to consider when making decisions in the presence of potentially significant uncertainty, so that the user is better able to recognize and avoid pitfalls that might otherwise be experienced.

The current version of the STIS Data Handbook is presented as an independent and self-contained document, extensively built on the contents of version 6 of the HST Data Handbook. Users are referred to a companion volume, Introduction to the HST Data Handbooks, for more general information about the details of acquiring data from the HST archive, HST file formats, and general purpose software for displaying and processing HST data. For detailed information on the capabilities of the instrument, and how to plan observations, users should refer to the STIS Instrument Handbook. For further information and timely updates, users should consult the STIS Web page (http://www.stsci.edu/hst/stis), especially the Document Archive link. In particular, the STScI Analysis Newsletters (STANs) highlight changes in code and calibration procedures and provide other instrument-related news. The Instrument Science Reports (ISRs) present in-depth characterizations of the instrument and detailed explanations of calibration code and procedures. The current edition of the STIS Data Handbook was completed in early-2011. The last major revision was published in January 2002, following the failure of the Side-1 electronics and the successful resumption of operations using Side-2 electronics in the summer of 2001. STIS continued to perform well until the Side-2 electronics failed on 3 August 2004. STIS was successfully repaired during the fourth HST servicing mission (SM4) in May 2009 and has resumed science operations with all channels. A static archive of all STIS data taken prior to the Side-2 failure was prepared in 2006 using the latest calibration code and reference files, and has now replaced On-the-Fly Reprocessing (OTFR) of STIS data. A second objective is to provide descriptions of various photovoltaic systems installed by different Federal agencies under the Federal Photovoltaic Utilization Program so that other agencies may consider similar applications. The aim was to analyse the input of growth and development data in the Child Health Handbook. This is a cross-sectional study conducted in Cuiabá, Brazil, on August 13, 2011, with the application of a questionnaire and direct observation of 950 handbooks. We included children under one year of age who resided in Cuiabá, accompanied by their mothers or guardians who were in possession of the handbook. Data were analyzed by calculating the prevalence ratio (PR) and Chi-Square test, with a significance level set at 5%. The project was approved by the Ethics Committee under Opinion No. 882/2010. Of the analyzed handbooks, 95.4% of the development data and 79.6% of the data in the growth charts were incomplete or missing. The low rate of growth and development data input in the handbooks reveals the need to create awareness among the population, health care professionals and managers on the importance of handbooks, and the need to invest in training and the empowerment of professionals in relation to its proper use.

This Facilities Utilization Program Implementation Handbook (FUPIH) prescribes procedures for the review and the reporting on the utilization of NASA facilities. The Directors of NASA Field Installations should designate an Installation Official responsible for coordinating the assignment of buildings space and implementing the facilities utilization reviews and annual report preparation. The individual designated shall be known as the 'Facilities Utilization Officer (FUO).' Functional responsibilities of the FUO are detailed in NASA Management Instruction (NMI) 7234.1. It is recognized that titles used in the implementation of the Facilities Utilization Program may vary between field installations. The Facilities Utilization Program (FUP) is designed to provide a uniform and orderly process for meeting or addressing the following objectives: the establishment of sound facilities requirements to meet NASA's programmatic and institutional needs; the optimum allocation of available facilities and related resources to meet these requirements; and the early identification and request for required additional facilities resources. The detailed review and reporting system enacted by NMI 7234.1 should encourage more comprehensive utilization planning for all NASA facilities and ensure, to the maximum extent practicable, that all such facilities are put to their highest and best use consistent with NASA programmatic and institutional priorities. A principal purpose of the FUP is the early identification of NASA facilities which may be or may become underutilized or excess to NASA needs and to provide a timely reference point from which corrective actions (i.e., consolidation, elimination of duplication, improved utilization of disposal) may be taken. Because the supply of this handbook is limited, distribution should be controlled at the field installation level.

Transmutation of minor actinides such as Np, Am, and Cm in spent nuclear fuel is of international interest because of its potential for reducing the long-term health and safety hazards caused by the radioactivity of the spent fuel. One important approach to transmutation (currently being pursued by the DOE Fuel Cycle Research & Development Advanced Fuels Campaign) involves incorporating the minor actinides into U-Pu-Zr alloys, which can be used as fuel in fast reactors. It is, therefore, important to understand the properties of U-Pu-Zr alloys, both with and without minor actinide additions. In addition to requiring extensive safety precautions, alloysmore » containing U and Pu are difficult to study for numerous reasons, including their complex phase transformations, characteristically sluggish phase-transformation kinetics, tendency to produce experimental results that vary depending on the histories of individual samples, and sensitivity to contaminants such as oxygen in concentrations below a hundred parts per million. Many of the experimental measurements were made before 1980, and the level of documentation for experimental methods and results varies widely. It is, therefore, not surprising that little is known with certainty about U-Pu-Zr alloys, and that general acceptance of results sometimes indicates that there is only a single measurement for a particular property. This handbook summarizes currently available information about U, Pu, Zr, and alloys of two or three of these elements. It contains information about phase diagrams and related information (including phases and phase transformations); heat capacity, entropy, and enthalpy; thermal expansion; and thermal conductivity and diffusivity. In addition to presenting information about materials properties, it attempts to provide information about how well the property is known and how much variation exists between measurements. This report provides measured and extrapolated data defining the bioacoustic environments produced by this aircraft operating on a concrete runup pad for eight engine/power configurations. Near-field data are reported for one location in a wide variety of physical and psychoacoustic measures: overall and band sound pressure levels, C-weighted and A-weighted sound levels, preferred speech interference levels, perceived noise levels, and limiting times for total daily exposure of personnel with and without standard Air Force ear protectors. Far-field data measured at 15 locations are normalized to standard meteorological conditions and extrapolated from 75-8000 meters to derive sets of equal-value contours for these same seven acoustic measures as functions of angle and distance from the source. The three pairs of stereo camera setups aim to provide synchronized and stereo calibrated time series of images that can be used for 3D cloud mask reconstruction. Each camera pair is positioned at approximately 120 degrees from the other pair, with a 17o-19o pitch angle from the ground, and at 5-6 km distance from the U.S. Department of Energy (DOE) Central Facility at the Atmospheric Radiation Measurement (ARM) Climate Research Facility Southern Great Plains (SGP) observatory to cover the region from northeast, northwest, and southern views. Images from both cameras of the same stereo setup can be paired together tomore » obtain 3D reconstruction by triangulation. 3D reconstructions from the ring of three stereo pairs can be combined together to generate a 3D mask from surrounding views. The INCOSE Systems Engineering Handbook is the official INCOSE reference document for understanding systems engineering (SE) methods and conducting SE activities. Over the years, the Handbook has evolved to accommodate advances in the SE discipline and now serves as the basis for the Certified Systems Engineering Professional (CSEP) exam. Due to its evolution, the Handbook had become somewhat disjointed in its treatment and presentation of SE topics and was not aligned with the latest version of International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC) 15288:2008, Systems and Software Engineering. As a result, numerous inconsistencies were identified that could confuse practitionersmore » and directly impact the probability of success in passing the CSEP exam. Further, INCOSE leadership had previously submitted v3.1 of the Handbook to ISO/IEC for consideration as a Technical Report, but was told that the Handbook would have to be updated to conform with the terminology and structure of new ISO/IEC15288:2008, Systems and software engineering, prior to being considered. The revised INCOSE Systems Engineering Handbook v3.2 aligns with the structure and principles of ISO/IEC 15288:2008 and presents the generic SE life-cycle process steps in their entirety, without duplication or redundancy, in a single location within the text. Recognizing a need for a coordinated approach to resolve energy problems, certain members of the Organization for Economic Cooperation and Development (OECD) met in September 1974 and agreed to develop an International Energy Program. The International Energy Agency (IEA) was established within the OECD to administer, monitor and execute this International Energy Program. In July 1975, Solar Heating and Cooling was selected as one of the sixteen technology fields for multilateral cooperation. Five project areas, called tasks, were identified for cooperative activities within the IEA Program to Develop and Test Solar Heating and Cooling Systems. The objective of one taskmore » was to obtain improved basic resource information for the design and operation of solar heating and cooling systems through a better understanding of the required insolation (solar radiation) and related weather data, and through improved techniques for measurement and evaluation of such data. At the February 1976 initial experts meeting in Norrkoeping, Sweden, the participants developed the objective statement into two subtasks. (1) an insolation handbook; and (2) a portable meteorological instrument package. This handbook is the product of the first subtask. The objective of this handbook is to provide a basis for a dialogue between solar scientists and meteorologists. The 2017 PIF Handbook on Species Assessment (2017 PIF Handbook) documents assessment rules and scores used in the Partners in Flight Landbird Conservation Plan: 2016 Revision for Canada and Continental United States (Rosenberg et al. 2016) and The State of North America’s Birds 2016 (NABCI 2016). It updates previous versions of the handbook (Panjabi et al. 2012, 2005, 2001) developed to accompany other PIF applications including Saving Our Shared Birds: Partners in Flight Tri-National Vision for Landbird Conservation (Berlanga et al. 2010) and the North American Landbird Conservation Plan (Rich et al. 2004). All current and past scores, data sources, and other related information are contained in databases hosted by the Bird Conservancy of the Rockies. Scores can be viewed online and downloaded as excel files, including archived versions (http://pif.birdconservancy.org/acad). The current accompanying Avian Conservation Assessment Database (ACAD) holds assessment scores and data for all 1585 native and 18 well-established non-native bird species found in mainland North America south to Panama plus adjacent islands and oceans. The taxonomy follows the American Ornithological Society’s 7th Edition Checklist of North and Middle American Birds, including updates though the 57th supplement, published in 2016 (http://checklist.aou.org/). The ACAD builds on archived PIF databases that hosted only data on the 882 landbirds native to Canada, USA and Mexico. This handbook is presented in two principal sections. The hush-house noise suppressor was made by Aero Systems Engineering of Texas, Inc. for acoustical suppression of various AF fighter/trainer aircraft during ground runup operations. This report provides measured and extrapolated data defining the bioacoustic environments produced by several aircraft/engines operating in the hush-house suppressor for various engine power configurations. Far-field data measured at 20 locations are normalized to standard meteorological conditions and extrapolated from 75-8000 meters to derive sets of equal-value contours for seven acoustic measures as function of angle and distance from the source. Aerospace Meteorology provides the identification of that aspect of meteorology that is concerned with the definition and modeling of atmospheric parameters for use in aerospace vehicle development, mission planning and operational capability assessments. One of the principal sources of this information is the NASA-HDBK-1001 "Terrestrial Environment (Climatic) Criteria Handbook for Use in Aerospace Vehicle Development'. This handbook was approved by the NASA Chief Engineer in 2000 as a NASA Preferred Technical Standard . Its technical contents were based on natural environment statistics/models and criteria developed mostly in the early 1990's. A task was approved to completely update the handbook to reflect the current state-of-the-art in the various terrestrial environment climatic areas.

This handbook is an update of the 1993 version of the Data Collection Handbook and the Radionuclide Transfer Factors Report to support modeling the impact of radioactive material in soil. Many new parameters have been added to the RESRAD Family of Codes, and new measurement methodologies are available. A detailed review of available parameter databases was conducted in preparation of this new handbook. This handbook is a companion document to the user manuals when using the RESRAD (onsite) and RESRAD-OFFSITE code. It can also be used for RESRAD-BUILD code because some of the building-related parameters are included in this handbook.more » The RESRAD (onsite) has been developed for implementing U.S. Department of Energy Residual Radioactive Material Guidelines. Hydrogeological, meteorological, geochemical, geometrical (size, area, depth), crops and livestock, human intake, source characteristic, and building characteristic parameters are used in the RESRAD (onsite) code. The RESRAD-OFFSITE code is an extension of the RESRAD (onsite) code and can also model the transport of radionuclides to locations outside the footprint of the primary contamination. This handbook discusses parameter definitions, typical ranges, variations, and measurement methodologies. It also provides references for sources of additional information. The Handbook provides terrestrial environment information, data bases, models, recommendations, etc. for use in the design, development, trade studies, testing, and mission analyses for space (or launch) .vehicles. This document is organized into fourteen specific natural environment disciplines of which some are winds, atmospheric models, thermal radiation, precipitation-for-icing, cloud cover, atmospheric electricity, geologic hazards, toxic chemical release by propulsion systems, and sea state. Atmospheric phenomena play a significant role in the design and flight of aerospace vehicles and in the integrity of the associated aerospace systems and structures. Environmental design criteria guidelines in this document are based on measurements and observations of atmospheric and climatic phenomena relative to various aerospace development, operational, and vehicle launch locations. The natural environment criteria guidelines data presented in this Handbook were formulated based on discussions with and requests from engineers involved in aerospace vehicle development and operations. Therefore, they represent responses to actual engineering problems and are not just a general compilation of environmental data. The Microgravity Measurement and Analysis Project (MMAP) at the NASA Lewis Research Center (LeRC) manages the Space Acceleration Measurement System (SAMS) and the Orbital Acceleration Research Experiment (OARE) instruments to measure the microgravity environment on orbiting space laboratories. These laboratories include the Spacelab payloads on the shuttle, the SPACEHAB module on the shuttle, the middeck area of the shuttle, and Russia's Mir space station. Experiments are performed in these laboratories to investigate scientific principles in the near-absence of gravity. The microgravity environment desired for most experiments would have zero acceleration across all frequency bands or a true weightless condition. This is not possible due to the nature of spaceflight where there are numerous factors which introduce accelerations to the environment. This handbook presents an overview of the major microgravity environment disturbances of these laboratories. These disturbances are characterized by their source (where known), their magnitude, frequency and duration, and their effect on the microgravity environment. Each disturbance is characterized on a single page for ease in understanding the effect of a particular disturbance. The handbook also contains a brief description of each laboratory.

This handbook describes the General Wetland Vegetation Classification System developed as part of the U.S. Army Corps of Engineers’ Upper Mississippi River Restoration (UMRR) Program, Long Term Resource Monitoring (LTRM) element. The UMRR is a cooperative effort between the U.S. Army Corps of Engineers, U.S. Geological Survey, U.S. Fish and Wildlife Service, and the states of Illinois, Iowa, Minnesota, Missouri, and Wisconsin. The classification system consists of 31 general map classes and has been used to create systemic vegetation data layers throughout the diverse Upper Mississippi River System (UMRS), which includes the commercially navigable reaches of the Mississippi River from Minneapolis, Minnesota, in the north to Cairo, Illinois, in the south, the Illinois River, and navigable portions of the Kaskaskia, Black, St. Croix, and Minnesota Rivers. In addition, this handbook describes the evolution of the General Wetland Vegetation Classification System, discusses the process of creating a vegetation data layer, and describes each of the 31 map classes in detail. The handbook also acts as a pictorial guide to each of the map classes as they may appear in the field, as well as on color-infrared imagery. This version is an update to the original handbook published in 2004.
