The US Department of Homeland Security (DHS) has directed its Protective Security Advisors (PSAs) to form partnerships with the owners and operators of assets most essential to the Nation's well being - a subclass of critical infrastructure and key resources (CIKR) - and to conduct site visits for these and other high-risk assets as part of the Enhanced Critical Infrastructure Protection (ECIP) Program. During each such visit, the PSA documents information about the facility's current CIKR protection posture and overall security awareness. The primary goals for ECIP site visits (DHS 2009) are to: (1) inform facility owners and operators ofmore » the importance of their facilities as an identified high-priority CIKR and the need to be vigilant in light of the ever-present threat of terrorism; (2) identify protective measures currently in place at these facilities, provide comparisons of CIKR protection postures across like assets, and track the implementation of new protective measures; and (3) enhance existing relationships among facility owners and operators; DHS; and various Federal, State, local tribal, and territorial partners. PSAs conduct ECIP visits to assess overall site security; educate facility owners and operators about security; help owners and operators identify gaps and potential improvements; and promote communication and information sharing among facility owners and operators, DHS, State governments, and other security partners. Information collected during ECIP visits is used to develop metrics; conduct sector-by-sector and cross-sector vulnerability comparisons; identify security gaps and trends across CIKR sectors and subsectors; establish sector baseline security survey results; and track progress toward improving CIKR security through activities, programs, outreach, and training (Snyder 2009). The data being collected are used in a framework consistent with the National Infrastructure Protection Plan (NIPP) risk criteria (DHS 2009). The NIPP framework incorporates consequence, threat, and vulnerability components and addresses all hazards. The analysis of the vulnerability data needs to be reproducible, support risk analysis, and go beyond protection. It also needs to address important security/vulnerability topics, such as physical security, cyber security, systems analysis, and dependencies and interdependencies. This report provides an overview of the approach being developed to estimate vulnerability and provide vulnerability comparisons for sectors and subsectors. the information will be used to assist DHS in analyzing existing protective measures and vulnerability at facilities, to identify potential ways to reduce vulnerabilities, and to assist in preparing sector risk estimates. The owner/operator receives an analysis of the data collected for a specific asset, showing a comparison between the facility's protection posture/vulnerability index and those of DHS sector/subsector sites visited. This comparison gives the owner/operator an indication of the asset's security strengths and weaknesses that may be contributing factors to its vulnerability and protection posture. The information provided to the owner/operator shows how the asset compares to other similar assets within the asset's sector or subsector. A 'dashboard' display is used to illustrate the results in a convenient format. The dashboard allows the owner/operator to analyze the implementation of additional protective measures and to illustrate how such actions would impact the asset's Protective Measures Index (PMI) or Vulnerability Index (VI).« less

Fractional Aircraft Ownership is a new concept in flight ownership management system where each individual or corporation may own a fraction of an aircraft. In this system, the owners have privilege to schedule their flight according to their needs. Fractional management companies (FMC) manages all aspects of aircraft operations, including utilization of FMC's aircraft in combination of outsourced aircrafts. This gives the owners the right to enjoy the benefits of private aviations. However, FMC may have complicated business requirements that neither commercial airlines nor charter airlines faces. Here, optimization models are constructed to minimize the number of aircrafts in order to maximize the profit and to minimize the daily operating cost. In this paper, three kinds of demand scenarios are made to represent different flight operations from different types of fractional owners. The problems are formulated as an optimization of profit and a daily operational cost to find the optimum flight assignments satisfying the weekly and daily demand respectively from the owners. Numerical results are obtained by Genetic Algorithm method.

Using data from the Motor Carrier Management Information System, we model crashes as a function of firm characteristics, with a focus on the employment relationship. We find that very small firms (one driver, one truck) and firms that contract with owner operators have fewer crashes than employee-only companies, once other firm characteristics and exposure are controlled. Greenhouse gases result mainly from the combustion of fossil fuels in energy use. Restaurants use large amounts of energy in their operation but systematically gathered information about such use is lacking. Hennepin County Human Services and Public Health Department surveyed owners of licensed restaurants to assess their energy use and awareness of energy conservation measures. Of 434 owners surveyed, 276 (63.6%) returned completed surveys. Responses indicated that large pluralities or majorities of restaurant owners often were aware of energy-efficient methods of operation and the means to achieve greater efficiency but used such means much less frequently. For example, 57% of respondents were familiar with the U.S. Environmental Protection Agency's Energy Star program, but only 33% of this group actually used Energy Star appliances. Given the gap between awareness and practice, opportunities for consultation and outreach to restaurant owners about energy-efficient business operation are manifold.

In a small firm, the founder or the owner-manager often leaves his or her own personal “stamp” on the way things are done, finding solutions for the multitude of problems the firm faces, and maintaining control over the firm’s operations. The paper aims to investigate the degree to which the owner-managers are controlling the operations of their firm on a day-to-day basis or even getting involved into the management of the functional areas. Our empirical research, conducted on a sample of 200 small and medium-sized enterprises (SME) from the North-Western Romania, Maramures (NUTS3 level - RO114), shows that owner-managers tend to be all-powerful, making decisions based on their experience. Furthermore, the survey highlights the focus of owner-managers on two functional areas, namely the production, and sales and marketing. Finally, the correlation analysis states that in the case of small firms, the owner-manager is more involved in managing the functional areas of the firm, as compared to the medium-ones.

To conduct a pilot study to assess the feasibility of modifying food truck meals to meet the My Plate guidelines as well as the acceptability of healthier meals among consumers. We recruited the owners of Latino food trucks (loncheras) in 2013-2014 and offered an incentive for participation, assistance with marketing and training by a bilingual dietitian. We surveyed customers and we audited purchases to estimate sales of the modified meals. City of Los Angeles, CA, USA. Owners or operators of Latino food trucks (loncheras) and their customers. We enrolled twenty-two lonchera owners and eleven completed the intervention, offering more than fifty new menu items meeting meal guidelines. Sales of the meals comprised 2 % of audited orders. Customers rated the meals highly; 97 % said they would recommend and buy them again and 75 % of participants who completed the intervention intended to continue offering the healthier meals. However, adherence to guidelines drifted after several months of operation and participant burden was cited as a reason for dropout among three of eleven lonchera owners who dropped out. Lonchera owners/operators who participated reported minimal difficulty in modifying menu items. Given the difficulty in enrolment, expanding this programme and ensuring adherence would likely need to be accomplished through regulatory requirements, monitoring and feedback, similar to the methods used to achieve compliance with sanitary standards. A companion marketing campaign would be helpful to increase consumer demand.

The effective date for qualifications of insurers providing liability insurance used to satisfy liability coverage requirements applicable to owners or operators of hazardous waste management facilities, as such requirements are included in 40 CFR Parts 264 and 265, is extended from July 15, 1982, to October 16, 1982. The effective date for the rest of the liability coverage requirements remains July 15, 1982. This extension is being provided to allow 6 months between the date of promulgation and the effective date for the insurer qualification provision, in accordance with Section 3010(b) of the Resource Conservation and Recovery Act of 1976, as amended. During the period between July 15 and October 16, 1982, owners or operators may use certificates of insurance or policy endorsements that do not certify to the qualifications of the insurer.

To characterize working hours of adult farm owner-operators and their spouses by season, and to examine associations between working hours and farm safety practices affecting children. We conducted a secondary analysis of cross-sectional survey data collected as part of an existing study of injury and its determinants. Owner-operators reported a median of 60 to 70 hours of farm work per week during warm weather months, with declines in hours over the winter. Spouses reported similar seasonal patterns, although their median reported hours were much lower. Longer farm working hours by owner-operators were marginally associated with increased exposure of teenagers to farm work hazards. Exposures of young children to worksite hazards rose in association with longer farm working hours by spouses. Exposures of children to farm worksite hazards and demands may be consequences of adult long working hours. © 2010 National Rural Health Association.

This study explored how occupational therapists in private practice developed the business skills needed to operate a successful private practice. The literature shows that many small-business owner-managers have poorly developed business skills, and some experience high rates of failure. This indicates that to be successful in private practice, occupational therapists need to gain mastery of management competencies in addition to their professional clinical competencies. A qualitative study, using in-depth interviews, collected data from twenty-six self-employed occupational therapists on their experiences of becoming a small-business owner-manager. A narrative analysis built an understanding about how these therapists developed their business competencies. Analysis revealed the factors affecting the development of business competencies were interactions between the initial motivations for start-up, growth aspirations and engagement with external business environments. Business competencies developed through a combination of formal learning prior to starting their businesses, and informal learning once their businesses were in operation. Lower level learning occurred in the routine and operational processes, with higher level learning through discontinuous events resulting in a transformation in the therapists' understanding about themselves as business owner-managers. Findings led to a proposition that occupational therapists make the transition to becoming successful small-business owner-manager through management learning that includes elements of self-reflection, identifying environmental opportunities and risks, developing capabilities, and strategic planning for growth and development. It provides insights on what occupational therapists need to consider to become successful small-business owner-managers. © 2016 Occupational Therapy Australia.

Many owners and operators of concentrated animal feeding operations (CAFO) need to secure National Pollutant Discharge Elimination System permits from the federal or state permitting authority. Because of the expense and inconvenience of permit applications, farm groups have challenged revisions to the federal CAFO Rule as well as state regulations claiming selected provisions exceeded the authority of the permitting agency. In 2011, 2 courts responded with decisions that clarify federal and state permitting regulations. Another goal of agricultural groups is to change the regulatory authority of the state from an environmental agency to a department of agriculture. These developments suggest that by altering the permitting authority, CAFO owners and operators may alleviate some of the burdens of the permitting process.

Health literacy of an urban business community.

The impact of community-based organizations on the delivery of health care knowledge is well documented. Little research has focused on the importance of health literacy in the dissemination of health care information by minority small business owners. This study sampled 38 business owners within a local business district to assess their level of health literacy. Although adequate health literacy is not required to serve as a community resource, it may be necessary to understand the health literacy level of local business owners as gatekeepers in order to develop appropriate training/educational programs. The results of this descriptive cross-sectional study indicate that for sample of business owners, health literacy levels are adequate. The findings suggest the feasibility of using local business owners as disseminators of health-related materials to the communities in which they operate their businesses.

Foodborne illness is a challenge in the production and service of ethnic foods. The purpose of the study described in this article was to explore variables influencing the behaviors of U.S. Chinese restaurant owners/operators regarding the provision of food safety training in their restaurants. Seventeen major Chinese cultural values were identified through individual interviews with 20 Chinese restaurant owners/operators. Most participants felt satisfied with their previous health inspections. Several expressed having difficulty, however, following the health inspectors' instructions and in understanding the health inspection report. A few participants provided food safety training to their employees due to state law. Lack of money, time, labor/energy, and a perceived need for food safety training were recognized as major challenges to providing food safety training in Chinese restaurants. Videos, case studies, and food safety training handbooks were the most preferred food safety training methods of Chinese restaurant owners/operators, and Chinese was the preferred language in which to conduct the training.

Are dogs able to communicate with their owners about a desirable food in a referential and intentional way?

The ability of dogs to use human communicative signals has been exhaustively studied. However, few studies have focused on the production of communicative signals by dogs. The current study investigated if dogs are able to communicate by using directional signals towards some desirable object in the environment and also if they show an apparent intention to manipulate their owner's behavior in order to receive it. Some operational criteria were used to investigate referential and intentional communication: the signal should be influenced by the audience and by the recipient's direction of visual attention; the sender should display gaze alternations between the recipient and the object and attention-getting behaviors, and, finally, the sender should persist and elaborate the communication when attempts to manipulate the recipient failed. Aiming to investigate these criteria in dogs, 29 subjects were tested using an experimental set up in which they could see a desirable but unreachable food and they needed the cooperation of their owners in order to receive it. This study found evidence of all operational criteria, especially for gaze alternation between the owner and the food, which suggested that some dogs' communicative behaviors could be functionally referential and intentional. Nevertheless, similar to other studies about social cognition in animals, it is not possible to distinguish if the dog's behaviors are based on simple mechanisms or on a theory of mind about their owners.

Approximately 8,500 vape shops in the United States sell a variety of electronic nicotine delivery systems (ENDS). This study examined vape shop operators' perceptions of benefits and risk of ENDS use, what they perceive to be the reasons for ENDS use, their source of product information, what information they shared with customers, and the impact of existing and future regulation of ENDS on its use and on their business. We conducted qualitative interviews with 20 vape shop operators located in Florida, Georgia, South Carolina, and North Carolina in spring 2015. A semi-structured interview guide was used, and interviews were audio-recorded and transcribed verbatim. The transcripts were analyzed using NVIVO software. Vape shop owners perceived ENDS to be less harmful and more economical than conventional cigarettes and indicated that most of their customers used ENDS as a smoking cessation tool. Most owners were former smokers and used ENDS to quit. Shop owners relied on their personal experiences and the Internet for information, and shared information with customers at point of sale by using the shop's website and social media. Most expressed concern that complying with potential regulations, including banning flavors or tax increases, would jeopardize their business. Some felt that ENDS should not be regulated as tobacco products and felt that big tobacco was behind these proposed regulations. Most owners supported age restrictions and quality controls for e-liquid. Vape shop owners are in a unique position to serve as frontline consumer educators. Interventions should focus on providing them with current information on benefits and risks of ENDS and information on national, state, and local regulations and compliance requirements.
