    The synchronization of loosely coupled chaotic systems has increasingly found applications to large networks of differential equations and to models of continuous media. These applications are at the core of the present Focus Issue. Synchronization between a system and its model, based on limited observations, gives a new perspective on data assimilation. Synchronization among different models of the same system defines a supermodel that can achieve partial consensus among models that otherwise disagree in several respects. Finally, novel methods of time series analysis permit a better description of synchronization in a system that is only observed partially and for a relatively short time. This Focus Issue discusses synchronization in extended systems or in components thereof, with particular attention to data assimilation, supermodeling, and their applications to various areas, from climate modeling to macroeconomics.

    The management and availability of Indiana’s water resources increase in importance every year. Specifically, information on low-flow characteristics of streams is essential to State water-management agencies. These agencies need low-flow information when working with issues related to irrigation, municipal and industrial water supplies, fish and wildlife protection, and the dilution of waste. Industrial, municipal, and other facilities must obtain National Pollutant Discharge Elimination System (NPDES) permits if their discharges go directly to surface waters. The Indiana Department of Environmental Management (IDEM) requires low-flow statistics in order to administer the NPDES permit program. Low-flow-frequency characteristics were computed for 272 continuous-record stations. The information includes low-flow-frequency analysis, flow-duration analysis, and harmonic mean for the continuous-record stations. For those stations affected by some form of regulation, low-flow frequency curves are based on the longest period of homogeneous record under current conditions. Low-flow-frequency values and harmonic mean flow (if sufficient data were available) were estimated for the 166 partial-record stations. Partial-record stations are ungaged sites where streamflow measurements were made at base flow.

    Horizontal drilling in the Cretaceous Austin chalk trend of South Texas continues to set a fast pace. The Texas Railroad Commission has issued nearly 900 permits to drill horizontal wells in the Pearsall field area alone from 1984 through February 1991. TRC issued 1,485 permits for horizontal wells statewide during that period, including 1,285 since Jan. 1, 1990. Statewide, operators have reported completion of 685 horizontal wells. That includes 472 in Pearsall field, where TRC has issued 882 permits, and 121 in Giddings field, where 305 permits have been issued.     A burn wound is a complex and evolving injury, with both local and systemic consequences. Burn treatments include a variety of dressings, as well as newer strategies, such as negative pressure wound therapy (NPWT), which, by means of a suction force that drains excess fluids from the burn, tries to promote the wound healing process and minimise progression of the burn wound. To assess the effectiveness of NPWT for people with partial-thickness burns. We searched the Cochrane Wounds Group Specialised Register (searched 04 September 2014); The Cochrane Central Register of Controlled Trials (CENTRAL) (The Cochrane Library 2014, Issue 8). All randomised controlled trials (RCTs) and controlled clinical trials (CCTs) that evaluated the safety and effectiveness of NPWT for partial-thickness burns. Two review authors used standardised forms, and extracted the data independently. We assessed each trial for risk of bias, and resolved differences by discussion. One RCT, that was an interim report, satisfied the inclusion criteria. We undertook a narrative synthesis of results, as the absence of data and poor reporting precluded us from carrying out any formal statistical analysis. The trial was at high risk of bias. There was not enough evidence available to permit any conclusions to be drawn regarding the use of NPWT for treatment of partial-thickness burn wounds.

    Swarm robotics is concerned with the decentralised coordination of multiple robots having only limited communication and interaction abilities. Although fault tolerance and robustness to individual robot failures have often been used to justify the use of swarm robotic systems, recent studies have shown that swarm robotic systems are susceptible to certain types of failure. In this paper we propose an approach to self-healing swarm robotic systems and take inspiration from the process of granuloma formation, a process of containment and repair found in the immune system. We use a case study of a swarm performing team work where previous works have demonstrated that partially failed robots have the most detrimental effect on overall swarm behaviour. We have developed an immune inspired approach that permits the recovery from certain failure modes during operation of the swarm, overcoming issues that effect swarm behaviour associated with partially failed robots.     ...EPA is correcting its previous full approval of Texas's Clean Air Act (CAA) Prevention of Significant Deterioration (PSD) program to be a partial approval and partial disapproval. The state did not address, or provide adequate legal authority for, the program's application to all pollutants that would become newly subject to regulation in the future, including non-National Ambient Air Quality Standard (NAAQS) pollutants, among them greenhouse gases (GHGs). Further, EPA is promulgating a federal implementation plan (FIP), as required following the partial disapproval, to establish a PSD permitting program in Texas for GHG-emitting sources. EPA is taking this action through interim final rulemaking, effective upon publication, to ensure the availability of a permitting authority-- EPA--in Texas for GHG-emitting sources when they become subject to PSD on January 2, 2011. This will allow those sources to proceed with plans to construct or expand. This rule will expire on April 30, 2011. EPA is also proposing a notice-and-comment rulemaking that mirrors this rulemaking.

    To examine the relation of "shall-issue" laws, in which permits must be issued if requisite criteria are met; "may-issue" laws, which give law enforcement officials wide discretion over whether to issue concealed firearm carry permits or not; and homicide rates. We compared homicide rates in shall-issue and may-issue states and total, firearm, nonfirearm, handgun, and long-gun homicide rates in all 50 states during the 25-year period of 1991 to 2015. We included year and state fixed effects and numerous state-level factors in the analysis. Shall-issue laws were significantly associated with 6.5% higher total homicide rates, 8.6% higher firearm homicide rates, and 10.6% higher handgun homicide rates, but were not significantly associated with long-gun or nonfirearm homicide. Shall-issue laws are associated with significantly higher rates of total, firearm-related, and handgun-related homicide.

    In almost all states in the United States, to carry a concealed handgun legally requires a permit from the police. Many states have changed from may-issue laws (where the local police chief has discretion about to whom to issue a license) to shall-issue laws (where the police chief must issue a permit if the applicant passes a computerized federal background check). Studies conflict on the effect on crime. None considered the situation in may-issue states when police used discretion and refused to issue a permit. We provide suggestive evidence from a December 2013 survey of police chiefs in Massachusetts' 351 cities and towns. Of the 121 responding police chiefs, a large majority favored retaining police discretion. Chiefs issued few discretionary denials - median 2 per year, citing providing false information, a history of assault (often domestic violence), a history of drug or alcohol abuse, or of mental-health issues as the most common reasons for denial.

    A Ministerial Resolution passed in 1989 in Kuwait amended private sector recruitment regulations to encourage the employment of Kuwaiti and other Gulf nationals. The resolution gave local labor authorities the responsibility of issuing work permits. Foreign workers can gain a work permit is 1) no Kuwaiti or Gulf nationals are available, 2) the recruitment can be justified, and 3) the foreign worker's skills conform with the business activity and needs of the enterprise seeking the permit. Workers hired without a permit will be deported at the employer's expense, and the employer will be banned from receiving any other work permits for up to 6 months. In addition, permit holders can only work for the employer who acquired the permit on their behalf. Self-employed foreign workers will receive a permit when they are associated with a local company and receive a license to work on an independent basis. Aliens who have been practicing an activity for at least 10 years, however, and are over age 30 and have recognized domicile will be issued a 3-year renewable permit. Work permits are not transferrable to another employer for 3 years from the date of issue. Government contractors, however, will receive permits for the entire duration of a project, after which time the foreign workers will be repatriated unless they are transferred to another employer working on a similar government project. The Ministry of Labour may reject an application for a work permit, its renewal, or transfer and may cancel a work permit at any time. Repatriation costs are normally paid by the employer, unless the termination was initiated on disciplinary grounds or for failure to comply with contract terms or labor regulations. In these cases, the workers will pay their own repatriation costs.

    Anthropogenic landscape features such as urban parks and gardens, landfills and farmlands can provide novel, seasonally reliable food sources that impact wildlife ecology and distributions. In historically migratory species, food subsidies can cause individuals to forgo migration and form partially migratory or entirely sedentary populations, eroding a crucial benefit of migration: pathogen avoidance through seasonal abandonment of transmission sites and mortality of infected individuals during migration. Since many migratory taxa are declining, and wildlife populations in urban areas can harbour zoonotic pathogens, understanding the mechanisms by which anthropogenic resource subsidies influence infection dynamics and the persistence of migration is important for wildlife conservation and public health. We developed a mathematical model for a partially migratory population and a vector-borne pathogen transmitted at a shared breeding ground, where food subsidies increase the nonbreeding survival of residents. We found that higher resident nonbreeding survival increased infection prevalence in residents and migrants, and lowered the fraction of the population that migrated.     The development of groundwater for irrigation in Idaho, as most of you know, has proceeded at phenomenal rate since the Second World War. In the period 1907 to 1944 inclusive only about 328 valid permits and licenses to appropriate ground water were issued by the state. thereafter 28 permits became valid in 1945, 83 in 1946, and 121 in 1947. Sine 1947 permits and licenses have been issued at the rate of more than 400 a year.

    A burn wound is a complex and evolving injury, with both local and systemic consequences. Burn treatments include a variety of dressings, as well as newer strategies, such as negative pressure wound therapy (NPWT), which, by means of a suction force that drains excess fluids from the burn, tries to promote the wound healing process and minimise progression of the burn wound. To assess the effectiveness of NPWT for people with partial-thickness burns. For this third update we searched the Cochrane Wounds Group Specialised Register (searched 18 May 2012); The Cochrane Central Register of Controlled Trials (CENTRAL) (The Cochrane Library 2012, Issue 5); Ovid MEDLINE (2010 to May Week 2 2012); Ovid MEDLINE (In-Process & Other Non-Indexed Citations 17 May 2012); Ovid EMBASE (2010 to 2012 Week 19); and EBSCO CINAHL (2010 to 16 May 2012). All randomised controlled trials (RCTs) and controlled clinical trials (CCTs) that evaluated the safety and effectiveness of NPWT for partial-thickness burns. Two review authors used standardised forms, and extracted the data independently. We assessed each trial for risk of bias, and resolved differences by discussion. One RCT, that was an interim report, satisfied the inclusion criteria. We undertook a narrative synthesis of results, as the absence of data and poor reporting precluded us from carrying out any formal statistical analysis. The trial was at high risk of bias. There was not enough evidence available to permit any conclusions to be drawn regarding the use of NPWT for treatment of partial-thickness burn wounds.

    Reducing the occurrence of and influencing the rapid correction of food illness risk factors is a common goal for all governmental food regulatory programs nationwide. Foodborne illness in the United States is a major cause of personal distress, preventable illness, and death. To improve public health outcomes, additional workforce was required due to long standing staffing shortages and was obtained partially through consolidation of the Hawai‘i Department of Health's (HDOH) two food safety programs, the Sanitation Branch, and the Food & Drug Branch in July 2012, and through legislation that amended existing statutes governing the use of food establishment permit fees. Additionally, a more transparent food establishment grading system was developed after extensive work with industry partners based on three possible placards issued after routine inspections: green, yellow, and red. From late July 2014 to May 2015, there were 6,559 food establishments inspected statewide using the placard system with 79% receiving a green, 21% receiving a yellow, and no red placards issued. Sufficient workforce to allow timely inspections, continued governmental transparency, and use of new technologies are important to improve food safety for the public. PMID:26279966

    Once feature extraction has occurred in a processed image, the recognition problem becomes one of defining a set of features which maps sufficiently well onto one of the defined shape/object models to permit a claimed recognition. This process is usually handled by aggregating features until a large enough weighting is obtained to claim membership, or an adequate number of located features are matched to the reference set. A requirement has existed for an operator or measure capable of a more direct assessment of membership/occupancy between feature sets, particularly where the feature sets may be defective representations. Such feature set errors may be caused by noise, by overlapping of objects, and by partial obscuration of features. These problems occur at the point of acquisition: repairing the data would then assume a priori knowledge of the solution. The technique described in this paper offers a set theoretical measure for partial occupancy defined in terms of the set of minimum additions to permit full occupancy and the set of locations of occupancy if such additions are made. As is shown, this technique permits recognition of partial feature sets with quantifiable degrees of uncertainty. A solution to the problems of obscuration and overlapping is therefore available.

    The flow rate to fully screened, partially penetrating wells in an unconfined aquifer is numerically simulated using MODFLOW 2000, taking into account the flow from the seepage face and decrease in saturated thickness of the aquifer towards the well. A simple three-step method is developed to find the top of the seepage face and hence the seepage-face length. The method is verified by comparing it with the results of previous predictive methods. The results show that the component of flow through the seepage face can supply a major portion of the total pumping rate. Variations in flow rate as a function of the penetration degree, elevation of the water level in the well and the distance to the far constant head boundary are investigated and expressed in terms of dimensionless curves and equations. These curves and equations can be used to design the degree of penetration for which the allowable steady pumping rate is attained for a given elevation of water level in the well. The designed degree of penetration or flow rate will assure the sustainability of the aquifer storage, and can be used as a management criterion for issuing drilling well permits by groundwater protection authorities.

The microporous material is capable of undergoing a temporary structural distortion which alters resting lattice dimensions under increased ambient pressure and at least partially returning to rest lattice dimensions when returned to ambient pressure. The pressure of the fluid is then reduced to permit return to at least partial resting lattice dimension while the at least one specified material is therein. By this method, at least one specified material is captured in the microporous material to form a modified microporous material.
