For purposes of the Hanford facility dangerous waste permit application, the US Department of Energy`s contractors are identified as ``co-operators`` and sign in that capacity (refer to Condition I.A.2. of the Dangerous Waste Portion of the Hanford Facility Resource Conservation and Recovery Act Permit). Any identification of these contractors as an ``operator`` elsewhere in the application is not meant to conflict with the contractors` designation as co-operators but rather is based on the contractors` contractual status with the U.S. Department of Energy, Richland Operations Office. The Dangerous Waste Portion of the initial Hanford Facility Resource Conservation and Recovery Act Permit,more » which incorporated five treatment, storage, and/or disposal units, was based on information submitted in the Hanford Facility Dangerous Waste Permit Application and in closure plan and closure/postclosure plan documentation. During 1995, the Dangerous Waste Portion was modified twice to incorporate another eight treatment, storage, and/or disposal units; during 1996, the Dangerous Waste Portion was modified once to incorporate another five treatment, storage, and/or disposal units. The permit modification process will be used at least annually to incorporate additional treatment, storage, and/or disposal units as permitting documentation for these units is finalized. The units to be included in annual modifications are specified in a schedule contained in the Dangerous Waste Portion of the Hanford Facility Resource Conservation and Recovery Act Permit. Treatment, storage, and/or disposal units will remain in interim status until incorporated into the Permit. The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (this document, DOE/RL-91-28) and a Unit-Specific Portion. The scope of the Unit-Specific Portion is limited to individual operating treatment, storage, and/or disposal units for which Part B permit application documentation has been, or is anticipated to be, submitted. Documentation for treatment, storage, and/or disposal units undergoing closure, or for units that are, or are anticipated to be, dispositioned through other options, will continue to be submitted by the Permittees in accordance with the provisions of the Hanford Federal Facility Agreement and Consent Order. However, the scope of the General Information Portion includes information that could be used to discuss operating units, units undergoing closure, or units being dispositioned through other options. Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the contents of the Part B permit application guidance documentation prepared by the Washington State Department of Ecology and the U.S. Environmental Protection Agency, with additional information needs defined by revisions of Washington Administrative Code 173-303 and by the Hazardous and Solid Waste Amendments. This Environmental Permit Compliance Plan is intended to assist the Memphis Light, Gas and Water Division in acquiring the necessary environmental permits for their proposed Industrial Fuel Gas Demonstration Plant in a time frame consistent with the construction schedule. Permits included are those required for installation and/or operation of gaseous, liquid and solid waste sources and disposal areas. Only those permits presently established by final regulations are described. The compliance plan describes procedures for obtaining each permit from identified federal, state and local agencies. A project was undertaken by the U.S. Geological Survey in cooperation with the U. S. Environmental Protection Agency to demonstrate methods by which RCRA (Resources Conservation and Recovery Act of 1976) Part B permit applications might be evaluated. The purpose of the project was to prepare a report that would supplement a series of case studies to be made available to permit writers in the U.S. Environmental Protection Agency. Four sites in the United States were chosen for their potential applicability to geologically similar sites. The Adams County, Colorado, site was chosen to be representative of sites in the Upper Cretaceous Pierre Shale. The intent of this report is to provide an example of how available earth-science information might be used in evaluating an application and not to evaluate the acceptability of the site. Because this study is an evaluation of a permit application, the data used are limited to the data supplied in the application and in published reports. Of the five criteria required by the U.S. Environmental Protection Agency to be addressed in the permit application considered in the case study, the application was evaluated to be inadequate in addressing three criteria: (1) Site characterization, (2) ability to monitor the location, and (3) flow paths and 100-foot time of travel. This renewal application for the Industrial Wastewater Reuse Permit (IWRP) WRU-I-0160-01 at Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) Industrial Waste Ditch (IWD) and Industrial Waste Pond (IWP) is being submitted to the State of Idaho, Department of Environmental Quality (DEQ). This application has been prepared in compliance with the requirements in IDAPA 58.01.17, Recycled Water Rules. Information in this application is consistent with the IDAPA 58.01.17 rules, pre-application meeting, and the Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater (September 2007). This application is being submitted using much of the same information contained in themore » initial permit application, submitted in 2007, and modification, in 2012. There have been no significant changes to the information and operations covered in the existing IWRP. Summary of the monitoring results and operation activity that has occurred since the issuance of the WRP has been included. MFC has operated the IWP and IWD as regulated wastewater land treatment facilities in compliance with the IDAPA 58.01.17 regulations and the IWRP. Industrial wastewater, consisting primarily of continuous discharges of nonhazardous, nonradioactive, routinely discharged noncontact cooling water and steam condensate, periodic discharges of industrial wastewater from the MFC facility process holdup tanks, and precipitation runoff, are discharged to the IWP and IWD system from various MFC facilities. Wastewater goes to the IWP and IWD with a permitted annual flow of up to 17 million gallons/year. All requirements of the IWRP are being met. The Operations and Maintenance Manual for the Industrial Wastewater System will be updated to include any new requirements.« less

Concepts from information theory have recently found favor in both the mainstream computer vision community and the military automatic target recognition community. In the computer vision literature, the principles of minimax entropy learning theory have been used to generate rich probabilitistic models of texture and shape. In addition, the method of types and large deviation theory has permitted the difficulty of various texture and shape recognition tasks to be characterized by 'order parameters' that determine how fundamentally vexing a task is, independent of the particular algorithm used. These information-theoretic techniques have been demonstrated using traditional visual imagery in applications such as simulating cheetah skin textures and such as finding roads in aerial imagery. We discuss their application to problems in the specific application domain of automatic target recognition using infrared imagery. We also review recent theoretical and algorithmic developments which permit learning minimax entropy texture models for infrared textures in reasonable timeframes.

This report describes conditions, as required by the state of Idaho Wastewater Reuse Permit (#LA-000141-03), for the wastewater land application site at the Idaho National Laboratory Site’s Central Facilities Area Sewage Treatment Plant from November 1, 2013, through October 31, 2014. The report contains, as applicable, the following information; Site description; Facility and system description; Permit required monitoring data and loading rates; Status of compliance conditions and activities; and Discussion of the facility’s environmental impacts. The current permit expires on March 16, 2015. A permit renewal application was submitted to Idaho Department of Environmental Quality on September 15, 2014. Duringmore » the 2014 permit year, no wastewater was land-applied to the irrigation area of the Central Facilities Area Sewage Treatment Plant and therefore, no effluent flow volumes or samples were collected from wastewater sampling point WW-014102. Seepage testing of the three lagoons was performed between August 26, 2014 and September 22, 2014. Seepage rates from Lagoons 1 and 2 were below the 0.25 inches/day requirement; however, Lagoon 3 was above the 0.25 inches/day. Since the inception of the South African Heritage Resources Information System (SAHRIS) in 2012, creating heritage cases and permit applications has been streamlined, and interaction with South African Heritage Authorities has been simplified. SAHRIS facilitates applications for development cases and mining applications that trigger the South African National Heritage Resources Act (Act 25 of 1999) and is able to differentiate between cases that require comment only, where the heritage process is subsidiary to environmental or mining law (Section 38(8)), and those where the heritage authority is the deciding authority (Section 38(1)). The system further facilitates cases related to site and object management, as well as permit applications for excavation, invasive research techniques and export of materials for research abroad in the case of archaeological or palaeontological specimens, or for sale or exhibition in the case of heritage objects. The integrated, easy to use, online system has removed the need for applicants to print out forms, take documents from one government department to the next for approval and other time-consuming processes that accompany paper-based systems. SAHRIS is a user friendly application that makes it easy for applicants to make their submissions, but also allows applicants to track the progress of their cases with the relevant heritage authority, which allows for better response rates and turnaround times from the authorities, while also ensuring transparency and good governance practice.

The primary objective of the Clean Water Act of 1977 (33 U.S.C. 1251) is to restore and maintain the physical, chemical, and biological integrity of the Nation's waters. Section 404 of the Act regulates the discharge of dredged or fill materials into wetlands and represents the primary Federal authority for regulation of wetland alterations. Since its inception, the Section 404 program has been controversial in regard to the extent to which it was intended to provide wetlands regulation. Section 404 requires those who wish to discharge dredged or fill material into waters of the United States, which include many wetlands, to first obtain a Federal permit. The Environmental Protection Agency (EPA) has overall responsibility for administration of the Section 404 program and promulgates guidelines that must be followed in issuing permits. In addition, EPA has the final authority to prohibit specific discharges if the environmental impacts are unacceptable. The U.S. Army Corps of Engineers (Corps) issues Section 404 permits, which can be of two types. Individual Permits are issued following case-by-case reviews of proposed discharges. General Permits, which can be either nationwide or regional in scope, are authorized by the Corps for categories of activities that are similar in nature and that have only minimal individual and cumulative adverse environmental impacts. EPA, the National Marine Fisheries Service (NMFS), the Fish and Wildlife Service (Service), and State natural resource agencies review and comment on permit applications and offer recommendations on appropriate mitigation measures. Although comments from the Service and other natural resource agencies are advisory in nature (EPA's veto authority excepted), they can serve as the basis for modifying, conditioning, or denying a Section 404 permit. In 1986, in a survey conducted by the National Ecology Research Center, Service personnel indicated interest in additional information concerning both wetland trends and the impacts of activities authorized by the Corps under Section 404 (Roelle 1986). Although there is some information concerning wetland losses for certain geographic areas and for the Nation as a whole (Frayer et al. 1983; Tiner 1984), there appears to be little information on how these losses relate to the Section 404 permitting process. The primary objective of this study was to determine the feasibility of estimating wetland losses in relationship to Individual and General Permits issued under Section 404. A secondary objective was to assemble data on acceptance and implementation of specific mitigation recommendations offered by the Service and other natural resource agencies in connection with development activities on wetlands examined. At present, 26 categories of Nationwide permits have been authorized by the Corps. Nationwide permit 26 was of particular interest in this study because it specifically authorizes discharges into wetlands under certain circumstances (see Figure 1 and related text for a more complete discussion of circumstances under which Nationwide Permit 26 is applicable). Available literature and data were reviewed to quantify data requirements for computer simulation of hydrogeologic effects of liquid waste injection in southeastern Mississippi. Emphasis of each review was placed on quantifying physical properties of current Class I injection zones in Harrison and Jackson Counties. Class I injection zones are zones that are used for injection of hazardous or non-hazardous liquid waste below a formation containing the lowermost underground source of drinking water located within one-quarter of a mile of the injection well. Several mathematical models have been developed to simulate injection effects. The Basic Plume Method was selected because it is commonly used in permit applications, and the Intercomp model was selected because it is generally accepted and used in injection-related research. The input data requirements of the two models were combined into a single data requirement list inclusive of physical properties of injection zones only; injected waste and well properties are not included because such information is site-specific by industry, which is beyond the scope of this report. Results of the reviews of available literature and data indicated that Class I permit applications and standard-reference chemistry and physics texts were the primary sources of information to quantify physical properties of injection zones in Harrison and Jackson Counties. With the exception of a few reports and supplementary data for one injection zone in Jackson County, very little additional information pertaining to physical properties of the injection zones was available in sources other than permit applications and standard-reference texts.

The regulations applicable to research in occupational epidemiology are the federal data protection (confidentiality) law (BDSG), the social welfare code (SGB), medical professional secrecy regulations and the federal statistics law (BStatG). The SGB, medical professional secrecy, and BStatG codes take precedence over BDSG rulings. This paper discusses BDSG and SGB. Medical professional secrecy and BStatG will be the topic of another publication (Datenschutz and Datenzugang II). The BDSG permits processing and utilization of personal data only if 1. this is permitted by BDSG or a law with higher priority, or 2. if the individual concerned has given her or his informed consent. According to the BDSG private research institutes can have access to personal data collected within non-public institutions only via section 28 (2) without consent of the individual. The "research paragraph" section 40 governs the processing and utilisation of personal data by research institutions. As a rule, the SGB permits access to epidemiological data sources only with the informed consent of the individuals concerned. The exception is section 75 SGBX. This paragraph permits disclosure of personal data without the individual's consent by the relevant public institution only if public interest considerably outweighs the private concerns. To our knowledge, however, this clause has had no practical significance. The concept of "informed consent" is discussed in detail, including the requirements for a legal form for informed consent. The legal codes of the BDSG, professional secrecy, and BStatG permit the transfer of personal data if the individuals concerned remain anonymous. The LISA application, developed by the University Hospitals Leuven, permits referring physicians to consult the electronic medical records of their patients over the internet in a highly secure way. We decided to completely change the way we secured the application, discard the existing web application and build a completely new application, based on the in-house developed hospital information system, used in the University Hospitals Leuven. The result is a fat Java client, running on a Windows Terminal Server, secured by a commercial SSL-VPN solution.

The Care Windows development project demonstrated the feasibility of an approach designed to add the benefits of an event-driven, graphically-oriented user interface to an existing Medical Information Management System (MIMS) without overstepping economic and logistic constraints. The design solution selected for the Care Windows project incorporates three important design features: (1) the effective de-coupling of severs from requesters, permitting the use of an extensive pre-existing library of MIMS servers, (2) the off-loading of program control functions of the requesters to the workstation processor, reducing the load per transaction on central resources and permitting the use of object-oriented development environments available for microcomputers, (3) the selection of a low end, GUI-capable workstation consisting of a PC-compatible personal computer running Microsoft Windows 3.0, and (4) the development of a highly layered, modular workstation application, permitting the development of interchangeable modules to insure portability and adaptability. The resolution of conflicts arising from differing values and water uses requires technical information and negotiating skills. This article outlines the Instream Flow Incremental Methodology (IFIM), developed by the US Fish and Wildlife Service, and demonstrates that its use to quantify flows necessary to protect desired instream values aids negotiation by illustrating areas of agreement and possible compromises between conflicting water interests. Pursuant to a Section 404 permit application to the US Army Corps of Engineers made by City Utilities of Springfield, Missouri, in 1978, IFIM provided the means by which City Utilities, concerned with a secure water supply for a growing population, and those advocating instream values were satisfied that their requirements were met. In tracing the 15-month process, the authors conclude that the application of IFIM, as well as the cooperative stance adopted by the parties involved, were the key ingredients of the successful permit application.
