WIPP Remote-Handled TRU Waste Program Update

There are two major regulatory approval milestones necessary in order to commence disposal operations for remote-handled transuranic (RH TRU) waste at the Waste Isolation Pilot Plant (WIPP)-the RH TRU hazardous waste permit modification request [1] and the radiological characterization plan [2]. One of those milestones has been achieved. The US Environmental Protection Agency (EPA) issued its final decision to approve the Department of Energy's (DOE) RH TRU radiological characterization plan along with the RH TRU Waste Characterization Program Implementation Plan [3], on March 26, 2004. The RH TRU hazardous waste permit modification request still awaits agency approval. In EPA's decisionmore » to approve the DOE's RH TRU radiological characterization plan, the EPA also set forth the process for approving site-specific RH TRU waste characterization programs. Included in the March 29, 2005, RH TRU second Notice of Deficiency [4] (NOD) on the Class 3 Permit Modification Request for RH TRU Waste, the New Mexico Environment Department (NMED) requested that the Permittees combine their responses for the RH TRU Waste NOD with the Section 311 permit modification request NOD. The Combined Response Document was submitted April 28, 2005 [5]. Another NOD [6] was issued by the NMED on September 1, 2005, to clarify the Permittees' proposal and submit these clarifications to the administrative record. Combining both the chap. 311 [7] and RH TRU waste permit modification requests allows for both the regulator and Permittees to expedite action on the modification requests. The Combined Response Document preserves human resources and costs by having only one administrative process for both modification requests. Facility readiness requirements of the RH TRU waste final permit [8] must be implemented to declare that the WIPP is ready to receive RH TRU waste for storage and disposal. To demonstrate readiness, the WIPP is preparing for an Operational Readiness Review (ORR) of the RH TRU waste management equipment, system, and procedures. Required by DOE Order, the ORR demonstrates the capability of managing RH TRU waste. The Management and Operating Contractor (MOC) for the WIPP must first perform a Line Management Assessment. Upon successful completion of the Line Management Assessment, the MOC performs the Contractor ORR and presents the results to the local DOE office. At that time, the local DOE office performs its own ORR to declare readiness to DOE Headquarters. (authors)« less

WIPP Hazardous Waste Facility Permit Update

The Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit (HWFP) was issued on October 27, 1999 [1]. Since that time, the WIPP has sought modifications to clarify the permit language, provide alternative methods for meeting permit requirements and to update permit conditions. Significant advancements have been made in transuranic (TRU) waste management as the result of modifications to the HWFP. Among these advancements is a modification to obtain a drum age criteria (DAC) value to perform headspace gas sampling on drums to be super-compacted and placed in a 100-gallon overpack drum. In addition, the Section 311 permit modification requestmore » that would allow for more efficient waste characterization, and the modification to authorize the shipment and disposal of Remote-Handled (RH) TRU waste were merged together and submitted to the regulator as the Consolidated Permit Modification Request (PMR). The submittal of the Consolidated PMR came at the request of the regulator as part of responses to Notices of Deficiency (NODs) for the separate PMRs which had been submitted in previous years. Section 311 of the fiscal year 2004 Energy and Water Developments Appropriations Act (Public Law 108-137) [2] directs the Department of Energy to submit a permit modification that limits waste confirmation to radiography or visual examination of a statistical subpopulation of containers. Section 311 also specifically directs that disposal room performance standards be to be met by monitoring for volatile organic compounds in the underground disposal rooms. This statute translates into the elimination of other waste confirmation methods such as headspace gas sampling and analysis and solids sampling and analysis. These methods, as appropriate, will continue to be used by the generator sites during hazardous waste determinations or characterization activities. This modification is expected to reduce the overall cost of waste analysis by hundreds of millions of dollars [3]. Combining both the chap. 311 and RH TRU waste permit modification requests allows for both the regulator and DOE to expedite action on the modification requests. In 2007 Capecchi, Evans, and Smithies received the Nobel Prize in recognition for discovering the principles for introducing specific gene modifications in mice via embryonic stem cells, a technology, which has revolutionized the field of biomedical science allowing for the generation of genetically engineered animals. This report presents proposed modifications to several conditions of the Resource Conservation and Recovery Act (RCRA) Post-Closure Permit (PCP) for the Chestnut Ridge Hydrogeologic Regime (CRHR) (permit number TNHW-088, EPA ID No. TN3 89 009 0001). These permit conditions define the requirements for RCRA post-closure detection groundwater monitoring at the Chestnut Ridge Sediment Disposal Basin (CRSDB) and Kerr Hollow Quarry (KHQ), and RCRA post-closure corrective action groundwater monitoring at the Chestnut Ridge Security Pits (CRSPs). Modification of these PCP conditions is requested to: (1) clarify the planned integration of RCRA post-closure corrective action groundwater monitoring at the CRSPs with themore » monitoring program to be established in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) record of decision (ROD), (2) revise several of the current technical requirements for groundwater monitoring based on implementation of the RCRA monitoring programs during 1996, (3) replace several of the technical procedures included in the PCP with updated versions recently issued by the Y-12 Plant Groundwater Protection Program (GWPP), and (4) correct inaccurate regulatory citations and references to permit conditions and permit attachments. With these modifications, the Y- 12 Plant will continue to meet the full intent of all regulatory obligations for post-closure care of these facilities. Section 2 provides the technical justification for each proposed permit modification. Section 3.0 contains proposed changes to Section II of the PCP. Modifications to site-specific permit conditions are presented in Section 4.0 (CRSDB), Section 5.0 (CRSPs), and Section 6.0 (KHQ). Sections 7.0 and 8.0 reference updated and revised procedures for groundwater sampling, and monitoring well plugging and abandonment, respectively. Disseminated necrotizing leukoencephalopathy is a rare syndrome of progressive neurologic deterioration seen most often in patients who have received central nervous system irradiation combined with intrathecal or systemic chemotherapy in the treatment or prophylaxis of various malignancies. Magnetic resonance imaging was more sensitive than computed tomography in detecting white matter abnormalities in the case of disseminated necrotizing leukoencephalopathy reported here. Magnetic resonance imaging may be useful in diagnosing incipient white matter changes in disseminated necrotizing leukoencephalopathy, thus permitting early, appropriate therapeutic modifications.

A modification to the fault logic circuit that controls the collimator (COLL) fault is described. This modification permits the use of large-field wedges by adding an additional input into the reference voltage that determines the fault condition. The resistor controlling the amount of additional voltage is carried on board each wedge, within the wedge plug. This allows each wedge to determine its own, individual field size limit. Additionally, if no coding resistor is provided, the factory-supplied reference voltage is used, which sets the maximum allowable field size to 15 cm. This permits the use of factory-supplied wedges in conjunction with selected, large-field wedges, allowing proper sensing of the field size maximum in all conditions.

This paper summarizes modifications made to the Salem Generating Station`s (Salem) Circulating Water Traveling Screens (CWTS) as required by Salem`s New Jersey Pollutant Discharge Elimination System Permit (NJPDES Permit). The modifications incorporated newly designed CWTS baskets with hydrodynamically improved fish buckets (greatly reduced turbulence in the bucket); smooth woven mesh screens with 0.250 x 0.500 inch rectangular mesh openings (formerly 0.375 inch square mesh openings); lighter composite basket frame material allowing increased screen rotation speed; improved low and high pressure spray wash patterns; improved screen to sluice trough flap seal design and miscellaneous reliability improvements. In order to address themore » overall effects of the CWTS modifications on fish losses, the effect of both entrainment and impingement by fish size was addressed in a comparison study between modified and unmodified units. The results of the assessment indicate a 51% reduction in overall weakfish (Cynoscion regales) losses (expressed as equivalent adults, larger than 187 mm total length individuals). A Ministerial Resolution passed in 1989 in Kuwait amended private sector recruitment regulations to encourage the employment of Kuwaiti and other Gulf nationals. The resolution gave local labor authorities the responsibility of issuing work permits. Foreign workers can gain a work permit is 1) no Kuwaiti or Gulf nationals are available, 2) the recruitment can be justified, and 3) the foreign worker's skills conform with the business activity and needs of the enterprise seeking the permit. Workers hired without a permit will be deported at the employer's expense, and the employer will be banned from receiving any other work permits for up to 6 months. In addition, permit holders can only work for the employer who acquired the permit on their behalf. Self-employed foreign workers will receive a permit when they are associated with a local company and receive a license to work on an independent basis. Aliens who have been practicing an activity for at least 10 years, however, and are over age 30 and have recognized domicile will be issued a 3-year renewable permit. Work permits are not transferrable to another employer for 3 years from the date of issue. Government contractors, however, will receive permits for the entire duration of a project, after which time the foreign workers will be repatriated unless they are transferred to another employer working on a similar government project. The Ministry of Labour may reject an application for a work permit, its renewal, or transfer and may cancel a work permit at any time. Repatriation costs are normally paid by the employer, unless the termination was initiated on disciplinary grounds or for failure to comply with contract terms or labor regulations. In these cases, the workers will pay their own repatriation costs.

Isoquercitrin is a glycosilated flavonoid that has received a great deal of attention because of its numerous biological effects. We present a theoretical study on isoquercitrin using both empirical (Molecular Mechanics (MM), with MMX force field) and quantum chemical (AM1 semiempirical method) techniques. The most stable structures of the molecule obtained by MM calculations have been used as input data for the semiempirical treatment. The position and orientation of the glucose moiety with regard to the remainder of the molecule have been investigated. The flexibility of isoquercitrin principally lies in rotations around the inter-ring bond and the sugar link. In order to know the structural modifications generated by the substitution by a sugar, geometrical parameters of quercetin (aglycon) and isoquercitrin have been compared. The good accordance between theoretical and experimental electronic spectra permits to confirm the reliability of the structural model.

The U.S. EPA has utilized the Clean Water Act - National Pollutant Discharge Elimination System permitting program to protect waters of the U.S for over 40 years. NPDES permit effluent limitations serve as the primary mechanism for controlling discharges of pollutants to receiving waters. When developing effluent limitations for an NPDES permit, a permit writer must consider limits based on both the technology available to control the pollutants (i.e., technology-based effluent limits) and limits that are protective of the water quality standards of the receiving water (i.e., water quality-based effluent limits). WET testing is one of the water quality-based effluent limitation mechanisms available to permit writers that is useful in determining how the additive, synergistic and compounding effects of toxic effluents effect streams. This presentation will provide an overview of the current EPA NPDES permit program direction for increasing the efficacy of NPDES permits program administered by the U.S. EPA and States. The training implementation plan is expected to provide permit writers with a clearer understanding of WET requirements as established via the U.S. EPA WET test manuals, NPDES permitting regulatory authorities, and the WET science which has been long established. not applicable

Policy formulation in weather modification requires an understanding of the economic effects from altered weather. The focus of this study is to provide insight into the beneficiaries of a functioning weather modification technology when applied at various spatial and temporal levels. An econometric model which links the corn/scybean production to U.S. cattle, hog and poultry sectors is used to determine the effects of precipitation enhancement in the U.S. Corn Belt, a humid climatic region. A regional supply formulation permits assessment of weather modification on production, prices, revenues to producers, and savings in consumers expenditures on meat. The results provide insight into the distribution of economic effects, emphasize the importance of careful planning in the use of weather modification technology, and provide useful information on the roles of local, state, and federal governments in the support of weather modification.

Modeling and design for a new ionospheric modification experiment

Plans are now underway to carry out new HF oblique ionospheric modification experiments with increased radiated power using a new high gain antenna system and a 1 MW transmitter. The output of this large transmitting system will approach 90 dBW. An important part of this program is to determine the existence of a threshold for non-linear effects by varying the transmitter output. For these experiments we are introducing a new ET probe system, a low power oblique sounder, to be used along the same propagation path as the high power disturbing transmitter. This concept was first used by soviet researchersmore » to insure that this diagnostic signal always passes through the modified region of the ionosphere. The HF probe system will use a low power (150 W) CW signal shifted by approximately 40 kHz from the frequency used by the high power system. The transmitter for the probe system will be at the same location as the high power transmitter while the probe receiver will be 2400 km down range. The probe receiving system uses multiple antennas to measure the the vertical and azimuthal angle of arrival as well the Doppler frequency shift of the arriving probe signal. The three antenna array will be in an L configuration to measure the phase differences between the antennas. At the midpath point a vertical sounder will provide the ionospheric information necessary for the frequency management of the experiment. Real-time signal processing will permit the site operators to evaluate the performance of the system and make adjustments during the experiment. A special ray tracing computer will be used to provide real-time frequencies and elevation beam steering during the experiment. A description of the system and the analysis used in the design of the experiment are presented.« less

The reference design for the underground facilities at the Waste Isolation Pilot Plant was developed using the best criteria available at initiation of the detailed design effort. These design criteria are contained in the US Department of Energy document titled Design Criteria, Waste Isolation Pilot Plant (WIPP). Revised Mission Concept-IIA (RMC-IIA), Rev. 4, dated February 1984. The validation process described in the Design Validation Final Report has resulted in validation of the reference design of the underground openings based on these criteria. Future changes may necessitate modification of the Design Criteria document and/or the reference design. Factors affecting caregivers' ability to make environmental modifications.

This study explored factors that family caregivers described as affecting their ability to use environmental modifications. Intensive interviews and participant observation were used to collect detailed data from 24 primary family caregivers. Several factors that affect the caregivers' ability to implement modification strategies were identified in the analysis. These factors included attributes of the elderly individual, attributes of the modification, quality of the caregiver-elderly relationship, caregivers' skills, personal resources of the caregiver, and the informal and formal supports available. Of these factors, the most important were the salient skills that caregivers need to implement environmental modifications. These findings point to the importance of caregivers receiving skills training in this important dimension of caregiving. Intervention should be based on a collaborative approach that ensures the caregiver and care receiver's needs and preferences are respected.

The aim of this study was to evaluate the efficacy and safety of high-dose taurine supplementation for prevention of stroke-like episodes of MELAS (mitochondrial myopathy, encephalopathy, lactic acidosis and stroke-like episodes), a rare genetic disorder caused by point mutations in the mitochondrial DNA that lead to a taurine modification defect at the first anticodon nucleotide of mitochondrial tRNA Leu(UUR) , resulting in failure to decode codons accurately. After the nationwide survey of MELAS, we conducted a multicentre, open-label, phase III trial in which 10 patients with recurrent stroke-like episodes received high-dose taurine (9 g or 12 g per day) for 52 weeks. The primary endpoint was the complete prevention of stroke-like episodes during the evaluation period. The taurine modification rate of mitochondrial tRNA Leu(UUR) was measured before and after the trial. The proportion of patients who reached the primary endpoint (100% responder rate) was 60% (95% CI 26.2% to 87.8%). The 50% responder rate, that is, the number of patients achieving a 50% or greater reduction in frequency of stroke-like episodes, was 80% (95% CI 44.4% to 97.5%). Taurine reduced the annual relapse rate of stroke-like episodes from 2.22 to 0.72 (P=0.001). Five patients showed a significant increase in the taurine modification of mitochondrial tRNA Leu(UUR) from peripheral blood leukocytes (P<0.05). No severe adverse events were associated with taurine. The current study demonstrates that oral taurine supplementation can effectively reduce the recurrence of stroke-like episodes and increase taurine modification in mitochondrial tRNA Leu(UUR) in MELAS. Impact of home modification services on ability in everyday life for people ageing with disabilities.

To examine the impact of home modifications on self-rated ability in everyday life from various aspects for people ageing with disabilities. The study sample was recruited from an agency providing home modification services in Sweden and comprised 73 subjects whose referrals had been approved and who were scheduled to receive home modifications (intervention group) and 41 subjects waiting for their applications to be assessed for approval (comparison group). The subjects rated their ability in everyday life using the Client-Clinician Assessment Protocol Part I on 2 occasions: at baseline and follow-up. The Client-Clinician Assessment Protocol Part I provides data on the clients' self-rated independence, difficulty and safety in everyday life. The data were first subjected to Rasch analysis in order to convert the raw scores into interval measures. Further analyses to investigate changes in self-rated ability were conducted with parametric statistics. Subjects who had received home modifications reported a statistically significant improvement in their self-rated ability in everyday life compared with those in the comparison group. Subjects who had received home modifications reported less difficulty and increased safety, especially in tasks related to self-care in the bathroom and transfers, such as getting in and out of the home. Home modifications have a positive impact on self-rated ability in everyday life, especially on decreasing the level of difficulty and increasing safety.

Keystone flaps have demonstrated growing clinical applications in reconstructive surgery in the past decade. This article highlights flap modifications and their versatility for clinical applications and management of complex defects. A retrospective chart review was conducted of consecutive patients undergoing keystone flap reconstruction at the authors' institution from January of 2012 to December of 2014. Patient demographics, indications, and operative and postoperative details were abstracted. Forty-two keystone flaps were performed in 36 patients. Indications included malignant melanoma (n = 14), soft-tissue sarcoma (n = 12), benign pathologic conditions (e.g., exposed hardware, enterocutaneous fistula, tissue necrosis) (n = 6), and nonmelanoma skin cancer (n = 4). Twenty-eight percent received neoadjuvant irradiation, and 70 percent of these were for sarcoma. Locoregional adjunct flaps were performed in eight patients. The deep fascia was nearly completely in a circumferential manner in 18 of 36 patients (50 percent), in 92 percent of the sarcoma reconstructions, and located mainly in the lower extremity. Average defect size was 215 cm (range, 4 to 1000 cm). Average defect size was 474 cm and 35.8 cm after sarcoma and malignant melanoma resection, respectively. Average flap size was 344 cm (range, 5 to 1350 cm). Ninety percent of cases had flap sizes exceeding the traditional 1:1 ratio. There was no flap loss or partial necrosis. Mean time to mobilization was 1.8 days, and mean hospital length of stay was 6.8 days. Keystone flaps offer an excellent versatile tool for reconstructive surgeons. Fundamental principles behind the vascular basis of the keystone flap and its modifications permit their greater utility in complex wounds in the settings of large oncologic resections, irradiation, and trauma. For purposes of the Hanford facility dangerous waste permit application, the US Department of Energy`s contractors are identified as ``co-operators`` and sign in that capacity (refer to Condition I.A.2. of the Dangerous Waste Portion of the Hanford Facility Resource Conservation and Recovery Act Permit). Any identification of these contractors as an ``operator`` elsewhere in the application is not meant to conflict with the contractors` designation as co-operators but rather is based on the contractors` contractual status with the U.S. Department of Energy, Richland Operations Office. The Dangerous Waste Portion of the initial Hanford Facility Resource Conservation and Recovery Act Permit,more » which incorporated five treatment, storage, and/or disposal units, was based on information submitted in the Hanford Facility Dangerous Waste Permit Application and in closure plan and closure/postclosure plan documentation. During 1995, the Dangerous Waste Portion was modified twice to incorporate another eight treatment, storage, and/or disposal units; during 1996, the Dangerous Waste Portion was modified once to incorporate another five treatment, storage, and/or disposal units. The permit modification process will be used at least annually to incorporate additional treatment, storage, and/or disposal units as permitting documentation for these units is finalized. The units to be included in annual modifications are specified in a schedule contained in the Dangerous Waste Portion of the Hanford Facility Resource Conservation and Recovery Act Permit. Treatment, storage, and/or disposal units will remain in interim status until incorporated into the Permit. The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (this document, DOE/RL-91-28) and a Unit-Specific Portion. The scope of the Unit-Specific Portion is limited to individual operating treatment, storage, and/or disposal units for which Part B permit application documentation has been, or is anticipated to be, submitted. Documentation for treatment, storage, and/or disposal units undergoing closure, or for units that are, or are anticipated to be, dispositioned through other options, will continue to be submitted by the Permittees in accordance with the provisions of the Hanford Federal Facility Agreement and Consent Order. In sub-Saharan Africa, adolescent girls and young women (AGYW) face a range of sexual and reproductive health (SRH) challenges. Clinical, behavioural and structural interventions have each reduced these risks and improved health outcomes. However, combinations of these interventions have not been compared with each other or with no intervention at all. The 'Girl Power' study is designed to systematically make these comparisons. Four comparable health facilities in Malawi and South Africa (n=8) were selected and assigned to one of the following models of care: (1) Standard of care : AGYW can receive family planning, HIV testing and counselling (HTC), and sexually transmitted infection (STI) syndromic management in three separate locations with three separate queues with the general population. No youth-friendly spaces, clinical modifications or trainings are offered, (2) Youth-Friendly Health Services (YFHS) : AGYW are meant to receive integrated family planning, HTC and STI services in dedicated youth spaces with youth-friendly modifications and providers trained in YFHS, (3) YFHS+behavioural intervention (BI) : In addition to YFHS, AGYW can attend 12 monthly theory-driven, facilitator-led, interactive sessions on health, finance and relationships, (4) YFHS+BI+conditional cash transfer (CCT) : in addition to YFHS and BI, AGYW receive up to 12 CCTs conditional on monthly BI session attendance.At each clinic, 250 AGYW 15-24 years old (n=2000 total) will be consented, enrolled and followed for 1 year. Each participant will complete a behavioural survey at enrolment, 6 months and 12 months . All clinical, behavioural and CCT services will be captured. Outcomes of interest include uptake of each package element and reduction in HIV risk behaviours. A qualitative substudy will be conducted. This study has received ethical approval from the University of North Carolina Institutional Review Board, the University of Cape Town Human Research Ethics Committee and Malawi's National Health Sciences Research Committee. A new speech analysis/synthesis technique is presented which provides the basis for a general class of speech transformation including time-scale modification, frequency scaling, and pitch modification. These modifications can be performed with a time-varying change, permitting continuous adjustment of a speaker's fundamental frequency and rate of articulation. The method is based on a sinusoidal representation of the speech production mechanism that has been shown to produce synthetic speech that preserves the waveform shape and is essentially perceptually indistinguishable from the original. Although the analysis/synthesis system originally was designed for single-speaker signals, it is equally capable of recovering and modifying nonspeech signals such as music; multiple speakers, marine biologic sounds, and speakers in the presence of interferences such as noise and musical backgrounds.

It further targets naturally occurring variations in carbon and oxygen isotopes that avoids need for expensive isotopically labeled mixtures which allows study of samples taken from the field without modification. The method also permits sampling in vivo permitting real-time ambient studies of microbial communities.

Convective losses reduce the efficiency of cavity receivers used in solar power towers especially under windy conditions. Therefore, measures should be taken to reduce these losses. In this paper two different measures are analyzed: an air curtain and a partial window which covers one third of the aperture opening. The cavity without modifications and the usage of a partial window were analyzed in a cryogenic wind tunnel at -173°C. The cryogenic environment allows transforming the results from the small model cavity to a large scale receiver with Gr≈3.9.1010. The cavity with the two modifications in the wind tunnel environment was analyzed with a CFD model as well. By comparing the numerical and experimental results the model was validated. Both modifications are capable of reducing the convection losses. In the best case a reduction of about 50 % was achieved.

A universal interface adapter circuit interfaces, for example, a wireless communications headset with any type of communications system, including those that require push-to-talk (PTT) signaling. The interface adapter is comprised of several main components, including an RF signaling receiver, a microcontroller and associated circuitry for decoding and processing the received signals, and programmable impedance matching and line interfacing circuitry for interfacing a wireless communications headset system base to a communications system. A signaling transmitter, which is preferably portable (e.g., handheld), is employed by the wireless headset user to send signals to the signaling receiver. In an embodiment of the invention directed specifically to push-to-talk (PTT) signaling, the wireless headset user presses a button on the signaling transmitter when they wish to speak. This sends a signal to the microcontroller which decodes the signal and recognizes the signal as being a PTT request. In response, the microcontroller generates a control signal that closes a switch to complete a voice connection between the headset system base and the communications system so that the user can communicate with the communications system. With this arrangement, the wireless headset can be interfaced to any communications system that requires PTT signaling, without modification of the headset device. In addition, the interface adapter can also be configured to respond to or deliver any other types of signals, such as dual-tone-multiple-frequency (DTMF) tones, and on/off hook signals. The present invention is also scalable, and permits multiple wireless users to operate independently in the same environment through use of a plurality of the interface adapters.

When resources permit, we recommend collection of biospecimens in all OA clinical trials for a wide variety of reasons but in particular, to determine whether biomarkers are useful in identifying those individuals most likely to receive clinically important benefits from an intervention; and to determine whether biomarkers are useful for identifying individuals at earlier stages of OA in order to institute treatment at a time more amenable to disease modification. The La Paz County Regional Landfill is a 65 hectare (160 acre) municipal waste site located near the western border of Arizona between the cities of Parker and Quartzsite. The site is operated under a public/private partnership between the County of La Paz and Browning-Ferris Industries, Inc. (BFI). The County owns the landfill and infrastructure and BFI is responsible for facility improvements, environmental compliance, and daily operations. Following the initial permitting and construction of the first landfill cell, a value engineering review was conducted on the site design and permit requirements. Based on this review, substantial cost saving opportunities weremore » identified. In order to implement the value engineering ideas, the site permit was modified and a new Solid Waste Facilities Plan was Submitted to the Arizona Department of Environmental Quality. This paper discusses the value engineering modifications that were conducted, the revisions to the permits, and the relative cost savings that were realized. The areas addressed include the liner system design, closure design, disposal capacity, and operations plan. Through the use of alternative liners a cost savings of well over 50 percent (as compared to the original permit) will be realized over the life of the landfill.« less

This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (LA 000161 01, Modification B), for the wastewater land application site at the Idaho National Laboratory Site’s Advanced Test Reactor Complex Cold Waste Pond from November 1, 2013–October 31, 2014. The report contains the following information; Facility and system description; Permit required effluent monitoring data and loading rates; Permit required groundwater monitoring data; Status of compliance activities; Noncompliance issues; and Discussion of the facility’s environmental impacts. During the 2014 permit year, approximately 238 million gallons of wastewater were discharged to the Cold Waste Pond. Thismore » is well below the maximum annual permit limit of 375 million gallons. As shown by the groundwater sampling data, sulfate and total dissolved solids concentrations are highest near the Cold Waste Pond and decrease rapidly as the distance from the Cold Waste Pond increases. Although concentrations of sulfate and total dissolved solids are elevated near the Cold Waste Pond, both parameters are below the Ground Water Quality Rule Secondary Constituent Standards in the downgradient monitoring wells.« less

A computer system is reported that uses adaptive voting to tolerate failures and operates in a fail-operational, fail-safe manner. Each of four computers is individually connected to one of four external input/output (I/O) busses which interface with external subsystems. Each computer is connected to receive input data and commands from the other three computers and to furnish output data commands to the other three computers. An adaptive control apparatus including a voter-comparator-switch (VCS) is provided for each computer to receive signals from each of the computers and permits adaptive voting among the computers to permit the fail-operational, fail-safe operation.

Fluid flow analysis, special thermal analysis and input/output capabilities of the MOTAR routine were incorporated into the SINDA routine. All the capabilities were added in the form of user subroutines so that they may be added to different versions of SINDA with a minimum of programmer effort. Two modifications were made to the existing subroutines of SINDA/8 to incorporate the above subroutines. These were: (1) A modification to the preprocessor to permit actual values of array numbers, conductor numbers, node numbers or constant numbers supplied as array data to be converted to relative numbers. (2) Modifications to execution subroutine CNFAST to make it compatible with the radiant interchange user subroutine, RADIR. This modified version of SINDA has been designated SINDA/version 9. A detailed discussion of the methods used for the capabilities added is presented. The modifications for the SINDA subroutines are described, as well as user subroutines. All subroutines added or modified are listed.

TMV RNA was modified by two bulky carcinogens, N-acetoxy-2-acetylamino-fluorene (AAAF) and (+/-)-7beta, 8alpha- dihydroxy-9alpha, 10alpha-epoxy-7,8,9,10-tetrahydrobenzo[alpha]pyrene (BPDE), and the effects of such substituents on biological and physical properties was studied. For both types of modification, the loss of infectivity was directly proportional to the number of chemical modifications indicating that all modifications are lethal. Neither AAAF nor BPDE produced measurable mutations. Reconstitution of modified RNA with TMV protein was partially inhibited, but such inhibition occurred to similar extents with either carcinogen and a varying levels of modification. The data suggest that both types of substitution of TMV RNA generally permit the TMV coat protein to aggregate normally around the RNA, but that AAAF and BPDE may induce some conformational change in the initiation region that inhibits the initiation step. The NASA-Langley Research Center 4 x 7 Meter Low Speed Wind Tunnel is currently being used for low speed aerodynamics, V/STOL aerodynamics and, to a limited extent, rotorcraft noise research. The deficiencies of this wind tunnel for both aerodynamics and aeroacoustics research have been recognized for some time. Modifications to the wind tunnel are being made to improve the test section flow quality and to update the model cart systems. A further modification of the 4 x 7 Meter Wind Tunnel to permit rotorcraft model acoustics research has been proposed. As a precursor to the design of the proposed modifications, NASA is conducted both in-house and contracted studies to define the acoustic environment within the wind tunnel and to provide recommendations or the reduction of the wind tunnel background noise to a level acceptable to acoustics researchers. One of these studies by an acoustics consultant, has produced the primary reference documents that define the wind tunnel noise sources and outline recommended solutions.
