    The Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit (HWFP) was issued on October 27, 1999 [1]. Since that time, the WIPP has sought modifications to clarify the permit language, provide alternative methods for meeting permit requirements and to update permit conditions. Significant advancements have been made in transuranic (TRU) waste management as the result of modifications to the HWFP. Among these advancements is a modification to obtain a drum age criteria (DAC) value to perform headspace gas sampling on drums to be super-compacted and placed in a 100-gallon overpack drum. In addition, the Section 311 permit modification requestmore » that would allow for more efficient waste characterization, and the modification to authorize the shipment and disposal of Remote-Handled (RH) TRU waste were merged together and submitted to the regulator as the Consolidated Permit Modification Request (PMR). The submittal of the Consolidated PMR came at the request of the regulator as part of responses to Notices of Deficiency (NODs) for the separate PMRs which had been submitted in previous years. Section 311 of the fiscal year 2004 Energy and Water Developments Appropriations Act (Public Law 108-137) [2] directs the Department of Energy to submit a permit modification that limits waste confirmation to radiography or visual examination of a statistical subpopulation of containers. Section 311 also specifically directs that disposal room performance standards be to be met by monitoring for volatile organic compounds in the underground disposal rooms. This statute translates into the elimination of other waste confirmation methods such as headspace gas sampling and analysis and solids sampling and analysis. These methods, as appropriate, will continue to be used by the generator sites during hazardous waste determinations or characterization activities. This modification is expected to reduce the overall cost of waste analysis by hundreds of millions of dollars [3]. Combining both the chap. 311 and RH TRU waste permit modification requests allows for both the regulator and DOE to expedite action on the modification requests.     There are two major regulatory approval milestones necessary in order to commence disposal operations for remote-handled transuranic (RH TRU) waste at the Waste Isolation Pilot Plant (WIPP)-the RH TRU hazardous waste permit modification request [1] and the radiological characterization plan [2]. One of those milestones has been achieved. The US Environmental Protection Agency (EPA) issued its final decision to approve the Department of Energy's (DOE) RH TRU radiological characterization plan along with the RH TRU Waste Characterization Program Implementation Plan [3], on March 26, 2004. The RH TRU hazardous waste permit modification request still awaits agency approval. In EPA's decisionmore » to approve the DOE's RH TRU radiological characterization plan, the EPA also set forth the process for approving site-specific RH TRU waste characterization programs. Included in the March 29, 2005, RH TRU second Notice of Deficiency [4] (NOD) on the Class 3 Permit Modification Request for RH TRU Waste, the New Mexico Environment Department (NMED) requested that the Permittees combine their responses for the RH TRU Waste NOD with the Section 311 permit modification request NOD. The Combined Response Document was submitted April 28, 2005 [5]. Another NOD [6] was issued by the NMED on September 1, 2005, to clarify the Permittees' proposal and submit these clarifications to the administrative record. Combining both the chap. 311 [7] and RH TRU waste permit modification requests allows for both the regulator and Permittees to expedite action on the modification requests. The Combined Response Document preserves human resources and costs by having only one administrative process for both modification requests. Facility readiness requirements of the RH TRU waste final permit [8] must be implemented to declare that the WIPP is ready to receive RH TRU waste for storage and disposal. To demonstrate readiness, the WIPP is preparing for an Operational Readiness Review (ORR) of the RH TRU waste management equipment, system, and procedures. Required by DOE Order, the ORR demonstrates the capability of managing RH TRU waste. The Management and Operating Contractor (MOC) for the WIPP must first perform a Line Management Assessment. Upon successful completion of the Line Management Assessment, the MOC performs the Contractor ORR and presents the results to the local DOE office.     This report presents proposed modifications to several conditions of the Resource Conservation and Recovery Act (RCRA) Post-Closure Permit (PCP) for the Chestnut Ridge Hydrogeologic Regime (CRHR) (permit number TNHW-088, EPA ID No. TN3 89 009 0001). These permit conditions define the requirements for RCRA post-closure detection groundwater monitoring at the Chestnut Ridge Sediment Disposal Basin (CRSDB) and Kerr Hollow Quarry (KHQ), and RCRA post-closure corrective action groundwater monitoring at the Chestnut Ridge Security Pits (CRSPs). Modification of these PCP conditions is requested to: (1) clarify the planned integration of RCRA post-closure corrective action groundwater monitoring at the CRSPs with themore » monitoring program to be established in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) record of decision (ROD), (2) revise several of the current technical requirements for groundwater monitoring based on implementation of the RCRA monitoring programs during 1996, (3) replace several of the technical procedures included in the PCP with updated versions recently issued by the Y-12 Plant Groundwater Protection Program (GWPP), and (4) correct inaccurate regulatory citations and references to permit conditions and permit attachments. With these modifications, the Y- 12 Plant will continue to meet the full intent of all regulatory obligations for post-closure care of these facilities. Section 2 provides the technical justification for each proposed permit modification. Section 3.0 contains proposed changes to Section II of the PCP. Modifications to site-specific permit conditions are presented in Section 4.0 (CRSDB), Section 5.0 (CRSPs), and Section 6.0 (KHQ). Sections 7.0 and 8.0 reference updated and revised procedures for groundwater sampling, and monitoring well plugging and abandonment, respectively.     A complex software project in general with high standards regarding code quality requires automated tools to help developers in doing repetitive and tedious tasks such as compilation on different platforms and configurations, doing unit testing as well as end-to-end tests and generating distributable binaries and documentation. This is known as continuous integration (CI). A community-driven FOSS-project within the Earth Sciences benefits even more from CI as time and resources regarding software development are often limited. Therefore testing developed code on more than the developers PC is a task which is often neglected and where CI can be the solution. We developed an integrated workflow based on GitHub, Travis and Jenkins for the community project OpenGeoSys - a coupled multiphysics modeling and simulation package - allowing developers to concentrate on implementing new features in a tight feedback loop. Every interested developer/user can create a pull request containing source code modifications on the online collaboration platform GitHub. The modifications are checked (compilation, compiler warnings, memory leaks, undefined behaviors, unit tests, end-to-end tests, analyzing differences in simulation run results between changes etc.) from the CI system which automatically responds to the pull request or by email on success or failure with detailed reports eventually requesting to improve the modifications. Core team developers review the modifications and merge them into the main development line once they satisfy agreed standards. We aim for efficient data structures and algorithms, self-explaining code, comprehensive documentation and high test code coverage. This workflow keeps entry barriers to get involved into the project low and permits an agile development process concentrating on feature additions rather than software maintenance procedures.

Measure 7.4L.1 of the Program mandates that appropriate research accompany any proposed supplementation. In addition, measure 7.3B.2 of the Program stresses the need for evaluating supplementation projects to assess their ability to increase production. Finally, Section 7.4D.3 encourages the studymore » of hatchery rearing and release strategies to improve survival and adaptation of cultured fish. In 1997, Oregon Department of Fisheries and Wildlife (ODFW) requested a modification of Permit 1011 to allow the take of adult spring chinook salmon.     The two stabilization treatment methods that are to be examined for their effectiveness in the treatment of both the unremediated and remediated nitrate salt wastes include (1) the addition of zeolite and (2) cementation.     There has been much attention given by scholars to the investigation of inter-language pragmatics (ILP), and some of them have been concentrating on how ILP speakers modify their speech acts (SA) of request. This study was aimed at investigating request modification produced by Indonesian English speakers. A group of 23 college students majoring in tourism was involved as research participants. The participants were given two tests using two role play cards with two hotel-context request situations, i.e. low imposing request (R-Rq) and high imposing request (R+ Rq). Pretest was given prior to and post-test was given upon treatment. The situation was chosen based on[1] exemplar generation1 model. The data of request utterances was analyzed and compared with request taxonomies proposed by some scholars. Data analysis showed that the research participants were more competent pragmatically upon the treatment, indicated with the fact where they were able to produce 13 request modification patterns being compared to 11 patterns prior to the treatment.

    The Care Windows development project demonstrated the feasibility of an approach designed to add the benefits of an event-driven, graphically-oriented user interface to an existing Medical Information Management System (MIMS) without overstepping economic and logistic constraints. The design solution selected for the Care Windows project incorporates three important design features: (1) the effective de-coupling of severs from requesters, permitting the use of an extensive pre-existing library of MIMS servers, (2) the off-loading of program control functions of the requesters to the workstation processor, reducing the load per transaction on central resources and permitting the use of object-oriented development environments available for microcomputers, (3) the selection of a low end, GUI-capable workstation consisting of a PC-compatible personal computer running Microsoft Windows 3.0, and (4) the development of a highly layered, modular workstation application, permitting the development of interchangeable modules to insure portability and adaptability.     Euthanasia requests have increased as the number of debilitated patients rises in both developed and developing countries such as India due to medical, psychosocial-emotional, socioenvironmental, and existential issues amid fears of potential misuse. WORLD'S POSITION: Albania, Colombia, the Netherlands, and Switzerland permit euthanasia conditionally. Australia's legalization of euthanasia has been withdrawn. The United States permits withdrawal of life support. Mexico and Norway permit active euthanasia. INDIA'S POSITION: Following the Aruna Shanbaug case the Supreme Court granted legal sanction to passive, but not active, euthanasia that is valid till the Parliament legislates on euthanasia. HANDLING EUTHANASIA REQUESTS: Acknowledging the complexity of the problem; individualizing the palliative approach; and accepting the 'There is no alternative' or 'There is no answer' (TINA) factor.
