A mobile remote manipulator system has been identified as a necessary device for space station. A conceptual design for an MRMS is presented which features (1) tracks on the MRMS and guide pins only on the truss structure, (2) a push/pull drive mechanism which rotates to permit movement in four directions, and (3) spacecrane and mobile foot restraint manipulators (or arms). Operational and design features of the MRMS elements are described and illustrated. Concepts are also presented which permit rotating the operational plane of the MRMS through 90 deg. Such a system has been found to have great utility for initial space station construction, maintenance and repair, and to provide a construction capability for future station growth or large spacecraft assembly and/or servicing.

A considerable part of the maintenance costs of tunnel structures is related to the inspection, maintenance and repair of the drainage system. The drainage system of tunnels is frequently clogged with Calcium precipitates. Cleaning and water conditioning are costintensive for operating companies. Apart from the direct costs associated with inspection, maintenance and repair works of the drainage system indirect costs are generated, such as by the blocking of the tunnel while inspection, maintenance or repair or by the reduction of the permitted operation speed. Sintering and clogging of the drainage systems is mainly caused by dissolution of cement minerals in concrete and mortar and/or by inadequate design and construction of the drainage system and/or grubby workmanship. With long-term studies and in-situ experiments in Austria traffic tunnels the specific input factors for sinter mechanism have been identified and appropriate counter measures could be defined. In particular modified mix designs for shotcretes and mortars have proven to bring a significant beneficial effect. By means of constructional measures and by the application of hardness stabilizers a further reduction of hard deposits inside the drainage system is achievable. The paper will deal with the specific aspects and will propose adequate counter measures.

Much research has focused on physical disorder in urban neighborhoods as evidence that the community does not maintain local norms and spaces. Little attention has been paid to the opposite: indicators of proactive investment in the neighborhood's upkeep. This manuscript presents a methodology that translates a database of approved building permits into an ecometric of investment by community members, establishing basic content, criteria for reliability, and construct validity. A database from Boston, MA contained 150,493 permits spanning 2.5 years, each record including the property to be modified, permit type, and date issued. Investment was operationalized as the proportion of properties in a census block group that underwent an addition or renovation, excluding larger developments involving the demolition or construction of a building. The reliability analysis found that robust measures could be generated every 6 months, and that longitudinal analysis could differentiate between trajectories across neighborhoods. The validity analysis supported two hypotheses: investment was best predicted by homeownership and median income; and maintained an independent relationship with measures of physical disorder despite controlling for demographics, implying that it captures the other end of a spectrum of neighborhood maintenance. Possible uses for the measure in research and policy are discussed.

The Plate Boundary Observatory (PBO), part of the larger NSF-funded EarthScope project, will study the three- dimensional strain field resulting from active plate boundary deformation across the western United States. PBO is a large construction project involving the reconnaissance, permitting, installation, documentation, and maintenance of 875 permanent GPS stations in five years. 163 of these stations lie within the Basin and Range and Rocky Mountain Regions consisting of the states of Montana, Idaho, Nevada, Utah, Wyoming, Colorado, New Mexico, and Arizona. During the fourth year of the project, the Basin and Range and Rocky Mountain regions of PBO completed reconnaissance and nearly all permitting activities, and maintained a fast pace of station installations. The fall of 2006 and spring of 2007 were devoted to the construction of a large push of 50 stations, most located on Bureau of Land Management controlled public lands in Nevada. This transect is located along Highway 50 and will profile the extension of the Basin and Range province. The Yellowstone area, including surrounding National Parks and Forests was the target of summer 2007, during which time 10 remote stations with difficult logistics were installed. To date, construction is complete for 135 of 163 GPS stations.

The strategic location of cooling pads and improved insulation permits operation of the source at lower temperatures. A vapor valve constructed of graphite and located in a constantly increasing temperature gradient provides reliable control of the vapor flow from the charge bottle to the arc chamber. A pronounced saving in calutron operating time and equipment maintenance has been achieved with the use of the present ion source.

The goal of the Formalized Software Development (FSD) project was to demonstrate improvements productivity of software development and maintenance through the use of a new software lifecycle paradigm. The paradigm calls for the mechanical, but human-guided, derivation of software implementations from formal specifications of the desired software behavior. It relies on altering a system's specification and rederiving its implementation as the standard technology for software maintenance. A system definition for this paradigm is composed of a behavioral specification together with a body of annotations that control the derivation of executable code from the specification. Annotations generally achieve the selection of certain data representations and/or algorithms that are consistent with, but not mandated by, the behavioral specification. In doing this, they may yield systems which exhibit only certain behaviors among multiple alternatives permitted by the behavioral specification. The FSD project proposed to construct a testbed in which to explore the realization of this new paradigm. The testbed was to provide operational support environment for software design, implementation, and maintenance. The testbed was proposed to provide highly automated support for individual programmers ('programming in the small'), but not to address the additional needs of programming teams ('programming in the large'). The testbed proposed to focus on supporting rapid construction and evolution of useful prototypes of software systems, as opposed to focusing on the problems of achieving production quality performance of systems.

The operation and maintenance procedures are described for the development model of the fire rescue air pack (FRAP) voice amplifier assembly, including the battery charger. Operational instructions include a general description of the assembly, specifications, and installation and operation. Maintenance instructions include theory of operation, preventive maintenance, repair, adjustment, and a parts list. The FRAP is intended to permit fire rescue personnel to enter a smoke-filled, toxic or oxygen depleted environment carrying their own source of breathing air. The voice amplifier assembly permits the wearer to communicate by voice with other persons in the vicinity. The battery charger assembly provides a means of keeping the amplifier batteries fully charged.

The sound insulations of a range of different door blanks were measured. The results were compared with the sound insulations of existing BBC door blanks. The new doors were made from medium density fiberboard (MDF) which is more stable than the blockboard used in existing studio doors. Consequently, they should require less maintenance and adjustment and should have a longer lifespan. The doors had higher sound insulations for their weight than existing designs, which might permit savings in the costs of the surrounding building structures. Overall construction costs of the door blanks themselves are likely to be similar to those of existing designs. A companion Report (BBC RD 1994/15) describes sound insulation measurements made on plant-on door seals. The intention of this work was to simplify the construction of the door frame and the fitting of the seals to reduce costs.

The electronic engineering notebook (EEN) consists of a free form research notebook, implemented in a commercial package for distributed hypermedia, which includes utilities for graphics capture, formatting and display of LaTex constructs, and interfaces to the host operating system. The latter capability consists of an information computer-aided software engineering (CASE) tool and a means to associate executable scripts with source objects. The EEN runs on Sun and HP workstations. The EEN, in day-to-day use can be used in much the same manner as the sort of research notes most researchers keep during development of projects. Graphics can be pasted in, equations can be entered via LaTex, etc. In addition, the fact that the EEN is hypermedia permits easy management of 'context', e.g., derivations and data can contain easily formed links to other supporting derivations and data. The CASE tool also permits development and maintenance of source code directly in the notebook, with access to its derivations and data.

This paper presents the purification performance of 20 wastewater treatment plants with vertical reed bed filters (Macrophyltres), built between 1998 and 2003 by SAS Voisin, for communities of between 150 and 1400 PE. The first stage vertical reed bed (directly fed with raw wastewater by intermittent feeding) achieved high removal of SS, BOD and COD (mean respectively 96%, 98%, 92%). The second stage permitted compliance easily with effluent standards (SS < 15 mg/l, BOD < 15 mg/l, COD < 90 mg/l and mean TKN < 10 mg/l). Performance was not significantly influenced by variations of organic and hydraulic load, nor by seasonal variations. Rigorous operation and maintenance were required to obtain optimal performances. Another application of vertical reed beds is the treatment of septage (sludge from individual septic tanks). The results obtained on two sites operating for 2 and 3 years are presented. The first site achieved complete treatment of septage (solid and liquid fraction), the second permitted a pre-treatment for co-treatment of percolate with wastewater.

Composite materials for rail transit systems

The potential is explored for using composite materials in urban mass transit systems. The emphasis was to identify specific advantages of composite materials in order to determine their actual and potential usage for carbody and guideway structure applications. The literature was reviewed, contacts were made with major domestic system operators, designers, and builders, and an analysis was made of potential composite application to railcar construction. Composites were found to be in use throughout the transit industry, usually in secondary or auxiliary applications such as car interior and nonstructural exterior panels. More recently, considerable activity has been initiated in the area of using composites in the load bearing elements of civil engineering structures such as highway bridges. It is believed that new and improved manufacturing refinements in pultrusion and filament winding will permit the production of beam sections which can be used in guideway structures. The inherent corrosion resistance and low maintenance characteristics of composites should result in lowered maintenance costs over a prolonged life of the structure.

The analysis of historic roof constructions is an important task for planning the adaptive reuse of buildings or for maintenance and restoration issues. Current approaches to modeling roof constructions consist of several consecutive operations that need to be done manually or using semi-automatic routines. To increase efficiency and allow the focus to be on analysis rather than on data processing, a set of methods was developed for the fully automated analysis of the roof constructions, including integration of architectural and structural modeling. Terrestrial laser scanning permits high-detail surveying of large-scale structures within a short time. Whereas 3-D laser scan data consist of millions of single points on the object surface, we need a geometric description of structural elements in order to obtain a structural model consisting of beam axis and connections. Preliminary results showed that the developed methods work well for beams in flawless condition with a quadratic cross section and no bending. Deformations or damages such as cracks and cuts on the wooden beams can lead to incomplete representations in the model. Overall, a high degree of automation was achieved.

Large areas of public land are currently being permitted or evaluated for utility-scale solar energy development (USSED) in the southwestern United States, including areas with high biodiversity and protected species. However, peer-reviewed studies of the effects of USSED on wildlife are lacking. The potential effects of the construction and the eventual decommissioning of solar energy facilities include the direct mortality of wildlife; environmental impacts of fugitive dust and dust suppressants; destruction and modification of habitat, including the impacts of roads; and off-site impacts related to construction material acquisition, processing, and transportation. The potential effects of the operation and maintenance of the facilities include habitat fragmentation and barriers to gene flow, increased noise, electromagnetic field generation, microclimate alteration, pollution, water consumption, and fire. Facility design effects, the efficacy of site-selection criteria, and the cumulative effects of USSED on regional wildlife populations are unknown. Currently available peer-reviewed data are insufficient to allow a rigorous assessment of the impact of USSED on wildlife.

The solar energy system was constructed with the 48,800 square feet warehouse to heat the warehouse area of about 39,000 square feet while an auxiliary energy system heats the office area of about 9,800 square feet. The building is divided into 20 equal units, and each has its own solar system. The modular design permits the flexibility of combining multiple units to form offices or warehouses of various size floor areas as required by a tenant. Each unit has 20 collectors which are mounted in a single row. The collectors are double glazed flat plate collectors with a gross area of 7,800 sq ft. Air is heated either through the collectors or by the electric resistance duct coils. Costs for maintenance of infrastructure in municipalities with soft soil underground conditions, are estimated to be almost 40 % higher than in others. As a result, these municipalities meet financial problems that cause overdue maintenance. In some cases municipalities are even afraid to be unable to offer a minimum service level in future. In common, traditional practice, roads and sewerage systems have been constructed in trenches that consist of sandy material that replaces the upper meters of the soft soil. Under influence of its weight, this causes accelerated settlements of the construction. A number of alternative constructions have been developed, e.g. using light-weight materials to limit settlement velocity. In order to limit future maintenance costs, improvement of maintenance strategies is desired. Tools have been and will be developed to support municipalities in improving their maintenance strategies and save money by doing that. A model (BALANS) that weighs the attractiveness of alternative solutions under different soil, environmental and economic circumstances, will be presented.

Performance-based contracting for pavement in Japan started as performance warranties in construction phase, in 1999. Recently, road agencies have recognized the applicability of this type of contracting in outsourcing of maintenance activities. The objectives of this study are to clarify the issues of performance specifying in construction phase and maintenance phase of pavement, and to propose measures to be taken. This paper, with the recognition that the life of each pavement depends on performance standards for various attributes, reviews domestic and foreign examples of performance-based contracting. A performance standard based on the average of current practices can enhance product quality and service life with a warranty contract. Repair thresholds and response time for each deficiency should be considered as performance standards in maintenance phase.

This Environmental Permit Compliance Plan is intended to assist the Memphis Light, Gas and Water Division in acquiring the necessary environmental permits for their proposed Industrial Fuel Gas Demonstration Plant in a time frame consistent with the construction schedule. Permits included are those required for installation and/or operation of gaseous, liquid and solid waste sources and disposal areas. Only those permits presently established by final regulations are described. The compliance plan describes procedures for obtaining each permit from identified federal, state and local agencies. The information needed for the permit application is presented, and the stepwise procedure to follow whenmore » filing the permit application is described. Information given in this plan was obtained by reviewing applicable laws and regulations and from telephone conversations with agency personnel on the federal, state and local levels. This Plan also presents a recommended schedule for beginning the work necessary to obtain the required environmental permits in order to begin dredging operations in October, 1980 and construction of the plant in September, 1981. Activity for several key permits should begin as soon as possible.« less

We performed a randomised pilot trial of PerMIT, a novel decision support tool for genotype-based warfarin initiation and maintenance dosing, to assess its efficacy for improving warfarin management. We prospectively studied 26 subjects to compare PerMIT-guided management with routine anticoagulation service management. CYP2C9 and VKORC1 genotype results for 13 subjects randomly assigned to the PerMIT arm were recorded within 24 hours of enrolment. To aid in INR interpretation, PerMIT calculates estimated loading and maintenance doses based on a patient's genetic and clinical characteristics and displays calculated S-warfarin plasma concentrations based on planned or administered dosages. In comparison to control subjects, patients in the PerMIT study arm demonstrated a 3.6-day decrease in the time to reach a stabilised INR within the target therapeutic range (4.7 vs. 8.3 days, p = 0.015); a 12.8% increase in time spent within the therapeutic interval over the first 25 days of therapy (64.3% vs. 55.3%, p = 0.180); and a 32.9% decrease in the frequency of warfarin dose adjustments per INR measurement (38.3% vs. 57.1%, p = 0.007). Serial measurements of plasma S-warfarin concentrations were also obtained to prospectively evaluate the accuracy of the pharmacokinetic model during induction therapy. The PerMIT S-warfarin plasma concentration model estimated 62.8% of concentrations within 0.15 mg/l. These pilot data suggest that the PerMIT method and its incorporation of genotype/phenotype information may help practitioners increase the safety, efficacy, and efficiency of warfarin therapeutic management.

Mixed-initiative user interfaces provide a means by which a human operator and an intelligent system may collectively share the task of deciding what to do next. Such interfaces are important to the effective utilization of real-time expert systems as assistants in the execution of critical tasks. Presented here is the Incremental Inference algorithm, a symbolic reasoning mechanism based on propositional logic and suited to the construction of mixed-initiative interfaces. The algorithm is similar in some respects to the Truth Maintenance System, but replaces the notion of 'justifications' with a notion of recency, allowing newer values to override older values yet permitting various interested parties to refresh these values as they become older and thus more vulnerable to change. A simple example is given of the use of the Incremental Inference algorithm plus an overview of the integration of this mechanism within the SPECTRUM expert system for geological interpretation of imaging spectrometer data.

A clear perception of gene essentiality in bacterial pathogens is pivotal for identifying drug targets to combat emergence of new pathogens and antibiotic-resistant bacteria, for synthetic biology, and for understanding the origins of life. We have constructed a comprehensive set of deletion mutants and systematically identified a clearly defined set of essential genes for Streptococcus sanguinis. Our results were confirmed by growing S. sanguinis in minimal medium and by double-knockout of paralogous or isozyme genes. Careful examination revealed that these essential genes were associated with only three basic categories of biological functions: maintenance of the cell envelope, energy production, and processing of genetic information. Our finding was subsequently validated in two other pathogenic streptococcal species, Streptococcus pneumoniae and Streptococcus mutans and in two other gram-positive pathogens, Bacillus subtilis and Staphylococcus aureus. Our analysis has thus led to a simplified model that permits reliable prediction of gene essentiality. PMID:22355642

In February 1995, the US Department of Energy (DOE) approved the Spent Nuclear Fuel (SNF) Project's ''Path Forward'' recommendation for resolution of the safety and environmental concerns associated with the deteriorating SNF stored in the Hanford Site's K Basins (Hansen 1995). The recommendation included an aggressive series of projects to design, construct, and operate systems and facilitates to permit the safe retrieval, packaging, transport, conditions, and interim storage of the K Basins' SNF. The facilities are the Cold VAcuum Drying Facility (CVDF) in the 100 K Area of the Hanford Site and the Canister Storage building (CSB) in the 200more » East Area. The K Basins' SNF is to be cleaned, repackaged in multi-canister overpacks (MCOs), removed from the K Basins, and transported to the CVDF for initial drying. The MCOs would then be moved to the CSB and weld sealed (Loscoe 1996) for interim storage (about 40 years). One of the major tasks associated with the initial Path Forward activities is the development and maintenance of the safety documentation. In addition to meeting the construction needs for new structures, the safety documentation for each must be generated.« less

With the dramatic growth of urban tunnels in recent years, energy saving and environmental protection have received intensive attention in tunnel construction and operation. As reference to the concept of green buildings, this paper proposes the concept of green tunnels. Combining with the key issues of tunnel design, construction, operation and maintenance, the major aspects of green tunnels including prefabricated construction, noise control, ventilation & lighting energy saving, and digital intelligent maintenance are discussed and the future development of green tunnels is outlined with the economic and social benefits as indicators.

Ultra High Performance Concrete (UHPC) is a material that is attracting attention in the construction industry due to the high mechanical strength and durability, leading to structures having low maintenance requirements. The production of UHPC, however, has generally higher environmental impact than normal strength concrete due to the increased demand of cement required in the concrete mix. What is still not sufficiently investigated, is if the longer lifetime, slimmer construction and lower maintenance requirements lead to a net environmental benefit compared to standard concrete bridge design. This study utilizes life cycle assessment (LCA) to determine the lifetime impacts of two comparable highway crossing footbridges spanning 40 meters, designed respectively with UHPC and normal strength concrete. The results of the study show that UHPC is an effective material for reducing lifetime emissions from construction and maintenance of long lasting infrastructure, as the UHPC design outperforms the normal strength concrete bridge in most impact categories.

A remote maintenance monitoring system retrofits to a given hardware device with a sensor implant which gathers and captures failure data from the hardware device, without interfering with its operation. Failure data is continuously obtained from predetermined critical points within the hardware device, and is analyzed with a diagnostic expert system, which isolates failure origin to a particular component within the hardware device. For example, monitoring of a computer-based device may include monitoring of parity error data therefrom, as well as monitoring power supply fluctuations therein, so that parity error and power supply anomaly data may be used to trace the failure origin to a particular plane or power supply within the computer-based device. A plurality of sensor implants may be rerofit to corresponding plural devices comprising a distributed large-scale system. Transparent interface of the sensors to the devices precludes operative interference with the distributed network. Retrofit capability of the sensors permits monitoring of even older devices having no built-in testing technology. Continuous real time monitoring of a distributed network of such devices, coupled with diagnostic expert system analysis thereof, permits capture and analysis of even intermittent failures, thereby facilitating maintenance of the monitored large-scale system.

We describe a health care facility to be built and used on an orbiting space station in low Earth orbit. This facility, called the health maintenance facility, is based on and modeled after isolated terrestrial medical facilities. It will provide a phased approach to health care for the crews of Space Station Freedom. This paper presents the capabilities of the health maintenance facility. As Freedom is constructed over the next decade there will be an increase in activities, both construction and scientific. The health maintenance facility will evolve with this process until it is a mature, complete, stand-alone health care facility that establishes a foundation to support interplanetary travel. As our experience in space continues to grow so will the commitment to providing health care.

Fragmentation process is always been highlighted by the stakeholders in the construction industry as one of the `critical' issue that diminishing the opportunity for stakeholders that involved during the operation and maintenance stage to influence design decisions. Failure of design professionals to consider how a maintenance contractor or facility manager will construct the design thus results in higher operating cost, wastage, defects during the maintenance and operation process. Moving towards team integration is considered a significant strategy for overcoming the issue. Value Management is a style of management dedicated to guiding people and promoting innovation with the aim to improve overall building performance through structured, team-oriented exercises which make explicit, and appraise subsequent decisions, by reference to the value requirements of the clients. Accordingly, this paper discusses the fragmentation issue in more detail including the definition, causes and effects to the maintenance and operation of building and at the same time will highlighted the potential of VM integrated team approach as a strategic management approach for overcoming that issue. It also explores that the team integration strategy alleviates scheduling problems, delays and disputes during the construction process, and, hence, prevent harming the overall building performance.

The literature on relationship maintenance has focused primarily on the beneficial outcomes of maintenance, and, as a result, little is known about relational processes that may interfere with reports of partners' maintenance. The authors examine how daily conflict influences individuals' reports of their partners' maintenance, and how a constructive communication style buffers this influence by reducing negative emotion on conflict days. In a daily diary study of 98 same-sex couples in romantic relationships, they found that the negative association between conflict and reports of a partner's relationship maintenance was mediated by negative emotion. That is, there was an indirect effect by which daily conflict was associated with higher levels of daily negative emotion, which was associated with reports of lower levels of partners' relationship maintenance. This indirect effect was moderated by couples' overall level of constructive communication such that higher levels diminished the degree to which couples experienced negative emotion on days with episodes of relational conflict. Infrastructure, such as road transportation, is a vital in civilized societies; which need to be constructed and maintained regularly. A large part of the project cost is attributed to subsurface conditions, where unsatisfactory conditions could increase either the geotechnical stabilization measures needed or the design cost itself. A way to collect information of the subsurface and existing installations which can lead to measures reducing the project cost and damage is to use geophysical methods during planning, construction and maintenance phases. The moisture in road layers is an important factor, which will affect the bearing capacity of the construction as well as the maintenances. Moisture in the road is a key factor for a well-functioning road. On the other hand the excessive moisture is the main reason of road failure and problems. From a hydrological point of view geophysical methods could help road planners identify the water table, geological strata, pollution arising from the road and the movement of the pollution before, during and after construction. Geophysical methods also allow road planners to collect valuable data for a large area without intrusive investigations such as with boreholes, i.e. minimizing the environmental stresses and costs. However, it is important to specify the investigation site and to choose the most appropriate geophysical method based on the site chosen and the objective of the investigation. Currently, numerous construction and rehabilitation projects are taking places around the world. Many of these projects are focused on infrastructural development, comprising both new projects and expansion of the existing infrastructural network. Geophysical methods can benefit these projects greatly during all phases. During the construction phase Ground Penetrating radar (GPR) is very useful in combination with Electrical Resistivity (ER) for detecting soil water content and base course compaction. However, ER and Electromagnetic (EM) methods can also be used for monitoring changes in water content and pollutant spreading during the maintenance phase. The objective of this study was to describe various geophysical methods which could benefit the road planning, construction and maintenance phases focusing on hydrological impacts.

To determine whether faulty pool maintenance and substandard lifeguard performance critically delayed retrieval and resuscitation of a significant number of pool drowning victims. One hundred and eighty drowning incidents that resulted in litigation from 1998 to 2008 were studied to determine whether faulty pool maintenance and/or substandard lifeguard performance delayed retrieval and thereby contributed to the death of these persons. A total of 180 swimming pools-commercial and private-were included. Ninety-seven of these pools were manned by lifeguards. Subjects who underwent the drowning process and suffered severe brain injury or death were reviewed to determine the rescue and resuscitation attempts by lifeguards or bystanders at the pool. One hundred and seventy-seven of the 180 persons who underwent the drowning process died. Cases were analyzed as to whether faulty pool maintenance and/or substandard lifeguard performance contributed to their demise. At fault were cloudy or dirty water; drain pipes that created underwater suction to trap victims; inadequate fencing around pools through which small children gained access; permitting small children to be at the pool without adult supervision; permitting dangerous exercises such as hyperventilation while underwater swimming, resulting in shallow water blackout; lifeguards not being attentive, being distracted by other persons, performing nonrelated chores, leaving their positions without proper relief, while failure to enter the water when told persons were submerged. Faculty pool maintenance and substandard lifeguard performance critically delayed retrieval and resuscitation of a significant number of pool drowning victims.

Neural progenitor cell (NPC) culture within three-dimensional (3D) hydrogels is an attractive strategy for expanding a therapeutically relevant number of stem cells. However, relatively little is known about how 3D material properties such as stiffness and degradability affect the maintenance of NPC stemness in the absence of differentiation factors. Over a physiologically relevant range of stiffness from ~0.5 to 50 kPa, stemness maintenance did not correlate with initial hydrogel stiffness. In contrast, hydrogel degradation was both correlated with, and necessary for, maintenance of NPC stemness. This requirement for degradation was independent of cytoskeletal tension generation and presentation of engineered adhesive ligands, instead relying on matrix remodelling to facilitate cadherin-mediated cell-cell contact and promote β-catenin signalling. In two additional hydrogel systems, permitting NPC-mediated matrix remodelling proved to be a generalizable strategy for stemness maintenance in 3D. Our findings have identified matrix remodelling, in the absence of cytoskeletal tension generation, as a previously unknown strategy to maintain stemness in 3D.

Construction regulations are still different in many European countries, even though the European Union directives have unified many acts for construction works and construction products in the member countries. The scheme of the construction process presented in the paper could be valid for most countries, despite of detailed regulations of legal systems. The number of construction regulations to be followed in order to get the Construction Permit in Poland is rather big, so the time between the start of the investment process and the day when the Construction Permit is issued could be several months. Only licensed professional engineers can play the role of site managers, site inspectors and designers, registered for the given construction project. Duties and responsibilities (civil liability) of these engineers are strictly defined by regulations. The obligatory inspection of construction works should be executed by the licensed site inspectors. Moreover, the works can be incidentally inspected by Authority, banks, insurance companies or designers. Foreign designers and foreign site engineers in order to be allowed by respective Authority to play official roles on Polish construction sites should present documents proving that they can do the same jobs in their countries as per regulations obligatory there.

Computational thermodynamics (CT) has now become an essential tool of petrologic and geochemical research. CT is the basis for the construction of phase diagrams, the application of geothermometers and geobarometers, the equilibrium speciation of solutions, the construction of pseudosections, calculations of mass transfer between minerals, melts and fluids, and, it provides a means of estimating materials properties for the evaluation of constitutive relations in fluid dynamical simulations. The practical application of CT to Earth science problems requires data. Data on the thermochemical properties and the equation of state of relevant materials, and data on the relative stability and partitioning of chemical elements between phases as a function of temperature and pressure. These data must be evaluated and synthesized into a self consistent collection of theoretical models and model parameters that is colloquially known as a thermodynamic database. Quantitative outcomes derived from CT reply on the existence, maintenance and integrity of thermodynamic databases. Unfortunately, the community is reliant on too few such databases, developed by a small number of research groups, and mostly under circumstances where refinement and updates to the database lag behind or are unresponsive to need. Given the increasing level of reliance on CT calculations, what is required is a paradigm shift in the way thermodynamic databases are developed, maintained and disseminated. They must become community resources, with flexible and assessable software interfaces that permit easy modification, while at the same time maintaining theoretical integrity and fidelity to the underlying experimental observations. Advances in computational and data science give us the tools and resources to address this problem, allowing CT results to be obtained at the speed of thought, and permitting geochemical and petrological intuition to play a key role in model development and calibration.

The development of construction project towards green construction is needed in order to improve the efficiency of construction projects. One that needs to be minimized is construction waste. Construction waste is waste generated from construction project activities, both solid waste and non solid waste. More specifically, the waste happens at every phase of the project life cycle. Project life cycle are the stage of idea, design, construction, and operation/maintenance. Each phase is managed by different stakeholders. Therefore it requires special handling from the involved stakeholders. The objective of the study is to map the information and identify the waste at each phase of the project life cycle. The purpose of mapping is to figure out the process of information and product flow and with its timeline. This mapping used Value Stream Mapping (VSM). Identification of waste was done by distributing questionnaire to respondents to know the waste according to owner, consultant planner, contractor, and supervisory consultant. The result of the study is the mapping of information flow and product flow at the phases of idea, design, construction, and operation/ maintenance.

Multiple Interactive Pollutants in Water Quality Trading

Efficient environmental management calls for the consideration of multiple pollutants, for which two main types of transferable discharge permit (TDP) program have been described: separate permits that manage each pollutant individually in separate markets, with each permit based on the quantity of the pollutant or its environmental effects, and weighted-sum permits that aggregate several pollutants as a single commodity to be traded in a single market. In this paper, we perform a mathematical analysis of TDP programs for multiple pollutants that jointly affect the environment (i.e., interactive pollutants) and demonstrate the practicality of this approach for cost-efficient maintenance of river water quality. For interactive pollutants, the relative weighting factors are functions of the water quality impacts, marginal damage function, and marginal treatment costs at optimality. We derive the optimal set of weighting factors required by this approach for important scenarios for multiple interactive pollutants and propose using an analytical elasticity of substitution function to estimate damage functions for these scenarios. We evaluate the applicability of this approach using a hypothetical example that considers two interactive pollutants. We compare the weighted-sum permit approach for interactive pollutants with individual permit systems and TDP programs for multiple additive pollutants. We conclude by discussing practical considerations and implementation issues that result from the application of weighted-sum permit programs.

The efficiency of the maintenance of the industrial systems is a major economic stake for their business concern. The main difficulties and the sources of ineffectiveness live in the choice of the actions of maintenance especially when the machine plays a vital role in the process of production. But as Algeria has embarked on major infrastructure projects in transport, housing, automobile, manufacturing industry and construction (factories, housing, highway, subway, tram, etc.) requiring new implications on maintenance strategies that meet industry requirements imposed by the exploitation. From then on and seen the importance of the maintenance on the economic market and sound impacts on the performances of the installations, methods of optimization were developed. For this purpose, to ensure the survival of businesses, be credible, contributing and competitive in the market, maintenance services must continually adapt to the progress of technical areas, technological and organizational even help maintenance managers to construct or to modify maintenance strategies, objective of this work. Our contribution in this work focuses on the optimization of maintenance for industrial systems by the use of Lean six Sigma bases. Lean Six Sigma is a method of improving the quality and profitability based on mastering statically of process and it is also a management style that based on a highly regulated organization dedicated to managing project. The method is based on five main steps summarized in the acronym (DMAIC): Define Measure, Analyze, Improve and Control. Application of the method on the maintenance processes with using maintenance methods during the five phases of the method will help to reduce costs and losses in order to strive for optimum results in terms of profit and quality.

This rule amends the Public Health Service regulations on health maintenance organizations (HMOs) to elaborate on the 1981 amendments to the HMO statute regarding member protection in the event of insolvency, community rating by class, and primary care within the service area of a non-metropolitan HMO. In addition, the rule removes regulatory provisions that are considered unnecessary or burdensome, such as the specification of contractual provisions, and increases one of the regulatory limits on copayments to permit HMOs to become more competitive. These amendments are made after consideration of public comments on the notice of proposed rulemaking (NPRM) published on March 22, 1983.

EarthScope's geodetic component in Alaska, the UNAVCO-operated Plate Boundary Observatory (PBO) network, includes 139 continuous GPS sites and 41 supporting telemetry relays. These are spread across a vast area, from northern AK to the Aleutians. Forty-five of these stations were installed or have been upgraded in cooperation with various partner agencies and currently provide data collection and transmission for more than one group. Leveraging existing infrastructure normally has multiple benefits, such as easier permitting requirements and costs savings through reduced overall construction and maintenance expenses. At some sites, PBO-AK power and communications systems have additional capacity beyond that which is needed for reliable acquisition of GPS data. Where permits allow, such stations could serve as platforms for additional instrumentation or real-time observing needs. With the expansion of the Transportable Array (TA) into Alaska, there is increased interest to leverage existing EarthScope resources for station co-location and telemetry integration. Because of the complexity and difficulty of long-term O&M at PBO sites, however, actual integration of GPS and seismic equipment must be considered on a case-by-case basis. UNAVCO currently operates two integrated GPS/seismic stations in collaboration with the Alaska Earthquake Center, and three with the Alaska Volcano Observatory. By the end of 2014, PBO and TA plan to install another four integrated and/or co-located geodetic and seismic systems. While three of these are designed around existing PBO stations, one will be a completely new TA installation, providing PBO with an opportunity to expand geodetic data collection in Alaska within the limited operations and maintenance phase of the project. We will present some of the design considerations, outcomes, and lessons learned from past and ongoing projects to integrate seismometers and other instrumentation at PBO-Alaska stations. Developing the PBO network as a platform for ongoing research and hazard monitoring equipment may also continue to serve the needs of the research community and the public beyond the sun-setting and completion of EarthScope science plan in 2018.

A summary of construction cost and scheduling information is presented for four maglev guideway designs on an example route from Baltimore, MD to Newark, NJ. This work results from the National Maglev Initiative (NMI), a government-industry effort from 1989 to 1994. The system design concepts used as a basis for developing cost and construction scheduling information, were submitted by four industry consortia solely for this analysis, and represent their own unpublished designs. The detailed cost and construction schedule analyses cover the main guideway only. A summary estimate was made for stations, power distribution systems, maintenance facilities, and other types ofmore » infrastructure. The results of the analyses indicate a number of design aspects which must receive further consideration by future designers. These aspects will affect the practical and economic construction and long-term maintenance of a high-speed maglev guideway.« less
Biological information systems: Evolution as cognition-based information management.

An alternative biological synthesis is presented that conceptualizes evolutionary biology as an epiphenomenon of integrated self-referential information management. Since all biological information has inherent ambiguity, the systematic assessment of information is required by living organisms to maintain self-identity and homeostatic equipoise in confrontation with environmental challenges. Through their self-referential attachment to information space, cells are the cornerstone of biological action. That individualized assessment of information space permits self-referential, self-organizing niche construction. That deployment of information and its subsequent selection enacted the dominant stable unicellular informational architectures whose biological expressions are the prokaryotic, archaeal, and eukaryotic unicellular forms. Multicellularity represents the collective appraisal of equivocal environmental information through a shared information space. This concerted action can be viewed as systematized information management to improve information quality for the maintenance of preferred homeostatic boundaries among the varied participants. When reiterated in successive scales, this same collaborative exchange of information yields macroscopic organisms as obligatory multicellular holobionts. Cognition-Based Evolution (CBE) upholds that assessment of information precedes biological action, and the deployment of information through integrative self-referential niche construction and natural cellular engineering antecedes selection. Therefore, evolutionary biology can be framed as a complex reciprocating interactome that consists of the assessment, communication, deployment and management of information by self-referential organisms at multiple scales in continuous confrontation with environmental stresses.
