A reconciliation plan was developed and implemented to address potential gaps and responses to gaps between the design/build vendor proposals and the Critical Decision-2/3 approval request package for the Remote-Handled Low Level Waste Disposal Facility Project. The plan and results of the plan implementation included development of a reconciliation team comprised of subject matter experts from Battelle Energy Alliance and the Department of Energy Idaho Operations Office, identification of reconciliation questions, reconciliation by the team, identification of unresolved/remaining issues, and identification of follow-up actions and subsequent approvals of responses. This paper describes the technical and programmatic plans for moving and checking certain data from the IDentification Automated Services (IDAS) system to the new Interstate Identification Index/Federal Bureau of Investigation (III/FBI) Segment database--one of the three components of the Integrated Automated Fingerprint Identification System (IAFIS) being developed by the Federal Bureau of Investigation, Criminal Justice Information Services Division. Transitioning IDAS to III/FBI includes putting the data into an entirely new target database structure (i.e. from IBM VSAM files to ORACLE7 RDBMS tables). Only four IDAS files were transitioned (CCN, CCR, CCA, and CRS), but their total estimated size is at 500 Gb of data. Transitioning of this Very Large Database is planned as two processes.

The current nursing leadership pipeline is inadequate and demands strategic succession planning methods. This article provides concept clarification regarding nurse manager succession planning. Attributes common to succession planning include organizational commitment and resource allocation, proactive and visionary leadership approach, and a mentoring and coaching environment. Strategic planning, current and future leadership analysis, high-potential identification, and leadership development are succession planning antecedents. Consequences of succession planning are improved leadership and organizational culture continuity, and increased leadership bench strength. Health care has failed to strategically plan for future leadership. In the past 20 years, the major effort in plant breeding has changed from quantitative to molecular genetics with emphasis on quantitative trait loci (QTL) identification and marker assisted selection (MAS). However, results have been modest. This has been due to several factors including absence of tight linkage QTL, non-availability of mapping populations, and substantial time needed to develop such populations. To overcome these limitations, and as an alternative to planned populations, molecular marker-trait associations have been identified by the combination between germplasm and the regression technique. In the present preview, the authors (1) survey the successful applications of germplasm-regression-combined (GRC) molecular marker-trait association identification in plants; (2) describe how to do the GRC analysis and its differences from mapping QTL based on a linkage map reconstructed from the planned populations; (3) consider the factors that affect the GRC association identification, including selections of optimal germplasm and molecular markers and testing of identification efficiency of markers associated with traits; and (4) finally discuss the future prospects of GRC marker-trait association analysis used in plant MAS/QTL breeding programs, especially in long-juvenile woody plants when no other genetic information such as linkage maps and QTL are available.

The modeling, system identification and controller design aspects of the ASTREX precision space structure are presented in this work. Modeling of ASTREX is performed using NASTRAN, TREETOPS and I-DEAS. The models generated range from simple linear time-invariant models to nonlinear models used for large angle simulations. Identification in both the time and frequency domains are presented. The experimental set up and the results from the identification experiments are included. A software development plan is presented for the definition, design, and implementation of the Space Station (SS) Payload Mission Planning System (MPS). This plan is an evolving document and must be updated periodically as the SS design and operations concepts as well as the SS MPS concept evolve. The major segments of this plan are as follows: an overview of the SS MPS and a description of its required capabilities including the computer programs identified as configurable items with an explanation of the place and function of each within the system; an overview of the project plan and a detailed description of each development project activity breaking each into lower level tasks where applicable; identification of the resources required and recommendations for the manner in which they should be utilized including recommended schedules and estimated manpower requirements; and a description of the practices, standards, and techniques recommended for the SS MPS Software (SW) development.

This experimental study determined if a "report card-like" oral health action plan was effective in improving oral health behaviors in a sample of 69 patients, ages 1 to 6 years. Participants were divided randomly into control and intervention groups. Data collected included dmft, plaque score, Streptococcus mutans levels and oral health behaviors. Participants in the intervention group received an oral health action plan that included: 1. child's current caries-risk status; 2. identification issues of concern; and 3. one "goal" to improve on for the next visit. All participants returned after two months for follow-up examination and data collection.

This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, taskmore » guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Generating plans for execution imposes a different set of requirements on the planning process than those imposed by planning alone. In highly unpredictable execution environments, a fully-grounded plan may become inconsistent frequently when the world fails to behave as expected. Intelligent execution permits making decisions when the most up-to-date information is available, ensuring fewer failures. Planning should acknowledge the capabilities of the execution system, both to ensure robust execution in the face of uncertainty, which also relieves the planner of the burden of making premature commitments. We present Plan Identification Functions (PIFs), which formalize what it means for a plan to be executable, md are used in conjunction with a complete model of system behavior to halt the planning process when an executable plan is found. We describe the implementation of plan identification functions for a temporal, constraint-based planner. The risk of workplace violence varies depending on the type and location of the business. Business managers should assess violence risk and develop a program based on the level of risk faced by their employees. This assessment should include: (1) a review of workplace security and identification of positions with increased risk of exposure to violence, (2) risk reduction through environmental design and employee training, (3) development of a plan and identification of professional resources to respond to incidents should they occur, and (4) communication of the employer's commitment to providing a safe work environment for employees. Palliative Care Teams have been shown to be instrumental in the early identification of multiple aspects of advanced care planning. Despite an increased number of services to meet the rising consultation demand, it is conceivable that the numbers of palliative care consultations generated from an ICU alone could become overwhelming for an existing palliative care team. Improve end-of-life care in the ICU by incorporating basic palliative care processes into the daily routine ICU workflow, thereby reserving the palliative care team for refractory situations. A structured, palliative care, quality-improvement program was implemented and evaluated in the ICU at Kaiser Permanente Medical Center in Hawaii. This included selecting trigger criteria, a care model, forming guidelines, and developing evaluation criteria. These included the early identification of the multiple features of advanced care planning, numbers of proactive ICU and palliative care family meetings, and changes in code status and treatment upon completion of either meeting. Early identification of Goals-of-Care, advance directives, and code status by the ICU staff led to a proactive ICU family meeting with resultant increases in changes in code status and treatment. The numbers of palliative care consultations also rose, but not significantly. Palliative care processes could be incorporated into a daily ICU workflow allowing for integration of aspects of advanced care planning to be identified in a systematic and proactive manner. This reserved the palliative care team for situations when palliative care efforts performed by the ICU staff were ineffective.

Comparisons with similar ground tests of assembled systems are discussed, showing that the constraints of space tests make these factors more significant. The absence of data and experiences relating to on-orbit modal identification testing is shown to make identification a uniquely mathematical problem, although all spacecraft are constructed and verified by proven engineering methods.

To identify policy and system related weaknesses in treatment planning and plan check work-flows. The authors' web deployed plan check automation solution, PlanCheck, which works with all major planning and record and verify systems (demonstrated here for mosaiq only), allows them to compute violation rates for a large number of plan checks across many facilities without requiring the manual data entry involved with incident filings. Workflows and failure modes are heavily influenced by the type of record and verify system used. Rather than tackle multiple record and verify systems at once, the authors restricted the present survey to mosaiq facilities. Violations were investigated by sending inquiries to physicists running the program. Frequent violations included inadequate tracking in the record and verify system of total and prescription doses. Infrequent violations included incorrect setting of patient orientation in the record and verify system. Peaks in the distribution, over facilities, of violation frequencies pointed to suboptimal policies at some of these facilities. Correspondence with physicists often revealed incomplete knowledge of settings at their facility necessary to perform thorough plan checks. The survey leads to the identification of specific and important policy and system deficiencies that include: suboptimal timing of initial plan checks, lack of communication or agreement on conventions surrounding prescription definitions, and lack of automation in the transfer of some parameters.

Background The large treatment gap for mental disorders in India underlines the need for integration of mental health in primary care. Aims To operationalise the delivery of the World Health Organization Mental Health Gap Action Plan interventions for priority mental disorders and to design an integrated mental healthcare plan (MHCP) comprising packages of care for primary healthcare in one district. Method Mixed methods were used including theory of change workshops, qualitative research to develop the MHCP and piloting of specific packages of care in a single facility. Results The MHCP comprises three enabling packages: programme management, capacity building and community mobilisation; and four service delivery packages: awareness for mental disorders, identification, treatment and recovery. Challenges were encountered in training primary care workers to improve identification and treatment. Conclusions There are a number of challenges to integrating mental health into primary care, which can be addressed through the injection of new resources and collaborative care models. PMID:26447172

The goals of this research were to develop design concepts to support the task of enroute flight planning. And within this context, to explore and evaluate general design concepts and principles to guide the development of cooperative problem solving systems. A detailed model is to be developed of the cognitive processes involved in flight planning. Included in this model will be the identification of individual differences of subjects. Of particular interest will be differences between pilots and dispatchers. The effect will be studied of the effect on performance of tools that support planning at different levels of abstraction. In order to conduct this research, the Flight Planning Testbed (FPT) was developed, a fully functional testbed environment for studying advanced design concepts for tools to aid in flight planning.

This study aimed to organize the system features of decision support technologies targeted at nursing practice into assessment, problem identification, care plans, implementation, and outcome evaluation. It also aimed to identify the range of the five stage-related sequential decision supports that computerized clinical decision support systems provided. MEDLINE, CINAHL, and EMBASE were searched. A total of 27 studies were reviewed. The system features collected represented the characteristics of each category from patient assessment to outcome evaluation. Several features were common across the reviewed systems. For the sequential decision support, all of the reviewed systems provided decision support in sequence for patient assessment and care plans. Fewer than half of the systems included problem identification. There were only three systems operating in an implementation stage and four systems in outcome evaluation. Consequently, the key steps for sequential decision support functions were initial patient assessment, problem identification, care plan, and outcome evaluation. Providing decision support in such a full scope will effectively help nurses' clinical decision making. By organizing the system features, a comprehensive picture of nursing practice-oriented computerized decision support systems was obtained; however, the development of a guideline for better systems should go beyond the scope of a literature review.

Systematic conservation assessment and conservation planning are two distinct fields of conservation science often confused as one and the same. Systematic conservation assessment is the technical, often computer-based, identification of priority areas for conservation. Conservation planning is composed of a systematic conservation assessment coupled with processes for development of an implementation strategy and stakeholder collaboration. The peer-reviewed conservation biology literature abounds with studies analyzing the performance of assessments (e.g., area-selection techniques). This information alone, however can never deliver effective conservation action; it informs conservation planning. Examples of how to translate systematic assessment outputs into knowledge and then use them for "doing" conservation are rare. South Africa has received generous international and domestic funding for regional conservation planning since the mid-1990s. We reviewed eight South African conservation planning processes and identified key ingredients of best practice for undertaking systematic conservation assessments in a way that facilitates implementing conservation action. These key ingredients include the design of conservation planning processes, skills for conservation assessment teams, collaboration with stakeholders, and interpretation and mainstreaming of products (e.g., maps) for stakeholders. Social learning institutions are critical to the successful operationalization of assessments within broader conservation planning processes and should include not only conservation planners but also diverse interest groups, including rural landowners, politicians, and government employees.

The Strategic Plan for National Institutes of Health (NIH) Obesity Research is intended to serve as a guide for coordinating obesity research activities across the NIH and for enhancing the development of new efforts based on identification of areas of greatest scientific opportunity and challenge. Developed by the NIH Obesity Research Task Force with critical input from external scientists and the public, the Strategic Plan reflects a dynamic planning process and presents a multidimensional research agenda, with an interrelated set of goals and strategies for achieving the goals. The major scientific themes around which the Strategic Plan is framed include the following: preventing and treating obesity through lifestyle modification; preventing and treating obesity through pharmacologic, surgical, or other medical approaches; breaking the link between obesity and its associated health conditions; and cross-cutting topics, including health disparities, technology, fostering of interdisciplinary research teams, investigator training, translational research, and education/outreach efforts. Through the efforts described in the Strategic Plan for NIH Obesity Research, the NIH will strive to facilitate and accelerate progress in obesity research to improve public health.

To describe the process adopted to identify, classify, and evaluate legacy of health care planning in the host city of Porto Alegre for the Football World Cup 2014. There is an emerging interest in the need to demonstrate a sustainable health legacy from mass gatherings investments. Leaving a public health legacy for future host cities and countries is now an important part of planning for these events. The Ministry of Sports initiated and coordinated the development of projects in the host cities to identify actions, projects, and constructions to be developed to prepare for the World Cup. In Porto Alegre, a common structure was developed by the coordinating team to instruct legacy identification, classification, and evaluation. This structure was based on international documentary analysis (including official reports, policy documents, and web-based resources) and direct communication with recognized experts in the field. Sixteen total legacies were identified for health surveillance (5) and health services (11). They were classified according to the strategic area, organizations involved, dimension, typology, planned or unplanned, tangible or intangible, territorial coverage, and situation prior to the World Cup. Possible impacts were then assessed as positive, negative, and potentiating, and mitigating actions were indicated. The project allowed the identification, classification, and development of health legacy, including risk analysis, surveillance, mitigation measures, and provision of emergency medical care. Although the project intended the development of indicators to measure the identified legacies, evaluation was not possible at the time of publication due to time.

The Shuttle Program is organized to support a Shuttle mishap using the resources of the MIT. The afternoon of Feb. 1, 2003, the MIT deployed to Barksdale AFB. This location became the investigative center and interim storage location for crewmembers received from the Lufkin Disaster Field Office (DFO). Working under the leadership of the MIT Lead, the medical team executed a short-term plan that included search, recovery, and identification including coordination with the Armed Forces Institute of Pathology Temporary operations was set up at Barksdale Air Force Base for two weeks. During this time, coordination with the DFO field recovery teams, AFIP personnel, and the crew surgeons was on going. In addition, the crewmember families and NASA management were updated daily. The medical team also dealt with public reports and questions concerning biological and chemical hazards, which were coordinated with SPACEHAB, Inc., Kennedy Space Center (KSC) Medical Operations and the Johnson Space Center (JSC) Space Medicine office. After operations at Barksdale were concluded the medical team transitioned back to Houston and a long-term search, recovery and identification plan was developed.

Mapping ecosystem services for land use planning, the case of Central Kalimantan.

Indonesia is subject to rapid land use change. One of the main causes for the conversion of land is the rapid expansion of the oil palm sector. Land use change involves a progressive loss of forest cover, with major impacts on biodiversity and global CO2 emissions. Ecosystem services have been proposed as a concept that would facilitate the identification of sustainable land management options, however, the scale of land conversion and its spatial diversity pose particular challenges in Indonesia. The objective of this paper is to analyze how ecosystem services can be mapped at the provincial scale, focusing on Central Kalimantan, and to examine how ecosystem services maps can be used for a land use planning. Central Kalimantan is subject to rapid deforestation including the loss of peatland forests and the provincial still lacks a comprehensive land use plan. We examine how seven key ecosystem services can be mapped and modeled at the provincial scale, using a variety of models, and how large scale ecosystem services maps can support the identification of options for sustainable expansion of palm oil production.

The National Polar-orbiting Operational Environmental Satellite System (NPOESS) Preparatory Project (NPP) Calibration and Validation (Cal/Val) team is planning post-launch activities to calibrate the NPP sensors and validate Sensor Data Records (SDRs). The IPO has developed a web-based data collection and visualization tool in order to effectively collect, coordinate, and manage the calibration and validation tasks for the OMPS, ATMS, CrIS, and VIIRS instruments. This tool is accessible to the multi-institutional Cal/Val teams consisting of the Prime Contractor and Government Cal/Val leads along with the NASA NPP Mission team, and is used for mission planning and identification/resolution of conflicts between sensor activities. Visualization techniques aid in displaying task dependencies, including prerequisites and exit criteria, allowing for the identification of a critical path. This presentation will highlight how the information is collected, displayed, and used to coordinate the diverse instrument calibration/validation teams.
Hybrid propulsion technology program

Technology was identified which will enable application of hybrid propulsion to manned and unmanned space launch vehicles. Two design concepts are proposed. The first is a hybrid propulsion system using the classical method of regression (classical hybrid) resulting from the flow of oxidizer across a fuel grain surface. The second system uses a self-sustaining gas generator (gas generator hybrid) to produce a fuel rich exhaust that was mixed with oxidizer in a separate combustor. Both systems offer cost and reliability improvement over the existing solid rocket booster and proposed liquid boosters. The designs were evaluated using life cycle cost and reliability. The program consisted of: (1) identification and evaluation of candidate oxidizers and fuels; (2) preliminary evaluation of booster design concepts; (3) preparation of a detailed point design including life cycle costs and reliability analyses; (4) identification of those hybrid specific technologies needing improvement; and (5) preperation of a technology acquisition plan and large scale demonstration plan.

This procedure establishes a system for performing testing in the Six-Degree-Of-Freedom Dynamic Test System (SDTS). Testing includes development and verification testing of customer supplied Test Articles (TAs) and other testing requirements, as requested. This procedure applies to all SDTS testing operations and equipment. The procedure provides an overview of testing performed in the SDTS including test identification requirements, test planning and procedure development, test and performance inspection, test data analysis, and test report generation.

In addition, EPA is proposing administrative corrections to the regulatory text for North Dakota that will be codified in the Code of Federal Regulations; we made errors in the identification of plan table when we approved the North Dakota State Implementation Plan revisions for Interstate Transport of pollution, which the Governor also submitted on April 6, 2009. This action is being taken under section 110 of the Clean Air Act.

Approaching an individual or a family with bad news, but without an appropriate plan to present the information in a structured manner, is almost a guarantee of greater emotional pain and disruption for the recipients of the news. Crisis interveners must develop a strategic plan for the announcement of bad news. That plan should entail a lead-up phase, a transmission phase, and a followup phase. The lead-up phase encompasses the gathering of accurate, verifiable information and the clear identification of the targets of the information. The transmission phase includes immediate preparation for the presentation of the information, the actual announcement, and the presentation of additional details as questions arise. The follow-up phase includes a range of supportive interventions to assist people in the immediate crisis reaction. It also includes a system of referrals for people who might benefit from additional professional care. This article provides practical guidelines for providing bad news to the loved ones of injured, ill, or deceased people.

Currently, much of protection planning is conducted separately for each infrastructure and hazard. Limited funding requires a balance of expenditures between terrorism and natural hazards based on potential impacts. This report documents the results of a Laboratory Directed Research & Development (LDRD) project that created a modeling framework for investment planning in interdependent infrastructures focused on multiple hazards, including terrorism. To develop this framework, three modeling elements were integrated: natural hazards, terrorism, and interdependent infrastructures. For natural hazards, a methodology was created for specifying events consistent with regional hazards. For terrorism, we modeled the terrorists actions based on assumptions regardingmore » their knowledge, goals, and target identification strategy. For infrastructures, we focused on predicting post-event performance due to specific terrorist attacks and natural hazard events, tempered by appropriate infrastructure investments. Genesis Contingency Planning and Mishap Recovery: The Sample Curation View

Planning for sample preservation and curation was part of mission design from the beginning. One of the scientific objectives for Genesis included collecting samples of three regimes of the solar wind in addition to collecting bulk solar wind during the mission. Collectors were fabricated in different thicknesses for each regime of the solar wind and attached to separate frames exposed to the solar wind during specific periods of solar activity associated with each regime. The original plan to determine the solar regime sampled for specific collectors was to identify to which frame the collector was attached. However, the collectors were dislodged during the hard landing making identification by frame attachment impossible. Because regimes were also identified by thickness of the collector, the regime sampled is identified by measuring fragment thickness. A variety of collector materials and thin films applied to substrates were selected and qualified for flight. This diversity provided elemental measurement in more than one material, mitigating effects of diffusion rates and/or radiation damage. It also mitigated against different material and substrate strengths resulting in differing effects of the hard landing. For example, silicon crystal substrates broke into smaller fragments than sapphire-based substrates and diamond surfaces were more resilient to flying debris damage than gold. The primary responsibility of the curation team for recovery was process documentation. Contingency planning for the recovery phase expanded this responsibility to include not only equipment to document, but also gather, contain and identify samples from the landing area and the recovered spacecraft. The team developed contingency plans for various scenarios as part of mission planning that included topographic maps to aid in site recovery and identification of different modes of transport and purge capability depending on damage. A clean tent, set-up at Utah Test & Training Range to control the environment for processing the sample return capsule and cleanly installing a nitrogen purge to the canister, was used to control the environment for extracting collector fragments from the damaged canister and to document and package over 10,000 collector fragments.
Disaster Victim Identification: quality management from an odontology perspective.

The desired outcome of the victim identification component of a mass fatality event is correct identification of deceased persons in a timely manner allowing legal and social closure for relatives of the victims. Quality Management across all aspects of the Disaster Victim Identification (DVI) structure facilitates this process. Quality Management in forensic odontology is the understanding and implementation of a methodology that ensures collection, collation and preservation of the maximum amount of available dental data and the appropriate interpretation of that data to achieve outcomes to a standard expected by the DVI instructing authority, impacted parties and the forensic odontology specialist community. Managerial pre-event planning responsibility, via an odontology coordinator, includes setting a chain of command, developing and reviewing standard operating procedures (SOP), ensuring use of current scientific methodologies and staff training. During a DVI managerial responsibility includes tailoring SOP to the specific situation, ensuring member accreditation, encouraging inter-disciplinary cooperation and ensuring security of odontology data and work site. Individual responsibilities include the ability to work within a team, accept peer review, and share individual members' skill sets to achieve the best outcome. These responsibilities also include adherence to chain of command and the SOP, maintenance of currency of knowledge and recognition of professional boundaries of expertise. This article highlights issues of Quality Management pertaining particularly to forensic odontology but can also be extrapolated to all DVI actions.

LArSoft is a toolkit that provides a software infrastructure and algorithms for the simulation, reconstruction and analysis of events in Liquid Argon Time Projection Chambers (LArTPCs). It is used by the ArgoNeuT, LArIAT, MicroBooNE, DUNE (including 35ton prototype and ProtoDUNE) and SBND experiments. The LArSoft collaboration provides an environment for the development, use, and sharing of code across experiments. The ultimate goal is to develop fully automatic processes for reconstruction and analysis of LArTPC events. The toolkit is based on the art framework and has a well-defined architecture to interface to other packages, including to GEANT4 and GENIE simulation softwaremore » and the Pandora software development kit for pattern recognition. It is designed to facilitate and support the evolution of algorithms including their transition to new computing platforms. The development of the toolkit is driven by the scientific stakeholders involved. The core infrastructure includes standard definitions of types and constants, means to input experiment geometries as well as meta and event- data in several formats, and relevant general utilities. Despite the lack of data on the human health potential risks related to the engineered nanomaterials (ENM) exposure, ENM handling spreads in industry. The French government officially charged the InVS to develop an epidemiological surveillance of workers occupationally exposed to ENM. An initial surveillance plan was proposed on the basis of literature review and discussions with national and international ENM and occupational safety and health (OSH) experts. In site investigations and technical visits were then carried out to build an adequate surveillance system and to assess its feasibility. The current plan consists of a multi-step methodology where exposure registry construction is paramount. Workers potentially exposed to carbon nanotubes (CNT) or nanometric titanium dioxide (TiO2) will be identified using a 3-level approach: 1-identification and selection of companies concerned with ENM exposure (based on compulsory declaration and questionnaires), 2-in site exposure assessment and identification of the jobs/tasks with ENM exposure (based on job-expose matrix, further supplemented with measurements), and 3-identification of workers concerned. Data of interest will be collected by questionnaire. Companies and workers inclusion questionnaires are designed and currently under validation. This registration is at the moment planned for three years but could be extended and include other ENM. A prospective cohort study will be established from this registry, to pursue surveillance objectives and serve as an infrastructure for performing epidemiological and panel studies with specific research objectives.

All radiology residency programs should strive for the early identification of individuals in need of remedial training and have an approach ready to address this situation. This article provides a template for a step-by-step approach which is team based. It includes definition of the learning or performance issues, creation of suitable learning objectives and learning plan, facilitation of feedback and assessment, and definition of outcomes. This article addresses the following issues: Can an anti-smoking campaign that depends largely on mass media vehicles effectively reduce adolescent tobacco use? Why is an integrated campaign recommended and what are the steps in designing such a campaign? How should the campaign be evaluated? Specific topics include recommended campaign expenditures, target audience identification, selection of persuasive message content, executional (stylistic) considerations, media buying decisions, the use of focus group research and advertising copy-testing research, and outcome evaluations. It is concluded that comprehensive strategic planning and extensive research at all phases of the campaign are essential to success.

Optimization methods have been used in groundwater modeling as well as for the planning and management of groundwater systems. This paper reviews and evaluates the various optimization methods that have been used for solving the inverse problem of parameter identification (estimation), experimental design, and groundwater planning and management. Various model selection criteria are discussed, as well as criteria used for model discrimination. The inverse problem of parameter identification concerns the optimal determination of model parameters using water-level observations. In general, the optimal experimental design seeks to find sampling strategies for the purpose of estimating the unknown model parameters. A typical objective of optimal conjunctive-use planning of surface water and groundwater is to minimize the operational costs of meeting water demand. The optimization methods include mathematical programming techniques such as linear programming, quadratic programming, dynamic programming, stochastic programming, nonlinear programming, and the global search algorithms such as genetic algorithms, simulated annealing, and tabu search. Emphasis is placed on groundwater flow problems as opposed to contaminant transport problems. A typical two-dimensional groundwater flow problem is used to explain the basic formulations and algorithms that have been used to solve the formulated optimization problems.

A number of decisions in the health care field rely heavily on published clinical evidence. A systematic approach to evidence development and publication planning is required to develop a portfolio of evidence that includes at minimum information on efficacy, safety, durability of effect, quality of life, and economic outcomes. The approach requires a critical assessment of available literature, identification of gaps in the literature, and a strategic plan to fill the gaps to ensure the availability of evidence demanded for clinical decisions, coverage/payment decisions and health technology assessments. The purpose of this manuscript is to offer a six-step strategic process leading to a portfolio of evidence that meets the informational needs of providers, payers, and governmental agencies concerning patient access to a therapy.

The goal of this research is the understanding of helicopter internal noise mechanisms and the development, design, and testing of noise control concepts which will produce significant reductions in the acoustic environment to which passengers are exposed. The Phase 3 effort involved the identification and evaluation of current and advanced treatment concepts, including isolation of structure-borne paths. In addition, a plan was devised for the full-scale evaluation of an isolation concept. Specific objectives were as follows: (1) identification and characterization of various noise control concepts; (2) implementation of noise control concepts within the S-76 SEA (statistical energy analysis) model; (3) definition and evaluation of a preliminary acoustic isolation design to reduce structure-borne transmission of acoustic frequency main gearbox gear clash vibrations into the airframe; (4) formulation of a plan for the full-scale validation of the isolation concept; and (5) prediction of the cabin noise environment with various noise control concepts installed.

Since the early 1990s, the FBI Laboratory has sponsored Scientific Working Groups to improve discipline practices and build consensus among the forensic community. The Scientific Working Group on the Forensic Analysis of Chemical, Biological, Radiological and Nuclear Terrorism developed guidance, contained in this document, on issues forensic laboratories encounter when accepting and analyzing unknown samples associated with chemical terrorism, including laboratory capabilities and analytical testing plans. In the context of forensic analysis of chemical terrorism, this guidance defines an unknown sample and addresses what constitutes definitive and tentative identification. Laboratory safety, reporting issues, and postreporting considerations are also discussed. Utilization of these guidelines, as part of planning for forensic analysis related to a chemical terrorism incident, may help avoid unfortunate consequences not only to the public but also to the laboratory personnel. 2011 American Academy of Forensic Sciences. Abstract The availability of evidence-based guidelines does not ensure their implementation and use in clinical practice or policy making. Inequities in health have been defined as those inequalities within or between populations that are avoidable, unnecessary and also unjust and unfair. Evidence-based clinical practice and public health guidelines (‘guidelines’) can be used to target health inequities experienced by disadvantaged populations, although guidelines may unintentionally increase health inequities. For this reason, there is a need for evidence-based clinical practice and public health guidelines to intentionally target health inequities experienced by disadvantaged populations. Current guideline development processes do not include steps for planned implementation of equity-focused guidelines. This article describes nine steps that provide guidance for consideration of equity during guideline implementation. A critical appraisal of the literature followed by a process to build expert consensus was undertaken to define how to include consideration of equity issues during the specific GRADE guideline development process. Using a case study from Colombia we describe nine steps that were used to implement equity-focused GRADE recommendations: (1) identification of disadvantaged groups, (2) quantification of current health inequities, (3) development of equity-sensitive recommendations, (4) identification of key actors for implementation of equity-focused recommendations, (5) identification of barriers and facilitators to the implementation of equity-focused recommendations, (6) development of an equity strategy to be included in the implementation plan, (7) assessment of resources and incentives, (8) development of a communication strategy to support an equity focus and (9) development of monitoring and evaluation strategies. Numerous institutional facilitators and barriers to preparedness planning exist at the local level for vulnerable and at-risk populations. Findings of this evaluation study contribute to ongoing practice-based efforts to improve response services and address public health preparedness planning and training as they relate to vulnerable and at-risk populations. From January 2012 through June 2013, we conducted a multilevel, mixed-methods evaluation study of the North Carolina Preparedness and Emergency Response Research Center's Vulnerable & At-Risk Populations Resource Guide, an online tool to aid local health departments' (LHDs') preparedness planning efforts. We examined planning practices across multiple local, regional, and state jurisdictions utilizing user data, follow-up surveys, and secondary data. To identify potential incongruities in planning, we compared respondents' reported populations of interest with corresponding census data to determine whether or not there were differences in planning priorities. We used data collected from evaluation surveys to identify key institutional facilitators and barriers associated with planning for at-risk populations, including challenges to conducting assessments and lack of resources. Results identified both barriers within institutional culture and disconnects between planning priorities and evidence-based identification of vulnerable and at-risk populations, including variation in the planning process, partnerships, and perceptions. Our results highlight the important role of LHDs in preparedness planning and the potential implications associated with organizational and bureaucratic impediments to planning implementation. A more in-depth understanding of the relationships among public institutions and the levels of preparedness that contribute to the conditions and processes that generate vulnerability is needed.

The effectiveness of sensors that use optical measurements for the laser detection and identification of subsurface mines is directly related to water clarity. The primary objective of the work presented here was to use the optical data collected by UUV (Slocum Glider) surveys of an operational areas to estimate the performance of an electro-optical identification (EOID) Laser Line Scan (LLS) system during RIMPAC 06, an international naval exercise off the coast of Hawaii. Measurements of optical backscattering and beam attenuation were made with a Wet Labs, Inc. Scattering Absorption Meter (SAM), mounted on a Rutgers University/Webb Research Slocum glider. The optical data universally indicated extremely clear water in the operational area, except very close to shore. The beam-c values from the SAM sensor were integrated to three attenuation lengths to provide an estimate of how well the LLS would perform in detecting and identifying mines in the operational areas. Additionally, the processed in situ optical data served as near-real-time input to the Electro-Optic Detection Simulator, ver. 3 (EODES-3; Metron, Inc.) model for EOID performance prediction. Both methods of predicting LLS performance suggested a high probability of detection and probability of identification. These predictions were validated by the actual performance of the LLS as the EOID system yielded imagery from which reliable mine identification could be made. Future plans include repeating this work in more optically challenging water types to demonstrate the utility of pre-mission UUV surveys of operational areas as a tactical decision aid for planning EOID missions.

Adaptive remote sensing technology for feature recognition and tracking

A technology development plan designed to reduce the data load and data-management problems associated with global study and monitoring missions is described with a heavy emphasis placed on developing mission capabilities to eliminate the collection of unnecessary data. Improved data selectivity can be achieved through sensor automation correlated with the real-time needs of data users. The first phase of the plan includes the Feature Identification and Location Experiment (FILE) which is scheduled for the 1980 Shuttle flight. The FILE experiment is described with attention given to technology needs, development plan, feature recognition and classification, and cloud-snow detection/discrimination. Pointing, tracking and navigation received particular consideration, and it is concluded that this technology plan is viewed as an alternative to approaches to real-time acquisition that are based on extensive onboard format and inventory processing and reliance upon global-satellite-system navigation data.

Decision-support tools were assessed for the 2013 National Climate Assessment technical input document, "Climate Change in the Northeast, A Sourcebook". The assessment included tools designed to generate and deliver actionable information to assist states and highly populated urban and other communities in assessment of climate change vulnerability and risk, quantification of effects, and identification of adaptive strategies in the context of adaptation planning across inter-annual, seasonal and multi-decadal time scales. State-level adaptation planning in the Northeast has generally relied on qualitative vulnerability assessments by expert panels and stakeholders, although some states have undertaken initiatives to develop statewide databases to support vulnerability assessments by urban and local governments, and state agencies. The devastation caused by Superstorm Sandy in October 2012 has raised awareness of the potential for extreme weather events to unprecedented levels and created urgency for action, especially in coastal urban and suburban communities that experienced pronounced impacts - especially in New Jersey, New York and Connecticut. Planning approaches vary, but any adaptation and resiliency planning process must include the following: - Knowledge of the probable change in a climate variable (e.g., precipitation, temperature, sea-level rise) over time or that the climate variable will attain a certain threshold deemed to be significant; - Knowledge of intensity and frequency of climate hazards (past, current or future events or conditions with potential to cause harm) and their relationship with climate variables; - Assessment of climate vulnerabilities (sensitive resources, infrastructure or populations exposed to climate-related hazards); - Assessment of relative risks to vulnerable resources; - Identification and prioritization of adaptive strategies to address risks. Many organizations are developing decision-support tools to assist in the urban planning process by addressing some of these needs. In this paper we highlight the decision tools available today, discuss their application in selected case studies, and present a gap analysis with opportunities for innovation and future work.

Including ocean noise in marine spatial planning requires predictions of noise levels on large spatiotemporal scales. Based on a simple sound transmission model and ship track data (Automatic Identification System, AIS), cumulative underwater acoustic energy from shipping was mapped throughout 2008 in the west Canadian Exclusive Economic Zone, showing high noise levels in critical habitats for endangered resident killer whales, exceeding limits of "good conservation status" under the EU Marine Strategy Framework Directive. Error analysis proved that rough calculations of noise occurrence and propagation can form a basis for management processes, because spending resources on unnecessary detail is wasteful and delays remedial action.

Sustained and effective use of evidence-based practices in substance abuse treatment services faces both clinical and contextual challenges. Implementation approaches are reviewed that rely on variations of plan-do-study-act (PDSA) cycles, but most emphasize conceptual identification of core components for system change strategies. A 2-phase procedural approach is therefore presented based on the integration of TCU models and related resources for improving treatment process and program change. Phase 1 focuses on the dynamics of clinical services, including stages of client recovery (cross-linked with targeted assessments and interventions), as the foundations for identifying and planning appropriate innovations to improve efficiency and effectiveness. Phase 2 shifts to the operational and organizational dynamics involved in implementing and sustaining innovations (including the stages of training, adoption, implementation, and practice). A comprehensive system of TCU assessments and interventions for client and program-level needs and functioning are summarized as well, with descriptions and guidelines for applications in practical settings. The Coastal Protection and Restoration Authority is charged with coordinating restoration and protection investments through the development and implementation of Louisiana's Comprehensive Master Plan for a Sustainable Coast. The first master plan was submitted to the Louisiana Legislature in 2007 and is mandated to be updated every five years. The plan's objectives are to reduce economic losses from flooding, promote sustainability by harnessing natural processes, provide habitats for commercial and recreational activities, sustain cultural heritage and promote a viable working coast. Two goals drive decision making about the appropriate suite of restoration and protection projects to include in the Plan: restore and maintain Louisiana's wetlands and provide flood protection for coastal Louisiana's citizens. As part of the decision making process, a wide range of additional metrics are used to evaluate the complex, competing needs of communities, industries, navigation and fisheries. The master plan decision making process includes the identification of individual protection and restoration projects that are evaluated with landscape, storm surge, and risk assessment models and then ranked by how well they perform over time across the set of decision drivers and metrics. High performing projects are assembled into alternatives constrained by available funding and river resources. The planning process is grounded not only on extensive scientific analysis but also on interdisciplinary collaboration between scientists, engineers, planners, community advocates, and coastal stakeholders which creates the long-term dialogue needed for complex environmental planning decisions. It is through this collaboration that recommended alternatives are reviewed and modified to develop the final Plan. Following international developments and the new WHO Drinking Water Guidelines (WHO 2004) a process-orientated concept for risk, monitoring and incident management has been developed and implemented in this study. The concept will be reviewed with special consideration for resource protection (first barrier of the multi-barrier system) and in turn, for the Water Safety Plan (WSP) which adequately considers-beyond the current framework of legal requirements-possible new hygienic-microbiologically relevant risks (especially emerging pathogens) for the drinking water supply. The development of a WSP within the framework of risk, monitoring and incident management includes the application of Geographical Information Systems (GIS). In the present study, GIS was used for visualization and spatial analysis in decisive steps in the WSP. The detailed process of GIS-supported implementation included the identification of local participants and their tasks and interactions as an essential part of risk management. A detailed ecological investigation of drinking water conditions in the catchment area was conducted in addition to hazard identification, risk assessment and the monitoring of control measures. The main task of our study was to find out in which steps of the WSP the implementation of GIS could be integrated as a useful, and perhaps even an essential tool.

At the turn of the century, a series of new heritage concepts have appeared in the area of international cultural heritage protection, such as cultural landscape, cultural route, heritage corridor, heritage canal, which presents the development of people's recognition of cultural heritage. According to The Operational Guidelines for the Implementation of the World Heritage Convention, management planning must be contained in the material used to apply for world heritage. The State Administration of Cultural Heritage designed the mission and work schedule of China's Grand Canal conservation planning in 2008. This research will introduce the working system of China's Grand Canal conservation planning on three levels: city, province and nation. It will also summarize the characteristics of the core technologies in China's Grand Canal conservation planning, including key issues like the identification of the core characteristic of China's Grand Canal, value assessment and determination of the protection scope. Through reviewing, thinking and analyzing the previous accomplishments, the research will offer some advices for the similar world heritage conservation planning after.

The technical and economic aspects of satellite solar power systems are presented with a focus on the current configuration 5000 MW system. The technical studies include analyses of the orbital system structures, control and stationkeeping, and the formulation of program plans and costs for input to the economic analyses. The economic analyses centered about the development and use of a risk analysis model for a system cost assessment, identification of critical issues and technologies, and to provide information for programmatic decision making. A preliminary economic examination of some utility interface issues is included. Under the present state-of-knowledge, it is possible to formulate a program plan for the development of a satellite solar power system that can be economically justified. The key area of technological uncertainty is man's ability to fabricate and assemble large structures in space.

Commentary on Shahnaz and Bilquees Raza's paper on women in development in Pakistan is supportive of the content analysis of the Sixth and Seventh 5-Year Plans and policies, but critical of the methods used n the analysis. The parallel to survey research methods was made in that there was a specification of 1) the unit of analysis (reference to each policy measure, each chapter, each page of the plan), 2) the rationale for the plan, 3) specific objectives of the examination, and 4) the criteria for analysis. Missing also was the identification of policy trends from the Fourth and Fifth 5-Year Plans. The question is never answered as to why gender issues were not directed to the agricultural sector. The conclusion that there was a hugh gap between intentions and implementation was an issue not unique to women's issues, and a deeper analysis may have been required in order to understand the nature and magnitude of the gaps for women's policies and their productive roles. Questions should have been directed to the issues of the root causes of gaps in planning and implementation of policies and programs for women in development, and the identification of quantitative and qualitative indicators of gaps. Questions arise as to whether the gaps have changed with changes in the strength of political and social will in various decades. Recognition was given by the authors to the low budget allocations between 1955 and 1970 to education and health which affected both men and women, but there was scant mention of the strong social, not political, will to enhance women's welfare prevalent at this time. Information was lacking on the differences between the Sixth and Seventh sectoral plans for agricultural employment and women and the working groups plans that did include women in agricultural employment; the question is why the working plans were not incorporated into the final plans, and why the working groups did not protest this omission. The lack of political and social will was one of the most significant gaps between policy and implementation that was the article's focus. Has the Ministry of Women in Development really been given administrative authority to promote social change?

Fish community structure is characterized by the U.S. Geological Survey's National Water-Quality Assessment (NAWQA) Program as part of a perennial, multidisciplinary approach to evaluating the physical, chemical, and biological conditions of the Nation's water resources. The objective of quality assurance and quality control of fish taxonomic data that are collected as part of the NAWQA Program is to establish uniform guidelines and protocols for the identification, processing, and archiving of fish specimens to ensure that accurate and reliable data are collected. Study unit biologists, collaborating with regional biologists and fish taxonomic specialists, prepare a pre-sampling study plan that includes a preliminary faunal list and identification of an ichthyological curation center for receiving preserved fish specimens. Problematic taxonomic issues and protected taxa also are identified in the study plan, and collecting permits are obtained in advance of sampling activities. Taxonomic specialists are selected to identify fish specimens in the field and to assist in determining what fish specimens should be sacrificed, fixed, and preserved for laboratory identification, independent taxonomic verification, and long-term storage in reference or voucher collections. Quantitative and qualitative sampling of fishes follows standard methods previously established for the NAWQA Program. Common ichthyological techniques are used to process samples in the field and prepare fish specimens to be returned to the laboratory or sent to an institutional repository. Taxonomic identifications are reported by using a standardized list of scientific names that provides nomenclatural consistency and uniformity across study units.
