Overkill or not enough: Two decades ago, Congress realized that a system of civil remedies alone, devoid of any lasting punitive consequences, was inadequate to insure compliance with environmental protection statutes. Other than the Rivers and Harbors Act of 1899, which was designed to protect navigation, Federal criminal sanctions were not applicable to water pollution offenses. The Federal Water Pollution Control Act, more commonly known as the Clean Water Act (CWA), was twenty-four years old before Federal criminal enforcement of its provisions was allowed. But since the early 1970's, the criminal provisions of the CWA have been strengthened, the Unitedmore » States Department of Justice has beefed up its environmental enforcement efforts, and environmental polluters have been prosecuted. The Clean Air Act emphasizes safety over cost considerations, but a cost-conscious administration which emphasizes economic impacts has not enforced the letter of the safety-first law. A solution could be to budget cost-justified rather than safety-first levels of pollution reduction. A comparison of cost-benefit balancing and budgetary control measures examines administrative procedures and probable outcomes in terms of enforcement costs. The author notes that the two concepts require different technology. Clean water provides billions of dollars in benefits to US industries, says a recently released study; and the agency`s draft report on the benefits of air pollution identifiesmore » $$20 in medical costs avoided for every dollar spent on pollution controls. The Clean Water Industry Coalition (CWIC) says the water report reaffirms the need to {open_quotes}modernize{close_quotes} the Clean Water Act (CWA), but EPA administrator Carol Browner says a CWA {open_quotes}rollback{close_quotes} supported by CWIC and passed by House Republicans last May would have jeopardized industries that depend on clean water by weakening effluent standards. Browner denies that the benefits of clean water as identified by the EPA report would have protected water standards from the bill`s cost-benefit requirements. A draft EPA report on clean air leaked by the American Lung Association estimates that tailpipe and smokestack controls for air pollution saved 79,000 lives and resulted in 15 million fewer respiratory illnesses in 1990 alone. The report assesses the costs and benefits of the Clean Air Act from 1970 to 1990. The Clean Air Act Amendments of 1990 significantly altered the complexion of air emission regulation and for the first time established requirements for comprehensive emission control strategies. None of the provisions of this act will have as great an impact on the waste management industry as will the General Operating Permit Provisions of Title V. Title V establishes a program for issuing operating permits to all major sources (and certain other sources) of air pollutants in the U.S. These permits will collect in one place all applicable requirements, limitations, and conditions governing regulated air emissions. The present study proposes an integrated multipollutant cocontrol strategy framework in the context of the Chinese iron and steel industry. The unit cost of pollutant reduction (UCPR) was used to examine the cost-effectiveness of each emission reduction measure. The marginal abatement cost (MAC) curves for SO2, NOx, PM2.5, and CO2 were drawn based on the UCPR and the abatement potential. Air pollutant equivalence (APeq) captures the nature of the damage value-weights of various air pollutants and acts as uniformization multiple air pollutants index. Single pollutant abatement routes designed in accordance with the corresponding reduction targets revealed that the cocontrol strategy has promising potential. Moreover, with the same reduction cost limitations as the single pollutant abatement routes, the multipollutant cocontrol routes are able to obtain more desirable pollution reduction and health benefits. Co-control strategy generally shows cost-effective advantage over single-pollutant abatement strategy. The results are robust to changing parameters according to sensitivity analysis. Co-control strategy would be an important step to achieve energy/carbon intensity targets and pollution control targets in China. Though cocontrol strategy has got some traction in policy debates, there are barriers to integrate it into policy making in the near future in China.

Air pollution emissions regulation can affect the location, size, and technology choice of potential biofuel production facilities. Difficulty in obtaining air pollutant emission permits and the cost of air pollution control devices have been cited by some fuel producers as barriers to development. This paper expands on the Geospatial Bioenergy Systems Model (GBSM) to evaluate the effect of air pollution control costs on the availability, cost, and distribution of U.S. biofuel production by subjecting potential facility locations within U.S. Clean Air Act nonattainment areas, which exceed thresholds for healthy air quality, to additional costs. This paper compares three scenarios: one with air quality costs included, one without air quality costs, and one in which conversion facilities were prohibited in Clean Air Act nonattainment areas. While air quality regulation may substantially affect local decisions regarding siting or technology choices, their effect on the system as a whole is small. Most biofuel facilities are expected to be sited near to feedstock supplies, which are seldom in nonattainment areas. The average cost per unit of produced energy is less than 1% higher in the scenarios with air quality compliance costs than in scenarios without such costs. When facility construction is prohibited in nonattainment areas, the costs increase by slightly over 1%, due to increases in the distance feedstock is transported to facilities in attainment areas.

Early policies to reduce the amount of toxic waste in the environment focused on cleaning up downstream sources of pollution, such as toxic disposal sites. Public attention in the 1980s encouraged both industry and government to develop an alternative to this command-and-control approach. This article describes the emergence of that alternative-pollution prevention-and its application in Massachusetts through the 1989 Toxics Use Reduction Act. Pollution prevention focuses on the sources of pollution, both metaphorically and physically, more upstream than its predecessors. The success of the Toxics Use Reduction Act in Massachusetts helped create an opportunity where an alternative pollution prevention paradigm could develop. That paradigm, the precautionary principle, is popular among environment activists because it focuses further upstream than pollution prevention by calling attention to the role the social construction of risk plays in decisions regarding the use of hazardous substances. The authors examine the evolution of the precautionary principle through an investigation of three major pathways in its development and expansion. The article concludes with a discussion of the increased potential for protecting public health and the environment afforded by this new perspective.

Air pollution has become one of the major risks to human health because of the progressive increase in the use of vehicles powered by fossil fuels. While the risks of air pollution to health were thought to have been brought under control by the Clean Air Acts of the 1950s and 1960s, the situation of air pollution in the UK has now deteriorated to a point where it is contributing to 40,000 excess deaths each year. Here the findings of the RCP/RCPCH's 2015/16 Working Party on Air Pollution and Health are described and what actions now need to be taken. The UK needs to take a lead and introduce a new Clean Air Act that deals with the vehicle sources of pollution recognising that the toxic particles and gases emitted are effecting individuals from conception to death. This mandates urgent action by government both central and local, but also by all of us who have now become so dependent on road transport. © Royal College of Physicians 2017. All rights reserved.

Recently, environmental pollution concerns have been increased in Korea more than ever before. So, The Ministry of Environment and the National Institute of Environmental Research(NIER) in Korea has forged a policy that can effectively reduce the environmental pollutants emitted from each business sectors. This policy nicknamed the "Integrated Environmental Management Act" will be implemented from January 2017. It is to consolidate the management method of each environment media (such as water/atmosphere, etc.) and discharge facility into single authorization and/or permission system for entire installation. In particular, it is the environmental management system in according to the "Act on Integrated Management of Environmental Pollution Facilities" that encourages active participation of companies, grant customized emission permits by considering the ambient environmental condition as well as best available techniques, and review the permitted items periodically. Throughout this optimal management policy, we expect the minimization of the environmental effect by reducing the production and emission of pollutants. The integrated environmental management system is a scientific and advanced whole new management system and it is also a policy that considers the environment and human health effect in a synthetically, and minimizes the emission of pollutants by applying the best available techniques. In this presentation, we will talk about the Korea's transition stage to IPCC(integrated pollution prevention and control) and introduce the whole new Integrated Environmental Management system of Korea.

In an 89 to 11 vote the Senate passed a clean air bill aimed at reducing pollution by the turn of the century by imposing tougher controls on American industry. The bill is the first revision of the Clean Air Act of 1970 in 13 years and calls for new limits on auto pollution to clean up smog in most U.S. cities, decreasing by half emissions by power plants that cause acid rain to protect the ecology, and increasing technological controls on factories to protect against cancer-causing and toxic substances. The bill will add about $20 billion per year to the estimated $33 billion cost of complying with current pollution laws.

Plants can be used as both passive biomonitors and biomitigators in urban and industrial environments to indicate the environmental quality and to ameliorate pollution level in a locality. Many studies reveal that plants are negatively affected by the ambient levels of air pollutants. The present study was conducted to evaluate the impact of air pollution on comparative basis with reference to changes in photosynthetic pigments, plant height, leaves, as well as, biochemical parameters of plants of different sites around Udaipur city receiving varying levels of pollution load. The investigated tree species Dalbergia sissoo Roxb. (Family: Fabaceae) exhibited a reduction in various physiological and biochemical growth parameters that correspond with air pollution levels at different sites. The tree species growing in polluted and control areas were compared with respect to foliar dust load, leaf area, and chlorophyll and total carbohydrate and total protein concentration in the leaves. Our studies suggest that D. sissoo Roxb. can successfully be grown in an area for monitoring air pollution, where it is mild and droughts are common. It will prove as an ideal tree species to control pollution effectively beside acting as a shade tree and being a source of food for birds and animals. By plantation of D. sissoo Roxb., mitigative measure at the polluted sites to control generation of particulate matter and the air quality required can be ensured. Our results also confirm that industrial and vehicular air pollution level in Udaipur city is shifting beyond limits.

A comparison of storm water runoff from the Y-12 Plant and selected employee vehicle parking lots to various industry data is provided in this document. This work is an outgrowth of and part of the continuing Non-Point Source Pollution Elimination Project that was initiated in the late 1980s. This project seeks to identify area pollution sources and remediate these areas through the Resource Conservation and Recovery Act/Comprehensive Environmental Response, Compensation, and Liability Act (RCRA/CERCLA) process as managed by the Environmental Restoration Organization staff. This work is also driven by the Clean Water Act Section 402(p) which, in part, deals withmore » establishing a National Pollutant Discharge Elimination System (NPDES) permit for storm water discharges. Storm water data from events occurring in 1988 through 1991 were analyzed in two reports: Feasibility Study for the Best Management Practices to Control Area Source Pollution Derived from Parking Lots at the DOE Y-12 Plant, September 1992, and Feasibility Study of Best Management Practices for Non-Point Source Pollution Control at the Oak Ridge Y-12 Plant, February 1993. These data consisted of analysis of outfalls discharging to upper East Fork Poplar Creek (EFPC) within the confines of the Y-12 Plant (see Appendixes D and E). These reports identified the major characteristics of concern as copper, iron, lead, manganese, mercury, nitrate (as nitrogen), zinc, biological oxygen demand (BOD), chemical oxygen demand (COD), total suspended solids (TSS), fecal coliform, and aluminum. Specific sources of these contaminants were not identifiable because flows upstream of outfalls were not sampled. In general, many of these contaminants were a concern in many outfalls. Therefore, separate sampling exercises were executed to assist in identifying (or eliminating) specific suspected sources as areas of concern.« less

The districts are required under Part D of title I of the Clean Air Act (CAA) to adopt and implement a SIP-approved New Source Review (NSR) permit program. These rules update and revise the District's NSR permitting program for new and modified sources of air pollution. If EPA finalizes the limited approval and limited disapproval action, as proposed, then a sanctions clock would be triggered. Exposure to air pollution and its sources is increasingly viewed as a psychosocial stress, however its nature is not understood. This article explores the role of the concept of place on risk perception and community stress within data collected from eight focus groups in Philadelphia, USA. Discussions focused on air pollution, a nearby oil refinery, health, and a proposal for air monitoring. We present a framework of place-based elements of risk perception that includes place identity, stigma and social control. Our findings indicate that air pollution contributes to physical and psychosocial conditions that act as community-level social stressors. Findings also suggest that programs which seek to change behaviors and gather or spread information on issues such as pollution and other environmental concerns will be challenged unless they directly address: (1) the public׳s identification with a place or industry, (2) immediate environmental stressors such as abandonment, waste and odors, and (3) public perceptions of lack of social control and fear of displacement. In the paper there are considered the legal basics of the occupational hygiene of brewing production: acts, bylaws and normative legal acts. There are characterized types of supervision and control (state, departmental, public) implementing the abidance of the sanitary legislation at the enterprises of the brewing industry. There are presented sanitary and hygienic requirements to the enterprises of the brewing industry. There are designated measures of occupational hygiene of brewing production: a sink, cleaning--removal of various pollutions, and also disinfection--process of the decline in quantity of microorganisms to safe level. Over the past 20 years, the U.S. Congress has passed four acts relating to clean air. The 1970 act set out a comprehensive plan for federal-state partnership to require all areas in the country to meet National Ambient Air Quality Standards. In 1977, the act was amended and expanded, both to address many of the problems encountered in the 1970 act and to reorient the law to limit significantly emissions of any sort, even if there were no currently identified health-related reasons. In 1986, the Emergency Planning and Community Right-to-know Act was passed, as an amendment to a solid waste law, in response to the desire to prevent chemical release tragedies. After 10 years of effort, Congress finally passed the 1990 Clean Air Act amendments which require a number of new programs aimed at curbing urban ozone, rural acid rain, stratospheric ozone, toxic air pollutant emissions and vehicle emissions, and establishing a new, uniform national permit system. This paper discusses some of the consequences of the various acts and suggests ways that others might learn from our 20 years of experience. Certain programs have worked quite well, while some alternatives could have improved other programs.

The Total Maximum Daily Load (TMDL) Tracking System contains information on waters that are Not Supporting their designated uses. These waters are listed by the state as impaired under Section 303(d) of the Clean Water Act. The status of TMDLs are also tracked. TMDLs are pollution control measures that reduce the discharge of pollutants into impaired waters. A TMDL or Total Maximum Daily Load is a calculation of the maximum amount of a pollutant that a waterbody can receive and still meet water quality standards, and an allocation of that amount to the pollutant's sources. What is a total maximum daily load (TMDL)? Water quality standards are set by States, Territories, and Tribes. They identify the uses for each waterbody, for example, drinking water supply, contact recreation (swimming), and aquatic life support (fishing), and the scientific criteria to support that use. A TMDL is the sum of the allowable loads of a single pollutant from all contributing point and nonpoint sources. The calculation must include a margin of safety to ensure that the waterbody can be used for the purposes the state has designated. The calculation must also account for seasonal variation in water quality. The Clean Water Act, section 303, establishes the water quality standards and TMDL programs.

The Marine Pollution Control Act (MPCA) of Taiwan was promulgated on November 1, 2000, with the specific aim of controlling marine pollution, safeguarding public health, and promoting the sustainable use of marine resources. In addition to land-based pollution, oil spills are one of the most significant threats to the local marine environment largely on account of the some 30,000 tankers which pass through Taiwan's coastal waters each year. In January 2001, two months after the enactment of this newly-introduced law, a Greek merchant vessel, the Amorgos ran aground in the vicinity of a national park on the southern tip of Taiwan, causing a serious oil spill and leading to considerable changes with regard to the marine pollution management system. The incident brought to the forefront many serious problems, such as a lack of experience, expertise as well as equipment required to respond to such disasters, as well as the ambiguous, unclear jurisdiction among related agencies. Thus, this paper reviews the incident of the Amorgos spill, identifies the major issues and lessons learned, and proposes several recommendations in an effort for Taiwan to further improve its marine pollution management system.

...The Environmental Protection Agency (EPA) is granting the California Air Resources Board's (CARB's) request for a waiver of Clean Air Act preemption to enforce its Advanced Clean Car (ACC) regulations. The ACC combines the control of smog and soot causing pollutants and greenhouse gas (GHG) emissions into a single coordinated package of requirements for passenger cars, light-duty trucks and medium-duty passenger vehicles (and limited requirements related to heavy-duty vehicles). The ACC program includes revisions to California's Low Emission Vehicle (LEV) program as well as its Zero Emission Vehicle (ZEV) program. By today's decision, EPA has also determined that CARB's amendments to the ZEV program as they affect 2017 and prior model years (MYs) are within the scope of previous waivers of preemption granted to California for its ZEV regulations. In the alternative, EPA's waiver of preemption for CARB's ACC regulations includes a waiver of preemption for CARB's ZEV amendments as they affect all MYs, including 2017 and prior MYs. In addition, EPA is including CARB's recently adopted ``deemed to comply'' rule for GHG emissions in today's waiver decision. This decision is issued under section 209(b) of the Clean Air Act (the ``Act''), as amended.

We are approving local rules that regulate these emission sources under the Clean Air Act as amended in 1990 (CAA). Final approval of these rules makes the rules federally enforceable and corrects program deficiencies identified in a previous EPA rulemaking (76 FR 44809, July 27, 2011). EPA is also making a technical amendment to the Code of Federal Regulations (CFR) to reflect this previous rulemaking, which removed an obsolete provision from the California SIP.

Since the authorization of the Clean Air Act Amendments of 1990, the air quality in the USA has significantly improved because of strong public support. The lessons learned over the last 25 years are being shared with the policy analysts, technical professionals, and scientist who endeavor to improve air quality in their communities. This paper will review how the USA has achieved the "high" standard of air quality that was envisioned in the early 1990s. This document will describe SO 2 gas emission reduction technology and highlight operation of emission monitoring technology. This paper describes the basic process operation of an air pollution control scrubber. A technical review of measures required to operate and maintain a large-scale pollution control system will be described. Also, the author explains how quality assurance procedures in performance of continuous emission monitoring plays a significant role in reducing air pollution.
Ambient Air Quality Data Inventory
The Office of Air and Radiation's (OAR) Ambient Air Quality Data (Current) contains ambient air pollution data collected by EPA, other federal agencies, as well as state, local, and tribal air pollution control agencies. Its component data sets have been collected over the years from approximately 10,000 monitoring sites, of which approximately 5,000 are currently active. OAR's Office of Air Quality Planning and Standards (OAQPS) and other internal and external users, rely on this data to assess air quality, assist in Attainment/Non-Attainment designations, evaluate State Implementation Plans for Non-Attainment Areas, perform modeling for permit review analysis, and other air quality management functions. Air quality information is also used to prepare reports for Congress as mandated by the Clean Air Act. This data covers air quality data collected after 1980, when the Clean Air Act requirements for monitoring were significantly modified. Air quality data from the Agency's early years (1970s) remains available (see OAR PRIMARY DATA ASSET: Ambient Air Quality Data -- Historical), but because of technical and definitional differences the two data assets are not directly comparable. The Clean Air Act of 1970 provided initial authority for monitoring air quality for Conventional Air Pollutants (CAPs) for which EPA has promulgated National Ambient Air Quality Standards (NAAQS). The problem of chromium slag pollution is a great challenge for China. It is now an urgent task for China to take effective measures to eliminate chromium slag pollution. This article examines the case of the treatment of chromium slag in Shandong Province and explores how chromium slag pollution can be eliminated in Shandong Province. It shows that the chromium slag stockpiled by the chemical plants was successfully utilised by local steel companies, who act as 'scavenger companies'. The driving mechanism, seeking a potential 'scavenger company' within the local region and the role of the local government on the case of Shandong Province are discussed. This article concludes that local steel companies can be utilised to effectively and efficiently treat the chromium slag while benefiting the steel companies. The local governments need to play multiple roles in solving the problem of chromium slag pollution.
