    Because water quality monitoring sections or sites could reflect the water quality status of rivers, surface water quality management based on water quality monitoring sections or sites would be effective. For the purpose of improving water quality of rivers, quantifying the contribution ratios of pollutant resources to a specific section is necessary. Because physical and chemical processes of nutrient pollutants are complex in water bodies, it is difficult to quantitatively compute the contribution ratios. However, water quality models have proved to be effective tools to estimate surface water quality. In this project, an enhanced QUAL2Kw model with an added module was applied to the Xin'anjiang Watershed, to obtain water quality information along the river and to assess the contribution ratios of each pollutant source to a certain section (the Jiekou state-controlled section). Model validation indicated that the results were reliable. Then, contribution ratios were analyzed through the added module. Results show that among the pollutant sources, the Lianjiang tributary contributes the largest part of total nitrogen (50.43%), total phosphorus (45.60%), ammonia nitrogen (32.90%), nitrate (nitrite + nitrate) nitrogen (47.73%), and organic nitrogen (37.87%). Furthermore, contribution ratios in different reaches varied along the river. Compared with pollutant loads ratios of different sources in the watershed, an analysis of contribution ratios of pollutant sources for each specific section, which takes the localized chemical and physical processes into consideration, was more suitable for local-regional water quality management. In summary, this method of analyzing the contribution ratios of pollutant sources to a specific section based on the QUAL2Kw model was found to support the improvement of the local environment.

    The International Air Quality Board was created in 1996 to provide advice to the International Joint Commission in fulfilling an air quality alerting function requested by governments in that year. The Board undertook a review of the many issues affecting transboundary air quality along the Canada-US border. This report reflects on issues previously addressed by the Board in its reporting to the Commission. Section 1 discusses the need for Canada and the US to adopt a seamless border approach to address pollution sources and receptors in a holistic manner. Section 2 discusses nitrogen oxides as a key contaminant because ofmore » its direct impact on the ecosystem and its effects on future levels of other secondary pollutants. Section 3 outlines the deficiencies of emission inventories regarding persistent toxic substances such as mercury, which must be addressed if source-to-receptor relationships are to be established. Section 4 covers the need to develop monitoring and modelling tools to further examine pollutant transport and concentration, and the resulting human and ecological exposure. Section 5 describes issues in individual regions along the border. Section 6 is directed at the harmonization of standards, which would assist in the effective control of transboundary pollutants such as ozone.     Abstract Background The centralization of human activities is associated with different pollutants which enter into environment easily and cause the urban environment more vulnerable. Regarding the importance of air pollution issue for Tehran metropolis, many plans and regulations have been developed. However, most of them failed to decline the pollution. The purpose of this study was to pathologically analyze air-pollution control plans to offer effective solutions for Tehran metropolis. Methods A Qualitative content analysis in addition to a semi-structured interview with 14 practicing professional were used to identify 1) key sources of Tehran’s air pollution, 2) recognize challenges towards effective performance of pertinent plans and 3), offer effective solutions. Results Related challenges to air-pollution control plans can be divided into two major categories including lack of integrated and organized stewardship and PEST challenges. Conclusion For controlling the air pollution of Tehran effectively, various controlling alternatives were identified as systematization of plan preparation process, standardization and utilization of new technologies & experts, infrastructural development, realization of social justice, developing coordination mechanisms, improving citizens’ participatory capacity and focusing on effective management of fuel and energy. Controlling air pollution in Tehran needs a serious attention of policymakers to make enforcements through applying a systemic cycle of preparation comprehensive plans.     Objectives Studies in the U.S. have found that white men are less concerned about pollution than are women or people of other ethnicity. These studies have not assessed respondents’ proximity to localized sources of pollution. Our objective was to assess lay perceptions of risk from air pollution in an ethnically diverse sample in which proximity to a major perceptible source of pollution is known. Methods Cross sectional interview study of combined area probability and convenience sample of individuals 40 and older in the Boston area, selected according to proximity to high traffic controlled access highways. Results Of 697 respondents 46% were white, 37% Asian (mostly Chinese), 6.3% African-American, 6.3% Latino, and 7.6% other ethnicity. While white respondents, and particularly white men, were less concerned about air pollution than others, this effect disappeared when controlling for distance from the highway. White men were slightly less supportive than others of government policy to control pollution Conclusions The “white male” effect may in part be accounted for by the greater likelihood of minority respondents to live near perceptible localized sources of pollution.     The forward and backward algorithms for watershed water pollution control planning were summarized in this paper as well as their advantages and shortages. The spatial databases of water environmental function region, pollution sources, monitoring sections and sewer outlets were built with ARCGIS8.1 as the platform in the case study of Ganjiang valley, Jiangxi province. Based on the principles of the forward algorithm, four scenarios were designed for the watershed pollution control. Under these scenarios, ten sets of planning schemes were generated to implement cascade pollution source control. The investment costs of sewage treatment for these schemes were estimated by means of a series of cost-effective functions; with pollution source prediction, the water quality was modeled with CSTR model for each planning scheme. The modeled results of different planning schemes were visualized through GIS to aid decision-making. With the results of investment cost and water quality attainment as decision-making accords and based on the analysis of the economic endurable capacity for water pollution control in Ganjiang river basin, two optimized schemes were proposed. The research shows that GIS technology and scenario analysis can provide a good guidance to the synthesis, integrity and sustainability aspects for river basin water quality planning.

    To assess the contribution of secondhand smoke (SHS) to aircraft cabin air pollution and flight attendants' SHS exposure relative to the general population. Published air quality measurements, modelling studies, and dosimetry studies were reviewed, analysed, and generalised. Flight attendants reported suffering greatly from SHS pollution on aircraft. Both government and airline sponsored studies concluded that SHS created an air pollution problem in aircraft cabins, while tobacco industry sponsored studies yielding similar data concluded that ventilation controlled SHS, and that SHS pollution levels were low. Between the time that non-smoking sections were established on US carriers in 1973, and the two hour US smoking ban in 1988, commercial aircraft ventilation rates had declined three times as fast as smoking prevalence. The aircraft cabin provided the least volume and lowest ventilation rate per smoker of any social venue, including stand up bars and smoking lounges, and afforded an abnormal respiratory environment. Personal monitors showed little difference in SHS exposures between flight attendants assigned to smoking sections and those assigned to non-smoking sections of aircraft cabins. In-flight air quality measurements in approximately 250 aircraft, generalised by models, indicate that when smoking was permitted aloft, 95% of the harmful respirable suspended particle (RSP) air pollution in the smoking sections and 85% of that in the non-smoking sections of aircraft cabins was caused by SHS. Typical levels of SHS-RSP on aircraft violated current (PM(2.5)) federal air quality standards approximately threefold for flight attendants, and exceeded SHS irritation thresholds by 10 to 100 times. From cotinine dosimetry, SHS exposure of typical flight attendants in aircraft cabins is estimated to have been >6-fold that of the average US worker and approximately 14-fold that of the average person. Thus, ventilation systems massively failed to control SHS air pollution in aircraft cabins. These results have implications for studies of the past and future health of flight attendants.

On June 19, 2007, the United States Court of Appeals for the District of Columbia Circuit vacated and remanded the standards. In response to the Court's vacatur and remand, EPA is, in this action, establishing emission standards that will require industrial/ commercial/institutional boilers and process heaters located at major sources to meet hazardous air pollutants standards reflecting the application of the maximum achievable control technology. This rule protects air quality and promotes public health by reducing emissions of the hazardous air pollutants listed in section 112(b)(1) of the Clean Air Act.

    This work focuses on pollution control in the trans-boundary area of Taihu Basin. Considering the unique characteristics of the river network in the study area, a new methodology of pollution control is proposed aiming at improving the water quality in the trans-boundary area and reducing conflicts between up and downstream regions. Based on monitoring data and statistical analysis, important trans-boundary cross sections identified by the regional government were selected as important areas for consideration in developing management objectives; using a 1-D mathematicmodel and an effective weight evaluation model, the trans-boundary effective control scope (TECS) of the study area was identified as the scope for pollutant control; the acceptable pollution load was then estimated using an established model targeting bi-directional flow. The results suggest that the water environmental capacity for chemical oxygen demand (COD), in order to guarantee reaching the target water quality standard in the TECS, is 160,806 t/year, and amounts to 16,098 t/year, 3493 t/year, and 39,768 t/year for ammonia nitrogen, total nitrogen, and total phosphorus, respectively. Our study method and results have been incorporated into the local government management project, and have been proven to be useful in designing a pollution control strategy and management policy.

    Huaxian Section is the last hydrological and water quality monitoring section of Weihe River Watershed. Weihe River Watershed above Huaxian Section is taken as the research objective in this paper and COD is chosen as the water quality parameter. According to the discharge characteristics of point source pollutions and non-point source pollutions, a new method to estimate pollution loads—characteristic section load(CSLD) method is suggested and point source pollution and non-point source pollution loads of Weihe River Watershed above Huaxian Section are calculated in the rainy, normal and dry season in the year 2007. The results show that the monthly point source pollution loads of Weihe River Watershed above Huaxian Section discharge stably and the monthly non-point source pollution loads of Weihe River Watershed above Huaxian Section change greatly and the non-point source pollution load proportions of total pollution load of COD decrease in the normal, rainy and wet period in turn.
