    The lessons learned from the S&MA early involvement in the Ares I launch vehicle design phases proved that performing an in-line function jointly with engineering is critical for S&MA to have an effective role in supporting the system, element, and component design. These lessons learned were used to effectively support the Ares V conceptual design phase and planning for post conceptual design phases. The Top level Conceptual LOM assessment for Ares V performed by the S&MA community jointly with the engineering Advanced Concept Office (ACO) was influential in the final selection of the Ares V system configuration. Post conceptual phase, extensive reliability effort should be planned to support future Heavy Lift Launch Vehicles (HLLV) design. In-depth reliability analysis involving the design, manufacturing, and system engineering communities is critical to understand design and process uncertainties and system integrated failures.

    The first purpose of this study was to compare the psychosocial working conditions and mental health of our sample of maritime engine officers with a sample of British shore-based professional engineers. The second purpose was to analyse the relationship between the psychosocial working conditions onboard and mental strain for the Swedish maritime engine officers. There were a total of 731 engine officers in the Swedish merchant fleet, almost all males with higher education. The British comparison sample consisted of 312 professional shore-based engineers. A questionnaire was distributed to the Swedish engine officers with a modified version of the JCQ for the DC-S model, the Role conflict and Ambiguity scale, and two items on family-work inter-role conflicts (WFI/FWI), as workload indicators. The General Health Questionnaire (GHQ12) and Perceived Stress Scale (PSS10) were used as strain indicators. There were no significant differences in perceived job stain or in WFI/FWI between the Swedish engine officers and the British professional engineers in perceived job strain. While the British shore-based engineers reported significantly higher role ambiguity the Swedish engine officers perceived a significantly higher degree of role conflict and higher perceived stress. Hierarchic linear regression analysis showed that the Role Stress was strongly related to perceived stress (R(2) = 0.319) as well as to mental health (R(2) = 0.222). When introduced in the second step the DC-S model was significantly related to the outcome measures, as was WFI/FWI when finally introduced. The main source of the high degree of perceived stress among the engine officers does not seem to be the job content but may rather be understood from an interactional perspective, where conflicting requirements are directed towards the individual officer. It can be assumed that the fast technological and organizational changes and the increased pressure for economic profitability that characterize the shipping industry have attenuated these role conflicts.

The initial posting is a very critical stage of an employment cycle and could play an important role in influencing the key human resource for health outcomes such as turnover and performance. The current study aimed at exploring a rather unknown phenomenon of the initial posting-related processes, practices, and perceptions of Medical Officers working with the Public Health Department in Gujarat, India. This was an exploratory study carried out in the state of Gujarat, India, that used qualitative methods first to document the extant initial posting policy with the help of document review and five Key Informant interviews; next, 19 in-depth interviews were carried out with Medical Officers to assess implementation of policies as well as processes and systems related to the initial posting of Medical Officers. A thematic framework approach was used to analyze qualitative data using NVIVO. The results indicate that there is no formal published or written initial posting policy in the state, and in the absence of a written and formal policy, the overall posting systems were perceived to be arbitrary by the study respondents. In the absence of any policy, the state has some unwritten informal practices such as posting the Medical Officers at their native places. Although this practice reflects a concern towards the Medical Officer's needs, such practices are not consistently applied indicating some inequity and possible implications over Medical Officers' retention and motivation. Initial posting is a critical aspect of an employment cycle, and the perceptions and experiences of MOs regarding the processes and practices involved in their initial posting can be crucial in influencing their performance and turnover rates. If long-term solutions are to be sought in addressing the availability and distribution of Medical Officers in the state, then there is a need to have clearly laid down initial posting-related policies that reflect the equity and consideration towards Medical Officers in placement-related matters.

    The Cable Harness Post-Installation Testing Report was written in response to an action issued by the Ares Project Control Board (PCB). The action for the Ares I Avionics & Software Chief Engineer and the Avionics Integration and Vehicle Systems Test Work Breakdown Structure (WBS) Manager in the Vehicle Integration Office was to develop a set of guidelines for electrical cable harnesses. Research showed that post-installation tests have been done since the Apollo era. For Ares I-X, the requirement for post-installation testing was removed to make it consistent with the avionics processes used on the Atlas V expendable launch vehicle. Further research for the report involved surveying government and private sector launch vehicle developers, military and commercial aircraft, spacecraft developers, and harness vendors. Responses indicated crewed launch vehicles and military aircraft perform post-installation tests. Key findings in the report were as follows: Test requirements identify damage, human-rated vehicles should be tested despite the identification of statistically few failures, data does not support the claim that post-installation testing damages the harness insulation system, and proper planning can reduce overhead associated with testing. The primary recommendation of the report is for the Ares projects to retain the practice of post-fabrication and post-installation cable harness testing.

    This study measured 1. medical office immunization rates and 2. health care personnel competency in managing vaccine practices before and after evidence-based immunization education was provided. This descriptive study compared 32 family medicine and pediatric offices and 178 medical assistants, licensed practical nurses, registered nurses, nurse practitioners, and physicians in knowledge-based testing pre-education, post-education, and 12-months post-education. Immunization rates were assessed before and 18-months post-education. Immunization rates increased 10.3% - 18months post-education; knowledge increased 7.8% - 12months post-education. Family medicine offices, licensed practical nurses, and medical assistants showed significant knowledge deficits before and 12-months post-education. All demographic groups scored less in storage/handling 12-months post-education. This study is one of the first studies to identify competency challenges in effective immunization delivery among medical assistants, licensed practical nurses, and family medicine offices.     In 2005, at the request of the French Government, the Nuclear Safety Authority (ASN) established a Steering Committee for the Management of the Post-Accident Phase of a Nuclear Accident or a Radiological Emergency, with the objective of establishing a policy framework. Under the supervision of ASN, this Committee, involving several tens of experts from different backgrounds (e.g. relevant ministerial offices, expert agencies, local information commissions around nuclear installations, non-governmental organisations, elected officials, licensees, and international experts), developed a number of recommendations over a 7-year period. First published in November 2012, these recommendations cover the immediate post-emergency situation, and the transition and longer-term periods of the post-accident phase in the case of medium-scale nuclear accidents causing short-term radioactive release (less than 24 h) that might occur at French nuclear facilities. They also apply to actions to be undertaken in the event of accidents during the transportation of radioactive materials. These recommendations are an important first step in preparation for the management of a post-accident situation in France in the case of a nuclear accident. © The Chartered Institution of Building Services Engineers 2014.

    In 1993 our international team performed a follow-on ``Nuclear Thermal Rocket Engine (NTRE) Extended Life Feasibility Assessment'' study for the Nuclear Propulsion Office (NPO) at NASAs Lewis Research Center. The main purpose of this study was to complete the 1992 study matrix to assess NTRE designs at thrust levels of 22.5, 11.3, and 6.8 tonnes, using Commonwealth of Independent States (CIS) reactor technology. An additional Aerojet goal was to continue improving the NTRE concept we had generated. Deep throttling, mission performance optimized engine design parametrics, and reliability/cost enhancing engine system simplifications were studied, because they seem to be the last three basic design improvements sorely needed by post-NERVA NTRE. Deep throttling improves engine life by eliminating damaging thermal and mechanical shocks caused by after-cooling with pulsed coolant flow. Alternately, it improves mission performance with steady flow after-cooling by minimizing reactor over-cooling. Deep throttling also provides a practical transition from high pressures and powers of the high thrust power cycle to the low pressures and powers of our electric power generating mode. Two deep throttling designs are discussed; a workable system that was studied and a simplified system that is recommended for future study. Mission-optimized engine thrust/weight (T/W) and Isp predictions are included along with system flow schemes and concept sketches.

    In this paper, traveling time workers from the central post office Bandung in delivering the package to the destination location was optimized by using Hungarian method. Sensitivity analysis against data changes that may occur was also conducted. The sampled data in this study are 10 workers who will be assigned to deliver mail package to 10 post office delivery centers in Bandung that is Cikutra, Padalarang, Ujung Berung, Dayeuh Kolot, Asia- Africa, Soreang, Situ Saeur, Cimahi, Cipedes and Cikeruh. The result of this research is optimal traveling time from 10 workers to 10 destination locations. The optimal traveling time required by the workers is 387 minutes to reach the destination. Based on this result, manager of the central post office Bandung can make optimal decisions to assign tasks to their workers.

    Objective Examine the effect of a multi-component office ergonomics intervention on visual symptom reductions. Methods Office workers were assigned to either a group receiving a highly adjustable chair with office ergonomics training (CWT), a training-only group (TO) or a control group (C). A work environment and health questionnaire was administered 2 and 1 month(s) pre-intervention and 3, 6, and 12 months post-intervention. Multi-level statistical models tested hypotheses. Results The CWT intervention lowered daily visual symptoms (p < 0.01) post-intervention. The TO group did not significantly differ from the control group. The CWT group differed significantly from the TO group (p = 0.01) post-intervention. Conclusion Workers who received a highly adjustable chair and office ergonomics training had reduced visual symptoms and the effect was maintained through twelve months post-intervention.     Examine the effect of a multi-component office ergonomics intervention on visual symptom reductions. Office workers were assigned to either a group receiving a highly adjustable chair with office ergonomics training (CWT), a training-only group (TO) or a control group (C). A work environment and health questionnaire was administered 2 and 1 month(s) pre-intervention and 3, 6, and 12 months post-intervention. Multi-level statistical models tested hypotheses. The CWT intervention lowered daily visual symptoms (p < 0.01) post-intervention. The TO group did not significantly differ from the control group. The CWT group differed significantly from the TO group (p = 0.01) post-intervention. Workers who received a highly adjustable chair and office ergonomics training had reduced visual symptoms and the effect was maintained through twelve months post-intervention. The lack of a training-only group effect supports implementing training in conjunction with the highly adjustable chair to reduce visual symptoms.     This final report summarizes experimental and analytical work performed under an agreement between the U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy, Office of Transportation Technologies, and UT-Battelle LLC. The project was directed by Jerry Gibbs, of the U.S. Department of Energy’s Propulsion Materials Program, with management by D. P. Stinton and J. A. Haynes of ORNL. Participants included Peter J. Blau (Principal Investigator), Kevin M. Cooley (senior technician), Melanie J. Kirkham (materials scientist) of the Materials Science and Technology Division or ORNL, and Dinesh G. Bansal, a post doctoral fellow employed by Oak Ridge Associated Universitiesmore » (ORAU) and who, at the time of this writing, is an engineer with Cummins, Inc. This report covers a three-year effort that involved two stages. In the first stage, and after a review of the literature and discussions with surface treatment experts, a series of candidate alloys and surface treatments for titanium alloy (Ti-6Al-4V) was selected for initial screening. After pre-screening using an ASTM standard test method, the more promising surface treatments were tested in Phase 2 using a variable loading apparatus that was designed and built to simulate the changing load patterns in a typical connecting rod bearing. Information on load profiles from the literature was supplemented with the help of T.C. Chen and Howard Savage of Cummins, Inc. Considering the dynamic and evolving nature of materials technology, this report presents a snapshot of commercial and experimental bearing surface technologies for titanium alloys that were available during the period of this work. Undoubtedly, further improvements in surface engineering methods for titanium will evolve.« less

    The University of Pittsburgh Space Physics Group in collaboration with the Army Research Office (ARO) modeling team has completed a systematic organization of the shock and plume spectral data and the electron temperature and density measurements obtained during the BowShock I and II rocket flights which have been submitted to the AEDC Data Center, has verified the presence of CO Cameron band emission during the Antares engine burn and for an extended period of time in the post-burn plume, and have adapted 3-D radiation entrapment codes developed by the University of Pittsburgh to study aurora and other atmospheric phenomena that involve significant spatial effects to investigate the vacuum ultraviolet (VUV) and extreme ultraviolet (EUV) envelope surrounding the re-entry that create an extensive plasma cloud by photoionization.
