...The Assistant Deputy Secretary for Innovation and Improvement proposes priorities, requirements, definitions, and selection criteria under the Investing in Innovation Fund (i3). The Assistant Deputy Secretary may use these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2013 and later years. The U.S. Department of Education (Department) has conducted three competitions under the i3 program and awarded 92 i3 grants since the program was established under the American Recovery and Reinvestment Act of 2009 (ARRA). These proposed priorities, requirements, definitions, and selection criteria maintain the overall purpose and structure of the i3 program, which is discussed later in this document, and incorporate changes based on specific lessons learned from the first three competitions.

The National Research Initiative (NRI) Competitive Grants Program is the U.S. Department of Agriculture's major competitive grants program and is administered by the Cooperative State Research, Education, and Extension Service (CSREES). Since its inception in 1991, the NRI has funded competitive grants in the discipline of animal reproduction. Previously, this program provided funding for a broad range of projects encompassing almost every subdiscipline in reproductive biology of farm animals, including aquatic species important to the aquaculture industry. During fiscal year 2004, the NRI Animal Reproduction Program narrowed the focus of funding priorities to the topics of infertility, basic mechanisms regulating fertility, cryopreservation of gametes, reducing the postpartum interval to conception, and sterilization methods or development of monosex populations. In response to a directive to further narrow the focus of funding priorities for fiscal year 2005 and beyond, CSREES conducted a Stakeholder Workshop on Funding Priorities in Animal Reproduction at the 37th Annual Meeting of the Society for the Study of Reproduction in Vancouver, Canada. More than 75 stakeholder scientists from a cross section of federal, public, and private institutions from across the United States participated in the workshop and provided recommendations to CSREES for future NRI-funding priorities in Animal Reproduction. The recommendations provided by stakeholders included continuing efforts to focus funding priorities into fewer high-impact areas relevant to animal agriculture and aquaculture. Recommendations also included movement back toward subdisciplines of animal reproduction that cut across all applicable species. The three funding priorities that consistently emerged as recommendations from the workshop participants were 1) gonadal function and production of gametes, 2) pituitary-hypothalamic function, and 3) embryo and conceptus development, including interaction between the conceptus and uterus. These funding priorities were considered when preparing the fiscal year 2006 NRI Request for Applications.

The National Research Initiative (NRI) Competitive Grants Program is the USDA's major competitive grants program and is administered by the Cooperative State Research, Education, and Extension Service. The NRI was authorized by the US Congress in the 1990 Farm Bill at a funding level of $500 million; however, the maximal NRI appropriation was $181.17 million in fiscal year (FY) 2006. Across all programs, the NRI is mandated to use 40% of its funding to support mission-linked research. Since its inception in 1991, the NRI has funded competitive grants in the discipline of animal reproduction. Before 2004, the Animal Reproduction Program funded a broad range of projects encompassing almost every subdiscipline in reproductive biology of farm animals, including aquatic species important to the aquaculture industry and laboratory animals. During FY 2004, the NRI Animal Reproduction Program narrowed the focus of its funding priorities to 5 issue-based topics in an effort to make greater measurable improvements in a few high-impact areas over the next 10 years. Funding priorities were narrowed further in FY 2006 to 3 subdisciplines based, in part, on recommendations that emerged from a stakeholder workshop conducted by Cooperative State Research, Education, and Extension Service in August 2004. In FY 2003, Congress authorized expenditure of up to 20% of the funds appropriated to the NRI to support projects that integrate at least 2 of the 3 functions of research, education, and extension. In FY 2004, the Animal Reproduction Program included a funding priority for integrated projects focused primarily on infertility in dairy cattle. The program funded its first integrated project in FY 2005. During FY 2002, increased emphasis on justification for the use of model systems (e.g., laboratory animals and in vitro systems) was included in the NRI request for applications. In FY 2006, applications proposing to primarily utilize nonagricultural animal models were excluded from the program. Currently, all proposed studies must be thoroughly justified in terms of their relevance to US animal agriculture and to program priorities identified within the request for applications.

Research on domestic animals (cattle, swine, sheep, goats, poultry, horses, and aquatic species) at land grant institutions is integral to improving the global competitiveness of US animal agriculture and to resolving complex animal and human diseases. However, dwindling federal and state budgets, years of stagnant funding from USDA for the Competitive State Research, Education, and Extension Service National Research Initiative (CSREES-NRI) Competitive Grants Program, significant reductions in farm animal species and in numbers at land grant institutions, and declining enrollment for graduate studies in animal science are diminishing the resources necessary to conduct research on domestic species. Consequently, recruitment of scientists who use such models to conduct research relevant to animal agriculture and biomedicine at land grant institutions is in jeopardy. Concerned stakeholders have addressed this critical problem by conducting workshops, holding a series of meetings with USDA and National Institutes of Health (NIH) officials, and developing a white paper to propose solutions to obstacles impeding the use of domestic species as dual-purpose animal models for high-priority problems common to agriculture and biomedicine. In addition to shortfalls in research support and human resources, overwhelming use of mouse models in biomedicine, lack of advocacy from university administrators, long-standing cultural barriers between agriculture and human medicine, inadequate grantsmanship by animal scientists, and a scarcity of key reagents and resources are major roadblocks to progress. Solutions will require a large financial enhancement of USDA's Competitive Grants Program, educational programs geared toward explaining how research using agricultural animals benefits both animal agriculture and human health, and the development of a new mind-set in land grant institutions that fosters greater cooperation among basic and applied researchers. Recruitment of outstanding scientists dedicated to using domestic animal models for agricultural and biomedical research, strong incentives for scientists to take advantage of training opportunities to write NIH grants, and greater NIH and USDA cooperation to sponsor the use of agricultural animals as dual-purpose animal models that benefit agriculture and biomedicine will also be necessary. In conclusion, the broad diversity of animal models needed for agricultural and biomedical research is at risk unless research priorities at the land grant universities are critically evaluated and financial support for such research is dramatically increased.

Sun Grant Initiative Regional Biomass Feedstock Partnership Competitive Grants Program
DOE Office of Scientific and Technical Information (OSTI.GOV)
Owens, Vance
The Sun Grant Initiative partnered with the US Department of Energy (DOE) in 2008 to create the Regional Biomass Feedstock Partnership Competitive Grants Program. The overall goal of this project was to utilize congressionally directed funds to leverage the North Central Regional Sun Grant’s Competitive Grant program at South Dakota State University (SDSU) to address key issues and research gaps related to development of the bioeconomy. Specific objectives of this program were to: 1. Identify research projects through a Regional Competitive Grants program that were relevant to the sustainable production, harvest, transport, delivery, and processing/conversion of cost-competitive, domestically grown biomass.more » 2. Build local expertise and capacity at the North Central Regional Sun Grant Center at SDSU through an internal selection of key bioenergy research projects. To achieve these, three nationwide Request for Applications (RFA) were developed: one each in 2008, 2009, and 2010. Internal, capacity building projects at SDSU were also selected during each one of these RFAs. In 2013 and 2015, two additional Proof of Concept RFAs were developed for internal SDSU projects. Priority areas for each RFA were 1) Biomass feedstock logistics including biomass harvesting, handling, transportation, storage, and densification; 2) Sustainable biomass feedstock production systems including biomass crop development, production, and life-cycle analysis; 3) Biomass production systems that optimize biomass feedstock yield and economic return across a diverse landscape while minimizing negative effects on the environment and food/feed production; and 4) Promotion of knowledge-based economic development in science and technology and to advance commercialization of inventions that meet the mission of the Sun Grant Initiative. A total of 33 projects were selected for funding through this program. Final reports for each of these diverse projects are included in this summary report. Projects funded under this award have contributed significantly to and advanced the bioeconomy body of knowledge. Specifically, no fewer than 109 peer-reviewed publications, 2 patents, 4 invention disclosures, 5 book chapters, 30 conference papers, 224 professional presentations, 31 outreach publications, and 1 website have been generated. This contribution to the scientific community (peer-reviewed literature, presentations, etc.) and to the public (outreach publications, websites, etc.) has been significant. In addition, a number of projects funded through this award included significant industry involvement and support both in terms of funding (both in-kind and direct) and input. Key industry stakeholders included AGCO, Alliant Energy, Applied Nanofilms, Archer Daniels Midland, ConocoPhillips, DuPont-Danisco Cellulosic Ethanol, EcoSun Prairie Farm, Federal Machine Co., Hawkeye Renewables, John Deere, Mendel, SD Innovation Partners, and Thermo-Ag.« less

Athletes participating in elite sports are exposed to high training loads and increasingly saturated competition calendars. Emerging evidence indicates that poor load management is a major risk factor for injury. The International Olympic Committee convened an expert group to review the scientific evidence for the relationship of load (defined broadly to include rapid changes in training and competition load, competition calendar congestion, psychological load and travel) and health outcomes in sport. We summarise the results linking load to risk of injury in athletes, and provide athletes, coaches and support staff with practical guidelines to manage load in sport. This consensus statement includes guidelines for (1) prescription of training and competition load, as well as for (2) monitoring of training, competition and psychological load, athlete well-being and injury. In the process, we identified research priorities. Published by the BMJ Publishing Group Limited. The modern-day athlete participating in elite sports is exposed to high training loads and increasingly saturated competition calendar. Emerging evidence indicates that inappropriate load management is a significant risk factor for acute illness and the overtraining syndrome. The IOC convened an expert group to review the scientific evidence for the relationship of load-including rapid changes in training and competition load, competition calendar congestion, psychological load and travel-and health outcomes in sport. This paper summarises the results linking load to risk of illness and overtraining in athletes, and provides athletes, coaches and support staff with practical guidelines for appropriate load management to reduce the risk of illness and overtraining in sport. These include guidelines for prescription of training and competition load, as well as for monitoring of training, competition and psychological load, athlete well-being and illness. 2010-03-16
An apparatus and method for granting one or more requesting entities access to a resource in a predetermined time interval. The apparatus includes a first circuit receiving one or more request signals, and implementing logic for assigning a priority to the one or more request signals, and, generating a set of first_request signals based on the priorities assigned. One or more priority select circuits for receiving the set of first_request signals and generating corresponding one or more fixed grant signals representing one or more highest priority request signals when asserted during the predetermined time interval. A second circuit device receives the one or more fixed grant signals generates one or more grant signals associated with one or more highest priority request signals assigned, the grant signals for enabling one or more respective requesting entities access to the resource in the predetermined time interval, wherein the priority assigned to the one or more request signals changes each successive predetermined time interval. In one embodiment, the assigned priority is based on a numerical pattern, the first circuit changing the numerical pattern with respect to the first_request signals generated at each successive predetermined time interval.

Canadian Institutes of Health Research funding of prison health research: a descriptive study.
Kouyoumdjian, Fiona G; McIsaac, Kathryn E; Foran, Jessica E; Matheson, Flora I
2017-01-01
Health research provides a means to define health status and to identify ways to improve health. Our objective was to define the proportion of grants and funding from the Government of Canada's health research investment agency, the Canadian Institutes of Health Research (CIHR), that was awarded for prison health research, and to describe the characteristics of funded grants. In this descriptive study, we defined prison health research as research on the health and health care of people in prisons and at the time of their release. We searched the CIHR Funding Decisions Database by subject and by investigator name for funded grants for prison health research in Canada in all competitions between 2010 and 2014. We calculated the proportion of grants and funding awarded for prison health research, and described the characteristics of funded grants. During the 5-year study period, 21 grants were awarded that included a focus on prison health research, for a total of $2 289 948. Six of these grants were operating grants and 6 supported graduate or fellowship training. In total, 0.13% of all grants and 0.05% of all funding was for prison health research. A relatively small proportion of CIHR grants and funding were awarded for prison health research between 2010 and 2014. If prison health is a priority for Canada, strategic initiatives that include funding opportunities could be developed to support prison health research in Canada.

Funding Undergraduate Neuroscience Education: CCLI Yesterday and Today
Pruitt, Nancy L.; Small, Jeanne R.; Woodin, Terry
2006-01-01
For over 20 years, the Division of Undergraduate Education (DUE) at the National Science Foundation (NSF) has been supporting undergraduate curricula in the sciences, including neuroscience. NSF’s priorities in undergraduate education, however, have evolved during that period, and the competition for grants has increased. This history and overview of the current Course, Curriculum and Laboratory Improvement program (CCLI) illustrates the changing philosophy of DUE with regard to its curricular programs. It is hoped that understanding the current emphasis on assessing the outcomes of curricular changes and disseminating their results will help interested science faculty write better proposals and compete more effectively for funds. This paper critiques current arguments advancing the potential for transhumanism and a range of biological and pharmacological enhancements to better human flourishing. It does so from a historical perspective weighing the individualistic and competitive evolutionary theories of Darwin with the cooperative and communal theories of Prince Peter Kropotkin a generation later. In doing so it proposes the transhumanist and enhancement enthusiasts operate within a paradigm similar to Darwin's, one that is atomist and individualistic. The critique, which considers the status of those with cognitive, sensory and physical limits, advances a vision of society as a cooperative and communal rather than individualistic and competitive. Within this framework the argument is not one of either/or but on the lexicographical superiority of the communal and social over the individualistic and competitive ethos underlying both Darwin and most contemporary transhumanist literature. This reordering of priorities, it is argued, reflects advances in contemporary biology and evolutionary thinking. © Article author(s) (or their employer(s) unless otherwise stated in the text of the article) 2017. Competition is a major driving force in freshwaters, especially given the cyclic nature and dynamics of pelagic food webs. Competition is especially important in the initial species assortment during colonization and re-colonization events, which depends strongly on the environmental context. Subtle changes, such as saline intrusion, may disrupt competitive relationships and, thus, influence community composition. Bearing this in mind, our objective was to assess whether low salinity levels (using NaCl as a proxy) alter the competitive outcome (measured as the rate of population biomass increase) of Daphnia-Simocephalus experimental microcosms, taking into account interactions with priority effects (sequential species arrival order). With this approach, we aimed to experimentally demonstrate a putative mechanism of differential species sorting in brackish environments or in freshwaters facing secondary salinization. Experiments considered three salinity levels, regarding NaCl added (0.00, 0.75 and 1.50 g L(-1)), crossed with three competition scenarios (no priority, priority of Daphnia over Simocephalus, and vice-versa). At lower NaCl concentrations (0.00 and 0.75 g L(-1)), Daphnia was a significantly superior competitor, irrespective of the species inoculation order, suggesting negligible priority effects. However, the strong decrease in Daphnia population growth at 1.50 g L(-1) alleviated the competitive pressure on Simocephalus, causing an inversion of the competitive outcome in favour of Simocephalus. The intensity of this inversion depended on the competition scenario. This salinity-mediated disruption of the competitive outcome demonstrates that subtle environmental changes produce indirect effects in key ecological mechanisms, thus altering community composition, which may lead to serious implications in terms of ecosystem functioning (e.g. lake regime shifts due to reduced grazing) and biodiversity.

The NASA Nebraska Preparation Grant was designed to solidify relationships, intensify communication, and launch collaborative initiatives among Nebraska researchers and key contacts at NASA research centers and enterprises. In doing so, Nebraska was successful in laying the groundwork for the foundation for numerous long-term, mutually beneficial collaborations that were subsequently proposed and awarded in the NASA EPSCoR 2000 competition. The NASA Nebraska EPSCoR Preparation Grant was managed by the same administrative team that oversees Nebraska's NASA Space Grant and EPSCoR programs. An advisory board (later Technical Advisory Committee) made up of voting representatives from all affiliate and partner organizations regularly reviewed grant progress and direction. The University of Nebraska at Omaha's Aviation Institute, the host institution for all three programs, provided additional administrative oversight and program evaluation through established review mechanisms. This structure has served NASA well and has been cited as a model program. The second year of preparation grant funding served as a significant opportunity for Nebraska to lay the groundwork for the continued elevation and success of its NASA EPSCoR program. In anticipation of the NASA EPSCoR 2000 grant competition, Year 2 funding enabled funded researchers to further broaden and enhance the quality and quantity of collaborations with NASA Field Centers, Codes, and Enterprises. The plan set the stage for long-term research and outreach endeavors that have contributed significantly to the achievement of NASA's strategic objectives; the state of Nebraska's economic and aerospace development efforts; and have advanced Nebraska s aeronautics research efforts to a national leadership level. The overarching goal of the NASA Nebraska EPSCoR Preparation grant was met by facilitating research endeavors among Nebraska faculty that addressed research and technology priorities of the NASA Field Centers, Codes, and Strategic Enterprises. During the first year of funding, Nebraska established open and frequent lines of communication with university affairs officers and other key personnel at all NASA Centers and Enterprises, and facilitated the development of collaborations between and among junior faculty in the state and NASA researchers. As a result, Nebraska initiated a major research cluster, the Small Aircraft Transportation System Nebraska Implementation Template.

There has been the impression amongst many observers that discussion of a grant application has little practical impact on the final priority scores. Rather the final score is largely dictated by the range of preliminary scores given by the assigned reviewers. The implication is that the preliminary and final scores are the same and the discussion has little impact. The purpose of this examination of the peer review process at the National Institutes of Health is to describe the relationship between preliminary priority scores of the assigned reviewers and the final priority score given by the scientific review group. This study also describes the practical importance of any differences in priority scores. Priority scores for a sample of standard (R01) research grant applications were used in this assessment. The results indicate that the preliminary meeting evaluation is positively correlated with the final meeting outcome but that they are on average significantly different. The results demonstrate that discussion at the meeting has an important practical impact on over 13% of the applications. PMID:21103331

Reexamining competitive priorities: Empirical study in service sector
NASA Astrophysics Data System (ADS)
Idris, Fazli; Mohammad, Jihad
2015-02-01
The general objective of this study is to validate the multi-level concept of competitive priorities using reflective-formative model at a higher order for service industries. An empirical study of 228 firms from 9 different service industries is conducted to answer the objective of this study. Partial least square analysis with SmartPLS 2.0 was used to perform the analysis. Finding revealed six priorities: cost, flexibility, delivery, quality talent management, quality tangibility, and innovativeness. It emerges that quality are expanded into two types; one is related to managing talent for process improvement and the second one is the physical appearance and tangibility of the service quality. This study has confirmed competitive priorities as formative second-order hierarchical latent construct by using rigorous empirical evidence. Implications, limitation and suggestion for future research are accordingly discussed in this paper.

Bias in Research Grant Evaluation Has Dire Consequences for Small Universities.
Murray, Dennis L; Morris, Douglas; Lavoie, Claude; Leavitt, Peter R; MacIsaac, Hugh; Masson, Michael E J; Villard, Marc-Andre
2016-01-01
Federal funding for basic scientific research is the cornerstone of societal progress, economy, health and well-being. There is a direct relationship between financial investment in science and a nation's scientific discoveries, making it a priority for governments to distribute public funding appropriately in support of the best science. However, research grant proposal success rate and funding level can be skewed toward certain groups of applicants, and such skew may be driven by systemic bias arising during grant proposal evaluation and scoring. Policies to best redress this problem are not well established. Here, we show that funding success and grant amounts for applications to Canada's Natural Sciences and Engineering Research Council (NSERC) Discovery Grant program (2011-2014) are consistently lower for applicants from small institutions. This pattern persists across applicant experience levels, is consistent among three criteria used to score grant proposals, and therefore is interpreted as representing systemic bias targeting applicants from small institutions. When current funding success rates are projected forward, forecasts reveal that future science funding at small schools in Canada will decline precipitously in the next decade, if skews are left uncorrected. We show that a recently-adopted pilot program to bolster success by lowering standards for select applicants from small institutions will not erase funding skew, nor will several other post-evaluation corrective measures. Rather, to support objective and robust review of grant applications, it is necessary for research councils to address evaluation skew directly, by adopting procedures such as blind review of research proposals and bibliometric assessment of performance. Such measures will be important in restoring confidence in the objectivity and fairness of science funding decisions. Likewise, small institutions can improve their research success by more strongly supporting productive researchers and developing competitive graduate programming opportunities.

Federal funding for basic scientific research is the cornerstone of societal progress, economy, health and well-being. There is a direct relationship between financial investment in science and a nation’s scientific discoveries, making it a priority for governments to distribute public funding appropriately in support of the best science. However, research grant proposal success rate and funding level can be skewed toward certain groups of applicants, and such skew may be driven by systemic bias arising during grant proposal evaluation and scoring. Policies to best redress this problem are not well established. Here, we show that funding success and grant amounts for applications to Canada’s Natural Sciences and Engineering Research Council (NSERC) Discovery Grant program (2011–2014) are consistently lower for applicants from small institutions. PMID:27258385

Patient-centered outcomes research in radiology: trends in funding and methodology.
Lee, Christoph I; Jarvik, Jeffrey G
2014-09-01
The creation of the Patient-Centered Outcomes Research Trust Fund and the Patient-Centered Outcomes Research Institute (PCORI) through the Patient Protection and Affordable Care Act of 2010 presents new opportunities for funding patient-centered comparative effectiveness research (CER) in radiology. We provide an overview of the evolution of federal funding and priorities for CER with a focus on radiology-related priority topics over the last two decades, and discuss the funding processes and methodological standards outlined by PCORI. We introduce key paradigm shifts in research methodology that will be required on the part of radiology health services researchers to obtain competitive federal grant funding in patient-centered outcomes research. These paradigm shifts include direct engagement of patients and other stakeholders at every stage of the research process, from initial conception to dissemination of results. We will also discuss the increasing use of mixed methods and novel trial designs. One of these trial designs, the pragmatic trial, has the potential to be readily applied to evaluating the effectiveness of diagnostic imaging procedures and imaging-based interventions among diverse patient populations in real-world settings. Competition is ubiquitous in perception. For example, items in the visual field compete for processing resources, and attention controls their priority (biased competition). The inevitable ambiguity in the interpretation of sensory signals yields another form of competition: distinct perceptual interpretations compete for access to awareness. Rivalry, where two equally likely percepts compete for dominance, explicates the latter form of competition. Building upon the similarity between attention and rivalry, we propose to model rivalry by a generic competitive circuit that is widely used in the attention literature—a winner-take-all (WTA) network. Specifically, we show that a network of two coupled WTA circuits replicates three common hallmarks of rivalry: the distribution of dominance durations, their dependence on input strength (“Levelt's propositions”), and the effects of stimulus removal (blanking). This model introduces a form of memory by forming discrete states and explains experimental data better than competitive models of rivalry without memory. This result supports the crucial role of memory in rivalry specifically and in competitive processes in general. Our approach unifies the seemingly distinct phenomena of rivalry, memory, and attention in a single model with competition as the common underlying principle. PMID:25581077

The Sun Health Research Institute Brain Donation Program: Description and Eexperience, 1987–2007

2008-01-01
The Brain Donation Program at Sun Health Research Institute has been in continual operation since 1987, with over 1000 brains banked. The population studied primarily resides in the retirement communities of northwest metropolitan Phoenix, Arizona. The Institute is affiliated with Sun Health, a nonprofit community-owned and operated health care provider. Subjects are enrolled prospectively to allow standardized clinical assessments during life. Funding comes primarily from competitive grants. The Program has made short postmortem brain retrieval a priority, with a 2.75-h median postmortem interval for the entire collection. This maximizes the utility of the resource for molecular studies; frozen tissue from approximately 82% of all cases is suitable for RNA studies. Studies performed in-house have shown that, even with very short postmortem intervals, increasing delays in brain retrieval adversely affect RNA integrity and that cerebrospinal fluid pH increases with postmortem interval but does not predict tissue viability. Making Time for Dissertation Grants
Hasche, Leslie K.; Perron, Brian E.; Proctor, Enola K.
2013-01-01
Grant writing is a necessary skill for becoming an independent and successful social work researcher. Since social work dissertation grants are a relatively new trend, students face many challenges in identifying, preparing, and submitting dissertation grants. Lack of resources and experiences, difficulties in protecting time for grant writing, and the uncertainty of success can hinder work on dissertation grants. Thus, this article provides an overview of dissertation grants, including a review of grant mechanisms, suggestions for preparing grants in the context of program milestones, and identifying institutional infrastructure to facilitate submissions. Strategies discussed include how to learn about funding priorities, how to establish timelines to account for grant deadlines, and how to use peer reviews to guide the revision process. PMID:24244078

The Arizona Commerce Authority (ACA) conducted an Innovation in Advanced Manufacturing Grant Competition to support and grow southern and central Arizona’s Aerospace and Defense (A&D) industry and its supply chain. The problem statement for this grant challenge was that many A&D machining processes utilize older generation CNC machine tool technologies that can result an inefficient use of resources – energy, time and materials – compared to the latest state-of-the-art CNC machines. Competitive awards funded projects to develop innovative new tools and technologies that reduce energy consumption for older generation machine tools and foster working relationships between industry small to medium-sizedmore » manufacturing enterprises and third-party solution providers. During the 42-month term of this grant, 12 competitive awards were made. Final reports have been included with this submission.« less

This report details the efforts to develop a design competition aimed at high school students which will encourage them to study aerospace technical subjects. It has been shown that such competitions - based on an industry simulation game - are valuable ways to energize high school students to study in this area. Under the grant, a new competition scenario was developed, in keeping with NASA-Dryden's mission to develop aircraft and foster knowledge about aeronautics. Included are preliminary background materials and information which, if the grant is continued, would form the basis of a national competition for high school students, wherein they would design an Aerospaceport in a future year, taking into consideration the requirements of aircraft, spacecraft- ground transportation systems, passengers who use the facility, and employees who operate it. Many of the Competition methods were studied and tested during two existing local competitions in the disadvantaged communities of Lancaster and Victorville, California.

The objective of this study is to evaluate the impact of a subsidy policy for construction companies in Andalusia (Spain), which enables them to acquire new scaffolds. The rate of falls from scaffolds within the Andalusian construction sector in the period 2009-2011 was analysed. A randomised controlled trial was not possible as the subsidy was granted according to a public and competitive call. A quasi-experimental design based on an intervention group (subsidised companies) and a control group was chosen. Companies in the control group were selected from the social security census of companies in order to avoid selection bias. The subsidy policy has led to an overall 71% decrease in the rate of accident involving falls to a lower level in the companies that received grants in the period 2009-2011. The confidence interval for the comparison for the before-after difference in rates between the intervention group and the control group is found significant (confidence 95%, p = 0.05). The improvement of scaffolds was effective in reducing rates of accident with falls to a lower level. This intervention should be a priority in public policies. The process of standardisation of equipment with high accident risk should be developed further.

...The Assistant Deputy Secretary for Innovation and Improvement announces priorities, requirements, definitions, and selection criteria under the Investing in Innovation Fund (i3). The Assistant Deputy Secretary may use one or more of these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2013 and later years. We clarify and redesign key aspects of the program by incorporating lessons learned from past i3 competitions. Specifically, we intend to improve the i3 program to better achieve its purposes and goal by making changes that will result in accelerating the identification of promising solutions to pressing challenges in K-12 public education, supporting the evaluation of the efficacy of such solutions, and developing new approaches to scaling effective practices to serve more students.

The impact of grants on research productivity has been investigated by a number of retrospective studies. The results of these studies vary considerably. The objective of my study was to investigate the impact of funding through the RF President’s grants for young scientists on the research productivity of awarded applicants. The study compared the number of total articles and citations for awarded and rejected applicants who in 2007 took part in competitions for young candidates of science (CoS’s) and doctors of science (DoS’s) in the scientific field of medicine. The bibliometric analysis was conducted for the period from 2003 to 2012 (five years before and after the competition). The source of bibliometric data is the eLIBRARY.RU database. The impact of grants on the research productivity of Russian young scientists was assessed using the meta-analytical approach based on data from quasi-experimental studies conducted in other countries. The competition featured 149 CoS’s and 41 DoS’s, out of which 24 (16%) and 22 (54%) applicants, respectively, obtained funding. No difference in the number of total articles and citations at baseline, as well as in 2008–2012, for awarded and rejected applicants was found. The combination of data from the Russian study and other quasi-experimental studies (6 studies, 10 competitions) revealed a small treatment effect – an increase in the total number of publications over a 4–5-year period after the competition by 1.23 (95% CI 0.48–1.97). However, the relationship between the number of total publications published by applicants before and after the competition revealed that this treatment effect is an effect of the “maturation” of scientists with a high baseline publication activity – not of grant funding. Building upon the similarity between attention and rivalry, we propose to model rivalry by a generic competitive circuit that is widely used in the attention literature-a winner-take-all (WTA) network. Specifically, we show that a network of two coupled WTA circuits replicates three common hallmarks of rivalry: the distribution of dominance durations, their dependence on input strength ("Levelt's propositions"), and the effects of stimulus removal (blanking). © 2015 The Authors. The Assistant Secretary for Special Education and Rehabilitative Services announces priorities under the Disability and Rehabilitation Research Projects and Centers Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). Specifically, we announce priorities for a Rehabilitation Engineering Research Center (RERC) on Rehabilitation Strategies, Techniques, and Interventions (Priority 1), Information and Communication Technologies Access (Priority 2), Individual Mobility and Manipulation (Priority 3), and Physical Access and Transportation (Priority 4). The Assistant Secretary may use one or more of these priorities for competitions in fiscal year (FY) 2013 and later years. We take this action to focus research attention on areas of national need. We intend these priorities to improve community living and participation, health and function, and employment outcomes of individuals with disabilities.

Benchmarking for the competitive marketplace.
Clarke, R W; Sucher, T O
1999-07-01
One would get little argument these days regarding the importance of performance measurement in the health care industry. The traditional approach has been the straightforward use of measurable units such as financial comparisons and clinical indicators (e.g., length of stay). Also we in the health care industry have traditionally benchmarked our performance and strategies against those most like ourselves. Today's competitive market demands a more customer-focused set of performance measures that go beyond traditional approaches such as customer service. The most important task in today's environment is to study the customers' emerging priorities and adjust our business to meet those priorities.
Prioritizing health services research: an economic perspective.
Gandjour, Afschin
2016-05-01
Given limited resources policymakers need to decide about how much and in what areas of health services research (HSR) to invest. The purpose of this study is to provide guidance for priority setting of HSR projects based on economic theory. The conceptual analysis starts from the premise that competition in health care is valuable-a position that seems to predominate among Western policymakers. The principle of competition rests on economic theory and, in particular, its branch of welfare economics. Based on economic theory, the role of HSR is to detect and alleviate information asymmetry, negative externalities, and harm caused by competition and inappropriate incentives for competition. A hierarchy of HSR projects is provided; following the ethical principle of harm ('do not harm'), the detection and prevention of harm would receive highest priority among HSR projects. Agreeing that competition is valuable in achieving efficiency and quality of care (and therefore agreeing to the assumptions of economic theory) implies accepting the role of HSR in detecting market failure and the HSR hierarchy as suggested. Disagreement would require an alternative coherent concept of improving efficiency and quality of care.

Health Extension Regional Officers (HEROs) through the University of New Mexico Health Sciences Center (UNMHSC) help to facilitate university-community engagement throughout New Mexico. HEROs, based in communities across the state, link priority community health needs with university resources in education, service, and research. Researchers' studies are usually aligned with federal funding priorities rather than with health priorities expressed by communities. To help overcome this misalignment, the UNM Clinical and Translational Science Center (CTSC) provides partial funding for HEROs to bridge the divide between research priorities of UNMHSC and health priorities of the state's communities. A bidirectional partnership between HEROs and CTSC researchers was established, which led to: 1) increased community engaged studies through the CTSC, 2) the HERO model itself as a subject of research, 3) a HERO-driven increase in local capacity in scholarship and grant writing, and 4) development of training modules for investigators and community stakeholders on community-engaged research. As a result, 5 grants were submitted, 4 of which were funded, totaling $7,409,002.00, and 3 research articles were published. Health extension can serve as a university-funded, community-based bridge between community health needs and Clinical and Translational Science Award (CTSA) research capacity, opening avenues for translational research. © Copyright 2017 by the American Board of Family Medicine.

2018-01-01
The competition for public cardiovascular research grants has recently increased. Independent researchers are facing increasing competition for public research grant support and ultimately may need to seek alternative funding sources. Crowdfunding, a financing method of raising funds online by pooling together small donations from the online community to support a specific initiative, seems to have significant potential. However, the feasibility of crowdfunding for cardiovascular research remains unknown. Here, we performed exploratory data analysis of the feasibility of online crowdfunding in cardiovascular research. Copyright © 2017 Elsevier B.V. All rights reserved.

The Assistant Secretary for Special Education and Rehabilitative Services announces a priority under the Technical Assistance to Improve State Data Capacity program. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2013 and later years. We take this action to focus attention on an identified national need to provide technical assistance (TA) to States to improve their capacity to meet the data collection and reporting requirements of the Individuals with Disabilities Education Act (IDEA). We intend this priority to establish a TA center to improve State capacity to accurately collect and report IDEA data (Data Center).

A Discussion on Governmental Research Grants.
Fang, Hui
2015-10-01
Governmental research grants are financially supported by taxpayers to meet financial requirements of research, particularly research that is unlikely to be supported by private funds. Researchers reward donors by producing knowledge. Publishing research results in an academic journal reflects achievement by researchers; however, receiving a grant award does not. The latter only provides the researcher with the capacity to perform his/her research. Applicants may receive more financial support than they actually need because there is no strict audit on the amount of money requested by each research proposal. There are fewer opportunities to apply for a governmental grant than there are for publishing an academic article, and the application process for governmental grants is not flexible. Some potentially innovative research may be impeded by the intense competition among scientific researchers applying for financial support. Researchers face stiffer competition at this stage than at the stage of publishing results. This paper suggests that scientific foundations can improve their efficiency by giving funding preference to economic proposals. Methods for estimating the efficiency of grants are proposed. The practice followed by the Small Grants for Exploratory Research programme of the National Science Foundation validates my analysis and recommendations.

Defining research priorities in a specialty as broad as emergency medicine is a significant challenge. In order to fund and complete the most important research projects, it is imperative that we identify topics that are important to all clinicians, society and to our patients. We have undertaken a priority setting partnership to establish the most important questions facing emergency medicine. The top 10 questions reached through a consensus process are discussed. © Article author(s) (or their employer(s) unless otherwise stated in the text of the article) 2017. All rights reserved. Linguistic diversity, global paradigms and taken-for-grantedness.
Martel, Angéline
2004-01-01
In the first part of this paper taken-for-granted hypotheses in linguistic diversity are presented. In the second part the two constellations of globalized ideologies are described constituting paradigms that these hypotheses illustrate: competition and solidarity. In the third part, a condensed version of emerging globalized concerns is given. Sociolinguistics and anthropological linguistics are disciplines that increasingly theorize and analyze within the solidarity paradigm. It is suggested that a systematic uprooting of competition as taken-for-granted grounding of scientific research should allow for the development of theorization and successful applications of solidarity ideologies. In short, in this paper, our multifaceted taken-for-grantedness is challenged in many ways: (1) competition is ideological and many social movements are unmasking it by articulating solidarity as a basis for ideologies, (2) difference is not necessarily divisive but it is so in pervasive competition, (3) proponents of the Nation-State as a model of social organization have vested interests in competition, (4) competition has not favored the articulation of common human grounds but globalization helps to raise concerns and articulate commonness/solidarity in difference.

This Summary of Research report is a final report which summarizes significant accomplishments achieved during NASA grant NAG 13-00044 entitled Phase IV: Deploying ESE Pilot Information Programs for State and Local Government in the Northeast, the Education Community and the Commercial Sector , for the period of September 27,2000 through September 26,2004. All activities under this grant have been successfully completed. It has been requested by NASA reviewers that the material contained herein also be considered in $iew of NASA s twelve national priority areas. During the grant period, the nature of the Earth Science Enterprise (ESE) Application Program has been significantly amended (two major restructurings). These amendments have been reviewed at several meetings, including a national gathering held in Washington DC. Additional meetings have occurred with NASA officials at headquarters and at IAGT offices as the newly emerging programs have become defined. The work described herein is considered "cross-cutting", meaning that it has relevancy to several of the national priority areas. The time period covered requires that the twelve national priority areas initially articulated by NASA be considered. (Subsequent NASA revision has eliminated "community growth" as a focus area. It is not clear how this area might be treated in the future NASA organizational structure, but it is noted that the work reported herein includes clear potential for application to the previously defined community growth area, as well as most of the other application areas.) As indicated in the accompanying figure, activity reports throughout this report can be "mapped" to the priority areas.

Earth scientists list top priorities for space missions
NASA Astrophysics Data System (ADS)
Voosen, Paul
2018-01-01
Earth scientists hope a new priority setting effort will help them make the most of NASA's limited budget for satellite missions that watch over the planet. The so-called decadal survey, issued in January by the National Academies of Sciences, Engineering, and Medicine, laid out the community's consensus wish list, ranging from cloud monitoring to multiwavelength imaging—and recommends a strong dose of competition to keep costs down. The report prioritizes five observations for launch, including hyperspectral imaging, clouds, atmospheric particles, and missions to chart gravity variations and tiny crustal movements. It also advocates creating a new line of $350 million missions targeting seven observations, with competitions to choose three for flight in the next 10 years.

The Assistant Secretary for Special Education and Rehabilitative Services announces a priority under the Rehabilitation Training program to establish a Job-Driven Vocational Rehabilitation Technical Assistance Center (JDVRTAC). The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2014 and later years. We take this action to focus on training in an area of national need. Specifically, this priority responds to the Presidential Memorandum to Federal agencies directing them to take action to address job-driven training for the Nation's workers. The JDVRTAC will provide technical assistance (TA) to State vocational rehabilitation (VR) agencies to help them develop for individuals with disabilities training and employment opportunities that meet the needs of today's employers.

Economic regulation of ambulance services in California.
Narad, R A
1997-01-01
This study was intended to identify economic regulatory programs used by California counties (including ambulance franchising and rate setting), to inventory their foci and application, and to identify differences around the state. By studying the variety of programs used in one state, this study establishes a framework for evaluation of state and local regulatory programs elsewhere. This study surveyed all California local EMS agencies (LEMSAs); these are California's equivalent of regional EMS organizations. The survey achieved a 100% response rate, and all data involve population parameters obviating the need for inferential statistics. Seventy-three percent of California counties use economic regulations. Large-population counties and those that operate their own LEMSAs are more likely to use economic regulations than are small counties and those that participate in multicounty EMS agencies. Despite a preference for competition in the authorizing statute, most franchises were granted without competition to existing providers. The majority of franchises in the state were granted to public services. Most ambulance rate setting occurs outside of a competitive process. Economic regulations that were intended to provide a structured marketplace are often being used to protect existing providers, particularly public services, from competition. The growing interest by fire departments in entering the market for emergency ambulance service, along with the existing bias toward them in granting of franchises, does not bode well for use of the competitive process. The growth of managed care may change or eliminate the need for economic regulations but, if they are to continue, more state oversight should be considered.

In August, 1999, the National Aeronautics and Space Administration issued a Cooperative Agreement (CA) to the State of Louisiana, through the Louisiana Board of Regents (BOB), for the performance of scientific research and graduate fellowships under the NASA Experimental Program to Stimulate Competitive Research (EPSCoR) -- Preparation Grant. Originally constructed as a one year program, with an optional one year continuation, this federal-state partnership culminated on 14 August 2002, including a successful continuation proposal and a no cost extension. The total value of the project reached $450K in NASA funding, matched by state funds and institutional contributions. The purpose of the Preparation Grant program was to develop and nurture strong research ties between the state and NASA field centers and Enterprises, in order to prepare for the upcoming full competition for NASA EPSCoR.
