The application of rules in morphology, syntax and number processing: a case of selective deficit of procedural or executive mechanisms?

Declarative memory is a long-term store for facts, concepts and words. Procedural memory subserves the learning and control of sensorimotor and cognitive skills, including the mental grammar. In this study, we report a single-case study of a mild aphasic patient who showed procedural deficits in the presence of preserved declarative memory abilities. We administered several experiments to explore rule application in morphology, syntax and number processing. Results partly support the differentiation between declarative and procedural memory. Moreover, the patient's performance varied according to the domain in which rules were to be applied, which underlines the need for more fine-grained distinctions in cognition between procedural rules.

On June 15, the FERC dismissed a motion by the Puerto Rico Electric Power Authority (PREPA) to intervene to challenge the filing of Merck, Sharp and Dohme Quimica De Puerto Rico, Inc. (Merck), for qualifying status under PURPA. (Docket QF 84-188). The FERC's reason for dismissing the motion for intervention was that the Merck submission was not a true application for certification, but rather, merely a notice that the proposed facility would in fact be a qualifying facility. Under FERC rules, a qualifying cogenerator or small power producer may follow either of two procedures: (1) an application procedure, under whichmore » the FERC will rule on whether a particular facility is a qualifying facility, or (2) a notification procedure, under which FERC does not rule. Current research into the design and continuing development of a system for the acquisition of procedural knowledge, its representation in useful forms, and proposed methods for automated C Language Integrated Production System (CLIPS) rule generation is discussed. The Task Analysis and Rule Generation Tool (TARGET) is intended to permit experts, individually or collectively, to visually describe and refine procedural tasks. The system is designed to represent the acquired knowledge in the form of graphical objects with the capacity for generating production rules in CLIPS. The generated rules can then be integrated into applications such as NASA's Intelligent Computer Aided Training (ICAT) architecture. Also described are proposed methods for use in translating the graphical and intermediate knowledge representations into CLIPS rules.

Quality control (QC) validation is an essential tool in total quality management of a veterinary clinical pathology laboratory. Cost-analysis can be a valuable technique to help identify an appropriate QC procedure for the laboratory, although this has never been reported in veterinary medicine. The aim of this study was to determine the applicability of the Six Sigma Quality Cost Worksheets in the evaluation of possible candidate QC rules identified by QC validation. Three months of internal QC records were analyzed. EZ Rules 3 software was used to evaluate candidate QC procedures, and the costs associated with the application of different QC rules were calculated using the Six Sigma Quality Cost Worksheets. The costs associated with the current and the candidate QC rules were compared, and the amount of cost savings was calculated. There was a significant saving when the candidate 1-2.5s, n = 3 rule was applied instead of the currently utilized 1-2s, n = 3 rule. The savings were 75% per year (£ 8232.5) based on re-evaluating all of the patient samples in addition to the controls, and 72% per year (£ 822.4) based on re-analyzing only the control materials. The savings were also shown to change accordingly with the number of samples analyzed and with the number of daily QC procedures performed. These calculations demonstrated the importance of the selection of an appropriate QC procedure, and the usefulness of the Six Sigma Costs Worksheet in determining the most cost-effective rule(s) when several candidate rules are identified by QC validation. © 2014 American Society for Veterinary Clinical Pathology and European Society for Veterinary Clinical Pathology.

Simple procedures are presented for treating cumulative fatigue damage under complex loading history using either the damage curve concept or the double linear damage rule. A single equation is provided for use with the damage curve approach; each loading event providing a fraction of damage until failure is presumed to occur when the damage sum becomes unity. For the double linear damage rule, analytical expressions are provided for determining the two phases of life. The procedure involves two steps, each similar to the conventional application of the commonly used linear damage rule. When the sum of cycle ratios based on phase 1 lives reaches unity, phase 1 is presumed complete, and further loadings are summed as cycle ratios on phase 2 lives. When the phase 2 sum reaches unity, failure is presumed to occur. No other physical properties or material constants than those normally used in a conventional linear damage rule analysis are required for application of either of the two cumulative damage methods described. Illustrations and comparisons of both methods are discussed.

The aim of the present article is to derive an exact integral equation for the Green function of the Hubbard model through an equation-of-motion procedure, like in the original Hubbard papers. Though our exact integral equation does not allow to solve the Hubbard model, it represents a strong constraint on its approximate solutions. An analogous sum rule has been already obtained in the literature, through the use of a spectral moment technique. We think however that our equation-of-motion procedure can be more easily related to the historical procedure of the original Hubbard papers. We also discuss examples of possible applications of the sum rule and propose and analyse a solution, fulfilling it, that can be used for a pedagogical introduction to the Mott-Hubbard metal-insulator transition.

This final rule establishes requirements for State agencies, local educational agencies, and schools operating the Community Eligibility Provision, a reimbursement option that allows the service of school meals to all children at no-cost in high poverty schools without collecting household applications. By eliminating the household application process and streamlining meal counting and claiming procedures through the Community Eligibility Provision, local educational agencies may substantially reduce administrative burden related to operating the National School Lunch and School Breakfast Programs. This rule codifies many requirements that were implemented through policy guidance following enactment of the Healthy, Hunger-Free Kids Act of 2010, as well as provisions of the proposed rule. These requirements will result in consistent, national implementation of the Community Eligibility Provision.

In the last third of the 20th century, fuzzy logic has risen from a mathematical concept to an applicable approach in soft computing. Today, fuzzy logic is used in control systems for various applications, such as washing machines, train-brake systems, automobile automatic gear, and so forth. The approach of optical implementation of fuzzy inferencing was given by the authors in previous papers, giving an extra emphasis to applications with two dominant inputs. In this paper the authors introduce a real-time optical rule generator for the dual-input fuzzy-inference engine. The paper briefly goes over the dual-input optical implementation of fuzzy-logic inferencing. Then, the concept of constructing a set of rules from given data is discussed. Next, the authors show ways to implement this procedure optically. The discussion is accompanied by an example that illustrates the transformation from raw data into fuzzy set rules.

Typically during the design and development of a NASA space mission, rules and constraints are identified to help reduce reasons for failure during operations. These flight rules are usually captured in a set of indexed tables, containing rule descriptions, rationales for the rules, and other information. Flight rules can be part of manual operations procedures carried out by humans. However, they can also be automated, and either implemented as on-board monitors, or as ground based monitors that are part of a ground data system. In the case of automated flight rules, one considerable expense to be addressed for any mission is the extensive process by which system engineers express flight rules in prose, software developers translate these requirements into code, and then both experts verify that the resulting application is correct. This paper explores the potential benefits of using an internal Scala DSL for general trace analysis, named TRACECONTRACT, to write executable specifications of flight rules. TRACECONTRACT can generally be applied to analysis of for example log files or for monitoring executing systems online.

The development of flight mission rules from the mission development phase through the detailed mission-planning phase and through the testing and training phase is analyzed. The procedure for review of the rules and the coordination requirements for mission-rule development are presented. The application of the rules to real-time decision making is outlined, and consideration is given to the benefit of training ground controllers and flightcrews in the methods of determining the best response to a nonnominal in-flight situation for which no action has been preplanned. This study compared three different methods of teaching five basic algebra rules to college students. All methods used the same procedures to teach the rules and included four 50-question review sessions interspersed among the training of the individual rules. The differences among methods involved the kinds of practice provided during the four review sessions. Participants who received cumulative practice answered 50 questions covering a mix of the rules learned prior to each review session. Participants who received a simple review answered 50 questions on one previously trained rule. Participants who received extra practice answered 50 extra questions on the rule they had just learned. Tests administered after each review included new questions for applying each rule (application items) and problems that required novel combinations of the rules (problem-solving items). On the final test, the cumulative group outscored the other groups on application and problem-solving items. In addition, the cumulative group solved the problem-solving items significantly faster than the other groups. These results suggest that cumulative practice of component skills is an effective method of training problem solving.

An automated approach to the design of decision tree classifiers

An automated technique is presented for designing effective decision tree classifiers predicated only on a priori class statistics. The procedure relies on linear feature extractions and Bayes table look-up decision rules. Associated error matrices are computed and utilized to provide an optimal design of the decision tree at each so-called 'node'. A by-product of this procedure is a simple algorithm for computing the global probability of correct classification assuming the statistical independence of the decision rules. Attention is given to a more precise definition of decision tree classification, the mathematical details on the technique for automated decision tree design, and an example of a simple application of the procedure using class statistics acquired from an actual Landsat scene.

The Food and Drug Administration (FDA) is amending its current good manufacturing practice (CGMP) regulations for human drugs, including biological products, to exempt most investigational "Phase 1" drugs from complying with the requirements in FDA's regulations. FDA will instead exercise oversight of production of these drugs under the agency's general statutory CGMP authority and investigational new drug application (IND) authority. In addition, FDA is making available simultaneously with the publication of this direct final rule, a guidance document setting forth recommendations on approaches to CGMP compliance for the exempted Phase 1 drugs. Elsewhere in this issue of the Federal Register, FDA is publishing a companion proposed rule, under FDA's usual procedure for notice-and-comment rulemaking, to provide a procedural framework to finalize the rule in the event the agency receives any significant adverse comments and withdraws this direct final rule. The companion proposed rule and direct final rule are substantively identical. Elsewhere in this issue of the Federal Register, FDA is announcing the availability of a draft guidance for industry entitled "INDs--Approaches to Complying With CGMP During Phase 1" to provide further guidance on the subject.

The new test procedures include provisions for measuring standby mode and off mode energy consumption, and update the provisions for measuring active mode energy consumption and, for dishwashers, water consumption. This final rule also amends the certification, compliance, and enforcement requirements for dishwashers, dehumidifiers and conventional cooking products, amends certain provisions in the currently applicable dishwasher test procedure, and eliminates an obsolete energy efficiency metric in the dishwasher test procedure and provisions in the cooking products test procedure that have become obsolete due to the elimination of standing pilot lights.

Jaccard index and rough set approaches have been frequently implemented in decision support systems with various domain applications. Both approaches are appropriate to be considered for categorical data analysis. This paper presents the applications of sets operations for flu diagnosis systems based on two different approaches, such as, Jaccard index and rough set. These two different approaches are established using set operations concept, namely intersection and subset. The step-by-step procedure is demonstrated from each approach in diagnosing flu system. The similarity and dissimilarity indexes between conditional symptoms and decision are measured using Jaccard approach. Additionally, the rough set is used to build decision support rules. Moreover, the decision support rules are established using redundant data analysis and elimination of unclassified elements. A number data sets is considered to attempt the step-by-step procedure from each approach. The result has shown that rough set can be used to support Jaccard approaches in establishing decision support rules. Additionally, Jaccard index is better approach for investigating the worst condition of patients. While, the definitely and possibly patients with or without flu can be determined using rough set approach. The rules may improve the performance of medical diagnosis systems. Therefore, inexperienced doctors and patients are easier in preliminary flu diagnosis.

Analytical all-orders results are presented for the one-renormalon-chain contributions to the Bjorken unpolarized sum rule for the F1 structure function of νN deep-inelastic scattering in the large-NF limit. The feasibility of estimating higher order perturbative QCD corrections, by the process of naive nonabelianization (NNA), is studied, in anticipation of measurement of this sum rule at a Neutrino Factory. A comparison is made with similar estimates obtained for the Bjorken polarized sum rule. Application of the NNA procedure to correlators of quark vector and scalar currents, in the euclidean region, is compared with recent analytical results for the O(αs4NF2) terms.

Semantic networks of frames are commonly used as a method of reasoning in many problems. In most of these applications the semantic network exists as a single entity in a single process environment. Advances in workstation hardware provide support for more sophisticated applications involving multiple processes, interacting in a distributed environment. In these applications the semantic network may well be distributed over several concurrently executing tasks. This paper describes the design and implementation of a frame based, distributed semantic network in which frames are accessed both through C Language Integrated Production System (CLIPS) expert systems and procedural C++ language programs. The application area is a knowledge based, cooperative decision making model utilizing both rule based and procedural experts.

FCMS will use a combination of rules (forward/backward) and multi-threaded procedures which run concurrently with the rules, to implement the malfunction algorithms of the EGIL flight controllers. The combination of rule based reasoning and procedural reasoning allows us to more easily map the malfunction algorithms into a real-time system implementation. A graphical computation language (AGCOMPL). AGCOMPL is an experimental prototype to determine the benefits and drawbacks of using a graphical language to design computations (algorithms) to work on Shuttle or Space Station telemetry and trajectory data. The design of a system which will allow a model of an electrical system, including telemetry sensors, to be configured on the screen graphically using previously defined electrical icons. This electrical model would then be used to generate rules and procedures for detecting malfunctions in the electrical components of the model. A generic message management (GMM) system. GMM is being designed as a message management system for real-time applications which send advisory messages to a user. The primary purpose of GMM is to reduce the risk of overloading a user with information when multiple failures occurs and in assisting the developer in devising an explanation facility. Knowledge-based expert systems are playing an increasingly important role in NASA space and aircraft systems. However, many of NASA's software applications are life- or mission-critical and knowledge-based systems do not lend themselves to the traditional verification and validation techniques for highly reliable software. Rule-based systems lack the control abstractions found in procedural languages. Hence, it is difficult to verify or maintain such systems. Our goal is to automatically structure a rule-based system into a set of rule-groups having a well-defined interface to other rule-groups. Once a rule base is decomposed into such 'firewalled' units, studying the interactions between rules would become more tractable. Verification-aid tools can then be developed to test the behavior of each such rule-group. Furthermore, the interactions between rule-groups can be studied in a manner similar to integration testing. Such efforts will go a long way towards increasing our confidence in the expert-system software. Our research efforts address the feasibility of automating the identification of rule groups, in order to decompose the rule base into a number of meaningful units.

The computerization of Intensive Care Units provides an overwhelming amount of electronic data for both medical and financial analysis. However, the current tarification, which is the process to tick and count patients' procedures, is still a repetitive, time-consuming process on paper. Nurses and secretaries keep track manually of the patients' medical procedures. This paper describes the design methodology and implementation of automated tarification services. In this study we investigate if the tarification can be modeled in service oriented architecture as a composition of interacting services. Services are responsible for data collection, automatic assignment of records to physicians and application of rules. Performance is evaluated in terms of execution time, cost evaluation and return on investment based on tracking of real procedures. The services provide high flexibility in terms of maintenance, integration and rules support. It is shown that services offer a more accurate, less time-consuming and cost-effective tarification.

This final rule with comment period revises the Medicare hospital outpatient prospective payment system to implement applicable statutory requirements and changes arising from our continuing experience with this system, and to implement certain related provisions of the Medicare Prescription Drug, Improvement, and Modernization Act (MMA) of 2003 and the Deficit Reduction Act (DRA) of 2005. In this final rule with comment period, we describe changes to the amounts and factors used to determine the payment rates for Medicare hospital outpatient services paid under the prospective payment system. These changes are applicable to services furnished on or after January 1, 2007. In addition, this final rule with comment period implements future CY 2009 required reporting on quality measures for hospital outpatient services paid under the prospective payment system. This final rule with comment period revises the current list of procedures that are covered when furnished in a Medicare-approved ambulatory surgical center (ASC), which are applicable to services furnished on or after January 1, 2007. This final rule with comment period revises the emergency medical screening requirements for critical access hospitals (CAHs). This final rule with comment period supports implementation of a restructuring of the contracting entities responsibilities and functions that support the adjudication of Medicare fee-for-service (FFS) claims. This restructuring is directed by section 1874A of the Act, as added by section 911 of the MMA. The prior separate Medicare intermediary and Medicare carrier contracting authorities under Title XVIII of the Act have been replaced with the Medicare Administrative Contractor (MAC) authority. This final rule continues to implement the requirements of the DRA that require that we expand the "starter set" of 10 quality measures that we used in FY 2005 and FY 2006 for the hospital inpatient prospective payment system (IPPS) Reporting Hospital Quality Data for the Annual Payment Update (RHQDAPU) program. We began to adopt expanded measures effective for payments beginning in FY 2007. In this rule, we are finalizing additional quality measures for the expanded set of measures for FY 2008 payment purposes. These measures include the HCAHPS survey, as well as Surgical Care Improvement Project (SCIP, formerly Surgical Infection Prevention (SIP)), and Mortality quality measures.
