This article describes the Boards of Scientific Counselors of the National Cancer Institute (NCI) and focuses on their role and their relationship to the other advisory boards used by NCI in the governance of the National Cancer Program. The advisory boards consist of the President's Cancer Panel, the National Cancer Advisory Board, the Boards of Scientific Counselors of the four programmatic divisions, and the Frederick Cancer Research Facility Advisory Committee. Each of these boards is an element of the organized system by which NCI obtains its scientific advice. The system provides a forum in which scientific directions and priorities are debated, ideas for research initiatives compete, and advice is given on the allocation of research and training funds. This article is a sequel to a number of earlier papers reviewing the corporate management structure that has been developed over the past decade at NCI.

The Department of Energy, Office of Environmental Management (DOE EM) program has invested in site specific advisory boards since 1994. These boards have served as a portal to the communities surrounding the DOE sites, provided a key avenue for public involvement, and have actively engaged in providing input and feedback that has informed clean up and priority decisions made by EM. Although the EM program has made considerable progress in completing its mission, work will continue for decades, including work at the Savannah River Site (SRS). It is reasonable to assume the advisory boards will continue in their role providingmore » input and feedback to EM. The SRS Citizen Advisory Board (CAB) formed in 1994 and has issued 298 recommendations through September 2012. Although the effectiveness of the board is not measured by the number of recommendations issued, the recommendations themselves serve to illustrate the areas in which the CAB is particularly interested, and offer insight to the overall effectiveness of the CAB as a means for public participation in the EM decision making process. This article is part of a growing body of literature evaluating public participation approaches and implementation efforts. It compares the characteristics and performance of citizen advisory boards established by the U.S. Department of Energy's Environmental Restoration and Waste Management Program (DOE/EM) and by the U.S. Department of Defense's Army (DoD/Army) as a major part of the public participation programs that were undertaken to help the agencies plan and implement the cleanup of their contaminated installations. We first present the elements of the Acceptability Diamond, an evaluative framework developed by the authors through extensive fieldwork on public-federal agency interactions that identifymore » five objectives of agency/public interactions and public participation programs, and link them to existing literature. We then use the Acceptability Diamond as a basis for comparing the performance of the DOE/EM and DoD/Army advisory boards. In the early 1990s, both DOE and DoD participated in the Federal Facilities Environmental Restoration Dialogue Committee (known as the FFER Dialogue Committee) and were influenced by the Committee's recommendations on public participation. However, the Site Specific Advisory Boards (SSABs) subsequently established by DOE/EM and the Restoration Advisory Boards (RABs) subsequently established by DoD and the Army were governed by significantly different policies and management. We describe some of these key differences and compare the performance of the SSABs and RABs. The article draws on a series of research studies conducted by the authors on the DOE/EM public participation program from its inception in the early 1990s through its transition to accelerated cleanup in 2002 and also on a recently completed study of seven Army RABs.« less

The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. Inmore » 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. For a number of years, Virginia Tech had been on the forefront of research in the area of multidisciplinary analysis and design. In June of 1994, faculty members from aerospace and ocean engineering, engineering science and mechanics, mechanical engineering, industrial engineering, mathematics and computer sciences, at Virginia Tech joined together to form the Multidisciplinary Analysis and Design (MAD) Center for Advanced Vehicles. The center was established with the single goal: to perform research that is relevant to the needs of the US industry and to foster collaboration between the university, government and industry. In October of 1994, the center was chosen by NASA headquarters as one of the five university centers to establish a fellowship program to develop a graduate program in multidisciplinary analysis and design. The fellowship program provides full stipend and tuition support for seven U. S. students per year during their graduate studies. To advise us regarding the problems faced by the industry, an industrial advisory board has been formed consisting of representatives from industry as well as government laboratories. The function of the advisory board is to channel information from its member companies to faculty members concerning problems that need research attention in the general area of multidisciplinary design optimization (MDO). The faculty and their graduate students make proposals to the board on how to address these problems. At the annual board meeting in Blacksburg, the board discusses the proposals and suggests which students get funded under the NASA fellowship program. All students participating in the program are required to spend 3-6 months in industry working on their research projects. We are completing the third year of the fellowship program and have had three advisory board meetings in Blacksburg.

Results are presented of a project undertaken to demonstrate that local action could meet the energy crisis in Santa Cruz, California, and to demonstrate that a community could cooperatively develop an energy plan for greater energy self reliance. Community participation took several forms: neighborhood outreach; community education and involvement, and media and press coverage of the project. An advisory board was formed and research was undertaken to determine the feasibility of energy ideas generated in the neighborhoods and to answer questions posed by the advisory board. Selection criteria were developed for use in screening individual actions. Thirty programs with more than 120 actions were approved and a list of 16 priorities was established. Actions implemented by the Advisory Board are noted.

The Environmental Management Site Specific Advisory Board (EM SSAB) is comprised of eight Citizens' Advisory Boards, chartered under the Federal Advisory Committee Act (FACA) by the Assistant Secretary for Environmental Management for the U. S. Department of Energy (DOE). The purpose of the EM SSAB is to provide the DOE with recommendations regarding Environmental Management issues from legacy waste produced at major sites across the DOE Complex. The Northern New Mexico Citizens' Advisory Board (NNMCAB) is the site specific advisory board to the DOE on issues of environmental monitoring, remediation, waste management and long-term stewardship at Los Alamos National Laboratorymore » (LANL). The other boards are located at: Hanford, Idaho, Nevada, Paducah, Portsmouth, Oak Ridge and Savannah River. Using broad citizen outreach and input, the SSAB provides an official mechanism for the citizenry at each of these sites to monitor current activities affecting the region and also to have input into the prioritization of future activities. 'The mission of the EM SSAB is to more directly involve stakeholders in EM Planning and decision-making processes for the nuclear weapons complex cleanup. DOE has various means of involving the public in its planning and decision-making processes; the EM SSAB is only one component of EM's public participation program, and is not intended to be an exclusive means of public participation. It is the policy of DOE and EM to conduct it programs in an open and responsive manner, thereby encouraging and providing the opportunity for public participation in its planning and decision-making processes. EM SSAB members are appointed to a two year term and may serve up to three terms. During this time, members are able to hear many presentation from subject matter experts, attend several site tours at their site and across the DOE complex and are able to express their concerns and give input to the prioritization of clean up at each site. It is an excellent education and it is hoped that these members will go out to their communities, friends and family and discuss these issues in an informed manner. Many times our citizens rely only on newspaper articles or the Internet, which are sometimes replete with fear and misinformation. This program began as a grant from NASA Headquarters, NGT-10025, which was in effect from 10/l/93 until 10/31/96. The remaining funding for this effort was transferred from NASA Headquarters to NASA Langley and a new grant NGT-1-52155 was issued covering the period II/l/96 to 5/15/99. This report serves as the final report of NGT-1-52155. For a number of years, Virginia Tech had been on the forefront of research in the area of multidisciplinary analysis and design. In June of 1994, faculty members from aerospace and ocean engineering, engineering science and mechanics, mechanical engineering, industrial engineering, mathematics and computer sciences, at Virginia Tech joined together to form the Multidisciplinary Analysis and Design (MAD) Center for Advanced Vehicles. The center was established with the single goal: to perform research that is relevant to the needs of the US industry and to foster collaboration between the university, government and industry. In October of 1994, the center was chosen by NASA headquarters as one of the five university centers to establish a fellowship program to develop a graduate program in multidisciplinary analysis and design. The fellowship program provides full stipend and tuition support for seven U. S. students per year during their graduate studies. The grant is currently being administered by the NMO Branch of NASA Langley. To advise us regarding the problems faced by the industry, an industrial advisory board has been formed consisting of representatives from industry as well as government laboratories. The present membership includes major aerospace companies: Aurora Flight Sciences, Boeing: Philadelphia, Boeing: Long Beach, Boeing: Seattle, Boeing: St. Louis, Cessna, Ford, General Electric, Hughes, Lockheed-Martin: Palo Alto, Northrop-Grumman, Sikorsky, smaller, aerospace software companies: Aerosoft, Phoenix Integration and Proteus Engineering, along with representatives from government agencies, including: NASA Ames, Langley and Lewis. The function of the advisory board is to channel information from its member companies to faculty members concerning problems that need research attention in the general area of multidisciplinary design optimization (MDO). The faculty and their graduate students make presentations to the board on their research. The board makes recommendations on the research and suggests new areas and problems which need attention. Many students participating in the program spend 3-6 months in industry working on their research projects. We are completing the fifth year of the fellowship program and have had four advisory board meetings in Blacksburg. Ten students have spent the three month periods in industry. In addition to the research element of the MAD Center efforts we also have an academic component. We have developed a menu of design-related graduate courses and two new courses: one in Aerospace Manufacturing and another in MDO. The Education and Public Engagement team at the Lunar and Planetary Institute (LPI) is developing a scientific advisory board, to gather input from planetary scientists for ways that LPI can help them with public engagement, such as connecting them to opportunities, creating useful resources, and providing training. The advisory board will assist in outlining possible roles of scientists in public engagement, provide feedback on LPI scientist engagement efforts, and encourage scientists to participate in various education and public engagement events.LPI's scientists have participated in a variety of education programs, including teacher workshops, family events, public presentations, informal educator trainings, and communication workshops. Scientists have helped conduct hands-on activities, participated in group discussions, and given talks, while sharing their own career paths and interests; these activities have provided audiences with a clearer vision of how science is conducted and how they can become engaged in science themselves.This poster will share the status and current findings of the scientist advisory board, and the lessons learned regarding planetary scientists' needs, abilities, and interests in participating in education and public engagement programs.

The charter for the Department of Energy's Environmental Management (EM) Site-Specific Advisory Board (SSAB) was approved under the Federal Advisory Committee Act (FACA) in 1994. With a unique mandate to provide public input on issues associated with the cleanup of nuclear legacy sites in the U.S., the EM SSAB comprises eight local boards, which are based at major EM sites. While each board is unique to the community in which it is located and reflects the diversity of the local population, the boards are governed by FACA, related regulations, and DOE policies that are intended to standardize agency advisory boardmore » operations. The EM SSAB local boards are made up of a diverse group of citizens who want to understand the mission and goals of the EM program and to help EM achieve those goals for the benefit of their communities. Some are quite passionate about their mission; others need to be coaxed into active participation. Maintaining productive relationships and a supportive environment for effective board operations is the challenge of board management for DOE EM and the board members themselves. DOE draws on research findings and best practices literature from academics and practitioners in the field of public involvement in its board management practices. The EM SSAB is also evaluated annually under the law to ensure that the investment of taxpayer dollars in the board is warranted in light of the contributions of the board. Further evaluation takes place at the agency and site levels in order to identify what aspects of board functioning the agency and board members find important to its success and to address areas where improvement is needed. Board contributions, compliance factors, and measurable outcomes related to board products and process areas are key to agency commitment to ongoing support of the boards and to participant satisfaction and thus continued member involvement. In addition to evaluation of these factors in improving board effectiveness, the agency draws on the experience of members to create best practices for the EM SSAB, as a unique form of public involvement. Four areas that have been identified by local board Chairpersons as important to their local board operations are - Enhancing communication between technical and non-technical board members; - Building on common ground toward recommendations; - Public involvement in EM SSAB local board activities; - The EM SSAB annual work plan process. The first three areas are addressed below by current or former chairpersons of the EM SSAB: Ralph Phelps, former Chairperson of the Northern New Mexico Citizens' Advisory Board; Susan Leckband, former Chairperson and current Vice Chairperson of the Hanford Advisory Board; and Val Francis, Vice Chairperson of the Portsmouth (PORTS) SSAB. Since its founding as the Space Science Board in 1958, the Space Studies Board has provided independent external scientific and technical advice on the nation's civil space program. This 1991 Annual Report of the SSB and its committees represents the first of its kind. The report contains a summary of the board's meetings, complete texts of letter reports, executive summaries of full reports issued during the year, and congressional testimony. It is intended to serve as a ready reference to board activities and advisory reports in 1991.

In 1976 NASA awarded The Boeing Company a contract to develop IPAD (Integrated Programs for Aerospace-Vehicle Design). This contract included a requirement for Boeing to form an Industrial Technical Advisory Board (ITAB), with members representing major aerospace and computer companies. The purpose of this board was to guide the development of IPAD. The specific goal of IPAD is to increase United States aerospace industry productivity through the application of computers to manage engineering data. This goal clearly is attainable; in fact, IPAD's influence can reach beyond the aerospace industry to many businesses where product development is based on the design-building process. An enhanced IPAD, therefore, is a national asset of significance. The role of ITAB in guiding the development of this system is described.

An international nanoscience advisory board to improve and harmonize nanotechnology oversight

As governments around the world begin to implement regulations aimed at controlling nanotechnology, those regulations should be based upon the best available science, applied as consistently as possible within jurisdictions and, to the extent feasible, across jurisdictions. These goals would be easier to achieve with the creation of an international nanoscience advisory board. Such a body could be modeled on similar international scientific advisory bodies for other issues, such as the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Such a body should also take into account lessons learned from these similar organizations. An international nanoscience advisory board could assist regulatory bodies by providing a central source of accurate scientific information about the risks and benefits of nanotechnology, including relevant uncertainties, rather than having each regulatory body make these determinations independently. An international nanoscience advisory board could facilitate harmonization within and between jurisdictions by involving the top experts in the field to produce a centralized knowledge base for regulatory decisions. While an international nanoscience advisory board presents many potential benefits, it also faces significant difficulties, which are best illustrated by examining the history and challenges of existing international science advisory bodies.

This paper describes the motivation for the creation of the Vulnerability, Impacts, Adaptation and Climate Services (VIACS) Advisory Board for the Sixth Phase of the Coupled Model Intercomparison Project (CMIP6), its initial activities, and its plans to serve as a bridge between climate change applications experts and climate modelers. The climate change application community comprises researchers and other specialists who use climate information (alongside socioeconomic and other environmental information) to analyze vulnerability, impacts, and adaptation of natural systems and society in relation to past, ongoing, and projected future climate change. Much of this activity is directed toward the co-development of information needed by decisionmakers for managing projected risks. CMIP6 provides a unique opportunity to facilitate a two-way dialog between climate modelers and VIACS experts who are looking to apply CMIP6 results for a wide array of research and climate services objectives. The VIACS Advisory Board convenes leaders of major impact sectors, international programs, and climate services to solicit community feedback that increases the applications relevance of the CMIP6-Endorsed Model Intercomparison Projects (MIPs). As an illustration of its potential, the VIACS community provided CMIP6 leadership with a list of prioritized climate model variables and MIP experiments of the greatest interest to the climate model applications community, indicating the applicability and societal relevance of climate model simulation outputs. The VIACS Advisory Board also recommended an impacts version of Obs4MIPs (observational datasets) and indicated user needs for the gridding and processing of model output.
