    The value of formal awards programs may be principally in gaining wider recognition for achievements in energy efficiency. But how do these programs contribute to the goal that is presumably behind this value, i.e., stimulating further energy efficient behavior, beyond publicizing the awards ceremonies and describing the projects via websites, posters, and the like? Interviews with 22 individuals and teams of award winners under the Department of Energy Federal Energy Management Program (DOE FEMP) yield insights on the roles that awards programs can play in stimulating energy efficient behavior, especially with regard to institutional dimensions of such behavior. Award winnersmore » identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. Although only one of the interviewees affirmed that winning an award was a motivating factor, awards do validate often-hard-won achievements through recognition and, in some cases, additional resources, thus stimulating both the winners themselves and those who see the achievements to further energy-saving activities. Both university and DOE national laboratory early career scientists are eligible. Applicants must be within 10 years of receiving their PhD. For universities, the PI must be an untenured Assistant Professor or Associate Professor on the tenure track. DOE laboratory applicants must be full time, non-postdoctoral employee. University awards are at least 150,000 per year for 5 years for summer salary and expenses. DOE laboratory awards are at least 500,000 per year for 5 years for full annual salary and expenses. The Program is managed by the Office of the Deputy Director for Science Programs and supports research in the following Offices: Advanced Scientific and Computing Research, Biological and Environmental Research, Basic Energy Sciences, Fusion Energy Sciences, High Energy Physics, and Nuclear Physics.     The Department of Energy (DOE) has selected Free-Piston Stirling Convertors as a technology for future advanced radioisotope space power systems. In August 2000, DOE awarded competitive Phase I, Stirling Radioisotope Generator (SRG) power system integration contracts to three major aerospace contractors, resulting in SRG conceptual designs in February 2001. All three contractors based their designs on the Technology Demonstration Convertor (TDC) developed by Stirling Technology Company (STC) for DOE. The contract award to a single system integration contractor for Phases II and III of the SRG program is anticipated in late 2001. The first potential SRG mission is targeted for a Mars rover. Recent TDC performance data are provided in this paper, together with predictions from Stirling simulation models. .

    In the 2nd quarter of 2012, a program was formally initiated at Delta Products to develop smart-grid-enabled Electric Vehicle Supply Equipment (EVSE) product for residential use. The project was funded in part by the U.S. Department of Energy (DOE), under award DE-OE0000590. Delta products was the prime contractor to DOE during the three year duration of the project. In addition to Delta Products, several additional supplier-partners were engaged in this research and development (R&D) program, including Detroit Edison DTE, Mercedes Benz Research and Development North America, and kVA. This report summarizes the program and describes the key research outcomes ofmore » the program. A technical history of the project activities is provided, which describes the key steps taken in the research and the findings made at successive stages in the multi-stage work. The evolution of an EVSE prototype system is described in detail, culminating in prototypes shipped to Department of Energy Laboratories for final qualification. After the program history is reviewed, the key attributes of the resulting EVSE are described in terms of functionality, performance, and cost. The results clearly demonstrate the ability of this EVSE to meet or exceed DOE's targets for this program, including: construction of a working product-intent prototype of a smart-grid-enabled EVSE, with suitable connectivity to grid management and home-energy management systems, revenue-grade metering, and related technical functions; and cost reduction of 50% or more compared to typical market priced EVSEs at the time of DOE's funding opportunity announcement (FOA), which was released in mid 2011. In addition to meeting all the program goals, the program was completed within the original budget and timeline established at the time of the award.     The DOE Office of Environmental Management (DOE-EM) oversees one of the largest and most technically challenging cleanup programs in the world. The mission of DOE-EM is to complete the safe cleanup of the environmental legacy from five decades of nuclear weapons development and government-sponsored nuclear energy research. Since 1995, Florida International University's Applied Research Center (FIU-ARC) has supported the DOE-EM mission and provided unique research capabilities to address some of these highly technical and difficult challenges. This partnership has allowed FIU-ARC to create a unique infrastructure that is critical for the training and mentoring of science, technology, engineering, and mathmore » (STEM) students and has exposed many STEM students to 'hands-on' DOE-EM applied research, supervised by the scientists and engineers at ARC. As a result of this successful partnership between DOE and FIU, DOE requested FIU-ARC to create the DOE-FIU Science and Technology Workforce Development Initiative in 2007. This innovative program was established to create a 'pipeline' of minority STEM students trained and mentored to enter DOE's environmental cleanup workforce. The program was designed to help address DOE's future workforce needs by partnering with academic, government and private companies (DOE contractors) to mentor future minority scientists and engineers in the research, development, and deployment of new technologies and processes addressing DOE's environmental cleanup challenges. Since its inception in 2007, the program has trained and mentored 78 FIU STEM minority students. Although, the program has been in existence for only five years, a total of 75 internships have been conducted at DOE National Laboratories, DOE sites, DOE Headquarters and field offices, and DOE contractors. Over 85 DOE Fellows have participated in the Waste Management Symposia since 2008 with a total of 68 student posters and 7 oral presentations given at WM. The DOE Fellows participation at WM has resulted in three Best Student Poster Awards (WM09, WM10, and WM11) and one Best Professional Poster Award (WM09). DOE Fellows have also presented their research at ANS DD and R and ANS Robotics Topical meetings. Moreover, several of our DOE Fellows have already obtained employment with DOE-EM, other federal agencies, DOE contractors. This paper will discuss how DOE Fellows program is training and mentoring FIU STEM students in Department of Energy's Office of Environmental Management technical challenges and research. This training and mentoring has resulted in the development of well trained and polished young scientists and engineers that will become the future workforce in charge of carrying on DOE-EM's environmental cleanup mission.     The Department of Energy (DOE) has selected Free-Piston Stirling Convertors as a technology for future advanced radioisotope space power systems. In August 2000, DOE awarded competitive Phase I, Stirling Radioisotope Generator (SRG) power system integration contracts to three major aerospace contractors, resulting in SRG conceptual designs in February 2001. All three contractors based their designs on the Technology Demonstration Convertor (TDC) developed by Stirling Technology Company (STC) for DOE. The contract award to a single system integration contractor for Phases II and III of the SRG program is anticipated in late 2001. The first potential SRG mission is targeted for a Mars rover. This paper provides a description of the Flight Prototype (FP) Stirling convertor design as compared to the previous TDC design. The initial flight prototype units are already undergoing performance tuning at STC. The new design will be hermetically scaled and will provide a weight reduction from approximately 4.8 kg to approximately 3.9 kg. .

    In 1977 the New Mexico State Energy Research and Development (R & D) Program provided $25,000 to the New Mexico Solar Energy Institute to be used in conjunction with US Department of Energy (DOE) funding for design, engineering, and installation of a proposed 150-kilowatt peak photovoltaic (PV) system in Lovington, New Mexico. An additional $75,000 was also committed contingent on award of a contract for construction, test, and evaluation of the system. This award was made in 1979 and the PV system was completed in 1981. Even though budget constraints dictated reduction of the plant size to 100-kilowatts peak, this system has produced more energy than any other flat-plate PV system in the world. The utilization of the R & D Program funding in contributing to the success of this important New Mexico energy project is detailed.

    Objective. To survey the practices of awarding honors upon graduation with a doctor of pharmacy degree. Methods. College and school of pharmacy websites were systematically searched to identify if, and then how, graduation honors are awarded. Programs that offer graduation honors were categorized and quantified based upon grade point average (GPA) cutoffs, honors enrollment, research project completion, faculty vote, course failure considerations, and ethics code violations. Results. Of the 132 doctor of pharmacy programs reviewed, 86% (n=114) had accessible online resources and were included in data analysis. Of these 114 programs, 43% (n=49) award honors upon graduation, and 57% (n=65) do not. Among the 49 programs that award honors, 30 award the Latin honors. Of the remaining 19 programs, 18 award alternative graduation honors, and one awards both. Conclusions. Latin honors are the most common form of graduation honors utilized by doctor of pharmacy programs that award honors upon graduation. There is a variety of GPA cutoffs utilized across programs.     The Tribe is working to reduce energy consumption and expense in Tribally-owned governmental buildings and low income housing sites. In 2009, the Tribe applied to the U. S. Department of Energy for funding to conduct energy audits of Tribally-owned governmental buildings. Findings from the energy audits would define the extent and types of energy efficiency improvements needed, establish a basis for energy priorities, strategies and action plans, and provide a benchmark for measuring improvements from energy efficiency implementations. In 2010, the DOE awarded a grant in the amount of $95,238 to the Tribe to fund the energy audits of ninemore » governmental buildings and to pay for travel expenses associated with attendance and participation at the DOE annual program reviews. In 2011, the Tribe applied for and was awarded a DOE grant in the amount of $75,509 to conduct energy audits of the remaining 30 Tribally-owned governmental buildings. Repeating mobilization steps performed during the first DOE energy audits grant, the Tribe initiated the second round of governmental building energy audits by completing energy auditor procurement. The selected energy auditor successfully passed DOE debarment and Sault Tribe background clearances. The energy audits contract was awarded to U. P. Engineers and Architects, Inc. of Sault Ste. Marie, Michigan. The Tribe continued mobilizing for the energy audits by providing the energy auditor with one year of electric, gas and water utility invoice copies per building, as well as supplemental building information, such as operating hours.     This program was tasked with improving the quality and expanding applications for Controlled Porosity Reservoir (CPR) cathodes. Calabazas Creek Research, Inc. (CCR) initially developed CPR cathodes on a DOE-funded SBIR program to improve cathodes for magnetron injection guns. Subsequent funding was received from the Defense Advanced Research Projects Agency. The program developed design requirements for implementation of the technology into high current density cathodes for high frequency applications. During Phase I of this program, CCR was awarded the prestigious 2011 R&D100 award for this technology. Subsequently, the technology was presented at numerous technical conferences. A patent was issued for themore » technology in 2009. These cathodes are now marketed by Semicon Associates, Inc. in Lexington, KY. They are the world’s largest producer of cathodes for vacuum electron devices. During this program, CCR teamed with Semicon Associates, Inc. and Ron Witherspoon, Inc. to improve the fabrication processes and expand applications for the cathodes.     This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn onmore » the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.« less

    An experiment aiming to measure the beta-neutron-gamma decay properties of nuclei around 78Ni produced by in-flight fission of a 238U beam at 345 MeV/u and selected by means of BigRIPS was recently performed using the BRIKEN setup. The BRIKEN detector is composed of the AIDA implantation-decay array as well as 140 3He tubes and 2 HPGe clovers. The counting efficiency of a single beta-delayed neutron (β1 n) is above 60.     This document summarizes the goals and accomplishments of a six month-long LDRD project, awarded through the LLNL director Early and Mid Career Recognition (EMCR) program. This project allowed us to support beamtime awarded at the Matter under Extreme Conditions (MEC) end station of the Linac Coherent Light Source (LCLS). The goal of the experiment was to heat metallic samples with the bright x-rays from the LCLS free electron laser. Then, we studied how they relaxed back to equilibrium by probing them with ultrafast x-ray absorption spectroscopy using laser-based betatron radiation. Our work enabled large collaborations between LLNL, SLAC, LBNL, andmore » institutions in France and in the UK, while providing training to undergraduate and graduate students during the experiment.     The Elsevier award program administered by the Editorial Board of the Journal of Quantitative Spectroscopy and Radiative Transfer (JQSRT) was conceived in June of 2006 at the 9th Electromagnetic and Light Scattering Conference in St. Petersburg, Russia. Initially the program included three annual Elsevier/JQSRT awards for exceptional early-career scientists working in the main research fields covered by JQSRT: quantitative spectroscopy, radiative transfer, and electromagnetic scattering. In June of 2010 at the 12th Electromagnetic and Light Scattering Conference in Helsinki, Finland, it was decided to expand the award program to include three biennial Elsevier awards intended to celebrate fundamental life-time achievements of internationally recognized leaders in the same research fields.     Bridgmanite occurs in heavily shocked meteorites and provides a useful constraint on pressure-temperature conditions during shock-metamorphism. Its occurrence also provides constraints on the shock release path. Shock-release and shock duration are important parameters in estimating the size of impactors that generate the observed shock metamorphic record. Thus, it is timely to examine if bridgmanite can be synthesized in dynamic compression experiments with the goal of establishing a correlation between shock duration and grainsize. Up to now only one high pressure polymorph of an Mg-silicate has been synthesized AND recovered in a shock experiment (wadsleyite). Therefore, it is not given that shock synthesis of bridgmanite is possible. This project started recently, so we present an outline of shock experiment designs and potentially results from the first experiments.     The Plug-In Hybrid Medium-Duty Truck Demonstration and Evaluation Program was sponsored by the United States Department of Energy (DOE) using American Recovery and Reinvestment Act of 2009 (ARRA) funding. The purpose of the program is to develop a path to migrate plug-in hybrid electric vehicle (PHEV) technology to medium-duty vehicles by demonstrating and evaluating vehicles in diverse applications. The program also provided three production-ready PHEV systems—Odyne Systems, Inc. (Odyne) Class 6 to 8 trucks, VIA Motors, Inc. (VIA) half-ton pickup trucks, and VIA three-quarter-ton vans. The vehicles were designed, developed, validated, produced, and deployed.     Cash teaching awards available to science teachers in the U.S. have goals to improve science teaching. This study assessed the effectiveness of five national cash award programs at identifying exemplars and inspiring better science teaching. Award winning secondary science teachers provided their perceptions of the effects of an award on their own teaching and on the profession as a whole. Randomly selected secondary science teachers across the U.S. reported their perceptions of the effects of the existence of awards on their own teaching and on the profession. Program directors for the five national cash awards were interviewed to determine the intentions and strategies of their award programs. The criteria that guide the selection of award winners were found to align with research-supported exemplar characteristics, but the methods used for identifying outstanding teachers were found to be inadequate for that purpose. Award winning science teachers perceive awards to result from, rather than to inspire, good teaching. Their motivation derives from student achievement and a job well done. The valued effects of winning an award are the recognition and increased respect that follow. Award winners perceive awards as difficult to win, minimally motivating, and frequently causing of dissension among peers. In most respects award winners perceive increased intrinsic rewards to accompany recognition through cash awards. Randomly selected U.S. science teachers who have not won cash awards perceive them as poor motivational incentives because too few awards exist, the basis for recognition is unclear, and the award itself is not a valued outcome. Most science teachers consider themselves good teachers and would apply for an award despite doubts that they would win. Direct comparisons reveal that winners and nonwinners have widely divergent opinions of awards. Winners of lesser cash amounts have the same perceptions of awards as winners of greater cash amounts. Effective award programs, or other incentives for teacher improvement should: (1) publicize widely; (2) require minimal applications; (3) employ expert, trained evaluators; (4) use clear and consistent guidelines; (5) facilitate expert pedagogy; and (6) award all teachers who attain a standard of excellence.

    Recognition award programs are effective when valuable symbolic awards are presented in a meaningful award ceremony. Valuable symbolic awards are more than just expensive merchandise. The best awards are functional jewelry or office/home accessories made of precious materials (such as gold and diamonds) that contain some form of symbolism, such as the company logo or colors. Meaningful presentations make employees feel genuinely appreciated and increase their job satisfaction and company commitment. The awards should be presented in the presence of coworkers by a higher-level manager who can articulate the employee's contribution to the company. A careless and casual award presentation can make employees feel demeaned and unappreciated.

    This document details the progress to date on the OPTIMIZATION OF MUD HAMMER DRILLING PERFORMANCE--A PROGRAM TO BENCHMARK THE VIABILITY OF ADVANCED MUD HAMMER DRILLING contract for the quarter starting January 2004 through March 2004. The DOE and TerraTek continue to wait for Novatek on the optimization portion of the testing program (they are completely rebuilding their fluid hammer). The latest indication is that the Novatek tool would be ready for retesting only 3Q 2004. Smith International's hammer will be tested in April of 2004 (2Q 2004 report). Accomplishments included the following: (1) TerraTek presented a paper for publication inmore » conjunction with a peer review at the GTI Natural Gas Technologies Conference February 10, 2004. Manuscripts and associated presentation material were delivered on schedule. The paper was entitled ''Mud Hammer Performance Optimization''. (2) Shell Exploration and Production continued to express high interest in the ''cutter impact'' testing program Task 8. Hughes Christensen supplied inserts for this testing program. (3) TerraTek hosted an Industry/DOE planning meeting to finalize a testing program for ''Cutter Impact Testing--Understanding Rock Breakage with Bits'' on February 13, 2004. (4) Formal dialogue with Terralog was initiated. Terralog has recently been awarded a DOE contract to model hammer mechanics with TerraTek as a sub-contractor. (5) Novatek provided the DOE with a schedule to complete their new fluid hammer and test it at TerraTek.« less

    ”Studies of QCD structure in high-energy collisions” is a research project in theoretical particle physics at Southern Methodist University funded by US DOE Award DE-SC0013681. The award furnished bridge funding for one year (2015/04/15-2016/03/31) between the periods funded by Nadolsky’s DOE Early Career Research Award DE-SC0003870 (in 2010-2015) and a DOE grant DE-SC0010129 for SMU Department of Physics (starting in April 2016). The primary objective of the research is to provide theoretical predictions for Run-2 of the CERN Large Hadron Collider (LHC). The LHC physics program relies on state-of-the-art predictions in the field of quantum chromodynamics. The main effort ofmore » our group went into the global analysis of parton distribution functions (PDFs) employed by the bulk of LHC computations. Parton distributions describe internal structure of protons during ultrarelivistic collisions. A new generation of CTEQ parton distribution functions (PDFs), CT14, was released in summer 2015 and quickly adopted by the HEP community. The new CT14 parametrizations of PDFs were obtained using benchmarked NNLO calculations and latest data from LHC and Tevatron experiments. The group developed advanced methods for the PDF analysis and estimation of uncertainties in LHC predictions associated with the PDFs. We invented and refined a new ’meta-parametrization’ technique that streamlines usage of PDFs in Higgs boson production and other numerous LHC processes, by combining PDFs from various groups using multivariate stochastic sampling. In 2015, the PDF4LHC working group recommended to LHC experimental collaborations to use ’meta-parametrizations’ as a standard technique for computing PDF uncertainties. Finally, to include new QCD processes into the global fits, our group worked on several (N)NNLO calculations.« less

Tatsu Takeuchi and Djordje Minic), B for heavy flavor physics with the Belle and Belle II experiments (Prof. Leo Piilonen), and N for neutrino physics (Profs. Jonathan Link and Piilonen).

    The objective of the project was to provide affordable renewable energy to 22 low income reservation homeowners; provide job training to tribal members and reduce air pollution by equivalent carbon offsets. The project exceeded grant objectives installing 66kW of rooftop solar on 22 low income single family homes and providing hands-on PV rooftop solar installation training to 24 tribal individuals (four more than planned). The project was a phased installment of an on-going partnership between the Tribe and GRID that was initiated in 2013 whereby 62 rooftop solar units were installed prior to this funded effort. The reported work inmore » this report describes the funded effort where US Department of Energy provided partial funding through grant award IE0006949 and marks the first phase of an effort matching California Solar SASH Initiative funding with DOE Office of Indian Energy Funding and brings the total for the program to 84 installed systems (running total of 271 Kw installed) and the end of the project. Tribal workforce development was a key aspect of the project and trained 24tribal members for a total 1168 cumulative on-job training hours. The solar installations and training efforts were fully completed by September of 2016 with 66.6 kW installed - 8 kW more than the original estimate stated in the grant application.« less
