Health care executives are confronted by a working environment that is increasingly difficult to manage. Skyrocketing health care costs, with shrinking reimbursement, threaten the existence of hospitals. A successful hospital chief executive officer (CEO) is one who can effectively manage his/her hospital in spite of industry challenges and problems. Graduate programs in health services administration must be designed to meet the needs of future health care executives. Many times, educators are criticized for not addressing "real world" issues within the curricular structure. The present study was conducted to gather information from executives who are the experts on what to expect in the health care industry regarding the appropriateness of curricular topics. Results indicate that practicing CEOs believe those curricular areas which focus on financial planning, budgeting, medical-legal issues, and strategic planning are more important than those that deal with international health care, epidemiology, or research methods. The information gathered in this study may be useful as a guide for educators, to evaluate and revise existing graduate programs in health care administration. Data presented here may also be used to assist in long-range planning for new health administration programs.

The NASA Glenn Office of Equal Opportunity Programs works to provide quality service for all programs and/or to assist the Center in becoming a model workplace. During the summer of 2004, I worked with Deborah Cotleur along with other staff members to create and modify customer satisfaction surveys. This office aims to assist in developing a model workplace by providing functions as a change agent to the center by serving as an advisor to management to ensure equity throughout the Center. In addition, the office serves as a mediator for the Center in addressing issues and concerns. Lastly, the office provides assistance to employees to enable attainment of personal and organizational goals. The Office of Equal Opportunities is a staff office which reports and provides advice to the Center Director and Executive Leadership, implements laws, regulations, and presidential executive orders, and provides center wide leadership and assistance to NASA GRC employees. Some of the major responsibilities of the office include working with the discrimination complaints program, special emphasis programs (advisory groups), management support, monitoring and evaluation, contract compliance, and community outreach. During my internship in this office, my main objective was to create four customer satisfaction surveys based on EO retreats, EO observances, EO advisory boards, and EO mediation/counseling. I created these surveys after conducting research on past events and surveys as well as similar survey research created and conducted by other NASA centers, program for EO Advisory group members, leadership training sessions for supervisors, preventing sexual harassment training sessions, and observance events. I also conducted research on the style and format from feedback surveys from the Marshall Equal Opportunity website, the Goddard website, and the main NASA website. Using the material from the Office of Equal Opportunity Programs at Glenn Research Center along with my previous research, I created four customer satisfaction surveys. The US Bureau of Labor Statistics reports the "employment of medical and health services managers is expected to grow by 22% from 2010 to 2020" (http://www.bls.gov.ooh/management/medical-and-health-services-managers.htm#tab-6). The US Bureau of Labor Statistics notes this is substantially faster than the national average for other occupations. Information from this report finds its way into popular media, news shows, and other information outlets, which increases the number of prospective applicants to college and university health care management programs. (For the purposes of this article, no differentiation is made between various programs geared toward preparing health care managers; this includes, but is not limited to, degrees in hospital administration, hospital services administration, health care management, etc.) In 2007, the authors conducted a survey of chief executive officers in US hospitals that sought to identify educational and demographic information of individuals holding top management positions in US health care institutions. The survey was repeated in 2012, at the 5-year interval, to determine if chief executive officer information had changed.

Health impacts of wildfire smoke merit the attention and action of the US EPA and current research is supported in the ACE and SHC Research Programs. Wildland fire smoke research has taken on greater importance because the 1) contribution of wildland fire PM emissions relative to total US PM emissions is increasing, 2) the population health impacts are measurable and costly, 3) vulnerable and sensitive populations at-risk are increasing attendant to our aging U.S. population and the increasing area of the wildland-urban interface, and 4) health impacts of smoke could be minimized by identifying at-risk individuals and reducing their exposures. Examples are provided. The Vision for Space Exploration calls for undertaking lunar exploration activities to enable sustained human and robotic exploration of Mars and beyond, including more distant destinations in the solar system. In support of this vision, the Robotic Lunar Exploration Program (RLEP) is expected to execute a series of robotic missions to the Moon, starting in 2008, in order to pave the way for further human space exploration. This paper will give an introduction to the RLEP program office, its role and its goals, and the approach it is taking to executing the charter of the program. The paper will also discuss candidate architectures that are being studied as a framework for defining the RLEP missions and the context in which they will evolve.

Community hospitals are most frequently led by nonclinicians. Although some may have employed physician leaders, most often clinical leadership is provided by a chief nurse executive (CNE) or chief nursing officer. Clinical leadership of community hospital and health systems may similarly be provided by a system-level nursing executive or, often, by a council of facility CNEs. The increasingly competitive healthcare environment in which value-based purchasing of healthcare and pay-for-performance programs demand improved clinical performance for financial success has led to reconsideration of whether a council model can provide either the leadership or adequate attention to clinical (and operational) improvement. In turn, community hospitals and health systems look to CNE or chief nursing officer roles at the highest level of the organization as resources that are able to segue between the clinical and operational domains, translating clinical performance demands into operating strategies and tactics. This article explores CNE characteristics required for success in these increasingly responsible and visible roles.

Based on the current financial status and forthcoming changes in the health care system, governing boards give chief executive officers the responsibility to manage human, financial, and physical resources. The role and degree of involvement of chief executive officers in managing resources--the resource allocation process, retention and recruitment, technology adaptation, reimbursement, and expansion of the outpatient program--are illustrated in this article. A new strategy for diverting resources to tap into the outpatient market is the appropriate direction to choose during days when the economy is down and people are not seeking inpatient treatment as in the past. Reimbursement in the future will depend on customer satisfaction scores; therefore, a dedicated and loyal staff is the most important resource for any service organization.

Since the University of Chicago Health Management program was first initiated in 1932, programs and health delivery organizations have dealt with the issue of how to best provide a meaningful transition from academia to entry-level management. Today, new challenges face the same old questions: New federal legislation and increased demand for a finite supply of services cause increased revenue and expense pressures and result in the need for a higher performance level by a well-coordinated management team. In addressing these challenges, mentoring is an essential requirement for survival and success in health services. The long-term success of future practitioners will require both an understanding and incorporation of mentoring in their skill set. The University of Virginia Medical Center recently sponsored a health management education summit to examine the role of mentoring in health services administration education. Leading the program were John Westerman, former interim president of Association of University Programs in Healthcare Administration and chief executive officer emeritus of the University of Minnesota Health System, and R. Edward Howell, chief executive officer of the University of Virginia Medical Center. Summit participants included individuals who had completed administrative fellowship training programs. What follows is a review of the discussions during the summit, including a valuation of the health services fellowship as a learning experience as well as structure and essential elements of administrative mentoring programs.

This audit is one in a series of audits the Deputy Secretary of Defense requested. As part of the Cooperative Threat Reduction (CTR) Program, DoD agreed to assist the Russian Federation in disposing of its liquid rocket propellant. Public Law 102-228 (section 2551 NOTE, title 22, United States Code), the Soviet Nuclear Threat Reduction Act of 1991 designates DoD as the executive agent for the CTR Program. Specific objectives of the act are to destroy chemical, nuclear, and other weapons; transport, store, disable, and safeguard weapons in connection with their destruction; and establish verifiable safeguards against proliferation of weapons of mass destruction. The Office of the Assistant Secretary of Defense (International Security Policy), under the Office of the Under Secretary of Defense for Policy, develops, coordinates, and oversees implementation of policy for the CTR Program. The CTR Directorate, Defense Threat Reduction Agency operates the program.

Many healthcare professionals question whether the industry's hospitals and multi-site systems are implementing the necessary executive development and succession planning systems to ensure that high potential managers are prepared and aptly selected to assume key executive roles. Survey data, case studies, and cross-industry comparisons suggest that healthcare organizations may face a leadership crisis as the current generation of chief executive officers (CEOs) nears retirement while traditional means of developing the leadership pipeline, including middle-management positions and graduate programs requiring formal residencies, continue to dissipate. Given the daunting challenges that accompany the healthcare industry's quest to identify, develop, and retain leadership talent, this article provides best practice findings from a qualitative study of 13 healthcare organizations with a record of exemplary executive development and succession planning practices. CEOs from six single-site hospitals, six healthcare systems, and one medical group were interviewed to identify industry best practices so that healthcare practitioners and educators may utilize the findings to enhance the industry's leadership capacity.

The involvement of the President with technology, directly and indirectly, and the best way in which his responsibilities can be discharged are discussed. Technology assessment is considered essential at all levels of the Executive agencies, but the capacity of the agencies for assessment is limited and needs to be supplemented within the Executive Branch. Complete centralization of technological assessment is felt to be ineffective. The role of the Executive Office in initiating proposals for Presidential action and sustaining links with Congress are outlined, and the apparatus for technology assessment is described, emphasizing the Office of Science and Technology. A significant area of technology assessment for the Executive Office is the field of environmental quality, and the duties of the Environmental Quality Council are summarized. It is suggested that it may be more effective to set up a separate organization for the restoration and protection of the environment and to define the task in terms of what is to be protected rather than in terms of technology.

This paper will summarize the study that was conducted under the auspices of the National Aeronautics and Space Administration (NASA), lead by Johnson Space Center s Engineering Directorate in support of the Lunar Lander Preparatory Study (LLPS) as sponsored by the Constellation Program Office (CxPO), Advanced Projects Office (APO). The lunar lander conceptual design and analysis is intended to provide an understanding of requirements for human space exploration of the Moon using the Advanced Projects Office Pre-Lander Project Office selected "HabiTank" Lander concept. In addition, these analyses help identify system "drivers," or significant sources of cost, performance, risk, and schedule variation along with areas needing technology development. Recommendations, results, and conclusions in this paper do not reflect NASA policy or programmatic decisions. This paper is an executive summary of this study.
