This report describes work performed by Solar Cells, Inc. (SCI), during this Photovoltaic Manufacturing Technology (PVMaT) subcontract. Cadmium telluride (CdTe) is recognized as one of the leading materials for low-cost photovoltaic modules. SCI has developed this technology and is preparing to scale its pilot production capabilities to a multi-megawatt level. This four-phase PVMaT subcontract supports these efforts. The work was related to product definition, process definition, equipment engineering, and support programs development. In the area of product definition and demonstration, two products were specified and demonstrated-a grid-connected, frameless, high-voltage product that incorporates a pigtail potting design and a remote low-voltagemore » product that may be framed and may incorporate a junction box. SCI produced a 60.3-W thin-film CdTe module with total-area efficiency of 8.4%; SCI also improved module pass rate on the interim qualification test protocol from less than 20% to 100% as a result of work related to the subcontract. In the manufacturing process definition area, the multi-megawatt manufacturing process was defined, several of the key processes were demonstrated, and the process was refined and proven on a 100-kW pilot line that now operates as a 250-kW line. In the area of multi-megawatt manufacturing-line conceptual design review, SCI completed a conceptual layout of the multi-megawatt lines. The layout models the manufacturing line and predicts manufacturing costs. SCI projected an optimized capacity, two-shift/day operation of greater than 25 MW at a manufacturing cost of below $1.00/W.« less

Hardware Development Process for Human Research Facility Applications
NASA Technical Reports Server (NTRS)
Bauer, Liz
2000-01-01
The simple goal of the Human Research Facility (HRF) is to conduct human research experiments on the International Space Station (ISS) astronauts during long-duration missions. This is accomplished by providing integration and operation of the necessary hardware and software capabilities. A typical hardware development flow consists of five stages: functional inputs and requirements definition, market research, design life cycle through hardware delivery, crew training, and mission support. The purpose of this presentation is to guide the audience through the early hardware development process: requirement definition through selecting a development path. Specific HRF equipment is used to illustrate the hardware development paths. The source of hardware requirements is the science community and HRF program. The HRF Science Working Group, consisting of SCientists from various medical disciplines, defined a basic set of equipment with functional requirements. This established the performance requirements of the hardware. HRF program requirements focus on making the hardware safe and operational in a space environment. This includes structural, thermal, human factors, and material requirements. Science and HRF program requirements are defined in a hardware requirements document which includes verification methods. Once the hardware is fabricated, requirements are verified by inspection, test, analysis, or demonstration. All data is compiled and reviewed to certify the hardware for flight. Obviously, the basis for all hardware development activities is requirement definition. Full and complete requirement definition is ideal prior to initiating the hardware development. However, this is generally not the case, but the hardware team typically has functional inputs as a guide. The first step is for engineers to conduct market research based on the functional inputs provided by scientists. CommerCially available products are evaluated against the science requirements as well as modifications needed to meet program requirements. Options are consolidated and the hardware development team reaches a hardware development decision point. Within budget and schedule constraints, the team must decide whether or not to complete the hardware as an in-house, subcontract with vendor, or commercial-off-the-shelf (COTS) development. An in-house development indicates NASA personnel or a contractor builds the hardware at a NASA site. A subcontract development is completed off-site by a commercial company. A COTS item is a vendor product available by ordering a specific part number. The team evaluates the pros and cons of each development path. For example, in-bouse developments utilize existing corporate knowledge regarding bow to build equipment for use in space. However, technical expertise would be required to fully understand the medical equipment capabilities, such as for an ultrasound system. It may require additional time and funding to gain the expertise that commercially exists. The major benefit of subcontracting a hardware development is the product is delivered as an end-item and commercial expertise is utilized. On the other hand, NASA has limited control over schedule delays. The final option of COTS or modified COTS equipment is a compromise between in-house and subcontracts. A vendor product may exist that meets all functional requirements but req uires in-house modifications for successful operation in a space environment. The HRF utilizes equipment developed using all of the paths described: inhouse, subcontract, and modified COTS.

This document has been prepared to incorporate all presentation aid material, together with some explanatory text, used during an oral briefing on the Nuclear Lunar Logistics System given at the George C. Marshall Space Flight Center, National Aeronautics and Space Administration, on 18 July 1963. The briefing and this document are intended to present the general status of the NERVA (Nuclear Engine for Rocket Vehicle Application) nuclear rocket development, the characteristics of certain operational NERVA-class engines, and appropriate technical and schedule information. Some of the information presented herein is preliminary in nature and will be subject to further verification, checking and analysis during the remainder of the study program. In addition, more detailed information will be prepared in many areas for inclusion in a final summary report. This work has been performed by REON, a division of Aerojet-General Corporation under Subcontract 74-10039 from the Lockheed Missiles and Space Company. The presentation and this document have been prepared in partial fulfillment of the provisions of the subcontract. From the inception of the NERVA program in July 1961, the stated emphasis has centered around the demonstration of the ability of a nuclear rocket to perform safely and reliably in the space environment, with the understanding that the assignment of a mission (or missions) would place undue emphasis on performance and operational flexibility. However, all were aware that the ultimate justification for the development program must lie in the application of the nuclear propulsion system to the national space objectives.

BP Solar first started investigative work on CdTe photovoltaics in 1986. The module product name chosen for the CdTe devices is Apollo. The deposition method chosen was electrochemical deposition due to its simplicity and good control of stoichiometric composition. The window layer used is CdS, produced from a chemical-bath deposition. Initial work focused on increasing photovoltaic cell size from a few mm2 to 900 cm2. At BP Solar's Fairfield plant, work is focused on increasing semiconductor deposition to 1 m2. The primary objective of this subcontract is to establish the conditions required for the efficient plating of CdS/CdTe on large-area,more » transparent conducting tin-oxide-coated glass superstrate. The initial phase concentrates on superstrate sizes up to 0.55 m2. Later phases will include work on 0.94 m2 superstrates. The tasks in this subcontract have been split into four main categories: (1) CdS and CdTe film studies; (2) Enhanced laser processing; (3) Outdoor testing program for the Apollo module; and (4) Production waste abatement and closed loop study.« less

High Technology Engineering Services, Inc. fiscal year 1993 and 1994 research and development report
DOE Office of Scientific and Technical Information (OSTI.GOV)
NONE
This document has been prepared by the Professional Staff of High Technology Engineering Services, Inc. (HTES) for fiscal year (FY) 1993. Work was performed for various aspects of mechanical design and analysis, materials development and properties quantification, nuclear environment performance, and engineering program prioritization. The tasks enumerated in the subcontract, attachment B are: 1. Assist in preparation of final R&D report for SDC detector development. 2. Subcontractor shall make contributions to the development of innovative processes for the manufacture of quasi- isotropic, enhanced thermal conductivity compression molded advanced composite materials. 3. Perform finite element analysis as it relates to themore » Superconducting Super Collider Silicon Tracking System, both mechanical and thermal, of very thin section advanced composite materials. 4. Subcontractor shall perform technical studies, reviews, and assessments of the current program for advanced composites materials processing and testing. 5. Subcontractor shall attend meetings and discussions as directed by MEE-12 technical representative. Unfortunately during the course of FY93, technical and financial challenges prevailed against the aggressive goals set for the program. In point of fact, less than 25% of the contract value was able to be expended due to technical delays and programmatic funding cuts. Also, contracting difficulties with the SSC Lab and financial burdens at Los Alamos totally stopped progress on the subject subcontract during the whole of FY94. This was a great blow to me and the HTES, Inc. technical staff. Despite the negative influences over the years, significant progress was made in materials properties quantification and development of essential research and development documentation. The following brief report and attendant appendices will address these achievements.« less

It is NASA's intent to provide small disadvantaged businesses, including women-owned, historically black colleges and universities and minority education institutions the maximum practicable opportunity to receive a fair proportion of NASA prime and subcontracted awards. Annually, NASA will establish socioeconomic procurement goals including small disadvantaged business goals, with a target of reaching the eight percent level by the end of FY 1994. The NASA Associate Administrators, who are responsible for the programs at the various NASA Centers, will be held accountable for full implementation of the socioeconomic procurement plans. Various aspects of this plan, including its history, are discussed.
NFIRAOS in 2015: engineering for future integration of complex subsystems
NASA Astrophysics Data System (ADS)
Atwood, Jenny; Andersen, David; Byrnes, Peter; Densmore, Adam; Fitzsimmons, Joeleff; Herriot, Glen; Hill, Alexis
2016-07-01
The Narrow Field InfraRed Adaptive Optics System (NFIRAOS) will be the first-light facility Adaptive Optics (AO) system for the Thirty Meter Telescope (TMT). NFIRAOS will be able to host three science instruments that can take advantage of this high performance system. NRC Herzberg is leading the design effort for this critical TMT subsystem. As part of the final design phase of NFIRAOS, we have identified multiple subsystems to be sub-contracted to Canadian industry. The scope of work for each subcontract is guided by the NFIRAOS Work Breakdown Structure (WBS) and is divided into two phases: the completion of the final design and the fabrication, assembly and delivery of the final product. Integration of the subsystems at NRC will require a detailed understanding of the interfaces between the subsystems, and this work has begun by defining the interface physical characteristics, stability, local coordinate systems, and alignment features. In order to maintain our stringent performance requirements, the interface parameters for each subsystem are captured in multiple performance budgets, which allow a bottom-up error estimate. In this paper we discuss our approach for defining the interfaces in a consistent manner and present an example error budget that is influenced by multiple subsystems.

Management of optics. [for HEAO-2 X ray telescope
NASA Technical Reports Server (NTRS)
Kirchner, T. E.; Russell, M.
1981-01-01
American Science and Engineering, Inc., designed the large X-ray optic for the HEAO-2 X-ray Telescope. The key element in this project was the High Resolution Mirror Assembly (HRMA), subcontracting the fabrication of the optical surfaces and their assembly and alignment. The roles and organization of the key participants in the creation of HRMA are defined, and the degree of interaction between the groups is described. Management of this effort was extremely complex because of the intricate weaving of responsibilities, and AS&E, as HEAO-2 Program managers, needed to be well versed in the scientific objectives, the technical requirements, the program requirements, and the subcontract management. Understanding these factors was essential for implementing both technical and management controls, such as schedule and budget constraints, in-process control, residence requirements, and scientist review and feedback. Despite unforeseen technical problems and interaction differences, the HEAO-2 was built on schedule and to specification.

Safety climate and occupational stress are related with occupational accident. The present study tried to identify the differences in safety climate and occupational stress according to occupational accidents experience and employment type (e.g., direct workers and subcontract workers). In this study, we conducted a survey using safety climate scale and Korean Occupational Stress Scale and classified the participants into four groups: direct workers working for accident-free departments, direct workers working for accident departments, subcontract workers working for accident-free departments, and subcontract workers working for accident departments for 2 years within the same workplace in the shipbuilding industry. The direct workers and subcontract workers showed diverse results in subscales of safety climate and occupational stress. This result is supported by existing studies; however, further study is necessary for more supporting evidence and elaborative methodological approach. The necessity of management for safety climate and psychosocial factor such as occupational stress for both direct workers and subcontract workers as a whole is suggested by this study.

The Active Magnetosphere and Planetary Electrodynamics Response Experiment (AMPERE) was made possible by harnessing an fortuitous capability of the Iridium Communications constellation of 70 polar orbiting satellites. In 1996 it was realized that the attitude magnetometers on-board the Iridium satellites, then in fabrication, could potentially be used to obtain the first ever global and continuous measurements of the Birkeland currents with a sufficiently short re-sampling cadence (10 minutes) to track the dynamic evolution of the large-scale currents. The experience of taking this idea from 1996 through various research grant supported efforts, mission of opportunity proposal attempts, and finally through funding and implementation as a National Science Foundation geospace facility, revealed a number of challenges both in proposing innovative solutions to existing sponsor programs and also in working between the federal sponsor community and the private commercial space environment. Implementing AMPERE required a code change to on-board software on the Iridium satellites and it proved necessary to engage NASA to adjust the solicitation language to allow AMPERE. For NASA proposals we also encountered a conflict with respect to federal sponsorship such that the original business configuration of Iridium could not accept the accounting regime implied by a sub-contract derived from a federal contract acquisition. Subsequent mission of opportunity efforts encountered various other challenges including the cancellation of an explorer to fund the exploration initiative in 2001. The facilities proposal to NSF was almost not submitted owing a funding vehicle disparity between the preferred proposer structure (contract) vs NSF's requirement to fund only grants and a final hurdle concerned the structure of the contract with Iridium which was initially a sub-contract but was changed to a fixed-price data purchase due to NSF's limitations on funding fee-bearing engineering services. More general differences in the federal procurement timeline versus the corporate decision making timeline were also encountered. These lessons in the industry/federal partnership for innovative science are discussed as they may offer guidance for future efforts.

The support on this contract centers on development of data analysis strategies, geodynamic models, and software codes to study four-dimensional geodynamic and oceanographic processes, as well as studies and mission support for near-Earth and interplanetary satellite missions. SRE had a subcontract to maintain the optical laboratory for the LTP, where instruments such as MOLA and GLAS are developed. NVI performed work on a Raytheon laser altimetry task through a subcontract, providing data analysis and final data production for distribution to users. HBG had a subcontract for specialized digital topography analysis and map generation. Over the course of this contract, Raytheon ITSS staff have supported over 60 individual tasks. Some tasks have remained in place during this entire interval whereas others have been completed and were of shorter duration. Over the course of events, task numbers were changed to reflect changes in the character of the work or new funding sources. The description presented below will detail the technical accomplishments that have been achieved according to their science and technology areas. What will be shown is a brief overview of the progress that has been made in each of these investigative and software development areas. Raytheon ITSS staff members have received many awards for their work on this contract, including GSFC Group Achievement Awards for TOPEX Precision Orbit Determination and the Joint Gravity Model One Team. NASA JPL gave the TOPEX/POSEIDON team a medal commemorating the completion of the primary mission and a Certificate of Appreciation. Raytheon ITSS has also received a Certificate of Appreciation from GSFC for its extensive support of the Shuttle Laser Altimeter Experiment.

This subcontract report was completed under the auspices of the NREL/SCE High-Penetration Photovoltaic (PV) Integration Project, which is co-funded by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) and the California Solar Initiative (CSI) Research, Development, Demonstration, and Deployment (RD&D) program funded by the California Public Utility Commission (CPUC) and managed by Itron. This project is focused on modeling, quantifying, and mitigating the impacts of large utility-scale PV systems (generally 1-5 MW in size) that are interconnected to the distribution system. This report discusses the concerns utilities have when interconnecting large PV systems thatmore » interconnect using PV inverters (a specific application of frequency converters). Additionally, a number of capabilities of PV inverters are described that could be implemented to mitigate the distribution system-level impacts of high-penetration PV integration. Finally, the main issues that need to be addressed to ease the interconnection of large PV systems to the distribution system are presented.« less

This development program is a joint effort among the Northeast Gas Association (formerly New York Gas Group), Foster-Miller, Inc., and the US Department of Energy (DOE) through the National Energy Technology Laboratory (NETL). The DOE's contribution to this project is $572,525 out of a total of $772,525. The present report summarizes the accomplishments of the project during its third three-month period (from April 2003 through June 2003). The project was initiated with delay in February 2003 due to contractual issues that emerged between NGA and Foster-Miller, Inc. The two organizations are working diligently to maintain the program's pace and expectmore » to complete it in time. The efforts of the project focused during this period in finalizing the assessment of the tether technology, which is intended to be used as the means of communication between robot and operator. Results indicate that the tether is a viable option under certain pipeline operating conditions, but not all. Concerns also exist regarding the abrasion resistance of the tether, this issue being the last studied. Substantial work was also conducted on the design of the robotic platform, which has progressed very well. Finally, work on the MFL sensor, able to negotiate all pipeline obstacles (including plug valves), was initiated by PII following the successful completion of the subcontract negotiations between Foster-Miller and PII. The sensor design is at this point the critical path in the project's timetable.« less

Mobil Solar Energy Corporation manufactures photovoltaic modules based on its unique Edge-defined Film-fed Growth (EFG) process for producing octagon-shaped hollow polycrystalline silicon tubes. The octagons are cut by lasers into 100 mm x 100 mm wafers which are suitable for solar cell processing. This process avoids slicing, grinding and polishing operations which are wasteful of material and are typical of most other wafer production methods. EFG wafers are fabricated into solar cells and modules using processes that have been specially developed to allow scaling up to high throughput rates. The goals of the Photovoltaic Manufacturing Technology Initiative (PVMaT) program atmore » Mobil Solar were to improve the EFG manufacturing line through technology advances that accelerate cost reduction in production and stimulate market growth for its product. The program was structured into three main tasks: to decrease silicon utilization by lowering wafer thickness from 400 to 200 {mu}m; to enhance laser cutting yields and throughput while improving the wafer strength; and to raise crystal growth productivity and yield. The technical problems faced and the advances made in the Mobil Solar PVMaT program are described. The author concludes with a presentation of the results of a detailed cost model for EFT module production. This model describes the accelerated reductions in manufacturing costs which are already in place and the future benefits anticipated to result from the technical achievements of the PVMaT program.« less

The Photovolatic Manufacturing Technology project (PVMaT) after three years
NASA Astrophysics Data System (ADS)
Witt, C. Edwin; Mitchell, Richard L.; Thomas, Holly; Herwig, Lloyd O.
1994-08-01
The Photovoltaic Manufacturing Technology project (PVMaT) is a government/industry research and development (R&D) partnership involving joint efforts between the federal government (through the US Department of Energy (DOE)) and members of the US photovoltaic (PV) industry. The project's goal is to assist US industry in retaining and extending its world leadership role in the manufacture and commercial development of PV components and systems. PVMaT is being carried out in three separate phases, each designed to address separate R&D requirements for achieving PVMaT goals. Phase 1 was a problem identification phase of about 3 months duration. In Phase 1, the status and needs of the US PV manufacturing industry were identified, and the development of a Phase 2 procurement responsive to the industry's needs was begun. Phase 1 was completed in 1991. Problem solution began in 1992, under Phase 2A, when DOE awarded multiyear subcontracts. Technical accomplishments for PVMaT 2A are presented in this paper. Subcontracts were recently awarded for a second, overlapping, and similar process-specific solicitation (PVMaT 2B). The activities of these new subcontracts are also described. Two subcontracts presently comprise the Phase 3 effort. Phase 3 addresses R&D problems that are relatively common to a number of PV companies or the PV industry as a whole. A teamed research approach is being used to improve automated module manufacturing lines and encapsulation materials used in module manufacturing. The first year's work on these subcontracts is also described in this paper.

This is the final report covering about 42 months of this subcontract for research on high-efficiency CdTe-based thin-film solar cells and on high-efficiency a-Si-based thin-film solar cells. Phases I and II have been extensively covered in two Annual Reports. For this Final Report, highlights of the first two Phases will be provided and then detail will be given on the last year and a half of Phase III. The effort on CdTe-based materials is led by Prof. Compaan and emphasizes the use of sputter deposition of the semiconductor layers in the fabrication of CdS/CdTe cells. The effort on high-efficiency a-Simore » materials is led by Prof. Deng and emphasizes plasma-enhanced chemical vapor deposition for cell fabrication with major efforts on triple-junction devices.« less

The Idaho National Engineering and Environmental Laboratory (INEEL) has several permitted treatment, storage and disposal facilities. The INEEL Sample Management Office (SMO) conducts all analysis subcontracting activities for Department of Energy Environmental Management programs at the INEEL. In this role, the INEEL SMO has had the opportunity to subcontract the analyses of various wastes (including ash from an interim status incinerator) requesting a target analyte list equivalent to the constituents listed in 40 Code of Federal Regulations. These analyses are required to ensure that treated wastes do not contain underlying hazardous constituents (UHC) at concentrations greater than the universal treatmentmore » standards (UTS) prior to land disposal. The INEEL SMO has conducted a good-faith effort by negotiating with several commercial laboratories to identify the lowest possible quantitation and detection limits that can be achieved for the organic UHC analytes. The results of this negotiating effort has been the discovery that no single laboratory (currently under subcontract with the INEEL SMO) can achieve a detection level that is within an order of magnitude of the UTS for all organic parameters on a clean sample matrix (e.g., sand). This does not mean that there is no laboratory that can achieve the order of magnitude requirements for all organic UHCs on a clean sample matrix. The negotiations held to date indicate that it is likely that no laboratory can achieve the order of magnitude requirements for a difficult sample matrix (e.g., an incinerator ash). The authors suggest that the regulation needs to be revised to address the disparity between what is achievable in the laboratory and the regulatory levels required by the UTS.« less

The goal of the subcontract is to scale up Semprius' novel micro-cell based modules to an annualized rate of 500 kW of receivers and 10 kW of modules, in support of the DOE 2020 Sunshot Initiative goals. The statement of work (SOW) was broken up into two Phases. Phase I was directed towards process development efforts towards addressing fundamental manufacturing metrics such as yield, die per wafer, automation and throughput. Phase II objectives are to scale to an annualized production rate of 500 kW of receivers and 10 kW of modules, while improving cell efficiency, module efficiency and transfer yield.more » Semprius has met all the technical milestones and deliverables for the contract. All subtasks were completed earlier than expected and the results exceeded the technical targets. In particular, 3J cell efficiency of 41.2% exceeded the target of 38%, module efficiency of 28.3% exceeded the target of 28% and transfer yield of 96.4% exceeds the target of 95%, with all tasks completed well ahead of schedule. Also, devices fabricated from 1st use GaAs substrates and substrates with two re-uses have been shown to be identical.« less
Minimizing Project Cost by Integrating Subcontractor Selection Decisions with Scheduling

Subcontracting has been a worldwide practice in the construction industry. It enables the construction enterprises to focus on their core competences and, at the same time, it makes complex project possible to be delivered. Since general contractors bear full responsibility for the works carried out by their subcontractors, it is their task and their risk to select a right subcontractor for a particular work. Although subcontractor management has been admitted to significantly affect the construction project’s performance, current practices and past research deal with subcontractor management and scheduling separately. The proposed model aims to support subcontracting decisions by integrating subcontractor selection with scheduling to enable the general contractor to select the optimal combination of subcontractors and own crews for all work packages of the project. The model allows for the interactions between the subcontractors and their impacts on the overall project performance in terms of cost and, indirectly, time and quality. The model is intended to be used at the general contractor’s bid preparation stage. The authors claim that the subcontracting decisions should be taken in a two-stage process. The first stage is a prequalification - provision of a short list of capable and reliable subcontractors; this stage is not the focus of the paper. The resulting pool of available resources is divided into two subsets: subcontractors, and general contractor’s in-house crews. Once it has been defined, the next stage is to assign them to the work packages that, bound by fixed precedence constraints, form the project’s network diagram. Each package is possible to be delivered by the general contractor’s crew or some of the potential subcontractors, at a specific time and cost. Particular crews and subcontractors can be contracted more than one package, but not at the same time. Other constraints include the predefined project completion date (the project is not allowed to take longer) and maximum total value of subcontracted work. The problem is modelled as a mixed binary linear program that minimizes project cost. It can be solved using universal solvers (e.g. LINGO, AIMMS, CPLEX, MATLAB and Optimization Toolbox, etc.). However, developing a dedicated decision-support tool would facilitate practical applications. To illustrate the idea of the model, the authors present a numerical example to find the optimal set of resources allocated to a project.

Changes in the former Soviet Union have opened the gate for the exchange of new technology. Interest in this work has been particularly related to Thermal Electric Cooling Devices (TED's) which have an application for the Thermal Enclosure System (TES) developed by NASA. Preliminary information received by NASA/MSFC indicates that Russian TED's have higher efficiency. Based on that assumption NASA/MSFC awarded a contract to the University of Alabama in Huntsville (UAH) in order to study the Russian TED's technology. In order to fulfill this a few steps should be made: (1) potential specifications and configurations should be defined for use of TED's in Protein Crystal Growing (PCG) thermal control hardware; and (2) work closely with the identified Russian source to define and identify potential Russian TED's to exceed the performance of available domestic TED's. Based on the data from Russia, it is possible to make plans for further steps such as buying and testing high performance TED's. To accomplish this goal two subcontracts have been released. One subcontract to Automated Sciences Group (ASG) located in Huntsville, AL and one to the International Center for Advanced Studies 'Cosmos' located in Moscow, Russia.

The practice of outsourcing or subcontracting of work has grown rapidly in most countries over the past two decades. Outsourcing, de-institutionalization, and a range of other practices have also resulted in a growth of home-based work. Home-based workers, even when not part of a subcontracting process, operate in an isolated situation remote from their employer and other workers. Do such work arrangements expose workers to greater risk of injury, illness, or assault? The authors reviewed international studies of the occupational health and safety (OHS) effects of subcontracting and home-based work undertaken over the past 20 years. Of the 25 studies analyzed, 92 percent found poorer OHS outcomes. The studies were examined for clues about the reasons for these negative outcomes. The authors also identified similarities and differences between subcontracting and home-based work. Despite the evidence of poor OHS outcomes, research into outsourcing has stalled in recent years. With notable exceptions, governments have taken little account of findings on these work arrangements in their laws and policies, in part because neoliberal ideas dominate national and global policy agendas. The authors examine policy challenges and regulatory responses and make suggestions for future research and policy interventions.

The Ocean Observatories Initiative (OOI) is an environmental observatory covering a diversity of oceanic environments, ranging from the coastal to the deep ocean. The physical infrastructure comprises a combination of seafloor cables, buoys and autonomous vehicles. It is currently in the final design phase, with construction planned to begin in mid-2010 and deployment phased over five years. The Consortium for Ocean Leadership manages this Major Research Equipment and Facilities Construction program with subcontracts to Scripps Institution of Oceanography, University of Washington and Woods Hole Oceanographic Institution. High-level requirements for the CI include the delivery of near-real-time data with minimal latencies, open data, data analysis and data assimilation into models, and subsequent interactive modification of the network (including autonomous vehicles) by the cyberinfrastructure. Network connections include a heterogeneous combination of fiber optics, acoustic modems, and Iridium satellite telemetry. The cyberinfrastructure design loosely couples services that exist throughout the network and share common software and middleware as necessary. In this sense, the system appears to be identical at all scales, so it is self-similar or fractal by design. The system provides near-real-time access to data and developed knowledge by the OOI's Education and Public Engagement program, to the physical infrastructure by the marine operators and to the larger community including scientists, the public, schools and decision makers. Social networking is employed to facilitate the virtual organization that builds, operates and maintains the OOI as well as providing a variety of interfaces to the data and knowledge generated by the program. We are working closely with NOAA to exchange near-real-time data through interfaces to their Data Interchange Facility (DIF) program within the Integrated Ocean Observing System (IOOS). Efficiencies have been emphasized through the use of university and commercial computing clouds.

2010-01-01
This slide presentation reviews several challenges in workmanship for NASA mission hardware development. Several standards for NASA workmanship exist, that are required for all programs, projects, contracts and subcontracts. These Standards contain our best known methods for avoiding past assembly problems and defects. These best practices may not be available if suppliers are used who are not compliant with them. Compliance includes having certified operators and inspectors. Some examples of problems that have occured from the lack of requirements flow-down to contractors are reviewed. The presentation contains a detailed example of the challenge in regards to The Packaging "Design" Dilemma.

We propose a mathematical programming formulation that incorporates annualized hours and shows to be very flexible with regard to modeling various contract types. The objective of our model is to minimize salary cost, thereby covering workforce demand, and using annualized hours. Our model is able to address various business questions regarding tactical workforce planning problems, e.g., with regard to annualized hours, subcontracting, and vacation planning. In a case study for a Dutch hospital two of these business questions are addressed, and we demonstrate that applying annualized hours potentially saves up to 5.2% in personnel wages annually.

The purpose of this statement of work is for third party collaborators to train, validate and have Lawrence Livermore National Security, LLC (LLNS) evaluate algorithms to detect liquid threats in digital radiography (DR)/TIP Ready X-ray (TRX) images that will be provided by LLNS through the Transportation and Security Administration (TSA). LLNS will provide a set of images with threat(s) to determine detection rates and non-threat images from airports to determine false alarm rates. A key including a bounding box showing the locations of the threats and non-threats will be provided for the images. It is expected that the Subcontractor shallmore » use half of the images with their keys for training the algorithms and the other half shall be used for validation (third party evaluation) purposes. The Subcontractor shall not use the key to the second half of the data other than for the validation and reporting of the performance of its algorithm (not for training). The Subcontractor has 45 business days from the receipt of datasets and the Subcontract to: (1) Run their detection/classification algorithms on the data; (2) Deliver a final report describing their performance by generating Receiver Operator Characteristic (ROC) curves using their algorithm; and (3) Deliver a copy of the third party's executable software (already trained and validated by the datasets) to LLNL accompanied by a user manual. LLNS will evaluate the performance of the same algorithm on another separate set of data. LLNS evaluation of the Subcontractor's algorithm will be documented in a final report within 30 days of receiving the executable code. This report will be sent to TSA and the report may be disseminated to the Subcontract at TSA's discretion.« less
