The purpose of this handbook is to provide guidance for implementing the Risk Management (RM) requirements of NASA Procedural Requirements (NPR) document NPR 8000.4A, Agency Risk Management Procedural Requirements [1], with a specific focus on programs and projects, and applying to each level of the NASA organizational hierarchy as requirements flow down. This handbook supports RM application within the NASA systems engineering process, and is a complement to the guidance contained in NASA/SP-2007-6105, NASA Systems Engineering Handbook [2]. Specifically, this handbook provides guidance that is applicable to the common technical processes of Technical Risk Management and Decision Analysis established by NPR 7123.1A, NASA Systems Engineering Process and Requirements [3]. These processes are part of the \\Systems Engineering Engine. (Figure 1) that is used to drive the development of the system and associated work products to satisfy stakeholder expectations in all mission execution domains, including safety, technical, cost, and schedule. Like NPR 7123.1A, NPR 8000.4A is a discipline-oriented NPR that intersects with product-oriented NPRs such as NPR 7120.5D, NASA Space Flight Program and Project Management Requirements [4]; NPR 7120.7, NASA Information Technology and Institutional Infrastructure Program and Project Management Requirements [5]; and NPR 7120.8, NASA Research and Technology Program and Project Management Requirements [6]. In much the same way that the NASA Systems Engineering Handbook is intended to provide guidance on the implementation of NPR 7123.1A, this handbook is intended to provide guidance on the implementation of NPR 8000.4A. 1.2 Scope and Depth This handbook provides guidance for conducting RM in the context of NASA program and project life cycles, which produce derived requirements in accordance with existing systems engineering practices that flow down through the NASA organizational hierarchy. The guidance in this handbook is not meant to be prescriptive. Instead, it is meant to be general enough, and contain a sufficient diversity of examples, to enable the reader to adapt the methods as needed to the particular risk management issues that he or she faces. The handbook highlights major issues to consider when managing programs and projects in the presence of potentially significant uncertainty, so that the user is better able to recognize and avoid pitfalls that might otherwise be experienced.

This Safety Handbook (445-1-H.) supplements the Geological Survey Safety Management Program objectives set forth in Survey Manual 445.1. Specifically, it provides a compact source of basic information to assist management and employees in preventing motor vehicle accidents, personal injuries, occupational diseases, fire, and other property damage or loss. All work situations incidental to the Geological Survey cannot be discussed in a handbook, and such complete coverage is not intended in this document. However, a wide range of subjects are covered in which a "common sense" approach to safety has been expressed. These subjects have been organized such that Chapters 1-5 address administrative issues, Chapters 6-12 address activities usually conducted within a facility, and Chapters 13-20 address field activities. No information contained in the Handbook is intended to alter any provision of any Federal law or executive order, Department of the Interior or Survey directive, or collective bargaining agreement. Questions or suggestions regarding the content of the Safety Handbook may be directed to the Survey Safety Manager, Administrative Division, Office of Facilities and Management Services, National Center, Reston, Virginia, Mail Stop 246. McEachern, Kathryn; Power, Paula; Dye, Linda; Rudolph, Rocky
2008-01-01
Weather and climate are strong drivers of population dynamics, plant and animal spatial distributions, community interactions, and ecosystem states. Information on local weather and climate is crucial in interpreting trends and patterns in the natural environment for resource management, research, and visitor enjoyment. This document describes the weather and climate monitoring program at the Channel Islands National Park (fig. 1), initiated in the 1990s. Manual and automated stations, which continue to evolve as technology changes, are being used for this program. The document reviews the history of weather data collection on each of the five Channel Islands National Park islands, presents program administrative structure, and provides an overview of procedures for data collection, archival, retrieval, and reporting. This program overview is accompanied by the 'Channel Islands National Park Remote Automated Weather Station Field Handbook' and the 'Channel Islands National Park Ranger Weather Station Field Handbook'. These Handbooks are maintained separately at the Channel Island National Park as 'live documents' that are updated as needed to provide a current working manual of weather and climate monitoring procedures. They are available on request from the Weather Program Manager (Channel Islands National Park, 1901 Spinnaker Dr., Ventura, CA 93001; 805.658.5700). The two Field Handbooks describe in detail protocols for managing the four remote automated weather stations (RAWS) and the seven manual Ranger Weather Stations on the islands, including standard operating procedures for equipment maintenance and calibration; manufacturer operating manuals; data retrieval and archiving; metada collection and archival; and local, agency, and vendor contracts.

Program risk analysis handbook
NASA Technical Reports Server (NTRS)
Batson, R. G.
1987-01-01
NASA regulations specify that formal risk analysis be performed on a program at each of several milestones. Program risk analysis is discussed as a systems analysis approach, an iterative process (identification, assessment, management), and a collection of techniques. These techniques, which range from extremely simple to complex network-based simulation, are described in this handbook in order to provide both analyst and manager with a guide for selection of the most appropriate technique. All program risk assessment techniques are shown to be based on elicitation and encoding of subjective probability estimates from the various area experts on a program. Techniques to encode the five most common distribution types are given. Then, a total of twelve distinct approaches to risk assessment are given. Steps involved, good and bad points, time involved, and degree of computer support needed are listed. Why risk analysis should be used by all NASA program managers is discussed. Tools available at NASA-MSFC are identified, along with commercially available software. Bibliography (150 entries) and a program risk analysis check-list are provided.

NASA Schedule Management Handbook
NASA Technical Reports Server (NTRS)
2011-01-01
The purpose of schedule management is to provide the framework for time-phasing, resource planning, coordination, and communicating the necessary tasks within a work effort. The intent is to improve schedule management by providing recommended concepts, processes, and techniques used within the Agency and private industry. The intended function of this handbook is two-fold: first, to provide guidance for meeting the scheduling requirements contained in NPR 7120.5, NASA Space Flight Program and Project Management Requirements, NPR 7120.7, NASA Information Technology and Institutional Infrastructure Program and Project Requirements, NPR 7120.8, NASA Research and Technology Program and Project Management Requirements, and NPD 1000.5, Policy for NASA Acquisition. The second function is to describe the schedule management approach and the recommended best practices for carrying out this project control function. With regards to the above project management requirements documents, it should be noted that those space flight projects previously established and approved under the guidance of prior versions of NPR 7120.5 will continue to comply with those requirements until project completion has been achieved. This handbook will be updated as needed, to enhance efficient and effective schedule management across the Agency. It is acknowledged that most, if not all, external organizations participating in NASA programs/projects will have their own internal schedule management documents. Issues that arise from conflicting schedule guidance will be resolved on a case by case basis as contracts and partnering relationships are established. It is also acknowledged and understood that all projects are not the same and may require different levels of schedule visibility, scrutiny and control. Project type, value, and complexity are factors that typically dictate which schedule management practices should be employed.

Revitalization of Space-Related Human Factors, Environmental and Habitability Data
NASA Technical Reports Server (NTRS)
Russo, Dane; Pickett, Lynn K.; Tillman, Barry; Foley, Tico
2007-01-01
The NASA Chief Health and Medical Officer (CHMO) recently directed that the agency establish crew health standards to aid in the development of requirements for future vehicles and habitats. Response to this direction includes development of a new NASA habitability and human factors standard and an accompanying design handbook. The new standard contains high-level, over-arching principles to assure its applicability and usability across all NASA development programs. The handbook will provide detailed design requirements and suggestions that will meet the standards. The information contained in NASA-STD-3000 will be updated and included in the new design handbook. In this approach, each new program will derive detailed program-specific requirements from the new standard using the handbook as a design guide and resource. With the completion of the standard, the focus of this year s effort is the development of the new handbook: Human Integration Design Handbook (HIDH). This is an opportunity for the space flight human factors and habitability community to consolidate up-to-date data for use by NASA programs and designers as well as outside researchers and policy makers looking for the next research focus. The goal of the handbook is to help NASA design and build human space flight systems which accommodate the capabilities and limitations of the crew so as to provide an environment where the crew can live and work effectively, safely, and comfortably. Handbook contents will address that primary goal, addressing unique aspects of space flight and habitation, including reduced gravity conditions, time lags, EVA systems and day/night cycles, not addressed in other standards or handbooks. The handbook will be divided into topics similar to NASA-STD-3000 (anthropometrics, architecture, workstations, etc.) and each topic area will contain elements for designers, human factors practitioners, program managers, operators, and researchers. The handbook will include the following elements: (1) Design considerations include a clear and concise summary of what is important to designers in space vehicle / habitat design, design information to translate Earth-base knowledge to the space environment, space issues and the data necessary to address those issues, and a consistent set of terminology. (2) Updates to Lessons Learned and example solutions from Shuttle and Station program experience will provide historical examples to help prevent repeating mistakes or reinvention of the wheel. (3) Requirements will aid in the translation of standards into program specific requirements. The scope of included requirements will define the pool that each program needs to consider and tailor for their specific program. (4) Requirements rationale will help understanding of the importance of these considerations. The HIDH development team at JSC is finalizing the format of the new handbook, prioritizing topic areas for expansion and update, and contacting subject matter experts within the scientific community to assist with this effort. Plans are also being made to continue handbook expansion and maintenance to assure it remains a valuable resource for human factors and human space flight programs.

The aim of this study was to support health technology assessment (HTA) capacity building in Member States of the European Union with limited experience or without institutionalized HTA. The main output is a Handbook on HTA Capacity Building. The methods used were worldwide surveys of (i) HTA organizations, (ii) information management units, and (iii) HTA educational programs. The results of two surveys (i & ii) were combined with expert opinion to produce the Handbook on HTA Capacity Building. Survey of HTA organizations (n = 41, response rate 35 percent). Most of the organizations were established by the government (61 percent), and all were not-for-profit. Working on HTA (80.5 percent) and doing research (63.4 percent) were the main lines of activity. Survey on information management units (n = 23, response rate 23 percent). Most (74.2 percent) of the responding HTA agencies reported having personnel dedicated to HTA information services. Survey on HTA educational programs (n = 48, response rate 60 percent). In total, nine Master of Science (MSc) programs were identified (three MSc in HTA and six MSc in HTA-related areas). Handbook on HTA Capacity Building. A group of twenty experts from thirteen countries developed the handbook. It consists of nine chapters focusing on HTA institutional development (structural setup, work processes, and visibility). Setting up organizational structures and establishing effective HTA programs that guide key policy decisions is a challenging task. There are no standard models or pathways. "One size fits all" is not a useful principle because of the wide systemic and cultural differences between countries. The Handbook on HTA Capacity Building includes approaches for overall institutional development, especially in formulating objectives, setting up structures, and defining work processes.

Facilities maintenance handbook
NASA Technical Reports Server (NTRS)
1991-01-01
This handbook is a guide for facilities maintenance managers. Its objective is to set minimum facilities maintenance standards. It also provides recommendations on how to meet the standards to ensure that NASA maintains its facilities in a manner that protects and preserves its investment in the facilities in a cost-effective manner while safely and efficiently performing its mission. This handbook implements NMI 8831.1, which states NASA facilities maintenance policy and assigns organizational responsibilities for the management of facilities maintenance activities on all properties under NASA jurisdiction. It is a reference for facilities maintenance managers, not a step-by-step procedural manual. Because of the differences in NASA Field Installation organizations, this handbook does not assume or recommend a typical facilities maintenance organization. Instead, it uses a systems approach to describe the functions that should be included in any facilities maintenance management system, regardless of its organizational structure. For documents referenced in the handbook, the most recent version of the documents is applicable. This handbook is divided into three parts: Part 1 specifies common definitions and facilities maintenance requirements and amplifies the policy requirements contained in NMI 8831. 1; Part 2 provides guidance on how to meet the requirements of Part 1, containing recommendations only; Part 3 contains general facilities maintenance information. One objective of this handbook is to fix commonality of facilities maintenance definitions among the Centers. This will permit the application of uniform measures of facilities conditions, of the relationship between current replacement value and maintenance resources required, and of the backlog of deferred facilities maintenance. The utilization of facilities maintenance system functions will allow the Centers to quantitatively define maintenance objectives in common terms, prepare work plans, and develop management information in order to statistically identify and analyze variances from those plans. It will also add credibility to the NASA facilities maintenance budgeting process. The key to a successful maintenance program is the understanding and support of the senior Center managers.
Risk-Informed Decision Making: Application to Technology Development Alternative Selection
NASA Technical Reports Server (NTRS)

2010-01-01
NASA NPR 8000.4A, Agency Risk Management Procedural Requirements, defines risk management in terms of two complementary processes: Risk-informed Decision Making (RIDM) and Continuous Risk Management (CRM). The RIDM process is used to inform decision making by emphasizing proper use of risk analysis to make decisions that impact all mission execution domains (e.g., safety, technical, cost, and schedule) for program/projects and mission support organizations. The RIDM process supports the selection of an alternative prior to program commitment. The CRM process is used to manage risk associated with the implementation of the selected alternative. The two processes work together to foster proactive risk management at NASA. The Office of Safety and Mission Assurance at NASA Headquarters has developed a technical handbook to provide guidance for implementing the RIDM process in the context of NASA risk management and systems engineering. This paper summarizes the key concepts and procedures of the RIDM process as presented in the handbook, and also illustrates how the RIDM process can be applied to the selection of technology investments as NASA's new technology development programs are initiated.

Getting a multitude of people to work together to manage processes across many organizations for example, flight projects, research, technologies, or data centers and others is not an easy task. Just ask Dr. Barry E. Jacobs, a research computer scientist at Goddard Space Flight Center. He helped NASA develop a process management solution that provided documenting tools for process developers and participants to help them quickly learn, adapt, test, and teach their views. Some of these tools included editable files for subprocess descriptions, document descriptions, role guidelines, manager worksheets, and references. First utilized for NASA's Headquarters Directives Management process, the approach led to the invention of a concept called the Electronic Handbook (EHB). This EHB concept was successfully applied to NASA's Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, among other NASA programs. Several Federal agencies showed interest in the concept, so Jacobs and his team visited these agencies to show them how their specific processes could be managed by the methodology, as well as to create mockup versions of the EHBs.

Passage of the Coastal Zone Management Act of 1972 focused attention on the Nation's coastal land and water areas. As plans for more effective management of the coastal zone evolved, it soon became apparent that improved maps and charts of these areas were needed. This handbook was prepared with the requirements of the entire coastal community in mind, giving greatest attention to the needs of coastal zone managers and planners at the State and local levels. Its principal objective is to provide general information and guidance; it is neither a textbook nor a technical manual, but rather a primer on coastal mapping. This handbook should help planners and managers of coastal programs to determine their mapping requirements, select the best maps and charts for their particular needs, and to deal effectively with personnel who gather data and prepare maps. The sections on "Sources of Assistance and Advice" and "Product and Data Sources" should be especially useful to all involved in mapping the coastal zone. Brief summaries of the mapping efforts of several State coastal zone management programs are included. "Future outlook" discusses anticipated progress and changes in mapping procedures and techniques. Illustrations are inserted, where appropriate, to illustrate the products and equipment discussed. Because of printing restrictions, the colors in map illustrations may vary from those in the original publication. The appendixes include substantial material which also should be of interest. In addition a glossary and an index are included to provide easy and quick access to the terms and concepts used in the text. For those interested in more technical detail than is provided in this handbook, the "Selected references" will be useful. Also, the publications of the professional societies listed in appendix 4 will provide technical information in detail.

This handbook provides guidance for conducting risk-informed decision making in the context of NASA risk management (RM), with a focus on the types of direction-setting key decisions that are characteristic of the NASA program and project life cycles, and which produce derived requirements in accordance with existing systems engineering practices that flow down through the NASA organizational hierarchy. The guidance in this handbook is not meant to be prescriptive. Instead, it is meant to be general enough, and contain a sufficient diversity of examples, to enable the reader to adapt the methods as needed to the particular decision problems that he or she faces. The handbook highlights major issues to consider when making decisions in the presence of potentially significant uncertainty, so that the user is better able to recognize and avoid pitfalls that might otherwise be experienced.

NASA Systems Engineering Handbook
NASA Technical Reports Server (NTRS)
Hirshorn, Steven R.; Voss, Linda D.; Bromley, Linda K.
2017-01-01
The update of this handbook continues the methodology of the previous revision: a top-down compatibility with higher level Agency policy and a bottom-up infusion of guidance from the NASA practitioners in the field. This approach provides the opportunity to obtain best practices from across NASA and bridge the information to the established NASA systems engineering processes and to communicate principles of good practice as well as alternative approaches rather than specify a particular way to accomplish a task. The result embodied in this handbook is a top-level implementation approach on the practice of systems engineering unique to NASA. Material used for updating this handbook has been drawn from many sources, including NPRs, Center systems engineering handbooks and processes, other Agency best practices, and external systems engineering textbooks and guides. This handbook consists of six chapters: (1) an introduction, (2) a systems engineering fundamentals discussion, (3) the NASA program project life cycles, (4) systems engineering processes to get from a concept to a design, (5) systems engineering processes to get from a design to a final product, and (6) crosscutting management processes in systems engineering. The chapters are supplemented by appendices that provide outlines, examples, and further information to illustrate topics in the chapters. The handbook makes extensive use of boxes and figures to define, refine, illustrate, and extend concepts in the chapters.

1999-01-01
Significant data have been generated through various spacecraft propulsion system projects involving the use of pyrotechnically operated valves (pyrovalves). These data need to be analyzed, interpreted, summarized, associated, and formatted so they can be made available for spacecraft propulsion system design involving pyrovalves and used to specify test procedures in the performance evaluation and qualification of these systems. To meet this need, a Pyrovalve Handbook is being developed at the NASA White Sands Test Facility. Standards of performance for pyrovalve applications are being formulated under the sponsorship of the NASA Technical Standards Program, as are pyrovalve testing standards under the sponsorship of the NASA Safety and Risk Management Program. The ultimate goal is to have the Handbook adopted as a voluntary standard under the guidance of the AIAA Energetic Components and Systems Technical Committee and, in a more restrictive format, become an integral part of ISO standards for Explosive Systems and Devices Used on Space Vehicles. Feedback from both Government and industry is encouraged and will be the focus of the presentation. It is especially critical that feedback be received on content and formatting of the Handbook to maximize benefit to the technical community. Submission of validated data from organizations outside of NASA is also encouraged.

REI Systems, Inc. developed a software solution that uses the Internet to eliminate the paperwork typically required to document and manage complex business processes. The data management solution, called Electronic Handbooks (EHBs), is presently used for the entire SBIR program processes at NASA. The EHB-based system is ideal for programs and projects whose users are geographically distributed and are involved in complex management processes and procedures. EHBs provide flexible access control and increased communications while maintaining security for systems of all sizes. Through Internet Protocol- based access, user authentication and user-based access restrictions, role-based access control, and encryption/decryption, EHBs provide the level of security required for confidential data transfer. EHBs contain electronic forms and menus, which can be used in real time to execute the described processes. EHBs use standard word processors that generate ASCII HTML code to set up electronic forms that are viewed within a web browser. EHBs require no end-user software distribution, significantly reducing operating costs. Each interactive handbook simulates a hard-copy version containing chapters with descriptions of participants' roles in the online process.

Kern, Dennis L.; Scharton, Terry D.
2005-01-01
Recent advances in the area of structural dynamics and vibrations, in both methodology and capability, have the potential to make spacecraft system testing more effective from technical, cost, schedule, and hardware safety points of view. However, application of these advanced test methods varies widely among the NASA Centers and their contractors. Identification and refinement of the best of these test methodologies and implementation approaches has been an objective of efforts by the Jet Propulsion Laboratory on behalf of the NASA Office of the Chief Engineer. But to develop the most appropriate overall test program for a flight project from the selection of advanced methodologies, as well as conventional test methods, spacecraft project managers and their technical staffs will need overall guidance and technical rationale. Thus, the Chief Engineer's Office has recently tasked JPL to prepare a NASA Handbook for Spacecraft Structural Dynamics Testing. An outline of the proposed handbook, with a synopsis of each section, has been developed and is presented herein. Kern, Dennis L.; Scharton, Terry D.
2004-01-01
Astrionics system designers handbook, volume 1
NASA Technical Reports Server (NTRS)
1973-01-01
Hardware elements in new and advanced astrionics system designs are discussed. This cost effective approach has as its goal the reduction of R&D and testing costs through the application of proven and tested astrionics components. The ready availability to the designer of data facts for applicable system components is highly desirable. The astrionics System Designers Handbook has as its objective this documenting of data facts to serve the anticipated requirements of the astrionics system designer. Eleven NASA programs were selected as the reference base for the document. These programs are: ATS-F, ERTS-B, HEAO-A, OSO-I, Viking Orbiter, OAO-C, Skylab AM/MDA, Skylab ATM, Apollo 17 CSM, Apollo 17 LM and Mariner Mars 71. Four subsystems were chosen for documentation: communications, data management, electrical power and guidance, navigation and control.

1987-01-01
This handbook is a guide for the use of all personnel engaged in handling NASA files. It is issued in accordance with the regulations of the National Archives and Records Administration, in the Code of Federal Regulations Title 36, Part 1224, Files Management; and the Federal Information Resources Management Regulation, Subpart 201-45.108, Files Management. It is intended to provide a standardized classification and filing scheme to achieve maximum uniformity and ease in maintaining and using agency records. It is a framework for consistent organization of information in an arrangement that will be useful to current and future researchers. The NASA Uniform Files Index coding structure is composed of the subject classification table used for NASA management directives and the subject groups in the NASA scientific and technical information system. It is designed to correlate files throughout NASA and it is anticipated that it may be useful with automated filing systems. It is expected that in the conversion of current files to this arrangement it will be necessary to add tertiary subjects and make further subdivisions under the existing categories. Established primary and secondary subject categories may not be changed arbitrarily. Proposals for additional subject categories of NASA-wide applicability, and suggestions for improvement in this handbook, should be addressed to the Records Program Manager at the pertinent installation who will forward it to the NASA Records Management Office, Code NTR, for approval. This handbook is issued in loose-leaf form and will be revised by page changes.

Handbook of evaluation of utility DSM programs. [Demand-Side Management (DSM)
DOE Office of Scientific and Technical Information (OSTI.GOV)
Hirst, E.; Reed, J.; Bronfman, B.
Program evaluation has become a central issue in the world of utility integrated resource planning. The DSM programs that utilities were operating to meet federal requirements or to improve customer relations are now becoming big business. DSM is being considered an important resource in a utility's portfolio of options. In the last five years, the amount of money that utilities have invested in DSM has grown exponentially in most regulatory jurisdictions. Market analysts are now talking about DSM being a $30 billion industry by the end of the decade. If the large volume of DSM-program investments was not enough tomore » highlight the importance of evaluation, then the introduction of regulatory incentives has really focused the spotlight. This handbook was developed through a process that involved many of those people who represent the diverse constituencies of DSM-program evaluation. We have come to recognize the many technical disciplines that must be employed to evaluate DSM programs. An analysis might start out based on the principles of utility load research to find out what happened, but a combination of engineering and statistical methods must be used to triangulate'' an estimate of what would have happened without the program. The difference, of course, is that elusive but prized result of evaluation: what happened as the direct result of the DSM program. Technical performance of DSM measures is not the sole determinant of the answer, either. We also recognize the importance of such behavioral attributes of DSM as persistence and free ridership. Finally, DSM evaluation is meaningless without attention to planning an approach, communicating results to relevant decision-makers, and focusing as much on the process as the impacts of the program. These topics are all covered in this handbook.« less

The Development of NASA's Fault Management Handbook
NASA Technical Reports Server (NTRS)
Fesq, Lorraine
2011-01-01
Disciplined approach to Fault Management (FM) has not always been emphasized by projects, contributing to major schedule and cost overruns: (1) Often faults aren't addressed until nominal spacecraft design is fairly stable. (2) Design relegated to after-the-fact patchwork, Band-Aid approach. Progress is being made on a number of fronts outside of Handbook effort: (1) Processes, Practices and Tools being developed at some Centers and Institutions (2) Management recognition. Constellation FM roles, Discovery/New Frontiers mission reviews (3) Potential Technology solutions. New approaches could avoid many current pitfalls (3a) New FM architectures, including model-based approach integrated with NASA's MBSE (Model-Based System Engineering) efforts (3b) NASA's Office of the Chief Technologist: FM identified in seven of NASA's 14 Space Technology Roadmaps. Opportunity to coalesce and establish thrust area to progressively develop new FM techniques. FM Handbook will help ensure that future missions do not encounter same FM-related problems as previous missions. Version 1 of the FM Handbook is a good start: (1) Still need Version 2 Agency-wide FM Handbook to expand Handbook to other areas, especially crewed missions. (2) Still need to reach out to other organizations to develop common understanding and vocabulary. Handbook doesn't/can't address all Workshop recommendations. Still need to identify how to address programmatic and infrastructure issues.

This study investigated whether a behaviour change program, based on Canada's Physical Activity Guide and Handbook to Healthy Active Living for Older Adults (Health Canada, 1999a), would elicit greater benefits than adoption of the guide and handbook alone. Fifteen older adults received the guide and accompanying handbook and completed the 8-week behaviour change program (mean age 73.2 +/- 5.2 yrs), while 14 others received only the guide and handbook (mean age 76.8 +/- 10.0 yrs). Functional fitness (lower body strength/endurance, flexibility, agility/dynamic balance) (Rikli and Jones, 1999), and estimated energy expenditure (DiPietro et al., 1993) were measured at baseline and after 8 weeks. Lower body strength/endurance and agility/dynamic balance differed between groups at baseline, p < 0.05. All three functional fitness tests improved in both groups over time, p< 0.05. Estimated energy expended in physical activity increased in both groups over time, p < 0.05; however, there was a significantly greater increase in the behaviour-change group (Group x Time interaction, p < 0.05). Participant response to using the guide and handbook was positive. These results indicate that introduction to Canada's Physical Activity Guide and Handbook to Healthy Active Living for Older Adults leads to benefits, whether or not accompanied by program supports. The group receiving the behaviour change program had a greater increase in energy expenditure, which suggests that such an intervention may ultimately lead to greater health benefits.

NASA Project Planning and Control Handbook
NASA Technical Reports Server (NTRS)
Moreland, Robert; Claunch, Cathy L.
2016-01-01
This handbook provides an overview of the fundamental principles and explains the functions and products that go into project planning and control. The 2010 Interim Results of the NASA Program Planning and Control (PPC) Study identified seven categories of activities for PPC, and those provide the basis for the seven functions described in this handbook. This handbook maps out the interfaces and interactions between PPC functions, as well as their external interfaces. This integration of information and products within and between functions is necessary to form the whole picture of how a project is progressing. The handbook descriptions are meant to facilitate consistent, common, and comprehensive approaches for providing valued analysis, assessment, and evaluation focused on the project level at NASA. The handbook also describes activities in terms of function rather than the job title or the specific person or organization responsible for the activity, which could differ by Center or size of a project. This handbook is primarily guidance for project planning and control: however, the same principles apply to programs and generally apply to institutional planning and control.

Facilities Utilization Program Implementation Handbook
NASA Technical Reports Server (NTRS)
1987-01-01
This Facilities Utilization Program Implementation Handbook (FUPIH) prescribes procedures for the review and the reporting on the utilization of NASA facilities. The Directors of NASA Field Installations should designate an Installation Official responsible for coordinating the assignment of buildings space and implementing the facilities utilization reviews and annual report preparation. The individual designated shall be known as the 'Facilities Utilization Officer (FUO).' Functional responsibilities of the FUO are detailed in NASA Management Instruction (NMI) 7234.1. It is recognized that titles used in the implementation of the Facilities Utilization Program may vary between field installations. The Facilities Utilization Program (FUP) is designed to provide a uniform and orderly process for meeting or addressing the following objectives: the establishment of sound facilities requirements to meet NASA's programmatic and institutional needs; the optimum allocation of available facilities and related resources to meet these requirements; and the early identification and request for required additional facilities resources. The detailed review and reporting system enacted by NMI 7234.1 should encourage more comprehensive utilization planning for all NASA facilities and ensure, to the maximum extent practicable, that all such facilities are put to their highest and best use consistent with NASA programmatic and institutional priorities. A principal purpose of the FUP is the early identification of NASA facilities which may be or may become underutilized or excess to NASA needs and to provide a timely reference point from which corrective actions (i.e., consolidation, elimination of duplication, improved utilization of disposal) may be taken. Because the supply of this handbook is limited, distribution should be controlled at the field installation level.

Electrical Grounding Architecture for Unmanned Spacecraft
NASA Technical Reports Server (NTRS)
1998-01-01
This handbook is approved for use by NASA Headquarters and all NASA Centers and is intended to provide a common framework for consistent practices across NASA programs. This handbook was developed to describe electrical grounding design architecture options for unmanned spacecraft. This handbook is written for spacecraft system engineers, power engineers, and electromagnetic compatibility (EMC) engineers. Spacecraft grounding architecture is a system-level decision which must be established at the earliest point in spacecraft design. All other grounding design must be coordinated with and be consistent with the system-level architecture. This handbook assumes that there is no one single 'correct' design for spacecraft grounding architecture. There have been many successful satellite and spacecraft programs from NASA, using a variety of grounding architectures with different levels of complexity. However, some design principles learned over the years apply to all types of spacecraft development. This handbook summarizes those principles to help guide spacecraft grounding architecture design for NASA and others.
Reducing environmental noise impacts: A USAREUR noise management program handbook
NASA Astrophysics Data System (ADS)
Feather, Timothy D.; Shekell, Ted K.
1991-06-01
Noise pollution is a major environmental problem faced by the U.S. Army in Europe. Noise-related complaints from German citizens can escalate into intense political issues in German communities. This in turn hampers efficient operation of military training and often times threatens the Army's mission. In order to remedy these problems, USAREUR has developed a noise management program. A successful noise management program will limit the impact of unavoidable noise on the populace. This report, a component of the noise management program, is a reference document for noise management planning. It contains guidelines and rules-of-thumb for noise management. This document contains procedures which operation and training level personnel can understand and apply in their day to day noise management planning. Noise mitigation tips are given. Basic technical information that will aid in understanding noise mitigation is provided along with noise management through land use planning. Noise management for specific components of the military community, (airfields, base operations, training areas, and housing and recreation areas) are addressed. The nature of noise generated, means of noise abatement at the source, path, and receiver (both physical and organizational/public relations methods), and a case study example are described.

Edwardson, Jill; Owens, Lauren; Moran, Dane; Aluri, James; Kironji, Antony; Chen, Chi Chiung Grace
2015-08-01
International clinical experiences are increasingly popular among medical students, residents, fellows, and practitioners. Adequate pre-departure training is an integral part of a meaningful, productive, and safe international experience. At Johns Hopkins University School of Medicine, we have developed a pre-departure handbook to assist practitioners in preparing for global health work. The handbook draws from current global health education literature, existing handbooks, and expert experiences, and includes information about logistical and cultural preparations. While a pre-departure handbook cannot serve as a substitute for a comprehensive pre-departure training program, it can be a useful introduction to the pre-departure process.

Environmental Monitoring and the Gas Industry: Program Manager Handbook
DOE Office of Scientific and Technical Information (OSTI.GOV)
Gregory D. Gillispie
1997-12-01
This document has been developed for the nontechnical gas industry manager who has the responsibility for the development of waste or potentially contaminated soil and groundwater data or must make decisions based on such data for the management or remediation of these materials. It explores the pse of common analytical chemistry instrumentation and associated techniques for identification of environmentally hazardous materials. Sufficient detail is given to familiarize the nontechnical reader with the principles behind the operation of each technique. The scope and realm of the techniques and their constituent variations are portrayed through a discussion of crucial details and, wheremore » appropriate, the depiction of real-life data. It is the author's intention to provide an easily understood handbook for gas industry management. Techniques which determine the presence, composition, and quantification of gas industry wastes are discussed. Greater focus is given to traditional techniques which have been the mainstay of modem analytical benchwork. However, with the continual advancement of instrumental principles and design, several techniques have been included which are likely to receive greater attention in fiture considerations for waste-related detection. Definitions and concepts inherent to a thorough understanding of the principles common to analytical chemistry are discussed. It is also crucial that gas industry managers understand the effects of the various actions which take place before, during, and after the actual sampling step. When a series of sample collection, storage, and transport activities occur, new or inexperienced project managers may overlook or misunderstand the importance of the sequence. Each step has an impact on the final results of the measurement process; errors in judgment or decision making can be costly. Specific techniques and methodologies for the collection, storage, and transport of environmental media samples are not described or discussed in detail in thk handbook. However, the underlying philosophy regarding the importance of proper collection, storage, and transport practices, as well as pertinent references, are presented.« less

1993-01-01
This paper describes the design and field testing of an orientation program for new employees of NASA Lewis Research Center's Engineering Directorate. A group of new employees designed the program using a series of TQM analysis techniques. The program objectives were: provide consistent treatment for new employees; assist management and clerical staff with their responsibility for orientation; introduce the employee to as many facets of the organization as possible; allow the employee to feel like a member of the organization as early as possible; maximize the use of existing services; and use up-to-date information. The major aspects of the program included: training of management and clerical staff; lab tours and briefings describing the organization; shepherding, using senior employees as shepherds; a handbook of information about the center and the directorate; a package of information about northeast Ohio; and social activities involving the new employees and shepherds. The program was tested on a pilot group of six new employees over a four month period and was considered to be highly successful by both the employees and management. Aspects of the program have subsequently been adopted for center-wide use.

The Animal Welfare Act: from enactment to enforcement.
Cardon, Andrew D; Bailey, Matthew R; Bennett, B Taylor
2012-05-01
Originally enacted in 1966, the Laboratory Animal Welfare Act has been amended several times and renamed the Animal Welfare Act. Responsibility for administering the Animal Welfare Act was delegated within the United States Department of Agriculture to the Administrator of the Animal and Plant Health Inspection Service, and regulations and standards have been developed to implement the intent of Congress conveyed in the language of the Act. In our opinion, the key to compliance with the Animal Welfare Act and its regulations and standards is to have in place a proactive, progressive Animal Care and Use Program that uses the semiannual inspection and programmatic review process to improve the day-to-day management of the program. Successfully managing the inspection process has taken on new meaning in what has recently become known as the 'Age of Enforcement.' As part of this approach, the Animal and Plant Health Inspection Service made changes to the inspection process and issued an Enhanced Animal Welfare Enforcement Plan, which included the development of an Inspection Requirements Handbook. The Inspection Requirements Handbook provides inspectors with information on conducting inspections and includes as an attachment a flow chart for Enforcement Action Guidance. The chart describes 4 types of actions that may occur as part of the enforcement process and the steps that will be followed if noncompliant items are documented during an inspection.

Tethers in space handbook, second edition
NASA Technical Reports Server (NTRS)
Penzo, Paul A. (Editor); Ammann, Paul W. (Editor)
1989-01-01
The Tethers in Space Handbook, Second Edition represents an update to the initial volume issued in September 1986. As originally intended, this handbook is designed to serve as a reference manual for policy makers, program managers, educators, engineers, and scientists alike. It contains information for the uninitiated, providing insight into the fundamental behavior of tethers in space. For those familiar with space tethers, it includes a summary of past and ongoing studies and programs, a complete bibliography of tether publications, and names, addresses, and phone numbers of workers in the field. Perhaps its most valuable asset is the brief description of nearly 50 tether applications which have been proposed and analyzed over the past 10 years. The great variety of these applications, from energy generation to boosting satellites to gravity wave detection is an indication that tethers will play a significant part in the future of space development. This edition of the handbook preserves the major characteristics of the original; however, some significant rearrangements and additions have been made. The first section on Tether Programs has been brought up to date, and now includes a description of TSS-2, the aerodynamic NASA/Italian Space Agency (ASI) mission. Tether Applications follows, and this section has been substantially rearranged. First, the index and cross-reference for the applications have been simplified. Also, the categories have changed slightly, with Technology and Test changed to Aerodynamics, and the Constellations category removed. In reality, tether constellations may be applicable to many of the other categories, since it is simply a different way of using tethers. Finally, to separate out those applications which are obviously in the future, a Concepts category has been added. A new section included here on Conference Summaries recognizes the fact that the tether community is growing internationally, and that meetings provide a means of rapid communication and interaction. Finally, the Bibliography section has been considerably updated to include all known references. These are listed by author and by subject and include the papers to be presented at the Third International Conference in May 1989.

Education about therapy applies to many chronic diseases. The aim is to improve patient management through the development of certain skills by patients themselves. Atopic dermatitis is an area amenable to the development of therapeutic education. The purpose of this study was to define the skills required for management of atopic dermatitis suitable for therapeutic education and to bring together these skills in a handbook suitable for use. Thirty caregivers were involved in the drafting of the handbook (dermatologists, a doctor specialising in therapeutic education, a psychologist and nurses), each of whom has experience of therapeutic education in atopic dermatitis. Four age groups were selected (under 5 years, 6 to 10 years, pre-teens/adults, parents of children aged under 5 years). For each age group, different levels of skill were identified for patients or parents of children and suitable learning methods were selected. Skills were classed according to 3 levels: (i) knowledge about the disease, treatments, triggering factors, (ii) knowledge about provision of care by patients or their parents, (iii) knowledge in terms of explaining the disease and treatment methods to family, and knowing who to contact and when. Finally, a 10-question evaluation guide was drawn up. In this paper we report the method of production and content of the handbook of skills for atopic dermatitis patients. The aim is not to impose all skills listed in this work on patients but rather to provide caregivers with a complete handbook covering therapeutic education. The book is intended for patients with moderate to severe forms of atopic dermatitis currently in therapeutic failure. It may be used by anyone treating such patients, whether doctors, nurses or psychologists, depending on the items chosen. It is intended for use as a support for the elaboration, diffusion and evaluation of a therapeutic education programme for atopic dermatitis.
NASA Systems Engineering Handbook
NASA Technical Reports Server (NTRS)
2007-01-01
This handbook is intended to provide general guidance and information on systems engineering that will be useful to the NASA community. It provides a generic description of Systems Engineering (SE) as it should be applied throughout NASA. A goal of the handbook is to increase awareness and consistency across the Agency and advance the practice of SE. This handbook provides perspectives relevant to NASA and data particular to NASA. The coverage in this handbook is limited to general concepts and generic descriptions of processes, tools, and techniques. It provides information on systems engineering best practices and pitfalls to avoid. There are many Center-specific handbooks and directives as well as textbooks that can be consulted for in-depth tutorials. This handbook describes systems engineering as it should be applied to the development and implementation of large and small NASA programs and projects. NASA has defined different life cycles that specifically address the major project categories, or product lines, which are: Flight Systems and Ground Support (FS&GS), Research and Technology (R&T), Construction of Facilities (CoF), and Environmental Compliance and Restoration (ECR). The technical content of the handbook provides systems engineering best practices that should be incorporated into all NASA product lines. (Check the NASA On-Line Directives Information System (NODIS) electronic document library for applicable NASA directives on topics such as product lines.) For simplicity this handbook uses the FS&GS product line as an example. The specifics of FS&GS can be seen in the description of the life cycle and the details of the milestone reviews. Each product line will vary in these two areas; therefore, the reader should refer to the applicable NASA procedural requirements for the specific requirements for their life cycle and reviews. The engineering of NASA systems requires a systematic and disciplined set of processes that are applied recursively and iteratively for the design, development, operation, maintenance, and closeout of systems throughout the life cycle of the programs and projects.

This handbook brings the fundamental concepts and techniques of systems engineering to NASA personnel in a way that recognizes the nature of NASA systems and environment. It is intended to accompany formal NASA training courses on systems engineering and project management when appropriate, and is designed to be a top-level overview. The concepts were drawn from NASA field center handbooks, NMI's/NHB's, the work of the NASA-wide Systems Engineering Working Group and the Systems Engineering Process Improvement Task team, several non-NASA textbooks and guides, and material from independent systems engineering courses taught to NASA personnel. Five core chapters cover systems engineering fundamentals, the NASA Project Cycle, management issues in systems engineering, systems analysis and modeling, and specialty engineering integration. It is not intended as a directive.
[Records of growth and development data in the child health handbook].
Abud, Simone Mourão; Gaíva, Maria Aparecida Munhoz
2015-06-01
The aim was to analyse the input of growth and development data in the Child Health Handbook. This is a cross-sectional study conducted in Cuiabá, Brazil, on August 13, 2011, with the application of a questionnaire and direct observation of 950 handbooks. We included children under one year of age who resided in Cuiabá, accompanied by their mothers or guardians who were in possession of the handbook. Data were analyzed by calculating the prevalence ratio (PR) and Chi-Square test, with a significance level set at 5%. The project was approved by the Ethics Committee under Opinion No. 882/2010. Of the analyzed handbooks, 95.4% of the development data and 79.6% of the data in the growth charts were incomplete or missing. The low rate of growth and development data input in the handbooks reveals the need to create awareness among the population, health care professionals and managers on the importance of handbooks, and the need to invest in training and the empowerment of professionals in relation to its proper use.

This handbook is intended to provide information on systems engineering that will be useful to NASA system engineers, especially new ones. Its primary objective is to provide a generic description of systems engineering as it should be applied throughout NASA. Field Center Handbooks are encouraged to provide center-specific details of implementation. For NASA system engineers to choose to keep a copy of this handbook at their elbows, it must provide answers that cannot be easily found elsewhere. Consequently, it provides NASA-relevant perspectives and NASA-particular data. NASA management instructions (NMI's) are referenced when applicable. This handbook's secondary objective is to serve as a useful companion to all of the various courses in systems engineering that are being offered under NASA's auspices. The coverage of systems engineering is general to techniques, concepts, and generic descriptions of processes, tools, and techniques. It provides good systems engineering practices, and pitfalls to avoid. This handbook describes systems engineering as it should be applied to the development of major NASA product and producing systems.

Hydroponics Database and Handbook for the Advanced Life Support Test Bed
NASA Technical Reports Server (NTRS)
Nash, Allen J.
1999-01-01
During the summer 1998, I did student assistance to Dr. Daniel J. Barta, chief plant growth expert at Johnson Space Center - NASA. We established the preliminary stages of a hydroponic crop growth database for the Advanced Life Support Systems Integration Test Bed, otherwise referred to as BIO-Plex (Biological Planetary Life Support Systems Test Complex). The database summarizes information from published technical papers by plant growth experts, and it includes bibliographical, environmental and harvest information based on plant growth under varying environmental conditions. I collected 84 lettuce entries, 14 soybean, 49 sweet potato, 16 wheat, 237 white potato, and 26 mix crop entries. The list will grow with the publication of new research. This database will be integrated with a search and systems analysis computer program that will cross-reference multiple parameters to determine optimum edible yield under varying parameters. Also, we have made preliminary effort to put together a crop handbook for BIO-Plex plant growth management. It will be a collection of information obtained from experts who provided recommendations on a particular crop's growing conditions. It includes bibliographic, environmental, nutrient solution, potential yield, harvest nutritional, and propagation procedure information. This handbook will stand as the baseline growth conditions for the first set of experiments in the BIO-Plex facility.

Management Approach for NASA's Earth Venture-1 (EV-1) Airborne Science Investigations
NASA Technical Reports Server (NTRS)
Guillory, Anthony R.; Denkins, Todd C.; Allen, B. Danette
2013-01-01
The Earth System Science Pathfinder (ESSP) Program Office (PO) is responsible for programmatic management of National Aeronautics and Space Administration's (NASA) Science Mission Directorate's (SMD) Earth Venture (EV) missions. EV is composed of both orbital and suborbital Earth science missions. The first of the Earth Venture missions is EV-1, which are Principal Investigator-led, temporally-sustained, suborbital (airborne) science investigations costcapped at $30M each over five years. Traditional orbital procedures, processes and standards used to manage previous ESSP missions, while effective, are disproportionally comprehensive for suborbital missions. Conversely, existing airborne practices are primarily intended for smaller, temporally shorter investigations, and traditionally managed directly by a program scientist as opposed to a program office such as ESSP. In 2010, ESSP crafted a management approach for the successful implementation of the EV-1 missions within the constructs of current governance models. NASA Research and Technology Program and Project Management Requirements form the foundation of the approach for EV-1. Additionally, requirements from other existing NASA Procedural Requirements (NPRs), systems engineering guidance and management handbooks were adapted to manage programmatic, technical, schedule, cost elements and risk. As the EV-1 missions are nearly at the end of their successful execution and project lifecycle and the submission deadline of the next mission proposals near, the ESSP PO is taking the lessons learned and updated the programmatic management approach for all future Earth Venture Suborbital (EVS) missions for an even more flexible and streamlined management approach.
