Worldwide nanotechnology development: a comparative study of USPTO, EPO, and JPO patents (1976-2004)

To assess worldwide development of nanotechnology, this paper compares the numbers and contents of nanotechnology patents in the United States Patent and Trademark Office (USPTO), European Patent Office (EPO), and Japan Patent Office (JPO). It uses the patent databases as indicators of nanotechnology trends via bibliographic analysis, content map analysis, and citation network analysis on nanotechnology patents per country, institution, and technology field. The numbers of nanotechnology patents published in USPTO and EPO have continued to increase quasi-exponentially since 1980, while those published in JPO stabilized after 1993. Institutions and individuals located in the same region as a repository's patent office have a higher contribution to the nanotechnology patent publication in that repository ("home advantage" effect). The USPTO and EPO databases had similar high-productivity contributing countries and technology fields with large number of patents, but quite different high-impact countries and technology fields after the average number of received cites. Bibliographic analysis on USPTO and EPO patents shows that researchers in the United States and Japan published larger numbers of patents than other countries, and that their patents were more frequently cited by other patents. Nanotechnology patents covered physics research topics in all three repositories. In addition, USPTO showed the broadest representation in coverage in biomedical and electronics areas. The analysis of citations by technology field indicates that USPTO had a clear pattern of knowledge diffusion from highly cited fields to less cited fields, while EPO showed knowledge exchange mainly occurred among highly cited fields.

Lens epithelium-derived growth factor (LEDGF/p75) is a transcriptional co-activator involved in targeting human immunodeficiency virus (HIV) integration and the development of MLL fusion-mediated acute leukemia. A previous study revealed that LEDGF/p75 dynamically scans the chromatin, and upon interaction with HIV-1 integrase, their complex is locked on chromatin. At present, it is not known whether LEDGF/p75-mediated chromatin locking is typical for interacting proteins. Here, we employed continuous photobleaching and fluorescence correlation and cross-correlation spectroscopy to investigate in vivo chromatin binding of JPO2, a LEDGF/p75- and c-Myc-interacting protein involved in transcriptional regulation. In the absence of LEDGF/p75, JPO2 performs chromatin scanning inherent to transcription factors. However, whereas the dynamics of JPO2 chromatin binding are decelerated upon interaction with LEDGF/p75, very strong locking of their complex onto chromatin is absent. Similar results were obtained with the domesticated transposase PogZ, another cellular interaction partner of LEDGF/p75. We furthermore show that diffusive JPO2 can oligomerize; that JPO2 and LEDGF/p75 interact directly and specifically in vivo through the specific interaction domain of JPO2 and the C-terminal domain of LEDGF/p75, comprising the integrase-binding domain; and that modulation of JPO2 dynamics requires a functional PWWP domain in LEDGF/p75. Our results suggest that the dynamics of the LEDGF/p75-chromatin interaction depend on the specific partner and that strong chromatin locking is not a property of all LEDGF/p75-binding proteins. Substantial evidence links Myc-PI3K/AKT signaling to the most aggressive subtype of medulloblastoma and this axis in medulloblastoma therapy. In this study, we advance understanding of how Myc-PI3K/AKT signaling contributes to this malignancy, specifically, in identifying the Myc-interacting protein JPO2 and its partner binding protein LEDGF/p75 as critical modulators of PI3K/AKT signaling and metastasis in medulloblastoma. JPO2 overexpression induced metastatic medulloblastoma in vivo through two synergistic feed-forward regulatory circuits involving LEDGF/p75 and AKT that promote metastatic phenotypes in this setting. Overall, our findings highlight two novel prometastatic loci in medulloblastoma and point to the JPO2:LEDGF/p75 protein complex as a potentially new targetable component of PI3K/AKT signaling in medulloblastoma. The Unmanned Ground Vehicles/ Systems Joint Project Office (UGV/S JPO) is developing and fielding a variety of tactical robotic systems for the Army and Marine Corps. The Standardized Robotic System (SRS) provides a family of common components that can be installed in existing military vehicles, to allow unmanned operation of the vehicle and its payloads. The Robotic Combat Support System (RCSS) will be a medium sized unmanned system with interchangeable attachments, allowing a remote operator to perform a variety of engineering tasks. The Gladiator Program is a USMC initiative for a small to medium sized, highly mobile UGV to conduct scout/ surveillance missions and to carry various lethal and non-lethal payloads. Acquisition plans for these programs require preplanned evolutionary block upgrades to add operational capability, as new technology becomes available. This paper discusses technical and performance issues that must be resolved and the enabling technologies needed for near term block upgrades of these first generation robotic systems. Additionally, two Joint Robotics Program (JRP) initiatives, Robotic Acquisition through Virtual Environments and Networked Simulations (RAVENS) and Joint Architecture for Unmanned Ground Systems (JAUGS), will be discussed. RAVENS and JAUGS will be used to efficiently evaluate and integrate new technologies to be incorporated in system upgrades.

The NAVSTAR Global Positioning System (GPS) provides positioning and time information to military users via the Precise Positioning Service (PPS) which typically allows users a significant margin of precision over the commercially available Standard Positioning Service (SPS), Military sets that rely on first acquiring the SPS Coarse Acquisition (C/A) code, read from the data message the handover word (HOW) that provides the time-of-signal transmission needed to acquire and lock onto the PPS Y-code. Under extreme battlefield conditions, the use of GPS would be denied to the warfighter who cannot pick up the un-encrypted C/A code. Studies are underway at the GPS Joint Program Office (JPO) at the Space and Missile Center, Los Angeles Air Force Base that are aimed at developing the capability to directly acquire Y-code without first acquiring C/A code. This paper briefly outlines efforts to develop 'direct-Y' acquisition, and various approaches to solving this problem. The potential ramifications of direct-Y to military users are also discussed.

Advances in information technology enable efficient investigation of publications, their contents, and relationships for large sets of nanotechnology-related documents in order to assess the status of the field. This paper presents the development of a new knowledge mapping system, called Nano Mapper (http://nanomapper.eller.arizona.edu), which integrates the analysis of nanotechnology patents and research grants into a Web-based platform. The Nano Mapper system currently contains nanotechnology-related patents for 1976-2006 from the United States Patent and Trademark Office (USPTO), European Patent Office (EPO), and Japan Patent Office (JPO), as well as grant documents from the U.S. National Science Foundation (NSF) for the same time period. The system provides complex search functionalities, and makes available a set of analysis and visualization tools (statistics, trend graphs, citation networks, and content maps) that can be applied to different levels of analytical units (countries, institutions, technical fields) and for different time intervals. The paper shows important nanotechnology patenting activities at USPTO for 2005-2006 identified through the Nano Mapper system.

Recently there have been some important developments with respect to the patentability of inventions in the field of structural genomics. The leaders of the European Patent Office (EPO), Japan Patent Office (JPO) and the United States Patent Office (USPTO) came together for a trilateral meeting to conduct a comparative study on protein 3-dimensional (3-D) structure related claims in an effort to come to a mutual understanding about the examination of such inventions. The three patent offices were presented with eight different cases: 1) 3-D structural data of a protein per se; 2) computer-readable storage medium encoded with structural data of a protein; 3) protein defined by its tertiary structure; 4) crystals of known proteins; 5) binding pockets and protein domains; 6) and 7) are both directed to in silico screening methods directed to a specific protein; and 8) pharmacophores. The preliminary conclusions reached at the trilateral meeting provide clarity regarding the types of inventions that may be patentable given a specific set of scientific facts in a patent application. Therefore, the guidance provided by this study will help inventors, attorneys and other patent practitioners who file for patent protection on structural genomics-based inventions both here and abroad comply with the patentability requirements of each office.

More than five centuries ago the first patent statute was passed by the Venetian senate. It already had most of the features of modern patent law, recognizing the public interest in innovation and granting exclusive right in exchange for a full disclosure. Some 350 years later the industrial revolution led to globalisation. The wish to protect intellectual property on a more international level evolved and supranational treaties were negotiated. Patent laws are still different in many countries, however, and inventors are sometimes at a loss to understand which basic requirements should be satisfied if an invention is to be granted a patent. This is particularly true for inventions implemented on a computer. While roughly a third of all applications (and granted patents) relate, in one way or another, to a computer, applications where the innovation mainly resides in software or in a business method are treated differently by the major patent offices. The procedures at the USPTO, JPO and EPO and, in particular, the differences in the treatment of applications centring on software are briefly explained. In later sections of this book, a wealth of examples will be presented. The methodology behind the treatment of these examples is explained.

Estimating the numerical diapycnal mixing in the GO5.0 ocean model

Constant-depth (or "z-coordinate") ocean models such as MOM and NEMO have become the de facto workhorse in climate applications, and have attained a mature stage in their development and are well understood. A generic shortcoming of this model type, however, is a tendency for the advection scheme to produce unphysical numerical diapycnal mixing, which in some cases may exceed the explicitly parameterised mixing based on observed physical processes (e.g. Hofmann and Maqueda, 2006), and this is likely to have effects on the long-timescale evolution of the simulated climate system. Despite this, few quantitative estimations have been made of the typical magnitude of the effective diapycnal diffusivity due to numerical mixing in these models. GO5.0 is the latest ocean model configuration developed jointly by the UK Met Office and the National Oceanography Centre (Megann et al, 2013). It uses version 3.4 of the NEMO model, on the ORCA025 global tripolar grid. Two approaches to quantifying the numerical diapycnal mixing in this model are described: the first is based on the isopycnal watermass analysis of Lee et al (2002), while the second uses a passive tracer to diagnose mixing across density surfaces. Long considered a negligible contribution to ocean dynamics, geothermal heat flow (GHF) is now increasingly recognized as an important contributor to the large scale ocean's deep structure and circulation. This presentation will review the history of theories regarding geothermal influences on the abyssal ocean. Though the contribution to the thermal structure was recognized early on, its potential in driving a circulation [Worthington, 1968] was largely ignored on the grounds that it could not materially affect potential vorticity. Huang [JPO, 1999] proposed that GHF may provide 30-50% of the energy available for deep mixing, a calculation that later proved too optimistic [Wunsch & Ferrari ARFM 2004]. Model simulations suggested that a uniform GHF of 50 mW/m2 could drive an abyssal of a few Sverdrups (1 Sv = 106 m3.s-1) [Adcroft et al, GRL 2001], but it was not until Emile-Geay & Madec [OS, 2009] (EM09) that GHF began to be taken seriously [Mashayek et al, GRL 2013; Voldoire et al. Clim. Dyn. 2013; Dufresnes et al., Clim. Dyn. 2013]. Using analytical and numerical approaches, the study made 3 main points: GHF brings as much energy to the deep ocean as intense diapycnal mixing (1 cm2/s). GHF consumes the densest water masses, inducing a deep circulation of 5 Sv even without mixing. This circulation varies in inverse proportion to abyssal stratification. The spatial structure of GHF, highest at mid-ocean ridges and lowest in abyssal plains, matters far less than the fact that it bathes vast fractions of the ocean floor in a relatively low, constant flux. EM09 concluded that GHF "is an important actor of abyssal dynamics, and should no longer be neglected in oceanographic studies". Recent work has confirmed that geothermal heat flow is of comparable importance to ocean circulation as bottom-intensified mixing induced by internal wave breaking [De Lavergne et al, JPO 2016a,b]. Thus, including GHF in ocean general circulation models improves abyssal structure and circulation. We conclude with a perspective on the role of conductive geothermal heat loss versus localized, advective hydrothermal heat flow on abyssal dynamics, and delineate unsolved research problems for the years ahead.

The FITS model office ergonomics program: a model for best practice.

An effective office ergonomics program can predict positive results in reducing musculoskeletal injury rates, enhancing productivity, and improving staff well-being and job satisfaction. Its objective is to provide a systematic solution to manage the potential risk of musculoskeletal disorders among computer users in an office setting. A FITS Model office ergonomics program is developed. The FITS Model Office Ergonomics Program has been developed which draws on the legislative requirements for promoting the health and safety of workers using computers for extended periods as well as previous research findings. The Model is developed according to the practical industrial knowledge in ergonomics, occupational health and safety management, and human resources management in Hong Kong and overseas. This paper proposes a comprehensive office ergonomics program, the FITS Model, which considers (1) Furniture Evaluation and Selection; (2) Individual Workstation Assessment; (3) Training and Education; (4) Stretching Exercises and Rest Break as elements of an effective program. An experienced ergonomics practitioner should be included in the program design and implementation. Through the FITS Model Office Ergonomics Program, the risk of musculoskeletal disorders among computer users can be eliminated or minimized, and workplace health and safety and employees' wellness enhanced.

Management of the Saturn launch vehicles was an evolutionary process, requiring constant interaction between NASA Headquarters, the Marshall Space Flight Center (particularly the Saturn 5 Program Office), and the various prime contractors. Successful Saturn management was a blend of the decades of experience of the von Braun team, management concepts from the Army, Navy, Air Force, and Government, and private industry. The Saturn 5 Program Office shared a unique relationship with the Apollo Program Office at NASA Headquarters. Much of the success of the Saturn 5 Program Office was based on its painstaking attention to detail, emphasis on individual responsibilities (backed up by comprehensive program element plans and management matrices), and a high degree of visibility as embodied in the Program Control Center.

Do adolescents perceive police officers as credible instructors of substance abuse prevention programs?

Although program recipients' attitudes toward instructors are crucial to program outcomes, they have not been adequately examined in the substance abuse prevention literature. This study uses survey data to explore attitudes toward instructors of prevention programming held by students from a national longitudinal evaluation of a school-based substance abuse prevention program delivered by Drug Abuse Resistance Education (D.A.R.E.) officers. Our analyses indicated that students who had police officers as instructors evaluated program instructors significantly higher than students who had non-police officers as instructors. The evaluation of police instructors varied according to students' sociodemographic characteristics. Implications for future research and practice are considered.

Police officers are regularly exposed to traumatic critical incidents. The substantial mental, behavioral, and social costs of police trauma indicate a substantial need for prevention. We have refined and enhanced a previously tested Swedish program to the harsh conditions of U.S. inner cities. The program was designed to strengthen resilience during stressful encounters and teach methods of coping after exposure, thereby preventing the emergence of maladaptive symptoms and behaviors with adverse effects on professionalism. In an uncontrolled demonstration project, junior officers were trained by senior officers to engage in imaginal rehearsal of specific dangerous situations while incorporating optimal police tactics and healthy emotional reactions. A class of 32 officers in the police academy engaged in the program, and they and the trainers reported high satisfaction with it. After their first year of field work, 22 officers were reassessed. Compared to pre-training, these officers showed significant increases in the use of positive reframing and humor and significant reductions in anxiety and alcohol use over the year. Trauma symptoms did not increase. These results offer preliminary evidence for the feasibility and effectiveness of this trauma prevention program for new police officers. PMID:28439149

The potential effects on state energy programs of a reduction in the financial assistance available through the state and local assistance programs and the distribution of those effects are assessed. The assessment is based on a survey of nine state energy offices (SEOs), which were selected on the basis of state support of energy programs weighted by state energy consumption. The nine SEOs surveyed were the Arizona Energy Office, Arkansas Department of Energy, California Energy Commission, Florida Governor's Energy Office, Illinois Institute of Natural Resources, Minnesota Energy Agency, New Jersey Department of Energy, South Carolina Governor's Division of Energy Resources, and Washington State Energy Office.

Limited economic evaluation to assess the effectiveness of a university-wide office ergonomics program.

The objective of this research was to evaluate the effectiveness and provide a limited economic evaluation of an office ergonomics program at a major university from 1995 to 2007. The relationship between office-related recordable injuries, reported lost time, severity of these injuries, and the Workers' Compensation (WC) paid was analyzed and the corresponding incident cost was calculated. Two major datasets analyzed were OSHA 200/300 logs (1991-2007) and WC claims paid (1999-2007). Since the beginning of the office ergonomics program in 1995 and through 2007 (13-year period), the number of office cumulative trauma disorder (CTD) cases decreased by 53%. Since the official start (in 1999) of a 50-50 cost share agreement for office equipment purchases between the university's Safety and Health Department (SHD) and the university departments evaluated, it was observed that the incident rate decreased by 63%, Total Days Away/restrict or Transfer (DART) rate decreased by 41%, Lost Time Case (LTC) rate decreased by 71% and office-related carpal tunnel syndrome decreased by almost 50%. The long-term goal of this research is to demonstrate the self-sustainability of an office ergonomics program by showing that equipment costs are eventually offset by a decrease in WC claims paid and lost time from office-related injuries and illnesses. While limited, this research helps in cost-justifying the implementation of future office ergonomics programs for large organizations. Copyright (c) 2009 Elsevier Ltd. All rights reserved.

The NASA Glenn Office of Equal Opportunity Programs works to provide quality service for all programs and/or to assist the Center in becoming a model workplace. During the summer of 2004, I worked with Deborah Cotleur along with other staff members to create and modify customer satisfaction surveys. This office aims to assist in developing a model workplace by providing functions as a change agent to the center by serving as an advisor to management to ensure equity throughout the Center. In addition, the office serves as a mediator for the Center in addressing issues and concerns. Lastly, the office provides assistance to employees to enable attainment of personal and organizational goals. The Office of Equal Opportunities is a staff office which reports and provides advice to the Center Director and Executive Leadership, implements laws, regulations, and presidential executive orders, and provides center wide leadership and assistance to NASA GRC employees. Some of the major responsibilities of the office include working with the discrimination complaints program, special emphasis programs (advisory groups), management support, monitoring and evaluation, contract compliance, and community outreach. During my internship in this office, my main objective was to create four customer satisfaction surveys based on EO retreats, EO observances, EO advisory boards, and EO mediation/counseling. I created these surveys after conducting research on past events and surveys as well as similar survey research created and conducted by other NASA centers, program for EO Advisory group members, leadership training sessions for supervisors, preventing sexual harassment training sessions, and observance events. I also conducted research on the style and format from feedback surveys from the Marshall Equal Opportunity website, the Goddard website, and the main NASA website. Using the material from the Office of Equal Opportunity Programs at Glenn Research Center along with my previous research, I created four customer satisfaction surveys. The program objectives are to support the development of individual research programs of outstanding scientists early in their careers and to stimulate research careers in the disciplines supported by the DOE Office of Science. Both university and DOE national laboratory early career scientists are eligible. Applicants must be within 10 years of receiving their PhD. For universities, the PI must be an untenured Assistant Professor or Associate Professor on the tenure track. DOE laboratory applicants must be full time, non-postdoctoral employee. University awards are at least 150,000 per year for 5 years for summer salary and expenses. DOE laboratory awards are at least 500,000 per year for 5 years for full annual salary and expenses. The Program is managed by the Office of the Deputy Director for Science Programs and supports research in the following Offices: Advanced Scientific and Computing Research, Biological and Environmental Research, Basic Energy Sciences, Fusion Energy Sciences, High Energy Physics, and Nuclear Physics. Subject matter experts from 13 North American corporations provided detailed descriptions of the historical development and the current components and operations of their office ergonomics programs. Results were summarized across corporations and presented for the following programmatic topics: backgrounds of key people, initial awareness and preliminary needs assessment, program development, program implementation, program monitoring and evaluation, program components, education and training, workstation and job analysis, early identification of cases, case management, and alternate office environments. The subject matter experts also provided comments about the strengths of their programs, their advice to others, and lessons they learned. These observations suggested the need for an office ergonomics program, and possibly other occupational health programs, to fit into a corporation's culture and capitalize on its infrastructure. Most corporations used multidisciplinary task forces or teams to develop their programs. Communication, which included training, awareness, advertising, and feedback, was also an important issue. Flexibility and simplicity were important attributes of these programs. It is hoped that this descriptive information will be helpful to some occupational health managers interested in or concerned about managerial perspectives and skills related to the development and implementation of programs within their own corporations.

This quarterly publication provides archival reports on developments in programs managed by JPL's Office of Telecommunications and Data Acquisition (TDA) in the following areas: space communications, radio navigation, radio science, and ground-based radio and radar astronomy. This document also reports on the activities of the Deep Space Network (DSN) in planning, supporting research and technology, implementation, and operations. Also included are standards activity at JPL for space data and information systems and reimbursable DSN work performed for other space agencies through NASA. The preceding work is all performed for NASA's Office of Space Communications (OSC). The TDA Office also performs work funded by another NASA program office through and with the cooperation of OSC. This is the Orbital Debris Radar Program with the Office of Space Systems Development.

These are minutes of the Advisory Committee on the Future of the U.S. Space Program (C-FUSSP). From September 13-15, 1990, presentations were made by the major leaders at NASA as well as industry leaders. The presentations draw on previous studies of the future of NASA space programs. Allowance was made for plenty of questions. The minutes reflect the views of governmental units such as the National Space Council, the NASA Administrators Office, Office of Space Science and Applications, Office of Space Flight, Office of Space Operations, Office of Aeronautics, Exploration, and Technology as well as other pertinent units and outside organizations. This asset includes a variety of data sets that measure the performance of Office of Land and Emergency Management (OLEM) programs in support of the Office of the Chief Financial Officer's Annual Commitment System (ACS) and Performance Evaluation Reporting System (PERS). Information is drawn from OLEM's ACRES, RCRAInfo, CERCLIS/SEMS, ICIS, and LUST4 systems, as well as input manually by authorized individuals in OLEM's program offices. Use of Shared Decision-Making (SDM) and Decision Aids (DAs) has been encouraged but is not regularly implemented in primary care. The Office-Guidelines Applied to Practice (Office-GAP) intervention is an application of a previous model revised to address guidelines based care for low-income populations with diabetes and coronary heart disease (CHD). To evaluate Office-GAP Program feasibility and preliminary efficacy on medication use, patient satisfaction with physician communication and confidence in decision in low-income population with diabetes and coronary heart disease (CHD) in a Federally Qualified Healthcare Center (FQHC). Ninety-five patients participated in an Office-GAP program. A quasi-experimental design study, over 6 months with 12-month follow-up. Office-GAP program integrates health literacy, communication skills education for patients and physicians, patient/physician decision support tools and SDM into routine care. 1) Implementation rates of planned program elements 2) Patient satisfaction with communication and confidence in decision, and 3) Medication prescription rates. We used the GEE method for hierarchical logistic models, controlling for confounding. Feasibility of the Office-GAP program in the FQHC setting was established. We found significant increase in use of Aspirin/Plavix, statin and beta-blocker during follow-up compared to baseline: Aspirin OR 1.5 (95 % CI: 1.1, 2.2) at 3-months, 1.9 (1.3, 2.9) at 6-months, and 1.8 (1.2, 2.8) at 12-months. Statin OR 1.1 (1.0, 1.3) at 3-months and 1.5 (1.1, 2.2) at 12-months; beta-blocker 1.8 (1.1, 2.9) at 6-months and 12-months. Program elements were consistently used (≥ 98 % clinic attendance at training and tool used). Patient satisfaction with communication and confidence in decision increased. The use of Office-GAP program to teach SDM and use of DAs in real time was demonstrated to be feasible in FQHCs. It has the potential to improve satisfaction with physician communication and confidence in decisions and to improve medication use. The Office-GAP program is a brief, efficient platform for delivering patient and provider education in SDM and could serve as a model for implementing guideline based care for all chronic diseases in outpatient clinical settings. Further evaluation is needed to establish feasibility outside clinical study, reach, effectiveness and cost-effectiveness of this approach.

The motto of the Safety and Assurance Directorate (SAAD) at NASA Glenn Research Center is "mission success starts with safety." SAAD has the functions of providing reliability, quality assurance, and system safety management to all GRC projects, programs and offices. Product assurance personnel within SAAD supervise the product assurance efforts by contractors on major contracts within GRC. The directorate includes five division offices and the Plum brook Decommissioning Office. SAAD oversees Glenn's Emergency Preparedness Program which handles security, hazmat, and disaster response and supervision.
