    Local health departments typically rely on exercises to test preparedness capacity; however, pre-scripted drills often lack the sense of urgency that a real event would engender. No-notice, unscripted exercises that challenge staff to think critically under pressure may provide a mechanism for a more realistic assessment of preparedness capacity. The very active influenza season of 2012-13 presented the Public Health Preparedness Program at the Philadelphia Department of Public Health with the opportunity to conduct an influenza vaccination clinic at a local boarding school. Program leaders used this opportunity to design a no-notice exercise to test the ability of staff to effectively coordinate an emergency field response while simultaneously delivering a real public health intervention. On the day of the exercise, staff members were given 6 hours to plan and execute a vaccination clinic without any guidance from program leaders. Best practices observed during the exercise included: (1) early identification and mitigation of rate-limiting steps, and (2) successful implementation of a previously untested high-throughput vaccination model. Although the primary intent of the exercise was to assess the ability of staff to respond to a no-notice event, this vaccination clinic also functioned as a microcosm of a larger response, revealing several considerations related to vaccine ordering, staff resources, and throughput rates that have broader implications for public health responses to large-scale biological attacks or pandemics.

    Workplace programs to prevent and reduce alcohol-related problems among employees have considerable potential. For example, because employees spend a lot of time at work, coworkers and supervisors may have the opportunity to notice a developing alcohol problem. In addition, employers can use their influence to motivate employees to get help for an alcohol problem. Many employers offer employee assistance programs (EAPs) as well as educational programs to reduce employees' alcohol problems. However, several risk factors for alcohol problems exist in the workplace domain. Further research is needed to develop strategies to reduce these risk factors.

    Through various opportunities and experiences with extracurricular scientific research, primarily astronomical research with programs like NASA/IPAC Teacher Archive Research Project (NITARP), and the Mars Exploration Student Data Teams (MESDT), we have noticed a change in our learning style, career path, and general outlook on the scientific community that we strongly believe could also be added to the lives of many other high school students given similar opportunities. The purpose of our poster is to emphasize the importance of granting high school students opportunities to explore different styles and methods of learning. We believe that although crucial, a basic high school education is not enough to expose young adults to the scientific community and create enough interest for a career path. As a result, we wish to show that more of these programs and opportunities should be offered to a greater number of students of all ages, allowing them to explore their passions, develop their understanding of different fields, and determine the paths best suited to their interests. Within our poster, we will emphasize how these programs have specifically impacted our lives, what we hope to see in the future, and how we hope to attain the growth of such opportunities. We include such proposals as; increasing outreach programs, expanding the exposure of young students to the sciences, both in the classroom and out, allowing high school students to participate in active scientific research, and involving students in hands-on activities/experiments within school clubs, the classroom, at home, or at local events. Spreading these opportunities to directly interact with the sciences in similar manners as that of professional scientists will allow students to discover their interests, realize what being a scientist truly entails, and allow them to take the first steps into following their career paths.

    This notice with comment period interprets the term "Federal public benefit" as used in Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), Pub. L. 104-193, and identifies the HHS programs that provide such benefits under this interpretation. According to section 401 if PRWORA, aliens who are not "qualified aliens" are not eligible for any "Federal public benefit," unless the "Federal public benefit" falls within a specified exception. A "Federal public benefit" includes "any grant, contract, loan, professional license, or commercial license" provided to an individual, and also "any retirement, welfare, health, disability, public or assisted housing, postsecondary education, food assistance, unemployment benefit, or any other similar benefit for which payments or assistance are provided to an individual, household, or family eligibility unit." Under section 432, providers of a non-exempt "Federal public benefit" must verify that a person applying for the benefit is a qualified alien and is eligible to receive the benefit.     The results of a Research Opportunity Notice (RON) disseminated by the Jet Propulsion Laboratory for the U.S. Department of Energy Conversion and Utilization Technologies (ECUT) Program's Biocatalysis Research Activity are presented. The RON was issued in late April of 1983 and solicited expressions of interest from petrochemical and chemical companies, bioengineering firms, biochemical engineering consultants, private research laboratories, and universities for participating in a federal research program to investigate potential applications of biotechnology in producing chemicals. The RON results indicate that broad interest exists within the nation's industry, universities, and research institutes for the Activity and its planned research and development program.

    The Notice of Market Opportunity for Fuel Cells (NOMO) was released in Oct. 1988 by the American Public Power Association. Its goal was to identify a manufacturer for commercializing a multi-megawatt fuel cell power plant with attractive cost and performance characteristics, supported by a realistic, yet aggressive commercialization plan, leading to mid-1990s application. Energy Research Corporation's program to commercialize its 2-MW internal-reforming carbonate fuel cell was selected. The program was refined in the development of the Principles and Framework for Commercializing Direct Fuel Cell Power Plants, which defines buyer responsibilities for promotion and coordination of information development, supplier responsibilities for meeting certain milestones and for sharing the results of success in a royalty agreement, and risk management features. Twenty-three electric and gas utilities in the US and Canada have joined the Fuel Cell Commercialization Group to support the buyers' obligations in this program. The City of Santa Clara, CA; Electric Power Research Institute; Los Angeles Department of Water and Power; Southern California Gas Company; Southern California Edison; National Rural Electric Cooperative Association; and Pacific Gas & Electric, have formed the Santa Clara Demonstration Group to build the first 2-MW power plant. The preliminary design for this demonstration is nearly complete. Integrated testing of a 20-kW stack with the complete balance-of-plant, has been successfully accomplished by Pacific Gas & Electric at its test facility in San Ramon, CA.

    In their attempts to control spending in Medicaid, a few states have looked beyond the obvious reductions in reimbursement, tightened eligibility requirements, and institution of copays to disease management outsourcing. While the traditional panoply of cutbacks will save money the year they are instituted, they tend to have trade-offs. Reducing reimbursement, for example, may encourage providers to leave the program. As a result, several states are implementing outsourced medical management programs, which together at maturity will, as shown below, noticeably reduce Medicaid spending by improving the way health care is delivered. These purely voluntary, quality-enhancing outsourced medical management programs are also fully guaranteed by a wide variety of vendors to save money starting in the first year they are implemented.

    The aim of this study was to identify areas of consensus in response to proposed Equal Employment Opportunity Commission Americans with Disabilities Act of 1990 and Genetic Information Nondiscrimination Act of 2008 regulations on employer-sponsored health, safety, and well-being initiatives. The consensus process included review of existing and proposed regulations, identification of key areas where consensus is needed, and a methodical consensus-building process. Stakeholders representing employees, employers, consulting organizations, and wellness providers reached consensus around five areas, including adequate privacy notice on how medical data are collected, used, and protected; effective, equitable use of inducements that influence participation in programs; observance of reasonable alternative standards; what constitutes reasonably designed programs; and the need for greater congruence between federal agency regulations. Employee health and well-being initiatives that are in accord with federal regulations are comprehensive, evidence-based, and are construed as voluntary by employees and regulators alike.

    As the number of cloud computing data centers grows rapidly in recent years, from the perspective of smart grid, they are really large and noticeable electric load. In this paper, we focus on the important role and the potential of data centers as controllable loads in the smart grid. We reviewed relevant research in the area of letting data centers participate in the ancillary services market and demand response programs of the grid, and further investigate the possibility of exploiting the impact of data center placement on the grid. Various opportunities and challenges are summarized, which could provide more chances for researches to explore this field.
