Food fortification is a widely used approach to increase micronutrient intake in the diet. High coverage is essential for achieving impact. Data on coverage is limited in many countries, and tools to assess coverage of fortification programs have not been standardized. In 2013, the Global Alliance for Improved Nutrition developed the Fortification Assessment Coverage Toolkit (FACT) to carry out coverage assessments in both population-based (i.e., staple foods and/or condiments) and targeted (e.g., infant and young child) fortification programs. The toolkit was designed to generate evidence on program coverage and the use of fortified foods to provide timely and programmatically relevant information for decision making. This supplement presents results from FACT surveys that assessed the coverage of population-based and targeted food fortification programs across 14 countries. It then discusses the policy and program implications of the findings for the potential for impact and program improvement.

Quantum steering: a review with focus on semidefinite programming.
Cavalcanti, D; Skrzypczyk, P
2017-02-01
Quantum steering refers to the non-classical correlations that can be observed between the outcomes of measurements applied on half of an entangled state and the resulting post-measured states that are left with the other party. From an operational point of view, a steering test can be seen as an entanglement test where one of the parties performs uncharacterised measurements. Thus, quantum steering is a form of quantum inseparability that lies in between the well-known notions of Bell nonlocality and entanglement. Moreover, quantum steering is also related to several asymmetric quantum information protocols where some of the parties are considered untrusted. Because of these facts, quantum steering has received a lot of attention both theoretically and experimentally. The main goal of this review is to give an overview of how to characterise quantum steering through semidefinite programming. This characterisation provides efficient numerical methods to address a number of problems, including steering detection, quantification, and applications. We also give a brief overview of some important results that are not directly related to semidefinite programming. Finally, we make available a collection of semidefinite programming codes that can be used to study the topics discussed in this article.

Apoptosis: Focus on sea urchin development.
Agnello, Maria; Roccheri, Maria Carmela
2010-03-01
It has been proposed that the apoptosis is an essential requirement for the evolution of all animals, in fact the apoptotic program is highly conserved from nematodes to mammals. Throughout development, apoptosis is employed by multicellular organisms to eliminate damaged or unnecessary cells. Here, we will discuss both developmental programmed cell death (PCD) under normal conditions and stress induced apoptosis, in sea urchin embryos. Sea urchin represent an excellent model system for studying embryogenesis and cellular processes involved in metamorphosis. PCD plays an essential role in sculpting and remodelling the embryos and larvae undergoing metamorphosis. Moreover, this marine organism directly interacts with its environment, and is susceptible to effects of several aquatic contaminants. Apoptosis can be adopted as a defence mechanism against any environmental chemical, physical and mechanical stress, for removing irreversibly damaged cells. This review, while not comprehensive in its reporting, aims to provide an overview of current knowledge on mechanisms to regulate physiological and the induced apoptotic program in sea urchin embryos.

Masers in general are signposts of interesting astronomical sources and phenomena. In particular, they are found in the immediate environment of young stellar objects. Abundant observational evidence suggests that H_2O masers arise in the outflows from such sources in their earliest evolutionary phases and are in fact powered by accretion. As such they are intimately connected with the core of Francesco Palla's science. And indeed, H_2O masers were at the start and an essential component of a highly successful research program initiated by Francesco, the identification and characterization of a significant sample of massive young stellar objects. An overview is given of the sustained H_2O maser research program conducted over many years with the Medicina 32-meter radio telescope, in which Francesco played a vital part. Last, but not least, with Steven Stahler, Francesco co-authored an excellent chapter on interstellar masers that formed a part of The Formation of Stars, their classic textbook of the field.

Institutional shared resources and translational cancer research.
De Paoli, Paolo
2009-06-29
The development and maintenance of adequate shared infrastructures is considered a major goal for academic centers promoting translational research programs. Among infrastructures favoring translational research, centralized facilities characterized by shared, multidisciplinary use of expensive laboratory instrumentation, or by complex computer hardware and software and/or by high professional skills are necessary to maintain or improve institutional scientific competitiveness. The success or failure of a shared resource program also depends on the choice of appropriate institutional policies and requires an effective institutional governance regarding decisions on staffing, existence and composition of advisory committees, policies and of defined mechanisms of reporting, budgeting and financial support of each resource. Shared Resources represent a widely diffused model to sustain cancer research; in fact, web sites from an impressive number of research Institutes and Universities in the U.S. contain pages dedicated to the SR that have been established in each Center, making a complete view of the situation impossible. However, a nation-wide overview of how Cancer Centers develop SR programs is available on the web site for NCI-designated Cancer Centers in the U.S., while in Europe, information is available for individual Cancer centers. This article will briefly summarize the institutional policies, the organizational needs, the characteristics, scientific aims, and future developments of SRs necessary to develop effective translational research programs in oncology. In fact, the physical build-up of SRs per se is not sufficient for the successful translation of biomedical research. Appropriate policies to improve the academic culture in collaboration, the availability of educational programs for translational investigators, the existence of administrative facilitations for translational research and an efficient organization supporting clinical trial recruitment and management represent essential tools, providing solutions to overcome existing barriers in the development of translational research in biomedical research centers.

Structural overview and learner control in hypermedia instructional programs
NASA Astrophysics Data System (ADS)
Burke, Patricia Anne
1998-09-01
This study examined the effects of a structural overview and learner control in a computer-based program on the achievement, attitudes, time in program and Linearity of path of fifth-grade students. Four versions of a computer-based instructional program about the Sun and planets were created in a 2 x 2 factorial design. The program consisted of ten sections, one for each planet and one for the Sun. Two structural overview conditions (structural overview, no structural overview) were crossed with two control conditions (learner control, program control). Subjects in the structural overview condition chose the order in which they would learn about the planets from among three options: ordered by distance from the Sun, ordered by size, or ordered by temperature. Subjects in the learner control condition were able to move freely among screens within a section and to choose their next section after finishing the previous one. In contrast, those in the program control condition advanced through the program in a prescribed linear manner. A 2 x 2 ANOVA yielded no significant differences in posttest scores for either independent variable or for their interaction. The structural overview was most likely not effective because subjects spent only a small percentage of their total time on the structural overview screens and they were not required to act upon the information in those screens. Learner control over content sequencing may not have been effective because most learner-control subjects chose the same overall sequence of instruction (i.e., distance from the Sun) prescribed for program-control subjects. Learner-control subjects chose to view an average of 40 more screens than the fixed number of 160 screens in the program-control version. However, program-control subjects spent significantly more time per screen than learner-control subjects, and the total time in program did not differ significantly between the two groups. Learner-control subjects receiving the structural overview deviated from the linear path significantly more often than subjects who did not have the structural overview, but deviation from the linear path was not associated with higher posttest scores.

Apraxia of speech: an overview.
Ogar, Jennifer; Slama, Hilary; Dronkers, Nina; Amici, Serena; Gorno-Tempini, Maria Luisa
2005-12-01
Apraxia of speech (AOS) is a motor speech disorder that can occur in the absence of aphasia or dysarthria. AOS has been the subject of some controversy since the disorder was first named and described by Darley and his Mayo Clinic colleagues in the 1960s. A recent revival of interest in AOS is due in part to the fact that it is often the first symptom of neurodegenerative diseases, such as primary progressive aphasia and corticobasal degeneration. This article will provide a brief review of terminology associated with AOS, its clinical hallmarks and neuroanatomical correlates. Current models of motor programming will also be addressed as they relate to AOS and finally, typical treatment strategies used in rehabilitating the articulation and prosody deficits associated with AOS will be summarized.

The unprecedented level of support that has been pledged to strengthen Government of Papua New Guinea (GoPNG) biodiversity conservation initiatives has re-identified an important fact that technical and infrastructure support must be complemented by programs that provide realistic opportunities for developing national capacity. Indications are that the next five years will present a range of challenging opportunities for the department to move from the intensive period of planning, which has been the focus of attention during the first phase of the National Forestry and Conservation Action Programme (NFCAP), into a sustained period of policy and project application. This paper examinesmore » processes under which strengthening programs contribute to national development objectives and complement accomplishment of the Department of Environment and Conservation Strategic Plan. 1988-01-01
The program of activities within the Microgravity Fluids and Transport Phenomena Discipline has been structured to enable the systematic pursuit of an increased understanding of low gravity fluid behavior/phenomena in a way which ensures that the results are appropriate to the widest range of applications. This structure is discussed and an overview of some of the activities which are underway is given. Of significance is the fact that in the majority of the current and planned activities, the measurement and, or control of the fluid temperature is a key experiment requirement. In addition, many of the experiments require that the temperature measurement be nonintrusive. A description of these requirements together with the current techniques which are being employed or under study to make these measurements is also discussed.

1993-09-01
The Phillips Laboratory Space Experiments Directorate in conjunction with the Air Force Space Test Program (AF STP), Defense Advanced Research and Projects Agency (DARPA) and Strategic Defense Initiative Organization (SDIO), are managing five small satellite program initiatives: Lightweight Exo-Atmospheric Projectile (LEAP) sponsored by SDIO, Miniature Sensor Technology Integration (MSTI) sponsored by SDIO, Technology for Autonomous Operational Survivability (TAOS) sponsored by Phillips Laboratory, TechSat sponsored by SDIO, and the Advanced Technology Standard Satellite Bus (ATSSB) sponsored by DARPA. Each of these spacecraft fulfills a unique set of program requirements. These program requirements range from a short-lived `one-of-a-kind' mission to the robust multi- mission role. Because of these diverging requirements, each program is driven to use a different design philosophy. But regardless of their design, there is the underlying fact that small satellites do not always equate to small missions. These spacecraft with their use of or ability to insert new technologies provide more capabilities and services for their respective payloads which allows the expansion of their mission role. These varying program efforts culminate in an ATSSB spacecraft bus approach that will support moderate size payloads, up to 500 pounds, in a large set of orbits while satisfying the `cheaper, faster, better' method of doing business. This technical paper provides an overview of each of the five spacecraft, focusing on the objectives, payoffs, technologies demonstrated, and program status.

Background: The fact that most sub-Saharan Africa countries including South Africa (SA) are not on track to meet the 2015 target of improving maternal, neonate and child health (MNCH) is a major public health concern. The aim of this paper to give an overview of the current state of MNC deaths in SA, their relative causes, highlight challenges, existing opportunities, progress made and future prospects. Methods: The overview involved a synthesis and review of recent data and information from key national representative peer reviewed articles and grey literature from the National Department of Health and related stakeholder reports. Results: Since 1990 the situation in SA aroused a lot of research interest in tracing the historical context of the problem, evaluating progress made and actions for improving MNCH. In 2009 the SA government established three national committees for confidential enquiry on MNC deaths. Multifactorial systems’ related challenges were identified. Subsequently, the new National Strategic Plan for MNC and Women’s Health and Nutrition has, in addition to provision of comprehensive interventions, been linked and aligned with efforts to strengthen the health systems particularly through the re-engineering of the Primary Health Care (PHC) services and district health systems. Conclusion and Global Health Implications: The overview gives an insight of the process that has influenced MNCH policy and programs in the country. The SA experience and current MNCH situation may be different compared to other African countries, however, the political commitment and government stewardship coupled with critical and yet complimentary research is exemplary, especially, given several global and regional plans and commitments to improve MNCH in the continent. The Microgravity Science Glovebox (MSG) is a double rack facility aboard the International Space Station (ISS) designed for investigation handling. The MSG has been operating on the ISS since July 2002 and is currently located in the Columbus Laboratory Module. The unique design of the facility allows it to accommodate science and technology investigations in a workbench type environment. The facility has an enclosed working volume that is held at a negative pressure with respect to the crew living area. This allows the facility to provide two levels of containment for small parts, particulates, fluids, and gases. This containment approach protects the crew from possible hazardous operations that take place inside the MSG work volume. Research investigations operating inside the MSG are provided a large 255 liter enclosed work space, 1000 watts of dc power via a versatile supply interface (120, 28, +/- 12, and 5 Vdc), 1000 watts of cooling capability, video and data recording and real time downlink, ground commanding capabilities, access to ISS Vacuum Exhaust and Vacuum Resource Systems, and gaseous nitrogen supply. These capabilities make the MSG one of the most utilized facilities on ISS. In fact, the MSG has been used for over 5000 hours of scientific payload operations. MSG investigations involve research in cryogenic fluid management, fluid physics, spacecraft fire safety, materials science, combustion, plant growth, and life support technologies. MSG is an ideal platform for science investigations and research required to advance the technology readiness levels (TRLs) applicable to the Constellation Program. This paper will provide an overview of the MSG facility, a synopsis of the research that has already been accomplished in the MSG, an overview of future investigations currently planned for operation in the MSG, and potential applications of MSG investigations that can provide useful data to the Constellation Program. In addition, this paper will address the role of the MSG facility in the ISS National Lab.
Treatment of Functional Impairment in Patients with Bipolar Disorder.
Sanchez-Moreno, Jose; Martinez-Aran, Anabel; Vieta, Eduard
2017-01-01
Traditionally, functional impairment has received little attention in bipolar disorder, despite the fact that many patients experience significant impairments in daily life. In the last decade, research has changed its focus from clinical remission to functional recovery in bipolar patients as a priority. A literature review of this topic will allow us provide an overview of the relevance of functional impairment as well as the potential factors that can predict or contribute to low functioning in bipolar disorder (BD). Treatment approaches should consider not only euthymia as a goal but also cognitive and functional improvement of patients with such a complex disorder. Functional remediation and psychoeducation among psychological interventions may help to enhance functioning. The combination of cognitive enhancers and cognitive/functional remediation programs may help in improving cognitive and functional impairments. Early interventions are essential to prevent cognitive deficits and disability.

This paper overviews a method of generating climate regions based on an analytic signal theory. When applied to atmospheric surface layer temperature data sets, the method allows forming climatic structures with the corresponding changes in the temperature to make conclusions on the uniformity of climate in an area and to trace the climate changes in time by analyzing the type group shifts. The algorithm is based on the fact that the frequency spectrum of the thermal oscillation process is narrow-banded and has only one mode for most weather stations. This allows using the analytic signal theory, causality conditions and introducing an oscillation phase. The annual component of the phase, being a linear function, was removed by the least squares method. The remaining phase fluctuations allow consistent studying of their coordinated behavior and timing, using the Pearson correlation coefficient for dependence evaluation. This study includes program experiments to evaluate the calculation efficiency in the phase grouping task. The paper also overviews some single-threaded and multi-threaded computing models. It is shown that the phase grouping algorithm for meteorological data can be parallelized and that a multi-threaded implementation leads to a 25-30% increase in the performance.

Impact of prenatal technologies on the sex ratio in India: an overview.
Madan, Kamlesh; Breuning, Martijn H
2014-06-01
The fact that techniques of prenatal diagnosis are used in India and China to selectively eliminate females is widely known. It has been extensively reported in the international media and in scientific publications since the 1990s. The publication of the Census of India 2011 shows that the ratio of girls to boys below the age of 6 years continues to decline at an alarming rate. Following that publication, this topic has again received international attention. The aim of this article is to better inform the human genetics community of the magnitude of this practice and its consequences in India. In this overview, we examine the impact of prenatal technology on the sex ratio in India. We present facts and figures from the Census of India and other publications that show that the practice is wide spread throughout India, in urban and rural areas, among the rich and the poor, and among the educated and the illiterate. We also briefly discuss the possible causes, consequences, and solutions.
Going beyond The three worlds of welfare capitalism: regime theory and public health research.
Bambra, C
2007-12-01
International research on the social determinants of health has increasingly started to integrate a welfare state regimes perspective. Although this is to be welcomed, to date there has been an over-reliance on Esping-Andersen's The three worlds of welfare capitalism typology (1990). This is despite the fact that it has been subjected to extensive criticism and that there are in fact a number of competing welfare state typologies within the comparative social policy literature. The purpose of this paper is to provide public health researchers with an up-to-date overview of the welfare state regime literature so that it can be reflected more accurately in future research. It outlines The three worlds of welfare capitalism typology, and it presents the criticisms it received and an overview of alternative welfare state typologies. It concludes by suggesting new avenues of study in public health that could be explored by drawing upon this broader welfare state regimes literature.

Recent epidemiologic studies evidence a dramatic increase of cardiovascular diseases, especially associated with the aging of the world population. During aging, the progressive impairment of the cardiovascular functions results from the compromised tissue abilities to protect the heart against stress. At the molecular level, in fact, a gradual weakening of the cellular processes regulating cardiovascular homeostasis occurs in aging cells. Atherosclerosis and heart failure are particularly correlated with aging-related cardiovascular senescence, that is, the inability of cells to progress in the mitotic program until completion of cytokinesis. In this review, we explore the intrinsic and extrinsic causes of cellular senescence and their role in the onset of these cardiovascular pathologies. Additionally, we dissect the effects of aging on the cardiac endogenous and exogenous reservoirs of stem cells. Finally, we offer an overview on the strategies of regenerative medicine that have been advanced in the quest for heart rejuvenation. PMID:29118467

For decades vaccine program managers and governments have devoted many resources to addressing public vaccine concerns, vaccine risk perception, risk management and safety assessment. Despite ever growing evidence that vaccines are safe and effective, public concerns continue. Education and evidence based scientific messages have not ended concerns. How can governments and programs more effectively address the public's vaccine concerns and increase confidence in the vaccine safety system? Vaccination hesitation has been attributed to concerns about vaccine safety, perceptions of high vaccine risks and low disease risk and consequences. Even when the public believes vaccines are important for protection many still have concerns about vaccine safety. This overview explores how heuristics affect public perception of vaccines and vaccine safety, how the public finds and uses vaccine information, and then proposes strategies for changes in the approach to vaccine safety communications. Facts and evidence confirming the safety of vaccines are not enough. Vaccine beliefs and behaviours must be shaped. This will require a shift in the what, when, how and why of vaccine risk and benefit communication content and practice. A change to a behavioural change strategy such as the WHO COMBI program that has been applied to disease eradication efforts is suggested. Copyright © 2011. Published by Elsevier Ltd.. The North American Amphibian Monitoring Program. [abstract
Griffin, J.
1998-01-01
The North American Amphibian Monitoring Program has been under development for the past three years. The monitoring strategy for NAAMP has five main prongs: terrestrial salamander surveys, calling surveys, aquatic surveys, western surveys, and atlassing. Of these five, calling surveys were selected as one of the first implementation priorities due to their friendliness to volunteers of varying knowledge levels, relative low cost, and the fact that several groups had already pioneered the techniques involved. While some states and provinces had implemented calling surveys prior to NAAMP, like WI and IL, most states and provinces had little or no history of state/provincewide amphibian monitoring. Thus, the majority of calling survey programs were initiated in the past two years. To assess the progress of this pilot phase, a program review was conducted on the status of the NAAMP calling survey program, and the results of that review will be presented at the meeting. Topics to be discussed include: who is doing what where, extent of route coverage, the continuing random route discussions, quality assurance, strengths and weaknesses of calling surveys, reliability of data, and directions for the future. In addition, a brief overview of the DISPro project will be included. DISPro is a new amphibian monitoring program in National Parks, funded by the Demonstration of Intensive Sites Program (DISPro) through the EPA and NPS. It will begin this year at Big Bend and Shenandoah National Parks. The purpose of the DISPro Amphibian Project will be to investigate relationships between environmental factors and stressors and the distribution, abundance, and health of amphibians in these National Parks. At each Park, amphibian long-term monitoring protocols will be tested, distributions and abundance of amphibians will be mapped, and field research experiments will be conducted to examine stressor effects on amphibians (e.g., ultraviolet radiation, contaminants, acidification).

Geothermal energy program overview
NASA Astrophysics Data System (ADS)
1991-12-01
The mission of the Geothermal Energy Program is to develop the science and technology necessary for tapping our nation's tremendous heat energy sources contained within the Earth. Geothermal energy is a domestic energy source that can produce clean, reliable, cost-effective heat and electricity for our nation's energy needs. Geothermal energy - the heat of the Earth - is one of our nation's most abundant energy resources. In fact, geothermal energy represents nearly 40 percent of the total U.S. energy resource base and already provides an important contribution to our nation's energy needs. Geothermal energy systems can provide clean, reliable, cost-effective energy for our nation's industries, businesses, and homes in the form of heat and electricity. The U.S. Department of Energy's (DOE) Geothermal Energy Program sponsors research aimed at developing the science and technology necessary for utilizing this resource more fully. Geothermal energy originates from the Earth's interior. The hottest fluids and rocks at accessible depths are associated with recent volcanic activity in the western states. In some places, heat comes to the surface as natural hot water or steam, which have been used since prehistoric times for cooking and bathing. Today, wells convey the heat from deep in the Earth to electric generators, factories, farms, and homes. The competitiveness of power generation with lower quality hydrothermal fluids, geopressured brines, hot dry rock, and magma (the four types of geothermal energy), still depends on the technical advancements sought by DOE's Geothermal Energy Program.

Recent Advances and Applications in Cryogenic Propellant Densification Technology
NASA Technical Reports Server (NTRS)
Tomsik, Thomas M.
2000-01-01
This purpose of this paper is to review several historical cryogenic test programs that were conducted at the NASA Glenn Research Center (GRC), Cleveland, Ohio over the past fifty years. More recently these technology programs were intended to study new and improved denser forms of liquid hydrogen (LH2) and liquid oxygen (LO2) cryogenic rocket fuels. Of particular interest are subcooled cryogenic propellants. This is due to the fact that they have a significantly higher density (eg. triple-point hydrogen, slush etc.), a lower vapor pressure and improved cooling capacity over the normal boiling point cryogen. This paper, which is intended to be a historical technology overview, will trace the past and recent development and testing of small and large-scale propellant densification production systems. Densifier units in the current GRC fuels program, were designed and are capable of processing subcooled LH2 and L02 propellant at the X33 Reusable Launch Vehicle (RLV) scale. One final objective of this technical briefing is to discuss some of the potential benefits and application which propellant densification technology may offer the industrial cryogenics production and end-user community. Density enhancements to cryogenic propellants (LH2, LO2, CH4) in rocket propulsion and aerospace application have provided the opportunity to either increase performance of existing launch vehicles or to reduce the overall size, mass and cost of a new vehicle system.

Necroptosis: Modules and molecular switches with therapeutic implications.
Arora, Deepika; Sharma, Pradeep Kumar; Siddiqui, Mohammed Haris; Shukla, Yogeshwer
2017-06-01
Among the various programmed cell death (PCD) pathways, "Necroptosis" has gained much importance as a novel paradigm of cell death. This pathway has emerged as a backup mechanism when physiologically conserved PCD (apoptosis) is non-functional either genetically or pathogenically. The expanding spectrum of necroptosis from physiological development to diverse patho-physiological disorders, including xenobiotics-mediated toxicity has now grabbed the attention worldwide. The efficient role of necroptosis regulators in disease development and management are under constant examination. In fact, few regulators (e.g. MLKL) have already paved their way towards clinical trials and others are in queue. In this review, emphasis has been paid to the various contributing factors and molecular switches that can regulate necroptosis. Here we linked the overview of current knowledge of this enigmatic signaling with magnitude of therapeutics that may underpin the opportunities for novel therapeutic approaches to suppress the pathogenesis of necroptosis-driven disorders. 2016-01-01
Heavy-atom derivatization is one of the oldest techniques for obtaining phase information for protein crystals and, although it is no longer the first choice, it remains a useful technique for obtaining phases for unknown structures and for low-resolution data sets. It is also valuable for confirming the chain trace in low-resolution electron-density maps. This overview provides a summary of the technique and is aimed at first-time users of the method. It includes guidelines on when to use it, which heavy atoms are most likely to work, how to prepare heavy-atom solutions, how to derivatize crystals and how to determine whether a crystal is in fact a derivative. Since 1901 Nobel Prize is awarded for exceptional achievements in physics, chemistry, literature, peace, economy (since 1968) and medicine or physiology. The first aim of the paper is to provide an overview of surgeons - winners of Nobel Prize for medicine or physiology. Although the prominent neurosurgeons were frequently nominated as Nobel Prize candidates, surprisingly no neurosurgeon received this prestigious award so far despite that the results of their research transgressed the relatively narrow limits of neurosurgical speciality. The most prominent leaders in the field of neurosurgery, such as Victor Horsley, Otfrid Foerster, Walter Dandy and Harvey Cushing are discussed from the point of their nominations. The overview of the activity of the Portuguese neurologists and Nobel Prize Winter in 1949 Egas Moniz (occasionally erroneously reported as neurosurgeon) is also provided. Although his work on brain angiography has fundamentally changed the diagnostic possibilities in neurology and neurosurgery, he was eventually awarded Nobel Prize for the introduction of the currently outdated frontal lobotomy. The fact that none of the above mentioned prominent neurosurgeons has not been recognised by Nobel Prize, may be attributed to the fact that their extensive work cannot be captured in a short summary pinpointing its groundbreaking character.

The 2004 NASA Seal/Secondary Air System workshop covered the following topics: (1) Overview of NASA s new Exploration Initiative program aimed at exploring the Moon, Mars, and beyond; (2) Overview of the NASA-sponsored Ultra-Efficient Engine Technology (UEET) program; (3) Overview of NASA Glenn s seal program aimed at developing advanced seals for NASA s turbomachinery, space, and reentry vehicle needs; (4) Reviews of NASA prime contractor and university advanced sealing concepts including tip clearance control, test results, experimental facilities, and numerical predictions; and (5) Reviews of material development programs relevant to advanced seals development. The NASA UEET overview illustrated for the reader the importance of advanced technologies, including seals, in meeting future turbine engine system efficiency and emission goals. For example, the NASA UEET program goals include an 8- to 15-percent reduction in fuel burn, a 15-percent reduction in CO2, a 70-percent reduction in NOx, CO, and unburned hydrocarbons, and a 30-dB noise reduction relative to program baselines. The workshop also covered several programs NASA is funding to develop technologies for the Exploration Initiative and advanced reusable space vehicle technologies. NASA plans on developing an advanced docking and berthing system that would permit any vehicle to dock to any on-orbit station or vehicle, as part of NASA s new Exploration Initiative. Plans to develop the necessary mechanism and androgynous seal technologies were reviewed. Seal challenges posed by reusable re-entry space vehicles include high-temperature operation, resiliency at temperature to accommodate gap changes during operation, and durability to meet mission requirements.

Case Study with WIPP program overview, information regarding eligibility, and successes from Pennsylvania's Commission on Economic Opportunity (CEO) that demonstrate innovative approaches that maximize the benefit of the program. The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of homes of low-income families. Since 2010, WIPP has helped weatherization service providers as well as new and nontraditional partners leverage non-federal financial resources to supplement federal grants, saving taxpayer money.more » WIPP complements the Weatherization Assistance program (WAP), which operates nation-wide, in U.S. territories and in three Native American tribes. 16 grantees are implementing weatherization innovation projects using experimental approaches to find new and better ways to weatherize homes. They are using approaches such as: (1) Financial tools - by understanding a diverse range of financing mechanisms, grantees can maximize the impact of the federal grant dollars while providing high-quality work and benefits to eligible low-income clients; (2) Green and healthy homes - in addition to helping families reduce their energy costs, grantees can protect their health and safety. Two WIPP projects (Connecticut and Maryland) will augment standard weatherization services with a comprehensive green and healthy homes approach; (3) New technologies and techniques - following the model of continuous improvement in weatherization, WIPP grantees will continue to use new and better technologies and techniques to improve the quality of work; (4) Residential energy behavior change - Two grantees are rigorously testing home energy monitors (HEMs) that display energy used in kilowatt-hours, allowing residents to monitor and reduce their energy use, and another is examining best-practices for mobile home energy efficiency; (5) Workforce development and volunteers - with a goal of creating a self-sustaining weatherization model that does not require future federal investment, three grantees are adapting business models successful in other sectors of the home performance business to perform weatherization work. Youthbuild is training youth to perform home energy upgrades to eligible clients and Habitat for Humanity is developing a model for how to incorporate volunteer labor in home weatherization. These innovative approaches will improve key weatherization outcomes, such as: Increasing the total number of homes that are weatherized; Reducing the weatherization cost per home; Increasing the energy savings in each weatherized home; Increasing the number of weatherization jobs created and retained; and Reducing greenhouse gas emissions.« less

Violence against women in Mexico: conceptualization and program application.
Pick, Susan; Contreras, Carmen; Barker-Aguilar, Alicia
2006-11-01
Violence against women has been a problem in human cultures for centuries. This is still the case both in developed and in developing countries, but it is in developing countries where the problem is aggravated as the result of cultural norms that are tolerant of men exerting power over women and girls as a commonly accepted practice. This power is often put into practice through physical and psychological acts of violence. In Mexico, as in many other countries, there is a legal framework that protects women from such acts, yet in the case of Mexico it has not yet been translated into actual improvements in their lives. We present an overview of advances in legal remedies regarding violence towards females internationally and in Mexico. The fact that these advances per se do not lead to changes in social norms that tolerate violence against females is emphasized. Also presented is the experience of the Mexican Institute for Research on Family and Population (IMIFAP) with the design and implementation of programs that promote protective factors and changes in behaviors in such a way that violence is effectively prevented. These programs focus on the development of psychosocial skills and knowledge through participatory workshops that promote self reflection, and they are developed and evaluated before being then applied on a large scale in poverty-stricken communities. These workshops lead to more egalitarian relationships between genders. IMIFAP's programs address not only violence but also other areas are integrated such that the enablement of psychosocial skills is applied in the broader socio-cultural context, leading to healthier and economically more productive lives. These programs are derived from the Framework for Enabling Agentic Empowerment (FENAE), which enables choice and the development of agentic empowerment through integrating skills, knowledge, and the context in which people live.

New experimental tools are urgently required to better understand the metastatic process. The importance of such tools is underscored by the fact that many anti-cancer therapies are generally ineffective against established metastases. This makes a major contribution to the fact that metastatic spread is responsible for over 90% of cancer patient deaths. It was therefore timely that the recent "Seed and Soil: In Vivo Models of Metastasis" conference held in Berlin, Germany (27-29 of November 2017) aimed to give an in-depth overview of the latest research models and tools for studying metastasis, and to showcase recent findings from world-leading metastasis researchers. This Meeting Report summarises the major themes of this ground-breaking conference.

An overview is presented of government contributions to the program called Design Analysis Methods for Vibrations (DAMV) which attempted to develop finite-element-based analyses of rotorcraft vibrations. NASA initiated the program with a finite-element modeling program for the CH-47D tandem-rotor helicopter. The DAMV program emphasized four areas including: airframe finite-element modeling, difficult components studies, coupled rotor-airframe vibrations, and airframe structural optimization. Key accomplishments of the program include industrywide standards for modeling metal and composite airframes, improved industrial designs for vibrations, and the identification of critical structural contributors to airframe vibratory responses. The program also demonstrated the value of incorporating secondary modeling details to improving correlation, and the findings provide the basis for an improved finite-element-based dynamics design-analysis capability.

2015-09-01
MPEG has produced standards that have provided the industry with the best video compression technologies. In order to address the diversified needs of the Internet, MPEG issued the Call for Proposals (CfP) for internet video coding in July, 2011. It is anticipated that any patent declaration associated with the Baseline Profile of this standard will indicate that the patent owner is prepared to grant a free of charge license to an unrestricted number of applicants on a worldwide, non-discriminatory basis and under other reasonable terms and conditions to make, use, and sell implementations of the Baseline Profile of this standard in accordance with the ITU-T/ITU-R/ISO/IEC Common Patent Policy. Three different codecs had responded to the CfP, which are WVC, VCB and IVC. WVC was proposed jointly by Apple, Cisco, Fraunhofer HHI, Magnum Semiconductor, Polycom and RIM etc. it's in fact AVC baseline. VCB was proposed by Google, and it's in fact VP8. IVC was proposed by several Universities (Peking University, Tsinghua University, Zhejiang University, Hanyang University and Korea Aerospace University etc.) and its coding tools was developed from Zero. In this paper, we give an overview of the coding tools in IVC, and evaluate its performance by comparing it with WVC, VCB and AVC High Profile.

2012-03-01
This fact sheet provides an overview of the U.S. Department of Energy's Clean Cities program, which builds partnerships to reduce petroleum use in transportation in communities across the country. The U.S. Department of Energy's Clean Cities initiative advances the nation's economic, environmental, and energy security by supporting local actions to reduce petroleum consumption in transportation. Clean Cities accomplishes this work through the activities of nearly 100 local coalitions. These coalitions provide resources and technical assistance in the deployment of alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Clean Cities overarching goal ismore » to reduce U.S. petroleum use by 2.5 billion gallons per year by 2020. To achieve this goal, Clean Cities employs three strategies: (1) Replace petroleum with alternative and renewable fuels, including natural gas, propane, electricity, ethanol, biodiesel, and hydrogen; (2) Reduce petroleum consumption through smarter driving practices and fuel economy improvements; and (3) Eliminate petroleum use through idle reduction and other fuel-saving technologies and practices.« less
Misinformation in eating disorder communications: Implications for science communication policy
NASA Astrophysics Data System (ADS)
Radford, Benjamin
Though eating disorders are a serious public health threat, misinformation about these potentially deadly diseases is widespread. This study examines eating disorder information from a wide variety of sources including medical journals, news reports, and popular social activist authors. Examples of misinformation were identified, and three aspects of eating disorders (prevalence, mortality, and etiology) were chosen as key indicators of scientific illiteracy about those illnesses. A case study approach was then adopted to trace examples of misinformation to their original sources whenever possible. A dozen examples include best-selling books, national eating disorder information clearinghouses; the news media; documentary feature films; and a PBS television Nova documentary program. The results provide an overview of the ways in which valid information becomes flawed, including poor journalism, lack of fact-checking, plagiarism, and typographical errors. Less obvious---and perhaps even more important---much of the misinformation results from scientific research being co-opted to promote specific sociopolitical agendas. These results highlight a significant gap in science communication between researchers, the medical community, and the public regarding these diseases, and recommendations to address the problem are offered.

Overview of Faculty Development Programs for Interprofessional Education
Zorek, Joseph A.; Meyer, Susan M.
2017-01-01
Objectives. To describe characteristics of faculty development programs designed to facilitate interprofessional education, and to compile recommendations for development, delivery, and assessment of such faculty development programs. Methods. MEDLINE, CINAHL, ERIC, and Web of Science databases were searched using three keywords: faculty development, interprofessional education, and health professions. Articles meeting inclusion criteria were analyzed for emergent themes, including program design, delivery, participants, resources, and assessment. Results. Seventeen articles were identified for inclusion, yielding five characteristics of a successful program: institutional support; objectives and outcomes based on interprofessional competencies; focus on consensus-building and group facilitation skills; flexibility based on institution- and participant-specific characteristics; and incorporation of an assessment strategy. Conclusion. The themes and characteristics identified in this literature overview may support development of faculty development programs for interprofessional education. An advanced evidence base for interprofessional education faculty development programs is needed. PMID:28720924

2002-01-01
The 2001 NASA Seal/Secondary Air System Workshop covered the following topics: (i) overview of NASA's Vision for 21st Century Aircraft; (ii) overview of NASA-sponsored Ultra-Efficient Engine Technology (UEET); (iii) reviews of sealing concepts, test results, experimental facilities, and numerical predictions; and (iv) reviews of material development programs relevant to advanced seals development. The NASA UEET overview illustrates for the reader the importance of advanced technologies, including seals, in meeting future turbine engine system efficiency and emission goals. The NASA UEET program goals include an 8-to 15-percent reduction in fuel burn, a 15-percent reduction in CO2, a 70-percent reduction in NOx, CO, and unburned hydrocarbons, and a 30-dB noise reduction relative to program baselines. The workshop also covered several programs NASA is funding to investigate advanced reusable space vehicle technologies (X-38) and advanced space ram/scramjet propulsion systems. Seal challenges posed by these advanced systems include high-temperature operation, resiliency at the operating temperature to accommodate sidewall flexing, and durability to last many missions.

Empirical approaches to the study of language evolution.
Fitch, W Tecumseh
2017-02-01
The study of language evolution, and human cognitive evolution more generally, has often been ridiculed as unscientific, but in fact it differs little from many other disciplines that investigate past events, such as geology or cosmology. Well-crafted models of language evolution make numerous testable hypotheses, and if the principles of strong inference (simultaneous testing of multiple plausible hypotheses) are adopted, there is an increasing amount of relevant data allowing empirical evaluation of such models. The articles in this special issue provide a concise overview of current models of language evolution, emphasizing the testable predictions that they make, along with overviews of the many sources of data available to test them (emphasizing comparative, neural, and genetic data). The key challenge facing the study of language evolution is not a lack of data, but rather a weak commitment to hypothesis-testing approaches and strong inference, exacerbated by the broad and highly interdisciplinary nature of the relevant data. This introduction offers an overview of the field, and a summary of what needed to evolve to provide our species with language-ready brains. It then briefly discusses different contemporary models of language evolution, followed by an overview of different sources of data to test these models. I conclude with my own multistage model of how different components of language could have evolved.

Clean Air Markets - Quick Facts and Trends
The Quick Facts and Trends module is part of a suite of Clean Air Markets-related tools that are accessible at http://camddataandmaps.epa.gov/gdm/index.cfm. The Quick Facts and Trends module provides charts and graphs depicting national trends in emissions and heat input. The user can view, for example, data pertaining to the top annual and ozone season emitters of a selected pollutant, the number of units and facilities in a particular state, and trends in sulfur dioxide, nitrogen oxide and carbon dioxide emissions.EPA's Clean Air Markets Division (CAMD) includes several market-based regulatory programs designed to improve air quality and ecosystems. The most well-known of these programs are EPA's Acid Rain Program and the NOx Programs, which reduce emissions of sulfur dioxide (SO2) and nitrogen oxides (NOx)-compounds that adversely affect air quality, the environment, and public health. CAMD also plays an integral role in the development and implementation of the Clean Air Interstate Rule (CAIR).

Overview of NASA's Thermal Control System Development for Exploration Project
NASA Technical Reports Server (NTRS)
Stephan, Ryan A.
2011-01-01
The now-cancelled Constellation Program included the Orion, Altair, and Lunar Surface Systems project offices. The first two elements, Orion and Altair, were planned to be manned space vehicles while the third element was much more diverse and included several sub-elements. Among other things, these sub-elements were Rovers and a Lunar Habitat. The planned missions involving these systems and vehicles included several risks and design challenges. Due to the unique thermal operating environment, many of these risks and challenges were associated with the vehicles thermal control system. NASA s Exploration Technology Development Program (ETDP) consisted of various technology development projects. The project chartered with mitigating the aforementioned thermal risks and design challenges was the Thermal Control System Development for Exploration Project. These risks and design challenges were being addressed through a rigorous technology development process that was planned to culminate with an integrated thermal control system test. Although the technologies being developed were originally aimed towards mitigating specific Constellation risks, the technology development process is being continued within a new program. This continued effort is justified by the fact that many of the technologies are generically applicable to future spacecraft thermal control systems. The current paper summarizes the development efforts being performed by the technology development project. The development efforts involve heat acquisition and heat rejection hardware including radiators, heat exchangers, and evaporators. The project has also been developing advanced phase change material heat sinks and performing a material compatibility assessment for a promising thermal control system working fluid. The to-date progress and lessons-learned from these development efforts will be discussed throughout the paper.
