The National Aeronautics and Space Administration invites eligible small business concerns to submit Phase 1 proposals for its 1994 Small Business Innovation Research (SBIR) Program, which is described in this twelfth annual NASA SBIR Program Solicitation. The 1994 solicitation period for Phase 1 proposals begins April 4, 1994 and ends June 15, 1994. Eligible firms with research or research and development capabilities (R/R&D) in any of the listed topic and subtopic areas are encouraged to participate. As the LDEF program draws to a close, it leaves in place the fundamental building blocks for a Space Environment and Effects (SEE) program. Results from LDEF data analyses and investigations now form a substantial core of knowledge on the long term effects of the space environment on materials, system and structures. In addition, these investigations form the basic structure of a critically-needed SEE archive and database system. An agency-wide effort is required to capture all elements of a SEE program to provide a more comprehensive and focused approach to understanding the space environment, determining the best techniques for both flight and ground-based experimentation, updating the models which predict both the environments and those effects on subsystems and spacecraft, and, finally, ensuring that this multitudinous information is properly maintained, and inserted into spacecraft design programs. Many parts and pieces of a SEE program already exist at various locations to fulfill specific needs. The primary purpose of this program, under the direction of the Office of Advanced Concepts and Technology (OACT) in NASA Headquarters, is to take advantage of these parts; apply synergisms where possible; identify and when possible fill-in gaps; coordinate and advocate a comprehensive SEE program. The SEE program must coordinate and support the efforts of well-established technical communities wherein the bulk of the work will continue to be done. The SEE program will consist of a NASA-led SEE Steering Committee, consisting of government and industry users, with the responsibility for coordination between technology developers and NASA customers; and Technical Working Groups with primary responsibility for program technical content in response to user needs. The Technical Working Groups are as follows: Materials and Processes; Plasma and Fields; Ionizing Radiation; Meteoroids and Orbital Debris; Neutral External Contamination; Thermosphere, Thermal, and Solar Conditions; Electromagnetic Effects; Integrated Assessments and Databases. Specific technology development tasks will be solicited through a NASA Research Announcement to be released in May of 1994. Prevalence and Risk Factors Among Minors for Online Sexual Solicitations and Interactions With Adults.

The research on online child sexual victimization has mainly focused on the sexual solicitation of minors (i.e., sexual requests by an adult), with scarce information available on sexual interactions (e.g., cybersex or meeting in person) in which a minor is exploited by an adult. In the present study, we analyzed the prevalence and risk factors associated with both sexual solicitations and interactions of minors with adults. The sample included 2,731 minors between 12 and 15 years old (50.6% female). The minors completed several self-report questionnaires about sexual solicitations and interactions with adults, including possible risk factors (e.g., sociodemographic variables, Internet use, and psychological adjustment). Of the participants, 15.6% of girls and 9.3% of boys reported sexual solicitations, and 8.2% of girls and 7.4% of boys reported sexualized interactions with adults. Among the variables studied, several appeared related to both sexual solicitations and interactions: older age, having been involved in sexting, being a victim of cyberbullying, having unknown people in friends list, using chat, time spent online on a weekday, and depression symptoms. Gender (being female), using video chat, and instant messaging by computer were significant variables for sexual solicitation but not for sexual interaction; participation in online games was significant only for sexual interactions. Finally, minors reporting sexual interactions presented a higher risk profile than those reporting only sexual solicitations. These findings highlight the relevance of distinguishing between sexual solicitations and sexual interactions and suggest important avenues for prevention programs.

A Tale of Two Cities: Financing Two Voucher Programs for Substance Abusers Through Community Donations

Voucher-based reinforcement therapy (VBRT) is an effective drug abuse treatment, but the cost of VBRT rewards has limited its dissemination. Obtaining VBRT incentives through donations may be one way to overcome this barrier. Two direct mail campaigns solicited donations for use in VBRT for pregnant, postpartum, and parenting drug users in Toronto, Ontario, Canada, and in Los Angeles, California. In Toronto, 19% of those contacted over 2 months donated $8,000 ($4,000/month) of goods and services. In Los Angeles, nearly 26% of those contacted over 34 months donated $161,000 ($4,472/month) of goods and services. Maintaining voucher programs by soliciting donations is feasible and sustainable. The methods in this article can serve as a guide for successful donation solicitation campaigns. Donations offer an alternative for obtaining VBRT rewards for substance abuse treatment and may increase its dissemination. PMID:15122959

How risky are social networking sites? A comparison of places online where youth sexual solicitation and harassment occurs.

Recently, public attention has focused on the possibility that social networking sites such as MySpace and Facebook are being widely used to sexually solicit underage youth, consequently increasing their vulnerability to sexual victimization. Beyond anecdotal accounts, however, whether victimization is more commonly reported in social networking sites is unknown. The Growing up With Media Survey is a national cross-sectional online survey of 1588 youth. Participants were 10- to 15-year-old youth who have used the Internet at least once in the last 6 months. The main outcome measures were unwanted sexual solicitation on the Internet, defined as unwanted requests to talk about sex, provide personal sexual information, and do something sexual, and Internet harassment, defined as rude or mean comments, or spreading of rumors. Fifteen percent of all of the youth reported an unwanted sexual solicitation online in the last year; 4% reported an incident on a social networking site specifically. Thirty-three percent reported an online harassment in the last year; 9% reported an incident on a social networking site specifically. Among targeted youth, solicitations were more commonly reported via instant messaging (43%) and in chat rooms (32%), and harassment was more commonly reported in instant messaging (55%) than through social networking sites (27% and 28%, respectively). Broad claims of victimization risk, at least defined as unwanted sexual solicitation or harassment, associated with social networking sites do not seem justified. Prevention efforts may have a greater impact if they focus on the psychosocial problems of youth instead of a specific Internet application, including funding for online youth outreach programs, school antibullying programs, and online mental health services.

Welcome to this third edition of the Flight Opportunities program annual report. In this edition, we continue our story of pathfinding NASA's role in the partnership with the U.S. commercial space and space technology R&D communities to advance national space interests and develop technologies critical to NASA's future missions. 2015 was the year in which a planned change to our payload solicitation strategy saw its first tangible result. As you might remember from our 2014 annual report, in 2015 we set out to facilitate a more direct interaction between flight providers and technology developers by providing fixed funding awards to researchers to directly purchase the flight service(s) that best meet their needs. The selection and award of the first six REDDI-F1 flight grants to non-U.S. government researchers was an important milestone in this regard. From now on, using the REDDI-F1 solicitation appendix, the program will enable non-U.S. government researchers to directly purchase flight services on the emerging suborbital market. The same (or similar) commercial flight services will be available to NASA and other U.S. government agencies (OGA) through commercial contracts that NASA has established through our program. For the latter, our program is available to provide campaign management services, similar to the role we play(ed) for technology payloads remaining in our pool from earlier selections. The full impact of this broader strategic change will likely become more visible in the years ahead as our legacy pool gets depleted and we have implemented a new NASA- and OGA-specific call for proposals. One observation that can already be made after two rounds of REDDI-F1 solicitations is that through this change, the list of commercial flight service providers of interest to non-U.S. government researchers has grown from five in 2014 to nine in 2015. On the industry development front, our Announcement of Collaborative Opportunities (ACO) solicitation was promoted to an STMD-wide solicitation and released in 2015 in combination with the Tipping Point solicitation. A total of 22 awards was announced in November 2015, 12 of which are ACO awards, and six of these are funded by Flight Opportunities. Through these ACO awards, the program funds NASA technical expertise and NASA test facilities to aid industry partners in maturing key space technologies, in our case focusing on small launch vehicle technology development. Flight test activity in 2015 saw a steady 13 campaigns with 31 payload-flights (29 unique payloads). Thirteen new payloads were selected into the program in FY2015, and 14 payloads completed flight testing, bringing the total number of completed technology demonstration payloads to 69. Overall, we are pleased with the evolution and growth of the Flight Opportunities program and look forward to continued success in our partnership with the technology R&D community and the commercial space sector.

The increased shortage of organs for transplantation has led to a widening of the living donor pool and to innovations in how and where people seek living donors. Transplant programs are being asked to reconsider practice in light of new situations. Public solicitations for organs have grown as people have become more desperate to find organs. The expansion of the media, particularly the Internet, into our everyday lives has offered an additional method for the dissemination of information and requests for organs. This article discusses public solicitations from living kidney donors, examines the ethical issues therein, and makes suggestions as to how transplant teams might consider addressing this issue.

Abstract Concerns remain regarding the heterogeneity in overlapping human immunodeficiency virus (HIV) risk behaviors among sex workers (SWs) in Pakistan; specifically, the degree to which SWs interact with people who inject drugs (PWID) through sex and/or needle sharing. Following an in-depth mapping performed in 2011 to determine the size and distribution of key populations at highest risk of HIV acquisition in Pakistan, a cross-sectional biological and behavioral survey was conducted among PWID, female (FSWs), male (MSWs), and hijra/transgender (HSWs) sex workers, and data from 8 major cities were used for analyses. Logistic regression was used to identify factors, including city of residence and mode of SW-client solicitation, contributing to the overlapping risks of drug injection and sexual interaction with PWID. The study comprised 8483 SWs (34.5% FSWs, 32.4% HSWs, and 33.1% MSWs). Among SWs who had sex with PWID, HSWs were 2.61 (95% confidence interval [CI], 1.19–5.74) and 1.99 (95% CI, 0.94–4.22) times more likely to inject drugs than MSWs and FSWs, respectively. There was up to a 3-fold difference in drug injecting probability, dependent on where and/or how the SW solicited clients. Compared with SWs in Larkana, the highest likelihood of drug injection use was among SWs in Multan (OR = 4.52; 95% CI: 3.27–6.26), followed by those in Lahore, Quetta, and Faisalabad. Heterogeneity exists in the overlapping patterns of HIV risk behaviors of SWs. The risk of drug injection among SWs also varies by city. Some means of sexual client solicitation may be along the pathway to overlapping HIV risk vulnerability due to increased likelihood of drug injection among SWs. Online partner seeking is associated with sexual risk behavior among young adults (specifically men who have sex with men), but this association has yet to be explored among a probability sample of adolescents. Moreover, cell phone internet access and sexual risk taking online and offline have not been explored. A probability sample (N = 1,831) of Los Angeles Unified School District high school students was collected in 2011. Logistic regression models assessed relationships between specific sexual risk behaviors (online sexual solicitation, seeking partners online, sex with internet-met partners, condom use) and frequency of internet use, internet access points, and demographics. Students with cell phone internet access were more likely to report being solicited online for sex, being sexually active, and having sex with an internet-met partner. Bisexual-identifying students reported higher rates of being approached online for sex, being sexually active, and not using condoms at last sex. Gay, lesbian, and questioning (GLQ) students were more likely to report online partner seeking and unprotected sex at last sex with an internet-met partner. Additionally, having sex with an internet-met partner was associated with being male, online sexual solicitation, and online partner seeking. Internet- and school-based sexual health programs should incorporate safety messages regarding online sexual solicitation, seeking sex partners online, and engaging in safer sex practices with all partners. Programs must target adolescents of all sexual identities, as adolescents may not yet be “out,” and bisexual and GLQ adolescents are more likely to engage in risky sex behaviors. PMID:25344027

The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energymore » Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Introduction: NASA’s Planetary Science Division (PSD) solicits its research and analysis (R&A) programs each year in Research Opportunities in Space and Earth Sciences (ROSES). Beginning with the 2014 ROSES solicitation, PSD changed the structure of the program elements under which the majority of planetary science R&A is done. We studied two multimale-multifemale groups of black howler monkeys (Alouatta pigra) during a 14-month study (June 2006-July 2007) in Palenque National Park, Mexico to evaluate the ways in which their sexual behavior changes across ovarian cycles. We analyzed 231 fecal samples, collected every 2.2+/-1.4 days from five females. For four females, estradiol and progesterone profiles revealed an average (+/-SE) cycle length of 18.3+/-1.4 days. Copulations occurred significantly more frequently during the periovulatory period (POP), defined as the estimated day of ovulation +/-3 days (N=18). This was largely the result of cycling females soliciting sexual interactions during their POPs. Females directed their solicitations significantly more often toward "central" males of their group, who had close spatial associations with females at other times, compared with "noncentral" males, who did not associate closely with females. Central males rarely solicited sexual interactions, but instead monitored the females' reproductive status by sniffing their genitals, and maintained significantly closer proximity to females during their POPs, suggesting male mate guarding when conceptions are most likely to occur. Our findings indicate that the reproductive strategies of black howler central males and females coincide, highly skewing mating opportunities toward central males. Black howler females, however, occasionally choose to copulate with noncentral resident males or extra-group males during their POPs, undermining the ability of central males to monopolize all reproductive opportunities. NASA and the NSF, the sponsoring Federal agencies for the GLOBE Program, are seeking the participation of science teams who are working at the cutting edge of Earth systems science in large integrated Earth systems science programs. Connecting the GLOBE concept and structure with NASA and NSF's leading Earth systems science programs will give GLOBE schools and students access to top scientists, and expose them to programs that have been designated as scientific priorities. Students, teachers, parents, and their communities will be able to see how scientists of many disciplines work together to learn about the Earth system. The GLOBE solicitation released by the NSF targets partnerships between GLOBE and NSF/NASA-funded integrated Earth systems science programs. This presentation will focus on the goals and requirements of the NSF solicitation. Proponents will be expected to provide ways for the GLOBE community to interact with a group of scientists from their science programs as part of a wider joint Earth systems science educational strategy (the sponsoring agencies', GLOBE's, and the proposing programs'). Teams proposing to this solicitation must demonstrate: - A focus on direct connections with major NSF Geosciences and/or Polar Programs and/or NASA Earth-Sun research programs that are related to Earth systems science; - A demonstrable benefit to GLOBE and to NSF Geosciences and/or Polar Programs or NASA Earth-Sun education goals (providing access to program researchers and data, working with GLOBE in setting up campaigns where possible, using tested GLOBE or non-GLOBE protocols to the greatest extent possible, actively participating in the wider GLOBE community including schools, among other goals); - An international component; - How the existing educational efforts of the large science program will coordinate with GLOBE; - An Earth systems science education focus, rather than a GLOBE protocol-support focus; - A rigorous evaluation and assessment component that will collaborate with the Geosciences Education assessment contractor and with the GLOBE Office's evaluation and assessment activities; and - Contact and discussions with the GLOBE Office regarding understandings of roles and responsibilities. Recent Results of NASA's Space Environments and Effects Program

The Space Environments and Effects (SEE) Program is a multi-center multi-agency program managed by the NASA Marshall Space Flight Center. The program evolved from the Long Duration Exposure Facility (LDEF), analysis of LDEF data, and recognition of the importance of the environments and environmental effects on future space missions. It is a very comprehensive and focused approach to understanding the space environments, to define the best techniques for both flight and ground-based experimentation, to update the models which predict both the environments and the environmental effects on spacecraft, and finally to ensure that this information is properly maintained and inserted into spacecraft design programs. Formal funding of the SEE Program began initially in FY95. A NASA Research Announcement (NRA) solicited research proposals in the following categories: 1) Engineering environment definitions; 2) Environments and effects design guidelines; 3) Environments and effects assessment models and databases; and, 4) Flight/ground simulation/technology assessment data. This solicitation resulted in funding for eighteen technology development activities (TDA's). This paper will present and describe technical results rom the first set of TDA's of the SEE Program. It will also describe the second set of technology development activities which are expected to begin in January 1998. These new technology development activities will enable the SEE Program to start numerous new development activities in support of mission customer needs.

Contribution of four lifelong factors of cognitive reserve on late cognition in normal aging and Parkinson's disease.

Cognitive reserve (CR) was proposed to explain how individual differences in brain function help to cope with the effects of normal aging and neurodegenerative diseases. Education, professional solicitations, and engagement in leisure and physical activities across the lifetime are considered as major determinants of this reserve. Using multiple linear regression analyses, we tested separately in healthy elderly and Parkinson's disease (PD) populations to what extent cognitive performance in several domains was explained by (a) any of these four environmental lifespan variables; (b) demographic and clinical variables (age, gender, depression score, and, for the PD group, duration of disease and dopaminergic drugs). We also tested for an interaction, if any, between these lifespan variables and brain pathology indexed by global atrophy measured from high-resolution anatomical magnetic resonance imaging. Age was negatively associated with cognitive performance in the PD group. In healthy elderly participants, we observed significant positive associations between cognitive performance and (a) education, (b) leisure activities, and (c) professional solicitation (decisional latitude). Furthermore, participants with greater brain atrophy benefited more from CR. In PD patients, education and professional solicitations contributed to cognitive performance but to a lesser extent than in controls. CR factors modulated the relationship between cognition and brain atrophy only in patients with a slight or moderate brain atrophy. Education is the CR factor that contributed the most to late cognitive functioning in both groups, closely followed by leisure activity in normal aging and professional solicitations in PD. Our results also provide evidence suggesting that the effects of CR does not express similarly in normal aging and PD. From a broader perspective, these results seem to indicate that CR factors the most consistently practiced across lifespan (education and professional solicitation) are those that are the more strongly associated to late cognitive efficiency.

Rape myth acceptance in men who completed the prostitution offender program of British Columbia.

In an effort to characterize the attitudes and characteristics of men who solicit sex, this study investigated rape myth acceptance as assessed by a modification of Burt's Rape Myth Acceptance Scale. The participants were all men who took part in the Prostitution Offender Program of British Columbia after being arrested for attempting to solicit sex from an undercover police officer. Relationships between endorsement of rape myths, other attitudes, sexual behavior, and demographic variables were examined. Results reveal that age, education, use of pornography, ideal frequency of intercourse, and believing that purchasing sex is a problem are all negatively correlated with rape myth acceptance. Positive correlations were found between rape myth acceptance and sexual conservatism, sexual violence/coercion, and social desirability. Results are discussed in terms of the association between rape myth acceptance and the violence frequently perpetrated against those working in the sex trade.

Under DOE's solicitation DE-FOA-0001190, NRG and Inventys conceptualized a Large-Scale pilot (>10MWe) post-combustion CO 2 capture project using Inventys' VeloxoThermTM carbon capture technology. The technology is comprised of an intensified thermal swing adsorption (TSA) process that uses a patented architecture of structured adsorbent and a novel process design and embodiment to capture CO 2 from industrial flue gas streams. The result of this work concluded that the retrofit of this technology is economically and technically viable, but that the sorbent material selected for the program would need improving to meet the techno-economic performance requirements of the solicitation.

The Phase I STTR research project was targeted at meeting the objectives and requirements stated in STTR solicitation A04-T028 for a Portable Cell Maintenance System for Rapid Toxicity Monitoring. In accordance with the requirements for STTR programs, collaboration was formed between a small business, Kionix, Inc., and The Regents of the University of California, Lawrence Livermore National Laboratory (LLNL). The collaboration included CytoDiscovery, Inc. (CDI) which, in collaboration with Kionix, provided access to membrane chip technology and provided program support and coordination. The objective of the overall program (excerpted from the original solicitation) was: “To develop a small, portable cellmore » maintenance system for the transport, storage, and monitoring of viable vertebrate cells and tissues.” The goal of the Phase I project was to demonstrate the feasibility of achieving the program objectives utilizing a system comprised of a small-size, microfluidic chip-based cell maintenance cartridge (CMC) and a portable cell maintenance system (CMS) capable of housing a minimum of four CMCs. Adolescents' empathy and prosocial behavior in the family context: a longitudinal study.

Children's empathy and prosocial behavior play an important role in their social competence. Of the influential factors, research has demonstrated that parental behaviors and the quality of the parent-child relationship are important correlates of children's development of empathy and prosocial behavior. The current study examined the associations between different types of parental behaviors (i.e., parental knowledge, parental solicitation, and parental psychological control), "balanced connectedness" in the parent-child relationship, which allows for both closeness and autonomy, and empathy and prosocial behavior in adolescents. The participants were 335 married couples (more than 80 % European American) and their adolescent child (49.0 % female; 10-13 years). Data were collected at three time points for parental behaviors, balanced parent-child connectedness, and adolescents' empathy and prosocial behavior, respectively. The results of structural equation modeling suggested that adolescents' perceptions of parental solicitation and parental psychological control may be associated with their empathy and prosocial behavior through their perceived balanced connectedness with parents. These findings suggest that enhancing balanced connectedness in the parent-child relationship may contribute to promoting empathy and prosocial behavior in adolescents over time. Further, this study suggests that parental solicitation may play a role in adolescents' empathic and prosocial development, possibly depending on the quality of the parent-child relationship.

These proposed amendments are intended to enhance the Commission's ability to evaluate the development of market practices in Rule 506 offerings and to address concerns that may arise in connection with permitting issuers to engage in general solicitation and general advertising under new paragraph (c) of Rule 506. Specifically, the proposed amendments to Regulation D would require the filing of a Form D in Rule 506(c) offerings before the issuer engages in general solicitation; require the filing of a closing amendment to Form D after the termination of any Rule 506 offering; require written general solicitation materials used in Rule 506(c) offerings to include certain legends and other disclosures; require the submission, on a temporary basis, of written general solicitation materials used in Rule 506(c) offerings to the Commission; and disqualify an issuer from relying on Rule 506 for one year for future offerings if the issuer, or any predecessor or affiliate of the issuer, did not comply, within the last five years, with Form D filing requirements in a Rule 506 offering. The proposed amendments to Form D would require an issuer to include additional information about offerings conducted in reliance on Regulation D. Finally, the proposed amendments to Rule 156 would extend the antifraud guidance contained in the rule to the sales literature of private funds.

The NSF Division of Undergraduate Education recently released a new solicitation for the IUSE program -- the latest iteration in a succession of funding programs dating back over 30 years (including the Instrumentation and Laboratory Improvement Program (ILI), the Course and Curriculum Development Program (CCD), the Course Curriculum and Laboratory Improvement Program (CCLI), and the Transforming Undergraduate STEM Education Program (TUES). All of these programs sought/seek to support high quality STEM education for majors and non-majors in lower- and upper-division undergraduate courses. The current IUSE-EHR program is described in a 2-year solicitation that includes two tracks: Engaged Student Learning, and Institutional & Community Transformation. Each track has several options for funding level and project duration. A wide range of activities can be proposed for funding, and the program recognizes the varying needs across STEM disciplines. Geoscientists and other potential IUSE proposers are strongly encouraged to form collaborations with colleagues that conduct educational research and to propose projects that build upon the educational knowledge base in the discipline as well as contribute to it. Achieving this may not be immediately obvious to many geoscientists who have interests in improving student learning in their courses, but are not fluent in the scholarship of education in their field. To lower the barriers that have historically prevented larger numbers of geoscientists from developing their ideas into competitive education-related proposals, we have explored strategies for building and leveraging partnerships, sought to identify available resources for proposers, and explored a range of strategies for engaging and supporting larger numbers of potential geoscience proposers.

Crowdsourcing contests (also called innovation challenges, innovation contests, and inducement prize contests) can be used to solicit multisectoral feedback on health programs and design public health campaigns. They consist of organizing a steering committee, soliciting contributions, engaging the community, judging contributions, recognizing a subset of contributors, and sharing with the community. This scoping review describes crowdsourcing contests by stage, examines ethical problems at each stage, and proposes potential ways of mitigating risk. Our analysis was anchored in the specific example of a crowdsourcing contest that our team organized to solicit videos promoting condom use in China. The purpose of this contest was to create compelling 1-min videos to promote condom use. We used a scoping review to examine the existing ethical literature on crowdsourcing to help identify and frame ethical concerns at each stage. Crowdsourcing has a group of individuals solve a problem and then share the solution with the public. Crowdsourcing contests provide an opportunity for community engagement at each stage: organizing, soliciting, promoting, judging, recognizing, and sharing. Crowdsourcing poses several ethical concerns: organizing-potential for excluding community voices; soliciting-potential for overly narrow participation; promoting-potential for divulging confidential information; judging-potential for biased evaluation; recognizing-potential for insufficient recognition of the finalist; and sharing-potential for the solution to not be implemented or widely disseminated. The Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) programs fund the research, development, and demonstration of innovative technologies that fulfill NASA's needs as described in the annual Solicitations and have significant potential for successful commercialization. The only eligible participants are small business concern (SBC) with 500 or fewer employees or a nonprofit research institute such as a university or a research laboratory with ties to an SBC. These programs are potential sources of seed funding for the development of small business innovations.
