The U.S. Forest Service (USFS) Special Uses-Lands Program is in jeopardy. Although this program, authorized in Title 36, Part 251, of the U.S. Code of Federal Regulations (36 CFR Part 251), ranks among the top four revenue-generating programs for use of National Forest System (NFS) lands, along with the Timber, Minerals, and Special Uses-Recreation Programs, the Special Uses-Lands Program is in a state of neglect. Repeated cuts in funding (a decrease of 26% from fiscal years 2010 to 2014) are adversely affecting staffing and training, which in turn is affecting timely permit processing and ultimately the public’s ability to usemore » and benefit from NFS lands. In addition, highly experienced staff with valuable institutional knowledge of the program have begun to retire. The ability of the program to function under these dire circumstances can be attributed to the dedication of Special Uses staff to the program and their commitment to the public. The initial focus of this report was to identify opportunities for improving performance of permitting and review for large energy infrastructure-related projects. However, it became clear during this analysis that these projects are generally adequately staffed and managed. This is due in large part to the availability of cost-recovery dollars and the high-profile nature of these projects. However, it also became apparent that larger issues affecting the bulk of the work of the Special Uses-Lands Program need to be addressed immediately. This report is a preliminary examination of the state of the Special Uses-Lands Program and focuses on a few key items requiring immediate attention. Further investigation through case studies is recommended to dig deeper into the Special Uses-Lands Program business process to determine the most costeffective strategies for streamlining the overall process and the metrics by which performance can be evaluated, including for the permitting and tracking of energy infrastructure projects.« less

The State Energy Program was created in 1996 by an act of Congress through the consolidation of the State Energy Conservation Program (SECP) and the Institutional Conservation Program (ICP). Formerly, SECP provided funding for a variety of energy efficiency and renewable energy projects, and ICP assisted schools and hospitals with technical analysis and installation of energy conservation measures. Through these programs, more than 8,000 specific State conservation projects have been implemented since 1983 and more than 69,000 buildings have been made more energy efficient since 1979. The Department of Energy's Office of Energy Efficiency and Renewable Energy recognized the valuemore » of delivering programs through the States and created Special Projects in 1996. The pediatric resident training on tobacco project: interim findings.
Hymowitz, Norman; Schwab, Joseph; Haddock, Christopher Keith; Pyle, Sara; Meshberg, Sarah
2006-02-01
The Pediatric Residency Training on Tobacco Project is a four-year randomized prospective study of the efficacy of training pediatric residents to intervene on tobacco. At the start of the study (baseline), the pediatric residents uniformly agreed that environmental tobacco smoke (ETS) and tobacco use pose serious threats to the health of young people, and pediatricians should play a leadership role in the antismoking arena. However, very few went beyond advising patients and parents to modify their behavior by providing actual assistance, and many of them lacked necessary tobacco intervention skills and knowledge. We hypothesized that both standard training and special training programs would yield positive changes in intervention skills and activities, although the changes would be greater in residents exposed to the special training condition. In the present report, we present two-year outcome data from the resident tobacco surveys and objective structured clinical examinations (OSCEs) administered to independent waves of third-year residents in each experimental condition at baseline and year 2. Fifteen pediatric residency training programs in the New York/New Jersey metropolitan area were assigned randomly to special and standard training conditions (eight to special and seven to standard training). Resident tobacco surveys and OSCEs were administered to third-year residents at the start of the training programs (baseline) and at years 1 and 2 of the study. Comparisons between sequential waves of third-year residents with no (baseline) or two-year exposure to the training programs permitted assessment of changes in resident beliefs, intervention activities and intervention skills within each experimental condition. By year 2, the residents associated with each training condition benefited from the training program, but the annual surveys and OSCEs revealed more significant positive changes for waves of residents in the special training condition. Most important, third-year residents exposed to the special training condition for two years were more likely than comparable residents in the standard training condition to reveal significant increases in the degree to which they provided active assistance for modifying smoking and ETS. The two-year findings from the pediatric tobacco project are encouraging and suggest that the special training program is efficacious, although aspects of the program in need of improvement were identified.

A key aspect of NASA's new Strategic Management System is improving the way we plan, approve, execute and evaluate our programs and projects. To this end, NASA has developed the NASA Program and Project Management processes and Requirements-NASA Procedures and Guidelines (NPG) 7120.5A, which formally documents the "Provide Aerospace Products and Capabilities" crosscutting process, and defines the processes and requirements that are responsive to the Program/Project Management-NPD 7120.4A. The Program/Project Management-NPD 7120.4A, issued November 14, 1996, provides the policy for managing programs and projects in a new way that is aligned with the new NASA environment. An Agencywide team has spent thousands of hours developing the NASA Program and Project Management Processes and Requirements-NPG 7120.5A. We have created significant flexibility, authority and discretion for the program and project managers to exercise and carry out their duties, and have delegated the responsibility and the accountability for their programs and projects.

Myers, Thomas T.; Parseghian, Zareh; Hogue, Jeffrey R.
1988-01-01
This project was devoted to the development of a software package, called the Orbiter Flying Qualities (OFQ) Workstation, for working with the OFQ Archives which are specially selected sets of space shuttle entry flight data relevant to flight control and flying qualities. The basic approach to creation of the workstation software was to federate and extend commercial software products to create a low cost package that operates on personal computers. Provision was made to link the workstation to large computers, but the OFQ Archive files were also converted to personal computer diskettes and can be stored on workstation hard disk drives. The primary element of the workstation developed in the project is the Interactive Data Handler (IDH) which allows the user to select data subsets from the archives and pass them to specialized analysis programs. The IDH was developed as an application in a relational database management system product. The specialized analysis programs linked to the workstation include a spreadsheet program, FREDA for spectral analysis, MFP for frequency domain system identification, and NIPIP for pilot-vehicle system parameter identification. The workstation also includes capability for ensemble analysis over groups of missions.

In Spring 2002 the University of Wyoming received NSF funding from the Division of Bioengineering and Environmental Systems to provide a meaningful design experience for University of Wyoming, College of Engineering students that will directly aid individuals with disabilities within the state of Wyoming. Other universities have participated in this very worthwhile program [1, 2, 3]. To achieve the program purpose, the following objectives were established: Provide engineering students multi-disciplinary, meaningful, community service design projects, Provide persons with disabilities assistive devices to empower them to achieve the maximum individual growth and development and afford them the opportunity to participate in all aspects of life as they choose, Provide engineering students education and awareness on the special needs and challenges of persons with disabilities, and Provide undergraduate engineering students exposure to the biomedical field of engineering. To accomplish these objectives the College of Engineering partnered with three organizations that provide education and service related to disability. Specifically, the college has joined with the Wyoming Institute for Disabilities (WIND) assistive technology program, Wyoming New Options in Technology (WYNOT) and their Sports and Outdoor Assistive Recreation (SOAR) project along with the university's Special Education program. In this paper we will describe how the program was created, developed, and its current status.

A group of Bringham Young University (BYU) undergraduate students has undertaken an experiment to design and build a normal incidence soft x ray robotics telescope for solar observations. The design phase of this, GOLDHELOX project, has now been completed and final construction and modifications are in progress. The design and manufacture of the payload is under the direction of team leaders and a system's integrator. A goal of this project is educating and furnishing experiences in space engineering and physics for undergraduate students. Our main source of funding is NASA and the BYU Colleges of Physical and Mathematical Sciences and Engineering and Technology. This project is possible because of the NASA Get-Away Special (GAS) program. The only feasible alternative is using an expensive sounding rocket. We estimate the sun tracking and guidance package alone would cost upwards of a million dollars -- at least ten times our entire budget. Because of the GAS program, we simplified the construction, operation, and programming of the instruments with resulting savings in weight, cost, and time spent.

Children with special health care needs face many barriers to oral care and are at high risk for oral disease. School nurses are in a unique position to promote oral wellness in this vulnerable population. Collaboration between school nurses and dental hygiene faculty resulted in the formation of a partnership between a university-based dental hygiene program and two special education districts in rural southern Illinois. Senior dental hygiene students participated in a school-based service-learning project that provided dental examinations, preventive services, and education to children with special health care needs. Evidence-based behavioral interventions were used to teach children to comply with oral procedures. School nurses mentored dental hygiene students in behavior management of children. Dental exams were provided to 234 children from four special education schools with the majority receiving cleanings and fluoride.

2004-09-01
A study was carried out on the construction of indicators in biotechnology in Costa Rica as part of the project "SYMBIOSIS, Cooperative Program for the Construction of Indicators in Biotechnology adapted to Latin American and Caribbean countries, to motivate the application and transference of industrial technologies". The study focused on two units: researchers and research projects developed in Costa Rica, between 1998 and 2002. For researchers, information was collected about indicators related to sex, age, teaching activities, number of projects, academic degree, area of speciality and number of publications. For research projects we obtained information about: speciality, sector of application, duration of projects and number of researchers per project. Very interesting results include the high participation of the women in this area of investigation (54%); the low participation of young researchers (13% younger than 30), and a high proportion of the investigators that are responsible for 4 or more projects (42%). With relation to the specialities of the projects, the majority are in the category Bio-Agro (39%) whereas in Acuaculture only 1% was found. The sectors of application with the most number of projects are: Agriculture and Livestock (37%) and Human Health (35%). The main strengthts and limitatations for the development of biotechnology in Costa Rica are discussed.

The Cancer Bioinformatics Grid (caBIG) program was created by the National Cancer Institute to facilitate sharing of IT infrastructure, data, and applications among the National Cancer Institute-sponsored cancer research centers. The program was launched in February 2004 and now links more than 50 cancer centers. In April 2005, the In Vivo Imaging Workspace was added to promote the use of imaging in cancer clinical trials. At the inaugural meeting, four special interest groups (SIGs) were established. The Software SIG was charged with identifying projects that focus on open-source software for image visualization and analysis. To date, two projects have been defined by the Software SIG. The eXtensible Imaging Platform project has produced a rapid application development environment that researchers may use to create targeted workflows customized for specific research projects. The Algorithm Validation Tools project will provide a set of tools and data structures that will be used to capture measurement information and associated needed to allow a gold standard to be defined for the given database against which change analysis algorithms can be tested. Through these and future efforts, the caBIG In Vivo Imaging Workspace Software SIG endeavors to advance imaging informatics and provide new open-source software tools to advance cancer research.

To analyze the cost effectiveness of HIV screening project in three Guangxi infectious disease special demonstration project countries in 2013. To calculate the funds used for the HIV screening project and to study the data on HIV/AIDS and HAART. A five-tree markov model was used to evaluate the quality adjusted life year (QALY) of this HIV screening project and to analyze the related cost effectiveness of the project. The cost of HIV screening in Guangxi infectious disease special demonstration project areas was 19.205 million Yuan and having identified 1 218 HIV/AIDS patients. The average costs for HIV/AIDS positive detection in three project countries were 14.562, 18.424 and 14.042 thousand Yuan per case. The QALYs gained from finding a HIV/AIDS case were 12.736, 8.523 and 8.321 on average, with the total number of QALYs gained from the project as 5 973.184, 3 613.752 and 2 704.325. The overall cost effectiveness ratio of the project was 1.562 thousand Yuan per QALY, and 1.143, 2.162 and 1.688 thousand Yuan per QALY in these three project countries. Project country "A" showed better cost effectiveness index than country B and C. The HIV screening project in Guangxi seemed relatively cost-effective but the average cost of HIV/AIDS positive detection was expensive. To strengthen HAART work for HIV/AIDS could improve the cost-effective of the project.

The Preparing Academically Successful Students in Maternal and Child Health (MCH PASS) training program provided financial support and specialized training to occupational therapy (OT) and speech-language pathology (SLP) undergraduate students from underrepresented groups in maternal and child health. The project assisted undergraduate trainees to matriculate into graduate programs in their respective fields and facilitated application into long-term maternal and child health training programs. Sixteen trainees (8 OT and 8 SLP) participated in an undergraduate training program with an emphasis on interdisciplinary teaming, family mentoring, leadership development, public health and population-based research. Instruction occurred in community and classroom settings through didactic instruction and small group discussions. Fifteen of the trainees applied to and were accepted in graduate programs in their respective fields. Two trainees applied to a long-term MCH training program. Students reported increased knowledge about programs that serve women and children, the effects of poverty on health, interdisciplinary teaming and the daily routines of families who have a child with a special health care need. The MCH PASS program provided a unique opportunity for undergraduate students in OT and SLP to learn about public health with an emphasis on maternal and child health. The specialized preparation enabled students to understand better the health concerns of underserved families whose children have special health care needs.

There has been interest in the Division of Special Projects in Health to offer the Instituto Mexicano del Seguro Social personnel resources for training and quality thereby respond to potential contingencies. Presented here is their experience in this field. To describe and analyse the productivity in different training programs in emergencies and disasters developed by the Division of Special Projects in Health, Mexican Social Security Institute (IMSS). Observational study in which different training activities conducted by the Division of Special Projects in Health between 1989 and 2014 are described. Descriptive statistics were used. In these 25 years have trained 20,674 participants; 19.451 IMSS and 1,223 other health institutions. The most productive courses were life support (BLS/ACLS) (47.17%), distance courses "Hospital medical evacuation plans and units" (14.17%), the workshop-run "Evacuation of hospital units with an emphasis on critical areas" (5.93%) and course "Programme Evaluators of Hospital Insurance" (8.43%). Although the Special Projects Division Health has primarily operational functions, it nevertheless has neglected its responsibility to maintain constantly trained and updated institute staff that every day is in a position to face any type of emergency and disaster. This increases the chance that the answer to any contingency is more organised and of higher quality, always to the benefit of the population. Copyright © 2015 Academia Mexicana de Cirugía A.C. This article describes the development and evaluation of an NCI-sponsored short-term summer cancer research education program. The study questions examined: the feasibility of conducting a cancer education program in special populations at multiple US and international field sites for masters students; the merit and worth that students and faculty attribute to the program; and students' scholarly and cancer-related career outcomes. Developing a new curriculum, increasing the pool of mentors, utilizing and increasing the number of field sites, and program dissemination were also evaluated. Evidence of the program's success included students' completion of field experiences at multiple sites and their subsequent 70% project-related publication rate, with 79% of trainees reporting themselves as likely to pursue future cancer-related careers. Evaluation-guided future plans for the program include implementing faculty development to further enhance the program outcomes.

This Handbook establishes general safety, reliability, and quality assurance (SR&QA) guidelines for use on flight and ground-based projects conducted at the Ames, Langley, and Lewis Research Centers, hereafter identified as the Office of Aeronautics, Exploration and Technology (OAET) Centers. This document is applicable to all projects and operations conducted at these Centers except for those projects covered by more restrictive provisions such as the Space Shuttle, Space Station, and unmanned spacecraft programs. This Handbook is divided into two parts. The first (Chapters 1 and 2) establishes the SR&QA guidelines applicable to the OAET Centers, and the second (Appendices A, B, C, and D) provides examples and definitions for the total SR&QA program. Each center should implement SR&QA programs using these guidelines with tailoring appropriate to the special projects conducted by each Center. This Handbook is issued in loose-leaf form and will be revised by page changes.

In Spring 2002 the University of Wyoming received National Science Foundation funding from the Division of Bioengineering and Environmental Systems to provide a meaningful design experience for University of Wyoming, College of Engineering students that will directly aid individuals with disabilities within the state of Wyoming. At the 2003 RMBS we presented a paper on the value of starting such a program. We have found that students receive a much richer capstone design experience when developing a project for direct use by a challenged individual. We are now approximately midway through this project. Since its inception the program has blossomed to include serving individuals in several regional states, outreach short courses to the community, projects have become of increasing difficulty and involve interdisciplinary teamwork, and many challenged individuals have been provided specialized one of a kind assistive devices. In this paper we will report on these advancements, lessons learned, and benefits received by participating in this vital program.

Application-Specific Languages (ASL's) are small, special-purpose languages that are targeted to solve a specific class of problems. Using ASL's on software development projects can provide considerable cost savings, reduce risk, and enhance quality and reliability. ASL's provide a platform for reuse within a project or across many projects and enable less-experienced programmers to tap into the expertise of application-area experts. ASL's have been used on several software development projects for the Space Shuttle Program. On these projects, the use of ASL's resulted in considerable cost savings over conventional development techniques. Two of these projects are described.

Peer Mentoring to Facilitate Original Scientific Research by Students With Special Needs
NASA Astrophysics Data System (ADS)
Danch, J. M.
2007-12-01
Developed to allow high school students with special needs to participate in original scientific research, the Peer Mentoring Program was a supplement to existing science instruction for students in a self-contained classroom. Peer mentors were high school seniors at the end of a three-year advanced science research course who used their experience to create and develop inquiry-based research activities appropriate for students in the self- contained classroom. Peer mentors then assisted cooperative learning groups of special education students to facilitate the implementation of the research activities. Students with special needs successfully carried out an original research project and developed critical thinking and laboratory skills. Prior to embarking on their undergraduate course of study in the sciences, peer mentors developed an appreciation for the need to bring original scientific research to students of all levels. The program will be expanded and continued during the 2007-2008 school year.

We present a comprehensive overview of the NASA Space Radiation Research Program. This program combines basic research on the mechanisms of radiobiological action relevant for improving knowledge of the risks of cancer, central nervous system and other possible degenerative tissue effects, and acute radiation syndromes from space radiation. The keystones of the NASA Program are five NASA Specialized Center's of Research (NSCOR) investigating space radiation risks. Other research is carried out through peer-reviewed individual investigations and in collaboration with the US Department of Energies Low-Dose Research Program. The Space Radiation Research Program has established the Risk Assessment Project to integrate data from the NSCOR s and other peer-reviewed research into quantitative projection models with the goals of steering research into data and scientific breakthroughs that will reduce the uncertainties in current risk projections and developing the scientific knowledge needed for future individual risk assessment approaches and biological countermeasure assessments or design. The NASA Space Radiation Laboratory (NSRL) at Brookhaven National Laboratory was created by the Program to simulate space radiation on the ground in support of the above research programs. New results from NSRL will be described.

The Mars Mission Research Center (MMRC) is one of nine University Space Engineering Research Centers established in June 1988 by NASA's Office of Aeronautics and Space Technology to broaden the nation's engineering capability to meet the critical needs fo the civilian space program. It includes North Carolina State University (NCSU) at Raleigh and on North Carolina A&T State University at Greensboro. The goal of the Center is to focus on research and educational technologies necessary for planetary exploration, especially transportation to and from our moon and Mars. The research combines mission analysis and design, hypersonic aerodynamics, structures and controls, composite materials, and fabrications. Covered here are activities of the Center from June to April 1992. The Center supports 26 graduate students, 29 undergraduates, 27 faculty and 6 staff. An additional 88 undergraduates worked on four special projects. Three facilities at A&T were renovated and a new 7,000 square foot facility was occupied at NCSU in October 1991. Five laboratories have been developed for composite processing and fabrication facility (A&T), materials testing (A&T), weaving (NCSU), braiding (NCSU), and structures (NCSU). During the past two years, the Center added a new dimension to its program - special projects which involve analysis, design, construction, and testing. The first two projects were full-scale research models of a Mars aerobrake and the HL-20 Personnel Launch System. Both projects received considerable new coverage and appeared in national publications. Additional projects include a model of a Mars Exclusion Vehicle, an Orbiter Ejector, and a Remotely Operated Vehicle. The Orbiter Ejector is scheduled to fly on Shuttle Flight STS-47 in October 1992. Special projects have increased undergraduate student participation and provided a mechanism for more interaction between the universities, NASA centers, and industries. The faculty developed 26 new courses related to the activities of the Center. They conducted four workshops on interplanetary spacecraft, lunar/Mars aerobrakes, spacecraft controls, and aerodynamic heating. The Outreach Program developed into a significant component of the Center. Faculty and students have conducted 12 tours of facilities and given 67 lectures to schools (grade k-12) and civic organizations.

Project Explorer, a program of high school student experiments in space in a Space Shuttle self-contained payload unit (Getaway Special), sponsored by the Alabama Space and Rocket Center (ASRC) in cooperation with four Alabama universities is presented. Organizations aspects of the project, which is intended to promote public awareness of the space program and encourage space research, are considered, and the proposal selection procedure is outlined. The projects selected for inclusion in the self-contained payload canister purchased in 1977 and expected to be flown on an early shuttle mission include experiments on alloy solidification, electric plating, whisker growth, chick embryo development and human blood freezing, and an amateur radio experiment. Integration support activities planned and underway are summarized, and possible uses for a second payload canister purchased by ASRC are discussed.

Value-based insurance design (VBID) represents an innovative approach to health insurance coverage. In the context of pharmacy benefits, the goal of VBID is to minimize access barriers to the most effective and appropriate treatments for specific medical conditions. Both private and public insurance programs have explored VBID pharmacy projects primarily for medical conditions affecting adults. To date, evidence for VBID pharmacy programs for children and youth with special health care needs (CYSHCN) appears lacking. There appears to be potential for VBID concepts to be applied to pharmacy coverage benefiting CYSHCN. An overview of VBID pharmacy principles and guiding principles are presented. Opportunities for the creation of pharmacy programs with a value-based orientation and challenges to the redesign of pharmacy benefits are identified. VBID pharmacy coverage principles may be helpful to improve medication use and important clinical outcomes while lowering barriers to medication use for the population of CYSHCN. Pilot projects of VBID pharmacy benefits for children and youth should be explored. However, many questions remain. Copyright © 2017 by the American Academy of Pediatrics.

Sensory processing difficulties are common among many special needs children, especially those with autism spectrum disorder (ASD). The sensory sensitivities often result in interference of daily functioning and can lead to social isolation for both the individual and family unit. A quality improvement (QI) project was undertaken within a local zoo to systematically implement a sensory training program targeted at helping special needs individuals with sensory challenges, including those with ASD, Down's syndrome, attention-deficit/hyperactivity disorder, and speech delay. We piloted the program over a 2-year period. The program consisted of staff training, provision of sensory bags and specific social stories, as well as creation of quiet zones. Two hundred family units were surveyed before and after implementation of the sensory training program. In this pilot QI study, families reported increased visitation to the zoo, improved interactions with staff members, and the overall quality of their experience. In conclusion, we are able to demonstrate that a sensory training program within the community zoo is feasible, impactful, and has the potential to decrease social isolation for special needs individuals and their families.

The regional integrated care model "Gesundes Kinzigtal" pursues the idea of integrated health care with special focus on increasing the health gain of the served population. Physicians (general practitioners) and psychotherapists, physiotherapists, hospitals, nursing services, non-profit associations, fitness centers, and health insurance companies work closely together with a regional management company and its programs on prevention and care coordination and enhancement. The 10 year-project is run by a company that was founded by the physician network "MQNK" and "OptiMedis AG", a corporation with public health background specialising in integrated health care. The aim of this project is to enhance prevention and quality of health care for a whole region in a sustainable way, and to decrease costs of care. The article describes the special funding model of the project, the engagement of patients, and the different health and prevention programmes. The programmes and projects are developed, implemented, and evaluated by multidisciplinary teams. Copyright © 2011. Published by Elsevier GmbH.
