Executive order number 12320 of September 15, 1981, established a program designed to significantly increase the participation of historically black colleges and universities (HBCU's) in Federal programs. Because of its geographical remoteness and position as a contractor operated center, JPL had not participated in grant and training programs with the HBCU's. In recognition of JPL's responsibility to the national commitment on behalf of the historically black colleges and universities, an initiative with effective, achievable guidelines and early progress for a better and more productive interaction between JPL and the HBCU's is described. Numerous areas of interaction with the historically black colleges and universities have been identified and are being inplemented. They have two broad objectives: research interactions and faculty/student interactions. Plans and progress to date for each specific area are summarized.

Historically Black colleges and universities (HBCUs) have traditionally been a magnet for Black students at all levels nationwide and have been an exemplar of mentorship models for preparing leaders in many fields. A research career development program for junior faculty scholars that leverages the unique strengths of HBCUs has the potential to promote diverse leadership in health research and advance practical understanding of how to address HIV/AIDS and related health challenges that ravage vulnerable communities. A program that creates institutional bonds between HBCUs and other academic institutions can create a groundbreaking framework for more-effective community-based participatory research. We present a rationale for supporting an HBCU-led collaborative research program, one that both advances junior faculty and explores the interrelationship between HIV/AIDS, mental health, and substance abuse through research in correctional facilities. Shaw University, the oldest historically black college or university in the southern USA, recently partnered with the University of North Carolina at Chapel Hill, a major research institution in North Carolina, to further develop Shaw's research infrastructure. One aim of the partnership involved establishing a human research ethics committee and an accompanying administrative structure and research ethics education program. This paper describes the process of developing an entire human research protection program de novo through collaboration with and mentoring by the members of the human research protection program at a nearby major research institution. This paper provides a detailed description of the aims, procedures, accomplishments, and challenges involved in such a project, which may serve as a useful model for other primarily teaching institutions wishing to develop research infrastructure and ethical capacity.

Relationships between self-esteem, locus of control (LOC), and first-time passage of National Council Licensure Examination for Registered Nurses (NCLEX-RN®) were examined at baccalaureate nursing programs at two historically black colleges and universities. Shortages continue to exceed demands for RNs prepared at the baccalaureate level. Inconsistent pass rates on the NCLEX-RN for graduates of historically black colleges and universities impede the supply of RNs. Surveys and archival data were used to examine characteristics of the sample and explore relationships among variables. All participants (N = 90) reported high self-esteem and internal LOC. Models suggested that all those with high self-esteem and internal LOC would pass the NCLEX-RN; only 85 percent passed the first time. Statistical analysis revealed a lack of statistical significance between self-esteem, LOC, and first-time passage. Variables not included in the study may have affected first-time passage.

Blacks are underrepresented amongst persons who earn college degrees in the United States and Black males attend and complete college at a lower rate than Black females (Toldson, Fry Brown, & Sutton, 2009). According to Toldson et al. (2009), this quandary may be attributed to Black males' apathy toward education in general, waning support and ideological challenges toward Pell Grants and affirmative action, cultural incompetency on the part of the 90% White, ethnic makeup of the U.S. teaching force, and the relatively high numbers of Black males who are held back in school. In spite of the dismal statistics regarding Black male academic achievement and matriculation, there are those Black males who do participate in postsecondary education. While many studies have highlighted reasons that Black males do not achieve success in attending and persisting through college, few have adopted the anti-deficit research framework suggested by Harper (2010), identifying reasons Black males do persist in higher education. Although science, technology, engineering, and mathematics careers are identified as those most imperative to the economic competitiveness of the United States, few studies have concentrated solely on engineering majors and fewer, if any, solely on Black male engineering majors at an historically Black college and university. The aim of this study was to address an apparent gap in the literature and invoke theories for recruitment, retention, and success of Black males in engineering degree programs by employing an anti-deficit achievement framework for research of students of color in science, technology, engineering, and mathematics. Data garnered from the study included insight into participants' definitions of success, precollege experiences, factors contributing to the persistence during undergraduate study, and perceptions of attending a historically Black college and university versus a primarily White institution.

To: 1) review the historical contexts and current profiles of father involvement in African American families; 2) identify barriers to, and supports of, involvement; 3) evaluate the effectiveness of father involvement programs; and 4) recommend directions for future research, programs, and public policies. Review of observational and interventional studies on father involvement. Several historical developments (slavery, declining employment for Black men and increasing workforce participation for Black women, and welfare policies that favored single mothers) led to father absence from African American families. Today, more than two thirds of Black infants are born to unmarried mothers. Even if unmarried fathers are actively involved initially, their involvement over time declines. We identified multiple barriers to, and supports of, father involvement at multiple levels. These levels include intrapersonal (eg, human capital, attitudes and beliefs about parenting), interpersonal (eg, the father's relationships with the mother and maternal grandmother), neighborhoods and communities (eg, high unemployment and incarceration rates), cultural or societal (eg, popular cultural perceptions of Black fathers as expendable and irresponsible, racial stratification and institutionalized racism), policy (eg, Earned Income Tax Credit, Temporary Assistance for Needy Families, child support enforcement), and life-course factors (eg, father involvement by the father's father). We found strong evidence of success for several intervention programs (eg, Reducing the Risk, Teen Outreach Program, and Children's Aid Society - Carrera Program) designed to prevent formation of father-absent families, but less is known about the effectiveness of programs to encourage greater father involvement because of a lack of rigorous research design and evaluation for most programs. A multi-level, life-course approach is needed to strengthen the capacity of African American men to promote greater involvement in pregnancy and parenting as they become fathers.

The Tuskegee study of untreated syphilis in the Negro male is the longest nontherapeutic experiment on human beings in medical history. The strategies used to recruit and retain participants were quite similar to those being advocated for HIV/AIDS prevention programs today. Almost 60 years after the study began, there remains a trail of distrust and suspicion that hampers HIV education efforts in Black communities. The AIDS epidemic has exposed the Tuskegee study as a historical marker for the legitimate discontent of Blacks with the public health system. The belief that AIDS is a form of genocide is rooted in a social context in which Black Americans, faced with persistent inequality, believe in conspiracy theories about Whites against Blacks. These theories range from the belief that the government promotes drug abuse in Black communities to the belief that HIV is a manmade weapon of racial warfare. An open and honest discussion of the Tuskegee Syphilis Study can facilitate the process of rebuilding trust between the Black community and public health authorities. This dialogue can contribute to the development of HIV education programs that are scientifically sound, culturally sensitive, and ethnically acceptable.

The Tuskegee study of untreated syphilis in the Negro male is the longest nontherapeutic experiment on human beings in medical history. The strategies used to recruit and retain participants were quite similar to those being advocated for HIV/AIDS prevention programs today. Almost 60 years after the study began, there remains a trail of distrust and suspicion that hampers HIV education efforts in Black communities. The AIDS epidemic has exposed the Tuskegee study as a historical marker for the legitimate discontent of Blacks with the public health system. The belief that AIDS is a form of genocide is rooted in a social context in which Black Americans, faced with persistent inequality, believe in conspiracy theories about Whites against Blacks. These theories range from the belief that the government promotes drug abuse in Black communities to the belief that HIV is a manmade weapon of racial warfare. An open and honest discussion of the Tuskegee Syphilis Study can facilitate the process of rebuilding trust between the Black community and public health authorities. This dialogue can contribute to the development of HIV education programs that are scientifically sound, culturally sensitive, and ethnically acceptable. Images p1500-a p1502-a p1503-a PMID:1951814

The black gender gap in educational attainment: historical trends and racial comparisons.

It is often asserted that the gender gap in educational attainment is larger for blacks than whites, but historical trends comparing the black and white gender gap have received surprisingly little attention. Analysis of historical data from the U.S. census IPUMS samples shows that the gender gap in college completion has evolved differently for whites and blacks. Historically, the female advantage in educational attainment among blacks is linked to more favorable labor market opportunities and stronger incentives for employment for educated black women. Blacks, particularly black males, still lag far behind whites in their rates of college completion, but the striking educational gains of white women have caused the racial patterns of gender differences in college completion rates to grow more similar over time. While some have linked the disadvantaged position of black males to their high risk of incarceration, our estimates suggest that incarceration has a relatively small impact on the black gender gap and the racial gap in college completion rates for males in the United States.

This poster is a description of the challenges and success of implementing climate studies lessons for pre-service teachers to engage student teaching pedagogy and content skill based learning. Edward Waters College is a historical black college with an elementary education teacher program focused on urban elementary school teaching and learning. Pre-Service Elementary Educator Students often have difficulty with science and mathematics content and pedagogy. This poster will highlight the barriers and successes of using climate studies lessons to develop and enhance pre-service teachers' knowledge of elementary science principles particularly related to climate studies, physical and earth space science.

Educating the next generation of explorers at an historically Black University

This paper describes the development of an innovative undergraduate research training model based at an Historically Black University in the USA that involves students with majors in diverse scientific disciplines in authentic Earth Systems Science research. Educating those who will be the next generation of explorers of earth and space poses several challenges at smaller academic institutions that might lack dedicated resources for this area of study. Over a 5-year span, Norfolk State University has been developing a program that has afforded the opportunity for students majoring in biology, chemistry, mathematics, computer science, physics, engineering and science education to work collaboratively in teams on research projects that emphasize the use of scientific visualization in studying the environment. Recently, a hands-on component has been added through partnerships with local K-12 school teachers in data collection and reporting for the GLOBE Program (GLobal Observations to Benefit the Environment). The successes and challenges of this program along with some innovative uses of technology to promote inquiry learning will be presented in this paper.

Langston University, a Historically Black University located at Langston, Oklahoma, has a computing and information science program within the Langston University Division of Business. Since 1984, Langston University has participated in the Historically Black College and University program of the U.S. Department of Interior, which provided education, training, and funding through a combined earth-science and computer-technology cooperative program with the U.S. Geological Survey (USGS). USGS personnel have presented guest lectures at Langston University since 1984. Students have been enthusiastic about the lectures, and as a result of this program, 13 Langston University students have been hired by the USGS on a part-time basis while they continued their education at the University. The USGS expanded the offering of guest lectures in 1992 by increasing the number of visits to Langston University, and by inviting participation of speakers from throughout the country. The objectives of the guest-lecture series are to assist Langston University in offering state-of-the-art education in the computer sciences, to provide students with an opportunity to learn from and interact with skilled computer-science professionals, and to develop a pool of potential future employees for part-time and full-time employment. Pilot Design and Implementation of an Innovative Mental Health and Wellness Clinic at a Historically Black College/University.

A pilot mental health and wellness clinic was developed and implemented on the campus of Paul Quinn College, a small Historically Black College and University (HBCU) in Dallas, TX, to address mental health disparities in an African-American student population. Additionally, a series of student engagement activities was developed and implemented to address stigma and enhance linkage to the clinic. The student engagement activities were well attended. In all, 14 students requested a total of 97 appointments during the spring 2016 semester, but attended only 41 appointments. Students sought treatment of a variety of psychiatric disorders, most commonly major depressive disorder and adjustment disorder. A model based on this program could conceivably be extended to serve students more broadly in other HBCUs as well as in community colleges.

In fulfillment of its vision, the National Geospatial-Intelligence Agency (NGA) provides geospatial intelligence in all its forms and from whatever source-imagery, imagery intelligence, and geospatial data and information-to ensure the knowledge foundation for planning, decision, and action. To achieve this, NGA conducts a multi-disciplinary program of basic research in geospatial intelligence topics through grants and fellowships to the leading investigators, research universities, and colleges of the nation. This research provides the fundamental science support to NGA's applied and advanced research programs. The major components of the NGA Academic Research Program (NARP) are: - NGA University Research Initiatives (NURI): Three-year basic research grants awarded competitively to the best investigators across the US academic community. Topics are selected to provide the scientific basis for advanced and applied research in NGA core disciplines. - Historically Black College and University - Minority Institution Research Initiatives (HBCU-MI): Two-year basic research grants awarded competitively to the best investigators at Historically Black Colleges and Universities, and Minority Institutions across the US academic community. - Director of Central Intelligence Post-Doctoral Research Fellowships: Fellowships providing access to advanced research in science and technology applicable to the intelligence community's mission. Is Whittaker's five-kingdom scheme for the classification of living things no longer relevant to life science education? Coupled with this is the discovery that most microscopic life cannot yet be brought into culture. One of the key organisms making this knowledge possible is Methanococcus jannishi a microorganism found in black smokers. This research presents an examination of Black gay men and their lived experiences while undergraduates at historically Black colleges and universities (HBCUs). Based on 10 in-depth interviews with self-identified Black gay men, the author presents four emergent themes, which reveal the complex ways in which Black gay men navigate and negotiate the intersections of their multiple identities as related to race, sexual orientation, and gender at HBCUs. The findings of this research have implications for larger discussions of community, Black masculinity, and gay identity in predominantly Black and non-Black contexts.

During the summer of 1988, the Goddard Space Flight Center was the site of a new NASA project called A Model Summer Program for Handicapped College Students that was directed by Gallaudet University. Throughout their lifetime, historic buildings might be altered for different kind of usage for different purposes. If this new function or new usage requires utilization of the building in separate units, this separation might affect the historic building's functionality and structure and as a result its overall condition. Yorguc Pasa Mansion conservation project was prepared as a part of the Middle East Technical University (METU) Master's Program in Documentation and Conservation of Historic Monuments and Sites for the historic Yorguc Pasa Mansion. The mansion is a 19th century Ottoman Period timber frame building in Amasya, a Black Sea Region city in Turkey that has traces from different civilizations such as Hittites, Greeks, Romans and Ottomans. This paper aims to discuss the affects of the partite usage on structural conditions of timber frame buildings with the case study of Amasya Yorguc Pasa Mansion through the 3D visualized structural systems.

Ancient DNA analysis has revealed an involvement of the bacterial pathogen Yersinia pestis in several historical pandemics, including the second plague pandemic (Europe, mid-14(th) century Black Death until the mid-18(th) century AD). Here we present reconstructed Y. pestis genomes from plague victims of the Black Death and two subsequent historical outbreaks spanning Europe and its vicinity, namely Barcelona, Spain (1300-1420 cal AD), Bolgar City, Russia (1362-1400 AD), and Ellwangen, Germany (1485-1627 cal AD). Our results provide support for (1) a single entry of Y. pestis in Europe during the Black Death, (2) a wave of plague that traveled toward Asia to later become the source population for contemporary worldwide epidemics, and (3) the presence of an historical European plague focus involved in post-Black Death outbreaks that is now likely extinct. The vision of the National Geospatial-Intelligence Agency (NGA) is to "Know the Earth...Show the Way." To achieve this vision, the NGA provides geospatial intelligence in all its forms and from whatever source-imagery, imagery intelligence, and geospatial data and information-to ensure the knowledge foundation for planning, decision, and action. Academia plays a key role in the NGA research and development program through the NGA Academic Research Program. This multi-disciplinary program of basic research in geospatial intelligence topics provides grants and fellowships to the leading investigators, research universities, and colleges of the nation. This research provides the fundamental science support to NGA's applied and advanced research programs. The major components of the NGA Academic Research Program are: *NGA University Research Initiatives (NURI): Three-year basic research grants awarded competitively to the best investigators across the US academic community. Topics are selected to provide the scientific basis for advanced and applied research in NGA core disciplines. *Historically Black College and University - Minority Institution Research Initiatives (HBCU-MI): Two-year basic research grants awarded competitively to the best investigators at Historically Black Colleges and Universities, and Minority Institutions across the US academic community. *Intelligence Community Post-Doctoral Research Fellowships: Fellowships providing access to advanced research in science and technology applicable to the intelligence community's mission. The program provides a pool of researchers to support future intelligence community needs and develops long-term relationships with researchers as they move into career positions. This paper provides information about the NGA Academic Research Program, the projects it supports and how researchers and institutions can apply for grants under the program. In addition, other opportunities for academia to engage with NGA through training programs and recruitment are discussed.

Capacity Building in South African Astronomy and Astrophysics

South Africa (SA) has had great success in creating major astronomical facilities - SALT, KAT and MeerKAT. However, the existing SA astronomical community is almost entirely white. The lack of black scientists (80% of SA population is black) is obviously one of the many legacies of apartheid and a major initiative was required to rectify the situation. The National Astrophysics and Space Science Program (NASSP) is aimed at ensuring the development of high level physics skills within SA, and specifically takes graduates with bachelor's degrees in math or the physical sciences and prepares them to do PhDs in astrophysics and related disciplines. However, in 2003 when NASSP was established, there were no black SA astronomers, who could act as role models and mentors. This jeopardized the chances of success of NASSP and with it astronomy in SA. An American organization, the National Society of Black Physicists (NSBP) received a $355,000 grant from the WK Kellogg Foundation to increase the number of black SA astronomers. It enabled African American scientists - both professionals and students - to participate in NASSP. The African American professionals taught NASSP courses and acted as role models and mentors. The project was an overwhelming success. From its beginning in 2003, the NASSP honors program graduates have gone on to a Master's or PhD program at a rate of 60% (USA rate: 35%). American participation started in 2008. In the very next year the number of black students jumped dramatically, reaching 80% in 2013 and this level continued in 2010-2014. We believe this increase and its maintenance is in large part due to bringing black SA students from SA historically black colleges for two weeks to expose them to astronomy, to a one year program to allow them to catch up academically and to the mentoring activities of the members of NSBP.

With the looming workforce crisis, undergraduate public health students could be an important link in filling this demand. As public health continues to face challenges in the future, it is important that the future workforce is not only diverse but also trained in a manner that exposes them to real-world experiences that give them an opportunity to apply coursework to solve problems. This article outlines how a health program planning course was taught at a Historically Black College and University using assignments that promote active learning. Students were assessed on their ability to plan and implement a health activity based on a developed metric. Student and instructor reflections were collected from final assessments of the health programs by both groups. All elements of the course are discussed from course design, structure, assignments, and outcomes along with student and instructor reflections and lessons learned. Results suggest that including assignments focused on active learning are beneficial to helping students learn course material. As public health continues to change, more work needs to focus on teaching pedagogies that better prepare students to address future public health issues.

This paper explores the invisibility and underrepresentation of Black nurses in formal and informal leadership roles using a Black feminist poststructuralist framework. The paper describes historical and contemporary challenges experienced by Black nurses throughout their nursing education and in practice. It also highlights how social and institutional discourses continue to marginalize and oppress Black nurses as leaders and render them invisible. Diversity amongst nursing leaders is essential to inform health care delivery, develop inclusive practices and provide culturally sensitive care. Despite this glaring need for diversity within nursing in Canada, there remains a significant underrepresentation of Black nurses in the workforce and as leaders. This is a discursive paper on Black nurses in nursing education and the workforce as well as their location as leaders in health care through a critical analysis using Black feminist poststructuralism. A review of the literature involved searching electronic databases CINAHL, NovaNet, PubMed and Google Scholar using keywords including: Black; African; Nurses; Leaders; Feminism; Poststructural. Articles were screened by titles and abstracts before accessing full-text for relevant articles. Black feminist poststructuralism uncovers how power, language, subjectivity and agency are constructed by the historically ingrained social and institutional discourses of everyday life for Black nurses. Experiences of discrimination and oppression were common throughout nursing education and practice for Black nurses, resulting in feelings of marginalization and isolation. The invisibility of Black nurse leaders is the result of generational oppression and discrimination manifested through discourses. Systemic, institutional and historical discourses perpetuate barriers for Black nurse leaders, resulting in their invisibility or absence in practice. This paper is designed to generate discussion related to the invisibility of Black nurse leaders by providing an understanding of the historical experiences of Blacks, their entry into the nursing profession and the present day challenges they face. Biomedical Engineering (BME) is a new, multidisciplinary, and rapidly growing field, however, the BME Workforce suffers from limited ethnic and gender diversity. Despite the demand and growth of this new field due to its public health importance, only 4 out of the 107 Historically Black Colleges and Universities (HBCUs) nationwide offers a Bachelor's of Science (B.S.) in Bio-Engineering related fields. In order to contribute to a growing BME Workforce, HBCUs need to react and offer more degree-programs relevant to BME. At the University of the District of Columbia (UDC), an HBCU and the District's only public institution for higher learning, we have recently established a new, degree program: Bachelor of Science in Biomedical Engineering (B.S. in BME) full-board approved in Fall 2014, with program activities initiated in Fall 2015. The educational goal of this program is to enhance the quality and diversity of the BME Workforce via student professional development, new and relevant BME courses, and BME scholarly activities (e.g., guest lectures and journal club sessions), ultimately to increase the number of ethnic minorities pursuing careers and degrees in BME. Through our program activities, we are aiming to meet the nation's demand to contribute to a diverse BME workforce, directed towards solving problems in human health. A secondary, but related goal, is to increase the diversity of STEM-related fields. This paper summarizes our initial, but encouraging, BME activity-related findings. However, this study will be longitudinal (on a multiple year time period) to observe the true outcomes of our initiative.

This study used a signal detection paradigm to explore the Marley hypothesis--that group differences in perception of racism reflect dominant-group denial of and ignorance about the extent of past racism. White American students from a midwestern university and Black American students from two historically Black universities completed surveys about their historical knowledge and perception of racism. Relative to Black participants, White participants perceived less racism in both isolated incidents and systemic manifestations of racism. They also performed worse on a measure of historical knowledge (i.e., they did not discriminate historical fact from fiction), and this group difference in historical knowledge mediated the differences in perception of racism. Racial identity relevance moderated group differences in perception of systemic manifestations of racism (but not isolated incidents), such that group differences were stronger among participants who scored higher on a measure of racial identity relevance. The results help illuminate the importance of epistemologies of ignorance: cultural-psychological tools that afford denial of and inaction about injustice.

In 1974, warrior poet mother Audre Lorde published the poem "Blackstudies," a freeform dream villanelle about her complicated experience as a Black lesbian feminist English professor at the City University of New York during the dynamic period when students rose up in protest. The university granted open admissions, and cultural nationalists who taught at City University worked to create a Black Studies program. Latina and Black Women's Perceptions of the Dietetics Major and Profession

Racial and ethnic groups remain underrepresented in undergraduate health profession education programs and careers, such as nutrition and dietetics (Sullivan, 2004). Overwhelmingly, 82 percent of dietitians are White, three percent are Latino/Latina, and less than three percent are Black (Commission on Dietetic Registration, 2016). While the calls to increase recruitment of underrepresented minorities are plentiful and federal dollars are allotted to the effort, a critical lens is necessary to investigate the complexity of factors that impact the decision to pursue a career within dietetics. The purpose of this qualitative case study was to investigate how Latina and Black women enrolled in an undergraduate Health Career Opportunity Program (HCOP) narrated and reflected upon the dietetics profession. Through the lens of Critical Race Theory and situated learning, I sought to understand the sociocultural and historical underpinnings that hinder or promote career selection. Data collection methods included participant observation, interviews, artifacts, and reflexive journaling. Data were analyzed using inductive coding techniques. My findings revealed the ways in which Latina and Black women believed dietitians must match the socially constructed role model for body image, physical fitness, and healthy eating to be effective in practice. Using a critical media analysis to confront the stereotypical images of dietitians, the women used cliche messages as a selected discourse to mask perceptions of barriers to the dietetics field. Finally, the women believed a dietitian's professional role was to give diet advice which presented a barrier to the profession. Based on my findings I support early introduction to nutrition science as a means to empower individuals to support their health and the health of their community. Recruitment efforts must explicitly address the culture of dietetics which has embraced the stereotypical image. Collectively, the dietetics field must consider the relationships between nutrition experts, schools and communities to advocate for historically and contemporarily marginalized and disenfranchised groups.

Inventory of coastal protected areas and historical heritage sites (North Bulgarian coast)

Coastal protected areas and historical heritage sites in Bulgaria are established by national policy instruments/laws and EU Directives to protect a wide range of natural and cultural resources along the coast. Within the framework of HERAS Project (Submarine Archaeological Heritage of the Western Black Sea Shelf), financed by European Union under the CBC Program Romania-Bulgaria, we made an inventory and identification of protected areas, nature reserves, monuments, parks and onshore historical sites along the North Bulgarian coast (NUTS III level). The adjacent coastline is 96 km long between cape Sivriburun to the border of Romania on the north and cape Ekrene on the south. Coastal zone here is mostly undeveloped and low urbanized compared to other coastal regions in Bulgaria. It comprises of large sand beaches, vast sand dunes, up to 70 m spectacular high limestone cliffs, coastal fresh-water lakes, wetlands etc. This coastal section includes also one of the most important wetlands and it is migration corridor for many protected birds in Bulgaria, that host one of the rarest ecosystem types with national and international conservational value. Added to ecosystem values, the region is also an archeologically important area, where numerous underwater and coastal archaeological sites from different periods have been discovered - Prehistory, Antiquity (ancient Greek, Hellenistic, Roman), Mediaeval (Early Byzantium, Bulgarian). Research was made within 2100 m zone from the coastline (in accordance with zones defined by the Black Sea Coastal Development Act) for territories with protected status in the framework of many national laws and EU Directives. The total area of this strip zone is 182, 6 km2 and around 67% is under protection. There are 11 unique NATURA 2000 protected areas (6 Special Protection Areas (SPAs) and 5 Sites of Communities Importance (SCI), 2 nature reserves and 1 Nature Park. Some of them are also onshore historical sites. In Bulgaria such sites and monuments are legally protected under the Law of cultural heritage and managed by the Ministry of culture and local authorities. This report describes and documents a decision support system for the Gunnison River in Black Canyon of the Gunnison National Park. It is a macro-embedded EXCEL program that calculates and displays indicators representing valued characteristics or processes in the Black Canyon based on daily flows of the Gunnison River. The program is designed to easily accept input from downloaded stream gage records or output from the RIVERWARE reservoir operations model being used for the upstream Aspinall Unit. The decision support system is structured to compare as many as eight alternative flow regimes, where each alternative is represented by a daily sequence of at least 20 calendar years of streamflow. Indicators include selected flow statistics, riparian plant community distribution, clearing of box elder by inundation and scour, several measures of sediment mobilization, trout fry habitat, and federal reserved water rights. Calculation of variables representing National Park Service federal reserved water rights requires additional secondary input files pertaining to forecast and actual basin inflows and storage levels in Blue Mesa reservoir. Example input files representing a range of situations including historical, reconstructed natural, and simulated alternative reservoir operations are provided with the software.

Making sense of inequalities: a response to Peter Townsend.

This article addresses the continuing controversy generated by the Black Report on Inequalities in Health, published in Britain in 1980, in response to the defense offered by Professor Peter Townsend. The author argues that Townsend's riposte to the critics of the Black Report is flawed in at least two respects. First, Townsend fails to acknowledge that the Black Report was as much an exercise in policy advocacy as in scholarly analysis, making rather large assumptions about the links in the reasoning leading to its recommendations for a massive program of income redistribution. Second, Townsend's defense of Black's use of social class as its main tool for analyzing health inequalities dismisses too easily much of the evidence; for example, the effects of social mobility and the historical dimension. Moreover, by concentrating on social class, a heterogeneous category, analysis may ignore what is most relevant for policy-making: i.e., specific factors associated with specific forms of deprivation, located within social classes or particular geographical communities. It would therefore be more constructive if scholars were to accept and research this complexity, rather than defending the Black Report as though it were a definitive (not to say sacred) text.

Protecting Black-Footed Ferrets and Prairie Dogs Against Sylvatic Plague

Scientists at the USGS National Wildlife Health Center (NWHC), in collaboration with colleagues at other federal agencies and the University of Wisconsin, are developing and testing vaccines that can be used to protect black-footed ferrets and prairie dogs against plague. The black-footed ferret is commonly regarded as the most endangered mammal in North America, and sylvatic plague is a major impediment to its recovery. The three prairie dog species (Gunnison's, black-tailed, and white-tailed prairie dogs), upon which the ferret depends for food and whose burrows they use for shelter, have been drastically reduced from historical levels, resulting in the near extinction of the ferret. All three species are considered 'at risk' and have been petitioned for listing as 'threatened' or 'endangered' by the U.S. Fish and Wildlife Service (FWS). Additionally, the Utah prairie dog is listed as threatened and the Mexican prairie dog is considered endangered in Mexico. Like the black-footed ferret, all five prairie dog species are highly susceptible to plague and regularly experience outbreaks with devastating losses. Controlling plague outbreaks in prairie dogs and ferrets is a vital concern for ongoing recovery programs and conservation efforts for both species.

Successful strategies for building thriving undergraduate physics programs at minority serving institutions

After having been pulled back from the brink of academic program deletion, Jackson State University (Jackson, Mississippi) is now the only HBCU (Historically Black College and University) listed as a top producer of B.S. degrees earned by African Americans in both fields of physics and geoscience. Very pragmatic, strategic actions were taken to enhance the undergraduate degree program which resulted in it becoming one of the most productive academic units at the university. Successful strategies will be shared for growing the enrollment of physics majors, building productive research/educational programs, and improving the academic performance of underprepared students. Despite myriad challenges faced by programs at minority serving institutions in a highly competitive 21st century higher education system, it is still possible for undergraduate physics programs to transition from surviving to thriving.

Understanding the experiences and perceptions of African American female STEM majors at a single-sex HBCU

This study uses qualitative methods to explore and understand the experiences of African American female STEM majors at a single-sex historically Black university (HBCU). The study focuses on the perspectives of Black women and how they perceive the strategies and practices utilized at a single-sex HBCU that aid in fostering the successful development of Black women in STEM fields. Although limited to one institution, the findings shed light on the ways in which African American women experience the single-sex HBCU, and how the institution aids in their persistence in STEM majors. This study also discusses how such strategies and practices at a single-sex HBCU aid in mitigating the challenges and barriers that limit the attainment of African American women in STEM fields, and provides an opportunity for them to develop strong identities in STEM. Drawing on the findings, the paper concludes with recommendations for improving implementation of strategies revealed in historically Black colleges/universities and predominantly White colleges/ universities (PWIs). Recommendations for future research suggest that the experiences of African American women in single-sex and co-educational historically Black and predominantly White institutions could be further explored.

Little is known about correlates of overweight, obesity, and physical inactivity among African American students at historically Black colleges and universities. To assess overweight, obesity, and physical inactivity among African American college students at a historically Black university in Maryland in the USA. Data were collected from 268 African American college students in 2013. Data were analyzed with percentage difference z-tests, chi-square tests, and multiple logistic regression. Cross-sectional survey (student response rate = 49.9%). The overweight/obesity rate of participants was 47.5%, which was higher than that of the U.S. college student population overall (34.1%) and a representative sample of African American college students (38.3%). When age and sex were controlled, a family history of obesity, skipping breakfast, drinking caffeinated drinks, lower family income, and smoking a pipe, cigars, or cigarettes daily were significant correlates of overweight (obesity included). The percentage of physical inactivity was 68.3, and physical inactivity was higher among women and overweight or obese students. Given the high overweight and obesity prevalence among African American college students, historically Black colleges and universities in the USA should increase health promotion efforts targeting weight-related behaviors, particularly physical activity. The black lung movement that erupted in West Virginia in 1968 was not simply a struggle for recognition of an occupational disease; it grew into a bitter controversy over who would control the definition of that disease. This article examines the historical background and medical politics of that controversy, arguing that black lung was socially produced and defined on several different levels. As a medical construct, the changing definitions of this disease can be traced to major shifts in the political economy of the coal industry. As an occupational disease, the history of black lung is internally related to themore » history of the workplace in which it is produced. As the object of a mass movement, black lung acquired a political definition that grew out of the collective experience of miners and their families. The definition of disease with which black lung activists challenged the medical establishment has historical roots and justification; their experience suggests that other health advocates may need to redefine the diseases they hope to eradicate.« less

Risky sexual behaviors among sexually active first-year students matriculating at a historically Black college: Is a positive self-image an instigator?

A sample of 498 sexually active first-year students matriculating at a historically Black college in North Carolina was used to determine correlates of risky sexual behaviors. In an Ordinary Least Squares regression, the self-esteem element "I take a positive attitude toward myself" (B = 1.12, p = .05), non-condom use because of partner issues (B = .53, p = .05) and being drunk or high (B = 1.20, p = .001), oral sex (B = 1.74, p = .001), anal sex (B = .61, p = .04), and bisexuality (B = .85, p = .03) all increased the number of these behaviors. Higher scores on the condom usage scale (B = -.38, p = .002) were found to decrease the number of risky sexual behaviors. Illicit drug use was an underpinning of the surprisingly positive relationship between positive self-image and risky sexual behaviors. It was concluded that school-based social workers, mental health care professionals, and community-based prevention providers can play a critical role in the training of peer facilitators, development, and supervision of peer-driven risk-reduction programs to address the complex interplay among self-esteem, sex, and substances.

Epidemiology of bone fracture across the age span in blacks and whites.

Gender and racial disparities in injury mortality have been well established, but less is known regarding differences in fracture-related hospitalizations across the age span. Cross-sectional analysis of annual incident fracture hospital admissions used statewide acute care hospital discharge data (Statewide Program and Research Cooperative System) for non-Hispanic White (n = 138,763) and non-Hispanic Black (n = 19,588) residents of New York State between 2000 and 2002. US census data with intercensal estimates were used to ascertain the population at risk. Gender- and race-specific incident fracture was calculated in 5-year age intervals. The χ test was used to analyze categorical variables. Mechanisms of injury vary by race and gender in their relative contribution to injury-related fractures across the age span. Black males exhibited higher fracture incidence until approximately age 62, while incidence in women diverged around age 45. Total motor vehicle traffic-related fracture hospitalization is bimodal in Whites but not in Blacks. Over the life span, all groups exhibited bimodal pedestrian fractures with pedestrian fractures accounting for 8.8% and 2.5% of all fractures in Blacks and Whites, respectively. Racial disparities were present from preschool through age 70. Violence-related fractures were 10 times higher in Blacks, accounting for 18.2% of hospitalizations. Black males exhibit higher fracture incidence due to violence by age 5 and higher gun violence by age 10; both remain elevated through age 75. Despite historical studies demonstrating higher bone density in Blacks, this study found racial disparities with increased fracture risk in both Black children and adults across most nonfall-related injury mechanisms examined.

Ritual Black Drink consumption at Cahokia

Chemical analyses of organic residues in fragments of pottery from the large site of Cahokia and surrounding smaller sites in Illinois reveal theobromine, caffeine, and ursolic acid, biomarkers for species of Ilex (holly) used to prepare the ritually important Black Drink. As recorded during the historic period, men consumed Black Drink in portions of the American Southeast for ritual purification. This first demonstrated discovery of biomarkers for Ilex occurs in beaker vessels dating between A.D. 1050 and 1250 from Cahokia, located far north of the known range of the holly species used to prepare Black Drink during historic times. The association of Ilex and beaker vessels indicates a sustained ritual consumption of a caffeine-laced drink made from the leaves of plants grown in the southern United States. PMID:22869743
