Given the year on year decrease of rural farmland and various forms of land degradation through the intrusion of non-farm land uses, the government of Bangladesh has drafted the agrarian reform strategies, primarily to protect the agricultural land from encroachment, conversion, and indiscriminate use. The draft Agricultural Land Protection and Land Use Bill since its inception in 2011 is facing serious uncertainties of implementation due to its borrowed nature from the developed contexts and inadequacy to recognize the local complexities. With a particular focus on the densification component of the draft bill, a semester-long design studio was conducted in consultation with the existing villagers to explore the practicability of the draft bill in the villages of Tetultala and Chhoygharia in the south-western coastal Bangladesh. The findings from the two villages hint that in Bangladesh, the unique and evolving nature of rural settlements dynamics that are disintegrating the rural society from farming practices and the farmland, thereby, unsettling the traditional village-morphology. The settlements dynamics vary from those of the western context; hence, there is an emerging need to build locally situated knowledge towards a feasible rural land reform.

Recommendations on accidental radioactive contamination of human food were issued in 1982 by the Food and Drug Administration (FDA). The recommendations provided guidance to State and local government officials in the exercise of their respective authorities, and were applicable to emergency response planning and to the conduct of radiation protection activities associated with the production, processing, distribution, and use of human food accidentally contaminated with radioactive material. Review of the 1982 FDA recommendations, stimulated by the events following the 1986 accident at Chernobyl, indicated that it would be appropriate to update the recommendations to incorporate newer scientific information and radiationmore » protection philosophy, to include experience gained since 1982, and to take into account international advances. This paper presents and analyses, in terms of privacy and confidentiality, the Turkish Draft Law on National DNA Database prepared in 2004, and concerning the use of DNA analysis for forensic objectives and identity verification in Turkey. After a short introduction including related concepts, we evaluate the draft law and provide articles about confidentiality. The evaluation reminded us of some important topics at international level for the developing countries. As a result, the need for sophisticated legislations about DNA databases, for solutions to issues related to the education of employees, and the technological dependency to other countries emerged as main challenges in terms of confidentiality for the developing countries. As seen in the Turkish Draft Law on National DNA Database, the protection of the fundamental rights and freedoms requires more care during the legislative efforts.

The feasibility of heat removal during emergency cooling of a reactor by a forced-draft cooling tower with accumulation of the peak heat release in a volume of precooled water is evaluated. The advantages of a cooling tower over a spray cooling pond are demonstrated: it requires less space, consumes less material, employs shorter lines in the heat removal system, and provides considerably better protection of the environment from wetting by entrained moisture.

The operation of Francis turbines in part load conditions causes high fluctuations and dynamic loads in the turbine and especially in the draft tube. At the hub of the runner outlet a rotating vortex rope within a low pressure zone arises and propagates into the draft tube cone. The investigated part load operating point is at about 72% discharge of best efficiency. To reduce the possible influence of boundary conditions on the solution, a flow simulation of a complete Francis turbine is conducted consisting of spiral case, stay and guide vanes, runner and draft tube. As the flow has a strong swirling component for the chosen operating point, it is very challenging to accurately predict the flow and in particular the flow losses in the diffusor. The goal of this study is to reach significantly better numerical prediction of this flow type. This is achieved by an improved resolution of small turbulent structures. Therefore, the Scale Adaptive Simulation SAS-SST turbulence model - a scale resolving turbulence model - is applied and compared to the widely used RANS-SST turbulence model. The largest mesh contains 300 million elements, which achieves LES-like resolution throughout much of the computational domain. The simulations are evaluated in terms of the hydraulic losses in the machine, evaluation of the velocity field, pressure oscillations in the draft tube and visual comparisons of turbulent flow structures. A pre-release version of ANSYS CFX 17.0 is used in this paper, as this CFD solver has a parallel performance up to several thousands of cores for this application which includes a transient rotor-stator interface to support the relative motion between the runner and the stationary portions of the water turbine.

In 2009, the European Commission published the report of the high-level expert group that had been mandated to consider the scientific challenges posed by the issues of low dose effects of ionising radiation, and to formulate proposals for research policy evolution in this field at European level. This report formulated a first draft of a strategic research agenda. International scientific cooperation and an integrated approach are essential for the further development and enhancement of the international framework of radiation protection. This paper reflects on the results which have been gained through this integration approach: strategic research agendas have been established, policies and action plans have been developed for infrastructures and training education, several ambitious research projects have been launched, and a first draft of a European 'joint road map' for radiation protection research will be published. Reflecting on the challenges that lie ahead, this paper also presents the initiatives that the five European research platforms (MELODI: low dose research; ALLIANCE: radioecology; EURADOS: dosimetry; NERIS: emergency preparedness; EURAMED: radiation protection in medical applications) have jointly presented to the European Commission and Euratom member states to further enhance radiation protection research.

Good medical practice: a code of conduct for doctors in Australia provides uniform standards to be applied in relation to complaints about doctors to the new Medical Board of Australia. The draft Code was criticised for being prescriptive. The final Code employs apparently less authoritative wording than the draft Code, but the implicit obligations it contains are no less prescriptive. Although the draft Code was thought to potentially undermine trust in doctors, and stifle professional judgement in relation to individual patients, its general obligations always allowed for flexibility of application, depending on the circumstances of individual patients. Professional codes may contain some aspirational statements, but they always contain authoritative ones, and they share this feature with legal codes. In successfully diluting the apparent prescriptivity of the draft Code, the profession has lost an opportunity to demonstrate its commitment to the raison d'etre of self-regulation - the protection of patients. Professional codes are not opportunities for reflection, consideration and debate, but are outcomes of these activities.

The National Oceanic and Atmospheric Administration (NOAA) is aiming to finalize its draft scientific integrity policy possibly by the end of the year, Larry Robinson, NOAA assistant secretary for conservation and management, indicated during a 28 July teleconference. The policy “is key to fostering an environment where science is encouraged, nurtured, respected, rewarded, and protected,” Robinson said, adding that the agency's comment period for the draft policy, which was released on 16 June, ends on 20 August. “Science underpins all that NOAA does. This policy is one piece of a broader effort to strengthen NOAA science,” Robinson said, noting that the draft “represents the first ever scientific integrity policy for NOAA. Previously, our policy only addressed research misconduct and focused on external grants. What's new about this policy is that it establishes NOAA's principles for scientific integrity, a scientific code of conduct, and a code of ethics for science supervision and management.”

Shortly after the International Agency for Research on Cancer (IARC) determined that formaldehyde causes leukemia, the United States Environmental Protection Agency (EPA) released its Draft IRIS Toxicological Review of Formaldehyde ("Draft IRIS Assessment"), also concluding that formaldehyde causes leukemia. Peer review of the Draft IRIS Assessment by a National Academy of Science committee noted that "causal determinations are not supported by the narrative provided in the draft" (NRC 2011). They offered recommendations for improving the Draft IRIS assessment and identified several important research gaps. Over the six years since the NRC peer review, significant new science has been published. We identify and summarize key recommendations made by NRC and map them to this new science, including extended analysis of epidemiological studies, updates of earlier occupational cohort studies, toxicological experiments using a sensitive mouse strain, mechanistic studies examining the role of exogenous versus endogenous formaldehyde in bone marrow, and several critical reviews. With few exceptions, new findings are consistently negative, and integration of all available evidence challenges the earlier conclusions that formaldehyde causes leukemia. Given formaldehyde's commercial importance, environmental ubiquity and endogenous production, accurate hazard classification and risk evaluation of whether exposure to formaldehyde from occupational, residential and consumer products causes leukemia are critical. 131I-MIBG radiotherapy has been used for unresectable nueroendocrine tumors including malignant pheochromocytomas and neuroblastomas in foreign countries since the '80s when clinical therapeutic trials were initiated. In Japan, 131I-MIBG radiotherapy has not been approved by Ministry of Health, Labor and Welfare, however, personally imported 131I-MIBG is now available in limited institutions for therapeutic purpose. This updated guideline draft aims to provide useful information concerning 131I-MIBG radiotherapy, to prevent side effects, and to protect physicians, nurses, other health care professionals, patients and their families from radiation exposure. Civilian and common law judges differ substantially in their approach to the resolution of issues concerning bioethics and health sciences. Whereas the civilian judge will first take into account the legislative source, his common law counterpart will most probably first look at judicial precedents for guidance. In both systems, however, the legislative drafting technique differs substantially and has a direct impact on judicial interpretation of the law. Both systems also differ in the way that judicial decisions are drafted and rendered. In the common law tradition, judges draft their own opinion, leaving the possibility of dissent which, in turn, helps to better illustrate contentious issues and may have an influence on social awareness of difficult problems. Finally, in bioethics, legislation should be preferred if only for a question of social legitimacy, since decisions are then taken by elected representatives. However, this type of legislation should be subject to periodical review to better adapt its rules to the evolution of science and society.

The 1996 Bermuda Principles launched a new era in data sharing, reflecting a growing belief that the rapid public dissemination of research data was crucial to scientific progress in genetics. A historical review of data sharing policies in the field of genetics and genomics reflects changing scientific norms and evolving views of genomic data, particularly related to human subjects’ protections and privacy concerns. The 2013 NIH Draft Genomic Data Sharing (GDS) Policy incorporates the most significant protections and guidelines to date. The GDS Policy, however, will face difficult challenges ahead as geneticists seek to balance the very real concerns of research participants and the scientific norms that propel research forward. This article provides a novel evaluation of genetic and GDS policies’ treatment of human subjects’ protections. The article examines not only the policies, but also some of the most pertinent scientific, legal, and regulatory developments that occurred alongside data sharing policies. This historical perspective highlights the challenges that future data sharing policies, including the recently disseminated NIH GDS Draft Policy, will encounter. PMID:27774180

We performed numerical simulation of flow in a laboratory model of a Francis hydroturbine at three regimes, using two eddy-viscosity- (EVM) and a Reynolds stress (RSM) RANS models (realizable k-ɛ, k-ω SST, LRR) and detached-eddy-simulations (DES), as well as large-eddy simulations (LES). Comparison of calculation results with the experimental data was carried out. Unlike the linear EVMs, the RSM, DES, and LES reproduced well the mean velocity components, and pressure pulsations in the diffusor draft tube. As communities and municipalities gain a better understanding of climate change, they are exploring the ways in which to work towards adaptation and mitigation. One strategy that the Island of Nantucket, Massachusetts turned toward is the drafting of a Climate Protection Action Plan (CPAP). The CPAP was developed during the summer of 2009 to meet three goals: (1) assist the Town of Nantucket in creating a framework to help them reduce CO2 emissions; (2) educate the municipality and community in techniques that promote energy efficiency and sustainability on the island; and (3) document past, present and future approaches adopted by the Town towards emissions reduction and energy sustainability. In particular, this project focused on using local strengths and natural resources identified by island stakeholders that may help the island to mitigate carbon emissions and adapt to climate change.. Drafting the CPAP provided community members and politicians with an opportunity to become better educated in the science of climate change and to learn how climate change will affect their community. On the island of Nantucket, leaders in the religious, civic, and political communities were brought into a conversation about how each group could contribute to reducing greenhouse gas emissions. A geosciences graduate student was brought into the CPAP team as a climate fellow to facilitate this conversation. This provided the foundation for stakeholder recommendations incorporated into the CPAP. This capacity-building model served as an effective way to create an informal learning environment about climate change that allowed members of the island community to directly participate in developing their locally appropriate climate protection strategy. The draft CPAP developed through this study and presented to the Town of Nantucket comprises assessments and recommendations in public research and education; building and energy efficiency; transportation; renewable energy; and carbon offsets. Through the drafting of these types of Plans, geoscientists have the unique opportunity to offer a scientific foundation to communities that are looking to better understand climate change, its projected affects, and how they can best develop plans for mitigation and adaptation.

The effective dose recommended by the International Commission on Radiological Protection (ICRP) is the sum of organ equivalent doses weighted by corresponding tissue weighting factors, wT. ICRP is in the process of revising its 1990 recommendations on the effective dose where new values of organs and tissue weighting factors have been proposed and published in draft form for consultation by the radiological protection community. In its 5 June 2006 draft recommendations, new organs and tissues have been introduced in the effective dose which do not exist within the 1987 Oak Ridge National Laboratory (ORNL) phantom series (e.g., salivary glands). Recently, the investigators at University of Florida have updated the series of ORNL phantoms by implementing new organ models and adopting organ-specific elemental composition and densities. In this study, the effective dose changes caused by the transition from the current recommendation of ICRP Publication 60 to the 2006 draft recommendations were investigated for external photon irradiation across the range of ICRP reference ages (newborn, 1-year, 5-year, 10-year, 15-year and adult) and for six idealized irradiation geometries: anterior-posterior (AP), posterior-anterior (PA), left-lateral (LLAT), right-lateral (RLAT), rotational (ROT) and isotropic (ISO). Organ-absorbed doses were calculated by implementing the revised ORNL phantoms in the Monte Carlo radiation transport code, MCNPX2.5, after which effective doses were calculated under the 1990 and draft 2006 evaluation schemes of the ICRP. Effective doses calculated under the 2006 draft scheme were slightly higher than estimated under ICRP Publication 60 methods for all irradiation geometries exclusive of the AP geometry where an opposite trend was observed. The effective doses of the adult phantom were more greatly affected by the change in tissue weighting factors than that seen within the paediatric members of the phantom series. Additionally, dose conversion coefficients for newly identified radiosensitive organs—salivary glands, gall bladder, heart and prostate—were reported, as well as the brain, which was originally considered in ICRP Publication 60 as a member of the remainder category of the effective dose.

People over the age of majority who are in need of help because of age or sickness must be protected by a modern law of guardianship. Current law with its provisions for declarations of incapacity, guardians for non-minors and tutelage for the frail or infirm rests on outdated concepts of the nineteenth century. Science and practice agree that there is an urgent need for reform. It is not possible to be content with the constitutionally guaranteed principle of proportionality (the requirement that laws bear a reasonable relationship to the ends they are intended to effect); current law permits limitations on legal capacity but does not fully protect either the ward or the involved legal transactions. Current law also does not sufficiently assure that the ward receives personal attention from the guardian or tutor. The German Federal Government has now proposed a draft Guardianship Law. This draft is designed to limit intrusions into the rights of affected persons while also procedurally improving their legal position. The authors approve of this goal; they discuss the essential provisions of the proposed law and come to critical judgments about them.

As systems, technologies, and plans for the human exploration of Mars and other destinations beyond low Earth orbit begin to coalesce, it is imperative that frequent and early consideration is given to how planetary protection practices and policy will be upheld. While the development of formal planetary protection requirements for future human space systems and operations may still be a few years from fruition, guidance to appropriately influence mission and system design will be needed soon to avoid costly design and operational changes. The path to constructing such requirements is a journey that espouses key systems engineering practices of understanding shared goals, objectives and concerns, identifying key stakeholders, and iterating a draft requirement set to gain community consensus. This paper traces through each of these practices, beginning with a literature review of nearly three decades of publications addressing planetary protection concerns with respect to human exploration. Key goals, objectives and concerns, particularly with respect to notional requirements, required studies and research, and technology development needs have been compiled and categorized to provide a current 'state of knowledge'. This information, combined with the identification of key stakeholders in upholding planetary protection concerns for human missions, has yielded a draft requirement set that might feed future iteration among space system designers, exploration scientists, and the mission operations community. Combining the information collected with a proposed forward path will hopefully yield a mutually agreeable set of timely, verifiable, and practical requirements for human space exploration that will uphold international commitment to planetary protection.

The active management of air-filled cave systems is virtually non-existent within the karst landscape of west-central Florida. As in every karst landscape, caves are important because they contain a wide variety of resources (e.g., biota, speleothems) and can act as direct connections between surface and subsurface hydrological processes, potentially exacerbating the pollution of groundwater. Before sound management policies can be drafted, implemented, and enforced, stakeholders must first have knowledge of the management requirements of each cave. However, there is an informational disconnect between researchers, stakeholders, and the recreational caving community. Here, we present a cave inventory system that simplifies the dissemination of resource knowledge to stakeholders so that cave management and protection policies can be drafted and implemented at the state and local level. We inventoried 36 caves in west-central Florida, located on both public and private land, and analyzed cave resource data to provide insights on cave sensitivity and disturbance using two standardized indices. The data revealed that both public and private caves exhibit a wide range of sensitivity and disturbance, and before management strategies can be drafted, the ownership of each cave must be considered. Our inventory geodatabase serves as a link between researchers, landowners, and the public. To ensure the conservation and protection of caves, support from county or state government, combined with cave inventory data, is crucial in developing sound management policy. The upcoming International Conference on Population and Development and its draft plan of action call for international cooperation in protecting and assisting refugees and displaced persons and in assuring positive consequences in host and origin countries. The draft plan also aims to protect the elderly through enhancing self-reliance and continued work and independent living in their own communities. Social support systems for the elderly must also be strengthened. The document is also concerned with the movement of population to cities and across borders. Recommendations on migration encourage governments to evaluate the impact of economic and environmental policies on population distribution and migration, to promote development of medium-sized urban centers, to encourage rural economic development and placement of industries in rural areas, and to support access to land ownership or use and access to water resources in rural areas. Rural infrastructure and social services need to be improved. Grassroots organizations and cooperatives for establishing credit and marketing products are emphasized. Weak local area management is an obstacle to socioeconomic development, environmental protection, and population distribution. Waste, water, and land management strategies should be adopted. Prevention of the root causes of displacement is particularly important when environmental damage is the consequence or the cause. Women, children, and the elderly who are displaced need protection. Refugee numbers have swelled from 8.5 million in 1985 to 19 million in 1993. Sudden and mass refugee arrivals should be afforded temporary protection until a solution can be found. Conditions must be created for safe and dignified, voluntary repatriation. The social and economic integration of documented, longterm migrants must be assured.

Open data plays an important role in facilitating scientific progress and developing sound public policies. However, sometimes important scientific initiatives can be subverted by those seeking to politicize science and attack scientists. There is a critical distinction between data openness, and forcing scientists to live in a fishbowl by demanding disclosure of traditionally confidential materials, such as peer review correspondence or preliminary drafts. The former is intended to promote scientific advances (which may well involve criticisms and disagreements), while the latter is an attempt to chill and disrupt research. Agenda-driven groups have sought to obtain scientists' private emails, preliminary drafts, and peer critiques - which may include technical jargon and "what if" debates that can easily be taken out of context - in an effort to intimidate researchers and disrupt their work. Fostering true transparency requires an understanding of what should be shared to advance scientific research, including disclosing information that might expose potential biases (such as funding information), while also protecting the candid debate, open collaboration, and academic freedom that is integral to the scientific process.

Abstract The high profile investment claims filed by Philip Morris challenging Uruguayan and Australian measures that restrict advertising and logos on tobacco packaging awakened the public health community to the existence and potential detrimental impact of international investment agreements (IIAs). More recently, Eli Lilly challenged Canada’s invalidation of a pharmaceutical patent under an IIA. All of the cases claim that the intellectual property rights of the investor were infringed. As a result of these cases, many commentators and activists view IIAs as a threat to public health and have lobbied against their inclusion in ongoing trade negotiations. This article does not argue against IIAs. Instead, it seeks to demonstrate how more sophisticated treaty drafting can neutralize the threat to public health. In this regard, the article seeks to engage members of the public health community as campaigners not against IIAs but as advocates of better treaty drafting to ensure that IIAs do not infringe upon the right of a nation to take non-discriminatory measures for the promotion and protection of the health of their populations. This presentation introduces a draft plan for characterizing commercial data products for Earth science research. The general approach to the commercial product verification and validation includes focused selection of a readily available commercial remote sensing products that support Earth science research. Ongoing product verification and characterization will question whether the product meets specifications and will examine its fundamental properties, potential and limitations. Validation will encourage product evaluation for specific science research and applications. Specific commercial products included in the characterization plan include high-spatial-resolution multispectral (HSMS) imagery and LIDAR data products. Future efforts in this process will include briefing NASA headquarters and modifying plans based on feedback, increased engagement with the science community and refinement of details, coordination with commercial vendors and The Joint Agency Commercial Imagery Evaluation (JACIE) for HSMS satellite acquisitions, acquiring waveform LIDAR data and performing verification and validation.

The common carp, Cyprinus carpio, is one of the most important cyprinid species and globally accounts for 10% of freshwater aquaculture production. Here we present a draft genome of domesticated C. carpio (strain Songpu), whose current assembly contains 52,610 protein-coding genes and approximately 92.3% coverage of its paleotetraploidized genome (2n = 100). The latest round of whole-genome duplication has been estimated to have occurred approximately 8.2 million years ago. Genome resequencing of 33 representative individuals from worldwide populations demonstrates a single origin for C. carpio in 2 subspecies (C. carpio Haematopterus and C. carpio carpio). Integrative genomic and transcriptomic analyses were used to identify loci potentially associated with traits including scaling patterns and skin color. In combination with the high-resolution genetic map, the draft genome paves the way for better molecular studies and improved genome-assisted breeding of C. carpio and other closely related species.

Whistleblowers remain essential as complainants in allegations of research misconduct. Frequently internal to the research team, they are poorly protected from acts of retribution, which may deter the reporting of misconduct. In order to perform their important role, whistleblowers must be treated fairly. Draft regulations for whistleblower protection were published for public comment almost a decade ago but never issued (Dahlberg 2013). In the face of the growing challenge of research fraud, we suggest vigorous steps, to include: organizational responsibility to certify the accuracy of research including audit, required whistleblower action in the face of imminent or grave harm to subjects, strengthened legal protections against retaliation including prompt enactment of Federal whistleblower protections and consideration of criminalizing the most egregious cases of research misconduct.

This article focuses on whether a certain form of consent used by biobanks--open consent--is compatible with the Proposed Data Protection Regulation. In an open consent procedure, the biobank requests consent once from the data subject for all future research uses of genetic material and data. However, as biobanks process personal data, they must comply with data protection law. Data protection law is currently undergoing reform. The Proposed Data Protection Regulation is the culmination of this reform and, if voted into law, will constitute a new legal framework for biobanking. The Regulation puts strict conditions on consent--in particular relating to information which must be given to the data subject. It seems clear that open consent cannot meet these requirements. 4 categories of information cannot be provided with adequate specificity: purpose, recipient, possible third country transfers, data collected. However, whilst open consent cannot meet the formal requirements laid out by the Regulation, this is not to say that these requirements are substantially undebateable. Two arguments could be put forward suggesting the applicable consent requirements should be rethought. First, from policy documents regarding the drafting process, it seems that the informational requirements in the Regulation are so strict in order to protect the data subject from risks inherent in the use of the consent mechanism in a certain context--exemplified by the online context. There are substantial differences between this context and the biobanking context. Arguably, a consent transaction in the biobanking does not present the same type of risk to the data subject. If the risks are different, then perhaps there are also grounds for a reconsideration of consent requirements? Second, an argument can be made that the legislator drafted the Regulation based on certain assumptions as to the nature of 'data'. The authors argue that these assumptions are difficult to apply to genetic data and accordingly a different approach to consent might be preferable. Such an approach might be more open consent friendly.

Medical privacy is a keystone of a free democratic society. To conserve the right of the patient to medical privacy, computerization of the medical data must be regulated. This paper enumerates some steps to be taken urgently for the protection of computerized sensitive medical data. A computer-oriented medical lexicon is urgently needed for accurate coding. Health industry standards should be drafted. The goals of various data centers must be sharply defined to avoid conflicts of interest. Medical privacy should be studied further, and medical data centers should consider cost-effectiveness. State boards for medical privacy should be created to monitor data security procedures. There is a need for purposeful decentralization. A national medical information policy should be drafted, and a national clinical information board should implement the nation's medical information policy.

I3I-MIBG has been used for therapy of unresectable neuroendocrine tumors including malignant pheochromocytomas and neuroblastomas in foreign countries since the '80s when its clinical therapeutic trials were initiated. In Japan, 131I-MIBG for therapy has not been approved by Health and Labor Ministry, however, personally imported 131I-MIBG is now available in limited institutions for therapeutic purpose. This guideline draft was made to provide the information about 131I-MIBG radiotherapy including related side effects for doctors, nurses, patients and their families, to prevent the adverse effects of this therapy and to protect radiation injuries from this tracer. The appendices were also attached concerning practical guidance for attending physicians, patient management and referring physicians for their conveniences.

In the most significant constitutional decision of the last generation, Carter v. Canada, the Supreme Court of Canada reversed itself and decided that it was possible for Parliament to enact safeguards that would be adequate to protect persons who are vulnerable in times of weakness, then proceeded to declare that Canadians were entitled to a s. 7 Charter right to physician-assisted death. David Baker and Gilbert Sharpe accepted the challenge issued by the Court and drafted a Bill to amend the Criminal Code in a manner they believed would strike a constitutional balance between providing access to the right declared by the Court and protecting the vulnerable. This article represents their attempt, along with co-author Rebeka Lauks, to explain many of the key provisions in their draft. Amongst the most noteworthy are their attempts to ensure that those choosing PAD are informed about quality of life, as well as treatment choices; to define vulnerability and to install safeguards adequate to protect persons while vulnerable; and finally a prior review process that would ensure both ready access to the Charter right declared by the Court and consistent and transparent application of the law. The authors have attempted to establish an alternative model to that currently in effect in the Benelux countries, which they regard as having been ineffective in achieving any of these objectives.

The article contextualises an emerging new regime for information privacy in South Africa (i.e. the draft Protection of Personal Information Bill). Subsequently, it discusses the possibility of successful implementation of international data-protection standards in an environment where there is an urgent need to balance HIV/AIDS confidentiality rights with public health requirements. Also, the article presents a preliminary assessment of the possible impact of professionalisation (and outsourcing) of workplace HIV/AIDS management on workplace data-protection practices, and it identifies some spaces for social dialogue on HIV/AIDS-data treatment in South Africa. The study methods comprise an analysis of legal documents (concerning international data-protection standards and the development of law governing data protection and HIV/AIDS confidentiality in South Africa) and interviews conducted with workplace health managers and trade union representatives, in Johannesburg, in 2007.

Portugal was the second country in Western Europe to ratify the 2001 UNESCO Convention, a pivotal step that occurred on September 21, 2006. In 2000 the Portuguese delegation presented a statement in the UNESCO meeting for the draft Convention, the substance of which emphasises the protection and cooperation principles concerning the underwater cultural heritage rather than the issue of its possession. In 2008, the discovery of a sixteenth century Portuguese shipwreck near Oranjemund, Namibia, confirmed that the referred statement opened a premonitory strategic window for the conciliation of interests of States around such examples of common heritage.

Silica dust exposures during selected construction activities.

This study characterized exposure for dust-producing construction tasks. Eight common construction tasks were evaluated for quartz and respirable dust exposure by collecting 113 personal task period samples for cleanup; demolition with handheld tools; concrete cutting; concrete mixing; tuck-point grinding; surface grinding; sacking and patching concrete; and concrete floor sanding using both time-integrating filter samples and direct-reading respirable dust monitors. The geometric mean quartz concentration was 0.10 mg/m(3) (geometric standard deviation [GSD]=4.88) for all run time samples, with 71% exceeding the threshold limit value. Activities with the highest exposures were surface grinding, tuck-point grinding, and concrete demolition (GM[GSD] of 0.63[4.12], 0.22[1.94], and 0.10[2.60], respectively). Factors recorded each minute were task, tool, work area, respiratory protection and controls used, estimated cross draft, and whether anyone nearby was making dust. Factors important to exposure included tool used, work area configuration, controls employed, cross draft, and in some cases nearby dust. More protective respirators were employed as quartz concentration increased, although respiratory protection was found to be inadequate for 42% of exposures. Controls were employed for only 12% of samples. Exposures were reduced with three controls: box fan for surface grinding and floor sanding, and vacuum/shroud for surface grinding, with reductions of 57, 50, and 71%, respectively. Exposures were higher for sweeping compound, box fan for cleanup, ducted fan dilution, and wetted substrate. Construction masons and laborers are frequently overexposed to silica. The usual protection method, respirators, was not always adequate, and engineering control use was infrequent and often ineffective.

Development of automated prototype for studying the effect of solar aging on sunglasses

The first Brazilian standard for UV protection sunglasses, NBR15111, was drafted and published in 2003, hitherto a faithful copy (mirror) of European, BSEN1836 standard. From 2010 to 2013 the Laboratório de Instrumentação Oftálmica of the School of Engineering of São Carlos (USP) made contribution in the review and drafting of this standard and the main change so far is on the extension of the UV range analysis for protection of sunglasses, i.e. from 280 - 380nm to 280-400nm. In previous studies, there are indications that ultraviolet protection degrades with use and exposure of sunglasses to natural ultraviolet radiation. Thus, this project aims to build a prototype for irradiating sunglasses lenses, where one of the spectacles will be submitted to the solar simulator; and the other to the prototype. This prototype consists of a panel with cover, which houses 100 lenses arranged in the vertical (user's) position and which will be irradiated by the sun from sunrise until sunset. The lid opens automatically and should turn towards the sun, so that the lens will always be irradiated facing the sun. Sensors will be installed to close the cover and protect the lenses of undesirable weather conditions and to determine the ultraviolet index to which the lenses are being subjected to. The exposure time and UV index will be recorded and automatic opening or closing the lid may also be interfered by a PC by online software. Previously to irradiation, spectroscopy will be performed and then repeated after every 30 days of exposure.

High-resolution genetic and physical maps are invaluable tools for building accurate genome assemblies, and interpreting results of genome-wide association studies (GWAS). Previous genetic and physical maps anchored good quality draft assemblies of the domestic cat genome, enabling the discovery of numerous genes underlying hereditary disease and phenotypes of interest to the biomedical science and breeding communities. However, these maps lacked sufficient marker density to order thousands of shorter scaffolds in earlier assemblies, which instead relied heavily on comparative mapping with related species. A high-resolution map would aid in validating and ordering chromosome scaffolds from existing and new genome assemblies. Here, we describe a high-resolution genetic linkage map of the domestic cat genome based on genotyping 453 domestic cats from several multi-generational pedigrees on the Illumina 63K SNP array. The final maps include 58,055 SNP markers placed relative to 6637 markers with unique positions, distributed across all autosomes and the X chromosome. Our final sex-averaged maps span a total autosomal length of 4464 cM, the longest described linkage map for any mammal, confirming length estimates from a previous microsatellite-based map. The linkage map was used to order and orient the scaffolds from a substantially more contiguous domestic cat genome assembly (Felis catus v8.0), which incorporated ∼20 × coverage of Illumina fragment reads. The new genome assembly shows substantial improvements in contiguity, with a nearly fourfold increase in N50 scaffold size to 18 Mb. We use this map to report probable structural errors in previous maps and assemblies, and to describe features of the recombination landscape, including a massive (∼50 Mb) recombination desert (of virtually zero recombination) on the X chromosome that parallels a similar desert on the porcine X chromosome in both size and physical location. The adverse effect of blood-sucking dipterous insects (gadflies, gnats, black flies, midges) was determined and checked, as exerted on the working performance of draft horses working in forests; the possibilities of protecting horses with repellents were studied at the same time. The trial was conducted under field conditions in the territory of the Broumov Forest Establishment in the Náchod and Trutnov districts. A 10% water emulsion of the repellent, diethyltoluamide, was used; the horses were treated with the emulsion in a 24-hour interval. Over the seventy working days from the 1st of July to the 30th of September, 1981, the performance of the test horse increased by 153 m3 wood in the skidding operation (i. e. by 58.06%), as compared with the control group. Recalculated per horse/day, this improvement is 2.19 m3 wood and the saving of prime costs amounts to 35.50 Czechoslovak crowns. The coefficient of loss per untreated horse was 9180 crowns. The effectiveness of the costs (per each crown of the capital expended) was calculated to be 309.07 crowns. The results were statistically significant.

Background In May 2012, the U.S. Environmental Protection Agency (USEPA) released the draft assessment entitled An Assessment of Potential Mining Impacts on Salmon Ecosystems of Bristol Bay, Alaska, or the Bristol Bay Assessment. The purpose of the assessment is to provide a characterization of the biological and mineral resources of the Bristol Bay watershed, increase understanding of the potential impacts of large-scale mining on the region’s fish resources, and inform future governmental decisions. During the public comment period for the May 2012 draft, numerous technical reports were submitted to the public docket. The USEPA identified several of these reports as providing information about issues raised by the peer reviewers, but the reports did not show evidence of prior peer review. To present the need and plan for development of a General Comment for the UN Convention on the Rights of the Child Article 19 which has the potential to transform and advance child protection through the infusion of a child rights approach. The Committee on the Rights of the Child (Committee) authorized ISPCAN and IICRD to draft a General Comment for CRC Article 19 (GC19) and to introduce implementation supports. An international working group (GC19WG), Expert Advisory Panel (EAP), and GC19 Focal Group of Committee members (GC19 CRC FG) have been organized to help guide and carry out the program of development. Analyses of relevant histories and knowledge, including effective and promising child protection strategies, are being applied to guide formulation of the GC and high priority implementation components. Consultations on the draft and supportive products will be conducted in cooperation with UNICEF, WHO, the NGO Group for the CRC, and other NGOs. Advice is to be solicited from interested parties and organizations in person and through distance communication throughout the world. In addition to the GC19, numerous implementation supports will be planned and some will be produced and piloted during the program of development. Under consideration are an implementation guide and resources; commentary; accountability models, indicators, measures and evaluation systems; a clearing house and resource website; a child-appropriate version of GC19; and education/training curricula and programs. GC19 has the potential to transform child protection by fostering a paradigm shift in its conceptualization, theory, research, and practice. Article 19 encourages an interpretation and application beyond narrow child protection conceptualizations and practices which have been found seriously inadequate. The General Comment can advance effective prevention of maltreatment and protection of personal security by promoting the child's rights, well-being, health, and development in all aspects of child protection. GC19 will provide support to the Committee on the Rights of the Child in its monitoring and guiding functions, and to States Parties, professionals, and civil society agents concerned with the protection and well-being of children.

The protection of patients' health information is a very important concern in the information age. The purpose of this study is to ascertain what constitutes an effective legal framework in protecting both the security and privacy of health information, especially electronic medical records. All sorts of bills regarding electronic medical data protection have been proposed around the world including Health Insurance Portability and Accountability Act (HIPAA) of the U.S. The trend of a centralized bill that focuses on managing computerized health information is the part that needs our further attention. Under the sponsor of Taiwan's Department of Health (DOH), our expert panel drafted the "Medical Information Security and Privacy Protection Guidelines", which identifies nine principles and entails 12 articles, in the hope that medical organizations will have an effective reference in how to manage their medical information in a confidential and secured fashion especially in electronic transactions.

We have confirmed our earlier finding that the probability density function (pdf) of ice freeboard in the Arctic Ocean can be converted to a pdf of ice draft by applying a simple coordinate transformation based on the measured mean draft and mean elevation. This applies in each of six 50-km sections (north of Greenland) of joint airborne laser and submarine sonar profile obtained along nearly coincident tracks from the Arctic Basin north of Greenland and tested for this study. Detailed differences in the shape of the pdf can be explained on the basis of snow load and can, in principle, be compensated by the use of a more sophisticated freeboard-dependent transformation. The measured "density ratio" R (actually mean draft/mean elevation ratio) for each section was found to be consistent over all sections tested, despite differences in the ice regime, indicating that a single value of R might be used for measurements done in this season of the year. The mean value from all six sections is 7.89; on the assumption that all six values are drawn from the same population, the standard deviation is 0.55 for a single 50-km section, and thus 0.22 for 300 km of track. In attempting to infer ice draft from laser-measured freeboard, we would therefore expect an accuracy of about ±28 cm in 50 km of track (if mean draft is about 4 m) and about ±11 cm in 300 km of track; these accuracies are compatible with the resolution of predictions from numerical models. A simple model for the variability of R with season and with mean ice thickness gives results in reasonable agreement with observations. They show that although there is a large seasonal variability due to snow load, there is a stable period from November to April when the variability is chiefly dependent on the mean ice thickness alone. Thus, in principle, R can be mapped over the Arctic Ocean as a basis for interpreting survey data. Better field data are needed on the seasonal and spatial variability of three key quantities: area-averaged snow load, mean density of first-year and multiyear ice (including the effect of ridging with these two ice regimes), and density of near-surface water.

Durian (Durio zibethinus) is a Southeast Asian tropical plant known for its hefty, spine-covered fruit and sulfury and onion-like odor. Here we present a draft genome assembly of D. zibethinus, representing the third plant genus in the Malvales order and first in the Helicteroideae subfamily to be sequenced. Single-molecule sequencing and chromosome contact maps enabled assembly of the highly heterozygous durian genome at chromosome-scale resolution. Transcriptomic analysis showed upregulation of sulfur-, ethylene-, and lipid-related pathways in durian fruits. We observed paleopolyploidization events shared by durian and cotton and durian-specific gene expansions in MGL (methionine γ-lyase), associated with production of volatile sulfur compounds (VSCs). MGL and the ethylene-related gene ACS (aminocyclopropane-1-carboxylic acid synthase) were upregulated in fruits concomitantly with their downstream metabolites (VSCs and ethylene), suggesting a potential association between ethylene biosynthesis and methionine regeneration via the Yang cycle. The durian genome provides a resource for tropical fruit biology and agronomy.

1. We use capture-recapture models to estimate the fraction of dormant ramets, survival and state transition rates, and to identify factors affecting these rates, for the terrestrial orchid Cypripedium reginae. We studied two populations in West Virginia, USA, for 11 years and investigated relationships between grazing and demography. Abe Run's population was small, with moderate herbivory by deer and relatively constant population size. The population at Big Draft was of medium size, with heavy deer grazing, and a sharply declining number of flowering plants up to the spring before our study started, when the population was fenced. 2. We observed dormant episodes lasting from 1 to 4 years. At Abe Run and Big Draft, 32.5% and 7.4% of ramets, respectively, were dormant at least once during the study period for an average of 1.6 and 1.3 years, respectively. We estimated the annual fraction of ramets in the dormant state at 12.3% (95% CI 9.5-15.8%) at Abe Run and at 1.8% (95% CI 1.2-2.6%) at Big Draft. Transition rates between the dormant, vegetative and flowering life-states did not vary between years in either population. Most surviving ramets remained in the same state from one year to the next. Survival rates were constant at Abe Run (0.96, 95% CI 0.93-0.97), but varied between years at Big Draft (0.89-0.99, mean 0.95). 3. At Big Draft, we found neither a temporal trend in survival after cessation of grazing, nor relationships between survival and the number of spring frost days or cumulative precipitation during the current or the previous 12 months. However, analysis of precipitation on a 3-month basis revealed a positive relationship between survival and precipitation during the spring (March-May) of the previous year. 4. Relationship between climate and the population dynamics of orchids may have to be studied with a fine temporal resolution, and considering possible time lags. Capture-recapture modelling provides a comprehensive and flexible framework for demographic analysis of plants with dormancy.

In November 2007, the Draft Programmatic Environmental Impact Statement on Designation of Energy Corridors on Federal Land in the Western 11 States was released. The draft proposes a network of 6055 miles of energy corridors on lands managed by seven different federal agencies. Determining the proposed locations of the corridors was a large collaborative effort among the agencies and included local, state, and federal land managers. To connect this geographically dispersed group of people, the project team employed a variety of approaches to communicate corridor siting issues, including sharing GIS layers and electronic maps, a downloadable GIS database and ArcReadermore » project, workshops, and Internet webcast teleconferences. This collaborative approach allowed difficult siting issues to be understood and discussed from many perspectives, which resulted in rapid and effective decision making. The result was a proposed corridor system that avoids many sensitive resources and protected lands while accommodating expected energy development.« less

This draft ISA document represents a concise synthesis and evaluation of the most policy-relevant science and will ultimately provide the scientific bases for EPA's decision regarding whether the current standards for CO sufficiently protect public health and the environment. The Integrated Plan for Review of the NAAQS for CO {U.S. EPA, 2008 #8615} identifies key policy-relevant questions that provide a framework for this review of the scientific evidence. These questions frame the entire review of the NAAQS, and thus are informed by both science and policy considerations. The ISA organizes and presents the scientific evidence such that it, when considered along with findings from risk analyses and policy considerations, will help the EPA address these questions during the NAAQS review:

Nanotechnology is the science of manipulating materials at the atomic and molecular level to develop new or enhanced materials and products. In December 2004, EPA’s Science Policy Council created a cross-Agency workgroup to identify and describe the issues EPA must address to ensure protection of human health and the environment as this new technology is developed. The draft white paper on nanotechnology is the product of the workgroup. The draft white paper describes the technology, and provides a discussion of the potential environmental benefits of nanotechnology and its applications that can foster sustainable use of resources. Risk management issues and the Agency’s statutory mandates are outlined, followed by an extensive discussion of risk assessment issues. The paper identifies research needs for both environmental applications and implications of nanotechnology and concludes with recommendations on next steps for addressing science policy issues and research needs. Supplemental information is provided in a number of appendices. The Agency will use the white paper to address research needs and risk assessment issues concerning nanotechnology. The draft white paper will undergo independent expert review, which will be conducted in the February time frame. Chinese clearhead icefish, Protosalanx hyalocranius , is a representative icefish species with economic importance and special appearance. Due to its great economic value in China, the fish was introduced into Lake Dianchi and several other lakes from the Lake Taihu half a century ago. Similar to the Sinocyclocheilus cavefish, the clearhead icefish has certain cavefish-like traits, such as transparent body and nearly scaleless skin. Here, we provide the whole genome sequence of this surface-dwelling fish and generated a draft genome assembly, aiming at exploring molecular mechanisms for the biological interests. A total of 252.1 Gb of raw reads were sequenced. Subsequently, a novel draft genome assembly was generated, with the scaffold N50 reaching 1.163 Mb. The genome completeness was estimated to be 98.39 % by using the CEGMA evaluation. Finally, we annotated 19 884 protein-coding genes and observed that repeat sequences account for 24.43 % of the genome assembly. We report the first draft genome of the Chinese clearhead icefish. The genome assembly will provide a solid foundation for further molecular breeding and germplasm resource protection in Chinese clearhead icefish, as well as other icefishes. It is also a valuable genetic resource for revealing the molecular mechanisms for the cavefish-like characters. © The Authors 2017. Published by Oxford University Press.

Although many employers recognize the need for an effective sexual harassment policy, they have received only limited guidance from the EEOC and the courts on how to draft and implement one. This article examines a recent decision, Robinson v. Jacksonville Shipyards, in which the court imposed a comprehensive sexual harassment policy. This article suggests that employers should consider adopting similar policies to better protect themselves from liability for sexual harassment.

The links between species-environment relations and species' responses to protection are unclear, but the objectives of marine protected areas (MPAs) are most likely to be achieved when those relations are known and inform MPA design. The components of a species' habitat vary with the spatial resolution of the area considered. We characterized areas at two resolutions: 250 m(2) (transect) and approximately 30,000 m(2) (seascape). We considered three categories of environmental variables: substrate type, bottom complexity, and depth. We sought to determine at which resolution habitat characteristics were a better predictor of abundance and species composition of fishes and whether the relations with environmental variables at either resolution affected species' responses to protection. Habitat features accounted for a larger proportion of spatial variation in species composition and abundances than differences in protection status. This spatial variation was explained best by habitat characteristics at the seascape level than at the transect level. Species' responses to protected areas were specific to particular seascape characteristics, primarily depth, and bottom complexity. Our method may be useful for prioritizing marine areas for protection, designing MPAs, and monitoring their effectiveness. It identified areas that provided natural shelter, areas acting as buffer zones, and areas where fish species were most responsive to protection. The identification of such areas is necessary for cost-effective establishment and monitoring of MPAs. ©2010 Society for Conservation Biology.

Light transport and general aviation aircraft icing research requirements

A short term and a long term icing research and technology program plan was drafted for NASA LeRC based on 33 separate research items. The specific items listed resulted from a comprehensive literature search, organized and assisted by a computer management file and an industry/Government agency survey. Assessment of the current facilities and icing technology was accomplished by presenting summaries of ice sensitive components and protection methods; and assessments of penalty evaluation, the experimental data base, ice accretion prediction methods, research facilities, new protection methods, ice protection requirements, and icing instrumentation. The intent of the research plan was to determine what icing research NASA LeRC must do or sponsor to ultimately provide for increased utilization and safety of light transport and general aviation aircraft.

Knowledge of the subcellular distribution of proteins is vital for understanding cellular mechanisms. Capturing the subcellular proteome in a single experiment has proven challenging, with studies focusing on specific compartments or assigning proteins to subcellular niches with low resolution and/or accuracy. Here we introduce hyperLOPIT, a method that couples extensive fractionation, quantitative high-resolution accurate mass spectrometry with multivariate data analysis. We apply hyperLOPIT to a pluripotent stem cell population whose subcellular proteome has not been extensively studied. We provide localization data on over 5,000 proteins with unprecedented spatial resolution to reveal the organization of organelles, sub-organellar compartments, protein complexes, functional networks and steady-state dynamics of proteins and unexpected subcellular locations. The method paves the way for characterizing the impact of post-transcriptional and post-translational modification on protein location and studies involving proteome-level locational changes on cellular perturbation.
