Mobile dental units: leasing or buying? A dollar-cost analysis.

The decision to acquire a mobile dental unit is based on a standard capital budgeting analysis. The next step is to determine whether to obtain the use of the mobile dental unit by borrowing and purchasing or by leasing. As a financing mechanism, leases are simply another way of borrowing money to pay for the asset. To compare lease vs. debt as financial vehicles to acquiring a mobile dental unit. An estimate for a new mobile unit was obtained. Lease and loan proposals from financial lenders were collected. A cost of capital rate was chosen for comparison. Cash flows associated with borrowing and leasing vs. buying were determined fortwo different scenarios: for profit (FP) vs. not-for-profit (NFP), at 5 years. A dollar-cost analysis was utilized to determine the option with the lowest capitalized value. There was a net advantage to buying vs. leasing for both for FP and NFP organizations. Due to tax advantages, owning and leasing were substantially less expensive for FP than for NFP. Slight decreases in the monthly lease payments would make leasing competitive to the buying approach. Exploring alternative financing vehicles may allow dental programs to expand their services through the acquisition of a mobile unit. Though programs generally own assets, it is the use of the asset which is important rather than the ownership. Dental programs can find leasing an attractive alternative by offering access to capital with cash-flow advantages.

Pursuant to the Geothermal Steam Act of 1970 and the regulations published on December 21, 1973, the first Federal geothermal competitive lease sale was held on January 22, 1974, by the Department of the Interior, offering 33 tracts totalling over 50,000 acres in three Known Geothermal Resource Areas in California. On January 1, 1974, Federal lands outside Known Geothermal Resource Areas were opened to noncompetitive lease applications, of which, 3,763 had been received by June 1, 1974. During fiscal year 1974, a total of 22 competitive leases had been issued in California and Oregon. The principal components in the Department involved in the leasing program are the Geological Survey and the Bureau of Land Management. The former has jurisdiction over drilling and production operations and other activities in the immediate area of operations. The latter receives applications and issues leases and is responsible for managing leased lands under its jurisdiction outside the area of operations. The interrelationships of the above agencies and the procedures in the leasing program are discussed.

The program for leasing federal lands for oil and gas drilling brought the federal government over $1 billion in revenues in 1983 from lands that are estimated to contain one-sixth of the country's undiscovered oil and gas resources. In a policy debate over the leasing program, all parties agree that leasing should occur, but differ in how it should be done. The author reviews the two systems followed for onshore leases: a lottery system for parcels with proven oil and gas reserves and a first-come first-served basis for other parcels. Oil shale development and its environmental considerations

The petroleum shortage recently experienced by many nations throughout the world has created an intense interest in obtaining new and supplemental energy sources. In the United States, this interest has been centered on oil shale. Any major action by the federal government having significant environmental effects requires compliance with the National Environmental Policy Act of 1969 (NEPA). Since most oil shale is found on federal lands, and since its development involves significant environmental impacts, leasing oil shale lands to private interests must be in compliance with NEPA. For oil shale, program planning began at approximately the same time that NEPA was signed into law. By structuring the program to permit a resource and technological inventory by industry and the federal agencies, the Department of the Interior was able simultaneously to conduct the environmental assessments required by the act. This required: 1. Clearly defined program objections; 2. An organization which could integrate public policy with diverse scientific disciplines and environmental concerns; and 3. Flexible decisionmaking to adjust to policy changes as well as to evolving interpretations on EPA as clarified by court decisions. This paper outlines the program, the organization structure that was created for this specific task, and the environmental concerns which were investigated. The success of the program has been demonstrated by meeting the requirements of NEPA, without court challenge, and by industry's acceptance of a leasing program that included the most stringent environmental protection provisions ever required. The need for energy development has spurred the acceptance of the program. However, by its awareness and willingness to meet the environmental challenges of the future, industry has shown a reasonable understanding of its commitments. The pros and cons of development were publicly considered in hearings and analyzed in the final environmental statement. This action aided greatly in preventing legal challenges. The prototype oil shale program is now under way and this new energy source, developed with strict environmental safeguards, may soon be available to our nation.

Using GIS to enhance programs serving emancipated youth leaving foster care.

This article describes a GIS prototype designed to assist with the identification and evaluation of housing that is affordable, safe, and effective in supporting the educational goals and parental status of youth transitioning from foster care following emancipation. Spatial analysis was used to identify rental properties based on three inclusion criteria (affordability, proximity to public transportation, and proximity to grocery stores), three exclusion criteria (areas of high crime, prostitution, and sexual predator residence), and three suitability criteria (proximity to health care, mental health care, and youth serving organizations). The results were applied to four different scenarios to test the utility of the model. Of the 145 affordable rental properties, 27 met the criteria for safe and effective housing. Of these, 19 were located near bus routes with direct service to post-secondary education or vocational training programs. Only 6 were considered appropriate to meet the needs of youth who had children of their own. These outcomes highlight the complexities faced by youth when they attempt to find affordable and suitable housing following emancipation. The LEASE prototype demonstrates that spatial analysis can be a useful tool to assist with planning services for youth making the transition to independent living. Copyright © 2011 Elsevier Ltd. The Bureau of Land Management is responsible for the leasing of oil and gas mineral rights on over 300 million acres of public lands. Under the Mineral Leasing Act of 1920, lands with known oil and gas deposits are leased competitively. However, much more federal land is leased through a noncompetitive lottery system, which generates substantial receipts for the federal Treasury - about $250 million in filing fees for the 5-year period 1980-1984. The lottery system has been criticized since its 1959 inception for encouraging fraud, misleading the public, and generating insufficient revenues. On October 12, 1983, the program wasmore » suspended for 10 months because of recognized weaknesses in the system. This report highlights major issues surrounding the lottery program.« less

The US Department of Energy (DOE) has prepared a programmatic environmental assessment (EA) of the proposed action to continue leasing withdrawn lands and DOE-owned patented claims for the exploration and production of uranium and vanadium ores. The Clean Commute Program uses TH!NK city electric vehicles from Ford Motor Company’s electric vehicle group, TH!NK Mobility, to demonstrate the feasibility of using electric transportation in urban applications. Suburban New York City railroad commuters use the TH!NK city vehicles to commute from their private residences to railroad stations, where they catch commuter trains into New York City. Electric vehicle charging infrastructure for the TH!NK city vehicles is located at the commuters’ private residences as well as seven train stations. Ford leased at total of 97 TH!NK city electric vehicles to commuters from Westchester, Putnam, Rockland, Queens, Nassau, and Suffolkmore » counties for $199 per month. First Clean Commute Program vehicle deliveries occurred late in 2001, with data collection commencing in February 2002. Through May, 2004, 24 of the lessees have returned their vehicles to Ford and no longer participate in the Clean Commute Program. Reasons given for leaving the Program include relocation out of the Program area, change in employment status, change in commuting status, and, in a few cases, dissatisfaction with the vehicle. Additionally, 13 vehicles were returned to Ford when the lease was completed. In August 2002, Ford announced that it was ceasing production of the TH!NK city and would not extend any TH!NK city leases. Mileage accumulation dropped in the last quarter of the program as vehicle leases were returned to Ford. The impact of the program overall was significant as participants in the Clean Commute Program drove their vehicles over 406,074 miles, avoiding the use of over 18,887 gallons of gasoline. During the active portion of the program, the TH!NK city vehicles were driven an average of between 180 and 230 miles per month. Over 95% of all trips taken with the TH!NK city vehicles replaced trips previously taken in gasoline vehicles. This report covers the period from Program inception through December 2004.« less

In 4G-LTE networks, there are two important problems: helping manage the spectrum demands of IoT devices and achieving much more revenue with the limited resource. This paper proposes a pricing framework to investigate the spectrum leasing in mobile heterogeneous networks with single macrocell and multiple femtocells. We modeled the leasing procedure between the macrocell service provider (MSP) and femtocell holders (FHs) as an auction to motivate the MSP to lease its spectrum resource. All FHs act as the bidders, and the monopolist MSP acts as the auctioneer. In the auction, FHs submit their bids to rent the spectrum resource so that they can make a profit by selling it to their subscribers. The MSP determines the spectrum leasing amount and chooses the winning FHs by solving the dynamic programming-based 0-1 knapsack problem. In our proposed framework, we focus on the spectrum pricing strategy and revenue maximization of the MSP. The simulation results show that the proposed scheme provides effective motivation for the MSP to lease the spectrum to FHs, and both the MSP and FHs can benefit from spectrum leasing.

The prospects for exploratory drilling and resumption of long-delayed development of existing fields have improved. Some of the favorable happenings offshore include (1) the Interior Department may actually hold the offshore S. California lease sale before the year is out; (2) the Interior Department has issued a favorable draft environmental impact statement for the Santa Barbara Channel (this will help clear the way to drilling virtually all federal leases); (3) Exxon most certainly will start development of Hondo field in the billion-barrel Santa Unit (itmore » has won a vote of confidence of Santa Barbara County citizens); and (4) the new California State Lands Commission, while much tougher than its predecessors, has gradually been approving some drilling programs on state leases. The North Aleutian Basin Planning Area of the Minerals Management Service (MMS) is a large geographic area with significant ecological and natural resources. The Basin includes most of the southeastern part of the Bering Sea continental shelf including all of Bristol Bay. The area supports important habitat for a wide variety of species and globally significant habitat for birds and marine mammals including federally listed species. Villages and communities of the Alaska Peninsula and other areas bordering or near the Basin rely on its natural resources (especially commercial and subsistence fishing) for much of their sustenance and livelihood. The offshoremore » area of the North Aleutian Basin is considered to have important hydrocarbon reserves, especially natural gas. In 2006, the MMS released a draft proposed program, Outer Continental Shelf Oil and Gas Leasing Program, 2007-2012 and an accompanying draft programmatic environmental impact statement (EIS). The draft proposed program identified two lease sales proposed in the North Aleutian Basin in 2010 and 2012, subject to restrictions. The area proposed for leasing in the Basin was restricted to the Sale 92 Area in the southwestern portion. Additional EISs will be needed to evaluate the potential effects of specific lease actions, exploration activities, and development and production plans in the Basin. A full range of updated multidisciplinary scientific information will be needed to address oceanography, fate and effects of oil spills, marine ecosystems, fish, fisheries, birds, marine mammals, socioeconomics, and subsistence in the Basin. Scientific staff at Argonne National Laboratory (Argonne) were contracted to assist the MMS Alaska Outer Continental Shelf (OCS) Region in identifying and prioritizing information needs related to the North Aleutian Basin and potential future oil and gas leasing and development activities. The overall approach focused on three related but separate tasks: (1) identification and gathering of relevant literature; (2) synthesis and summary of the literature; and (3) identification and prioritization of information needs. To assist in gathering this information, MMS convened the North Aleutian Basin Information Status and Research Planning Meeting, held in Anchorage, Alaska, from November 28 through December 1, 2006; this report presents a summary of that meeting. The meeting was the primary method used to gather input from stakeholders and identify information needs and priorities for future inventory, monitoring, and research related to potential leasing and oil and gas developments in the North Aleutian Basin.« less

The history, outline, and implementation of the new Federal Coal Management Program (FCMP) which has preoccupied the Department of Interior during the administrations of at least three presidents. The introduction briefly reviews the coal resource in the United States in general and the Federal coal resource in particular. Part II outlines the history of the Federal coal-leasing program over the decade of the 1970's. NYPA/TH!NK Clean Commute Program Report – Inception Through May 2004

The Clean Commute Program uses TH!NK city electric vehicles from Ford Motor Company’s electric vehicle group, TH!NK Mobility, to demonstrate the feasibility of using electric vehicles for transportation in urban applications. Suburban New York City railroad commuters use the TH!NK city vehicles to commute from their private residences to railroad stations, where they catch commuter trains into New York City. Electric vehicle charging infrastructure for the TH!NK city vehicles is located at the commuters’ private residences as well as seven train stations. Ford leased 97 TH!NK city electric vehicles to commuters from Westchester, Putnam, Rockland, Queens, Nassau, and Suffolk countiesmore » for $199 per month per vehicle. The first Clean Commute Program vehicle deliveries occurred late in 2001, with data collection commencing in February 2002. Through May 2004, 24 of the lessees have returned their vehicles to Ford and no longer participate in the Clean Commute Program. Reasons given for returning the vehicles include relocation out of the Program area, change in employment status, change in commuting status, and, in a few cases, dissatisfaction with the vehicle. Additionally, 13 vehicles have been returned to Ford as their leases have completed. In August 2002, Ford announced that it was ceasing production of the TH!NK city and would not extend any TH!NK city leases. Through May 2004, participants in the Clean Commute Program have driven their vehicles over 370,000 miles, avoiding the use of over 17,000 gallons of gasoline. The TH!NK city vehicles are driven an average of between 180 and 230 miles per month, and over 95% of all trips taken with the TH!NK city vehicles replace trips previously taken in gasoline vehicles. Analysis of high-resolution geophysical data collected over 540 blocks tentatively selected for leasing in proposed OCS Oil and Gas Lease Sale 52 (Georges Bank) revealed a number of potential geologic hazards to oil and gas exploration and development activities: evidence of mass movements and shallow gas deposits on the continental slope. No potential hazards were observed on the continental shelf or rise. Other geology-related problems, termed constraints because they pose a relatively low degree of risk and can be routinely dealt with by the use of existing technology have been observed on the continental shelf. Constraints identified in the proposed sale area are erosion, sand waves, filled channels and deep faults. Piston cores were collected for geotechnical analysis at selected locations on the continental slope in the proposed lease sale area. The core locations were selected to provide information on slope stability and to establish the general geotechnical properties of the sediments. Preliminary results of a testing program suggest that the surficial sediment cover is stable with respect to mass movement.

This is the Final Report submitted regarding Oregon Water Trust's Combined Work Plan for fiscal year 2003, with the contract period April 2002 to May 2003. Of this 12 month period, six month were spent concluding our work for the 2002 irrigation season and six months were spent preparing for the 2003 irrigation season. After this grant was completed, projects were finished with funding from the Columbia Basin Water Transactions Program. Many of the 2003 irrigation season successes began in the fall of 2002, when projects were researched and partnerships were developed. Trout Creek Ranch was one of the largemore » successes. During the 2003 irrigation season, 2.6 cfs was leased which led to a permanent instream transfer, protecting critical spawning habitat for summer steelhead in the Deschutes basin. Another success was the Walla Walla Lease Bank project. This project is an agreement between the OWT, the Walla Walla Irrigation District and 11 individual landowners. Through this single year lease, 7.9 cfs of water was legally protected in the Walla Walla River. The Vidando lease on Middle Fork John Day River was renewed for 2 more years, protecting 11.29 cfs. An innovative single year split-season lease was conducted with Voight on Standard Creek in the John Day basin to protect 4.93 cfs. Many other deals were conducted and the total was an impressive 50.43 cfs instream during 2003 and 9.39 cfs pending approval for the 2004 season. Included is a summary of the activities within the Fifteenmile subbasin and the Columbia Plateau basin by quarter and two tables. The summary of activities is broken down by objectives and quarters. An Integrated Model for a Water Leasing System on the Middle Rio Grand, New Mexico

Since 1950 demand for water has more than doubled in the United States. Virtually all water supplies are allocated, leading to the question, where will water come from? The concept of water leasing has gained considerable attention as a volunteer, market-mediated system for transferring water between competing uses. For a water leasing system to be truly effective, detailed knowledge of the available water supply and the factors that affect water demand is critical. Improving understating of the factors that determine residential, industrial, and agricultural demand for water using experimental economics and then integrating with a hydrological model will allow for better understanding of market-based mechanisms potential to allocate water resources effectively. Currently we have three case studies underway, a generalized water leasing system on the Middle Rio Grande, a sophisticated farmer decision process and a study in the Mimbres basin in southern New Mexico. The developed market model utilizes an open market trading system known as a double auction, where buyers and sellers declare their bids and offers to the market. The developed hydrological model utilizes the Upper Rio Grande Water Operations Model (URGWOM) system structure and data for the generalized water leasing system and the farmer decision process, with a different hydrological model being developed for the Mimbres basin. A key coupling between the hydrologic and market models involves tracking the difference in river losses for trades that move water up or down the river. In the experiments the hydrological model runs before the market-trading period to establish water rights, the trading period occurs and the hydrological model then runs a second time to report flows to each reach of the river. Participants in the experiment represent the interests of specific users, including farmers, Native American interests, urban interests and environmental interests. Participants in the experiments are motivated by a utility function specific to each water users needs. Currently twelve experiments have been run in four different climatic scenarios (decreasing, increasing, normal and dry water scenarios) for the generalized water leasing system, and the sophisticated farmer decision process. The results have shown the market to be robust, with multiple trades occurring in each trading year. The trading process is efficient with positive gains being realized from participation in the marketplace. The Low-Energy Neutrino Spectrometer (LENS) prototyping program is broken into two phases. The first of these is μLENS, a small prototype to study the light transmission in the as built LENS scintillation lattice--- a novel detector method of high segmentation in a large liquid scintillation detector. This paper updates prior research on aircraft leasing and contrasts the findings of current data with prior results. Usage of leases by air carriers is a means to lessen the impact of financial obligations from fleet purchases. The study revisits two previous studies, one in 1969 and one in 1991, which is analyzed the incidence of leases by major air carriers. The current study updates these past studies to consider air carriers current usage of leases. Additionally, since operating leases are not reflected in the balance sheets of airlines, operating lease information was capitalized using a present value of future operating lease payments. Then, financial debt burden ratios were computed to determine the impact from the capitalization of lease information. The usage of operating leases increased, significantly from the first study to the 1991 study, and this trend continues. The incidence of leasing, the classification of leases as operating, and the percentage of operating leases to total fleet have all increased for the majority of the airlines reviewed. When operating lease data were capitalized, debt ratios weakened, providing further evidence of deterioration in the financial health of air carriers.

An approach that might be used for determining the applicability of NASA management techniques to benefit almost any type of down-to-earth enterprise is presented. A study was made to determine the following: (1) the practicality of adopting NASA contractual quality management techniques to the U.S. Geological Survey Outer Continental Shelf lease management function; (2) the applicability of failure mode effects analysis to the drilling, production, and delivery systems in use offshore; (3) the impact on industrial offshore operations and onshore management operations required to apply recommended NASA techniques; and (4) the probable changes required in laws or regulations in order to implement recommendations. Several management activities that have been applied to space programs are identified, and their institution for improved management of offshore and onshore oil and gas operations is recommended.

The leasing sector of the business economics is expanding. Leasing instruments for high-rise construction financing allow to determine the best business behaviour in the leasing economy sector, not only in the sphere of transactions with equipment and vehicles. Investments in high-rise construction have a multiplicative effect. It initiates an active search and leasing instruments use in the economic behaviour of construction organizations. The study of the high-rise construction sector in the structure of the leasing market participants significantly expands the leasing system framework. The scheme of internal and external leasing process factors influence on the result formation in the leasing sector of economy is offered.

In contrast to capital leases, which are reported on the balance sheet as debt, operating leases are a form of off-balance sheet financing only reported in the notes to the financial statement and have limited disclosure requirements. Following the perpetuity method of corporate finance, this study developed a capitalized operating lease value for hospitals. Evaluating the substitutability between lease and debt financing, the findings show a marginal displacement of debt by lease financing. Assessing the relationship of market, mission, operating, and financial factors on lease financing for all short-term, acute-care hospitals across the United States, the results indicate that investor-owned hospital management companies and hospitals located in CON markets are less likely to lease and that smaller hospitals with fewer unoccupied beds, higher proportion of government payers, low liquidity, and lower capital expenditures are more likely to lease.

Norovirus is a common cause of gastroenteritis outbreaks associated with raw shellfish consumption. In Australia there have been several reports of norovirus outbreaks associated with oysters despite the application of regulatory measures recommended by Food Standards Australia New Zealand. This study describes an outbreak of norovirus gastroenteritis following the consumption of New South Wales oysters. In September 2007, OzFoodNet conducted a cohort study of a gastroenteritis outbreak amongst people that had dined at a Port Macquarie restaurant. Illness was strongly associated with oyster consumption, with all cases having eaten oysters from the same lease (RR undefined, p < 0.0001). Norovirus was detected in a faecal specimen. Although no pathogen was identified during the environmental investigation, the source oyster lease had been closed just prior to harvesting due to sewage contamination. Australian quality assurance programs do not routinely test oysters for viral contamination that pose a risk to human health. It is recommended that the feasibility of testing oysters for norovirus, particularly after known faecal contamination of oyster leases, be assessed.

Using California hospital data, this study examined the extent to which capital leases displace debt in the hospital industry. Moreover, it analyzed how hospital and financial variables affect utilization of lease financing. In contrast to the theoretic belief that lease financing displaces debt financing, the results showed a greater use of debt with leases. The study also found smaller, free-standing facilities with a greater investment in plant and equipment employed the lease option.

Making of federal coal policy: lessons for public lands management from a failed program, an essay and review

The federal coal leasing program implemented in the 1970s has not achieved its stated objectives and has resulted in a misallocation of resources. As of 1984, federal coal still had not played a major role in meeting either total national energy supply demands or even in meeting total coal supply demands. Federal coal accounted for only 12% of the total US production in 1982. The author notes the program has failed to coordinate coal development with other government objectives such as environmental protection; the program, moreover, has not achieved a satisfactory return to the federal treasury. He feels all threemore » branches of government must share the blame for failure of the program. The Department of the Interior's (USDI) attempts to develop a national coal leasing program failed in part because USDI could not agree on a set of workable and consistent conceptual underpinnings for the program. Administrative attempts also failed because of well-meaning but inept judicial intervention and political and economic events beyond the Department's control. Congress must also bear a good part of the blame. Congress never settled on a consistent coal use policy, and finally, after 1982-83, Congress lost faith in the USDI and attempted to legislate its own federal policy. The failure of the federal government to induce the greater use of federal coal is especially striking because ownership would seem to predict greater control over the use of the resources. 76 references.« less

Utilization survey of prototype structural test article

A survey was conducted of six aerospace companies and two NASA agencies to determine how prototype structural test articles are used in flight operations. The prototype structures are airframes and similar devices which are used for testing and generally are not flown. The survey indicated the following: (1) prototype test articles are not being discarded after development testing is complete, but are used for other purposes, (2) only two cases of prototypes being refurbished and flown were identified, (3) protective devices and inspection techniques are available to prevent or minimize test article damage, (4) substitute programs from design verification are availabel in lieu of using prototype structural articles, and (5) there is a trend away from dedicated test articles. Four options based on these study results were identified to reduce test and hardware costs without compromising reliability of the flight program.
